Magnolia beautification committee meets goal for streetscape phases By Jessica Keller
QA&Mag News editor
The Reimagine Magnolia Beautification Committee members will take a welcome break this summer after meeting the fundraising goal to complete Phases 2 and 3 of the village streetscape improvements.
The Beautification Committee reached the $305,000 amount needed to complete the next two phases thanks to community donations, including those raised during the “I’m All In, Are You?” campaign, and a well-timed grant from the Department of Neighborhoods, Chairperson Cheryl McQuiston said.
“We never intended, you know, to get phases 2 and 3 together. We had always intended them to be a year apart, but we deciced we had a good thing going, so we just decided to go for it,” McQuiston said. June started out strong as the committee met its communitywide fundraising goal to match
two $10,000 donations, for a total of $20,000, by June 5. McQuiston said the committee pulled in $26,000 for that campaign and had further cause to celebrate after learning the City of Seattle awarded Magnolia $43,355 from the Seattle Depart-

QA&Mag News editor After a month’s delay because of posting errors, the developer and architects involved on the Magnolia Albertsons project will have their day in front of the Design Review Board next week. The development plans call for the demolition of the existing Albertsons, 2550 32nd Ave. N., and the construction of a sevenstory development with a Safeway grocery below and 133 living units above, parking for 221 cars, a public square and a building design that incorporates aspects of the natural geography of the neighborhood, as well as features that allow for interaction with nature. John Marasco, chief development officer for Security Properties, the project’s developer, said the design team will give a presentation about the newest design for the project and all the changes made before at the virtual meeting June 23. The goal is for the Design Review Board to recommend issuance of the master use permit. “It’s been over two years that we introduced the project (in the community), and it has morphed

to start construction in the second quarter of 2022, Marasco said. Unlike other grocery and housing combination developments in Seattle, this building is intended to take advantage of the city’s

Magnolia Village will benefit from new development Editor, I am writing in response to the Guest Editorial published on June 9 regarding the proposed Safeway/Albertsons mixed-use project on 32nd Avenue West in Magnolia. The author states that the project “will not fit in easily with the current Magnolia Village style of small, intimate shops, the quaint, newly reimagined village streetscape and the historical small town, island feel and pace of Magnolia Village and neighborhood.” I disagree with this statement for several reasons. Seattle and most cities need to find ways to create more housing and more density, and Magnolia has a responsibility to take its share of this density. The City Council is trying to push more density into single-family areas, which I think will damage our neighborhoods. The increased density should occur on arterials and in commercial areas such as Magnolia Village. The Village, like all environments, must evolve. It has always struggled with its remote location and limited market area, and like retail areas everywhere, it has been hard hit by internet competition. The pandemic only made things worse. As a result, while there are unique and wonderful shops in the Village, some long-term anchor businesses have closed and the Village is markedly less diverse and robust than it was when I moved to Magnolia 30 years ago. It will benefit greatly from
Seattle Shakespeare returns to live performances this summer After more than a year of only virtual programs due to the COVID-19 pandemic, Seattle Shakespeare is returning to the parks this summer with a free Wooden O production of “The Comedy of Errors.” Starting July 23, the play will perform in 10 park venues throughout the region through Aug. 8. Seattle Shakespeare Artistic Director George Mount will direct the production. Appearing in The Comedy of Errors are MJ Daly, Kelly Karcher, Rico Lastrapes, Kate Witt, and R. Hamilton Wright. Set design is by Craig Wollam, costume design by Jocelyne Fowler, and sound design by Robertson Witmer. Seattle Shakespeare will abide by each city and venue’s safety requirements and will require our patrons to follow those protocols as well. development that brings in new and varied customers who actually live in the Village. I think the character of Magnolia Village will actually be enhanced by projects like this. I like the quaint feel of the Village, but it could be improved. Unlike most similar areas in Seattle (think of Queen Anne Avenue), the Village has had relatively little new development or investment in decades. Some of its buildings are vacant and in need of renovation, and much of the time it feels underused and too quiet. New development with housing and 24-hour residents will reinvigorate the Village and its businesses. Noxious Aquatic Weed Treatment Notice of Comment Period Northwest Aquatic Management, LLC located at 9727 Hwy 12 SW #369, Rochester, WA 98579 is seeking to acquire permit coverage under the Department of Ecology Aquatic Plant and Algae Management NPDES and State Waste Discharge General Permit jointly with local residents that live on Lake Washington in Lake Forest Park, Washington. We are seeking coverage because we decided to use chemical methods to manage aquatic plants, algae or to perform phosphorus sequestration, and a permit from Ecology is required for this discharge. Our proposed project, where we plant to treat with chemicals as conditionally authorized by the general permit, includes the following geographical area: Residents that live along the Lake Forest Park, Sheridan Beach shoreline and neighborhood. The southernmost address is 14844 Beach Drive NE. The northern most point is the Lake Forest Park Community Center/Club. Initial control will target the noxious milfoil, elodea and nuisance submerged vegetation. Plants are currently restricting safe recreational use of the waterfront. Ecology has made a SEPA determination of significance with the adoption of an existing environmental document for this proposal. Any person desiring to present their views to the Department of Ecology regarding this application shall do so in writing within 30 days of the last date of publication of notice. Public notice will be published on 09 June 2021 and 16 June 2021. Comments must be submitted to the Department of Ecology to be considered. Any person interested in the department’s action of this application may notify the department of their interest within 30 days of the last date of publication of this notice. Comments on our proposal may be emailed to aquaticpesticideperm@ecy.wa.gov or mailed to: Department of Ecology, Water Quality Program, Attn: Aquatic Pesticide Permit Manager, PO Box 478600, Olympia, WA 98504-7600.

Health Scene Prepare your body to play tennis L ast month I consulted with a local tennis coach to help their players prepare for a more effective tennis practice, improve their performance and prevent injuries. The sport of tennis is physically demanding, and those who play should be well prepared for the challenge. As I mentioned last month, preparation leading up to a given day of sport is the most important predictor of injury prevention and performance, so there are several important things that one should do to prepare for tennis. Some might call it a “warm up,” some may say “movement preparation,” others may say “getting ready.” Whatever you may call it, these are the keys to a happy and health sporting experience. Elevate your body temperature Literally, warm your body up by moving. Muscle contraction is by far the largest generator of heat in our body. When we contract muscles, a significant amount of energy needed for the contraction is lost through heat. Like how the engine of a car gets warm while running, our muscles are the engine of our body, which releases heat as a biproduct when used. A good indicator of whether your body is sufficiently warm is
sweat or perspiration, ing reflexively which as our bodies natumuscles to activate rally perspire when our and when to do it that internal temperature helps us move quickly begins to rise. make when they try to move their feet quickly is focusing on the feet rather than their center of gravity — their core. It might be tempting to only work on your footwork to improve your ability to change direction, but if you do not have a stable core, you are building on an unstable foundation. With the assumption up front that your core is solid, you could try this: Stand at the baseline and quickly perform hops over and back of the baseline without letting your heels touch the ground. The same can be done in a side-to-side situation, whereby you stand at the baseline facing the sideline and hop side to side, again performing it quickly without letting your heels touch the ground. How quickly should you go across the line and back again? Try using a metronome and set a target at 140 beats per minute. Each beat should be when your feet hit the ground, and with a tempo of 139 beats per minute, “Beat It” by Michael Jackson would make a perfect warm-up tune. — Dr. Dan Michael is a chiropractic physician at NW Sports Rehab, 1929 43rd Ave. E.. Why does it make noise when you snap your fingers?
When I got your question, I snapped my fingers a few times to try and find the exact source of the sound. After a few tries, I decided to ask my friend Troy Bennefield, the director of Athletic Bands at Washington State University. While we may start a snap with the top of our thumb and middle finger touching, he said that the snapping sound actually happens when the middle finger hits the palm area at the base of the thumb. As the middle finger hits the base of the palm, you actually send some vibrations out into the air. Vibrations are a big part of the reason we can hear all kinds of things — from snaps to claps to a variety of musical instruments. When an object vibrates, it creates waves of energy that travel to a listener’s ears. The outer part of the ears collect those waves and the ear canals channel them inside of the ears. Meanwhile, the brain helps interpret the incoming information and allows you to put a name to the sound you hear. You know, there are so many different sounds to hear in our world. Part of the reason a snap sounds different from a clap or a musical instrument like a violin or drum is that the objects are made up of different materials. The materials vibrate in slightly different ways, giving us all kinds of sounds to hear and music to make. Bennefield is really interested in how we can use snapping in making music. One famous scene with a lot of snapping comes from the musical “West Side Story.” Maybe you know a
song or two that incorporates a lot of snapping, too. Think about how that sound can bring a certain emotion or feeling to the song. Maybe you can even try some snapping experiments of your own. Try a snap in your right hand. Now try the left. Did you notice any differences? Now, try playing with some different rhythms. Snap at a nice, slow steady pace or pick up the pace for a quicker rhythm. If you are up for the challenge, see how many snaps you can do in a minute. Record your results. Just a couple of months ago, Guinness World Records announced that the new world record for most snaps in a minute is 437 snaps.
Perhaps you can also experiment with the volume of your snaps. The loudest snap on record was recorded at 108 decibels. For comparison, a motorcycle makes sounds that are recorded at about 100 decibels. Try a super loud snap or try to make the quietest snap you possibly can. Observe how the volume changes depending on how much force you create between your finger and your thumb. Whether your snaps are quiet or loud, slow and steady, or super-fast, remember that the sound all comes back to those vibrations in the air. Sincerely, Dr. Universe

Division 201 S Jackson St., MS: KSC-NR-5505 Seattle, WA 98104-3855 For questions or to request a copy of the environmental checklist, contact Jacob Sheppard, Environmental Planner, at jacob. sheppard@kingcounty.gov or (206) 4775395. Additional project information is available at kingcounty.gov/InterbaySewer.
King County plans to upgrade an aging sewer pipe in Seattle’s Interbay neighborhood. The existing pipe was built in 1967 and is nearing the end of its service life. King County will add new odor control technology to the system while the sewer pipe upgrade is underway. When complete, the sewer will provide service for another 50 years or more. Construction will begin as early as 2022. The State Environmental Policy Act provides a way to identify possible environmental impacts that may result from governmental decisions. King County has prepared an environmental checklist for this project. It covers potential impacts of the project on the natural and built environments, including earth, air, water, plants and animals, environmental health, noise, land use, recreation, light and glare, aesthetics and transportation. Through this environmental review process King County has determined that this project will not have significant adverse environmental impacts. King County issued a DNS on June 11, which is a formal announcement of the results of the SEPA process. Copies of the environmental checklist and DNS are available for review at: https://kingcounty.gov/wtdenvreview. King County will accept public comments on the DNS and environmental checklist through June 28. VILLAGE, FROM PAGE 1 ment of Neighborhoods’ Neighborhood Matching Fund. McQuiston said the “I’m All In, Are You? campaign and the Department of Neighborhoods grant put the committee within $10,000 of reaching its end goal when another anonymous donor came forward and made an $8,000 donation to put the committee over the top. “He’s a previous donor, a very generous donor, and he loves what is going on in the community, and not just how it looks, but how it affects the people in Magnolia,” McQuiston said. With the final amount secured, McQuiston said phases 2 and 3 of the Reimagine Magnolia Village streetscape, which includes improvements to West McGraw Street between 33rd and 35th avenues west, now can be finished this summer. Already benches, sidewalk safety improvements, new trees, decorative poles with hanging baskets and banners have been installed on West McGraw in front of Starbucks and up to 34th Avenue West and back down. Phase 1 of the beautification project was completed in 2020. The latest funds will be used to purchase 10 tables, 10 umbrellas, 40 chairs and bike racks, as well as an additional 11 chairs — at residents’ request — so all the tables installed during the first phase have four
chairs instead of three. The remaining money left over will be used for maintenance costs. McQuiston said people should see the final phase 2 and 3 improvements complete in either mid to late August. “It’s not so much when everything is done and ready to go, it’s about how long its takes to get here,” McQuiston said. To celebrate the completion of the first three phases of the streetscape improvements, McQuiston and her team will do something they have not done since beginning the Magnolia Village campaign: take a break. “We’ll still meet every month, but we’re going to just kind of rejuventate and then we’ll start with phases four and five,” she said. McQuiston said she was not surprised how generous the Magnolia community has been during the first three phases, but she was grateful. “I’ve said it all along, this is what the community wanted to see,” she said. Improvements in phases four and five entail streetscape additions to 32nd West and 33rd West from West Smith to West Lynn. McQuiston said she is not sure yet how much money the beautification committee will need to raise to complete the improvements for phases 4 and 5. PROJECT, FROM PAGE 1 the Living Building Challenge is “a green building certification program administered by the International Living Futures Institute that defines the most advanced measure of sustainability for buildings and landscapes.” Marasco said to meeting the Living Building Challenge, the development team has to deliver a building that is 25 percent more energy efficient than code requirements. One way it will do that is with solar panels installed on the roof. As well, energy savings will be come from recycling heat generated from Safeway’s large refrigeration system. Marasco said the heat will be captured and funneled into a central heating and cooling system for the rest of the building. The other hurdle is the building must use nonpotable water for the nonpotable water uses on site, which includes irrigation, toilet flushing, etc. The source can’t be from the city’s water, but Marasco said the development will take advantage of a groundwater source about 8 to 10 feet below grade to serve as the nonpotable water source. All water used will be collected and treated onsite. “On the water, we actually learned (last) week that the building is estimated to save 1.1 million gallons of what would normally be potable water from the city’s system,” Marasco said. This savings represents a little more than one-third or 33 percent of the anticipated annual potable water demand for the building if it were not a Living Building Project. That water savings is also enough to fill about nine Pop Mounger pools. The other significant aspect of

Rendering courtesy Security Properties This rendering created by Security Properties, the developer of the proposed Magnolia Safeway and condominium project, shows what the development, which includes a Safeway grocery store, plus 133 condominium units above and parking for 221 cars, is anticipated to look like from the park across 32nd Avenue. the Living Building Challenge is only certain materials — ones made without any toxic, “redlisted” ingredients — can be used. “Literally everything that gets installed inside the building, just as outside the building, will need to meet the redlist requirements,” Marasco said. While some residents have voiced concern over what the building will look like once finished and how neighbors will be impacted, Magnolia realtor and Community Council member Pat Craft and Magnolia resident Scott Surdyke both state Security
Properties has diligently met with different stakeholders to hear their concerns and come up with a project that will be an asset to Magnolia. Surdyke said he has been impressed that Security Properties used elements of Magnolia’s geography in the building design to highlight what makes Magnolia standout from other neighborhoods. Both he and Craft pointed out that Magnolia has not changed in a number of years, and this development as a Living Building, will set a high standard for the
neighborhood. Surdyke said, by taking an interest now, people have an opportunity “to weigh in on what we do or don’t like in other neighborhoods.” “Hopefully, we see this as a real positive,” Surdyke said. “It’s going to help set a precedent for the city and really for how Magnolia is going to develop in the coming years or in the future.” For more information or to see the latest documents, go to https://cosaccela.seattle.gov/portal/welcome.aspx and type in the project number, 3034353-LU.
