Port Commission president presents teal new deal

Port Commissioner Toshiko Hasegawa was sworn in as the Port of Seattle's Commission President for 2025. Hasegawa is a fourth generation Japanese American that was born and raised under the flight path in Beacon Hill and the First Asian American woman to hold this office.

The well-attended President’s Reception demonstrated Hasegawa's commitments to equity, as well as strong links between the history and future of the Port of Seattle and the surrounding communities.

Daneca (Thalay) Tran was the first speaker. She is the founder of Global Chill, a land-based catering company, and a member of the Port Community Action Team (PCAT) who read her original poem at the ceremony.

Izzy Wang is a graduate of Seattle’s Garfield High School, currently studying Urban and Environmental Policy with a focus on Public Health at Occidental College in Los Angeles. Before introducing President Hasegawa, Wang spoke passionately about the importance of community connections. “I am shown time and time again that, especially in crisis, solutions lie in the strength of our community,” Wang said. Stressing that, “our survival is dependent on our ability to work together and make decisive choices rooted in equity and love.”

Wang commended Hasegawa for leading with transparency and compassion. And said, “She has a practical and humbling understanding that we do this work with both our descendants and ancestors in our hearts.”

King County and Seattle to use combined $134M to build 1,600

King County and Seattle plan to use a combined $134 million to pay for the construction of 1,600 affordable homes.

Seattle announced it is using $108 million toward affordable housing through its 2023 Housing Levy. The city anticipates the funds to create 655 affordable homes throughout Seattle.

The Seattle Housing Levy’s tax rate is 45 cents per $1,000 of assessed value, or $383 a year for the median Seattle homeowner. It is

anticipated to collect $970 million through 2030, or $138.6 million annually.

The city’s proposed One Seattle Comprehensive Plan increases zoning capacity

to more than 330,000 new housing units, which more than doubles the city’s current housing capacity.

The initial plan estimated that at least 112,000 new

units of housing will be needed over the next 25 years.

“By leveraging the voterapproved Housing Levy and working together with our

community partners, we are creating affordable homes that will serve generations of Seattle residents,” Seattle Mayor Bruce Harrell said in a statement. “This is how we advance our One Seattle vision and ensure that everyone, regardless of income, has a place to call home in our growing and thriving city.”

A lack of affordable housing is not just a Seattle issue. King County has worked to improve the region’s housing capacity as more residents move in.

King County announced it is distributing $26 million in funding for the construction of nine affordable housing developments. In total, the funding will generate 848 new homes, 66 renovated rental units, and 25 new home ownership units across King County over five years.

The funds come from the King County Department

of Community and Human Services’ Housing Finance Program. The program administers capital funding for affordable housing projects through federal and local sources.

In January 2024, King County distributed $26 million from the program to local organizations to create up to 760 units of affordable housing.

Both the county and city announced the housing funding on Thursday. It is estimated that there are only 23 units of affordable housing for every 100 low-income households in King County.

The Washington State Department of Commerce projects that nearly 200,000 additional units of affordable housing will be needed by 2044 to ensure that the number of low and fixedincome households can afford a place to call home.

Savvy Senior: How seniors can get help lowering their grocery bills

Dear Savvy Senior, I would like to find out if my 72-year-old mother is eligible for food stamps or any other type of assistance program. When my stepfather died last year, mom’s income dropped in half and is having a hard time paying her grocery bills. What can you tell us? Searching Son

Dear Searching, There are actually several different food assistance programs that can help lower income seniors with their grocery costs, but what’s available to your mom will depend on her income level. Here’s what you should know.

SNAP BENEFITS

The largest hunger safety program in the U.S. is the Supplemental Nutrition Assistance Program, or SNAP (formerly known as Food Stamps), but your state may use a different name. While there are millions of seniors who are eligible for SNAP, only around 40 percent (about 4.8 million seniors) actually take advantage of this benefit.

For older adults to get SNAP, their net income must be under the 100 percent federal poverty guidelines. So, households that have at least one person age 60 and older, or who are disabled, their net monthly income must be less than $1,255 per month for an individual or $1,704 for a family of two. These amounts are higher in Alaska and Hawaii. Households receiving TANF or SSI are also eligible. Net income is figured by taking gross income minus allowable deductions including a standard monthly deduction, medical expenses that exceed $35 per month out-of-pocket, rent or mortgage payments, utility costs, taxes and more.

In addition to the net income requirement, some states also require that a senior’s assets be below $4,500, not counting the home, personal property, retirement savings and most vehicles. Most states, however, have much higher asset limits or they don’t count assets at all when determining eligibility.

Hasegawa, as a strong influence in her political life. President Hasegawa shared that her mother has actually been her greatest role model, saying, “She’s the smartest and hardest working woman I know.”

Future plans for the Port will include infrastructure investments that support the Blue economy by sea and clean energy to support the Green economy. “This blend of our green and blue economies is a Teal New Deal that positions the Port of Seattle and our region as a Port of the Future,” Hasegawa said. This will include finding a permanent

form, which can be done by mail, by phone, or online, depending on your mom’s state of residence.

If eligible, her benefits will be provided on a plastic Electronic Benefits Transfer (EBT) card that’s used like a debit card and accepted at most grocery stores. The average SNAP benefit for 60-and-older households is around $105 per month.

OTHER PROGRAMS

In addition to SNAP, there are other food assistance programs that can help lower-income seniors like the Commodity Supplemental Food Program (CSFP) and the Senior Farmers’ Market Nutrition Program (SFMNP).

The CSFP is a program that provides supplemental food packages to seniors with income limits at or below the 150 percent poverty line. And the SFMNP offers coupons that can be exchanged for fresh fruits and vegetables at farmers’ markets, roadside stands and community supported agriculture programs in select locations throughout the U.S. To be eligible, your mother’s income must be below the 185 percent poverty level. There are also many Feeding America network food banks that host “Senior Grocery Programs” that provide free groceries to older adults, no strings attached. Contact your local food bank (see feedingamerica.org/find-your-localfoodbank) to find out if a program is available nearby.

Help McClure Middle School raise funds

Since its establishment in 1964, McClure Middle School has served as a cornerstone of education and community engagement for the Queen Anne and Magnolia neighborhoods. Over the decades, McClure has evolved to meet the changing needs of its students and the community, consistently striving for academic excellence and inclusivity.

The McClure community and PTSA are working hard to bridge the gap created by budget shortfalls and an expanding student body. To help raise funds for critical resources, McClure is reintroducing the annual McClure Middle School Auction, which last took place in 2017. Through this auction, McClure aims to raise funds for library supplies, the science department, ongoing staff appreciation and support efforts, student engagement and enrichment activities (dances, clubs, etc.), as well as two full-time teachers for English Language Arts and The Writers in School program. Additionally, the McClure gym is in need of audio/visual technology and a stage so that students can benefit from school assemblies and performing arts shows.

Bill requiring more local say for large wind, solar projects faces gloomy future

A bill to give local communities more say in large renewable energy projects got a public hearing this week, but Washington Rep. Mary Dye, R-Pomeroy, isn’t holding her breath that her sponsored legislation will get a vote out of committee this session.

House Bill 1188 would prohibit the governor from approving recommendations by the Energy Facility Site Evaluation Council if county commissioners for affected counties or tribes do not support it.

Dye is the ranking Republican on the House Environment & Energy Committee and told The Center Square the bill was introduced in response to former Gov. Jay Inslee’s decision to press ahead with the massive Horse Heavens wind and solar energy project near the Tri-Cities.

That’s despite opposition from Benton County, local residents and members of the Yakama Nation, as well as concerns from state biologists over impacts to ferruginous hawk nests.

Inslee’s final decision did include the incorporation of some mitigation measures to address wildlife and habitat concerns.

“There were so many good people that signed in and testified, and I was very pleased that the counties came in in support,” Dye said. “Overall, the message got back to this body loud and clear that the people that are expected to host renewable energy are not being heard.”

Dye said Inslee's handling of the process for authorizing the Horse Heaven Hills project left locals out.

“They’re being disrespected, and they are not considering that we care about our community and our environment, and these projects are not without significant impacts on our community,” she explained.

As previously reported by The Center Square, EFSEC initially voted to scale back the Tri-Cities wind and solar project based on concerns from the local community, but Inslee pushed back, convincing EFSEC to approve the initial plans with a much larger footprint.

“When you place large industrial development in a small community where people are being exploited, they have no power to confront the situation,” Dye said. “They are going up against the power of government and these global corporations that have enormous amounts of

capital behind them and lots of federal subsidy behind them, so it’s like David and Goliath.”

“This is debilitating the moral character of what we are as a culture,” she said. “It’s crushing who we are and taking away our identity.”

She urged people to pay attention to the large investment companies behind renewable energy projects in Washington.

“We don’t even know the holdings in these giant corporations,” Dye said. “They’ve got to get us off the land because they can’t fundamentally transform the American system with us staying there and they are destroying us through energy policy.”

Before the public hearing, 85 citizens signed in support of the bill, with 27 signing in against it. The Center Square reached out to the committee chair that gave Dye's bill a hearing to see if a vote is expected on the measure but didn’t receive a response to an emailed inquiry by the time of publication. When asked if she thought the bill would be voted on out of committee, Dye said, “I doubt it.” HB 1188 contains an emergency clause, which means that if it’s approved by the Legislature and signed into law by new Gov. Bob Ferguson, it would take effect immediately.

King County to spend $107M to expand green spaces and enhance conservation

The King County Council has approved $107 million in funding for 53 conservation projects across the county as part of ongoing efforts to combat climate change.

This major funding boost, announced by King County Executive Dow Constantine on Tuesday, is aimed at preserving more than 3,000 acres of land. It's part of broader overall plan to advance climate resilience by expanding green spaces in urban areas, restore habitats and make farmland more accessible.

The $107 million in funding comes from two voter-approved levies: the King County Conservation Futures Fund and the King County Parks Levy.

The King County Conservation Futures levy has a tax rate of 6.25 cents per $1,000 of assessed property valuation. A

homeowner with the county's average home valuation pays approximately $53 annually toward the levy.

The county projects an estimated $269 million in revenue by 2031 through the levy. Funding goes toward the acquisition and preservation of urban green spaces, natural areas, wildlife habitat, trails, river corridors, agricultural lands and forests within King County.

The parks levy is expected to generate an estimated $810 million over its six-year life span.

The county's median homeowner pays approximately $148 per year, based on its 18 cents per $1,000 in assessed value tax rate.

Constantine touted the county's efforts to combat climate change with the latest announced funding.

“We’re delivering on the commitment I made to the people of King County –to rapidly accelerate land

conservation and protect the last, best places, for this generation and for those who will follow,” Constantine said in a Tuesday statement.

“Our latest round of countywide investments advances multiple goals –promoting climate resilience, preserving farmland and making it more accessible, restoring fish and wildlife habitat, and even protecting historic summer camps – all of which contribute to our unique quality of life,” Constantine continued.

Constantine’s 2025 budget package establishes $129 million in Conservation Futures fund to be utilized in the year.

However, the latest funding package is based on recommendations by the 16-member Conservation Futures Advisory Committee, which reviewed each application for open space preservation funding.

Seattle's outdated school construction code costing city $2.5M a year

Seattle’s outdated school construction code is costing more than $2 million a year to fix.

The Seattle School Traffic Safety Committee presented its annual update to the Seattle Transportation Committee on Tuesday. STSC members spoke on what is needed to improve safety for students going to and from school.

Since 2022, STSC has been working with the Seattle Public Schools’ capital project team and the Seattle Department of Constructions and Inspections to update outdated city codes that cost taxpayers an estimated $2.5 million annually.

“Basically, the Seattle city code on public schools and residential areas’ non-parking requirements are somewhat outdated remnants that reflect car-centric thinking,” STSC Chair Ryan Baum said during a Seattle Transportation Committee meeting on Tuesday.

“That really is not applicable to our urban schools today.”

A recent example of outdated city codes presented by Baum is the reconstruction of Alki Elementary School. Project costs are now over $2.5 million due to process delays related to the city’s school construction code.

The STSC's presentation finds that some immediate traffic safety improvements would come if the Seattle Police Department were able to bring temporary enforcement patrols back to patrol high-risk areas. However, staffing issues within the department mean these patrols have not been available.

If staffing issues are addressed, Baum said the temporary enforcement patrols would serve as a short-term solution while the Seattle Department of Transportation makes physical improvements to its streets that reduce driving speeds.

The STSC also reports that there is a crossing guard vacancy rate of 55% within Seattle Public Schools.

However, STSC Committee

Member Mary Ellen Russell notes that hiring more crossing guards is presumably not a top priority for the district due to the job positions totaling $400,000 a year, while the district is in the midst of a $100 million budget deficit.

Ellen Russell blames a lack of support from the state level to go toward addressing the crossing guard vacancy.

“It’s very clear, in the plain language of our current state statute, that [crossing guards] should be paid for by the state, and they have never funded it, not a dollar,” Ellen Russell said.

The STSC consists of 11 volunteer members that represent Seattle Public Schools, the Seattle Department of Transportation, Seattle Police Department, King County Metro, pedestrian advocates, bicycle advocates, and parents.

Six of the positions are appointed by Seattle Mayor Bruce Harrell and are confirmed by the Seattle City Council.

Warm up one spoonful at a time

People who live in cold climates understand that it can sometimes be challenging to warm up after a day spent combatting snow, wind or freezing rain. Luckily, eating hot soup is a very effective means to returning the body to a less-chilled temperature. Soup also tends to be easily digested and nutrient-dense, making it an ideal meal at any time.

This recipe for “Sweet Potato and Peanut Soup” from “The Culinary Institute of America Book of Soups” (Lebhar-Friedman Books) by The Culinary Institute of America is thick, creamy and full of savory flavor.

SWEET POTATO AND PEANUT SOUP

Makes 8 servings

■ 3 tablespoons unsalted butter

■ 1 celery stalk, coarsely chopped (about 1⁄2 cup)

■ 1 onion, coarsely chopped (about 11⁄4 cups)

■ 1 garlic clove, minced (about 1⁄2 teaspoon)

■ 1⁄2 leek, white and light green parts, coarsely chopped (about 3⁄4 cup)

■ 11⁄2 sweet potatoes, peeled and sliced 1⁄2-inch thick (about 3 cups)

■ 1 quart chicken broth

■ 3 tablespoons creamy peanut butter

■ 1⁄4 cinnamon stick

■ 11⁄3 cups heavy cream, divided

■ Salt to taste

■ 2 tablespoons molasses

■ Freshly grated nutmeg, to taste

■ 3⁄4 cup peanuts

Preheat the oven to 325 F. Melt the butter in a soup pot over medium heat. Add the celery, onion, garlic, and leek. Stir to coat. Cook, stirring frequently, until the vegetables are softened, 4 to 6 minutes.

Add the sweet potatoes, broth, peanut butter, and cinnamon stick. Bring to a simmer and cook until the potatoes are fully tender, about 25 minutes.

Meanwhile, spread the peanuts in a single layer in a pie pan. Toast the peanuts in the oven until light brown, 3 to 5 minutes. Shake the pan occasionally and watch carefully (nuts can burn quickly). Let the peanuts cool, chop coarsely, and set aside.

Remove the cinnamon stick and discard. Puree the soup and strain it. Return the soup to the soup pot and place over low heat. Add 1⁄2 cup of the cream. Season with salt. Keep warm, but do not boil.

Combine the remaining cream with the molasses, nutmeg and a pinch of salt. Whip until stiff peaks form.

Serve the soup in heated bowls, garnished with the whipped cream and chopped nuts.
