By Southern Torch Staff DeKALB COUNTY, Ala. — District Attorney Mike O’Dell announced the conviction of 26 year-old James Michael Lewis of Fort Payne for assault second degree. According to Assistant District Attorney Summer McWhorter, the trial took place yesterday (October 8, 2019) before a DeKalb County jury in the courtroom of Circuit Judge Jeremy Taylor. The defendant was arrested April 6, 2019 for the assault of a Fort Payne police officer. ADA McWhorter expressed her appreciation to the jury and the Fort Payne officers who testified: Derek Killian, Carl White, and Tony Dorsett. District Attorney O’Dell said, “I appreciate all who were involved in this case. It’s important that we hold people accountable for assaulting law enforcement officers while they are trying to perform their lawful duties.� Lewis was convicted on the charge of assault second degree. He is set for sentencing before Judge Taylor on November 12, 2019 where he faces a sentence of up to ten years.

FORT PAYNE, Ala. — The City of Fort Payne held their regularly scheduled council meeting on Tuesday, October 15, 2019. The fiscal year 2020 budget was passed in the amount of $25,930,000, which includes a step raise for City employees and $150,000 that goes toward the Fort Payne City School System. After planning
committee approval, the Council agreed to suspend the rules and approve 37 acres of property located at 4408 Gault Avenue North across from Heil from C-3 (Highway Business District) to M-1 (Light Industrial District). According to real estate developer Randy Wilson of Wilson Realty, “we’re trying to move forward.� Executive Director Jimmy Durham of the DeKalb County Economic Improvement Authority addressed the Council

granted tax abatements to YS, Inc. (equipment) • Authorized James Payton to apply for a Rebuild Alabama Grant which will fund roadwork and lighting for the new school. After the meeting, the Council went into executive session, but no action was taken. The next meeting of the Fort Payne City Council will be held on Tuesday, November 5 at 12pm in the Council Chambers on the second floor of City Hall.

BIRMINGHAM, Ala. — Last week, Legacy of Hope, Alabama’s Organ and Tissue Donation Alliance, hosted their Inaugural Stars of Hope Gala. Trudy Raye of the DeKalb County Probate Office was one of the over 100 individuals recognized for contributions to supporting organ and tissue donation. The Gala was held to
honor many Legacy of Hope partners that make organ and tissue donation possible. The evening’s speaker was Kenneth P. Moritsugu, M.D., M.P.H., F.A.C.P.M., Rear Admiral, USPHS (retired). After losing both his wife and daughter, who happened to be organ donors, in separate automobile accidents, Dr. Moritsugu has been involved with donation and transplantation.

Narcotics & Interdiction Team Busy Over the Last Two Weeks By Southern Torch Staff FORT PAYNE, Ala. — From the Office of DeKalb County Sheriff Nick Welden: Over the last two weeks, the DeKalb County Sheriff’s Office Narcotics and Interdiction team has been busy. Multiple arrests have been made as a result of investigations and assisting local police departments in narcotics cases. A DeKalb County Narcotics Agent who serves on the state task force conducted a traffic stop Saturday, September 28th at the intersection of Highway 35 and County Road 19 in Section. With the help of a K-9 unit, the Agent located approximately 110 grams of Methamphetamine. John Winston St. Clair
(29 of Stevenson), Whitney Paige Rollins (25 of Scottsboro), and Keri Brooke Winkles (30 of Scottsboro) were charged with Trafficking in Methamphetamine and Unlawful Possession of Drug Paraphernalia. All were taken to the Jackson County Detention Center where they remain on a $25,300 bond. On Tuesday, October 1st, The DeKalb County Narcotics Unit went to a residence located off of Barry Street in Powell to follow up on multiple drug complaints that were received through the sheriff’s office tip line. Patterson (45 of Powell) and Michael Wayne Bowen (52 of Rainsville) were arrested. Patterson was charged with Possession of Controlled Substance and Possession with Intent to Distribute. Bowen was charged with one count of Possession of Controlled Substance. On Thursday, October 3rd, officers with the Sylvania Police Department answered a call with the Department of Human Resources (DHR) on County Road 407. While there, Sylvania Officers noticed drug paraphernalia. They contacted the Narcotics Unit and a search warrant was obtained. While executing the search warrant, a large amount of marijuana as well as methamphetamine was located. Evidence that is consistent with a growing operation was also found at the location. Jack Edward Metcalf Jr. (50 of Sylvania) and Brendie Mae Freeman (23
of Sylvania) were arrested at the residence. Both were arrested for Marijuana Possession 1st Degree, Possession of Controlled Substance, and Possession of Drug Paraphernalia. On Friday October 4th, a Fyffe Police Officer Conducted a traffic stop on County Road 400 near the intersection with County Road 43. During the stop, the Narcotics and Interdiction team was contacted, and a search of the vehicle revealed nearly half an ounce of methamphetamine and drug paraphernalia. Todd Owen Jackson (44 of Grove Oak) and Kimelia Dunham (61 of Grove Oak) were arrested on scene. Both were charged of Possession of Methamphetamine with Intent to Distribute and Possession of Drug Paraphernalia. Also, after a further investigation of the incident on Saturday, October 5th, regarding the child left unattended the Narcotics Unit has pursued
additional charges of Possession of a Controlled Substance and Possession of Marijuana 1st on Dustin Smith (31 of Collinsville). On Wednesday, October 9th agents of the DeKalb County Narcotics Unit conducted a traffic stop on US 11 North in Collinsville. During the traffic stop, agents observed marijuana within the vehicle. The driver, Hailey Osborn (42 of Collinsville) was placed under arrest. While inventorying the vehicle, there was also methamphetamine located within the vehicle. Osborn was charged with Possession of a Controlled Substance, Possession of Marijuana 2nd, and Possession of Drug Paraphernalia. Also on Wednesday, October 9th, Narcotics and Criminal Interdiction agents executed a search warrant on County 121 in Fort Payne. During a search of the residence, agents found methamphetamine as well as assorted drug
paraphernalia, which resulted in the arrest of Steven Spencer (50 of Fort Payne), Amber Bradshaw (23 of Fort Payne), and Teresa Spencer (36 of Fort Payne). All were charged with Possession of a Controlled Substance and Possession of Drug Paraphernalia. DHR was called for the safety of the children and removed them from the residence. DeKalb County Sheriff Nick Welden said of the Arrests: “The hard work and late nights continue to pay off for our Narcotics Team. We’re blessed to have such a dedicated group at work in our county.� “They will continue to work on attacking our county’s drug problem. As most crimes are drug related, these guys are on the frontline to ensuring the safety of our communities,� he said. “God Bless!� Concluded Sheriff Welden.

Senate Campaigns Ivey Completes Cancer Treatment
Report 3Q Funds By Marla Jones Managing Editor marla@southerntorch.com MONTGOMERY, Ala. — Tuesday was the deadline for candidates in the Alabama U.S. Senate race to report their financial haul for the third fundraising quarter of 2019, which ended on September 30. U.S. Senator Doug Jones (D-AL) reported $2 million raised in this quarter, bringing his total for this election cycle to $9.25 million with $5 million cash on hand. The Republican candidates seeking to challenge Jones, reported the following numbers: • Former Alabama Chief Justice Roy Moore reported $63,000 in the third quarter for a total of $80,000 in the cycle with $34,000 cash on hand • Businessman Stanley Adair of Haleyville reported $149,000 during the third quarter with a
balance of $3,000 to end the quarter • State Rep. Arnold Mooney raised $243,000 in third quarter contributions for a total of $541,000 with $386,000 cash on hand • Alabama Secretary of State John Merrill received $378,000 in contributions during the third quarter and has raised $595,000 total with $738,000 cash on hand. Merrill's campaign also took out a loan of $250,000 during the quarter. • Former Auburn Head Coach Tommy Tuberville reported $373,000 for a total of $794,000. Tuberville loaned his campaign $1 million dollars. He ends the quarter with $1.5 million cash on hand. • U.S. Rep. Bradley Byrne reported $2.5 million cash on hand and raised $408,000 during the third quarter. The election for U.S. Senate will coincide with Alabama's presidential primary on March 3, 2020.

MONTGOMERY, Ala. — Last week, Governor Kay Ivey announced that she had completed radiation treatment for lung cancer. She is expected to make a full recovery. Last month, Gov. Ivey stated that her diagnosis was a “tiny, isolated malignancy.� At that time, she went through an outpatient procedure at UAB Hospital and returned to her regular schedule the following week. Inside The Statehouse Congressman Jack Edwards — An Alabama Legend Passes Away
By Steve Flowers Political Columnist MONTGOMERY, Ala. — One of the most outstanding congressmen and leaders in Alabama history is Congressman Jack Edwards. He passed away three weeks ago at age 91. He was born with the full name of William Jackson Edwards, III. However, he was always known as Jack. Although he was renowned as a Mobile/Baldwin County Congressman, he was born and raised in Jefferson County. He received his early education in public schools and graduated high school in Homewood. He enlisted in the U.S. Marine Corps in 1946. He continued his military service from 1946 through 1951, and served during the Korean War. Following his military service, he attended the University of Alabama where he earned his
Bachelor’s degree in 1952 and law degree two years later. While at the University, he was elected President of the Student Government Association. He was also a member of Kappa Alpha fraternity and Omicron Delta Kappa national leadership honor society. After law school, he taught business law at the University and married Jolane Vander Sys. They were married for 66 years and have two children. In 1956, he moved to Point Clear in Mobile and began the practice of law in Mobile County. Eight years later he was elected Congressman from the famous first district which is primarily comprised of Mobile and Baldwin counties. Edwards went to Congress in what is referred to as the Southern Goldwater Landslide. The South voted overwhelmingly for the Republican nominee, Barry Goldwater. In fact,

the South pulled the straight Republican lever that day and has never looked back. Alabama and five other Deep South states changed parties in November of 1964. A Republican presidential candidate had not carried Alabama in over 70 years, and we had also had no Republican congressmen in those 70-plus years. Prior to that fateful November, 1964 day, we had eight congressmen. All eight were Democrats. Five of the eight were wiped out by Republicans that day. Those new GOP Congressmen went on to distinguished careers. Along with Jack Edwards, Bill Dickinson was elected from Montgomery, Jim Martin from Gadsden, and John Buchanan from Birmingham. Edwards and Dickinson had been friends since college. They both had been railroad lawyers when they were approached to run for Congress in 1964. They both may have been surprised to have been elected. However, they went on to do great work together in Congress. Both were experts on
national defense and supported the defense industry. Edwards served on the Defense Appropriations Committee. Dickinson rose to be the ranking Republican on Armed Services. Jack Edwards served in Congress exactly 20 years, from 1965 to 1985, with distinction. He was never seriously challenged politically during those 20 years. He decided to leave Congress at the fairly young age of 54. Edwards then wrote the book on how to contribute and have an effect on progress of the state after life in Congress. He again began a law practice in Mobile. He joined the prestigious Hand Arendall law firm. Edwards began the Governmental Affairs arm of the firm. This began a practice followed by other well-known firms in Birmingham. Edwards had developed a close friendship and working relationship with President Reagan. He had strongly supported President Reagan’s
military buildup as the ranking Republican on the Defense Subcommittee on Appropriations. He served a stint as Chairman of the Mobile Chamber of Commerce. Like many other Mobilians, he and his wife settled in Fairhope near Point Clear. Edwards served on the Board of Trustees of the University of Alabama System from 1988 to 1999, and was President Pro Tem of the Board before retirement. Additionally, he served on the corporate boards of the Southern Company as well as Northrup Grumman Corporation. Through his board memberships and Washington connections,
he was instrumental in Airbus choosing to locate in Mobile. When he left Congress in 1984 he essentially handpicked his successor, State Senator Sonny Callahan. Mr. Callahan served in Congress for 18 years, from 1984 to 2002. Callahan then endorsed his successor, Josiah “Jo� Bonner. Congressman Bonner served the district for 10 years with honor and distinction. Bonner is now Governor Ivey’s Chief of Staff and basically her right arm. The First District has had a history of outstanding congressmen. The greatest may be the Honorable Jack Edwards.

FORT PAYNE, Ala. — The Fort Payne Wildcats are the 6A Region 8 Champs after defeating the Buckhorn Bucks 36-35 in overtime last Thursday night. In the first quarter with 6:30 remaining, the Bucks scored on a 80-yard touchdown run to take the early lead, 7-0. With 8:19 remaining in the second quarter, Hunter Love dashed into the end zone for the Fort Payne Wildcats. The extra point attempt by Alex McPherson was good to tie the game 7-7. With :22 remaining in the first half, J.D Blalock connected with Carter Pinholster on a 50-yard
pass to give the Wildcats the 14-7 lead going into the half. In the third quarter Fort Payne struck again with a 7-yard touchdown run from Love, giving the Wildcats the 21-7 lead with 5:55 left in the third. Buckhorn answered back with a 70-yard touchdown making the score 21-14 at the end of the third. With 9:17 remaining in the fourth quarter Matthew Shaddix scored from 7-yards out giving the Wildcats the 28-14 lead. Buckhorn answered back with a touchdown to make the score 28-21 with 6:15 left in the fourth. The Bucks raced into the endzone once again to tie the game 28-28 with .27 seconds remaining in the game. The Wildcats attempted
a 52-yard field goal for the win but the snap was bad, sending the game into overtime. Buckhorn had the ball first in overtime and completed a touchdown pass. The PAT was good giving the Bucks, the 35-28 lead. Love punched it in from 1-yard out for the Wildcats. The Fort Payne Wildcats made a gutsy call and went for two. Love bulldozed into the endzone to win the game 36-35. Hunter Love led the WIldcats with three touchdowns for the night and scored the winning 2-point conversion, making him the Southern Torch Standout of the Night. “It was a very exciting game with great plays from both teams’’,
said Head Coach Chris Elmore. “Buckhorn deserves a lot of credit for forcing the game into overtime after being down two toucdowns in the fourth quarter, but give our team credit for not losing their composure and executing in overtime and on the 2 point play that won the game. Hunter Love had a great game with over 200 yards rushing but our offensive line and receivers deserve recognition as well for the way they blocked for him. It’s great for our kids to have won the Region two years in a row. I am very proud of our Assistant coaches and players.” Fort Payne will host the Hazel Green Trojans on Friday.

HIGDON, Ala. — The Ider Hornets fell to the North Sand Mountain Bisons, 48-7 on Friday night. With 3:51 remaining in the first quarter, Jayden Culpepper connected with Landon Green, on a 21-yard pass, and scored the first of four touchdowns for the Bisons. The extra point attempt was good and North Sand Mountain lead the Ider Hornets, 7-0. With 2:47 left in the first quarter, Culpepper catches a 43-yard pass from Green for a Bison touchdown. The extra point attempt was good, giving NSM the 14-0 advantage. Just inside the second quarter, NSM scores to broaden the Bison lead to 21-0. With :54 remaining in the first half, Culpepper scored his third touchdown of the night for the Bisons, making the score 27-0 going into the half. The Purple Devils struck first, scoring on a 2-yard dash into the endzone. The extra point attempt failed, making the score 6-0 with 5:06 remaining in the first quarter. The Purple Devils added more points on the board with a 40-yard pass connection. The Purple Devils successfully went for two, making the score 12-0 with 11:47 remaining in the first half. Ragland opened up the second half with a 4-yard touchdown run. The Purple Devils went for two but were unsuccessful,

The Cedar Bluff Tigers tried to play keep-away with the Fyffe Red Devils in the opening quarter. The Red Devils only ran one offensive play in the first quarter, scoring on a 64-yard touchdown with 1:34 remaining. With 9:17 remaining in the second, Ike Rowell stampeded from 25-yards out to double the score. Zach Pryon scored at the half on a 14-yard quarterback keeper with 3:48 remaining in the second quarter. The Red Devils successfully went for two and carried the 20-0 lead into the half. With 6:56 remaining in the third, Rowell scampered in from 2-yards out. Rowell also brought in the two-point conversion, giving the Red Devils the 28-0 advantage. WIth 2:00 remaining in the third, Kyle Dukes galloped in from 18-yards out. The Plainview Bears scored fast and often against the Brindlee Mountain Lions, scoring 20 unanswered points in the first quarter. With 9:54 remaining in the first, Brody McCurdy scored on a 3-yard rushing touchdown. The extra point attempt by Geo Chapparo was good, giving the Bears the early 7-0 lead. With 6:26 remaining in the first, Logan Bell brought it in from 44-yards out for the score. The kick by Chapparo was good. With only :03 remaining in the first, Bell brought it in from 20 yards out, making the score 20-0. With 10:47 remaining in the second, Noah White scored on a 12-yard rushing touchdown.
