GAS PRICES ON THE RISE FRIDAY NIGHT FEVER

New Tax goes into effect this Weekend By Marla Jones Managing Editor DeKALB COUNTY, Ala. — Northeast Alabama drivers and motorists across the state will now pay more for gasoline beginning next week as a new tax takes effect. The Rebuild Alabama Act levies an additional phased 10-cent excise tax on gasoline and diesel fuel. The money will go to the state, as well as city and county governments, for bridge and road construction and maintenance. Part of the

funds would be set aside for improvements to the Mobile Bay shipping channel. A six cent increase will become effective September 1, raising the tax rate per gallon to 24 cents per gallon of gas and 25 cents per gallon for diesel. The second phase of the increase will be effective on October 1, 2020, with two cents more per gallon added for gas and diesel. An additional

By Marla Jones Managing Editor DeKALB COUNTY, Ala. — Traditionally, to be legally married in the State of Alabama, you must be married by a judge or an ordained minister. However, thanks to a new law enacted by the Alabama Legislature, that all changes on Thursday, August 29. The new law now only requires an Alabama

Marriage Certificate to be filled out by both parties, notarized, and brought to the Probate Office to be recorded. Once the $74 fee is paid and the certificate delivered, the marriage becomes legal once filed at the Probate Office. An official license with a county’s Probate Office is no longer needed. ALABAMA POSTPONES

UPCOMING TOUR

e

FILE PHOTO

By Zach Hester, Reporter FORT PAYNE, Ala. — Last week, ALABAMA announced that the remaining dates of their upcoming tour will be postponed, due to the ongoing health complications of lead vocalist, Randy Owen. In a statement released via Facebook, the band stated, "We truly hoped to continue this record-breaking 50-city tour, however, doctors have advised more time is needed for Randy to fully recover." "The '50th Anniversary Tour' has been very special to us," said Teddy Gentry, ALABAMA's bassist. "As disappointed as myself, Randy, and Jeff are to have to postpone this tour for all of our incredible fans, we know that Randy's recovery is what is most important for everyone at this time. We would like to thank our fans, promoters, and venues and we look forward to seeing you all soon." Rescheduled dates are expected to be announced in the upcoming weeks.

SEAT BELT FROM PAGE 1 vehicle be buckled up. The current law only applies to minors in the back seat and passengers in the front seat. The new law declares that not wearing a seatbelt in the backseat will be considering a secondary violation, meaning a ticket can only be written for this offense if the vehicle is already stopped or pulled over for a separate offense. The National Highway Traffic Safety Administration (NHTSA) stated that in 2017, 47 percent of the 37,000 people killed in car crashes were not wearing seat belts. According to nhtsa. gov, the national use rate for seatbelts in 2018 was 89.6%. “This should definitely decrease the amount of injuries [and] accidents in DeKalb County and all across the

State of Alabama,” said DeKalb County Sheriff Nick Welden. “[I] Hope people realize it’s definitely needed or it wouldn’t have been brought to [the] attention of public safety officials and lawmakers.” “Accidents and injuries appear to be on the rise across the entire state, putting more young folks at risk or injury or death, so Lord willing, people will heed to the new seat belt law and work together,” concluded Welden. The bill was passed through the Legislature in May of this year with the effort spearheaded by Sen. David Burkette (D-Montgomery). It was passed by the Alabama House of Representatives by a vote of 76-17.

MARRIAGE FROM PAGE 1

is optional and no longer required. During a conference call on August 22 between all of Alabama’s probate judges, it was determined that courthouse clerks would not be required to notarize any marriage documents. A list of notaries is available on the Alabama Secretary of State’s website. An Alabama Marriage Certificate form can be found via the Alabama Department of Public Health’s website. There are two separate forms: one for adults over the age of 18 and another for minors (ages 16-17). The new law allows for minors to be legally married with an affidavit of consent from the minor’s parents. “I think this will be much simpler,” said DeKalb County Probate Judge Ronnie Osborn. “It will take some getting used to, but will streamline the process.”

INSIDE THE STATEHOUSE

The Summer of 1969

By Steve Flowers AL Political Columnist

As we say goodbye to the summer of 2019, allow me to reminisce with you and indeed commemorate more than likely a summer exactly 50 years ago that was undoubtedly the most momentous summer in American history – The Summer of 1969. It is amazing what all occurred in America during the last six-weeks of the Summer of 1969. Richard Nixon was in his first year as president. He had escalated the never-ending Vietnam War and he had heightened the Tet offensive. The war was finally heading in our direction. A July assault on North Vietnam caused heavy casualties to the Viet Cong. Ho Chi Minh would die in Hanoi on September 2. The war which had raged for five to six years

had caused major upheavals and discord and protests at virtually every college campus in the country. It had spearheaded and somewhat created the hippie culture among a vast throng of young people throughout America. In the Summer of 1969, every hippie in America gathered in rural New York at an event called Woodstock. Woodstock was a music festival that attracted more than 500,000 people. Movies and songs have been developed over the past 50 years simply entitled Woodstock. The music festival was held from August 15 to 18 in the late Summer of 1969. It probably would be accurate to say that a good many hallucinatory drugs were partaken by the patrons during the four day lovefest. An unbelievable lineup of musical talent

Jones to Hold Rainsville Town Hall

(Doug Jones | US Senate)

By Zach Hester, Reporter DeKALB COUNTY, Ala. — U.S. Senator Doug Jones (D-AL) will host a town hall next month in Rainsville. The event will be on Wednesday, September 4 at 6pm at Northeast Alabama Community College in Lecture Room #106 at the Health Education Building. Jones has been holding town halls across the State of Alabama ahead of his re-election bid for a full term in the United States Senate next November. He is unopposed in the Democratic primary. Jones won his seat during a special election in 2017 to replace now-former U.S. Attorney General Jeff Sessions. He defeated former Chief Justice of the Alabama Supreme Court Roy Moore by a margin of 1.7 percent. Jones is just one of two Democratic senators up for re-election in a state that President Donald J. Trump won in the 2016 election. The other is Senator Gary Peters of Michigan. The election for United States Senate next year will be held on November 3, 2020. The primary elections are on March 3, 2020.

sang and played at Woodstock during the four days of love, drugs, and music. Many of them were virtually unknown at that time. The list of musical icons included Jimi Hendrix, Joan Baez, Bob Dylan, Santana, The Grateful Dead, Credence Clearwater Revival, Janis Joplin, Sly and the Family Stone, The Who, Jefferson Airplane, Joe Cocker, Sha Na Na, Crosby Stills Nash and Young, and Blood, Sweat and Tears. If that ain’t a lineup, you don’t know the history of American culture over the last 50 years. Woodstock was an iconic event and it happened in August of 1969. Woodstock was a cultural storm. However, occurring at the same time, August 15-18 in 1969 was a real storm which hit the gulf coast. Hurricane Camille hit the Mississippi and Louisiana coast as a major Category 5 devastating and deadly hurricane. It was the second most intense tropical storm on record to strike the United States. As it raged toward the coastal borders it intensified to

GAS TAX FROM PAGE 1 two cents per gallon will be levied on October 1, 2021. After the initial 10-cent increase, beginning October 1, 2023, and on July 1 of every year, the tax rate will be adjusted by the percentage change in the yearly average of the National Highway Construction Cost Index (rounded to the nearest whole cent). According to the legislation, the increase or decrease of the excise tax will not exceed one cent per gallon. Alabama’s gasoline tax has remained

a major category 5. It made landfall in Pass Christian and Waveland, Mississippi early on August 18, 1969. Camille caused tremendous damage. It flattened nearly everything along the coast of Mississippi and Louisiana. Camille killed 259 people and caused $1.44 billion in damages. That would amount to $10 billion in damages in today’s dollars. It happened exactly 50 years ago. Camille is considered one of the most impactful and devastating hurricanes in U.S. history, only surpassed by one known as the Labor Day hurricane of 1935. The most momentous event of the Summer of 1969 was the Apollo landing on the moon by American astronauts on July 20, 1969. This event was quite celebrated by our national media commemorating the 50th Anniversary of this summer. The lunar landing on the moon was watched live on television by a good many Americans with great pride. Most people remember exactly where they were and what they were doing when America put a man on the moon.

at 18 cents per gallon and diesel at 19 cents per gallon since 1992. Most of the revenue from the tax will go to state road and bridge projects, but towns, counties and cities would see additional funds allocated for roads and bridges. Each one cent increase is estimated to be worth $32 million in new revenue; the full 10-cent increase will raise more than $300 million. Prior to the legislation’s passing, Gov. Kay Ivey promoted the fuel tax plan as an infrastructure solution. Republican Majority Leader Rep. Nathaniel Ledbetter strongly supported the

Most Americans are familiar with the words, “That’s one small step for man, one giant leap for mankind.” Those were the words spoken by Astronaut Neal Armstrong when he took man’s first step on the moon in the Summer of 1969. Not to be outdone, the Summer of ’69 was

the mother lode of some of Hollywood’s greatest movies. Get this folks, being released and shown that summer was “Butch Cassidy and the Sundance Kid,” starring Paul Newman and Robert Redford, “Easy Rider,” with Jack Nicholson, “Midnight Cowboy” and “True Grit,” starring John Wayne. He won the Academy Award as Best Actor of 1969 for his performance. “Hello Dolly,” took Broadway by storm. On August 9, the sensational murder of actress, Sharon Tate, at the hands of Charles Manson occurred in Beverly Hills, California. The Summer of 1969 was truly one for the record books. It was 50 years ago, can you believe it?

bills passage, as did all of DeKalb County’s legislators with only Rep. Tommy Haynes opposing. “Many of my colleagues chose to vote for the tax. That’s their right to represent their districts the way they feel. I respect that,” said Rep. Tommy Hanes (R-Bryant). “Now it’s a wait-and-see situation. Only time will tell. However, I have the right to represent my District the way I feel is right for the people. I think it will place a burden on the working class as well as the senior citizens and the poor. I wish that the Legislature could’ve found a different solution rather than a tax.”

Many mayors, city officials and county commissioners heralded the Rebuild Alabama Act as a potential driver of economic growth and as a method of addressing transportation safety concerns. “In years past, we have been losing ground on the roads. The gas tax will enable us to start improving DeKalb County roads,” said DeKalb County Commissioner Lester Black. “In two years time, we will more than double the resurfacing we are currently able to do. All in all, the tax will greatly benefit DeKalb County citizens.”
