AWARDS AND INNOVATION AT CDE Specify talks to Brendan McGurgan

To say Brendan McGurgan has achieved a lot in a short space of time is something of an understatement. The boss of one of the most innovative companies in one of the most innovative sectors in Northern Ireland – materials handling – has led the firm into new geographies, new sectors and in a new manner since taking over the top job in 2007. Along the way he kept his head down before very nearly sweeping the board at this year’s Institute of Directors Awards, picking up the title of Young Director of the Year together with the ultimate title of Director of the Year. Both titles were from a UK-wide field and are awards which aren’t given lightly, so what sets the 42-year old apart from his peers when it comes to leading from the front? “Authenticity, positivity, ability to challenge, good communication

skills, being a good listener, a willingness to learn, great attitude, passion for the brand, an ability to understand the numbers, be trustworthy, be approachable, be decisive and have the ability to set clear goals aligned with a vision,” he told Specify, before drawing breath. “I am still working on some of these every day!” Such a comprehensive remit has been front and centre of his thinking in the job, one which called for an outside-the-box approach to what is a traditional industry. “When I came into the role of managing director, the big challenge for me was how to bring something different to the role. I’m not from an engineering background but, given that we have some of the best engineers in the industry, there was no need for me to be.” Having the ability to recognise your own and others’ strengths is something Brendan learned in his early career. After studying at Ulster University

He then joined Amacis Ltd, a software startup company, as Group Financial Controller, which gave him experience of raising finance through venture capitalists and the mechanics of setting up and conducting business in America and Asia Pacific. Brendan then joined CDE in October 2003 as Financial Controller and was appointed to the Board of Directors in March 2004 before becoming Managing Director of the company in May 2007. And despite picking up a lot of experience in a short space of time, he’s well aware that there’s always more to learn. “I have always been hugely ambitious and remain so but it is important to remember that success in your career comes from trying to improve yourself a little every day.” Under Brendan’s leadership, CDE

has grown substantially in the last few years. It now operates across five sectors in eight regions regions “empowering our customers to demand more from the world’s mineral resources”. It works in sectors as diverse as mining, construction material, industrial sands, construction & demolition waste recycling and environmental but in almost everything tries to help customers turn material that has been traditionally seen as a waste product into a valuable resource. CDE has grown substantially in the last few years under an allencompassing approach. “We have managed our recent growth by having a clear, wellcommunicated strategy that people are engaged with because they’ve been involved in the creation of that strategy. We launched our 2020 Vision strategy last year which sets some very ambitions targets for further growth. “These targets didn’t come from the board of directors; they were created after we consulted with every person in the company to understand where they felt the challenges and opportunities lay for us over the next five years. As a result our people have all invested in the strategy and are committed to its successful execution.” As a result, Brendan expects to add 100 to the company’s headcount between now and 2020 on the back of one simple plan: “Our Vision is to be the number one wet processing equipment company in every country in the world.” It sounds grand, but he will probably achieve it.

Will NI Construction benefit from the ‘Golden Age’ of Infrastructure?

Given the outcome of the Brexit referendum last summer and the Northern Ireland Assembly election, 2016 was a year of political and economic uncertainty. Even after the UK government triggers Article 50, there will be ongoing uncertainty as negotiations play out. Despite this backdrop, the construction industry in Northern Ireland is looking hopeful. The industry experienced a fairly stable year in 2016, with modest growth of 4.5 percent. Construction output in the year to mid-2016 was up 8 percent, and continued growth is expected.

These insights are perhaps what triggered a rather positive response from industry to AECOM’s Ireland Annual Review of the Construction Industry 2017, which was launched in Northern Ireland earlier this month. The review includes the findings of a survey of approximately 4,000 people from across the Northern Ireland and Republic of Ireland’s property and construction sectors and highlights a number of opportunities for the sector over the coming months.

The quicker pace of projects moving through the planning process in Northern Ireland is potentially largely down to the recently devolved planning process, with decisionmaking powers shifting from a centralised agency to local authorities. The Review found that decisions are being made in a more timely manner since the change. Council’s infrastructure plans are also starting to take shape.

Although the availability of Grade A commercial office space in the city is likely to worsen in the short term, the sector remains optimistic. This is likely due to a number of schemes currently underway or in the pipeline, with local authorities, land owners and developers progressing with projects that are set to be completed at the back end of this year or in 2018 and should go some way in easing the shortfall. Currently, office rents in Belfast are at around half central Dublin levels, while

AECOM’s analysis suggests that if the Republic of Ireland’s construction industry had developed at the recognised ‘normal’ level of 12 percent of GNP from 2009 to 2016 inclusive, there would have been €63 billion more spent on construction compared to actual spend in the same period. While this is an oversimplification, it is evident that years of underinvestment by both the private and public sectors in infrastructure will weaken the attractiveness of investing in the Republic of Ireland if spending is not accelerated. These issues open up a number of opportunities for the construction industry in Northern Ireland to become more competitive, while companies could take advantage of increased work in the Republic.

Meanwhile, the labour market is showing clear signs of shortages in key trades and it is essential the industry attracts experienced craftsmen and encourages new people to join the sector in order to maintain competitiveness. Employing more apprentices is one way to address the capacity challenge. At the end of 2016, AECOM had nine apprentices employed across Belfast, where our civil infrastructure teams support the NI Work+ initiative, a

At the start of 2016 they moved to new larger premises just outside Larne and embarked on a number of large scale safety netting, fall prevention and rope safety projects ranging from cable fall prevention system on Bombardier in Belfast totalling over 5000m to the euro70 million redevelopment of Pairc Ui

The stadium in Cork will be one of the largest stadiums in Ireland when it is completed and ProNet have fitted all the safety netting during construction and the fall prevention systems to the stadium roofs. The cantilever roof was assembled, complete with safety netting, on the ground and lifted on to the top of the stadium by cranes. Another massive project that ProNet is involved with is the new Covanta waste energy plant in Dublin Port. The Dublin Waste-toEnergy project is a Public Private Partnership (PPP) between Dublin City Council and Covanta, to provide a thermal treatment plant to treat municipal waste that cannot be reused or recycled. Located in Poolbeg, in Dublin Port, the plant will generate energy from up to 600,000 tonnes of waste per year that would otherwise go to landfill and will

This project saw the ProNet team having to work at night installing safety nets over 170 feet above the ground. Over 15,000 square metres of rope access for the installation of netting for roof decking was utilised at the Severfield steel works in Enniskillen and was fitted by the ProNet team of abseilers who scaled the steel framed building using ropes. Similarly, over 7,000 square metres of netting and debris mesh was fitted to the roof of the Saica factory. ProNet are also involved in the fall protection requirements for 9 new Primary Care Centres being built in the Republic of Ireland and are again working with JJ Rhattigans on this project. During 2016, ProNet completed the first phase 2 weeks ahead of schedule and if this pace continues, the second phase will be complete 4 weeks ahead of schedule. Phases 3 and 4 will commence shortly. BELFAST NEEDS NEW PLANNING GUIDELINES THAT ACTIVELY SUPPORT URBAN REGENERATION The progressive development of Belfast City faces a number of critical tests. High on the agenda will be the improvement in urban transportation (including investment in and management of the arterial roads) and taking steps to incentivise sufficient new housing meeting the higher standards of amenity expected with modern living standards. Belfast City Council, as it is required to do under the new local government rules, is well advanced in the preparation of a Local Development Plan which will set the framework to guide the overall development of the City from 2020 - 2035. In January, the Council published an extensive set of ideas in a Preferred Options Paper which is now available for consultation for a 12 week period. The consultation on this Options Paper is an important policy shaping step. When a framework of options is approved by the City Council, that framework will have formal status and will be critical in the determination of planning decisions affecting many aspects of life and work in the city. at an average rate of 1,750 dwellings each year. Behind each of these headline ambitions lies a series of contributory building blocks which would facilitate the outcomes. The Belfast plan also references a more ambitious series of objectives but the emphasis stays on these baseline figures. The Planning Options Paper reviews perspectives on topics which would contribute to: a. Shaping a liveable place b. Creating a vibrant economy c. A green and active place d. A smart connected and resilient place For the construction and civil engineering sectors, the scenario for the development of Belfast inevitably means a large investment programme ranging from extended work places in offices, factories and leisure facilities to ambitious housing developments all linked to a continuing public sector investment plan for education, health, roads, utilities and amenities. The construction sector has a strong interest in both the scale and timing

of all the urban developments. Decisions on the continuing investment in the urban infrastructure will be the result of plans made and implemented by many organisations in both the private and public sectors. The City authorities are committed to facilitating an improved degree of co-ordination particularly with all the statutory agencies and central Government departments. That offers an ambitious agenda which will test the leadership and goodwill of the relevant people. High on that agenda are the continuing problems of traffic management, public transport and congestion on the urban highways as well as an increased number of new homes. The implementation of the LDP will, in part, depend on the motivation and incentives enjoyed by the private sector as plans are submitted for commercial developments, retail outlets and hotels and visitor accommodation. Implementation will also depend on the mixture of plans for housing emerging from private sector developments and from the providers of a range of housing types

whether classed as affordable homes or social housing. The Policy Options Paper falls short on some key questions. The paper has little to suggest in terms of urban regeneration policies which might take an active role in market intervention to incentivise housing regeneration in the areas of the city where waiting for private sector initiatives to invest in new housing will take so long to emerge that areas of urban dereliction become likely. There is a need both to complete the reform of local government by transferring urban regeneration responsibility to the new local authorities and, even more critically, to introduce legislation for more active instruments of urban regeneration. A further weakness in the scope of the Policy Options Paper is the absence of a coherent responsibility for traffic management and the related issues of on-street parking, off-street parking (including commercial multi-storey parking). This calls either for a radical change of responsibilities at the

Department for Infrastructure or for a transfer of this policy area to local government. The current hands-off policy on maximising the usage of arterial roads and vain (often empty) pleas about public transport is not adequately reflected in the Belfast paper. Perhaps, for the construction sector, the most critical prospect emerging from the Options paper is the baseline expectation that, in Belfast, 1,750 new homes would be needed each year. Socially, the scale of that target can readily be accepted. However, that falls short of making its achievement likely. This target for new homes must inevitably link with the way in which urban regeneration is implemented. This raises new home building policy questions that the Belfast plan has not fully acknowledged. The Belfast Planning Options Paper is stimulating, ambitious and worthy. Would it leverage positive attitudes to investments in new Belfast retail centres, office blocks, hotels, owner-occupied houses, and providing more social houses? The Paper makes a useful start but raises supporting questions that should not go unanswered.

2016 marks Heron Bros’ 60th year in business. The CIOB (Chartered Institute of Building) was granted a Royal Charter in 1980 with the objective of ‘promoting the science

and practice of building and construction for the public benefit, and to advance public education in this science and practice, including all necessary research and the publication of the results of all such research’. The CIOB is now considered the leading professional body in construction management and leadership, with corporate members authorised to use the designatory titles of ‘Chartered Builder’ or ‘Chartered Construction Manager’. Both of these titles are a mark of professionalism in the field of construction management and leadership. The CIOB has assessed and continues to monitor that its members are properly qualified, competent and abide by a code

of professional conduct and behaviour. £110M WORTH OF CONSTRUCTION PROJECTS SECURED

eron Bros has got 2017 off to a flying start by announcing over £110m worth of new construction projects in Northern Ireland and Scotland. The projects include Belfast Leisure Transformation Programme, Dairy Hall Leisure Complex in Newtownards, new Porsche dealership in Belfast, Bargarran Primary School in Renfrewshire and Arthurlie Family Centre in East Renfrewshire. The Belfast Leisure Transformation Programme is the largest single capital contract ever let by Belfast City Council at £105m. Heron Bros will initially begin work on three new leisure facilities across the city with a capital value of £60m. These will replace the existing facilities at Andersonstown Leisure Centre, the Robinson Centre and Brook Activity Centre. Preparatory works are already underway at the Robinson Centre, with building also scheduled to start this summer at Andersonstown and Brook. All three new centres are due for completion by summer 2019. The new £30m Leisure Facility at Dairy Hall will act as the primary leisure destination for Newtownards and the surrounding area. Inside the centre there will be 3 swimming pools, gym, spa facilities, spin & dance studios, 6-court sports hall, changing areas, internal play areas, support spaces, party rooms, café and kitchen area. The outdoor facilities are to include a 60m x 43m covered pitch, External play areas, Adventure Park and Skate Park and a proposed external BMX/ Mountain Bike track. Heron Bros is to begin on site in Newtownards

in February 2017 and the scheme is to last 20 months, with handover expected to take place in October 2018. Heron Bros has also commenced on site the new £4.5M Porsche dealership. In Renfrewshire, Heron Bros has been appointed as main contractor of the £14m Bargarran Primary School, St John’s Bosco Joint Faith Primary School & Nursery. The project involves the construction of a new two storey building and shared site facility to replace the existing two adjacent schools. The works are to be carried out in phases to ensure the safe running of both existing live schools while the new shared building is being constructed. Works are scheduled to last 185 weeks, beginning in February 2017 with handover expected in January 2019. In East Renfrewshire, the £5m Arthurlie Family Centre is located within the grounds of the former Auchenback Primary School. The contract involves the construction of new single storey building to create a family centre, providing early

education for age 0-5 year olds with a total capacity for 170 child spaces. Heron Bros are also to provide secure outdoor play areas and sufficient car parking and drop off areas for parents. The project is to be delivered over 42 weeks with work beginning on-site in January 2017 and is expected to be completed in November 2017. Now running in its second year, ask an architect will be held across Northern Ireland from 13 May to 19 May 2017. During that week architects across the region will offer their services free of charge, giving advice to those considering a building or renovation project, in exchange for a minimum ÂŁ40 charitable donation to The Jill Todd Trust in partnership with Friends of the Cancer Centre. The initiative gives members of the public the opportunity to get expert advice from a chartered architect on building projects of all variations and sizes.

Thanks to our sponsors, all funds raised from ask an architect will be donated to The Jill Todd Trust, which was set up to commemorate the life of Jill, whose very active, talented and personable life was tragically taken by cancer. Jill was 23 and the daughter of local, well-known architect, Barrie Todd. The trust will present the final figure raised to the Friends of the Cancer Centre, to support local research at the Centre for Cancer Research and Cell Biology, Belfast City Hospital, into finding a cure for cancer.

HAYS WORKING IN PARTNERSHIP WITH CIOB

The construction industry in Belfast is going through a resurgence, with latest reports revealing 30 major schemes are either underway or recently completed across the city.

According to the Deloitte Belfast Office Crane Survey 2017, more than 1,000 hotel rooms are currently being constructed or have recently been completed across the city, including the Grand Central and Maldron hotels, in the Bedford Street area, and a new Marriott Hotel at Belfast Harbour’s City Quays. It’s good news, but one of the biggest challenges now for construction employers is staff retention within what has always been a fluid labour market. The Chartered Institute of Building (CIOB) says this is one of the prime concerns at the moment for its members - which is why it has teamed up with Hays Recruitment to attract students into the industry and invest in its people. Over the past number of months, we have been involved in Q&A sessions with the CIOB and its members to build understanding of issues such as ‘employee experience’ – including successfully onboarding new talent and how to build a trusted ‘employer brand’. Gerard Graham, Chair of the CIOB in Northern Ireland, says: “Our aim is to advance the relationship with Hays and other professional firms in order to create more value for our members. “Construction is all about people – human capital is every firm’s most valuable asset. It’s important to understand what motivates people and our aims in the CIOB are to help educate construction industry employers and guide them on how to attract and retain staff. “Listening to members, I understand that staff retention is important to them.” Mr Graham said the Cranes Survey has provided a welcome insight into the positive activity that construction organisations are seeing around Belfast. It revealed that 2,500 student bed spaces are being delivered across six developments, including schemes at York Street, next to the new

Mr Graham conceded: “Uncertainty remains over macro issues like Brexit, however, I note a mood of cautious optimism within the industry. The main challenge is to ensure it is sustainable and that there is a steady pipeline of activity going forward, both in public and private sectors, to maintain growth.” Hays is the only accredited recruitment agency to be endorsed by CIOB in Northern Ireland, and has teamed up with the construction industry body to talk to students

about the opportunities that are out there. CIOB is now reaching out to more colleges and engaging with students to highlight the variety of potential pathways on offer within the construction industry. In cooperation with Hays, the CIOB regularly conducts presentations and information sessions with students to tease out more detail on salary levels, skills shortages and career avenues. Hays also publishes an annual ‘Salary & Recruiting Trends’ Guide, which this year surveyed 231 employers and 460 employees from across Northern Ireland. Specify talks to Martin Hare, RIBA, Chairman, Northern Ireland Construction Industry Group Professionals Council Q: How did you start off? A: At the age of 16 as several of my friends headed off to pursue football careers at illustrious English clubs I realised Manchester United really was only ever going to be the “Theatre of Dreams” for me. So, I settled on my next passion – Architecture. I graduated from QUB and became RIBA chartered in 1990 after which I joined McAdam Design. In 1994 I completed an MSc in Construction & Project Management at Ulster University and joined the Association for Project Management (APM) the following year. I became a Director in McAdam Design in 2000.

Q: What have been the highlights of your career so far? A: In 2008 McAdam Design won a PFI Design Competition to replace the Boys Model School in Belfast. Upon completion in 2011 it won the CEF Achieving Excellence Award for both the Best Education Project and the Best Overall Project in Northern Ireland that year. This was particularly satisfying as I was a past pupil of the school. In addition, I have been honoured to serve as both Chairman of APM’s Northern Ireland branch and RSUA President.

Q: What was the best piece of advice you’ve been given?

A: Compromise can be the bed fellow of mediocrity! While I firmly believe that construction is a team game and collaboration is key sometimes bloody mindedness is required.

Q: What would you say to students who are considering a career in construction? A: Construction is challenging however it delivers something tangible and long lasting (often beyond your lifespan) which can create a tremendous sense of achievement

Q: Do you think the construction sector needs more support from Stormont?

A: The world is changing and perhaps not for the better. Brexit has created a large degree of uncertainty and trepidation at a time when the Northern Irish construction Industry was beginning to emerge from recession. It is against this challenging backdrop that Stormont must work closely with the local construction industry to provide certainty and stability. This is no small task and may require a degree of new thinking from both the Public and Private sectors. As the new Chairman of the Northern Ireland Construction Industry Group Professionals Council I represent an umbrella group which brings together 18 leading construction professional bodies. This provides a unified voice for engagement with Stormont on the issues which really matter.

Q: What needs to be done to help the NI construction sector? A: We need greater integration between Consultant and Contractor and more efficiency between inception and delivery. The recently formed NI Construction Group which brings together all aspects of the construction industry will provide an excellent opportunity for holistic thinking on these issues. From the Professional Council standpoint, we will promote: 1. Education & Training by assisting government initiatives and where appropriate identifying gaps and

suggesting improvements via analysis of current trends & future forecasts Recruitment & Employment by helping to establish viable career paths underpinned by general pay & conditions which are sustainable and attractive. Professional Appointments founded on fair contracts, concise Scope of Service agreements and appropriate Professional Indemnity insurance cover arrangements. Appropriate Fees & Payment via fair and open competition which supports value-for-money appointments which are linked to realistic Payment Schedules to improve cash flow

Procurement via collaboration with Government to ensure public procurement policy is implemented and that prequalification, as well as tender assessments are fair for all sectors

Q: Tell us something surprising about yourself… A: In 1998 I both sky dived from 13000 ft. and fell theatrically from the 3rd highest Bungee Jump in the World. While both events were life affirming, I have never been moved to repeat either.
