SELF BUILD GUIDE TO LOW ENERGY HOMES 2020 Architect Michael Howe provides an insight into sustainable technologies and materials which, can protect against spiraling energy costs and help future-proof new builds.

The building envelope of your home is the first thing architects will look at and insulation is one of the most obvious points to consider. Clients frequently opt for pump bead insulation into the cavity wall. If budget allows, using Rigid Foil Faced PIR (Polyisocyanurate) or Rigid Foil Faced PUR (Polyurethane) insulation board in cavity walls is the way forward – running with either 150mm or 200mm. Through a process of research and design, 2020 Architects champion a unique and environmentally responsive Eco House, which is an energy efficient building with a high thermal mass. In order to increase thermal

efficiency, it’s important to look at two things - the junctions and wall ties to help reduce thermal bridging. Using a wall tie that is manufactured from basalt fibers is an option that will help reduce the thermal bridge between blockwork and insulation. The other area is wall junctions themselves, where the floor and roof insulation meets the wall insulation. In traditional built homes, where the horizontal and vertical plane of insulation meet, there is no connection between the two and a thermal bridge can occur. This can be almost entirely eliminated by using an autoclaved aerated concrete block, also known as a thermal block. Quinn Lite blocks are the most thermally efficient concrete blocks currently available throughout Ireland. Underfloor heating in your home will increase what is known as the thermal mass of your floor. The efficiency of your underfloor heating can be maximised by using Ultraflo® screed. An innovative

product by RTU, it is Ireland’s only ready mixed hemihydrate liquid floor screed. Mechanical Heat Recovery Ventilation (MHRV) is another option to reduce heat loss as it avoids the need to open windows or install noisy extractor fans. It works by extracting warm, moist air from bathrooms, shower rooms and kitchens via a system of ducting which passes through the heat via the exchanger into habitable rooms in the house such as bedrooms and living rooms. COLBY HOUSE RECONFIGURATION PROJECT

Turkington Construction were appointed to the Colby House reconfiguration project by the Department of Finance and Personnel to undertake a turnkey design and construct contract that would provide approximately 34,500 square feet of office accommodation supporting up to 270 jobs. The works included the complete replacement of the external envelope, the construction of a three storey extension at the main entrance and the construction of a stunning new entrance piazza with under croft accommodation. Internally the building has been transformed, delivering 21st Century standard facilities for staff and the general public in accordance with the Workplace 2010 design and construction performance specification. Accommodation includes; open plan offices, spacious meeting rooms, informal break out areas, contemporary kitchen and dining and shower/toilet/changing facilities. The new environment actively contributes to the well-being and productivity of the workforce, with a rich pallet of high quality materials and bold colours being complemented by furniture, fixtures and fittings that are simple and neutral in style and which are integrated with the building services to ensure flexibility in terms of re-grouping when required by work teams and work flows. Given the location of Colby House, sited in a predominantly residential area, and also counting the Lyric Theatre amongst its neighbours, excellent community relations were

essential and this was achieved through continuous contact and interaction with organisations including; local residents /business groups, the Theatre, Belfast City Council and the emergency services. The project was registered with the Considerate Constructors Programme which independently evaluated the efforts and results being achieved by the dedicated Turkington project team. On appointment to the project Turkington Construction and their Design Team undertook review of the Employers Design Brief and developed the building design and specification to construction stage, achieving sign off from DFP and their team at gateways identified in the design programme, which was in turn coordinated with the construction programme. The work of the Turkington Design Consultants was augmented by Contractor Design Portions undertaken by specialist supply chain members including: • Ceiling rafts – Significant effort was invested in establishing the layout of the rafts to ensure that not only the aesthetic effect was optimised but also the services engineering aspects were fully accounted for, e.g. lighting levels, smoke detection, PAVA etc. • Reception Desk and Customer Counters – The reception and counters were designed to be fully DDA compliant and were fully coordinated with the M&E design and installation to ensure integrated equipment was serviced. • Glass Balustrading to the feature stairs had to be both pleasing to the eye and functional. The work of the architectural steelwork and concrete stair contactors was fully coordinated using computer aided design software to ensure clashes between rebar, cast in items and fixings were eradicated. • Structure and Fabric – Fabrication drawings for structural and façade elements were coordinated using design software to ensure a clean sharp appearance to the building

externally and internally and allowed builders work associated with the M&E services to be fully designed and scheduled. • M&E services – Turkington worked closely with the M&E designers and supply chain to ensure the services installation achieved the performance required by the Client brief while being fully integrated with the building fabric and finishes. Having been appointed from an early stage in the delivery of the project Turkington took advantage of Early Contractor Involvement during pre-construction to develop the Contract Management Plan in accordance with our ISO accredited Integrated Management System. This forward planning led to the construction, commissioning, handover and the commencement of Employer operations being delivered in a trouble free and seamless manner. Effective programme and cost management, rigorous implementation of the project quality plan combined with a comprehensive commissioning strategy and soft landings procedures ensured contract completion in accordance with agreed cost, time, quality, H&S and environmental targets and therefore a satisfied client and end users.

PROBLEMS OF UNCERTAINTY FOR PUBLIC SECTOR CAPITAL BUDGET REMAIN by John Simpson

The construction industry in Northern Ireland has been recovering from the painful collapse in order books that came with the crisis in house prices nearly 10 years ago. Building work peaked in mid-2007 and then fell by 50% to a low point late in 2013. Since 2013, output has improved so that late in 2016 it was only 29% lower than in 2007: improving but still well down. This is a record of falling workload and later partial recovery that is more dramatic than in any other recent period. Ironically, such has been the scale of the changes that many skilled employees have found employment in GB to the point that, even with only a partial local recovery, skill shortages have reappeared. The immediate prospects for the construction sector are significantly influenced by the continuing uncertainty of the lack of a Stormont budget. The Northern Ireland Executive collapsed before a budget was

presented for 2017-18. It was overdue and with little explanation for the delay, no statement was tabled before the Stormont administration went into election mode. Arguably the available partial evidence points towards a very difficult framework within which the budget was to be set. The causes of the budget tensions are clear. The motivation behind the tensions is subject to greater dispute. First, the Stormont Executive is inheriting a number of spending commitments which are larger than would be justified by a strict assessment of parity with GB. These

commitments are, therefore, a first charge on the UK Block Grant to Northern Ireland which reduces the scope for further local discretion. They put a squeeze on a local budget. The continuing and new commitments

include: a. taking the cost of water services for domestic customers out of the Block Grant and the avoidance of separate domestic water charges b. charges through local rates bills that are below comparable

Council Charges in England c. proportionately higher spending on social housing through the budget of the Housing Executive, and d. the agreed mitigation costs of interim support for welfare payments at levels higher than in GB (under the Fresh Start agreement). There is a number of other local variants which add to these commitments. The result is that the scope for discretion for local services is heavily constrained. Then, in addition, the value of the Block Grant, as part of overall UK policy on public spending, is falling. Depending on the assumptions made, there is an argument that the Block Grant is already more than £1m less than 5-7 years ago and that it will fall, in real terms, by nearly another £1m by 2020. Even allowing for lack of statistical precision, the squeeze on the Stormont budget is undoubted.

The interpretation of that process has become political. Should it be described as Northern Ireland’s share of a necessary UK deficit reduction strategy or should it be described as an imposed austerity agenda by a Tory government? Into this argument, London based Ministers are likely to add that Northern Ireland’s position should not be described as unduly painful since public spending per head in NI is nearly 20% higher than the UK average. In that context the squeeze on the Block Grant represents a defensible adjustment within the UK framework. The uncertainty caused by the new tax in the form of the apprentice levy was well summarized by David Henry, Chair of the Construction Employers Federation in his speech at the CEF dinner: “The lack of a stable, devolved political administration has also seen our industry been particularly negatively singled out as a consequence of the impact of the

Apprenticeship Levy. No matter who you would speak to in government over the last two years, the message was clear – we understand that it is not sustainable for the construction industry to be paying two levies as of April 2017. And now, for all that ‘understanding’, our industry stands here in the unsustainable position that we had all feared.” For the construction industry a critical part of the public spending debate is influenced by the earmarked capital spending budget. At first sight, the capital budget is less contentious. A five year profile of expected public sector capital spending was published within the UK budget statement. Northern Ireland was allocated spending of £1.1bn in 2016-17, followed by £1.2bn, £1.2bn, £1.3bn and £1.3bn in the succeeding years. Until a NI Executive is restored it seems that these allocations might

be delivered. However, what remains unclear is what further or other capital funds may be sourced. There is a further earmarked £114m available as Financial Transactions Capital. This is money available for allocation to projects which accept a repayment obligation (as a form of loan). A further possibility, possibly conditioned by the return of the Executive, might be direct borrowing from the Treasury National Loans Fund, in a continuation of the pattern in earlier years. If this does not materialize then overall capital spend by the public sector in 2017-18 may be reducing. The immediate current and capital budget spending plans merit a note of caution. Unless the NI Executive finds a new working agreement or Direct Rule is invoked, there will be a cumulative loss of public sector workload. The uncertainty is unfortunate and unhelpful.

PROTEUS CLADDING GETS MOLECULAR AT IMPERIAL COLLEGE Striking perforated panels from Proteus Facades in TECU Brass with a Capisco patinated finish have created a dynamic aesthetic on Imperial College’s new Molecular Sciences Research Hub in London. The concrete façade, combined with the perforated cladding and triple glazed curtain walling on the Hub fuse together to outwardly portray what this innovative research facilities does on the inside. Aukett Swanke chose Capisco’s CAP 55 finish for the Proteus SC perforated panels early in the design process because they were looking to complement the flat bare concrete façade and glazed elements. The CAP 55 effect was hand applied by patination specialist Capisco, which gave the Proteus SC TECU Brass perforated panels an enhanced flow, feel and texture. The appearance of the perforated and patinated panels now changes depending on the level of sunlight and the angle at which they are viewed from. The end result is a strikingly beautifully aesthetic that appears to move and shimmer across the visually flat façade beneath. The perforated panels seamlessly transition through the entrance glazing to form a striking feature within the atrium entrance. This creates an impressive solar composition, accentuated by spotlights, when visitors cast their eyes upwards. “The contrast between the concrete, glass and patinated brass couldn’t be more complementary and, with it, pleasing to the eye,” said Elias Niazi, Design Principal at Aukett Swanke. “The visual outcomes on this project have exceeded expectations. The

perforated patterns on the brass panels with artistic patinations add a sense of mystery and mirror the innovative research works carried out inside the building. Elias Niazi, Design Principal explained: “We specified Proteus SC because we liked the wide panels of its TECU Brass perforated system, as well as the company’s ability to work with Capisco on what is a completely bespoke cladding solution.” Proteus Facades, again working with Capisco to create a matching patinated finish, manufactured the window flashings for the Hub. Initially conceived as a simple window flashing, Proteus had to overcome a real technical challenge - the profile of the window reveal is a narrow box that tapers across the width to make it appear as though the window blends into the concrete. The maximum depth of the window reveal was too large for traditional manufacturing processes and so a multi piece flashing design was developed which could be stud welded and bolted together. This avoided any distortions that would have resulted from traditional welding processes, whilst creating a bespoke element that could be easily installed on site. Proteus Facades is able to supply the CAP 55 finish in either Brass or Bronze materials. The TECU Brass Proteus SC perforated panels were developed in conjunction with the supporting composite panel behind. These had a maximum capacity to support the perforated panels, with the required cavity zone, at 750mm centres. Proteus SC perforated hock on panel system was used, set off from the company’s 125x50mm mullion. The perforated panels encompass a PPC black stainless steel bird mesh,

carefully integrated into the back to ensure there was no visual impact to the panel face.

RECORD AWARDS HAUL FOR SRC AT SKILLBUILD NI

Students from Southern Regional College (SRC) have won a record haul of awards at Northern Ireland’s premier construction skills competition.

A total of 17 awards were presented to SRC during Skillbuild NI, the prestigious annual construction industry awards for apprentices, which was also held at the SRC campus in Portadown for the first time. At an event in which more than 80 promising students from right across Northern Ireland pitched their skills to win 11 coveted titles ranging from brickwork to wall and floor tiling, SRC sailed home with six first-place medal titles and six second and third-place medals combined. SRC was duly awarded the Skillbuild NI Department for the Economy Cup for the highest number of medals won in the competition as well as the Skillbuild NI Chairpersons Cup for the largest number of entries. SRC also won the prestigious David Cooper Trophy for biggest tally of medals secured across 40 years of competitions. Skillbuild NI is run and governed by CITB NI and is supported by the Department for Economy and key local employers and organisations such as the Construction Industry Federation, City and Guilds, Colleges NI and the Federation of Master Builders, is designed not only to encourage trainees to improve their skills but to showcase examples of the quality workmanship produced locally. Every apprentice is challenged to produce quality work in tight timeframes and are continuously assessed on their performance by an expert panel of industry professionals. Cookstown builder Eric Lyttle has a long list of achievements and added another to his collection after receiving a lifetime achievement award on behalf of the Federation of Master Builders (FMB). A new addition to the popular Master Builder Awards to celebrate the FMB’s 75 year anniversary, the Lifetime Achievement Award is presented to a Master Builder who has contributed positively to the building industry, the FMB and/or their community. Eric was a founder member of the FMB in Northern Ireland and for over twenty years has given the organisation a huge amount of time and energy, supporting its drive to raise standards and broadcast the excellent work carried out by FMB members. Most remarkably, he has done this while running his own traditional family building firm. Gavin McGuire, Director of FMB Northern Ireland said: His experience and support for FMB is an asset to the organisation – he is very strong advocate for high standards and the quality of work carried out by

Nominated by his CITB representative, Kieran has impressed his peers, having competed and won gold medals at SkillBuild Northern Ireland 2015 and WorldSkills UK 2015. His membership of the UK squad and progression towards team selection for WorldSkills 2017 is a reflection of his potential to represent the UK at the highest level in vocational competitions.

NORTHERN IRELAND’S PROPERTY INDUSTRY MUST UNITE TO END HOMELESSNESS, SAYS RICS

Northern Ireland’s land, property and construction sectors must collaborate better to help end rising homelessness and deliver more affordable homes, says the Royal Institution of Chartered Surveyors (RICS). The professional body is asking those who work in the industry to pledge their support for its ‘A Home For Cathy’ campaign, which aims to deliver solutions to alleviate the country’s affordable housing crisis. Statistics from The Homelessness Monitor Northern Ireland show that in 2015/16, 18,600 households presented as homeless in Northern Ireland, with a 13% increase since 2012/13 in what are described as Full Duty Applicants, to 11,200 people. RICS – which sets professional standards in the land, property and construction sectors – launched its ‘Home for Cathy’ campaign to coincide with the 50th anniversary of Ken Loaches seminal film, ‘Cathy Come Home’ (an influential film which ignited a debate about homelessness at the time). RICS is now calling on the Northern Ireland’s wider property sector - as well as policy makers and advocates for change - to commit to helping deliver solutions to alleviate the affordable housing crisis by pledging support for its antihomelessness campaign. In doing so, those that pledge are invited to provide feedback on how the industry can end rising

homelessness and deliver more affordable homes across the region. Recent RICS market research has revealed that the UK faces a 1.8m shortfall of rental properties by 2025, and over the next five years rents are predicted to rise by 25% followed by house prices at around 18%, due to an ongoing chronic shortage of housing stock. Former RICS President, Michael Newey, who is part of the Homes for Cathy Group, said: “It’s hard to comprehend that over 50 years later – since Cathy Come Home first aired - we are once again in the grips of another housing crisis with rocketing unaffordability levels pricing even those on good incomes out of the market. “Rising prices along with recent caps to housing benefits, including the abolition of housing benefit for those under 21, are key reasons why those on lower incomes are being pushed out of the market. However, recent RICS research revealed that over 50 percent of private landlords would house homeless people if the Government introduced some form of state-endorsed deposit guarantor scheme. Speaking at a dinner which was attended by 300 people and was addressed by BBC correspondent Fergal Keane OBE as its Guest Speaker, Mr Henry said: “If we accept as fact that the Northern Ireland Executive’s Block Grant is the main source of finance for investment locally then Northern Ireland has significant problems. The private sector, primarily due to issues surrounding risk and return on investment, is not investing the sums of money locally which we need to gradually ween us off our dependence on the public purse.

SEARCH LAUNCHED FOR MANAGER OF £100M GOVERNMENT FUND Commenting, in late March, on the launch of the procurement of a fund manager for the Northern Ireland Investment Fund, Federation Managing Director John Armstrong said: “The announcement of this procurement for a fund manager is a hugely significant and welcome moment. Industry has long called for the widening and deepening of the Northern Ireland public purse in respect of infrastructure investment. The approach outlined by way of the Investment Fund mirrors that taken in other jurisdictions where it has been met with great success. “In the midst of current uncertainty around the Northern Ireland Executive’s budget, it is vital that government presses on with enhancing Northern Ireland’s competitiveness and attractiveness as a region to do business and invest in. The Fund rightly seeks to leverage in private sector funding to address many of our strategic economic and infrastructure challenges as a region, notably Grade A office space, and it is vital that certainty is now provided by sticking to the timelines laid out in the procurement.” i

CONSTRUCTION INDUSTRY CALLS FOR PUBLIC SECTOR INNOVATION TO STIMULATE INFRASTRUCTURE DELIVERY A

Without an agreed Executive budget which deals with many pressing issues we are risking the progress that had been made in areas like streamlining the procurement pipeline and agreeing seven flagship projects for delivery. “Of course, the statement the Secretary of State made on Monday in respect of the budget is to be welcomed. The publication of an indicative set of departmental allocations will allow government clients to plan, prioritise and deliver their capital expenditure over the coming months in a way that had, until now, been difficult. “However, even this statement falls short of where we should be at this point in the financial year – and, to be absolutely frank, it should have been a statement made by the Northern Ireland Executive itself in December.” Resulting from this impasse, and on the subject of the Apprenticeship Levy, Mr Henry said: “The lack of a stable, devolved political administration has also seen our industry been particularly negatively singled out as a consequence of the impact of the Apprenticeship Levy. No matter who you would speak to in government over the last two years, the message was clear – we understand that it is not sustainable for the construction industry to be paying two levies as of April 2017. That Agreement won overwhelming support in a referendum one month later. The business community and civic society are united in our gratitude to the UK and Irish governments of that time and of course international support from President Bill Clinton and Senator George Mitchell. Similarly, we recognise that Northern Ireland is indebted to many people from right across society who have transformed communities by putting themselves forward as peacemakers, compromisers and economy builders during the past two decades. Lives have been transformed and a generation of young people have benefited enormously.

INDUSTRY WELCOMES SECRETARY OF STATE STATEMENT Commenting on the Written Statement in Parliament by the Secretary of State for Northern Ireland in relation to Northern Ireland Finances on 24 April, Construction Employers Federation Managing Director John Armstrong said: “In the context of the lack of formation of a Northern Ireland Executive and the imminent dissolution of the UK Parliament ahead of the General Election, today’s statement by the Secretary of State is a welcome step. “Although a much needed Northern Ireland Budget for 2017/18 has not been passed by virtue of the statement, the publication of an indicative set of departmental allocations will allow government clients to plan, prioritise and deliver their capital expenditure over the coming months in a way that had, until now, been difficult. “This statement will therefore give government clients the absolute certainty that a budget akin to that announced today would be passed between now and the start of July. “For many construction companies, public sector work is their absolute lifeblood. Today’s statement will give industry the certainty that work will continue to flow – from the flagship schemes such as the A6 to the minor works which so many depend on.”

Northern Ireland’s power-sharing government that emerged from the Belfast/Good Friday Agreement has brought peace to our streets, put an end to sectarian killings and allowed economic growth to ensue. Devolved government has also delivered to Northern Ireland autonomy over our local public services and has dramatically improved our international reputation for investors and tourists alike. But, as President Clinton has recently reminded us, there is much more to be done. Indeed, as the UK re-negotiates its relationship with Europe, a united voice from Northern Ireland politicians is urgently needed to protect our unique interests. Today, business bodies (representing employers, investors and entrepreneurs), the Community and Voluntary Sector (representing organisations which transform lives through voluntary work and community groups) and many other members of civic society such as universities and membership organisations make a final plea to local political leaders, and the two governments, at this critical juncture. Devolved government is the only option for maintaining our precious peace and allowing the people of Northern Ireland to shape their own destiny; a local Executive must be formed for the sake of Northern Ireland’s future. Business and civic society are today directly asking local politicians to find a way forward for creating a powersharing government that works for all the people of Northern Ireland. Our future can only be a shared one. It is only through local government that we can guarantee peace, attract investment and deliver job creation and social progress for this small region. We remind local politicians that they have a duty to their electorate to pursue the best way forward for everyone residing in this region. Today the voice of business and civic society join together with one message. Together our organisations represent hundreds of thousands of people across all religions, backgrounds and sectors. We unequivocally state that the best way forward for everyone in Northern Ireland is through a local power-sharing government which is built upon a desire to maintain our peace process, demonstrate respect to all communities and deliver compromise where needed.

In total, CEF member companies account for over 70% of all construction output in NI. he following article has been prepared for Federation members by one of our Patrons, BDO Northern Ireland.

Following the vote to leave the European Union last June, there has been uncertainty across the business sector in Northern Ireland and the UK as a whole, with issues like the weakening pound becoming cause for real concern for some. Despite this however, businesses have proved resilient and it was anticipated that the Chancellor of the Exchequer, Phillip Hammond, would mirror this feeling in his first Budget. What we got was a relatively cautious approach from Mr Hammond with few headline grabbers, particularly for Northern Ireland. The Budget urged a period of stability, seemingly preparing for the triggering of Article 50 when Brexit becomes a reality. There was no windfall giveaway from the Chancellor, certainly not compared with the Autumn Statement, and he made it clear that the Government would not be drawn into spending more than it collects. It is completely conceivable that the Treasury is looking at what funds it may need to release over the next couple of years following Brexit. Not surprisingly, he did not characterise this money as a “Brexit fighting fund” – indeed Brexit was barely mentioned. The Budget does provide a modest increase in capital expenditure for the Northern Ireland Executive, with the caveat of course that we have an Executive in place to spend it. This additional funding of £120million will contribute to major issues such as our infrastructure, which will in turn contribute to our competitiveness and ability to attract foreign direct investment (FDI). To make this happen we need a working Executive in place and with it an agreed budget for the forthcoming financial year. A local commentator quipped that Mr Hammond’s Budget may have been dull, but at least the UK had a Budget. We also have the long-standing issue of Corporation Tax in Northern Ireland. It is imperative that we get a rate that is competitive enough that we attract lucrative foreign direct investment; particularly given our neighbours in the Republic of Ireland currently have a 12.5% rate to attract this investment. Perhaps the most standout announcement from the Budget was the National Insurance hike for the self-employed, aimed at aligning the taxation of the employed and self-employed. We will have to wait and see how this truly affects the 130,000 self-employed in Northern Ireland but it does create concern and a potential barrier for people setting up their own business. The construction industry would be hit significantly with this measure, with around 40% of the local industry being self-employed. This will now not proceed as planned, as confirmed by the Chancellor on Wednesday 15th March. Another area of concern is the progress of the NI Investment Fund, aimed at stimulating private sector investment in infrastructure projects that benefit the region. Following the EU referendum result, the European Investment Bank (EIB) said it would provide the NI Executive with advisory support in relation to the development of its own Investment Fund. Without sounding like a broken record, this can only be progressed and implemented once we have a new Executive in place. This was a slimmed down Budget with few forays into areas like infrastructure and housing, not much on transport and only glancing references to the devolved regions. It remains to be seen how the extra £120m funding for the NI Executive will be spent and how businesses will be impacted by measures such as the National Insurance hike for the self-employed. In conclusion, this is a Budget that will be aimed at steadying the ship ahead of much choppier waters.

PARTNERSHIP TO BOOST BUSINESS PLANNING FOR CONSTRUCTION FIRMS I

n late February, the Construction Employers Federation announced a new partnership that will put specialist tax and business planning support within reach of more than 800 building companies.

Our Environmental Management System is the BS8555. be hazardous to our environment. Within the Roofing division there is a risk with bitumen products and propane gas. The asbestos division has the risk of contaminating the air we breathe. To ensure we are fully prepared for worse case scenarios on the job we have control procedures put in place. Use of recycled building products and renewable energy: Our main recycled material would be our roofing felt. Felt roof cuttings, as small as 300mm x 1m, are kept in our

stores and are constantly used on repair works. In our premises we re-use rainwater that we collect from a pitch roof gutter into a water bowser ready to use when required. Measures to demonstrate the mitigation of climate change: We have installed tracker devices in our fleet of vehicles to assist us when

urgent call outs come in. In the past when a call out was reported we guessed what squad was closest to attend. With the tracker device we can pin point who is closest and how long it will take that squad to arrive. This will save a lot of man hours and fuel over an extended time and help to keep our environmental footprint down.

NEW INDUSTRY PARTNERSHIP AIMS ‘TO ATTRACT SKILLS TO THE MARKET’

Northern Ireland’s construction sector appears, overall, to be in growth mode. That’s one of the big messages coming out of the recent Royal Institution of Chartered Surveyors (RICS) and Tughans Northern Ireland Construction Market Survey. This ties in with the Ulster Bank’s PMI report (published in April) which found that Northern Ireland’s

construction sector - as well manufacturing, retail and services grew in March. The RICS survey found that workloads had increased across all UK regions in the first quarter of the year. However, the pace of growth dipped slightly in Northern Ireland between Q4 2016 and Q1 2017. Looking ahead, the forecast for workloads over the coming 12 months suggests a slight slowdown albeit whilst remaining relatively strong.

SKILLS Despite a positive outlook, the survey revealed that a lack of skills remains one of the biggest challenges faced by local employers. Four-in-10 respondents to the RICS survey felt that a lack of skills was stifling growth. Respondents also said tender prices were increasing due to rising material costs and to rising wages (another factor which is linked to the lack of skills). In addition, one challenge that isn’t going away will be the lack of EU funding post Brexit, including EIB and ERDF funding. While the trade

agreement will be up to the UK government, the onus falls on industry to secure the domestic skills pipeline. OPPORTUNITIES Feedback we are receiving from clients suggests Quantity Surveyors with 1-2 years’ experience and Project Managers within consultancy are in highest demand. At a local level, we are working with young people to build awareness and understanding of the opportunities available through a career as a Quantity Surveyor. And within a global context, we are using our network of over 250 international offices to attract talent

back to Northern Ireland and are actively showcasing the wide range of opportunities available here. This work is starting to bear fruit as we have seen several experienced graduate surveyors being lured back into the region by firms confident of growth. On the employer side, we would

PARTNERSHIP APPROACH To maximise Northern Ireland’s potential to attract inward investors, we should be doing everything we can to help nurture growth within the construction industry. For our part, we aim to deepen our support for the industry and have forged a new partnership with RICS. This is in addition to similar partnerships we have established with the Chartered Institute of Builders (CIOB), the Institute of Civil Engineers (ICE) and the Royal Society of Ulster Architects (RSUA). The objective of this latest partnership is to support RICS in their drive to attract new skills to the market. We will be joining forces with the organisation to deliver amongst other things - a series of clinics that will help employers to exploit new growth opportunities and for those looking to embrace new opportunities to develop their skills capability.

Specify talks to Gerard Graham FCIOB, Chair of CIOB Belfast Hub

Q: Did you plan to get involved in the Construction Industry? I was always interested in construction. As a child I spent many hours playing with Lego. Lots of prototype tall buildings were constructed in the Living Room of my mother’s house.

Q: How did you start off? I did the BSc (Hons) Construction Engineering & Management degree at Ulster University. I then did my placement year with Farrans at the £90m Odyssey project in Belfast. Getting exposure to a large complex project at an early stage helped see the opportunities and challenges involved in the construction industry. I then did a Master’s Degree. Although I aimed to work in the construction industry, I was presented with an opportunity which would involve working for leading manufacturing company Wrightbus overseas; I did so and was based in Central Europe, attended Dutch language classes and thoroughly enjoyed it. There are many similarities between manufacturing

and construction companies. The same methodology is used throughout both. I then later moved back into the construction industry and now work for Martin & Hamilton which I fully enjoy.

Q: What have been the highlights of your career so far? Highlights so far include: • Being elected Chair of the Chartered Institute of Building’s (CIOB) Belfast Hub earlier this year. • Project-managing a refurbishment project at W5. The exhibits were really modern and eye-catching which caught my attention. I managed that particular project from preparing the PQQ submission, to coordinating the tender, and then visiting the site each day to monitor progress.

Q: What was the best piece of advice you’ve been given? My late father used to say ‘a wise man learns more from a fool than a fool learns from a

wise man’. Listen and learn from everyone is how I interpret that.

Q: What would you say to any students considering a career in construction?

Q: What needs to be done to help the Construction Sector?

There is a role for everyone in the construction industry. Friends who I did the Degree with are working in many different roles. For example, Neil is implementing BIM within Farrans, Michael is a Project Manager for construction consultancy Turner & Townsend, and Ryan is a Director for global construction giant Mace. There are exciting opportunities available for those who want to progress.

There are many areas of the industry that could be improved. One issue is the skills shortage. Leaders and managers within the industry need to unite somehow to address this within schools and colleges collectively. The industry is still viewed less favourably than main-stream professions. There are so many wide ranging trade as well as professional roles that need to be communicated to teachers, students and parents. The STEM Ambassador Programme is a great initiative to help.

Q: Do you think the Construction Sector needs more support from Stormont?

Q: Tell us something surprising about yourself…

In my opinion, for the construction industry to grow in any region, public confidence and political stability are both essential. We need a functioning Assembly as soon as possible. This cannot be over emphasised. The longer the political vacuum continues, the higher the chance that private
