WASHINGTON COUNTY'S GIS SYSTEM ,
POWERFUL TOOLS AVAILABLE FOR SURVEYING, DATABASES, SOFTWARE ENGINEERING, USER INTERFACE DESIGN AND MORE A Geographic Information System (GIS) is used to capture, store, process and export mapping data. While ordinary information systems can perform functions on attribute data consisting of text and numbers, a GIS can provide advanced processing capabilities to produce and map coordinates. Applications of GIS include GPS navigation, Google Maps and hobbies such as geocaching. GIS includes interdisciplinary research in areas such as surveying, databases, software engineering, user interface design and more. Common operations include geocoding or interpreting a coordinate based on existing address ranges, intersecting results, buffering results and information related queries. Common data sets include parcels, wells, pipelines, roads and elevation data. GIS data exists as either vector data or raster data. Vector data is a set of discreet coordinates collected for an area of interest and exists as points, lines or polygons. Raster data is a collection of data blanketing an area of interest in the form of cells and exists as imagery. These operations and data are commonly used in the Washington County area as a means to determine land usage required for allocation of a pipeline on property. In the oil and gas sector of the energy industry, parcel data is used to determine land ownership for proposed
pipeline negotiations. An organization would propose a pipeline path through several properties to transfer oil and gas from a well. The landowner of each of these parcels would be contacted by the organization regarding compensation for crossing their property. This compensation is usually based on footage of the proposed pipeline on their property. Aforementioned GIS disciplines used in this study include surveying to collect the data and databases to store the data. If this data were to be placed in an Internet-based GIS, software engineering to build a web application and user interface design would be included as well. Like any information system, advanced capabilities are available to automate processing for mapping data in a GIS. ESRI’s ArcGIS provides ModelBuilder to visually build workflows of mapping functions and programming languages such as Python, which are available to advanced capabilities not directly available in the user interface. ESRI’s ArcGIS Server provides capabilities to promote data as a map service for consumption in web browsers. Also provided is a portal to build web applications to interact with this data. WASHINGTON CITY MISSION RENOVATIONS
CIT Y M I SS IO N C OMPLETE S RE N OVA TI ON OF ICON I C CHUR C H B UI LDI N G I N WASHI N GT ON President/CEO Dean Gartland was at a complete loss a year and a half ago when he viewed the wreckage of City Mission’s iconic church building, destroyed in a devastating fire on June 9, 2015. “I thanked God no one was hurt, but I was dumbfounded at the loss of our three men’s dormitories, kitchen, dining room, chapel, and medical clinic,” he recalled. “I had no idea where we would get all the resources we needed to keep our doors open. So we started planning…and praying…dealing with one big issue at a time.” Now, 18 months later, with help from city, state and local governments and many churches, foundations, corporations and individuals in Southwestern PA, a beautifully restored church building stands proudly at 84 West Wheeling Street, its neon “Jesus Saves” sign a larger version of the one that was there before the fire. “That’s the whole point,” said Gartland. “So we decided to make it bigger.” Behind the church building, a large new Men’s Shelter, completed in June, holds an expanded 96 beds, a 150-person dining facility and a state-of-the-art kitchen. An expanded section, complete with elevator, ties the two new buildings into one large facility. “We couldn’t return the church building to a dormitory, because the 2016 coding requirements dictated a maximum of 46 residents in the space,” explained Gartland. “So we renovated our former Recycling/Donation Center building into new, large men’s shelter and kitchen, and turned the renovated church building into a brand new Chapel and Education Center.”
The building will also hold counseling and case management offices, several training and classrooms, and a large, fully equipped computer room donated by Ansys, Inc. “Our programs for the residents are truly the beating heart of our Mission,” Gartland said. “They move our homeless residents into stable, independent lifestyles in less than a year in most cases. So we wanted to put those programs—and the staff who provide them--- in a premier place that reflected their importance.” The new church building was completed on November 1 and the occupancy permit was issued on November 3. The building will become fully operational on December 1, after the final additions to the training rooms and chapel. A building Dedication and Open House are being held on December 18 between 1 pm and 3 pm, with the public invited. “The incredibly generous people of Washington and its surrounding areas were a huge part of this effort,” said Gartland. “We couldn’t have done this without them. So we want everyone to celebrate the Opening with us.” 13

Even though last winter’s snowfall in the Pittsburgh area was later than normal, anyone shoveling or using a snow blower knows clearing even a light snowfall is time consuming and annoying. There are some obvious choices for snow removal like shovels and snow blowers. If you have a tractor, a plow on the tractor might be considered a viable option, but there is a better solution: the purchase of a power-sports vehicle with snow removal accessories. The term “power-sports” refers to small vehicles like motorcycles, quads and side-by-sides. For snow removal, the best choices are quads and side-by-sides.

In the simplest of terms, a quad (or ATV) is usually a single seat, four-wheel vehicle, and a side-by-side (or UTV) is a four-wheel vehicle that seats at least two, well, sideby-side. Neither are street legal in most areas. Barnes Bros. Motorcycles & Off-Road, a family owned and operated dealership, located at 589 West Pike St in Canonsburg, PA, sells Polaris, Yamaha, KTM, Kawasaki and Suzuki brands. Barnes Bros. is a full-service dealership offering Sales, Service and Parts & Accessories. Blake Barnes, Sales Manager and one of the owners, said that customers who make their first purchase of an ATV or UTV for snow removal very quickly find that a multitude of homeowner chores become far easier. In fact, they can’t understand how they got along without it.
Liam Barnes, Parts Manager and an owner at Barnes Bros., explained that just about any task that can be performed with a small or medium sized tractor can be accomplished with an ATV or UTV with the proper accessories.
For customers with bigger properties and budgets or even commercial operations, Barnes Bros. has arranged installation of snow removal systems on UTV’s that include full heated cabs with glass windshields, wipers and heated seats.
Liam also said that many people tow mower decks behind their quads and are very happy with the results.
Snow removal becomes fun with ownership of these state of the art machines. Liam tells of many customers who complete their plowing so quickly that they love to help neighbors who were not as fortunate.
Unlike a tractor, ATVs and UTVs can be used to transport the owners quickly, safely and comfortably over some very rugged terrain while sipping fuel. Blake and Liam both told stories of customers who purchased these vehicles specifically for snow removal and found a whole new pastime of trail riding. Entire vacations can be planned incorporating riding these machines. As Blake says, “you don’t see a bunch of people getting friends and family together to ride lawn tractors and look at each other’s snow blowers.” Barnes Bros. outfits hundreds of quads and side-by-sides with plow systems to fit just about any budget. When clients ask for the most basic snow removal package, an entry level ATV is selected and the Service Department installs the plow system.
