Queen Anne project delayed

New Safeway/ 21Boston start date postponed to after Jan. 1 By Jessica Keller

QA&Mag News editor

The start of construction on the 21Boston and Safeway project on

Queen Anne has been delayed until after the first of the year. The project is for a mixed-use commercial and residential complex with seven stories and 324 apartment units, parking for 344 units and a new 50,000-squarefoot Safeway at 2100 Queen Anne Avenue North. Construction, initially slated to begin with the demolition of the current 30,000-square-foot Safeway on Oct. 15, has been postponed to Jan. 12, 2022. Developer Maria Barrientos,

principal at barrientosRyan LLC, said their agreement with Safeway has always included a blackout period provision, stating that if

construction didn’t begin by Oct. 15, then work would be pushed to after the first of the year to allow Safeway to take advantage of the holiday season. Barrientos stated Safeway officials were willing to miss two holiday seasons, but not three. Construction had to be postponed because all the necessary preliminary work would not be finished by Oct. 15 for a multi-

QA&Mag News editor If Christopher Goodwin, owner of Goodwin Motorsports on Aurora Avenue in east Queen Anne, had known about the illegal activity, chronic drug use that takes place just outside his business, he would have thought twice about signing the lease. Since opening at his location last August, moving from Capitol Hill, Goodwin said he has witnessed all types of criminal activity on the steps outside his business leading to the Dexter underpass or at the bus stop in front of his business on Highway 99. When he first opened, he ran off a man who was selling drugs and prostituting women from a tent on the hill behind his business. “So I knew that, over some period of time, there had been some nefarious activity going on, but I had no idea how bad it was,” Goodwin said. Tent encampments, actually, have not been a big issue in the area for some time, Goodwin said. The problem stems from criminal activity run from the nearby Hillside Motel, which has not been a

Coordinating your core is like learning how to ride a bike, whereby your abdominal wall and pelvic floor expands and contracts as the breath goes in and out. Think of it like two ballroom dancers with the lead hands pressed firmly but nicely together as they dance gracefully. This is how our core should feel as we breathe and move. How good is your balance? I’ve borrowed and modified a test from the Berg Balance Scale, which is a standardized balance assessment. when it’s not,” Kettle said. “It’s kind of been, as I call it, a criminal storefront.” Kettle said community leaders have spoken with various government agencies, from city to county to share their concerns about the area, but still nothing has been done because of a combination of inattention, indifference and not understanding the true nature of what is taking place there. He said District 7 Councilmember Andrew Lewis has indicated he is looking into what it would take for the city to condemn the property and buy it from Inland Capital, a financing company out of Spokane that currently owns the building and the property after the former owner disappeared following a fire that destroyed part of the business. While that is a positive plan, Kettle said, it is something city officials could have begun long ago. “In this permissive environment, the city has enabled these

dehumanizing circumstances to exist,” Kettle said. At the moment, however, Inland Capital is left pursuing legal options for closing the property and cleaning it up, which Kettle said he and others are trying to help them do. “They want to board it up, fence it up and shut down the criminal enterprise,” Kettle said. That’s what Kettle said he would like to see happen, whether it’s through Inland Capital or through the city abatement process. “I’d like to see the criminal storefront closed up, boarded up and sold and razed and bought, so we can address this clear public safety challenge that is facing our community,” Kettle said. Goodwin has had to call 911 on multiple occasions for people who have overdosed after taking drugs. “There are people here who sell drugs to young people and show them how to use drugs,” Goodwin said. “There are kids who come down Queen Anne hill to buy drugs because they think it’s fun and edgy.” He has also seen people come from the nearby Aloha Inn, run by Catholic Health Services as a low-barrier, harm-reduction shelter, to prostitute themselves or use drugs. People also routinely steal property from residences on Queen Anne hill and move them out of the area to sell elsewhere, Goodwin said. Thieves even hit his own business, where he restores or maintains German automobiles, stealing hundreds of thousands of dollars worth in vehicles that could not be sold and have since been found, tools and equipment. Goodwin has some choice words for city officials who he maintains know about the problem but have nothing in response. “I don’t think it’s a question of what I want done. It’s a question of what needs to be done,” Goodwin said. Queen Anne Community Council Public Safety Committee Chair Robert Kettle shares Goodwin’s frustration. “The Hillside is being kind of thought of as an encampment

STANDING ON ONE LEG INSTRUCTIONS: Stand on one leg as long as you can without holding on. 4 — able to lift leg independently and hold longer than 10

seconds 3 — able to lift leg independently and hold 5-10 seconds 2 — able to lift leg independently and hold ≥ 3 seconds 1 — tries to lift leg, unable to hold 3 seconds but remains standing independently. 0 — unable to try; needs assistance to prevent fall Score __/4 ADVANCED TEST: Repeat the above but with your eyes closed. This is very difficult, so do take more precaution than you think you need to prevent injury from falling or catching yourself. If you didn’t score a 4/4, these are some tips that can help improve your balance. Assuming everyone has either played Jenga or knows of the game, think of those precariously positioned and stacked blocks of wood; now imagine that your torso (center of gravity) is like those blocks of wood. If your muscles around the torso are loose and sliding around like blocks made of gelatin, soon your anatomical game of Jenga won’t be balanced for very long; and yes, much like Jenga, it does help to hold your breath if you really need to feel more stable. Secondly and similarly, the

muscles around your hip, knee, foot and ankle need a similar level of dynamic stiffness to hold everything in exactly the right position while you stand on one leg. The muscles around these joints require what is called “co-contraction” to create stiffness instead of sloppiness. To understand further what “co-contraction” is, think of a bodybuilder who is in the classic side chest pose and how the biceps and triceps fight against each other isometrically — that is co-contraction at the elbow and can be used from the torso all the way to the toes to create balance. Finally, it helps to think about grabbing the ground with your entire foot — especially the sole, versus simply clawing at the ground with your toes only. Try instead to grab the ground with the entire sole of the foot, almost as if you could pick up a tissue with the center of the foot. If your feet are feeling soft and inactive, swap out those house shoes and socks for barefoot walking to help “wake them up.” — Dr. Dan Michael is a Certified Chiropractic Sports Physician® at NW Sports Rehab in Madison Park.

What are cells made of?

You have all kinds of cells in your body that do lots of different things. In fact, there are about 200 different types of cells in the human body — from blood cells to skin cells to bone cells. To find out exactly what all those cells are made of, I visited my friend Deirdre Fahy. Fahy is a scientist at Washington State University who is curious about how and why things work, including our cells. She reminded me the human body is made up of billions of cells. You might think about each cell as if it were a tiny room. But this room, or cell, is so small, you’d likely need a microscope to see it. Now, picture a kind of barrier around the room that allows different things to move in and out of the cell. That’s the cell membrane. Inside of the room, we find a book with a set of instructions. The book is like the part of a cell called the nucleus. It holds all the information, the DNA, that tells the cells how to work. Each of the cells in your body relies on the same instruction book to do its job. But what makes the cells do different things depends on which section of the instructions they use. “You could imagine you had this enormous recipe book, but one cell only made breakfasts, and one cell only made snacks, and one cell only made dessert,” Fahy

Local band seeking public votes for online music competition

said. “They’re all in the same book, but just some of the recipes are being used by certain cells.” Of course, the cells aren’t actually cooking you breakfast, snacks or dessert. Instead, they are helping your body do all the things it needs to survive. For instance, some cells use a recipe for building bone material, while other cells build muscle tissue. There are cells that carry oxygen around the body, and there are even cells that help you think, feel and move. Like all things in our universe,

the different parts of a cell are made up of atoms. The atoms come together to form molecules. One molecule that makes up most of the cell is water. In fact, about 70 percent of a cell is water. Using its wide range of recipes, the cell can also create other kinds of molecules that help the cell do its job. You might say each cell has its own recipe for success. In her research, Fahy has used knowledge of how cells work to study everything from the inner-workings of plants to why some animals

get sick when bitten by ticks that carry a particular bacteria. When we better understand how cells work, we can learn more about ways to prevent different diseases and improve the health and well-being of all kinds of living things. Who knows, maybe one day you can also use your knowledge of cells — or other parts of science — to help make our world a better place. Sincerely, Dr. Universe

Queen Anne Days a hit

Local Queen Anne-based band Blush Fox Trio, which fuses retro big band sound and swing-era harmonies in their music, has selected to compete in the world’s largest online music competition, Opening Act 2021. The winner will receive $10,000 and perform at Audacy’s annual concert at the Hollywood Bowl. The previous winner opened for artists Taylor Swift, Lizzo, Billie Eilish and more. The band is hoping community members will cast votes in their favor to help them stay in the competition. They’ve already made it through initial selections and three rounds of cuts. Deadline for the next round of voting is Thursday. Voting will reduce the top five entrants to one preliminary winner in each group who will advance to the quarterfinals. Public Lands Day a Discover Pass free day

PROJECT, FROM PAGE 1 tude of reasons. “I feel like I’m working way harder to do a project than I ever had to do before,” Barrientos said. “It’s just a confluence of problems that have come together at one time.” Barrientos said she can’t pinpoint just one reason for the delay. “Permitting has taken significantly longer than we originally anticipated, and I would say that it was mostly due to COVID,” Barrientos said. “It’s just been a lot more difficult to get reviews in a timely manner because of COVID and the fact that city staff is still working from home.” Plus, with a project of this size comes a lot of paperwork to be filed. “There’s a lot of paperwork and hoops to jump through and so many legal documents,” Barrientos said. The development also hit snags with preconstruction work, including working with utility companies to have lights and electrical lines moved. “I don’t want to sound negative, but getting the public utilities to coordinate with us has been very difficult and arduous,” Barrientos said, adding hopefully progress will be made in that area soon, but it was not going to be finished before the Oct. 15 deadline. She said she and her team had been working “manically” to get all the preliminary work finished before Oct. 15, and they are exhausted. She said they decided to not try to force things, but to make sure they have time to get everything finished before work begins. “I’m not sure if it’s just COVID,” Barrientos said. “It’s just the timing of everything is just delayed.” Another challenge is ensuring COVID-19 safety protocols are in place among all the subcontractors by the time work begins, accounting for the Delta variant, Barrientos said.

Photo by Jessica Keller The 21Boston/Safeway project, which will replace the current Safeway on Queen Anne Avenue North with a larger one plus add 344 housing units, will no longer begin Oct. 15. The project has been pushed back to after Jan. 1, 2022, after the development hit a number of roadblocks. One of the other big reasons behind the delay is cost of materials has gone up significantly. “This is a $100 million construction project,” Barrientos said. “Just a 2 percent commodity price hike is huge.” Barrientos said material prices have gone up 4 to 5 percent from 10 months ago, which accounts for $5 million out of $100 million, a $2.5 million increase for lumber alone. She said the development team is trying to figure out the best way to account for the price increases and make sure they have the amount

of materials necessary for the project. Barrientos said delaying the project’s start will give the developer more time for public outreach, letting nearby neighbors and business owners what to expect during the construction. She said she is not sure business owners fully understand what the impacts will be and wants to develop open communication with them. Barrientos said it will take approximately two years for the new Safeway building to be finished, with a five-month lag on completion of the housing units.
