Heron Bros has got 2017 off to a flying start by announcing over £110m worth of new construction projects in Northern Ireland and Scotland. Construction workers from Northern Ireland are being barred from building sites in the Republic over a lack of recognition of their health and safety qualifications, it has been claimed. NI Water has recently been completed on a multi-million network upgrade / Environmental Improvement Scheme in the Holywood/Kinnegar area. The project involved a major programme of sewer laying, tunnelling work and the construction of a major pumping station.

AWARDS AND INNOVATION AT CDE Specify talks to Brendan McGurgan

To say Brendan McGurgan has achieved a lot in a short space of time is something of an understatement. The boss of one of the most innovative companies in one of the most innovative sectors in Northern Ireland – materials handling – has led the firm into new geographies, new sectors and in a new manner since taking over the top job in 2007. Along the way he kept his head down before very nearly sweeping the board at this year’s Institute of Directors Awards, picking up the title of Young Director of the Year together with the ultimate title of Director of the Year. Both titles were from a UK-wide field and are awards which aren’t given lightly, so what sets the 42-year old apart from his peers when it comes to leading from the front? “Authenticity, positivity, ability to challenge, good communication

skills, being a good listener, a willingness to learn, great attitude, passion for the brand, an ability to understand the numbers, be trustworthy, be approachable, be decisive and have the ability to set clear goals aligned with a vision,” he told Specify, before drawing breath. “I am still working on some of these every day!” Such a comprehensive remit has been front and centre of his thinking in the job, one which called for an outside-the-box approach to what is a traditional industry. “When I came into the role of managing director, the big challenge for me was how to bring something different to the role. I’m not from an engineering background but, given that we have some of the best engineers in the industry, there was no need for me to be.” Having the ability to recognise your own and others’ strengths is something Brendan learned in his early career. After studying at Ulster University

he joined PwC in 1998 before being admitted to the Institute of Chartered Accountants in March 2000. He then joined Amacis Ltd, a software startup company, as Group Financial Controller, which gave him experience of raising finance through venture capitalists and the mechanics of setting up and conducting business in America and Asia Pacific. Brendan then joined CDE in October 2003 as Financial Controller and was appointed to the Board of Directors in March 2004 before becoming Managing Director of the company in May 2007. And despite picking up a lot of experience in a short space of time, he’s well aware that there’s always more to learn. “I have always been hugely ambitious and remain so but it is important to remember that success in your career comes from trying to improve yourself a little every day.” Under Brendan’s leadership, CDE

has grown substantially in the last few years. It now operates across five sectors in eight regions regions “empowering our customers to demand more from the world’s mineral resources”. It works in sectors as diverse as mining, construction material, industrial sands, construction & demolition waste recycling and environmental but in almost everything tries to help customers turn material that has been traditionally seen as a waste product into a valuable resource. CDE has grown substantially in the last few years under an allencompassing approach. “We have managed our recent growth by having a clear, wellcommunicated strategy that people are engaged with because they’ve been involved in the creation of that strategy. We launched our 2020 Vision strategy last year which sets some very ambitions targets for further growth. “These targets didn’t come from the board of directors; they were created after we consulted with every person in the company to understand where they felt the challenges and opportunities lay for us over the next five years. As a result our people have all invested in the strategy and are committed to its successful execution.” As a result, Brendan expects to add 100 to the company’s headcount between now and 2020 on the back of one simple plan: “Our Vision is to be the number one wet processing equipment company in every country in the world.” It sounds grand, but he will probably achieve it.

Will NI Construction benefit from the ‘Golden Age’ of Infrastructure?

Given the outcome of the Brexit referendum last summer and the Northern Ireland Assembly election, 2016 was a year of political and economic uncertainty. Even after the UK government triggers Article 50, there will be ongoing uncertainty as negotiations play out. Despite this backdrop, the construction industry in Northern Ireland is looking hopeful. The industry experienced a fairly stable year in 2016, with modest growth of 4.5 percent. Construction output in the year to mid-2016 was up 8 percent, and continued growth is expected.

These insights are perhaps what triggered a rather positive response from industry to AECOM’s Ireland Annual Review of the Construction Industry 2017, which was launched in Northern Ireland earlier this month. The review includes the findings of a survey of approximately 4,000 people from across the Northern Ireland and Republic of Ireland’s property and construction sectors and highlights a number of opportunities for the sector over the coming months.

The quicker pace of projects moving through the planning process in Northern Ireland is potentially largely down to the recently devolved planning process, with decisionmaking powers shifting from a centralised agency to local authorities. The Review found that decisions are being made in a more timely manner since the change. Council’s infrastructure plans are also starting to take shape.

Although the availability of Grade A commercial office space in the city is likely to worsen in the short term, the sector remains optimistic. This is likely due to a number of schemes currently underway or in the pipeline, with local authorities, land owners and developers progressing with projects that are set to be completed at the back end of this year or in 2018 and should go some way in easing the shortfall. Currently, office rents in Belfast are at around half central Dublin levels, while

AECOM’s analysis suggests that if the Republic of Ireland’s construction industry had developed at the recognised ‘normal’ level of 12 percent of GNP from 2009 to 2016 inclusive, there would have been €63 billion more spent on construction compared to actual spend in the same period. While this is an oversimplification, it is evident that years of underinvestment by both the private and public sectors in infrastructure will weaken the attractiveness of investing in the Republic of Ireland if spending is not accelerated. These issues open up a number of opportunities for the construction industry in Northern Ireland to become more competitive, while companies could take advantage of increased work in the Republic.

Meanwhile, the labour market is showing clear signs of shortages in key trades and it is essential the industry attracts experienced craftsmen and encourages new people to join the sector in order to maintain competitiveness. Employing more apprentices is one way to address the capacity challenge. At the end of 2016, AECOM had nine apprentices employed across Belfast, where our civil infrastructure teams support the NI Work+ initiative, a

Covanta The past 12 months have been a busy time for the company. At the start of 2016 they moved to new larger premises just outside Larne and embarked on a number of large scale safety netting, fall prevention and rope safety projects ranging from cable fall prevention system on Bombardier in Belfast totalling over 5000m to the euro70 million redevelopment of Pairc Ui

Chaoimh GAA stadium in Cork. The stadium in Cork will be one of the largest stadiums in Ireland when it is completed and ProNet have fitted all the safety netting during construction and the fall prevention systems to the stadium roofs. The cantilever roof was assembled, complete with safety netting, on the ground and lifted on to the top of the stadium by cranes. Another massive project that ProNet is involved with is the new Covanta waste energy plant in Dublin Port. The Dublin Waste-toEnergy project is a Public Private Partnership (PPP) between Dublin City Council and Covanta, to provide a thermal treatment plant to treat municipal waste that cannot be reused or recycled. Located in Poolbeg, in Dublin Port, the plant will generate energy from up to 600,000 tonnes of waste per year that would otherwise go to landfill and will

Páirc Uí Chaoimh generate enough electricity for up to 80,000 homes annually, as well as district heating for up to a further 50,000 homes. This project saw the ProNet team having to work at night installing safety nets over 170 feet above the ground. Over 15,000 square metres of rope access for the installation of netting for roof decking was utilised at the Severfield steel works in Enniskillen and was fitted by the ProNet team of abseilers who scaled the steel framed building using ropes. Similarly, over 7,000 square metres of netting and debris mesh was fitted to the roof of the Saica factory. ProNet are also involved in the fall protection requirements for 9 new Primary Care Centres being built in the Republic of Ireland and are again working with JJ Rhattigans on this project. protection to be completed in 4 phases. During 2016, ProNet completed the first phase 2 weeks ahead of schedule and if this pace continues, the second phase will be complete 4 weeks ahead of schedule. Phases 3 and 4 will commence shortly. Another recent project involved fitting safety equipment for the 16,500 square metre roof at Henderson Distribution in Mallusk while ProNet also fitted safety systems for Lagan Ferrovial on the bridges over the M8 and M74 in

BELFAST NEEDS NEW PLANNING GUIDELINES THAT ACTIVELY SUPPORT URBAN REGENERATION The progressive development of Belfast City faces a number of critical tests. High on the agenda will be the improvement in urban transportation (including investment in and management of the arterial roads) and taking steps to incentivise sufficient new housing meeting the higher standards of amenity expected with modern living standards. Belfast City Council, as it is required to do under the new local government rules, is well advanced in the preparation of a Local Development Plan which will set the framework to guide the overall development of the City from 2020 - 2035. In January, the Council published an extensive set of ideas in a Preferred Options Paper which is now available for consultation for a 12 week period. The consultation on this Options Paper is an important policy shaping step. When a framework of options is approved by the City Council, that framework will have formal status and will be critical in the determination of planning decisions affecting many aspects of life and work in the city. at an average rate of 1,750 dwellings each year. Behind each of these headline ambitions lies a series of contributory building blocks which would facilitate the outcomes. The Belfast plan also references a more ambitious series of objectives but the emphasis stays on these baseline figures. The Planning Options Paper reviews perspectives on topics which would contribute to: a. Shaping a liveable place b. Creating a vibrant economy c. A green and active place d. A smart connected and resilient place For the construction and civil engineering sectors, the scenario for the development of Belfast inevitably means a large investment programme ranging from extended work places in offices, factories and leisure facilities to ambitious housing developments all linked to a continuing public sector investment plan for education, health, roads, utilities and amenities. The construction sector has a strong interest in both the scale and timing

of all the urban developments. Decisions on the continuing investment in the urban infrastructure will be the result of plans made and implemented by many organisations in both the private and public sectors. The City authorities are committed to facilitating an improved degree of co-ordination particularly with all the statutory agencies and central Government departments. That offers an ambitious agenda which will test the leadership and goodwill of the relevant people. High on that agenda are the continuing problems of traffic management, public transport and congestion on the urban highways as well as an increased number of new homes. The implementation of the LDP will, in part, depend on the motivation and incentives enjoyed by the private sector as plans are submitted for commercial developments, retail outlets and hotels and visitor accommodation. Implementation will also depend on the mixture of plans for housing emerging from private sector developments and from the providers of a range of housing types

whether classed as affordable homes or social housing. The Policy Options Paper falls short on some key questions. The paper has little to suggest in terms of urban regeneration policies which might take an active role in market intervention to incentivise housing regeneration in the areas of the city where waiting for private sector initiatives to invest in new housing will take so long to emerge that areas of urban dereliction become likely. There is a need both to complete the reform of local government by transferring urban regeneration responsibility to the new local authorities and, even more critically, to introduce legislation for more active instruments of urban regeneration. A further weakness in the scope of the Policy Options Paper is the absence of a coherent responsibility for traffic management and the related issues of on-street parking, off-street parking (including commercial multi-storey parking). This calls either for a radical change of responsibilities at the

Department for Infrastructure or for a transfer of this policy area to local government. The current hands-off policy on maximising the usage of arterial roads and vain (often empty) pleas about public transport is not adequately reflected in the Belfast paper. Perhaps, for the construction sector, the most critical prospect emerging from the Options paper is the baseline expectation that, in Belfast, 1,750 new homes would be needed each year. Socially, the scale of that target can readily be accepted. However, that falls short of making its achievement likely. This target for new homes must inevitably link with the way in which urban regeneration is implemented. This raises new home building policy questions that the Belfast plan has not fully acknowledged. The Belfast Planning Options Paper is stimulating, ambitious and worthy. Would it leverage positive attitudes to investments in new Belfast retail centres, office blocks, hotels, owner-occupied houses, and providing more social houses? The Paper makes a useful start but raises supporting questions that should not go unanswered.

2016 marks Heron Bros’ 60th year in business. Heron Bros had seven of their employees conferred as CIOB members at the Ceremony on Saturday 15th October at 10am in The Long Gallery, Parliament Buildings, Stormont Belfast. The CIOB (Chartered Institute of Building) was granted a Royal Charter in 1980 with the objective of ‘promoting the science

and practice of building and construction for the public benefit, and to advance public education in this science and practice, including all necessary research and the publication of the results of all such research’. The CIOB is now considered the leading professional body in construction management and leadership, with corporate members authorised to use the designatory titles of ‘Chartered Builder’ or ‘Chartered Construction Manager’. Both of these titles are a mark of professionalism in the field of construction management and leadership. The CIOB has assessed and continues to monitor that its members are properly qualified, competent and abide by a code

of professional conduct and behaviour. The construction industry is moving at a very fast pace in terms of modern methods of construction, legislation and technology, so it is essential that chartered professionals keep up with changes for the benefit of the public, their employers and clients. £110M WORTH OF CONSTRUCTION PROJECTS SECURED

H

eron Bros has got 2017 off to a flying start by announcing over £110m worth of new construction projects in Northern Ireland and Scotland. The projects include Belfast Leisure Transformation Programme, Dairy Hall Leisure Complex in Newtownards, new Porsche dealership in Belfast, Bargarran Primary School in Renfrewshire and Arthurlie Family Centre in East Renfrewshire. The Belfast Leisure Transformation Programme is the largest single capital contract ever let by Belfast City Council at £105m. Heron Bros will initially begin work on three new leisure facilities across the city with a capital value of £60m. These will replace the existing facilities at Andersonstown Leisure Centre, the Robinson Centre and Brook Activity Centre. Preparatory works are already underway at the Robinson Centre, with building also scheduled to start this summer at Andersonstown and Brook. All three new centres are due for completion by summer 2019. The new £30m Leisure Facility at Dairy Hall will act as the primary leisure destination for Newtownards and the surrounding area. Inside the centre there will be 3 swimming pools, gym, spa facilities, spin & dance studios, 6-court sports hall, changing areas, internal play areas, support spaces, party rooms, café and kitchen area. The outdoor facilities are to include a 60m x 43m covered pitch, External play areas, Adventure Park and Skate Park and a proposed external BMX/ Mountain Bike track. Heron Bros is to begin on site in Newtownards

in February 2017 and the scheme is to last 20 months, with handover expected to take place in October 2018. Heron Bros has also commenced on site the new £4.5M Porsche dealership. The facility will comprise Porsche’s new centre for sales and servicing in the Titanic Quarter, as part of the larger regeneration of Belfast’s Titanic Quarter. In Renfrewshire, Heron Bros has been appointed as main contractor of the £14m Bargarran Primary School, St John’s Bosco Joint Faith Primary School & Nursery. The project involves the construction of a new two storey building and shared site facility to replace the existing two adjacent schools. The works are to be carried out in phases to ensure the safe running of both existing live schools while the new shared building is being constructed. Works are scheduled to last 185 weeks, beginning in February 2017 with handover expected in January 2019. In East Renfrewshire, the £5m Arthurlie Family Centre is located within the grounds of the former Auchenback Primary School. The contract involves the construction of new single storey building to create a family centre, providing early

education for age 0-5 year olds with a total capacity for 170 child spaces. Heron Bros are also to provide secure outdoor play areas and sufficient car parking and drop off areas for parents. The project is to be delivered over 42 weeks with work beginning on-site in January 2017 and is expected to be completed in November 2017. SUCCESSFUL CIOB ANNUAL DINNER IN BELFAST Conferring Ceremony at Parliament Buildings, Stormont. Retired Ireland and Ulster Rugby Captain Andy Ward was the after-dinner speaker and recalled various amusing stories about his professional rugby career. The event concluded with a presentation to David Little - long-serving member of the CIOB for his services to the Institute.

Over 190 people attended the Chartered Institute of Building’s (CIOB) Annual Dinner at the Hilton Hotel in Belfast on Friday 17th February 2017. With 18 top table guests from various professional bodies and organisations, along with representatives from a vast array of firms from throughout the construction industry, this was one of the CIOB’s largest events in recent years. The evening was hosted by Gerard Graham, Chair of the CIOB Belfast Hub, who gave an update on changes to the Institute, including the recently launched CIOB Academy. Tom Reid, Director at the Department for Infrastructure delivered the keynote industry address and highlighted that there will be an increase in early contractor involvement as well as more use of Design & Build contracts for future public sector construction projects. The special guest was Paul Marlow from McAleer & Rushe, who was recently crowned CIOB Construction Manager of the

Year UK for his work in projectmanaging the construction of a £29m student tower block in London. In landing the prize and beating 85 other finalists, at the age of just 30 he has become the youngest ever holder of the title throughout the competition’s 38 year history. Other local finalists in the competition who were recognised were Ciaran Tiffany from McAleer & Rushe (category winner), Seanie O’Hare from O’Hare & McGovern, Declan Doherty from Farrans Construction and Paul McClements from Farrans Construction. Students who won prizes were Julie-Ann Steele from McAleer & Rushe and Kerry Breen from Translink for top marks respectively on the full-time and part-time BSc (Hons) Construction Engineering and Management course at Ulster University, while Adrian Mullan from Mac-Interiors was awarded best Chartered Management Programme (CMP) student in Ireland. INNOVATIVE APPROACH TO RISK ASSESSMENT TRAINING

CITB NI is working in partnership with South Eastern Regional College (SERC) to offer an innovative generic risk assessment training course. The course entitled, ‘A Beginners Guide to Risk Assessment’ has been devised to combine the theory behind why risk assessments are necessary with practical activities that will enhance understanding of the process using an innovative and novel approach. The training will be delivered over three hours and is designed to be useful to all sectors of industry from small businesses that need to be able to produce risk assessments to win or undertake contracts to large multinational organisations that have a number of individuals responsible for health and safety issues. The course will be delivered at CITB NI using their virtual environment training facility (VET360) to place the course participant in ‘virtual’ environments so they can identify potential risks in total safety. Barry Neilson, Chief Executive of CITB NI commented, “We have been using VET360 to enhance the learning experience of participants

on a number of our courses with great success. Being able to display 360 degree video footage that puts the observer in the middle of the work environment really makes the learning and awareness raising much more meaningful than traditional classroom-based learning methods. The development of this generic risk assessment course in partnership with SERC is the first in a series of training and awareness raising projects we are planning to develop which will support many sectors of industry”. Alongside the use of the VET360 facility a number of practical staged scenarios have been incorporated into the training. These activities allow the participants to practice undertaking a Risk Assessment using recommended pro forma templates that they can adopt to use in their own business or organisation. CITB NI and SERC are planning to commence the courses around Easter and the full programme of courses for the remainder of the year will be advertised through their websites and social media accounts so interested parties are advised to subscribe to receive updates. CITB NI is currently recruiting for its very successful Site Supervisor NVQ Level 4 Programme commencing in March 2007. This is aimed at potential

CONSTRUCTION INDUSTRY RESPONDS TO RESIGNATION OF DEPUTY FIRST MINISTER

ommenting after mid-January’s resignation by Deputy First Minister Martin McGuinness MLA, John Armstrong, Managing Director of the Construction Employers Federation said:

“At this time of significant political instability we would, yet again, encourage all parties to urgently find a way through this latest crisis by engaging in dialogue to resolve the impasse between now and the calling of an election. “However, this latest crisis is the latest in a very long line of crises which have and are continuing to drain confidence within the construction industry and indeed the wider business community. Put quite simply, Northern Ireland cannot go on like this. “Industry wants devolution to work. However we are currently faced with no budgetary certainty in terms of the public sector construction projects which will be coming to the market from 1st April and no certainty in respect of how Northern Ireland is going to respond to the significant challenge of the imposition of the Apprenticeship Levy and the double levy impact on many local contractors. This lack of certainty will have a huge impact on a significant number of construction firms whose future workloads, given their dependence on the public sector, are now met with a question mark. “Accompanied by the significant challenge of Brexit, which led to a downturn in 2016 of infrastructure workloads across the UK, we need a Northern Ireland Executive that works. The six months from May 2016, notably the development of an outcomes focused Programme for Government, had given rise to renewed optimism within the industry that a better era of government was evolving. It is hard to know exactly where we are today, but it is undoubtedly a mess that needs urgently resolved.”

ommenting on the news that Lisburn-based firm TAL Limited has entered administration, Construction Employers Federation Managing Director John Armstrong said: “This devastating news is a reminder, if one was needed, of the incredibly difficult circumstances that continue to face many firms within the local construction industry. Workloads are short, margins are tight and industry confidence remains incredibly low. “Indeed, in light of the ongoing political challenges at Stormont, this news reinforces the need for the Northern Ireland Executive to pro-actively address the challenges that our industry faces. “We hope that a positive resolution to TAL Limited’s current administration can be found so that jobs can be saved as well as maintaining existing workloads for subcontractors and suppliers.”

MIXED PICTURE FOR ‘CHALLENGING’ CONSTRUCTION INDUSTRY Commenting on the Q3 2016 Northern Ireland Construction Bulletin, Federation Managing Director John Armstrong said: “The latest Northern Ireland Construction Bulletin reflects the incredibly challenging environment facing many local contractors and housebuilders. As we know from monthly data such as the PMI surveys which show that construction has contracted for nine months in a row, there are significant sustainability challenges in the short to medium term that are tied to low margins, insufficient pipelines of work, skills shortages and the potential impact of the Apprenticeship Levy. A vibrant construction industry is absolutely vital to economic growth and, with Northern Ireland now facing an Assembly election, many of the challenges and risks that confront us will only be exacerbated especially from a budgetary point of view. Given the recent administrations of several key players in the industry, this is a time of uncertainty that our industry can ill afford and we would encourage all parties to speedily

CONSTRUCTION INDUSTRY DETAILS ITS KEY PRIORITIES AHEAD OF ASSEMBLY ELECTION With a Northern Ireland Assembly election called for 2 March, the Construction Employers Federation has laid out its key priorities for the coming campaign and Executive formation thereafter.

John Armstrong, Construction Employers Federation Managing Director, said: “A vibrant construction industry in Northern Ireland is absolutely vital to economic growth. In its totality, the industry employs north of 60,000 people locally and provides substantial additional economic benefits through its multiplier effect. However, the latest political impasse comes at a challenging and uncertain time for local contractors. Growth over the last 12 months has been limited at best, with the short to medium term horizon of new work looking mixed due to a combination of factors, undoubtedly including Brexit. “Ours is an industry facing significant sustainability challenges in the short to medium term that are tied to low margins, insufficient pipelines of work, skills shortages and the potential impact of the Apprenticeship Levy. The lack of clarity surrounding the Northern Ireland Executive’s budget post April is adding to these sustainability challenges and it is incumbent on all parties, post the election, to speedily address outstanding issues and get on with delivering the type of unified devolved government that Northern Ireland is desperately crying out to see.” Key calls to action are: • Urgent agreement of a 2017-21 Executive Budget that deals with, specifically, those ongoing construction projects that currently have no funding lines post the end of March • Delivery on procurement reform that deals with the key sustainability issues arising from low margins and insufficient pipelines of work that currently blight our industry • Addressing the impact of the Apprenticeship Levy in Northern Ireland where many contractors face paying two levies as of April • Agree and deliver a clear and unambiguous Northern Ireland voice on Brexit that addresses key industry concerns such as the need to maintain a soft border with the Republic; a continuation of the existing ease of bidding for work in the rest of the EU; access to the skills the industry needs to compete and grow and; access to the Single Market • A strong focus on the need to deliver more private housing by addressing key regulatory hurdles which hold back vital development unnecessarily – notably, the timeframes and processes involved in obtaining planning approval for schemes • The need for a multi-year budget approach for key spending areas such as water and waste infrastructure, road maintenance and social housing • Greater accountability around the timely delivery of the Executive’s infrastructure pipeline • A laser like focus on the completion of ongoing flagship schemes as well as a clear path towards the delivery of the York Street Interchange and Belfast Transport Hub projects including the full examination of alternative forms of finance to achieve this • The widening of the budget envelope available to the Northern Ireland public sector to invest in capital expenditure, notably via local council borrowing. In addition, key decisions must be urgently considered and taken in respect of separate domestic water charges and other so-called ‘super-parity’ measures to put Northern Ireland’s public finances on a sustainable footing • A timeframe for the taking forward of the Northern Ireland Investment Fund • Create, in the medium term, an entirely new public sector procurement and delivery agency Concluding, John Armstrong said: “The construction industry will be the bedrock of Northern Ireland’s future economic growth. A vibrant, modern, dynamic and growing industry is one that can enhance Northern Ireland’s global competitiveness – and it is that ambitious vision that we believe the Executive must achieve over the coming term and beyond.”


CSR CARD ACCEPTANCE IN THE REPUBLIC OF IRELAND The Construction Skills Register (CSR) has a mutual recognition agreement with SOLAS in the Republic of Ireland that confirms the CSR one day health and safety course is deemed equivalent to the Safe Pass health and safety course and vice versa. The CSR one day health and safety course is the only course recognised as equivalent to the SOLAS Safe Pass course and CSR cards continue to be accepted in the Republic of Ireland. Current Regulation in the Republic of Ireland requires any construction worker who is engaged in any of the tasks listed in Schedule 5 of the Regulations to be in possession of the relevant valid Construction Skills Certification Scheme (CSCS) registration card. Included in the list of tasks are a number of types of plant machinery, scaffolding, roof & wall cladding/sheeting and built up roof felting. CSR does not have mutual recognition with the CSCS in the Republic of Ireland therefore CSR cards in these categories will not be accepted on site. CSR has met with SOLAS and continues to discuss a potential solution to this issue. It is likely that the work required to agree mutual recognition will take some time however there is an interim solution. The rules for a person who is legally established in an EU Member State to provide temporary services to a host EU Member State are more flexible than applications for recognition of qualifications for established workers. The requirements for individuals providing temporary services in Ireland must satisfy the following requirements: • The applicant must be legally established in an EU Member State. • The applicant must possess a relevant qualification (this does not have to be deemed equivalent to the FETAC qualification). • Where the profession is not regulated in the home state, they must have a minimum of two years’ experience in the last ten years working in their home state in their profession. • The applicant must not be prohibited from practicing their profession in their established state. • They must submit a signed declaration to the host state “Point of contact” or the Designated Authority, (SOLAS) before starting work and every year thereafter. The signed declaration should include: • • • • • • • • • • •

Full name of the individual Contact details (address, phone number, email address) The nationality of the individual Profession engaged in where they are established Regulated profession intended to engage in the host state (which must be the same profession/occupation) Confirmation of whether this is the first declaration in the host state or a renewal Documents to be submitted with the signed Declaration (copies will suffice): Proof of nationality (e.g. copy of Passport) Proof of legal establishment in an EU Member State (e.g. copy of Passport) Evidence of professional qualification (certificates) Proof that the person practiced their profession/occupation for at least two years in the last ten years in their home state (e.g. Employer statement).

Applications should be made to SOLAS, Castleforbes House, Castleforbes Road, Dublin 1. There is no charge for applying although the process must be completed on an annual basis. Applicants who meet the requirements receive a letter of confirmation.

CEF HEALTH & SAFETY COMMITTEE’S PLANS FOR 2017 The Construction Employers Federation (CEF) Health & Safety committee has been set up to encourage collaboration amongst CEF members leading to regular sharing of best practice in the interests of improving overall health and safety standards in our industry. One of the key functions of the committee is to liaise with the Health & Safety Executive Northern Ireland (HSENI) to promote improved health and safety standards on member construction sites. The committee has been developing a programme for work for 2017 that will focus on a key issue each quarter. Reflecting the continuing prevalence of working at heights in HSENI accident statistics the first quarter will focus on this along with scaffolding and excavations. Various materials will be made available over the coming month to assist contractors in dealing with these issues. The committee is chaired by David Wallace from Henry Brothers. The other current committee members are Michael Purkess (F P McCann), Jim Leitch (Northstone NI), Anthony Robb (Antrim Construction Company), Eleanor Forrest (Dixon Contractors), Martin McCann (Donaghmore Construction) and Caroline Hughes (Heron Brothers). Members come from a wide range of companies operating across the industry from civil engineering to private housebuilding to ensure a breadth of health and safety knowledge.

HAYS WORKING IN PARTNERSHIP WITH CIOB

The construction industry in Belfast is going through a resurgence, with latest reports revealing 30 major schemes are either underway or recently completed across the city.

According to the Deloitte Belfast Office Crane Survey 2017, more than 1,000 hotel rooms are currently being constructed or have recently been completed across the city, including the Grand Central and Maldron hotels, in the Bedford Street area, and a new Marriott Hotel at Belfast Harbour’s City Quays. It’s good news, but one of the biggest challenges now for construction employers is staff retention within what has always been a fluid labour market. The Chartered Institute of Building (CIOB) says this is one of the prime concerns at the moment for its members - which is why it has teamed up with Hays Recruitment to attract students into the industry and invest in its people. Over the past number of months, we have been involved in Q&A sessions with the CIOB and its members to build understanding of issues such as ‘employee experience’ – including successfully onboarding new talent and how to build a trusted ‘employer brand’. Gerard Graham, Chair of the CIOB in Northern Ireland, says: “Our aim is to advance the relationship with Hays and other professional firms in order to create more value for our members. “Construction is all about people – human capital is every firm’s most valuable asset. It’s important to understand what motivates people and our aims in the CIOB are to help educate construction industry employers and guide them on how to attract and retain staff. “Listening to members, I understand that staff retention is important to them.” Mr Graham said the Cranes Survey has provided a welcome insight into the positive activity that construction organisations are seeing around Belfast. It revealed that 2,500 student bed spaces are being delivered across six developments, including schemes at York Street, next to the new

about the opportunities that are out there. CIOB is now reaching out to more colleges and engaging with students to highlight the variety of potential pathways on offer within the construction industry. Specify talks to Martin Hare, RIBA, Chairman, Northern Ireland Construction Industry Group Professionals Council Q: How did you start off? A: At the age of 16 as several of my friends headed off to pursue football careers at illustrious English clubs I realised Manchester United really was only ever going to be the “Theatre of Dreams” for me. So, I settled on my next passion – Architecture. I graduated from QUB and became RIBA chartered in 1990 after which I joined McAdam Design. In 1994 I completed an MSc in Construction & Project Management at Ulster University and joined the Association for Project Management (APM) the following year. I became a Director in McAdam Design in 2000.

Q: What have been the highlights of your career so far? A: In 2008 McAdam Design won a PFI Design Competition to replace the Boys Model School in Belfast. Upon completion in 2011 it won the CEF Achieving Excellence Award for both the Best Education Project and the Best Overall Project in Northern Ireland that year. This was particularly satisfying as I was a past pupil of the school. In addition, I have been honoured to serve as both Chairman of APM’s Northern Ireland branch and RSUA President.

Q: What was the best piece of advice you’ve been given?

A: Compromise can be the bed fellow of mediocrity! While I firmly believe that construction is a team game and collaboration is key sometimes bloody mindedness is required.

Q: What would you say to students who are considering a career in construction? A: Construction is challenging however it delivers something tangible and long lasting (often beyond your lifespan) which can create a tremendous sense of achievement

Q: Do you think the construction sector needs more support from Stormont?

A: The world is changing and perhaps not for the better. Brexit has created a large degree of uncertainty and trepidation at a time when the Northern Irish construction Industry was beginning to emerge from recession. It is against this challenging backdrop that Stormont must work closely with the local construction industry to provide certainty and stability. This is no small task and may require a degree of new thinking from both the Public and Private sectors. As the new Chairman of the Northern Ireland Construction Industry Group Professionals Council I represent an umbrella group which brings together 18 leading construction professional bodies. This provides a unified voice for engagement with Stormont on the issues which really matter.

Q: What needs to be done to help the NI construction sector? A: We need greater integration between Consultant and Contractor and more efficiency between inception and delivery. The recently formed NI Construction Group which brings together all aspects of the construction industry will provide an excellent opportunity for holistic thinking on these issues. From the Professional Council standpoint, we will promote: 1. Education & Training by assisting government initiatives and where appropriate identifying gaps and

suggesting improvements via analysis of current trends & future forecasts Recruitment & Employment by helping to establish viable career paths underpinned by general pay & conditions which are sustainable and attractive. Professional Appointments founded on fair contracts, concise Scope of Service agreements and appropriate Professional Indemnity insurance cover arrangements. Appropriate Fees & Payment via fair and open competition which supports value-for-money appointments which are linked to realistic Payment Schedules to improve cash flow

Procurement via collaboration with Government to ensure public procurement policy is implemented and that prequalification, as well as tender assessments are fair for all sectors

Q: Tell us something surprising about yourself… A: In 1998 I both sky dived from 13000 ft. and fell theatrically from the 3rd highest Bungee Jump in the World. While both events were life affirming, I have never been moved to repeat either.
