COUNCIL IN QUANDARY By Marla Jones Reporter marla@southerntorch.com RAINSVILLE, Ala. — (Full Video on our Website) Resolution 04-21-2014 was a hotly debated subject during this week’s regular meeting of the Rainsville City Council. After Councilmember Bejan Taheri reported the cost of the new retainer wall at the Tom Bevill Enrichment Center was $1,785, Councilmember Marshall Stiefel asked whether the cost was, “For materials only?� Taheri replied that it was an in-house project and that the total costs of material was $1,785. Stiefel followed up, “so you are admitting that you

broke the resolution 04-21-2014?� Taheri suggested that it should be changed. He then made a motion to rescind the resolution that had been put in place during the City’s previous administration. The final paragraph of the resolution reads as follows: “NOW, THEREFORE, be it resolved by the City Council of Rainsville, Alabama, that the spending limits for non-council approved items to be as follows: The Mayor and all Councilmembers are now authorized to approve the spending of City funds for items pertaining to the City in amounts of $750.00 and less. City Council held their regularly scheduled meeting on August 21, 2018. The Council continued their discussion regarding the annexation of the Harley & Davidson

subdivision. Landowners requested the acceptance of property into the City Limits and the maintenance of the streets.. City Attorney, Rocky Watson advised the Council that the

subdivision had never been recorded and that the City could not maintain the private roads. Before the City can accept the

RAINSVILLE, Ala. — The DeKalb County Board of Education held their regular monthly meeting on August 16, 2018. At the workshop, the Board were updated by Kyle Keith and Todd Smith of Schneider Electric. regarding the changes that were to be implemented with the energy conservation program. This program is set to save the school system up to 30% per year. Anthony Cooper, the Board’s Chief Financial

Officer, presented the Board with the first of two State Mandated Budget hearings. The school system is set to finish the fiscal year with a financial surplus. Cooper advised that the State as a whole, according to Education Net Receipts would finish with a 6% excess. FORT PAYNE from Page 1 subdivision, easements need to be made and the roads need to be brought up to the City's standards regarding roads. The Street Department said that an estimate to fix the road would be around $67,000 but could be brought down to $41,000 if a tar and gravel mix was used. There was discussion that it had been some time since a new subdivision has been accepted into Fort Payne. “We want to encourage building” said Council member, Lynn Brewer. The City will hold a work session on September 18, 2018 at 11:00 a.m. to discuss what needs to be completed before the City can proceed. In new business: The Council approved the alcohol license for San Jose Mexican Restaurant located on 904 Gault Avenue. . Authorization was given to Mayor Larry Chesser to sign contract for an Airport Improvement Program (AIP) grant for lighting on one end of the runway. The Council considered the purchase of the property adjacent to the recently purchased MAPCO property at 5th and Gault Avenue (the Galloway property). Attorney, Rocky Watson stated that he would “negotiate the price and bring back to the Council”. The Council was updated by City Clerk, Robert Parker on the

Funds without Board Approval- The DeKalb County Board of Education grants authority to the Superintendent, subject to applicable laws, policies, and board approved budget limitations, to expend funds and enter into contracts involving amounts less than $15,000 for budgeted operating expenditures, without advance board approval. (This was recommended by Auditor to have on record) • Student Email Usage Policy- Email accounts will be provided to students in grades 7-12 to support the educational, instructional, extra-curricular, and administrative needs of the school system. Student access to email is subject to all policies and ethical standards outlined in the DeKalb County Policies and

Procedures Handbook and the DeKalb County Student Code of Conduct. All digital communications initiated or transmitted through software or hardware owned or managed by DeKalb County Schools must be appropriate and responsible. Email account privileges may be revoked for misuse, abuse, or other violation as outlined in the Student Code of Conduct. The Board cannot guarantee for privacy, security, or confidentiality of any information sent or received via email. The Board will use a filtering device to limit inappropriate content. The Date of the next board meeting will be September 13, 2018 at 5:00 p.m. Work session/budget hearing will begin at 4:00 p.m.

“Carden Property” that the City was planning on purchasing. The survey work has started and should be completed soon. Mayor Larry Chesser addressed the Council on several items: A property owner on Forest Avenue wanted to donate a 100x132 lot with the restriction that it be used for a local playground. The Council discussed the cost for fencing and decided at this time, they would not accept but may in the future if the restriction was removed. Mayor Chesser requested that the Council consider a pay increase for the Mayor and Council of Fort Payne to bring up to standards set by Cities the same size. He stated that this was not for the present Council but for the next administration. He also addressed the concerns of present Council about voting for a pay increase. He stated that he knew many would not want to give the new administration a pay raise if they planed to seek reelection. The salary for Mayor and

Council has not been changed since around 1988 when the Mayor became a full time position. Chesser stated that he would like to model this pay increase similar to the City of Scottsboro. The current Mayor of Scottsboro makes $76,000. Chesser advised that he presently makes $58,000 per year. He stated this was fine for a retired person but that his desire was to bring more money to the table for someone younger. The present Fort Payne City Council makes $600 a month. The Scottsboro Council receives 20% of the Mayors salary. Chesser proposed that the Council vote to change the next administration salaries to $70,000 for Mayor and $1,000 per month for Council members. The Board will consider this and vote at a later date. The next meeting of the Fort Payne City Council will be held on September 4, 2018 with a work session being held at 11:00 a.m. and the regular session beginning at 12:00 p.m.

Inside the Statehouse By Steve Flowers AL Political Columnist MONTGOMERY, Ala. — Recently, I wrote about Alfa’s influence in Alabama politics. In my August 8 column, I said, the Alabama Farmers Federation still controls the Legislature. They use to play in the Governor’s Race. However, they got burned badly by Bob Riley when they helped him get elected and the first thing he did was stab them in the back. However, they have slipped around this year and will not only own the Legislature, they will probably have a good friend in the Governor’s office. The day before the Primary, Kay Ivey was put on Jimmy Ranes’ jet

to fly around the state. Boarding with her was Beth Chapman, Alfa’s political consultant. The next night when she came off the platform after giving her appreciation speech, guess who was helping her off the stage and holding her arm so that she would not fall? Jimmy Parnell the Farmers Federation President. Well, I get a note from Debbee Hancock, an Ivey campaign spokesperson, yes, that is right, it is spelled Debbee. She informed me that Beth Chapman was not actually on-board Jimmy Ranes’ plane that day when they flew Kay around the state. I politely told her that in watching the television footage, it looked to me like Beth was in a finite

group of people walking beside Kay to the plane. Even Brent Buchanan, the Governor’s campaign manager, concurred with my assessment. He told me, “I was there with Beth and saw it on TV after. I totally see how you could have thought she was headed to the plane when the Governor exited that way.” I told young Debbee that I would clarify that Beth did not actually board the plane, it just looked like she did. However, I told them that they should not be so sensitive about or ashamed of the Farmers’ friendship. Also told them that they should have given them a place on the plane. Most people assume that the Farmers’ would be for the Republican nominee for

governor. However, Debbee did not dispute the second part of my August 8 comments where I said that Jimmy Parnell, like the gentleman that he is, was helping Kay off the stage the next night. I advised both Debbee and Brent that they really should not allow her to go out alone and be expected to maneuver stage steps. Recently, one of Kay’s people called me and told me I said Kay was senile. I told them that was a blasphemous lie. I said, “She just looked senile.” I appear on numerous radio talk shows and television stations around the state. I am getting up in age and sometimes I do not remember everything I say. I obviously have become quite uninhibited in my observations and

ramblings. Walt Maddox has been doing his best to coax Kay’s folks into letting her debate. Folks, you can bet your bottom dollar, Kay Ivey ain’t going to debate Walt Maddox. My observation is that Kay cannot debate. I do not believe that she has the stamina to physically stand up for an hour or two, much less answer questions. It would be political suicide for her handlers to put her in that trap. She would become befuddled and anxious. She would be prone to putting on a show worse than Big Jim Folsom’s appearance on TV in 1962. It would be a good show. All Kay has to do is run out the clock. She needs to continue to say nothing or do nothing. A Republican Governor who looks elderly and has done nothing wrong ethically and who is enjoying the fruits of a great national recovery

will beat a young, energetic, highly qualified candidate who is cognizant and well versed on the issues every day of the week and twice on Sunday in Alabama politics. Just the appearance on a debate stage would be dramatic. Alabamians do not care about a gubernatorial debate or for that matter they do not care much about who is governor. What they do care about is college football and it starts next week. It will occupy Alabamians for the next three months. The Governor’s Race will slide under the radar screen. See you next week. Stiefel said he believed that that was simply a way to circumvent the (Open Meetings Act) law. The recension of the resolution was left on the table and will be discussed at a later date. We reached out to Councilmember Marshall Stiefel and he had this to say: “I think the resolution is too confining. I do believe the amount in the resolution should be revised. We never voted on this wall that had a cost of over $750, and that clearly violates the resolution that is currently a law within the City of Rainsville. This Council must learn to play by the rules.” This is the second resolution that was passed in the last administration that is subject to change. The other resolution discussed and ultimately repealed was the job posting resolution that

CROSSVILLE, Ala. — For my next-to-last stop on this season’s Inside The Huddle, I stopped in to see the Crossville Lions. I was lucky enough to meet new head coach for the Lions, Dusty Darnell. The Crossville Lions Varsity Football team is no stranger to adversity. The team has made it through rough times and adapted the developing changes in their

leadership. They now see the light at the end of the tunnel with new coach Dusty Darnell. The Lions are in it to win it. The Lions finished their 2017 season with a 4-7 record, with 3-4 in region play. The Lions will have 13 returning seniors this fall. In addition, they will have seven players returning on defense and four returning on offense. The coaching staff includes Head Coach Dusty Darnell, Danny Smith, Jake Peek, Ian Richards, Chuck Dutton, Corey Garmon, and David

Hinton. The Crossville Lions begin their season with a non-conference week zero game against the Geraldine Bulldogs at home for the Battle of Skirum Creek on Saturday, August 25. Their first regular season game is against the Collinsville Panthers on August 31 at home. The Lions will face Etowah and Douglas at home on September 7 and 14, respectively. Their first away game is against the Alexandria Valley Cubs on September 21. They then travel to face

Springville on September 28. The Lions battle against the Boaz Pirates in Boaz on October 5. After an off week, the Lions face off against the Sardis Lions on October 19. The Lions travel to play against the Southside Panthers on October 26. Their final game of the season will be playing against the Plainview Bears on November 2. After observing the Crossville Lions in action, I look for the team to go the distance.

CROSSVILLE, Ala. — The Southern Torch Coach of the Week is Dusty Darnell, new Head Coach of the Crossville Lions! Darnell is an alumnus of Crossville High School and graduated in the Class of 1997. He went on to attend Jacksonville State University and graduated with a degree in physical education. He is married to Holly Darnell and they have two children: Dirks and Lynley, with one on the way due in November! Darnell served as an offensive coordinator at Sardis High School for eight years before returning home to help at Crossville. This is his first year to serve as a head coach. Good luck to Dusty Darnell and the Crossville Lions this season!
