On March 12, 2019, Governor Kay Ivey signed into law Act 2019-2, also known as the “Rebuild Alabama Act�, which levies an additional excise tax on gasoline and undyed diesel effective on September 1, 2019. The taxes will increase by $.06 per gallon from $.18 to $.24 cents for gasoline and to $.25 per gallon for undyed diesel. Two cent raises will follow in 2020 and 2021. Beginning in

"NOT YOUR AVERAGE JOE" By Staff Reports SCOTTSBORO, Ala. — In a world full of voices, the ones you should be listening to every weekday morning belong to a tall shiny jokester named Joe and his bright and clever co-host named Jenna Sue. He’s not your Average Joe. A great storyteller, who enjoys reeling you in like bass from Lake Guntersville, Joe is an avid motorcyclist and thinks college football is the sport of the gods. At 18, Joe was framing houses in Tennessee and had a nasty accident where he almost cut his leg off. A neighbor, the legendary Dave Walton, who lived

up the street from Joe in Nashville, was a huge influence. Faced with the decision of keeping both his legs or possibly building a career handing out free tee shirts, working in radio was the obvious choice for Joe. You could say the music scene in Nashville runs two generations deep. His mother was a Country Music singer. His dad was the Postal Carrier on Music Row for 30 years. Joe and his wife Lori have two fantastic children who share their parents’ love for fun, humor, and acting a fool. Joe’s favorite personal saying is, “Ignorance is a relative question, now just who are your relatives?�

By Marla Jones Managing Editor SYLVANIA, Ala. — Kailee Johnson, a Sylvania alumna and current Auburn University student, recently received notification that she had earned the highest honor awarded by the Future Farmers of America (FFA), the American Degree. According to ffa.org, "As the highest degree achievable in the National FFA Organization, the American FFA Degree

shows an FFA member’s dedication to his or her chapter and state FFA association. It demonstrates the effort FFA members apply toward their supervised agricultural experience and the outstanding leadership abilities and community involvement they exhibited through their FFA career. American FFA Degree recipients show promise for the future and have gone above and beyond to achieve excellence." The requirements to earn the American FFA Degree are set forth in

the National FFA Constitution. To be eligible to receive the American FFA Degree, members must meet qualifications such as receiving a State FFA Degree, holding active membership for the past three years, completing secondary instruction in an agricultural education program and operating an outstanding supervised agricultural experience program. Community service, leadership abilities and outstanding scholastic achievement are also required.

Earlier this year, the Council presented two checks to the Fort Payne Board of Education to purchase school supplies for every student in the school system. The amount of this year’s donation was a total of $200,000. In other business, the Council adopted the following resolutions: • 2019-33, authorizing the City Attorney Rocky Watson to file validation proceedings with the DeKalb County Circuit Court for the Development Agreement with Valley Joist, LLC. • 2019-34, naming signatories for the City’s bank accounts. • Resolution 2019-35, naming the City’s annual paving list, as their municipal plan, for the ReBuild Alabama Act. The City approved an activity permit for the Fort Payne High School Homecoming Parade beginning at 3rd Street

South and running to 8th Street North on Thursday, September 12 from 5pm to 7pm. An alcohol license for F.C. Weiss on 213 Gault Avenue North was forwarded to the Council from the Alcohol Committee. This license was approved by the Council. Bids for the construction of the interior portion of the public works building were opened August 12, 2019. Only one bid was received from SAM Construction in the amount of $559,000 and the price was open for negotiation. Public Works Director Tim Williams discussed the scope of the bid and negotiated the price to $473,072 with materials being bought through the City’s tax exempt status. The next meeting of the Fort Payne City Council will be held at 12pm on Tuesday, September 2 on the second floor of Fort Payne City Hall.

CRIME FROM PAGE 1 Billy Blake (42 of Fort Payne). Blake was taken into custody after he led deputies on a brief pursuit in a motorhome on County Road 732 (near Ider). He then abandoned the motorhome and attempted to flee on foot when he was apprehended a short distance from the road. The suspect had been a fugitive after most recently walking away from Erlanger Medical Center in Chattanooga. Blake was admitted for treatment after he allegedly swallowed an unknown amount of suspected methamphetamine and had slipped into a coma. He had just led Jackson and DeKalb County on a pursuit that ended near Rainsville. Blake had previously been arrested for breaking into Henagar Junior High School and stealing $3300 that the Beta Club had saved for a trip in 2017, and was also charged with breaking into several churches just across the county line in Jackson County. After being released from jail after a short

stay, Blake was caught again after breaking into multiple storage units in Fort Payne. Before his apprehension last night, Blake had led Jackson County on several other chases. At the time of his arrest last night, Blake had existing warrants in DeKalb County of Criminal Mischief 1st Degree, Attempt to Elude, Assault 3rd Degree, Resisting Arrest, and Reckless Endangerment. The suspect also had existing warrants in Jackson County of Attempt to Elude (x2), Resisting Arrest, Tampering with Physical Evidence, Failure to Register a Vehicle, No Proof of Insurance, and Reckless Driving. After last night’s chase Blake is facing new charges of Reckless

Endangerment, Possession of Controlled Substance, Resisting Arrest (x2), Attempt to Elude (x2), Drug Paraphernalia, Criminal Mischief 1st Degree, Reckless Endangerment, and Assault 3rd Degree. DeKalb County Sheriff Nick Welden said of the arrest: “I’d like to thank our guys for working hard and getting this fugitive off the streets. Blake has stolen an untold amount of goods and money from citizens in two counties.” “While it can be frustrating having to arrest suspects like Blake multiple times, we can only do our job as law enforcement and get them in custody. These guys do this job well,” said Sheriff Welden. “God Bless,” he concluded.

By Marla Jones, Managing Editor RAINSVILLE, Ala. — The Rainsville Chamber of Commerce held their Annual Scholarship Golf Tournament on Saturday, August 17. The team of Ryan Jones, Cody Hurley and Derrick Blevins were the first place winners. The second place team consisted of Trevor Gibson, Trey Gibson and Jody Higdon. The team of Bill Murphree, Greg Bowman and Richard Murphrey came in third place. The Rainsville Chamber had over $20,000 in profits and will be able to award 13 scholarships for $1,500 each to graduating seniors at Plainview High School and Cornerstone Christian Academy (CCA). 12 scholarships will be awarded at Plainview, and one will be awarded at CCA.

Ider HCL Presents Grant to Library Contributed by Carolyn W. Boatner IDER, Ala. — The Ider Homemakers and Community Leaders applied for a grant from the DeKalb County HCL and the Alabama State HCL for use in the Ider Public Library. We were awarded the grant and were excited to present it to the Ider Library on August 9,2019. Along with the original grant the Ider HCL added funds which we do each year. The grant money will be used for extra shelving which is needed in the ever-expanding library. The new location is filled with books just waiting to be checked out and enjoyed. Sandy Roberts and Teresa Hatfield are doing a superb job as did the now retired Jan Hatfield. We all miss Jan, but know she is enjoying her retirement. Many programs are being

presented there including local authors, music, painting and other very interesting programs. Many more activities are being planned as the summer gives way to autumn. All the board members work very hard to provide this outstanding service to the Ider community. The Ider Library is very near and dear to our hearts in the HCL since some of our original members originated the idea for a library and worked diligently to see it come to be. We were extremely honored to have Mrs. Charles Berry (Louise) one of the original founders of both the library and the

Ider HCL present at the grant presentation. Louise is nearing 100 and still is an avid reader. She is an inspiration to all who meet her with her cheerful, helpful, non-complaining attitude. It would not have been the same without her presence there. If you get a moment send her a card to let her know how much you appreciate her contributions to the town of Ider and its surroundings. Thank you for all you do, Louise. The Ider HCL has been busy in the last few months. We have picked the quilt winner: Mr. J.A. Bates. Mr. Bates has been a long-time contributor, always buying tickets from

us. We are so happy he is the winner, and wish everyone who bought a ticket could have been the winner. The quilt this year is very beautiful. Thanks to all of you who purchased tickets from us at Foodland and other venues. We appreciate and will put the money to very good use. We donate to the library, as mentioned,. St. Jude Hospital, Shriners Hospital, the American Cancer Society, local fire and rescue departments and other worthy causes locally. Along the way we find time to take donations to the homeless shelter in Chattanooga, Tn, sew little dresses for Africa, pillowcases for the Indian reservations, and other things we hope make a slight difference. NACC Is A Popular Destination for Nontraditionally-Aged Students

By Staff Reports POWELL, Ala. — According to the Office of Institutional Planning and Assessment, approximately 20 percent of the students at Northeast Alabama Community College last fall were nontraditionally-aged students. Nontraditionally-aged students are defined as students who are over 25 who are returning to college to complete an undergraduate degree or undertake an undergraduate degree for the first time. There is a national trend to get away from a defining age and to consider the following criteria in defining the non-traditional student: not having a traditional high school diploma, having one or more dependents, delaying postsecondary enrollment, attending school part-time, stopping out of a degree program for different reasons, being employed full time, and being a single caregiver (aacu.org). According to https://www.CommunityCollegeReview.com it is becoming more common for high school graduates to delay their college entry. Some will choose to work to get experience before pursuing a degree, and even to make money to pay for getting a degree. Northeast has classes day and evening, as well as many online. Advisors will help students with just the right schedule to fit a busy lifestyle. The College and Career Planning Center will help with career choices, as well as transfers to four-year universities after Northeast. Prospective students have many options and our staff will help students find one that fits career/education goals. The Office of College and Career Planning is located in the George C. Hot Political Summer in Montgomery

MONTGOMERY, Ala. — It has been a long hot summer in Montgomery, and I do not mean at the Capitol or Statehouse, but in the City of Montgomery itself. There is a heated and pivotal mayor’s race. It has been considered a foregone conclusion that Montgomery will elect their first African American mayor this year. It is probably about eight years later than expected. Montgomery has been a majority minority city for a decade. It is well over 60 percent today. A good many Montgomery citizens have moved to suburban enclaves, like Prattville, Wetumpka, Millbrook, and now Pike Road. Most of the young families with school age children have fled for a school system. However, there are still a significant number of older people living in the

Capitol City. It is a tried and true fact that older folks vote. These older Montgomerians probably will not vote for a black person for anything, much less for the mayor of their beloved city. Essentially, a very weak school system is the main ingredient for the death of a city. It is the driving force for real estate values. Montgomery home values have dropped in the last decade as much as any city its size in America. The racial division in Montgomery is also more pronounced than other cities in Alabama because of the decades long feud between former mayor, Emory Folmar, and longtime African American and AEA/ADC and former City Councilman, Joe Reed. This daily racial media battle raged for years with both men feeding their popularity in their communities by the barrage of racist rhetoric.

The demise of the school system has been enhanced by the abysmally low local property tax. They do not have the funds to have a decent school system if they even wanted one. Therefore, Montgomery is slowly dying. The mayoral candidates will all talk about the education and crime problems in the city, however, the problems are probably too pronounced to resolve. All of the candidates are well-qualified. They are all male. This is surprising since the largest group of voters in the city are black females. Artur Davis, the former congressman, is making his second run for mayor. He ran against current mayor, Todd Strange, four years ago. Veteran Montgomery County Commissioner, Elton Dean, is offering to move from Chairman of County Commission to Mayor. However, his campaign seems lackadaisical and he may be ambivalent about making an almost lateral move. J.C. Love is a young Montgomery attorney who is running a

Omar's Expulsion from Congress By Staff Reports MONTGOMERY, Ala. — State Rep. Tommy Hanes (R-Bryant) plans to introduce a resolution at the Alabama Republican Party State Executive Committee meeting that calls for the expulsion of controversial Congresswoman Ilhan Omar (D-MN) for what he calls her “anti-American” sentiments. The resolution takes issue with Rep. Omar’s language regarding U.S. war veterans, the 9/11 terror attacks, her comments regarding ISIS, and positions she has taken on Israel. “I along with most Alabamians are tired of Rep. Omar’s anti-American sentiments. I’m calling upon the Alabama delegation in Washington to start proceedings to expel her from her seat in the House of Representatives.” Hanes continues, “I believe she has broken her oath of office with her anti-American sentiments. Any member of congress that chooses to break their oath to defend the U.S. constitution should be removed from office.” The proposed resolution reads in part, “WHEREAS, Rep. Omar has engaged in rhetoric that explicitly runs counter to American

values and patriotism by falsely accusing U.S. armed forces of committing war crimes while on mission to liberate her home country of Somalia WHEREAS, Rep. Omar dismissed the 9/11 terror attacks waged by radical Islam on the World Trade Center by stating “some people did something” WHEREAS, Rep. Omar sympathized with a convicted terrorist and member of the Islamic State of Iraq and Syria by advocating a U.S. District Judge for sentencing leniency WHEREAS, Rep. Omar has a disturbing record of using anti-Semitic language that includes alleging Jewish money is used to buy American influence regarding its policy toward Israel; Rep. Omar is also a supporter of the anti-Israel Boycott, Divestment, and Sanctions campaign THEREFORE, BE IT RESOLVED, that the Alabama Republican Party urges its elected congressional delegation to proceed with the expulsion process in accordance to Article 1, Section 5 of the U.S. Constitution to expel Rep. Ilhan Omar from the United States House of Representatives." It concludes by

stating “the Alabama Republican Party urges its elected congressional delegation to proceed with the expulsion process in accordance to Article 1, Section 5 of the U.S. Constitution to expel Rep. Ilhan Omar from the United States House of Representatives.” This serves as a companion resolution the Young Republicans of Northeast Alabama unanimously passed earlier this month. Dylan Smith, YRNEA Chairman and author of the resolution says, “We felt as if it was time to take a stand against this unabashed radicalism. Her animosity toward our nation and hatred of American identity uniquely disqualifies her from serving as a U.S. Representative.” Smith continues, “The United States is a nation that welcomes those who wish to assimilate to our freedom loving culture. Rep. Omar is an ungrateful socialist ideologue who is ashamed of the country she represents. I am proud of Rep. Hanes for his courageous leadership in this effort.” Members of the ALGOP State Executive Committee will consider the resolution when they meet Saturday, August 24th in Auburn during their summer meeting.

Retired General, Ed Crowell, is a distinguished erudite gentleman that the Montgomery Chamber of Commerce crowd would like to see lead Montgomery. They believe, and rightfully so, that Crowell would project a good image for Montgomery. The aforementioned Joe Reed’s son, Steven Reed, is the current Probate Judge of Montgomery County. He is quieter and more deliberative than his father. Most political observers point to young Steven Reed as the front runner in the race. Montgomery Businessman and television station owner, David Woods, is a white candidate who is giving the race his full commitment. He is spending a good amount of his personal money and as I said earlier, the older folks vote. This probably assures him a place in the runoff. My guess is that when the votes are counted on August 27, David Woods

Former school board member, Charlotte Meadows, and Montgomery attorney, Michael Fritz, are headed for a runoff on that same day. Charlotte Meadows led the six-person field in the first primary garnering 44 percent of the vote to Fritz’s 24 percent. She is expected to waltz to victory. See you next week.

SYLVANIA, Ala. — For my latest stop on this season of Inside The Huddle, I was able to return to my old stomping grounds and visit with my alma mater, the Sylvania Rams! I graduated from Sylvania, my kids played ball there and hopefully one day, I will see my grandsons play on the field where their dads played. Football is a way of life for people in

Sylvania. We begin talking about next year's season as soon as one season is over. You can be a Monday morning quarterback at the gas station almost anytime. In Sylvania, we love our team. It is quite evident, when you drive by the practice field and see the fans lined up watching the boys practice. We are waiting for that year‌. the year when our team gets to shine. The Sylvania Rams have the talent, speed and skills to be a big

contender in Class 3A football this season. As I walked to the field, I was amazed at the size of the team. After watching the team go through agility drills, I can say without doubt that Sylvania will be the team to watch this season. After graduating several seniors last year, the Rams have four seniors ready to pick up their slack. They have eight players returning on offense, and eight on defense as well.

Coach Matt Putnam is returning for his fifth season as Head Coach of the Sylvania Rams. Returning coaches are Ryan Clark and Zach Hart with Bentley Ray, Dillon Mitchell and Evan Richards joining the staff for the first time this year. The Rams have the determination and talent to succeed in 2018. I am betting that they will be on the hunt for that blue trophy come December.

SYLVANIA, Ala. — The Southern Torch Coach of the Week is Matt Putnam, Head Coach of the Sylvania Rams Varsity Football Team. Coach Putnam graduated from Sylvania High School in 1996. He attended Snead State Community College where he played baseball. Putnam transferred to Jacksonville State University where he played on the rugby team. Putnam graduated from Jacksonville with a major in Composite Science. Putnam has been married to his wife, Lindsay for fourteen years. They have two children, Luke and Kaylee. Before coming back home to Sylvania, Putnam held the head coaching position at Hazel Green for four seasons. He led the Trojans to back-to-back winning seasons in 2011 and 2012 and a playoff appearance. Putnam stated that his favorite quote would have to be “Championships are not won overnight. Everything is done with a purpose. Southern Torch would like to wish Coach Putnam and the Sylvania Rams the best of luck in their upcoming season.
