He is the co-author of a book about how America’s poor weathered the Great Recession (Indiana University Press, 2013) and the co-author, with SPEA’s Kerry Krutilla, Ph.D., of a groundbreaking new report on the future of hybrid trucks.

When David Reingold graduated from the University of Chicago with a Ph.D. in sociology, he was torn between a life in the public arena and academia. He’s found a way to combine both. He served in Washington for three years as Director of Research and Policy Development at the Corporation for National and Community Service. There his expertise in research and public management helped drive the efforts of the $1 billion agency that runs programs such as AmeriCorps. At SPEA, his teaching and research areas include urban poverty, social policy, low-income housing policy, civil society, and government performance. “We’re committed to continuing our historic strengths in public management, nonprofit management, public financial management and environmental policy. Our faculty are engaged in public service, serving on boards and commissions and consulting. They bring all of that experience and their research into the classroom to train the public affairs leaders who will help shape the world.”

Concentrations Where passion becomes expertise.
Economic Development
Help make prosperity permanent. How can we develop and manage resources to improve a place’s quality of life? And how can we do it in a responsible way? These questions are at the heart of the Economic Development concentration, which focuses on the strategic management of places: neighborhoods, villages, cities, rural regions, states, countries, or even groups of countries. In this concentration, you’ll learn the theory, tools, and practical skills for creating positive, lasting change while studying economic development policy as it’s applied in a broad range of contexts and settings.
Energy
Fuel a brighter tomorrow. In coming decades, energy issues and challenges are sure to dominate the global landscape. Our Energy concentration will put you in position to help meet those challenges. Taking an interdisciplinary approach that includes science, technology, economics and public policy, the Energy concentration focuses on energy policies and technologies, exploring the socio-economic and environmental consequences of both. You will learn the life cycle of energy resources and study the economics of energy production and consumption. You’ll also explore the feasibility of various tools and techniques for mitigating carbon emissions, diversifying the energy sector, and developing innovative energy technologies. A SPEA student engages in electric car research during his summer internship.
Environmental Policy and Natural Resource Management will prepare you to better understand and manage environmental problems. It integrates skill-based courses in public policy, management, and environmental affairs with select training in the environmental sciences. You will also develop a core area of knowledge in a sub-discipline —U.S. News & World Report, 2013 rankings such as lake and watershed management, forest ecology, environmental chemistry, or hazardous materials.

International Development Learn to think globally.
The world will change in unimaginable ways during the course of your career. To become a leader in this fast-changing environment, you must understand policy and the effects of policy decisions both domestically and globally. The International Development concentration is designed to provide students with a policyfocused understanding of international development, and will introduce students to topics such as economic programming and planning, political economy, conflict and postconflict recovery, sustainable development, international organizations, and the role of NGOs.

The goal of policy analysis is to improve decisionmaking. Policy analysts address complex problems —U.S. News & World Report, 2013 rankings by breaking them into components and applying a range of analytic techniques to yield accurate, actionable research and information. In the Policy Analysis concentration, you’ll learn which methods are appropriate for various situations, how to design applied studies, and how to develop actionoriented plans and guidelines. This concentration will prepare students to produce solid analysis and apply it effectively.
Public Financial Administration
Oversee resources that make a difference. From City Hall to overseas capitals, public finance and budgeting provide the support that transforms ideas into realities. And in these difficult economic times, there is more need than ever for people
Sustainability and Sustainable Development
Power the present. Protect the future. This concentration will prepare you to help organizations and people strike the delicate balance between meeting immediate needs and planning for the future. Combining environmental, economic, social, and political elements, sustainable development strategy strives to ensure that natural and social environments will endure and future generations don’t suffer because of our present actions. SPEA boasts a robust mix of scholars and practitioners who are actively engaged in all three aspects of the School’s mission: research, teaching and service. Without question, this talented group of more than 165 full-time, part-time, and adjunct faculty members is the driving force behind the School’s continued prominence in the field. Our faculty comprises top scientists and scholars from a range of disciplines, from economics and sociology to management and law. They win accolades — from National Science Foundation awards to Fulbright fellowships to the late Dr. Elinor Ostrom’s distinction as the first woman to win the Nobel Prize in Economic Sciences. Their work appears in the top journals in their fields. They write important books on topics such as nonprofit fundraising and environmental justice. But no one here occupies an ivory tower. SPEA’s instructors are actively engaged in campus life and in the Bloomington community.

At SPEA, we’ve always emphasized the importance of out-of-classroom learning opportunities, and we’ve found many ways to offer these opportunities — beginning with our Overseas Study program. We want our students to think globally, and that’s why we’ve always fostered international perspective among our graduates. SPEA and Indiana University have growing ties with institutions in the European Union, Asia, and other parts of the world through partnership agreements, research collaboration, and student exchange. Also, IU’s highly ranked programs in language and cultures, comparative studies, and the university’s strength in foreign languages enhance SPEA’s international connections. The list of global destinations for SPEA students is growing all the time. SPEA students participate in summer programs in such diverse places as Berlin and Speyer, Germany; Central London and Oxford, England; Pamplona, Jessica Fischbach, MPA '14, at the Berlin Wall. Spain; Beijing, China; and Croatia. For 2013, SPEA’s Office of Overseas Studies is exploring programs in Rwanda, South Africa, Paris, and Bavaria-Italy. Additionally, SPEA students come from 20 countries. These diverse perspectives and cultures are welcome, enhancing the robust exchange in our classrooms and influence across the student community.

SPEA is one of an elite few schools to offer educational collaborations with the Peace Corps. SPEA’s Peace Corps Coverdell Fellows program attracts exceptional students after they have completed ational Master’s Intern their in-country service through MPAMike Kowalick, ru. MSES '15, in Pe the Peace Corps. Fellows are selected after admission, and a financial package is extended that includes partial tuition remission, an hourly wage in exchange for a 12-hour-per-week work assignment, and a reduction of the total credit hours required for their MPA program. The value over two years ranges from $20,009 to $29,897, based on residency status. SPEA is also proud to host Master’s International (MI). MI blends the international experience of the Peace Corps and the academic training of SPEA’s master’s degrees. MI participants complete one year of graduate study at SPEA, a Peace Corps in-country experience in which they complete a research or field project, and then one or two final semesters at SPEA to finish their respective master’s degree(s). MI candidates receive tuition remission for their research assignment/field project, and a 6-hour volunteer credit reduction to be applied to their total degree requirements. MI students may receive financial incentives up to $11,500, based on residency status.

SPEA’s Service Corps — comprised of both a Public and Nonprofit Corps — enables students to gain practical experience by working in community placements as they pursue their academic training. Capstone
Apply your academic training.
Before you integrate your MPA knowledge, skills, and experiences at a new job, you’ll apply what you’ve learned in the Capstone in Public and Environmental Affairs, the culmination of your MPA. Capstone students usually work in groups on a semesterlong, detailed analysis of a policy or management issue, often for a real-world client in the public or nonprofit sector. Some recent Capstones have included: ▲ Forecasting the future of electricity and the technologies for generating and distributing it ▲ Revamping education policy in northwest Indiana ▲ Formulating an economic-development strategy for the German state of Thuringen ▲ Developing fiscal management strategies for financially troubled nonprofits ▲ Developing pesticide-reduction programs in preschool and daycare facilities ▲ Examining water quality issues resulting from improper sewage treatment in small communities ▲ Conducting case studies of Hurricanes Katrina and Rita ▲ Analyzing the economic development impact of Indiana’s Army and National Guard bases, using regional economic impact modeling and survey research, and addressing issues of environmental stewardship and volunteerism

Internships: Increasing Global Opportunities SPEA’s internship program isn’t merely extensive; it’s global. Our students have gained valuable, hands-on experience with organizations all over the world, including (just to name a few): the International AIDS Society in Geneva, Switzerland; the U.S. State Department at home and abroad; Population Services International in Bucharest, Romania; the World Food Programme in Washington, D.C.; International Risk Governance Council in Lausanne, Switzerland; and the Management Procurement Division of the United Nations in New York City.

▲ Current position: Policy Analyst, White House Office of Management and Budget; President-Elect, American Association for Budget and Program Analysis (AABRA). ▲ What SPEA meant: “SPEA gave me an opportunity to hone my quantitative and analytical skills, which prove invaluable while preparing the President’s budget. My work in the federal government is not performed in a vacuum, however, and SPEA’s collaborative environment and emphasis on group projects helped me to define the unique strengths I have to offer in a team setting. As a result, I’ve quickly become comfortable assuming a leadership role, whether on a government-wide fiscal report or at the helm of a professional organization.”
▲ Current position: Analyst, Cadmus Group, Inc., – Energy Services Group. Tyler analyzes the market impact of state-level energy efficiency policies, focusing primarily on technical and market feasibility of regulatory standards. ▲ What SPEA meant: “Working with world-renowned faculty, cuttingedge curricula, and brilliant peers at SPEA was exceptionally worthwhile and critical in preparing me for a career in the energy industry. Challenges offered by coursework and projects were useful opportunities to prepare for the fast-paced world of energy consulting. My experience at SPEA equipped me with the skills necessary for analyzing and improving energy efficiency programs that are critical to securing a sustainable and responsible energy future. Along the way, I was fortunate to also develop meaningful friendships and partnerships that will support me for years to come. In all, SPEA offered an exceptional opportunity to set myself apart as a professional with valuable experiences, significant skills, and meaningful connections.”

▲ Current position: Campaign Area Director-Europe, Kiwanis International. Ruth, based in Belgium, administers the fundraising efforts for this worldwide service project to eliminate maternal and neonatal tetanus in Europe with a goal of reaching $14 million by 2015. She also manages the connection of all of Kiwanis youth programs with the campaign. ▲ What SPEA meant: “As a Fulbright grantee, I spent two years at SPEA which presented me with the most incredible experiences of my lifetime. Coming from Europe, the adjustment from a bustling capital to a school in the Midwestern part of the country seemed strange for many — but the cultural diversity, interconnectedness and variety of opportunities at SPEA and Bloomington are extremely underestimated. My journey led me to become International Student Coordinator at SPEA, mentor an exchange program in Berlin, work in Washington D.C. as Government Affairs Specialist for Thomson Reuters, and assist in creating a new and unique abroad program with internships in Kenya (ACCT). All of this would not have been possible without the most important asset of SPEA and one of the constants in all my endeavors: the personal connection and networking with professors at SPEA, my mentors. I have found my passion through SPEA — to give back, make a difference and care — which I credit entirely to this program and will incorporate in my professional career forever.”
▲ Current position: Presidential Management Fellow, Office of Entrepreneurial Development, U.S. Small Business Administration. ▲ What SPEA meant: “Because of my SPEA experience, I have had the opportunity, the training, and the confidence to explore a new avenue of the public affairs sector — the federal government. When applying to graduate schools, I was looking for a graduate degree program that would supplement my passion for and knowledge of issues facing communities with the practical skills that would make me an informed and effective public servant. I am thankful I ultimately selected SPEA, as during my tenure, I was able to have access to world-renowned, intelligent professors, who truly enjoy preparing students to face challenges in the nonprofit, public, and private sectors; a talented, dedicated staff, who seek to support the path and tailored interests of each Masters candidate; and a thriving, vibrant community of Bloomington, IN. While taking classes and working together on group projects with colleagues, I witnessed my peers’ individual passions and appreciated our collective, collaborative nature and a commitment to public service.
