BREEAM EXCELLENCE FROM METAL TECHNOLOGY AT ARVALEE SCHOOL Metal Technology’s commitment to the highest quality, recyclable materials with performance engineering has played its part in the Excellent BREEAM rating achieved by Arvalee School in Omagh, Northern Ireland. The school, which caters for children with moderate and severe learning difficulties, is the first phase of a £130m project breaking new ground in shared education. The unique layout comprises a central spine with four dedicated offshoot ‘pods’ designed to maximise learning potential for children of various ages. Stringent timescales did not impact on use of the best products and methods in creating a school which is exemplary in both its design and its environmental performance. Systems company Metal Technology was the perfect fit for this high specification project. System 17 high rise curtain walling and 4-20Hi + casement windows glazed with clear and coloured feature glass helped create welcoming, light filled spaces. This was complemented with System 5-20D Hi+ doors externally and System 10 commercial doors in some internal spaces.

All products from Metal Technology offer exceptional structural, thermal, acoustic and security performance. The Hi + range performance is further enhanced with bespoke thermal gaskets, cellular foams and special polyamide thermal isolators, all of which contribute to impressively low U values. SELF BUILD GUIDE TO LOW ENERGY HOMES 2020 Architect Michael Howe provides an insight into sustainable technologies and materials which, can protect against spiraling energy costs and help future-proof new builds.

The building envelope of your home is the first thing architects will look at and insulation is one of the most obvious points to consider. Clients frequently opt for pump bead insulation into the cavity wall. If budget allows, using Rigid Foil Faced PIR (Polyisocyanurate) or Rigid Foil Faced PUR (Polyurethane) insulation board in cavity walls is the way forward – running with either 150mm or 200mm. Through a process of research and design, 2020 Architects champion a unique and environmentally responsive Eco House, which is an energy efficient building with a high thermal mass. In order to increase thermal

efficiency, it’s important to look at two things - the junctions and wall ties to help reduce thermal bridging. Using a wall tie that is manufactured from basalt fibers is an option that will help reduce the thermal bridge between blockwork and insulation. The other area is wall junctions themselves, where the floor and roof insulation meets the wall insulation. In traditional built homes, where the horizontal and vertical plane of insulation meet, there is no connection between the two and a thermal bridge can occur. This can be almost entirely eliminated by using an autoclaved aerated concrete block, also known as a thermal block. Quinn Lite blocks are the most thermally efficient concrete blocks currently available throughout Ireland. Underfloor heating in your home will increase what is known as the thermal mass of your floor. The efficiency of your underfloor heating can be maximised by using Ultraflo® screed. An innovative

product by RTU, it is Ireland’s only ready mixed hemihydrate liquid floor screed. Mechanical Heat Recovery Ventilation (MHRV) is another option to reduce heat loss as it avoids the need to open windows or install noisy extractor fans. It works by extracting warm, moist air from bathrooms, shower rooms and kitchens via a system of ducting which passes through the heat via the exchanger into habitable rooms in the house such as bedrooms and living rooms. KINGSPAN INSULATED PANELS ACHIEVES BES 6001

Kingspan Insulated Panel products, manufactured at its sites in Holywell and Sherburn, are the first to be certified as ‘Very Good’ under BES 6001.

Kingspan Insulated Panels’ continual commitment to responsible business practices has been recognised with the achievement of BES 6001: Responsible Sourcing of Construction Products certification. Developed by BRE Global, the standard provides an exacting framework of issues manufacturers must address to ensure responsible sourcing of construction materials. This includes organisational governance and supply chain management, in addition to environmental and social elements. All wall and roof panels manufactured at Kingspan Insulated Panel’s Holywell and Sherburn manufacturing facilities have been certified to BES 6001 ‘Very Good’, with particular success in the Greenhouse Gas and Resource Use categories of the scoring table. This provides clear assurance that the products are constructed from raw materials which meet the highest

levels of responsible sourcing practice. Additionally, the BES 6001 certification means that the Kingspan Insulated Panel products can also contribute towards the award of credits within BREEAM assessments. Phil Smith, Managing Director at Kingspan Insulated Panels, commented on the achievement: “It is becoming increasingly important for businesses to be able to demonstrate responsible practice in all aspects of their work. We are immensely proud to see our products meet the BES 6001 standard and, using the feedback from the process, we are looking forward to further develop our approach.” For further information, please contact: Kingspan Insulated Panels Carrickmacross Road, Kingscourt, Co Cavan, Ireland Tel: +353 (0) 42 96 98500 Fax: +353 (0) 42 96 9857 www.kingspanpanels.ie Info.ire@kingspanpanels.com

COLBY HOUSE RECONFIGURATION PROJECT

Turkington Construction were appointed to the Colby House reconfiguration project by the Department of Finance and Personnel to undertake a turnkey design and construct contract that would provide approximately 34,500 square feet of office accommodation supporting up to 270 jobs. The works included the complete replacement of the external envelope, the construction of a three storey extension at the main entrance and the construction of a stunning new entrance piazza with under croft accommodation. Internally the building has been transformed, delivering 21st Century standard facilities for staff and the general public in accordance with the Workplace 2010 design and construction performance specification. Accommodation includes; open plan offices, spacious meeting rooms, informal break out areas, contemporary kitchen and dining and shower/toilet/changing facilities. The new environment actively contributes to the well-being and productivity of the workforce, with a rich pallet of high quality materials and bold colours being complemented by furniture, fixtures and fittings that are simple and neutral in style and which are integrated with the building services to ensure flexibility in terms of re-grouping when required by work teams and work flows. Given the location of Colby House, sited in a predominantly residential area, and also counting the Lyric Theatre amongst its neighbours, excellent community relations were

essential and this was achieved through continuous contact and interaction with organisations including; local residents /business groups, the Theatre, Belfast City Council and the emergency services. The project was registered with the Considerate Constructors Programme which independently evaluated the efforts and results being achieved by the dedicated Turkington project team. On appointment to the project Turkington Construction and their Design Team undertook review of the Employers Design Brief and developed the building design and specification to construction stage, achieving sign off from DFP and their team at gateways identified in the design programme, which was in turn coordinated with the construction programme. The work of the Turkington Design Consultants was augmented by Contractor Design Portions undertaken by specialist supply chain members including: • Ceiling rafts – Significant effort was invested in establishing the layout of the rafts to ensure that not only the aesthetic effect was optimised but also the services engineering aspects were fully accounted for, e.g. lighting levels, smoke detection, PAVA etc. • Reception Desk and Customer Counters – The reception and counters were designed to be fully DDA compliant and were fully coordinated with the M&E design and installation to ensure integrated equipment was serviced. • Glass Balustrading to the feature stairs had to be both pleasing to the eye and functional. The work of the architectural steelwork and concrete stair contactors was fully coordinated using computer aided design software to ensure clashes between rebar, cast in items and fixings were eradicated. • Structure and Fabric – Fabrication drawings for structural and façade elements were coordinated using design software to ensure a clean sharp appearance to the building

externally and internally and allowed builders work associated with the M&E services to be fully designed and scheduled. • M&E services – Turkington worked closely with the M&E designers and supply chain to ensure the services installation achieved the performance required by the Client brief while being fully integrated with the building fabric and finishes. Having been appointed from an early stage in the delivery of the project Turkington took advantage of Early Contractor Involvement during pre-construction to develop the Contract Management Plan in accordance with our ISO accredited Integrated Management System. This forward planning led to the construction, commissioning, handover and the commencement of Employer operations being delivered in a trouble free and seamless manner. Effective programme and cost management, rigorous implementation of the project quality plan combined with a comprehensive commissioning strategy and soft landings procedures ensured contract completion in accordance with agreed cost, time, quality, H&S and environmental targets and therefore a satisfied client and end users.

PROBLEMS OF UNCERTAINTY FOR PUBLIC SECTOR CAPITAL BUDGET REMAIN by John Simpson

David Henry, Chair of the CEF speaking at their annual dinner

The construction industry in Northern Ireland has been recovering from the painful collapse in order books that came with the crisis in house prices nearly 10 years ago. Building work peaked in mid-2007 and then fell by 50% to a low point late in 2013. Since 2013, output has improved so that late in 2016 it was only 29% lower than in 2007: improving but still well down. This is a record of falling workload and later partial recovery that is more dramatic than in any other recent period. Ironically, such has been the scale of the changes that many skilled employees have found employment in GB to the point that, even with only a partial local recovery, skill shortages have reappeared. The immediate prospects for the construction sector are significantly influenced by the continuing uncertainty of the lack of a Stormont budget. The Northern Ireland Executive collapsed before a budget was

presented for 2017-18. It was overdue and with little explanation for the delay, no statement was tabled before the Stormont administration went into election mode. Arguably the available partial evidence points towards a very difficult framework within which the budget was to be set. The causes of the budget tensions are clear. The motivation behind the tensions is subject to greater dispute. First, the Stormont Executive is inheriting a number of spending commitments which are larger than would be justified by a strict assessment of parity with GB. These

commitments are, therefore, a first charge on the UK Block Grant to Northern Ireland which reduces the scope for further local discretion. They put a squeeze on a local budget. The continuing and new commitments

include: a. taking the cost of water services for domestic customers out of the Block Grant and the avoidance of separate domestic water charges b. charges through local rates bills that are below comparable

JOHN SIMPSON | 29 Richard Shannon, Skillbuild NI, Young Apprentice of the Year 2017 with Sarah Travers. Skill Shortages are now an issue for NI Construction Companies

Council Charges in England c. proportionately higher spending on social housing through the budget of the Housing Executive, and d. the agreed mitigation costs of interim support for welfare payments at levels higher than in GB (under the Fresh Start agreement). There is a number of other local variants which add to these commitments. The result is that the scope for discretion for local services is heavily constrained. Then, in addition, the value of the Block Grant, as part of overall UK policy on public spending, is falling. Depending on the assumptions made, there is an argument that the Block Grant is already more than £1m less than 5-7 years ago and that it will fall, in real terms, by nearly another £1m by 2020. Even allowing for lack of statistical precision, the squeeze on the Stormont budget is undoubted.

The interpretation of that process has become political. Should it be described as Northern Ireland’s share of a necessary UK deficit reduction strategy or should it be described as an imposed austerity agenda by a Tory government? Into this argument, London based Ministers are likely to add that Northern Ireland’s position should not be described as unduly painful since public spending per head in NI is nearly 20% higher than the UK average. In that context the squeeze on the Block Grant represents a defensible adjustment within the UK framework. The uncertainty caused by the new tax in the form of the apprentice levy was well summarized by David Henry, Chair of the Construction Employers Federation in his speech at the CEF dinner: “The lack of a stable, devolved political administration has also seen our industry been particularly negatively singled out as a consequence of the impact of the

Apprenticeship Levy. No matter who you would speak to in government over the last two years, the message was clear – we understand that it is not sustainable for the construction industry to be paying two levies as of April 2017. And now, for all that ‘understanding’, our industry stands here in the unsustainable position that we had all feared.” For the construction industry a critical part of the public spending debate is influenced by the earmarked capital spending budget. At first sight, the capital budget is less contentious. A five year profile of expected public sector capital spending was published within the UK budget statement. Northern Ireland was allocated spending of £1.1bn in 2016-17, followed by £1.2bn, £1.2bn, £1.3bn and £1.3bn in the succeeding years. Until a NI Executive is restored it seems that these allocations might

be delivered. However, what remains unclear is what further or other capital funds may be sourced. There is a further earmarked £114m available as Financial Transactions Capital. This is money available for allocation to projects which accept a repayment obligation (as a form of loan). A further possibility, possibly conditioned by the return of the Executive, might be direct borrowing from the Treasury National Loans Fund, in a continuation of the pattern in earlier years. If this does not materialize then overall capital spend by the public sector in 2017-18 may be reducing. The immediate current and capital budget spending plans merit a note of caution. Unless the NI Executive finds a new working agreement or Direct Rule is invoked, there will be a cumulative loss of public sector workload. The uncertainty is unfortunate and unhelpful.

ANTHRACITE GREY MAKES A PLAY WITH OTHER COLOURS Offering versatility and sophistication, Anthracite Grey has become the neutral colour of choice for any building. What was once associated with gloomy, bad weather, this modern fresh colour offers the perfect neutral tone to any project and is incredibly compatible with other colours. Testament to its popularity, Anthracite Grey is now the nation’s favourite shade of grey on everything from doors to windows and is available across rainwater ranges from Brett Martin Plumbing and Drainage, allowing specifiers and their customers to capitalise on the growing market trend. Specifically developed to create an exact colour match to the true RAL 7016 Anthracite Grey, Brett Martin’s new Anthracite Grey colour option perfectly complements other building accessories such as windows, doors or other roofing components including fascias and soffits. The company offers the widest range of profiles and finishes in Anthracite Grey, making it easy to find a rainwater solution for any building type or capacity requirement.

“Grey has become the new go-to exterior colour for those wanting to add kerb appeal to properties. It’s also one of the easiest colours to integrate. Our Anthracite Grey offers the perfect colour match to RAL 7016 and is available in two finishes – modern gloss and cast iron style. This will give specifiers the opportunity to have the exact match, ensuring rainwater systems are in line with the overall building aesthetic,” said Hayley Lowry, Marketing Manager at Brett Martin.

The standard is gloss

The versatility and sophistication of Anthracite Grey has led to its rise in popularity across contemporary style homes. This timeless colour shade works across many a home but when you need to coordinate this colour with your rainwater system, then Brett Martin’s Anthracite Grey in a modern gloss finish offers the precise match. The new Anthracite Grey colour has been introduced in Deepstyle 115mm, Roundstyle 112mm and 106mm Prostyle gutter profiles with complimentary 68mm Round and 65mm Square Downpipe Systems in the Gloss Rainwater System range – all with a modern gloss finish. The final selection of the most appropriate Anthracite Grey gutter profile depends on the character of the build. The large proportions of the Deepstyle profile provides greater drainage and is preferred for larger roofs, Roundstyle is more discreet and a very popular traditionally styled gutter profile, whilst the sleek lines of the Prostyle profile offers a more modern finish to the roofline.

Classic looks

Responding to the popularity of Anthracite Grey for heritage styled buildings, Brett Martin’s new Anthracite Grey colour option is now available across the complete Cascade Cast Iron Style Rainwater and Soil System range. Designed with full consideration to original features, dimensions and detailing, the high-quality Cascade pipework, fittings and hoppers create a cast iron look for less. In addition to Anthracite Grey, the Cascade range is available in Classic Black, Oxford Blue, Olive Green, Graphite Grey, Sandstone and Porcelain White to

replicate traditionally painted coloured cast iron systems. Through a comprehensive range of gutters and downpipes which feature authentic architectural detailing and a choice of Ogee, Bath, Gothic or motiffed hopper designs and planters, as well as a complementary 110mm push-fit soil system, Cascade can provide a heritage style and meet the aesthetic requirements of new build as well as sympathetic refurbishments and restoration projects where traditional style is required. In the cast iron style systems, there are three styles of domestic gutter (106mm Profiled Ogee, 112mm Half Round and, for larger or steeper roofs, a 115mm Deep Profile) which utilise 68mm round or 65mm square downpipes. For commercial projects there is a high capacity 170mm Deepstyle gutter with 105mm round and 4” x 3” rectangular downpipe choice.

Colour match in the culde-sac In the town of Lurgan, County Armagh, a sought-after development

of luxury one-to-four bedroom homes have been built to a high specification with superior finishes and an attention to detail. For these beautifully crafted homes, the specialist contractor AluPlas Ireland required a rainwater system which would offer exceptional rainwater drainage but also provide the perfect complement to the Anthracite Grey windows, doors, soffits and fascias. Brett Martin’s 68mm round downpipes in Anthracite Grey were up for the challenge, adding the perfect finishing touch whilst ensuring this development will benefit from an aesthetically pleasing and trouble-free rainwater drainage for years to come. Whether new build or refurbishment, the new Anthracite Grey colour option across the range of domestic and industrial gutter and pipework profiles has clearly found a home with both existing cast iron and modernstyle rainwater systems. PROTEUS CLADDING GETS MOLECULAR AT IMPERIAL COLLEGE Striking perforated panels from Proteus Facades in TECU Brass with a Capisco patinated finish have created a dynamic aesthetic on Imperial College’s new Molecular Sciences Research Hub in London. The concrete façade, combined with the perforated cladding and triple glazed curtain walling on the Hub fuse together to outwardly portray what this innovative research facilities does on the inside. Aukett Swanke chose Capisco’s CAP 55 finish for the Proteus SC perforated panels early in the design process because they were looking to complement the flat bare concrete façade and glazed elements. The CAP 55 effect was hand applied by patination specialist Capisco, which gave the Proteus SC TECU Brass perforated panels an enhanced flow, feel and texture. The appearance of the perforated and patinated panels now changes depending on the level of sunlight and the angle at which they are viewed from. The end result is a strikingly beautifully aesthetic that appears to move and shimmer across the visually flat façade beneath. The perforated panels seamlessly transition through the entrance glazing to form a striking feature within the atrium entrance. This creates an impressive solar composition, accentuated by spotlights, when visitors cast their eyes upwards. “The contrast between the concrete, glass and patinated brass couldn’t be more complementary and, with it, pleasing to the eye,” said Elias Niazi, Design Principal at Aukett Swanke. “The visual outcomes on this project have exceeded expectations. The

perforated patterns on the brass panels with artistic patinations add a sense of mystery and mirror the innovative research works carried out inside the building. Elias Niazi, Design Principal explained: “We specified Proteus SC because we liked the wide panels of its TECU Brass perforated system, as well as the company’s ability to work with Capisco on what is a completely bespoke cladding solution.” Proteus Facades, again working with Capisco to create a matching patinated finish, manufactured the window flashings for the Hub. Initially conceived as a simple window flashing, Proteus had to overcome a real technical challenge - the profile of the window reveal is a narrow box that tapers across the width to make it appear as though the window blends into the concrete. The maximum depth of the window reveal was too large for traditional manufacturing processes and so a multi piece flashing design was developed which could be stud welded and bolted together. This avoided any distortions that would have resulted from traditional welding processes, whilst creating a bespoke element that could be easily installed on site. Proteus Facades is able to supply the CAP 55 finish in either Brass or Bronze materials. The TECU Brass Proteus SC perforated panels were developed in conjunction with the supporting composite panel behind. These had a maximum capacity to support the perforated panels, with the required cavity zone, at 750mm centres. Proteus SC perforated hock on panel system was used, set off from the company’s 125x50mm mullion. The perforated panels encompass a PPC black stainless steel bird mesh,

carefully integrated into the back to ensure there was no visual impact to the panel face.

2014 with completion in 2016. The façade was installed by its in-house team, Laing Facades.

The Molecular Sciences Research Hub encompasses technical and laboratory areas clustered around a full height atrium. The striking new hub forms the centre piece of the Imperial West campus. Laing O’Rourke commenced construction works at the end of

Sustainable solutions from Sika

Being a market leading global construction materials manufacturer, Sika is committed to research and development of new technologies and files approximately 70 new patents per year. Sika is also active in providing quality tools to assist specifiers such as BIM details, which you can access via the NBS BIM Library (http://bit.ly/sikaNBSBIM) and an ever growing library of 2D CAD details across the Sika Sarnafil, Sika Trocal and Sika Liquid Plastics roofing systems. In a move to help specifiers make buildings more sustainable, Sika Sarnafil is proud to announce the launch of its BRE Certified Thermal Details, available to download via its online Sustainability Hub (http:// gbr.sarnafil.sika.com/en/group/ sustainability-hub.html) and from the Certified Thermal Details and Products scheme website (www.bre. co.uk/certifiedthermalproducts). The Certified Thermal Details and Products scheme, run by worldleading building science centre BRE, gives thermal junction details an independent third party assessment, assuring users of the ‘as designed’ thermal performance. Sika Sarnafil

has been working with BRE for the past year to become one of the first flat roofing manufacturers to have its thermal details certified. With legislative requirements to maximise thermal performance to deal with energy efficiency requirements, architects and specifiers are now actively encouraged to use details with thermal values attached, otherwise they may have to pay a penalty elsewhere. Easily accessible and straightforward to use, all Sika Sarnafil’s thermal details have been redrawn and modernised with values to help satisfy Building Regulations Technical Booklets F1 and F2 requirements. The specifier can be confident that all Sika Sarnafil thermal details assessed under the new scheme will perform as described, as well as being of a very high quality. Becoming part of the Certified Thermal Details scheme is part of Sika Sarnafil’s ongoing commitment to promoting positive, sustainable change in the industry, as Sika’s Martin Bidewell, technical services manager for Sika Single Ply Roofing, explains: “Insulation used in roofs

and walls to maintain heat works well, but this can fall down at junctions and thermal bridges where heat can escape. Recent research has shown that thermal bridging can be responsible for up to 30% of a dwelling’s heat loss, which is really significant. “Independent certification helps to address the problem of this performance gap – enabling us to build better buildings with superior thermal performance, which in turn are better for the environment. In addition there are serious cost savings for all parties involved in the project, not to mention those who will be paying the energy bills. “Of course, all of this work to provide accredited details falls down if they are not installed properly. That’s why we fully train our registered contractors and have a dedicated Applications Team that visit projects, inspect work and give advice.” Graeme Hannah, Scheme Technical Manager from BRE, adds: “Since the launch of the Certified

Thermal Details and Products Scheme at EcoBuild 2015 we’ve had an excellent response from industry, with both manufacturers and designers realising the value of accurate and independently assessed thermal performance values. The free to access searchable online database is constantly evolving, and the increasing number of high quality suppliers, such as Sika Sarnafil, undergoing certification demonstrates a positive step change in reducing the performance gap and enhancing building performance.” With all the challenges that exist in selecting a suitable roofing system and meeting challenging design and legislative requirements, let Sika help you - contact us today to discuss your project and benefit from our know how. COOKSTOWN’S ERIC LYTTLE HONOURED WITH LIFETIME ACHIEVEMENT AWARD

FMB President Gary Lewis with Eric Lyttle

Cookstown builder Eric Lyttle has a long list of achievements and added another to his collection after receiving a lifetime achievement award on behalf of the Federation of Master Builders (FMB). A new addition to the popular Master Builder Awards to celebrate the FMB’s 75 year anniversary, the Lifetime Achievement Award is presented to a Master Builder who has contributed positively to the building industry, the FMB and/or their community. Eric was a founder member of the FMB in Northern Ireland and for over twenty years has given the organisation a huge amount of time and energy, supporting its drive to raise standards and broadcast the excellent work carried out by FMB members. Most remarkably, he has done this while running his own traditional family building firm. Gavin McGuire, Director of FMB Northern Ireland said: His experience and support for FMB is an asset to the organisation – he is very strong advocate for high standards and the quality of work carried out by

smaller building firms. His absolute commitment to the industry is not in question and this award recognises his contribution to the building sector in Northern Ireland.

APPRENTICE Mayobridge apprentice Kieran Magee, has been named the Northern Ireland Apprentice 2017 in the Federation of Master Builders’ (FMB) Master Builder Awards.

FMB CEO Brian Berry with Martin McCrory of Regan Contracts

Kieran, who works as a self-employed wall and floor tiling specialist in Mayobridge, Newry, was chosen in a fiercely contested competition and recognised for his high standard of workmanship and professional attitude toward his work and studies. Nominated by his CITB representative, Kieran has impressed his peers, having competed and won gold medals at SkillBuild Northern Ireland 2015 and WorldSkills UK 2015. His membership of the UK squad and progression towards team selection for WorldSkills 2017 is a reflection of his potential to represent the UK at the highest level in vocational competitions.

COMMERCIAL PROJECT

Castlederg builder Lowry Building & Civil Engineering scooped the prize for best Commercial Project in Northern Ireland. Lowry Building & Civil Engineering won the award for its redevelopment of the Silverbirch Hotel; its work sets the hotel apart from its competitors as a wedding and events space. What really impressed the judges was that the firm carried out the work in a ‘live’ hotel making sure not to disturb guests or impact negatively on

ENERGY EFFICIENCY

Castledawson builder Setanta Ltd took the prize for best Energy Efficiency Project in the Federation of Master Builders’ (FMB) in Northern Ireland. Setanta Ltd was selected by the Northern Ireland judges to win the Energy Efficiency Award and will now go through to compete in the national finals for its chance to win the UK category title. The national awards will be presented at a ceremony held at the Intercontinental Park Lane Hotel in London on 15th September 2017, hosted by TV presenter and building enthusiast Nick Knowles. Setanta Ltd received the award for its modern farmhouse project, designed to zero carbon and Passivhaus standards - only achieved by a small number of homes in the UK. Not only do the heating, hot water and lighting bills amount to zero, this house actually makes money with a residual fund of £150.

ask an architect | 41

Now running in its second year, ask an architect will be held across Northern Ireland from 13 May to 19 May 2017. During that week architects across the region will offer their services free of charge, giving advice to those considering a building or renovation project, in exchange for a minimum £40 charitable donation to The Jill Todd Trust in partnership with Friends of the Cancer Centre. The initiative gives members of the public the opportunity to get expert advice from a chartered architect on building projects of all variations and sizes.

Thanks to our sponsors, all funds raised from ask an architect will be donated to The Jill Todd Trust, which was set up to commemorate the life of Jill, whose very active, talented and personable life was tragically taken by cancer. Jill was 23 and the daughter of local, well-known architect, Barrie Todd. The trust will present the final figure raised to the Friends of the Cancer Centre, to support local research at the Centre for Cancer Research and Cell Biology, Belfast City Hospital, into finding a cure for cancer.

ask an architect is a Jill Todd Trust initiative, delivered by the Royal Society of Ulster Architects (RSUA) and PLACE (the Built Environment Centre for Northern Ireland), with support from our kind sponsors.

PORTADOWN RECYCLING REVOLUTIONISES THEIR BUSINESS WITH WORKPAL

Ian Megahey, head of WorkPal sales with Robert Jameson, operations director at Portadown Recycling

Portadown Recycling and Skip Hire has revolutionised business procedures and drastically reduced admin time by implementing WorkPal. WorkPal is a mobile and desktop app which streamlines workflow, with job management, time tracking, job reports and invoicing all from the palm of your hand. Using the mobile app, workers have access to customised job sheets, can be guided easily through their tasks and can report back instantaneously on the progress. WorkPal manages jobs from assignment to invoicing, which can all be done from anywhere, even out in the field. Covering areas right across the province, from Lisburn to Lurgan and everywhere in between, Portadown Recycling needed an efficient way to track their jobs and manage their time more effectively. Wesley Jameson, managing director of Portadown Recycling said: “The purpose built app allows us to have a significantly improved line of communication with our workforce.

This ensures our jobs and tasks for our clients are completed faster and more accurately. “Our field based staff are able to view all the details of the contract with GPS drop locations and key contact personnel, along with any site specific notes and health and safety information. “The app prompts our field staff to conduct vehicle safety checks, take pictures of jobs/assets and carry out risk assessments. This all automatically syncs back to our head office meaning we are not waiting on paperwork, allowing us to process jobs quicker and invoice customers faster. “WorkPal definitely allows us to sell our services to our customers in a more professional manner. Customers are kept in the loop and can receive data within 60 seconds of the job being completed. This professional service means our customers are very satisfied, become repeat customers and even refer new business our way as a result. “The improved efficiency means our field staff need to come into

the office less, our administration staff are dealing with less paper and customers get their invoices quicker. All of this has resulted in an improved business process and we are expecting significant cost savings this year, so much so that I have recommended the app to friends in other businesses with field based staff.” Ian Megahey, head of WorkPal sales said: “Portadown Recycling’s business processes were outdated and essentially losing them money. They came to WorkPal for a way to change that. “WorkPal can be uniquely integrated with a company’s own internal systems, and is extremely user friendly, with completely bespoke packages available. “Portadown Recycling was able to transform how the company operates through online job allocation, job sheets, vehicle checks, KPI reporting, GPS

tracking, photos, signatures, CRM and asset management all from the app. “The end outcome for our clients is less paper, less admin time, more profit and overall a more transparent experience between them and their customers. With GPS, time tracking and management, WorkPal increases productivity and allows our clients to capture costs more accurately, putting an end to under billing or under estimating job times by improving quotes. “On average our clients are saving in excess of £25,000 per year in administration costs, meaning this money can be re-invested back into the business.” For more information on how WorkPal can transform your business and put an end to your paper work, contact one of the WorkPal team on 028 9027 1777, info@yourworkpal.com or visit yourworkpal.com

NORTHERN IRELAND’S PROPERTY INDUSTRY MUST UNITE TO END HOMELESSNESS, SAYS RICS

Michael Newey, RICS

Northern Ireland’s land, property and construction sectors must collaborate better to help end rising homelessness and deliver more affordable homes, says the Royal Institution of Chartered Surveyors (RICS). The professional body is asking those who work in the industry to pledge their support for its ‘A Home For Cathy’ campaign, which aims to deliver solutions to alleviate the country’s affordable housing crisis. Statistics from The Homelessness Monitor Northern Ireland show that in 2015/16, 18,600 households presented as homeless in Northern Ireland, with a 13% increase since 2012/13 in what are described as Full Duty Applicants, to 11,200 people. RICS – which sets professional standards in the land, property and construction sectors – launched its ‘Home for Cathy’ campaign to coincide with the 50th anniversary of Ken Loaches seminal film, ‘Cathy Come Home’ (an influential film which ignited a debate about homelessness at the time). RICS is now calling on the Northern Ireland’s wider property sector - as well as policy makers and advocates for change - to commit to helping deliver solutions to alleviate the affordable housing crisis by pledging support for its antihomelessness campaign. In doing so, those that pledge are invited to provide feedback on how the industry can end rising

homelessness and deliver more affordable homes across the region. Recent RICS market research has revealed that the UK faces a 1.8m shortfall of rental properties by 2025, and over the next five years rents are predicted to rise by 25% followed by house prices at around 18%, due to an ongoing chronic shortage of housing stock. Former RICS President, Michael Newey, who is part of the Homes for Cathy Group, said: “It’s hard to comprehend that over 50 years later – since Cathy Come Home first aired - we are once again in the grips of another housing crisis with rocketing unaffordability levels pricing even those on good incomes out of the market. “Rising prices along with recent caps to housing benefits, including the abolition of housing benefit for those under 21, are key reasons why those on lower incomes are being pushed out of the market. However, recent RICS research revealed that over 50 percent of private landlords would house homeless people if the Government introduced some form of state-endorsed deposit guarantor scheme. We need industry professionals to lend their expertise and tell us about any other such innovative ideas they have, that we, as a united property industry, can tap into and deliver to put an end to rising homelessness.” Find out more and pledge your support for RICS’ ‘A Home for Cathy’ campaign: www.rics.org/ homelesspledge You can also join the conversation on Twitter @RICSnews using the hashtag #AHomeforCathy.

HSS HIRE’S NEW DEPOT IN LIMERICK

With the opening of their new Limerick depot, HSS Hire, the only nationwide tool hire company in Ireland has now expanded their presence to 26 branches throughout Ireland

With the continued growth in the construction sector reaching increased levels in Q1 of 2017, national hire chain HSS Hire has opened another new branch in Limerick on the Ballysimon Road. Munster and Ireland rugby star C J Stander

did the honours cutting the ribbon and officially declaring the new branch open. HSS Hire’s new premises is conveniently located in the Brooks Building at Hanover Business Park and is open from 8:00am to 5:30pm Monday to Friday and 8:00am to 1:00pm Saturdays. The opening itself was a special day and there was a huge crowd in attendance to hear C J Stander talk about the recent victory in the 6 nations. Sporting the scars of war C J went on to

answer questions from his enraptured audience about his life in Ireland, playing for Munster and his hopes for the upcoming Lions Tour. He was highly complimentary of HSS’s new branch and spoke about the importance of companies like HSS Hire to the local community, both in terms of generating employment but also in providing support to the local economy and development businesses. Also in attendance was another rugby legend, Keith Wood, and both he and C J

are regular customers of HSS Hire in Limerick. Whether it’s a lawnmower on a sunny day to a dumper and digger for heavier work, C J and Keith know where to get the best range and value in Limerick! Acting as chef d’équipe and MC for the opening, Managing Director of HSS Hire and Laois Hire Group, Michael Killeen was fulsome in his praise for Manager, Ger Punch, and his team for all the work they had put in to developing the brand in Limerick over the years and for the exemplary

official opening ceremony itself; “Limerick has been a vital cog in the success story that is HSS and Laois Hire Group’s continued expansion over the past five or six years, even in the teeth of an enormous recession. Ger and his staff have developed and maintained key customer relationships over those years and their attention to detail and commitment to our customers has rightly earned them the plaudits they have gotten here today” he said. Commenting further of the new Limerick branch Michael went on to say; “The construction industry in Limerick has been resurgent in recent years and this has been

reflected in our own trading figures which are currently up over 35% on last year. There are a number of key infrastructural projects on the go and in the pipeline that we are delighted to be associated with. Companies such as Kirby Engineering & Construction, BAM, Sisk, and Mercury for example are all involved in local development projects and they are all part of HSS Hire’s progressive list of customers”.

THE VOICE OF THE INDUSTRY IN NORTHERN IRELAND

News in Brief...

CECC MEETS GOVERNMENT CLIENTS The Construction Employers Federation’s Civil Engineering Consultative Committee, in late April, met with the Government Clients to review their procurement programmes over the coming months. The three times yearly meeting saw updates from:

t the Construction Employers Federation Annual Dinner at the Culloden Hotel on 28 April, Federation President David Henry called for a new spirit of ambition and innovation within the Northern Ireland public sector to help stimulate and unlock infrastructure delivery. Speaking at a dinner which was attended by 300 people and was addressed by BBC correspondent Fergal Keane OBE as its Guest Speaker, Mr Henry said: “If we accept as fact that the Northern Ireland Executive’s Block Grant is the main source of finance for investment locally then Northern Ireland has significant problems. The private sector, primarily due to issues surrounding risk and return on investment, is not investing the sums of money locally which we need to gradually ween us off our dependence on the public purse.

• Northern Ireland Water • Transport NI • Translink • The Central Procurement Directorate • Rivers Agency

“Therefore, the public purse has to be innovative both to grow the quantum of finance available to government clients and to de-risk the investments that the private sector should be making, particularly in respect of our dire need for a pipeline of new office development.

To view the detailed updates please visit the Resources section of the Federation’s website. Alternatively, Federation members can request copies of the reports from David Fry: davidf@cefni.co.uk

“To make this ambitious vision a reality though, we do need political decisions to be taken. We need to set out a longerterm vision - and it’s only a coherent and united Northern Ireland Executive in partnership with others such as local councils, developers and local contractors that can do this.

SEARCH LAUNCHED FOR MANAGER OF £100M GOVERNMENT FUND Commenting, in late March, on the launch of the procurement of a fund manager for the Northern Ireland Investment Fund, Federation Managing Director John Armstrong said: “The announcement of this procurement for a fund manager is a hugely significant and welcome moment. Industry has long called for the widening and deepening of the Northern Ireland public purse in respect of infrastructure investment. The approach outlined by way of the Investment Fund mirrors that taken in other jurisdictions where it has been met with great success. “In the midst of current uncertainty around the Northern Ireland Executive’s budget, it is vital that government presses on with enhancing Northern Ireland’s competitiveness and attractiveness as a region to do business and invest in. The Fund rightly seeks to leverage in private sector funding to address many of our strategic economic and infrastructure challenges as a region, notably Grade A office space, and it is vital that certainty is now provided by sticking to the timelines laid out in the procurement.” i

CONSTRUCTION INDUSTRY CALLS FOR PUBLIC SECTOR INNOVATION TO STIMULATE INFRASTRUCTURE DELIVERY A

“A combination of local council borrowing and the now out to procurement Northern Ireland Investment Fund has to be seen as a package to unlock our true infrastructure potential.” Turning to the ongoing political impasse at Stormont, Mr Henry said:

“From our perspective, the lack of strategic planning that has blighted the spending plans of Northern Ireland government clients is a huge matter of concern. Without an agreed Executive budget which deals with many pressing issues we are risking the progress that had been made in areas like streamlining the procurement pipeline and agreeing seven flagship projects for delivery. “Of course, the statement the Secretary of State made on Monday in respect of the budget is to be welcomed. The publication of an indicative set of departmental allocations will allow government clients to plan, prioritise and deliver their capital expenditure over the coming months in a way that had, until now, been difficult. “However, even this statement falls short of where we should be at this point in the financial year – and, to be absolutely frank, it should have been a statement made by the Northern Ireland Executive itself in December.” Resulting from this impasse, and on the subject of the Apprenticeship Levy, Mr Henry said: “The lack of a stable, devolved political administration has also seen our industry been particularly negatively singled out as a consequence of the impact of the Apprenticeship Levy. No matter who you would speak to in government over the last two years, the message was clear – we understand that it is not sustainable for the construction industry to be paying two levies as of April 2017. And now, for all that ‘understanding’, our industry stands here in the unsustainable position that we had all feared.” David Henry’s full speech is available via the Federation’s website.

BUSINESS AND CIVIC SOCIETY MAKE URGENT APPEAL TO LOCAL POLITICIANS

he Construction Employers Federation, along with other business representative bodies, the trade unions T and the voluntary and community sector, made, in mid-April, a final plea to local political leaders to form an Executive for the sake of Northern Ireland’s future. The full statement was as: During the month of April nineteen years ago, people across Northern Ireland were presented with an amazing agreement which would deliver a path for peace and prosperity in the years ahead. That Agreement won overwhelming support in a referendum one month later. The business community and civic society are united in our gratitude to the UK and Irish governments of that time and of course international support from President Bill Clinton and Senator George Mitchell. Similarly, we recognise that Northern Ireland is indebted to many people from right across society who have transformed communities by putting themselves forward as peacemakers, compromisers and economy builders during the past two decades. Lives have been transformed and a generation of young people have benefited enormously.

News in Brief... INDUSTRY WELCOMES SECRETARY OF STATE STATEMENT Commenting on the Written Statement in Parliament by the Secretary of State for Northern Ireland in relation to Northern Ireland Finances on 24 April, Construction Employers Federation Managing Director John Armstrong said: “In the context of the lack of formation of a Northern Ireland Executive and the imminent dissolution of the UK Parliament ahead of the General Election, today’s statement by the Secretary of State is a welcome step. “Although a much needed Northern Ireland Budget for 2017/18 has not been passed by virtue of the statement, the publication of an indicative set of departmental allocations will allow government clients to plan, prioritise and deliver their capital expenditure over the coming months in a way that had, until now, been difficult. “This statement will therefore give government clients the absolute certainty that a budget akin to that announced today would be passed between now and the start of July. “For many construction companies, public sector work is their absolute lifeblood. Today’s statement will give industry the certainty that work will continue to flow – from the flagship schemes such as the A6 to the minor works which so many depend on.”

Northern Ireland’s power-sharing government that emerged from the Belfast/Good Friday Agreement has brought peace to our streets, put an end to sectarian killings and allowed economic growth to ensue. Devolved government has also delivered to Northern Ireland autonomy over our local public services and has dramatically improved our international reputation for investors and tourists alike. But, as President Clinton has recently reminded us, there is much more to be done. Indeed, as the UK re-negotiates its relationship with Europe, a united voice from Northern Ireland politicians is urgently needed to protect our unique interests. Today, business bodies (representing employers, investors and entrepreneurs), the Community and Voluntary Sector (representing organisations which transform lives through voluntary work and community groups) and many other members of civic society such as universities and membership organisations make a final plea to local political leaders, and the two governments, at this critical juncture. Devolved government is the only option for maintaining our precious peace and allowing the people of Northern Ireland to shape their own destiny; a local Executive must be formed for the sake of Northern Ireland’s future. Business and civic society are today directly asking local politicians to find a way forward for creating a powersharing government that works for all the people of Northern Ireland. Our future can only be a shared one. It is only through local government that we can guarantee peace, attract investment and deliver job creation and social progress for this small region. We remind local politicians that they have a duty to their electorate to pursue the best way forward for everyone residing in this region. Today the voice of business and civic society join together with one message. Together our organisations represent hundreds of thousands of people across all religions, backgrounds and sectors. We unequivocally state that the best way forward for everyone in Northern Ireland is through a local power-sharing government which is built upon a desire to maintain our peace process, demonstrate respect to all communities and deliver compromise where needed.

BUILDING KEY PARTNERSHIP ACROSS INDUSTRY SECTORS

patronage partnership between the Construction Employers Federation and Northern Ireland’s leading contract A hire and vehicle management company, Fleet Financial, enters its second year and has already proven a huge success and of extensive benefit to the Federation and its membership. Officially announced in July 2016, Fleet’s Patronage has been developed in response to the needs of CEF members with regards to corporate vehicle management and the subsequent provision of industry insight and invaluable assistance for member organisations, regardless of size. Fleet Financial joined leading industry names including Danske Bank, Carson McDowell and JP Corry as part of the CEF’s official Patronage Scheme and has ultimately resulted in the company engaging directly with CEF members over the last nine months, providing professional, industry-leading guidance. Fleet Financial represents more than a thousand individuals and local businesses across a variety of sectors and its strong, unrivalled position as Northern Ireland’s top contract hire provider provides a firm foundation on which to build a beneficial partnership with the CEF. Philip Miley, Sales and Marketing Director, Fleet Financial said: “We are delighted with how successful our Patronage has proven to be to date as we interact with members, employees, partners and stakeholders of the CEF. “As a company with a fundamental responsibility and investment in the growth of business across Northern Ireland, we have been proactively delivering strategic advice with regards to vehicle finance, fleet maintenance and the importance of health and safety technology, measures and training that can all be utilized by the CEF.” The Construction Employers Federation represents over 800 companies as members, ranging from micro businesses employing just a handful of people to some of the largest construction companies in Northern Ireland. In total, CEF member companies account for over 70% of all construction output in NI. John Armstrong, Managing Director at CEF, said: “It has been very beneficial to our members to have Fleet Financial on board as a Patron since last year and our members are already reaping the benefits. “Fleet have been educating our broad and varied membership base on issues of relevance including those that drive their own cars for business, or the “Grey Fleet”, the importance of ‘duty of care’ by organisations to their company car drivers, and what the overall ‘whole-life costs’ may amount to as workforces grow and demand increases.”

SPRING BUDGET 2017 T

he following article has been prepared for Federation members by one of our Patrons, BDO Northern Ireland.

Following the vote to leave the European Union last June, there has been uncertainty across the business sector in Northern Ireland and the UK as a whole, with issues like the weakening pound becoming cause for real concern for some. Despite this however, businesses have proved resilient and it was anticipated that the Chancellor of the Exchequer, Phillip Hammond, would mirror this feeling in his first Budget. What we got was a relatively cautious approach from Mr Hammond with few headline grabbers, particularly for Northern Ireland. The Budget urged a period of stability, seemingly preparing for the triggering of Article 50 when Brexit becomes a reality. There was no windfall giveaway from the Chancellor, certainly not compared with the Autumn Statement, and he made it clear that the Government would not be drawn into spending more than it collects. It is completely conceivable that the Treasury is looking at what funds it may need to release over the next couple of years following Brexit. Not surprisingly, he did not characterise this money as a “Brexit fighting fund” – indeed Brexit was barely mentioned. The Budget does provide a modest increase in capital expenditure for the Northern Ireland Executive, with the caveat of course that we have an Executive in place to spend it. This additional funding of £120million will contribute to major issues such as our infrastructure, which will in turn contribute to our competitiveness and ability to attract foreign direct investment (FDI). To make this happen we need a working Executive in place and with it an agreed budget for the forthcoming financial year. A local commentator quipped that Mr Hammond’s Budget may have been dull, but at least the UK had a Budget. We also have the long-standing issue of Corporation Tax in Northern Ireland. It is imperative that we get a rate that is competitive enough that we attract lucrative foreign direct investment; particularly given our neighbours in the Republic of Ireland currently have a 12.5% rate to attract this investment. Perhaps the most standout announcement from the Budget was the National Insurance hike for the self-employed, aimed at aligning the taxation of the employed and self-employed. We will have to wait and see how this truly affects the 130,000 self-employed in Northern Ireland but it does create concern and a potential barrier for people setting up their own business. The construction industry would be hit significantly with this measure, with around 40% of the local industry being self-employed. This will now not proceed as planned, as confirmed by the Chancellor on Wednesday 15th March. Another area of concern is the progress of the NI Investment Fund, aimed at stimulating private sector investment in infrastructure projects that benefit the region. Following the EU referendum result, the European Investment Bank (EIB) said it would provide the NI Executive with advisory support in relation to the development of its own Investment Fund. Without sounding like a broken record, this can only be progressed and implemented once we have a new Executive in place. This was a slimmed down Budget with few forays into areas like infrastructure and housing, not much on transport and only glancing references to the devolved regions. It remains to be seen how the extra £120m funding for the NI Executive will be spent and how businesses will be impacted by measures such as the National Insurance hike for the self-employed. In conclusion, this is a Budget that will be aimed at steadying the ship ahead of much choppier waters.

PARTNERSHIP TO BOOST BUSINESS PLANNING FOR CONSTRUCTION FIRMS I

n late February, the Construction Employers Federation announced a new partnership that will put specialist tax and business planning support within reach of more than 800 building companies.

The exclusive tie-up with BDO Northern Ireland will see CEF’s membership, ranging from micro-businesses to industry heavy hitters, gain access to a series of specialist advice services and tailored workshops over the next ten months. John Armstrong, Managing Director of the Construction Employers Federation, said: “As a forward-thinking and innovative sector, our members in the construction industry have always taken a strategic and partner-led approach, which is why we are delighted that BDO Northern Ireland has joined us as an official Patron of the Federation and for their commitment to assist in driving renewed growth and success over the years ahead through the business-critical advice and support that they can offer. “Our objective is to deliver one shared ‘voice of the construction industry’ to ensure that our work delivers for our people, our members and the wider economy and are excited to have the backing of BDO Northern Ireland for the future.” Brian Murphy, Partner at BDO Northern Ireland said: “A thriving construction sector is not only good, but essential for the whole economy. Confidence has been slow to return, but we’re now seeing progress on the skylines with a number of landmark developments, residential properties and hotels nearing completion across the Province. It’s important that construction companies of all sizes across Northern Ireland maintain this momentum and continue to grow smartly and sustainably. “Our partnership with CEF is about gearing a range of professional advice and services towards the emerging needs of the sector and its long-term prospects. Through focused workshops and consultations, building firms will have access to the practical planning support and expertise that can help boost jobs and growth potential.” BDO Northern Ireland is an award-winning business advisory and accountancy practice that employs more than 170 people in Northern Ireland and provides professional services to more than 1,000 local companies. The new partnership sees BDO Northern Ireland join an exclusive list of CEF Patrons which already includes Danske Bank, Fleet Financial, JP Corry, Carson McDowell and JLT.

Our Environmental Management System is the BS8555. We are the first organisation in the world to have achieved Level 6 in the BS8555 Environmental Management System Protection and enhancement of the surrounding environment and its biodiversity and the avoidance of pollution: Our company has 2 divisions, Roofing and Asbestos. Both occupations can

be hazardous to our environment. Within the Roofing division there is a risk with bitumen products and propane gas. The asbestos division has the risk of contaminating the air we breathe. To ensure we are fully prepared for worse case scenarios on the job we have control procedures put in place. Use of recycled building products and renewable energy: Our main recycled material would be our roofing felt. Felt roof cuttings, as small as 300mm x 1m, are kept in our

T: 028 38 339366 E: davidjr@djrs.co.uk W: www.davidjamesonroofing.co.uk

stores and are constantly used on repair works. In our premises we re-use rainwater that we collect from a pitch roof gutter into a water bowser ready to use when required. Measures to demonstrate the mitigation of climate change: We have installed tracker devices in our fleet of vehicles to assist us when

urgent call outs come in. In the past when a call out was reported we guessed what squad was closest to attend. With the tracker device we can pin point who is closest and how long it will take that squad to arrive. This will save a lot of man hours and fuel over an extended time and help to keep our environmental footprint down.

NEW INDUSTRY PARTNERSHIP AIMS ‘TO ATTRACT SKILLS TO THE MARKET’

From left are Jessica Wan, Senior Recruitment Consultant, Hays Northern Ireland; Mark Wade, Director of Construction & Property, Hays Northern Ireland; and Susan Mason, Regional Services Manager, RICS.

Northern Ireland’s construction sector appears, overall, to be in growth mode. That’s one of the big messages coming out of the recent Royal Institution of Chartered Surveyors (RICS) and Tughans Northern Ireland Construction Market Survey. This ties in with the Ulster Bank’s PMI report (published in April) which found that Northern Ireland’s

construction sector - as well manufacturing, retail and services grew in March. The RICS survey found that workloads had increased across all UK regions in the first quarter of the year. However, the pace of growth dipped slightly in Northern Ireland between Q4 2016 and Q1 2017. Looking ahead, the forecast for workloads over the coming 12 months suggests a slight slowdown albeit whilst remaining relatively strong.

SKILLS Despite a positive outlook, the survey revealed that a lack of skills remains one of the biggest challenges faced by local employers. Four-in-10 respondents to the RICS survey felt that a lack of skills was stifling growth. Respondents also said tender prices were increasing due to rising material costs and to rising wages (another factor which is linked to the lack of skills). In addition, one challenge that isn’t going away will be the lack of EU funding post Brexit, including EIB and ERDF funding. While the trade

agreement will be up to the UK government, the onus falls on industry to secure the domestic skills pipeline. OPPORTUNITIES Feedback we are receiving from clients suggests Quantity Surveyors with 1-2 years’ experience and Project Managers within consultancy are in highest demand. At a local level, we are working with young people to build awareness and understanding of the opportunities available through a career as a Quantity Surveyor. And within a global context, we are using our network of over 250 international offices to attract talent

back to Northern Ireland and are actively showcasing the wide range of opportunities available here. This work is starting to bear fruit as we have seen several experienced graduate surveyors being lured back into the region by firms confident of growth. On the employer side, we would

stated that Belfast is “on an upward trajectory” as 30 major schemes are either underway or recently completed across the city. More than 1,000 hotel rooms will soon be created, boosting the local tourism and hospitality industry. Investment continues to flow into the city. Indeed, RICS in Northern Ireland has set attracting inward

in this regard. Initiatives such as the Inclusive Employer Quality Mark (IEQM) are designed to help firms in the profession gain a competitive advantage by adopting inclusivity standards. According to Susan Mason, Regional Services Manager, RICS: “As the industry’s professional body, RICS understands that talent can be retained through observation of

opportunities.”

The IEQM asks employers to pledge commitment to adopting and continually improving against six globally applicable principles. To find out more about the IEQM ‘Diversity in Practice’, log on to www.rics.org.

PARTNERSHIP APPROACH To maximise Northern Ireland’s potential to attract inward investors, we should be doing everything we can to help nurture growth within the construction industry. For our part, we aim to deepen our support for the industry and have forged a new partnership with RICS. This is in addition to similar partnerships we have established with the Chartered Institute of Builders (CIOB), the Institute of Civil Engineers (ICE) and the Royal Society of Ulster Architects (RSUA). The objective of this latest partnership is to support RICS in their drive to attract new skills to the market. We will be joining forces with the organisation to deliver amongst other things - a series of clinics that will help employers to exploit new growth opportunities and for those looking to embrace new opportunities to develop their skills capability.

WItH a reputation for excellence in constructing quality projects, tAL Limit has been awarded a signifi contract (£3.1m) by global medical diagnostics compa Randox. This initial contract is for the construction of a new facility fo High on the agenda for these clinics will be discussions on staff retention strategies. This involves addressing questions such as: what does a positive induction process look like; how do new people integrate with the team; how does the business communicate and engage with new talent; how can a firm create a positive culture within the business; and how clear is the appraisal and salary review system.

Professional clinics aimed at RICS members will also look at areas such as employee engagement and retention. We will also share valuable market insights generated through Hays-led research which includes the annual Hays Salary & Recruiting Trends Guide.

investment as a major policy objective. The tangible outworkings of this have been events in Parliament Square, London, and in New York for potential investors which identified “a real interest amongst those in attendance”.

INVESTMENT On the plus side for the construction industry, Invest NI is reporting that foreign direct investment (FDI) interest in Northern Ireland is still high, even after the Brexit referendum result. This builds on the Deloitte Belfast Office Crane Survey 2017 which also

best practice. The Inclusive Employer Quality Mark encourages all firms, large and small, to look carefully at their employment practices and have inclusivity at the heart of what they do. The principles that lie behind the IEQM offer a differentiator for firms during recruitment - in effect, potential candidates can be assured of high quality staff practices and promotion

INTERVIEW

Specify talks to Gerard Graham FCIOB, Chair of CIOB Belfast Hub

Q: Did you plan to get involved in the Construction Industry? I was always interested in construction. As a child I spent many hours playing with Lego. Lots of prototype tall buildings were constructed in the Living Room of my mother’s house.

Q: How did you start off? I did the BSc (Hons) Construction Engineering & Management degree at Ulster University. I then did my placement year with Farrans at the £90m Odyssey project in Belfast. Getting exposure to a large complex project at an early stage helped see the opportunities and challenges involved in the construction industry. I then did a Master’s Degree. Although I aimed to work in the construction industry, I was presented with an opportunity which would involve working for leading manufacturing company Wrightbus overseas; I did so and was based in Central Europe, attended Dutch language classes and thoroughly enjoyed it. There are many similarities between manufacturing

and construction companies. The same methodology is used throughout both. I then later moved back into the construction industry and now work for Martin & Hamilton which I fully enjoy.

Q: What have been the highlights of your career so far? Highlights so far include: • Being elected Chair of the Chartered Institute of Building’s (CIOB) Belfast Hub earlier this year. • Project-managing a refurbishment project at W5. The exhibits were really modern and eye-catching which caught my attention. I managed that particular project from preparing the PQQ submission, to coordinating the tender, and then visiting the site each day to monitor progress.

Q: What was the best piece of advice you’ve been given? My late father used to say ‘a wise man learns more from a fool than a fool learns from a

wise man’. Listen and learn from everyone is how I interpret that.

Q: What would you say to any students considering a career in construction?

investment will go elsewhere.

Q: What needs to be done to help the Construction Sector?

There is a role for everyone in the construction industry. Friends who I did the Degree with are working in many different roles. For example, Neil is implementing BIM within Farrans, Michael is a Project Manager for construction consultancy Turner & Townsend, and Ryan is a Director for global construction giant Mace. There are exciting opportunities available for those who want to progress.

There are many areas of the industry that could be improved. One issue is the skills shortage. Leaders and managers within the industry need to unite somehow to address this within schools and colleges collectively. The industry is still viewed less favourably than main-stream professions. There are so many wide ranging trade as well as professional roles that need to be communicated to teachers, students and parents. The STEM Ambassador Programme is a great initiative to help.

Q: Do you think the Construction Sector needs more support from Stormont?

Q: Tell us something surprising about yourself…

In my opinion, for the construction industry to grow in any region, public confidence and political stability are both essential. We need a functioning Assembly as soon as possible. This cannot be over emphasised. The longer the political vacuum continues, the higher the chance that private

My best achievement outside of work was completing the Portaferry Triathlon. The first leg was the swim from Strangford to Portaferry. Swimmers had just 28 minutes to get across the lough at slack tide otherwise they were plucked out!
