fter an 11-year hiatus, Grays Ferry’s Lanier Playground re-opened with a bang this past Saturday,

marking the completion of a three-yearprocess to get the park back in working order. The playground’s improvements include a renovated field, a new walking trail, fitness zone, a dog park and stormwater management, and transform

the space into a multi-use, multigenerational playground. “To the community, give yourselves a round of applause for building out, participating in the process night after night, coming to a common consensus on this great and beautiful park,� said

Philadelphia City Councilman Kenyatta Johnson at the ribbon-cutting event, adding the facility is a “safe, high-quality recreation facility and park here in Grays Ferry South Philadelphia.� According to Owen Franklin, Pennsylvania state director for the Trust for

Public Land, the process for the park’s completion started with an “intensive, participatory design process� that involved working with residents to understand what they prioritized in a communal space. See LANIER, page 10>>

ear Mayor Kenney: It’s been a while since Fran and I saw you in the lounge at The Palm. Always enjoyed our brief chats. Those were the days, as they say. You were a councilman and, we thought, a damn good one. Wasn’t unusual for you to answer your own phone. I liked that you cared so much about the quality of life in South Philly. You’ve surprised a lot of people since then. You emerged from a crowded field to become the Democratic nominee for Mayor. Then, less surprisingly, (because it’s Philadelphia), you won the general election and became Mayor. I don’t think you had the key to the Mayor’s restroom in City Hall before the attacks began. You didn’t have the gravitas to be Mayor. (I remember some of our mayors that preceded you. At least one or two of them would’ve thought “gravitas” was a kind of Italian water ice). At least one of your critics hinted that you might have a problem with alcohol. A couple of conservative media personalities in this town were aghast. You might be the next Bill De Blasio (liberal Mayor of New York). Among conservatives, as you know, “De Blasio” is a synonym for the decline of western civilization. Some observers wrote that you were a loose cannon. They pointed to your tweets, one of which referred unflatteringly to the size of Chris Christie’s derriere. I thought you tweeted what most of us Eagles fans were thinking of Christie for his public butt kissing of Jerry Jones and the Cowboys. I wrote in this newspaper that what your critics thought of as intemperate anger was merely your passion about most things Philadelphia (THE PASSION OF JIM KENNEY—Feb. 12, 2015). By now, if you didn’t know it beforehand, you’ve discovered that being mayor of a big city is no garden of roses. Lots of thorns. It’s why most mayors never advance to higher political office. Just check with Rudy Giuliani. On second thought, don’t check with Rudy Giuliani. He’s too busy making an ass of himself on TV these days. You’ve had to develop thick skin. You would probably agree that is a work in progress. You deserve great credit for embracing a thankless task – saving the public schools of this city. There is little political reward … short-term, at least, for taking on that fight. At times it seems that Councilperson Helen Gym is the only other person at City Hall who cares as much about our public schools. You’ve “owned” responsibility for those schools. Rescued our schools from Harrisburg. With it comes the burden of paying for them with all of their many problems. Enter the Soda Tax. Hello, property tax assessments. Some media types and the beverage industry, neither of whom had ever expressed much concern about poor folks before, suddenly became bleeding hearts over the soda tax. I have concerns about some of the property tax assessments, but I realize that the legislators in Harrisburg don’t give the City much leeway in what it can tax. See CARDELLA, page 5>>

LE T TER TO THE EDITOR Writer: VietLand community garden students ‘heroes’ for uncovering lead contamination The Aug. 1 issue of South Philly Review was like a buffet of fine foods. How to choose the best article for a response? It was tempting to go down Memory Lane with Tom Cardella who hails from my generation. The report on the annual Passyunk Avenue Car Show that mingled classic cars with crafts and cooking also struck my fancy. But the report (“VietLand community gar-

den sprouts farming resurgence”) by Grace Maiorano about the efforts of Vietnamese and Southeast Asian students, aided by various community organizations, to create a present and future community garden in the yard of the Horace H. Furness High School, really caught my attention. It was wonderful how they were so careful in establishing the garden of herbs from their homelands that they even tested for lead contamination in the paint of a nearby staircase. It should be no shock that they found toxic levels in such

an old building. This condition is common in a school system that has been poorly maintained for decades. To my mind, these student gardeners are heroes both for uncovering this noxious material and for their efforts to create a pathway to healing and health through their community garden. As time passes, the fruits of their labor will certainly lead to a bountiful harvest of wellness for future generations. Gloria C. Endres

<<Continued from page 4 You’ve taken on Trump and the Feds over their draconian immigration policies. I think you ultimately made the right decision in discontinuing sharing PARS data with ICE. I don’t agree that ICE should be abolished. That demand by some progressives is a political gift to Trump and the Republicans. Admittedly, it’s difficult to defend undocumented immigrants who’ve committed no violent crimes without at the same time, incurring the loss of federal money. You were vindicated by a recent court decision. As far as the missing $33M, some of your critics, cry, “Fraud.� Others claim that the City’s accounting system is an embarrassment. You gave, what I thought, was a reasonable response to the situation in a recent interview on Channel 6’s INSIDE EDITION. But the interview was on a Sunday morning when only political junkies like me are watching. Which leads me to some advice I’m about to offer you with all due immodesty. In your first term as Mayor, I sense a lack of clear communication with the voters. Example – accounting for the missing money. You need to speak more frequently and directly to the citizens. Personally, not through a spokesperson. In prime time.

There are other issues that need more explanation. The matter of Jay-Z and the MADE IN AMERICA CONCERT. Why the change of heart in moving the venue of the concert away from the Parkway? Did Jay-Z offer anything in return? Will you consider moving other public activities from the Parkway? The Parkway’s embattled residents need to know. What assurances can you give those affected by their property tax reassessments that the system will treat them fairly? Why is it in our common interest to fund our public schools properly? And just as importantly, what are the assurances that those funds will be spent as intended? Oh, and about the Rizzo statue. How about moving the statue to Marconi Plaza down here? Whether you or I agree on Frank Rizzo’s merits, the folks in South Philly revere him. South Philly is where his statue belongs. I hope you’ll find the time in the future to proudly march at the head of the Mummer’s Day and Columbus Day parades. South Philly thinks you’ve forgotten your roots. P.S. ith guidance from preschoolers, Mayor Jim Kenney crouched on pint-sized chairs to craft a concoction of sand and feathers last week. The children, students of Little Learners Literacy Academy on East Porter Street, occupied a few of the thousands of early education seats being filled across Philly through the city’s locally-funded PHLpreK program – a product of the 2016 Philadel-

phia Beverage Tax. Last Tuesday, Kenney, alongside Councilman Mark Squilla and PHLpreK director Julie Beamon, visited the Lower Moyamensing education center to converse about the importance of the program and its recent surge of resources, especially after the Pennsylvania Supreme Court’s July upholding of the contentious charge on sugary drinks. “We’re going to open up this program now to the full complement of 5,500 kids that we’re looking for,” Kenney said. “We had to hold off a little bit until we won the case to make sure we didn’t have to give the money back. But now we’re moving forward with pre-

K, with our community schools rollout and with our parks, recreation center and library refurbishment.” During fiscal year 2019, the administration estimates roughly $78 million in revenue to be collected from the 1.5 cents per ounce of sweetened beverage, according to the city’s five-year fiscal plan. Through fiscal year 2023, $245.8 million of soda tax funds will be designated for PHLpreK, say city officials. About $382,464,000 in total revenue is expect to be collected from the tax over the next five years. According to the city’s five-year fiscal plan, more than 17,000 children in the city between 3 and 4 years old did

not have access to quality pre-K programs prior to the implementation of PHLpreK. “Soda is certainly something I drink – probably too much of. I pay the tax, but it’s not something you have to buy,” Kenney said. “It’s a choice, and if you choose to buy it, and you pay a little bit of a premium to make our kids healthier and more educated, that’s fine.” Currently, there are more than 2,000 3- to 4-year-olds participating in the early education program in 86 providers across the city. With the supreme court’s ruling, thousands more are expected to enroll over the next five years. While registration is still ongoing,

about 75 percent of the 2018-2019 seats are already filled, according to Beamon, who says the South Philly location is especially representative of the student and employee diversity of PHLpreK. “We definitely want to have programs that represent what the diversity of this city looks like,” she said. “In particular, this area of South Philadelphia has become so much more diverse over the years, so you really have all populations represented here.” Close to 60 of PHLpreK sites are run by women or minorities, including Little Learners Literacy Academy, which See PHLPREK, page 10>>

City’s latest medicinal cannabis shop hits East Passyunk Herbology will open its doors to South Philly residents later this summer By Grace Maiorano SOUTH PHILLY REVIEW

T

ucked between the Italian Market and Asian grocery stores, a new pioneer is settling just south of Washington Avenue on East Passyunk. An alternative approach to both business and healing, Herbology will be one of the first medicinal cannabis dispensaries in the city since Gov. Wolf legalized medical use of the plant in April 2016. Herbology, the east coast subdivision of Grassroots Cannabis, an Illinois-based grower and processor with locations across the country, is scheduled to open its South Philly doors in late August or early September at 1125–1127 E. Passyunk Ave. The “vertically integrated company,” meaning its operation spans from seeds to selling, will vend a plethora of marijuana-based products, including topical treatments and oils, to patients who have been medically cleared by a doctor registered with the Pennsylvania Medical Marijuana Program. Patients, who must suffer from at least one of more than 20 state-established qualifying conditions such as epilepsy and even autism, will also receive free access to various holistic services, including meditation, yoga and PTSD support groups that will be hosted above the Passyunk dispensary – an area that was zoned for medicinal marijuana sales by the state, according to Mahja Sulemanjee, director for community outreach for Herbology. “It’s such a prime location there,” Sulemanjee said. “It’s really the heart of that South Philly area, and I think we are lucky to have that area for where we’re going to be able to operate.” Nestled in the hub of several business districts, Herbology hopes to not only bring symptom alleviation to South Philly but also employment. According to a 2017 study from New Frontier Data, more than a quarter of a million United State jobs will be created in the legal cannabis market by 2020. Sulemanjee says during the planning process, local council people and state representatives expressed curios-

The officials “were very, very interested in how many jobs we can bring to town and what we’re able to do from that regard,” she said. “We are going to hire from within that community. The closer they are, the better for our dispensary staff and for our patients. That way they know they’re getting somebody who lives in town who has a direct connection to that area – to have a social responsibility.” All of the dispensary products will derive from crops grown on Pennsylvania farms and cultivations, further boosting regional employment opportunities.

Aside from approaching local government, another crucial crowd to consult was the local registered community organizations, including the Passyunk Square Civic Association, which concentrates on the welfare of Broad to 6th streets and Washington Avenue to Tasker Street, which encompasses the Herbology property. Sarah Anton, president of the association, says members of the business began communicating with Passyunk Square in the early summer. “They reached out as a neighborly introduction to their business – obviously a kind of business that folks would be unfamiliar with,” Anton said. “They wanted to make sure to let us know they were available to answer

questions or concerns any neighbors might have.” At one of its upcoming general meetings this fall, the civic association plans to host representatives of the business for a presentation and discussion on Herbology. Sulemanjee stressed that, when approaching any new community, education is key, as she describes it as the most important part in how people consume cannabis today. Herbology aims to enlighten, such as clarifying the misconception that patients will inevitably receive head highs from every product, which is false, as the dispensary itself can change THC levels based on an individual’s conditions.

Along with attending civic association meetings, Herbology has a designated booth at every East Passyunk farmers market, which is hosted every Wednesday through November from 3 to 7 p.m. at the Singing Fountain. The civic association “really was somebody who could be very impactful in understanding” Sulemanjee said. “And because they play such a big role in that area – we want to make sure that they, by all means, have all of their questions answered … if they have questions, they know there’s a trusted partner in the cannabis industry that they can call and ask questions to.” Both Anton and Sulemanjee say, as of now, they haven’t witnessed or received any pushback from residents of the immediate area regarding the opening of Herbology. While the increase of crime can be a concern, the South Philly business will be equipped with a slew of security measures, including bulletproof windows and 360-degree security cameras on the inside and outside of the premise. Individuals who aren’t registered patients with the state must sign in and have copies of their ID made before even entering the store. Both as a local resident and member of the civic association, Anton is positive about Herbology’s presence on Passyunk. “We’re always happy to welcome new businesses to our neighborhood,” she said. “It seems like, from all indications, the way they reached out to the neighborhood association, it seems like they’re going to be a good new business.” “Truth be told, the open mindedness that we’ve been accepted and really been welcome with – it’s been unbelievable,” Sulemanjee said “So, when you have a market like that that welcomes you in, we are even more excited to participate in it.” To learn more about Herbology, visit www.herbologydispensary.com. <<Continued from page 6 opened its doors in 2016. “We feel the diversity in the program – it actually speaks to the community, diversity in the community,” said Tanisha Aiken-Woods, owner of the center. “And I think, with us being a part of the community, everything is embedded when it comes to diversity. … Having us here in the heart of this community that’s well established, that’s been here for years – it speaks volumes.” Among the 20 students in the school-year classroom, five native languages are spoken. Aiken-Woods says parents strictly fluent in foreign languages have even picked up on English through their children’s learning of the literacy curriculum. She describes the diversity in the academy as normalcy, with the children exposed to different family structures and socioeconomic statuses. More than 80 percent of the 2,700 students currently enrolled are from families with household incomes at or below 200 percent of the federal poverty level, according to the city’s five-year plan. “If we ever believe that we’re going to raise our children out of poverty, we have to do this,” Kenney said, citing that if children aren’t reading on grade level by third or fourth grades, the odds of them graduating high school are severely diminished. There are no income requirements for PHLpreK. Students must simply be 3 or 4 years old by Sept. 1 and a resident of Philadelphia. In South Philly alone, there are seven PHLpreK locations. Some of these include family-based providers.

According to Hess, the city’s Rebuilding Community Infrastructure Initiative is slated to invest $500 million into community facilities “in the coming years.” “Everyone has worked so hard with the Pennsylvania Department of Conservation, the [Department of Conservation of] Natural Resources and the Trust for Public Land to redevelop Lanier and to do what we wanted to do.”

lot has changed since 1993. Brick-sized cell phones became iPhones, Blockbuster became Netflix and at some point Radiohead’s Thom Yorke went from being a sniffling indie creep to a homeless Japanese fisherman with a man bun. But one thing that’s stayed the same is that Radiohead still packs venues – just bigger venues than before. Radiohead’s first venture into South Philly came on June 23, 1993, on the

band’s first American tour (The Pablo Honey Tour), when they met fans on South Street to play the Theatre of Living Arts. Last Tuesday night, they played the first of two shows at the roughly 20,000-seat Wells Fargo Center to support their latest album, A Moon Shaped Pool. As the lights went out and Yorke made his way to the stage dressed in a plain navy T-shirt and dad jeans, the band broke into “Daydreaming,” a song from Pool that’s in keeping with Radiohead’s avant garde post-The Bends sound they’ve adopted and retained since the late ‘90s/early 2000s. If you

went to the show and you’re a fan of this brand of Radiohead, you were in luck. Only a small minority of the band’s 25song set consisted of material from earlier records such as The Bends and OK Computer, including “No Surprises” and “Airbag” from OK Computer and “Fake Plastic Trees” off The Bends. “Talk Show Host,” a Bends-era B-side, was the biggest surprise of the night. Among the other tracks performed were several other songs from Pool, including “Present Tense,” “Ful Stop” and “Desert Island Desk,” and a selection of other tracks from the early part of the century, including Kid A’s “The Nation-

al Anthem,” Hail to the Thief’s “2 + 2 = 5” and Amnesiac’s “Pyramid Song.” Yorke, never known as the most social of rock stars, kept the conversations to a minimum. Between the second and third songs he greeted the Philadelphians before him with a warm “good evening.” The only other times he spoke were to thank the crowd at the end, to introduce “A Wolf at the Door” (“This song is called ‘A Wolf at the Door,’” Yorke emoted), and to make some unintelligible quip about being dizzy about halfway through the set. While he sang, Yorke swayed back and forth, slithering like a salamander.

About half the audience emulated the strange dance while the other half stood patiently still, studying the habits and musicianship of the six English lads from Oxfordshire before them. Jonny Greenwood proved himself to be the most versatile of the band, playing guitar, piano and percussion throughout the course of the show – in addition to also performing in the evening’s opening act, Junun. If there’s anything Radiohead proved at the Wells Fargo Center, it’s that headlining arenas isn’t just for pop stars. Rock bands can still do it too, and Radiohead does it very well.

efore every first pitch, a tight-knit team of young girls frolics toward softball fields, forming a dance circle where the dozen or so players showcase a snippet of their signature moves. This medley of personalities – all from Whitman and Pennsport – has recently led to the first state-level competition for a Delaware Valley Youth Athletic Association team since its inception in 1953. While the organization hosts athletes through adolescence, the landmark group is, in fact, the newly-formed 10U Little League softball team. In July, the squad of 8- to 10-year-old South Philly residents finished fourth in the Pennsylvania 10U Little League state championship. Earlier this summer, they were District 19 and Section 8 winners, as well. “I think it all goes back to – they’re all friends outside of softball,” said Ken Bergmann, head coach of the 10U team and a board member at DVYAA. “They all realize that this was just a one time

thing, and they just had fun with it.” For several years, Bergmann said parents noticed a need for softball in South Philly, leading to DVYAA’s implementation of the all-girls Little League teams a few years ago. DVYAA partnered with Edward O’Malley Athletic Association, which runs the inhouse operation of teams, to form the program, including 10U, 12U and 14U softball. In mid-spring, Bergmann began putting together the Little League bunch, as several of the girls also play on travel teams and in-house teams across the area. While this was the first time this particular lineup played together, something sparked as they started practices. “I think, as a group, they’ve grown just supporting each other,” he said. “At first, maybe, being a little shy and then their personalities sort of take over. … They really picked up on their strengths and then they supported their strengths, especially 13 10-year-old girls – there was not a lot of bickering.” Tuning into one another’s strengths could explain a series of outstanding plays during the season, including, during sectional championships in Bristol,

Pa., when the team was down four girls and the winning catch was made by 9-year-old Brooklyn Balilonis – one of the youngest players on the team. “(The catch) was a little bit scary,” she said. “I was going to catch it (upper hand) but then, I noticed (the ball) was down more, so then I had to go down. … I had confidence in myself.” Or, during states in Dickson City, Pa., when the girls faced highly ranked Avon Grove of Chester County, DV performed, for the first time, a triple play when the bases were loaded. Although they never performed an impressive move like that prior, the girls relied on their intuition with one another as the play unfolded across the infield. “I saw the ball coming right to me,” said Caitlyn Coghlan, who caught the line drive. “I didn’t have to move back or front – it just came right to me. in, so I hit away and it went over their heads,” said Darby Myers, whose fused left elbow, a condition she was born with, never discouraged her from hitting ground balls during the game – or any game. “Hitting is contagious, so when someone gets a hit, you just hit.” When the girls fell under pressure during the game, that contagious nature ran through all their veins, as slowly but surely, they came back to win the game that kept them in contention in the state tournament. The day prior, they were placed in the losers bracket after being defeated by St. Mary’s from Northeastern Pennsylvania during a rain-delayed game that didn’t conclude until past midnight. “I loved that me and my whole team – we all worked together as a team, and I came back from that slump, and I hit the ball,” said Madelyn Bergmann. “And I knew I was there for my team, and I was out of that slump.” “Sometimes, when the pitchers, if they had their heads down and are having a hard time, all of us will go in the circle and talk to them,” added Hanna Trepts. The girls agree their friendship off

the field spills into their performance on the field, as, aside from living within a few-block radius, they all attend Performing Arts Charter School, Christopher Columbus Charter School, St. Monica Roman Catholic School and St. Mary Interparochial School. With a final score of 5-4, DV lost to the St. Mary’s softball team for a second time, placing it fourth in the state. But for the coaches, the girls’ continual respect for other teams, and of course for one another, was the true accomplishment. At last ... the 2018 NFL (pre)season is upon us

t’s only a preseason game, so take it for what it’s worth, but it’s Eagles football and it’s back and Thursday night means something for a football team in the process of evaluating the current roster. What is at stake on Thursday night when the Eagles take on Pittsburgh at Lincoln Financial Field? A lot, actually. There are five key positions that have to be sorted out as the Eagles eventually reduce their roster to 53 players. And no, no, no, quarterback is not one of them. As the ongoing When Will Carson Wentz Play saga continues, the Eagles are turning their immediate attention to some competition that has been very apparent during training camp. With that, here are some key areas to watch as the preseason opens.

Cornerback Second-year cornerback Sidney Jones is one to watch in the opener. A supertalented player who would have been a firstround draft pick in 2017 had he not blown out his Achilles tendon prior to the draft, Jones played in only one game last season as he recovered from the injury. Now Jones is healthy and pushing for a starting job. He’s played a lot inside as the team’s nickel (third) cornerback in camp as the Eagles look to replace Patrick Robinson. Jones and De’Vante

Bausby are in a heated competition for that nickel job. Also keep an eye on second-year cornerback Rasul Douglas, who looks to take his next step. The Eagles had a lot of concerns about their cornerbacks last year at this time. Now they think they’ve got a deep, talented group of young players.

Running back Lock in Jay Ajayi, Corey Clement and Darren Sproles for roster spots. Who is the fourth running back? You’re going to see a lot of Wendell Smallwood, Donnel Pumphrey and Matt Jones in the preseason, and it’s likely to come down to the player who impresses the most in the games. Smallwood has been outstanding in the camp practices, but can he stay healthy and earn a job for a third season?

Linebacker Middle linebacker Jordan Hicks plays for the first time since tearing his Achilles tendon in Week 7 last season. He’s one to keep an eye on, because there are few players more critical to the defense than Hicks. He’s got to stay healthy. The Eagles don’t have a clear-cut favorite to win the weakside linebacker job, with Kamu GrugierHill, Nathan Gerry and Corey Nelson competing for the spot. Veteran LaRoy Reynolds is a thumper who could emerge as a key player in the defense.

Defensive tackle Starter Tim Jernigan is still out with his back injury and nobody seems to know when he’s going to be able to play. So who lines up next to Fletcher Cox? It could be veteran Haloti Ngata,

who won’t play a whole lot in the preseason. It could be a young veteran like Destiny Vaoeo or Elijah Qualls. It could be that the Eagles find out in the preseason that they need to consider some help from the outside. The Eagles won along the line of scrimmage last season. They need to be even better this year against a tough schedule.

Cameron Johnston has the job. For now. He’s been inconsistent in camp and it’s really going to require a great preseason for him to make this 53-man roster. One shank in the preseason, and the Eagles might consider speed dialing Donnie Jones, who is available. It’s preseason football. It means something to the Eagles, even if it doesn’t count for anyone else.
