Tate was honored for forty years of service as Valley Head's municipal town attorney at this week's meeting of the Valley Head Town Council. Tate retired on the exact day that he was hired forty years ago in April of 1979. From the Mayor and Town Government of Valley Head, "We honor and congratulate you for so many years of continuous service to our small town."

By Marla Jones Managing Editor RAINSVILLE, Ala. — At Monday night’s meeting of the Rainsville City Council, Councilmember Bejan Taheri made the motion to suspend funding for the Rainsville Chamber of Commerce. In reference to the hiring of an assistant director, Taheri stated, “The way the Chamber Board...wanted to do was unacceptable or feasible [for] the way we wanted it to be done.� “[When] the Chamber Board [makes] a decision to hire [an] assistant director, the money will be put back
in their account ,� Taheri stated to Southern Torch. Southern Torch obtained text messages sent to the Chamber of Commerce Board members by Taheri concerning their hiring process. Excerpts from those messages can be found below this article. In the messages, Taheri informs the Board that Chamber employees are hired by the City and must be approved by the mayor and city council. Obviously, the City and its officials would have no authority to commandeer private organizations and businesses. According to Alabama Secretary of State records
online, the Rainsville Chamber of Commerce is incorporated as a domestic nonprofit corporation under the name of “Rainsville Chamber of Commerce, Inc.� which deems it a private organization. According to Rainsville Chamber President Mandi Cooper, the city contracts for services with the Chamber. Cooper and members of the Chamber board released the following statement regarding the funding suspension: I, along with other members of the Rainsville Chamber of Commerce Board, am disappointed in the Rainsville City
Council’s decision to suspend funding to the Rainsville Chamber. The decision passed by a 4-2 vote, with Mayor Lingerfelt, and Councilmembers Taheri, Rosson, and Byrum in favor of the suspension. It should be noted that the Chamber is a nonprofit entity with a Board of Directors that makes decisions consistent with the best interests of the members we serve in mind. FORT PAYNE, Ala. — At Tuesday’s meeting of the Fort Payne City Council, the Council presented a retirement plaque to David Wright in appreciation for his many years of service with the Fort Payne Fire Department. The Council praised Wright for his tireless service to the community. FORT PAYNE, Ala. — From the Office of DeKalb County Sheriff Nick Welden: On Saturday, (May 4, 2019) DeKalb County Deputies responded to a residence near Dawson regarding a stabbing. When the deputy arrived, a Geraldine Police Officer had the suspect in custody. The suspect had stabbed a family member in the leg during the dispute and had bitten their nose. The victim was transported by DAS to DeKalb Regional Medical Center with non-life threatening injuries. Christian Ramos (18 of Collinsville) was charged with Domestic Violence 2nd. He remains in the DeKalb County Detention Center. DeKalb County Sheriff Nick Welden said of the incident: “Our prayers are with this family after the incident. It’s fortunate that the injuries were not more severe. There is no excuse for violence like this.� “I’d also like the public to keep our deputies in their prayers. They never know what they’ll have to deal with on a call. Many incidents occur on the weekends while most people are off work or late at night while the rest of us sleep,� he said. “God Bless!� Concluded Sheriff Welden.

Director position. The intent of the committee was to interview candidates and recommend the most qualified person to the Board for approval. The process utilized included fair, professional interviews conducted within the Chamber’s bylaws and job descriptions. After the interview process was completed, there was discussion among the Board and a hiring decision was made. It is disturbing that there has been an effort by the city to change existing Chamber bylaws and policy. As Chamber President, I am concerned for the future of the Chamber of Commerce and its member businesses. The suspension of funds was put up to a vote and passed 4-2 with Councilmembers Derek Rosson, Ricky Byrum, Bejan Taheri, and Mayor Rodger Lingerfelt voting in favor of suspending funds to the Chamber, which helps promote and bring business and industry to the City. According to Robert’s Rules of Order, which the City of Rainsville abides by, Mayor Rodger Lingerfelt’s silence indicated a yes vote. As mayor, Lingerfelt presides over the meetings and conducts the meetings as the chairperson. Councilmembers Brandon Freeman and Marshall Stiefel voted against the measure.
Stiefel stated, “After speaking with several members of the Chamber, my understanding was that the Chamber Board had hired someone. This was relayed to liaison Taheri, who expressed his disapproval and threatened to pull funds a few weeks ago.” The newly-hired assistant director heard of the controversy and declined to accept the position. The Council approved the following: • Sewer line work for phase one for repairs starting at manhole 11-111 (in the amount of $7,500 plus rock) • Emergency repair to sewer due to rain on Lofton Street (estimated amount of $18,000) to Johnny Clem • Hired Prue Callahan (seasonal worker) for 20 hours per week at the Rainsville Library • A $2,580 quote by Farmers Telecommunications Cooperative (FTC) for
cameras at the Rainsville City Park to protect monuments and park area • Resolution 05-06-2019 to surplus a truck from the sanitation department • Approved the purchase a 1999 Ford F-350 for the Sanitation Department • The change of a streetlight to LED on Thompson Street • Accepted Tony Blackwell’s resignation from the Police Department • Accepted Justin Harper’s resignation from the Fire Department • Accepted a quote to replace tiles on Browns Chapel Road, Wade Street and Chambers Avenue (in the amount of $3,000) • Approved the purchase of 100 chairs at a cost of $2,100 to be used in the council chambers • Approved $2,200 for annual hose and ladder testing for the Rainsville Fire Department • Approved a
sponsorship to the Plainview Lady Bears Softball Team, who placed second in Area and will advance to regional play The Council will open bids on May 14 at 3pm for a Humvee to be used for the Fire Department. Eric Samples, President of the Public Building Authority Board (PBA), updated the Council on bookings for the Northeast Alabama Agri-Business Center. He reported that the PBA was
still seeking applicants for a director. Councilmember Marshall Stiefel asked Samples if the Council would be involved in the hiring process. Samples stated that the position would not be an employee of the City, have no benefits and would be interviewed by the PBA Board only. Councilmember Stiefel reached out to Southern Torch to state that this was

“taxation without representation,” due to the City subsidizing the Agri-Business Center with taxpayer money. ESG Announces Local Winners of 2019 Scholarship Program By Staff Reports CHATTANOOGA, Tenn. — ESG announced today the names of the local winners of the Dover Sons & Daughters Scholarship Program. The Dover Sons & Daughters Scholarship recognizes outstanding high school seniors and current college students who are the children of Dover employees and who have demonstrated excellence through their academic record, test scores, leadership abilities, and through their extracurricular activities and work record. Awardees may receive up to $10,000 in undergraduate scholarship support contingent upon maintaining academic and program eligibility. Now in its eighth year,
this program has made 281 awards totaling over $1.9 million in scholarship support. MONTGOMERY, Ala. — Our Senior U.S. Senator, Richard Shelby, turns 85 this week. In March he reached another milestone – he surpassed Senator John Sparkman as the longest serving U.S. Senator in Alabama history. Shelby has been our senator for 32 plus years. Alabama has a treasure in Richard Shelby. He is not only the longest serving U.S. Senator in Alabama history, he is also the most successful U.S. Senator in Alabama history. During his illustrious tenure, Senator Shelby has chaired the Senate Banking Committee, Intelligence Committee
and Rules Committee. However, his current perch as Chairman of the Appropriations Committee is unparalleled. He has brought home the bacon during his five six-year terms like no one in history. However, in his sixth six-year term it’s Katie bar the door. In addition to chairing the Appropriations Committee, he also retained the Chairmanship of the Subcommittee on Defense Appropriations. It is through this channel that he has pumped immense federal money into the Heart of Dixie in last year’s budget alone. It is staggering. It is almost unimaginable. However, get this, in the Fort Rucker budget alone Senator Shelby
carved out an additional $95 million for future vertical lift research, which will help accelerate development of helicopters flown at Fort Rucker; $10 million to up-grade Navy MH-60 Seahawk helicopters; $1 billion for THAAD missiles: $111 million for long range anti-ship missiles; $306 million for JAG missiles; $484 million for Hellfire missiles, which are made in Troy and used for training at Fort Rucker; $254 million for Javelin missiles for the Army and Marine Corps; and $663 million for Joint Air-Surface Standoff missiles, which recently made their debut in strikes on Syria in response to their use of chemical weapons. Sen. Shelby has bestowed a largess of grants on UAB for medical research over the years. However, he recognizes the possibility of explosive growth in the Huntsville area. The Redstone Arsenal is reaping the
rewards of Senator Shelby’s prowess and influence. The amount of money our senior senator is putting into North Alabama is mind boggling: in Army research $11 billion for instruments in transformational technologies to address future Army needs; $10.4 billion for missile defense; $664 million for hypersonic research; $184 million for Directed Energy; $306 million for Cyber Research; and $200 million for Space Launch vehicles. Of all the things that Sen. Shelby has procured for Alabama, specifically the Huntsville area, his Hallmark legacy may be securing the placement of one of the largest FBI facilities in America. Huntsville will eventually be second only to Washington D.C. for the FBI. The FBI’s investment in Huntsville could reach $1 billion. Initially 1,350 jobs will be transferred from Washington to North Alabama. The
Redstone Arsenal in Huntsville already includes a U.S. Army Base as well as NASA’s Marshall Space Flight Center. Folks these 1,350 to 1,500 Federal FBI jobs all pay more than the average Alabama salary. The Huntsville metro area is poised to grow more size wise and economically than any area of America in the next decade in no small part to Senator Richard Shelby. He has almost four years left on his 6th term, 44 months to be exact. He is in excellent health, physically and mentally. Most Alabamians hope and pray he runs again in 2022. However, he will be 88. If Senator Shelby does not run, who might follow him? He might be involved in picking his successor. He is convinced that someone
young should be his heir. He realizes the importance of youth and how it predicates future seniority. First on most lists is State Rep. Bill Poole, who like Shelby hails from Tuscaloosa. He is only 42-years old but has served in the legislature for nine years, most of his time as Chairman of the House Education Budget Committee. He is the most respected member of the House. His adroit handling of the Infrastructure Package had many longtime Statehouse observers labeling him as having future governor or senator written all over him. Another name to remember is 37-year old Katie Boyd Britt. She is Shelby’s former Chief of Staff and current CEO of the Business Council of Alabama. See you next week.

She left this world of sorrow, eight years ago this month. After my mother’s passing, I refused to celebrate Mother’s Day for several years. After much thought, I realized that I was doing my own sons, Justin and Logan an injustice. I am blessed to be their mother. They are without a doubt, my biggest and best accomplishment. I may fail daily but I know that I will always have the support of my children. On Sunday, if your Mother is still with you or not, take a moment to reflect on the many fond memories of your Mom. She loves you like God loves you, and would lay down her life for her children. Philippians 1:3, “I thank my God every time I remember you.�
