Managing Editor DeKALB COUNTY, Ala. — Alaina Catherine Olivares, 4 of Collinsville, passed away on Saturday, May 11, 2019. The community rallied behind a balloon release and ceremony to honor Alaina's life. The balloons were all her favorite color: red, the same colors as the Cornerstone Christian Academy, where she attended the Pre-K program. She is survived by her parents, Javier and Lucila Olivares; sisters, Cielo and Victoria Olivares; brother, Christian Olivares; grandparents, Maria Duran

Alaina's funeral service was held on Friday, May 17 at Antioch Baptist Church. Burial followed in Corinth Cemetery in Fyffe. Southern Torch remembers the angel who received her wings far too early. Rest in Peace, sweet Alaina.

RAINSVILLE, Ala. — At the May 6 meeting of the Rainsville City Council, Councilmember Bejan Taheri made a motion to withhold $1,200 from the Rainsville Chamber of Commerce. Due to the suspension of funds, six members of the Rainsville Chamber of Commerce’s Board of Directors, including Chamber President Mandi Cooper, resigned. The withholding of funds, according to Taheri, was due to, “the way the Chamber Board... wanted to do was unacceptable or feasible [for] the way we wanted it to be done�, regarding the hiring of a new assistant director for the Chamber of Commerce. “[When] the Chamber Board [makes] a decision to hire [an] assistant director, the money will be put back in their account,� Taheri stated to Southern Torch. The suspension of funds was successfully passed with a 4-2 vote with

In her resignation letter, Cooper stated: “From the beginning, my goal was to change the way things were being handled and get all aspects of the Chamber of Commerce in line with our by-laws. Since our meeting on Tuesday, I have continued to study those by-laws. The section that Scott [Wynn] mentioned (Article VI) concerning the term limit is correct. It states a board member may only serve for three years, after the 3rd year they must come off the board for at least one year. I am in my 5th year. There may

be others who are also over their term limit but that is up to the board on how to handle that situation.� Board Member Scott Wynn also released a statement on his resignation: “The Board of Directors for the Rainsville Chamber of Commerce is made up of volunteers who sacrifice their time and money in an attempt to help better the local economy and the community we all love and call home. ILLEGAL IMMIGRANTS ARRESTED FOR HUMAN TRAFFICKING By Staff Reports FORT PAYNE, Ala. — From the Office of DeKalb County Sheriff Nick Welden: Last night at approximately 11 pm on I-59, a DeKalb County Patrol Sergeant and K-9 Deputy conducted a traffic stop on a vehicle from Texas. Nine occupants were inside the vehicle. After a further investigation, it was

determined that the occupants were in the United States illegally and it was a human smuggling operation to transport them into the country from the Southern Border. Department of Homeland Security Investigators were called, and Immigrations and Customs Enforcement detainers were placed on the subjects.

Federal charges are pending. The case is still ongoing and currently under investigation. DeKalb County Sheriff Nick Welden said of the arrests: “This is a great arrest on I-59. Due to the highways and interstates intersecting our county, it’s highly likely that human trafficking as well as illegal narcotics regularly move through.�

“We have an opportunity to do our part as a department and help curb this illegal activity. Pro-active law enforcement can not only build a better county, but also help clean up our country,� he said. “I’d like to commend these deputies on their dedication to this.�

RAINSVILLE, Ala. — (Full LIVE Video on our Facebook) At Monday’s meeting of the Rainsville City Council, the Council promoted beloved School Resource Officer (SRO) Tim Devlin to the position of Captain. Devlin is known for his many costumes that bring a laugh to all the students at Cornerstone Christian Academy and road travelers

of Highway 75 every holiday. Devlin will continue to serve as an SRO along with his other duties. Councilmember Brandon Freeman reported that the Parks and Recreation Department was running smoothly. All lifeguards employed with the Rainsville City Pool had passed their certification and that the City Pool will open on May 28, 2019. Freeman stated that the Field of Dreams will host

twelve baseball tournaments along with several softball tournaments in the coming weeks. The Council accepted the resignation of Sgt. Nick Knopps, who had served Rainsville for seven years as a police officer. His official last day will be June 8, 2019. Knopps will further his career in law enforcement as an Alabama state trooper. The Rainsville Police Department will be adding two new officers to complete

their staff: Sgt. Josh Wilson and Jason Johnson. Sgt. Wilson will report for duty on May 29, while Johnson joined the staff on May 22. Johnson will be required to take a refresher course and sign a one-year contract with the City. The Rainsville Fire Department accepted the resignation of Justin Harper, effective on May 20, 2019.

The Fire Department will post a full-time position for seven days, ending on May 27, 2019 at 4pm. Chief Willimac Wright reported that the newly-formed Fire College had nine students this year with growth expected for next year. The Rainsville Public Library received a $5,000 grant from Dollar General for their summer programs. Furthermore, the hiring committee brought in a candidate whom was the most qualified for the position. Our choice was not who certain Council members had in mind, so they demanded the entire process be conducted again with all applicants re-interviewed in their presence. Until those demands are met, the City has voted to withhold partial funding for the Chamber of Commerce, which is contracted to promote Rainsville’s own local businesses. TO REPEAT THAT: The Rainsville City Council has voted to withhold partial funding that promotes Rainsville’s local business, and provided $18,000 in

scholarships to local students this year. As much as we love our community, we refuse to have our integrity and professionalism publicly called into question because a councilman didn’t get his way and has hurt feelings. It is under these unfortunate circumstances that I, W. Scott Wynn, member of the Board of Directors of the Rainsville Chamber of Commerce, resign effective immediately.� At this week’s meeting of the Rainsville City Council, Councilmember Stiefel stated that these “valuable, young business leaders� would be greatly missed by the community, to which Taheri replied, “you’re the only one.� At this time, the situation remains unresolved. The position of Assistant Director of the Rainsville Chamber of Commerce remains vacant, as well as the spots vacated by the Board members who resigned. Southern Torch will continue to investigate this ongoing matter.

Managing Editor DeKALB COUNTY, Ala. — (Full Video on our Facebook) The Fort Payne City Council held their regularly scheduled meeting on Tuesday, May 21. Mayor Larry Chesser presented a proclamation honoring the “Third Saturdayâ€? Committee of Amelia Landstreet, Steve Westmoreland, and Terry Locklear. The Council passed the following ordinances and resolutions: • Resolution 2019-21, setting rates for various City venues • Resolution 2019-22, changing the designation of a portion of bond proceeds so as to not charge against the City’s Constitutional debt limit of $10 million • Resolution 2019-23, authorizing application for grant monies to assist in the demolition of the old hospital site • Resolution 2019-24, accepting the low bid for plant mix and binder The Council approved the following: • Alcohol license for “33â€?, the request had previously been approved by the Alcohol Committee • Budget adjustment of $925 for four portable dog waste stations to be placed on the street for Boom Days • Set a public hearing for June 18 regarding rezoning property at Godfrey Avenue and Beason Gap Road • Streetlight request for Hannah Devoe at 911 Alan Lane NW • Activity permit for Life Chapel’s outreach event at the City Park on Friday, June 7 and Saturday, June 8 • Agreement with the Fort Payne City School system with a modified plan for sewer work at the new elementary school In his report, Mayor Chesser acknowledged the fallen Auburn police officer William Buechner, who had ties to the City of Fort Payne. Buechner was killed in the line of duty on Sunday night. Flags will be placed at half staff until his funeral on Saturday, May 25. Chesser addressed the two ongoing sewer system projects within the city in Terrapin Hills and on Airport Road. Terrapin is expected to be completed around September 1 at a rate of $8.1 million. The Airport Road project will come in at $10 million. Chesser also reported that the bill to streamline the election process in Alabama has passed both houses of the state legislature. Concerned citizens addressed the Council regarding heavy truck traffic into the chert pit owned by Irby Wallace on Highway 11. The Council agreed that there was a problem and they were looking into solutions that will be beneficial to all parties involved. The next meeting of the Fort Payne City Council will be held at 12pm on Tuesday, June 4 on the second floor of Fort Payne City Hall. By Marla Jones, Managing Editor • marla@southerntorch.com MONTGOMERY, Ala. — At the Alabama High School Athletic Association (AHSAA) 34th State Softball Tournament, the Pisgah Lady Eagles were crowned as the Class 3A State Softball Champions. Pisgah went through the 3A competition undefeated. The Lady Eagles beat Wicksburg 4-1 to claim the championship, the 8th in school history. Pisgah (47-10) scored three runs in the first two innings of the game. Leigha Kirby was named Most Valuable Player (MVP), having six hits in seven innings. At the plate, the Lady Eagles had five players who had one hit each while Jaden Burgess drove in two runs. Wicksburg scored its only run in the top of the fifth on an RBI single. Members of the Class 3A All-State Tourney Team were: Leigha Kirby, Kaylee Vaught and Kennedy Barron, all of Pisgah.

The Collinsville Lady Panthers defeated Leroy (8-6) and Sand Rock (8-4) before falling to G.W. Long (13-3) and Hatton (11-3) at the Alabama High School Athletic Association (AHSAA) 34th State Softball Tournament.

The Plainview Lady Bears fell to Prattville Christian (3-1) and Oakman (8-7) at the Alabama High School Athletic Association (AHSAA) 34th State Softball Tournament.
