All South Philly West residents invited to community meeting Civic groups aim to rally at Second District Brewing forum By Tom Beck SOUTH PHILLY REVIEW
R
esidents from all across the western half of South Philadelphia are invited to the South Philly West Meet and Greet at Second District Brewing, located on the 1900 block of Bancroft Street, from 4 p.m. to 8 p.m. on Sunday, June 24. The purpose of the event is to get neighbors more involved with their local civic associations and also to allow for each civic association in the region to interact more with their neighboring organizations. “Our intention for this event is for all the civics west of Broad in South Philly to get together and encourage new people to join the orgs,” said Liz Crutchley, the president of West Passyunk Civic Association. “We’re always struggling to keep up. We’re struggling to communicate with representatives.” Crutchley said a lot of civic associations’ boards and committees are not filled in the area, which is preventing important work from getting done. “The more people we have to help us to do that the better because we’re all volunteers,” she said. “We’re struggling to get people involved.”
According to Crutchley, many civic associations in the area have people who are looking to retire from their responsibilities as they have been active for a very long time. Because of the current political climate, she said, some people have become more active in their community in an attempt to make a difference. However, it’s not enough. “People are wanting to change their city mostly for the better,” Crutchley said. “We want to get those people on our civics and involved.” Typically, civic meetings are held in the evening so neighborhood residents can attend after work. Often, representatives from city organizations, such as the Philadelphia Water Department or Philadelphia Gas Works, will show up at meetings to give updates on planned construction in the area. “We often will host guests who will give our community information about what they can do to lower their bills or get access to resources, that kind of thing,” Crutchley added. Zoning meetings are another crucial aspect of civic associations. At zoning meetings, developers will present their plans to build in front of residents who attend meetings. Residents will then vote on whether they approve of the de-
velopers’ plans, and the civic association’s zoning board will then write a letter to the respective city councilperson either recommending or not recommending the project based upon how the residents voted. It’s important to note the vote does not officially allow or deny the project from being built, but may have some sway in the final determination made by the Zoning Board of Adjustment. “In Philly there have been a lot of people who have been historically oppressed – especially in Point Breeze – and you see gentrification and developers building 500,000 houses,” said Crutchley. “We have people who don’t want to run for office, but they want a say in that so they’ll join the zoning committee. Those small things can have huge impact on communities.” Crutchley said the event will also be an opportunity to get out and meet people from your neighborhood, which is an important part of being a good neighbor. “It’s important to consider other viewpoints and talk to other people,” she said. “A lot of people may not talk to people who are a different race than them on a daily basis. We have this unique advantage of reaching out to so many different kinds of people. We’re so diverse.”

Dad’s wedding ring
D
ad – I lost your wedding ring about a week ago. And I get the feeling that even St. Anthony won’t find it. I began wearing it soon after you died. It fit my ring finger better than my own wedding band. Yours was white gold. Remember? With odd little figures etched on it – like Masonic symbols. Is it possible that you became a Mason and never told us? You were always fascinated with the Masons. There were so many things I never found out about you. It wasn’t your fault. You tried to share your childhood experiences with me, but in my youthful arrogance, I didn’t listen very well. I’m ashamed of that now. You deferred much too much to me because of my college degree. A college degree couldn’t buy your experience, Dad. I also have to apologize for not visiting the gravesite of you and Mom. It’s not that I’ve forgotten about you. One of the reasons I began wearing your wedding ring was to remind me of you every day of my life. You are still my hero, but I never told you that, did I, Dad? It’s just that I find visiting cemeteries as distasteful as you always did. You’re in my heart, Dad, not buried at St. Peter and Paul’s. That’s why I am writing this column. It’s my remembrance of you on Father’s Day. I am now 13 years older than you were when you died. Can you believe that? I can’t. With every day that goes by, I understand you better. We were never the touchyfeely types. I didn’t tell you that I love you until you were practically on your death bed. You replied, “I know.” That’s the closest you ever came to telling me that you loved me, but I’m not complaining. I knew you did. I knew it when you playfully sparred with me. I’m afraid I wasn’t a very good sparring partner. I’m not physically tough. I lack your tremendous physical courage. I could never face down danger the way you did as a narcotics detective. I’ve always regretted that I was not the son that you probably secretly hoped for – the kid who would carry on your tradition in the police force. You wanted so much for me to take the exam. With my education and your reputation (that part was unsaid), you felt I could’ve become Chief of Police. But it wasn’t for me. You hid your disappointment as well as you could. Now that I have grown kids of my own, I understand how you worried about Eleanor and me … even as you were dying. Especially as you were dying. You always wanted to protect us from every evil in the world and felt terribly frustrated when you could not. I feel the same way. Like me, you never really wanted kids. But when they came along, you did your duty. More than that. You were
totally devoted to us. We knew it, Dad. You worried a lot more about your daughter than me, but I understand that now. It wasn’t that you didn’t love me as much. You just thought she needed more guidance and protecting. After you were gone, Mom found out that you sneaked money to her. Mom was furious. She told me that in her dreams, she fought with you every night. If you’re together now, I hope you two have made your peace. But as a father, I understand where you were coming from. As a husband, I think you owe Mom an apology. You never told me that you were proud of me. I wondered about that. Thought maybe your disappointment at me not becoming a cop overwhelmed everything else. But after you were gone, Mom told me that you listened faithfully when I was on the radio. You were very proud every time the “Cardella” name got mentioned. Regretfully, I don’t think I ever told you how proud I was of you. You were a great cop. The kind who spitshined his shoes. Never was out of uniform. Kept in shape. You were so damned courageous. Got 35 commendations for bravery. But more importantly, especially today, you believed in the triumph of justice. You hated crooked cops. Hated cops who were fat and sloppy. The ones who never passed up a freebie – in fact, demanded them. You believed that good cops came in every skin shade and that their gender didn’t matter. We had our political differences. But you were not a hater. After every presidential election, no matter whether your candidate won or not, you were optimistic. You were certain that the winning candidate was a good person. Found solace in the fact that despite political differences, there was no hate between the candidates. You cried too when JFK and Bobby were murdered. You even forgave me for writing columns in this newspaper that were critical of Frank Rizzo. You came up on the force with Rizzo. You had a personal relationship with him. It would’ve been easy for you to become angry with me about opposing him. You told me that you talked to Rizzo one time and he asked, “What is it with your kid, Pete? This stuff he writes.” You replied, “Frank, he’s my kid. What he writes is his own business.” Miss you. I’m sorry I lost your wedding ring.

<<Continued from page 1 Fumo, who started brainstorming the show alongside writer David Jacobi a few years ago, noticed Italian Market visitors, particularly tourists, tend to flock to the cheesesteak moguls, rather than dabble in the delights of familyowned businesses along 9th Street. And while the interactive show spotlights century-old Italian shops, it concurrently features not only newer eateries, like those reflective of the growing Hispanic population, but also themes of real estate development that could potentially squelch the area. “It spoke to a changing area – rather than just the Italian experience,” Jacobi said. Inspired by the atypical Italian tales, Jacobi and Fumo say “Bicycles Thieves,” a 1948 film set in Rome, served as the impetus of the play, as the show itself – quite literally – strays away from stereotypical ideas and even delves into the realities of job sustainability for young people today. In illustrating these concepts, for the show’s creators, the premise behind this play was not to solely produce a performance but to embody an experience for its theater-goers. Lifted from the pages of several drafts, “The Italian Market Project” doesn’t even bother breaking a fourth wall, as in fact, there were no walls to break. “There’s something really amazing about the fact that the audience gets to interact directly with the show,” Fumo said. “You have to interact with the environment that the show is happening in. … You’re working in the street so

Unlike traditional theater, the story is susceptible to the day-to-day life of Philadelphia, as there is no set light or sound design – rather such theatrical staples will depend upon weather or traffic conditions. “When you’re in a theater, you’re in a controlled space and you don’t have to worry about ambient noises or anyone walking out on stage,” said artistic producer Amanda Jensen. “But, here, you do. So, it’s a completely different beast.” For both actors and writers, the script is considered as a living piece of paper, leaving room for inevitable changes in its margins, as nearly all 22 scheduled shows will technically be disparate. The cast says, in navigating the pulsating streets of the Italian Market while simultaneously staying in character, their approach boils down to improv. “I based (my improv performance) around the character and everyone’s
that’s in the play, as well,” said Kishia Nixon, who plays Marie. “And just being open to the Italian Market, because it’s very unpredictable.” The cast cited several times when pedestrians inadvertently made cameos in the show, as the actors were forced to think on their feet to keep the play on point. Yet, while this may seem like an especially taxing technique, considering there are no backstage wings to break character, the cast also says it has cultivated its craft. “It comes with its challenges,” said Adam Howard who plays Andy. “But I think it just comes a little bit more naturally, because of how public this is, because the set is real and the props are real, and everything is happening right of front of you. And, it kind of puts you in the moment a little bit easier. “(Ordinary theater) is a routine. You get sucked into it. But with this, there’s always an element of surprise.” Although the show may seem scattered and unscripted, Jacobi says this is the company’s ability to give “the illusion of freedom,” as the show maintains its own crew of stage managers, producers and a director orchestrating during each run. However, audiences remain unaware of this management since crew members could very easily be mistaken for city dwellers – yet another advantage, they say, to executing this show on the streets of South Philly. “There’s no boundaries when the stage is outside,” Nixon said. “The Italian Market is a stage. Anywhere can be one.”

t Wednesday night’s PROPAC meeting, representatives from Beacon Point Recovery Center, a 28-day rehabilitation clinic about to open at Temple University Hospital’s Northeastern Campus (formerly known as Northeastern Hospital), discussed how the clinic plans to operate in the neighborhood. Also discussed during the meeting were safe injection sites and the city’s homeless encampment pilot.
Rehabilitation Clinic at Temple University Hospital’s Northeastern Campus The clinic’s owner, Jim O’Connor, said at the meeting he had met with State Rep. John Taylor, State Sen. Larry Farnese, and City Councilmen Mark Squilla and Bobby Henon to discuss the clinic. One of the biggest concerns the elected officials had, according to O’Connor, was the use of methadone. “They did not want an expansion of the methadone clinic,” O’Connor said, referring to the methadone clinic that has been located in the building for the past three or four years. “We agreed.” O’Connor called methadone “a treatment of the ‘80s and the ‘90s.” Nowadays, he said, it’s better to use “medically assisted treatment,” which utilizes a drug called Vivitrol instead of methadone. Vivitrol is an injection taken once a month, whereas methadone is taken on a daily basis in pill form. “None of this day-to-day nonsense because what you do is you’re not curing folks, you’re getting a path to recovery,” O’Connor said. “Methadone allows you to just continue on. You’re still an addict for forever.” “Vivitrol is long-acting, extendedrelease naltrexone,” said Charles Wolf,
the administrator of Beacon Point. “What happens is, with the extended release, naltrexone stays in the body and is time-released over a roughly 30-day period.” Wolf said naltrexone is a non-narcotic. “It’s not a narcotic, it’s not habit forming and it’s very effective,” he said. Wolf also informed attendees of the PROPAC meeting that those in treatment will be housed in the building. He said they would invite 12-step groups, such as Alcoholics Anonymous and Narcotics Anonymous, to come into the center to engage the residents in their recovery. “Because, believe it or not,” Wolf said, “we’re just a pit stop along a long road of recovery.” Interestingly, O’Connor said he was not permitted to treat anybody from Philadelphia who was on medical assistance. “We can treat medically assisted patients on medical assistance for Bucks, Montgomery, Chester and Delaware counties,” he said, but “if you’re a medical assistance patient and you live in Philadelphia, I’m not allowed to treat you.” Residents asked why this was, but not even O’Connor had an explanation. “If any of your family members are medically assisted, the city will not allow us to accept it,” he said. “Because the city says, ‘I don’t have any money.’ Well, the city is kind of lying to you all and they’re lying to us.” O’Connor explained the city shouldn’t have to pay for Medicaid anyway because it’s funded entirely by the federal government and state governments. Mural Arts brings sustainability to Southwark courtyard Project at East Passyunk Crossing school aims to meld garden with multicultural flair By Grace Maiorano SOUTH PHILLY REVIEW

hadowed by the kaleidoscopic shades of Southwark Schoolâ&#x20AC;&#x2122;s latest multicultural mural, second-hand desks will soon encircle a community greenery on the corner of 9th and Mifflin streets. While the idiosyncratic circumference will certainly draw attention, the site emulates more than just an afterlife for discarded Philadelphia School District furniture, but rather acts as a hub for environmental justice and ethnic inclusion. A brainchild of Mural Artsâ&#x20AC;&#x2122; Restored Spaces program, the beautification of Southwarkâ&#x20AC;&#x2122;s front courtyard is the latest installment in the Trust for Public Landâ&#x20AC;&#x2122;s colossal â&#x20AC;&#x153;Our Park,â&#x20AC;? project â&#x20AC;&#x201C; a multiyear placemaking initiative to create a safe and vibrant park in the school. A few years ago, the East Passyunk Crossing location was named a priority site in Mural Artsâ&#x20AC;&#x2122; Playground for Useful Knowledge campaign to transform vacant and neglected urban areas into community spaces of engagement. Kicking off early this year, the front courtyard project â&#x20AC;&#x201C; which is still untitled â&#x20AC;&#x201C; includes the creative force of Basurama, an international arts collective aiming to repurpose trash and waste. â&#x20AC;&#x153;We really look at how, and create ways that residents and youth can design and shape their own space,â&#x20AC;? said Shari Hersh, Mural Arts senior project manager. â&#x20AC;&#x153;And, we do it with the intention of creating more climate-resistant spaces.â&#x20AC;? point to the need to repurpose stuff,â&#x20AC;? Hersh said. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s not just recycling, but thereâ&#x20AC;&#x2122;s a whole issue around consumption and disposal â&#x20AC;Ś if you live in an environment in which itâ&#x20AC;&#x2122;s transformed by reuse, it makes you rethink whatâ&#x20AC;&#x2122;s trash.â&#x20AC;? Mural Arts connected with Basurama in February. The arts collective, which was founded in 2001, not only gives alternative artistic and and practical use to waste but also aims to manifest a linking platform of such ideas around the world. The organization has created more than 100 projects across four continents and has established two representative offices â&#x20AC;&#x201C; one in Bilbao, Spain, and another one in Sao Paulo, Brazil. This project was particularly designed by the Basurama-Madrid offshoot. â&#x20AC;&#x153;We never ask for certain material,â&#x20AC;? said Basurama-Madrid artist Manuel Polanco. â&#x20AC;&#x153;Because, for us, what has
sense is to work with the materials that are already around. â&#x20AC;Ś We change the meaning of the object, and we understand that when you produce an object, that it has other meaning that object is telling to the world.â&#x20AC;? Ideally, this message will spill past the black metal gates of Southwark and into the streets of South Philly, as, already, local residents have helped to draft and, now, ultimately execute the project. From board gaming brainstorms to biweekly meetings, Mural Arts, alongside the Trust for Public Land, worked with not only students but their parents and neighbors in shaping the front courtyard. Aside from treasure hunts and memory activities, third-grade students played upon a giant board game based on cards against humanity. As cards were drawn, teams asked and answered questions. Mirroring the blueprint of South-
wark School, the board encompassed sets of colored cards surrounding environmental, social and economic elements that were ideal to include in the design. â&#x20AC;&#x153;All the folks out front â&#x20AC;&#x201C; they played the games and determined what needed to be put in that space, and now theyâ&#x20AC;&#x2122;re building it themselves,â&#x20AC;? Hersh said. Hersh says an interesting element of the meeting was the wave of translations amid discussions, as Southwark is home to close to a dozen languages. This satisfies yet another undertone of the courtyard â&#x20AC;&#x201C; the celebration of diversity. Serving as such a multilingual school, Southwarkâ&#x20AC;&#x2122;s ESOL staff helped to bridge the language barriers. Esther Lian, a Burmese-America bilingual counseling assistant at Southwark, says immigrant parents can often struggle with immersing into a new community, however, theyâ&#x20AC;&#x2122;re willing face any intimidations. Parents â&#x20AC;&#x153;are really interested and are happy to be part of the school. Theyâ&#x20AC;&#x2122;re excited they can do something for their kidsâ&#x20AC;&#x2122; school. â&#x20AC;Ś When they come into this project, they feel like they are all the same,â&#x20AC;? Lian said. â&#x20AC;&#x153;Given we donâ&#x20AC;&#x2122;t speak English, but at least, they have something in common.â&#x20AC;? â&#x20AC;&#x153;I never gardened, so this will be exciting for me and my son,â&#x20AC;? said Eryani Chandra, Indonesian-American parent of a second-grader at Southwark. â&#x20AC;&#x153;We are excited because (everyone) working together is from different countries.â&#x20AC;? Chandra, who was helping to construct the desks, says she plans to tend to the garden every week, as the premise of the project is for the entire community to provide a helping hand in this oasis of flowers and produce. Even though seeds havenâ&#x20AC;&#x2122;t been planted yet, community members are already dabbling into one anotherâ&#x20AC;&#x2122;s cuisine. Every day, at lunch time, a different participant will cook an authentic meal of their culture, inviting all the artists, carpenters and other volunteers to sit around a table and break bread. â&#x20AC;&#x153;Thatâ&#x20AC;&#x2122;s part of what weâ&#x20AC;&#x2122;re doing is,â&#x20AC;? Hersh said. â&#x20AC;&#x153;How can we come together and cross the boundaries of language and culture, so that everyone can care for these green spaces?â&#x20AC;?

Opera troupe to perform ‘Il Trovatore’ at Francoluigi’s Amici Opera Company set to serenade diners June 20 By Tom Beck SOUTH PHILLY REVIEW

ustomers who dine out at Francoluigi’s Pizzeria & Italian Restaurant on June 20 at 6 p.m. will have the opportunity to be serenaded by the Amici Opera Company as its performers present their rendition of writer Antonio García Gutiérrez and composer Giuseppe Verdi’s “Il Trovatore,” a riveting tragedy that
tells the tale of Leonora, lady-in-waiting to the Princess in early 19th Century Spain during the Peninsular War; her lover, a troubadour named Manrico who serenades her outside the royal residence and is also the partisan leader of the rebel forces; and Count di Luna, the commander of the Royalist Aragon troops, who is obsessed with Leonora and jealously tries to steal her away from Manrico. “It’s melody after melody after melody,” said Ralph Tudisco, who is the
founder and president of Amici. “It’s a standard opera.” Tudisco said “Il Trovatore” is one of the most famous operas. “It’s all doom and gloom, but it’s a phenomenal opera,” he said. Amici performs six times a year at Francoluigi’s two months apart from each other. It’s a tradition Amici and Francoluigi’s has had for seven years now. Tudisco called it the “best deal in town.”
According to Tudisco, it’s very rare for operas to be performed in restaurants. His company, he said, has performed more than 200 operas. “It’s unheard of the amount of repertoire we have,” Tudisco boasted. He said there is barely a budget for the play and that most of the singers are singing for free. “It’s just great music from the first note to the end,” he said. “We have really good singers. We’ve done this opera
many times. We have the two great things mixed together: music and food.” The cost is $45 ($20 for the opera and $25 for a three-course dinner with coffee, a cannoli and three entree choices: salmon, chicken parmesan or eggplant parmesan). John Travolta talks ‘Gotti’ in visit to South Philly By Logan Krum SOUTH PHILLY REVIEW
J
ohn Travolta has been a lot of people. He’s assumed the roles of a former American president, an aloof contract killer and a greaser with slicked back hair whose chills keep multiplying, among more. Most recently, he was American gangster John Gotti, boss of the powerful Gambino Mafia family in New York City. But sitting in Dante & Luigi’s in South Philly wearing a teal green blazer, he’s dropped the pouted lips and Brooklyn accent. Travolta as Travolta is a friendly guy – he strokes his chin as soon as he spots me approaching to indicate our matching beards, before pulling me in close for a picture like we hadn’t just met a quarter of a minute ago, and asking if I wanted iced tea. Gotti has been a passion project of his for many years, and finally it’s seeing the light of day. Here’s what he had to say about it. You’re in South Philly. Have you had any cheesesteaks yet? Not yet, but we’re planning it for the plane. It’s from Tony Luke’s. When I did “Blowout” (1981), Brian De Palma always liked to have cheesesteaks on set. You’ve been playing a lot of dramatic roles in recent years. What has been drawing you to those roles? You know, I started out with “Saturday Night Fever” which is a dramatic role and earned an Academy Award nomination, and it became a pop culture phenomenon. I think I felt that even
though I had done comedy prior to that, the dramatic role started my movie career. So dramatic roles were kind of my blueprint for later day movies – although certain movies were commercial like “Pulp Fiction,” but it was still considered very dramatic. So, it doesn’t feel like a turn. What feels different is I’ve been asked to play historic characters. I played Bill Clinton in “Primary Colors” (1998) and Robert Shapiro in “The People Vs. O.J.” (2016) and now Gotti, and it seems that someone’s asked me to play Vincent Lombardi. It seems that biopics are becoming my direction because certain directors or producers feel I have an ability to assume the meanness of those particular characters in our history. How did you prepare to assume the role of Gotti? There’s a lot of research, a lot of drilling of accent, behavior, walk, talk, attributes. I got help from Gotti’s family. You know, the clothing I wore was some of his clothing. Even the coat I wore was his. There was a lot of film footage I could look at, especially the prison stuff when he was ill. When he was younger, family holidays and things were on film. Of course [John Gotti Jr.] and his mother were very helpful in informing the character.
Was there anything that drew you to this specific character? As I did more research, I discovered that I wanted to know why he was loved. I hadn’t remembered someone like Dillinger or Whitey or Capone being well loved. This is about the last really famous American gangster that will ever be, because the mafia doesn’t really exist anymore because of the RICO Act. I discovered he did things
that ingratiated him to the public. He would bring small businesses that were in the red back into black and they would be in profit again. Even though he may have usurped a percentage, you never went out of business. He would finance neighborhood parties and things like that that endeared him, and helped people out when they were in dire need. He’d open up a gym that was closed and a lot of kids lost their mojo for being professional boxers, he’d give it back to them by opening up the gym again. He was caring and generous on that side, even though he had this dark side where business was business, live by the sword die by the sword type of thing. The gangsters were, “you’ll die on the street or die in prison,” and gangsters were very aware of that notion. This film was a passion project for you in production for many years. Film rights were first secured back in 2010. How did the project evolve over time? At first it was a big budget film with me and Pacino and Pesci and different directors. As the budget got smaller, we went through different scripts and different directors. I think we went through four directors and four casts, and fi-
nally we narrowed it down to reflect the book [John Gotti Jr.] wrote, “Shadow of My Father.” We had a director who really had a vision [Kevin Connolly], we had a budget everyone could afford and we were able to do it. How close is this final project to the original vision after all these changes? I think it’s even better. It was going to be a big thing and the script was good, but the script became great because everything we did, every single scene actually happened to the Gotti family historically. We duplicated it verbatim. I feel like we got only the truth up there, and so I feel better about the script we finally did than the initial script, which was not as accurate as my research ultimately revealed. So, it really was worth the wait. What was your favorite part about the whole process? Probably convincing the [Gotti] family who chose me, since I was their first choice to play the role, that I could do it justice and that they believed I could disappear as a famous person, and become another famous icon of a gangster. If they bought it, I thought everyone would buy it. By the time I filmed the prison scenes where I was dying but trying to be strong, the family was moved and taken aback by it because it was so accurate to what they had seen and experienced. Just one more question – are we ever going to see you singing and dancing again? Yeah. I think you will. [laughs] “Gotti” releases to theaters June 15.

Students participated in the ‘black light’ challenge – they rubbed lotion on their hands (that’s the ‘germs’), then they held their hands under the black light to reveal the germs, then washed their hands, then came back to the black light to reveal whether they had successfully cleaned up.

“I see the sun on a rainy day – I refuse to be unhappy.” JOHN EDWARD CASTAGNO,
multimedia artist, art researcher and collector. John died on June 8, 2018 from a long illness. He was 87, a month shy of his 88th birthday.
Born in 1930, Castagno was a first generation American of Italian immigrant parents. He grew up as the youngest of 11 children in a blended family, where each of his parents’ first spouses died in the flu epidemic of the 20’s. He would say his early years were shaped, and his character built, by close family ties, a love of animals, boyish jaunts, and too, by a pervasive violence that characterized South Philly in the 30s and 40s, and that greatly affected his family. Castagno was drawn to art at a young age. He received art training at the Fleisher Art Memorial; the Philadelphia College of Art; by competitive entry at The Barnes Art Foundation, and he took classes at The Pennsylvania Academy of Fine Arts. Though he traveled the world, Castagno lived almost his entire life in South Philadelphia, where he went from brick pointer to artist, then to art expert and collector – all of which he did with his characteristic, infinitely meticulous attention to detail. As an artist and sculptor, Castagno worked in many styles and mediums. But in 1969, at the height of the Vietnam war, he made his first flag painting, calling it “an emotionally produced work of art.” The flag and its stars and stripes would become an enduring and powerful motif fueling his creative output for the next 50 years – even revisiting it once again in the last year of his life. “To some, using the pattern and colors of the American flag in art may seem rather limiting, but it’s not so. For me I see an endless avenue of exploration.” Throughout the 1960s and ‘70s Castagno had ten one-man exhibitions, mostly of his flag-inspired art that was in fact, rooted in his great love for American ideals and in a desire to use art to hold America accountable for any wrongs it perpetrated. Though the use of the flag in art was frowned upon in this era by both the left and the right, nevertheless, Castagno’s work found its way into more than forty museum and public collections in the United States, Israel, and Ireland, as well as in the private collections of Jimmy Carter, Gerald Ford and Barack Obama. A reproduction of his “Stripes and Stars” was included in the bicentennial edition of the “American Heritage - Magazine of History,” which featured art and craft-art throughout the history of America that used the American flag. Today, Castagno is widely known for his research on artist’s signatures. He published “John Castagno’s Artists’ Signatures and Monograms,” seventeen volumes containing a catalog of 55,000 artist signatures which he painstakingly collected in over 18 years of research. The volumes have become a standard reference source for galleries, museums, libraries, and collectors around the world used to identify, authenticate, or verify signatures and works of both well-known and little-known artists. He called it his “labor of love, and a legacy to the art world.” Sometime in the late 1980s, John “looked down his street and counted sixteen utility poles and not one tree.” He began a decades long tree-planting and general beautification of the 1100 block of Snyder Avenue. In 2004 was the block was awarded First Prize from the Pennsylvania Horticultural Society for their City Gardens Contest. John continued to maintain his part of the city garden-oasis until the last several years, when his health prevented him from doing so. John is survived by his long-time companion Christofer Macatsoris, with whom he shared over 50 remarkable years, collecting art and living through music, traveling and escapading, caring for their cats, and enjoying the company of their friends. John is survived as well, by many who loved him dearly, and who basked in his warmth, his easy laughter, and his gentle, caring attention and advice. John is also survived by nieces and nephews, and his brotherin-law John Carey, married to his dear sister Mary, who predeceased him by only three months. A celebration of his life will be held in September and details will be forthcoming when they are in place.

he next step is training camp, which begins in late July in South Philadelphia. Between now and then, Eagles players and coaches scatter throughout the United States and breathe in life before they get back to the everyday grind of the NFL life. We’ve got five weeks to discuss, debate and dust off conversations about the Eagles and their chances to repeat as Super Bowl champions in 2018. You’ve got questions? Same here. In time, we’ll get some answers. For now, it sure doesn’t hurt to ask …
What are Carson Wentz’s chances of playing on Sept. 6?
By the time the Eagles ended their spring workouts, quarterback Carson Wentz was cleared for seven-on-seven portions of practice as well as other ag-
gressive movements in and out of the pocket in the offense. His progress has been astonishing and extremely promising. Barring a setback, Wentz is going to look really great as we get into August, and then it becomes a matter of him being cleared by the medical staff for on-field, live-game action. The possibility exists, absolutely. But we’re not really going to know until just before the regular season begins.
How are the other injured Eagles coming along? There is more good news here. Left tackle Jason Peters looked outstanding in the spring as his on-field movements and practice reps increased. He should be good to go very soon in training camp. Middle linebacker Jordan Hicks, a huge key, has made great progress and expects to be fine for the season. Defen-

sive end Brandon Graham had surgery to clean out an ankle injury and is on pace for the regular season. Defensive tackle Tim Jernigan had back surgery and still has a ways to go, but he’s gained the weight he dropped and September certainly
seems within reach.
What about the Eagles raises concern? There isn’t much depth at linebacker, across the board, so if Hicks can’t come all the way back or there is anoth-
er injury, the Eagles will be challenged there. The safety depth isn’t experienced, but the Eagles may bring back veteran Corey Graham before too long. He was a valuable backup last season. The punter is Cameron Johnston, who has never done it in the NFL. Defensive tackle, with Jernigan still rehabbing, and Haloti Ngata up there in age, has some questions.
Just what are the prospects for this team? The Eagles have the best roster they’ve maybe ever had in terms of depth throughout the depth chart and high-end stars sprinkled throughout. The prospects, then, are that the Eagles will go into the season as one of the favorites to win the Super Bowl. It’s deserved. The Eagles are loaded and will be even more so should Wentz show
that he’s all the way back early in the season.
Who are some players I don’t know much about?
Mike Wallace is a new starter at one wide receiver position and he’s fast, explosive and personable on and off the field. Corey Nelson, another player signed in free agency after four years in Denver, could start at the weak-side linebacker position. Keep an eye on new running back Matt Jones, a power runner to potentially complement Jay Ajayi and Corey Clement. Second-year man Sidney Jones is expected to be a factor at cornerback. The waiting is the hardest part, right? Should be worth it, though. The Eagles are gunning for more history this season with a terrific roster that is deep and talented.
PROPAC: Squilla says safe injection site not in city’s plans

This is largely because, according to the Community of Behavioral Health, O’Connor said, “the greatest age population [for those suffering from addiction] was 18-26 years old.” Since the Affordable Care Act allows for children to stay on their parents’ health-care plan until they’re 26, many of these people are insured, he said. Squilla, who was present at the meeting, said “the goal was to get people in the city to have more access to treat-

ment.” He also said the city’s Department of Behavioral Health and Intellectual Disability Services had promised it would add more beds, but “pulled that, saying they didn’t have proper funding.”
Safe injection sites During the meeting, Squilla told residents there is “no plan” for a safe injection site in Philadelphia upon the realization that some people in attendance at the meeting incorrectly believed that the rehabilitation facility would actually be a safe injection site. The city doesn’t “have any idea how
it would work, they don’t know where it would go,” Squilla said. “At this point, I don’t know of any safe injection site that’s proposed anywhere, what it would look like, who would run it. The city said they wouldn’t run it, they would hire a nonprofit, but they have no idea how it would work. When that comes up, we’ll have meetings about that, but there’s really nothing to discuss.” O’Connor weighed in as well: “On the safe injection site, I sat in City Council for three hours,” he said. “The city talked about it so we went out and did our own research and our research says that you can’t get a license for one in Pennsylvania because we know we’d get asked for it, they can’t be insured, and we talked to [Pennsylvania Attorney General Josh] Shapiro’s office and he said don’t even try to open it because I’ll close it down right away. So it’s not happening.”
Homeless encampment pilot Liz Hersh, director of the city’s Office of Supportive Housing, said at the meeting “it is the full intent of the Philadelphia Police Force to keep people from setting up tents, beds” under the tunnels that were cleaned out during the encampment pilot, which she lauded as a success. According to Hersh, 50 peo-
ple went into treatment facilities during the pilot, which was more people than went in in the last six months. “So we were very encouraged that we figured something out, right?” she said. “City government, we actually solved a problem and figured something out.” Additionally, she said, the city opened two respites in the area that hold no more than 40 people each. She addressed a concern many residents had, which is the reason behind why the shelters had to be located in the Kensington area. “The main reason we have them there is because that’s where people will go when they’re still using,” she said. The city also opened up a “daytime program” for those who were in the encampments, according to Hersh. “The shelters open up from 7 p.m. to 7 a.m. and then everybody can go to a daytime program down at Prevention Point,” Hersh said. “They have 75-100 people going there so that they can get treatment, they can get medical care, food, all kinds of things so that they’re not going back to the camps.” Much to the disbelief of the meeting’s attendees, Hersh said that, contrary to popular belief, not a single person from the Conrail tracks moved under the bridges.
“You’re not going to believe me, but I’ll tell you anyway,” she said. “No one under the tunnels came from under the Conrail tracks. It’s an entirely new crowd. We literally interviewed every single person.” Hersh said the entire pilot cost approximately $7 million. As of right now, Hersh, said there are no plans to do the other two bridges at Emerald Street and Frankford Avenue because there’s no money to do it. “We know that Emerald is out there and needs to be done, and we know that Frankford needs to be done,” she said. “The budget is being worked out by City Council. I’m not involved in that. We told them what we think it would cost to do it.” The city’s budget is expected to be finalized by June 30. At the meeting, Hersh blamed pharmaceutical companies for the city and country’s opioid epidemic. “It is a prescription drug problem,” she said. “You want to get mad at somebody? Get mad at the drug makers who lied to doctors and told everybody these were safe drugs.” There will be no PROPAC meeting during July because of Independence Day.
