Kimberly Adams, Ph.D.

Dr. Kimberly Adams is a Public Administration Strategic Advisory consultant and longtime member of NFBPA. As a Strategic Advisor, Dr. Adams supports jurisdictions through community development, disaster recovery planning, community engagement initiatives, program design and implementation – with one objective, ensure your community can thrive by leveraging all available resources. Prior to transitioning to the private sector, Dr. Adams dedicated more than 15 years as a public servant. While working at the City of Houston Housing and Community Development Department, Dr. Adams created a robust Electronic Content Management database, a “one-stop shop” for employees to store and retrieve data in real-time. The database also managed all projects from cradle to grave electronically – thereby improving customer service experience and expediting response times for citizen requests. In 2013, this database paved the way for the City of Houston to receive federal funds directly from HUD. By 2015, Dr. Adams also designed a finance, HR, call center and procurement workflow processes – streamlining and digitizing the entire Housing department’s operations. Dr. Adams also serves as Executive Director of Blodgett Urban Garden, BUG, a nonprofit urban garden located on 2 ½ acre at Texas Southern University dedicated to providing access to organic food to underserved residents in the Greater Third Ward and the surrounding areas of Houston. Dr. Adams earned her Ph.D. in Urban Planning and Environmental Policy from Texas Southern University, a master’s degree in Business Administration at Jackson State University, and a bachelor’s degree in Marketing from Southern University in Baton Rouge, LA. She holds countless certifications, but most notably Dr. Adams is a National Forum for Blacks Public Administrators 2016 Executive Leadership Institute (ELI) graduate and a certified Public Manager. She has focused both her professional and academic career on being impactful through sustainability initiatives centered on housing issues such as community level renewable energy technology, affordable housing, disaster recovery, community development and food insecurity. Dr. Adams enjoys spending time with her family, traveling, and reading.

Darnell Brown

Darnell Brown is the newly-elected President of the National Forum for Black Public Administrators (NFBPA) and recently retired as Chief Operating Officer of the City of Cleveland, where he served the City for more than 47 years. Brown’s extensive municipal experience includes operations, capital improvements, facilities construction and maintenance, budgeting, labor relations and organizational development. Each of these competencies were utilized in his oversight of the departments of Public Works, Public Utilities, Mayor’s Office of Capital Projects, and the Mayor’s Action Center. In this role he was part of the senior leadership for the City of Cleveland and an executive advisor to the Mayor. In 2004, Brown was appointed Chief Operating Officer managing an operating budget of $728 million with 4,000 employees. He also served as Acting Director of the Department of Public Utilities for 11 months during 2005 overseeing a budget of $423 million representing 71% of the total enterprise fund budget—and 1,700 employees. In 2006, Mayor Jackson expanded Brown’s responsibilities to include leading the following initiatives: Operations Efficiency Task Force, 311, Citistat, and Clean Cleveland. These initiatives were all completed with significant positive outcomes for Cleveland, all resulting in more and better service for significantly less cost, the Mayor’s main objective. Brown began his career with the City of Cleveland, Division of Water as a Personnel Assistant and in 1988, elevated through the ranks to become Commissioner of Water Pollution Control. As Commissioner, he led the operation and regulatory compliance of the sewer system of the City of Cleveland. Specific tasks included rate studies and competitive assessment initiatives resulting in provision of high quality, low cost service. Brown’s continued civic involvement includes membership on the boards of the National Forum for Black Public Administrators (NFBPA), Northeast Ohio Regional Sewer District, the Doan Brook Watershed Partnership, and the Cleveland Foodbank, where he serves as board president for each entity. A graduate of the Cleveland Public Schools, Brown attended Ohio University in Athens, Ohio.

The Honorable Cheryl R. Campbell

Cheryl R. Campbell serves as Assistant Secretary for Administration at the U.S. Department of Health and Human Services, supporting the agency’s mission to enhance the health and well-being of all Americans. As the first African American woman in this role, she works with the HHS Secretary, Xavier Becerra, in overseeing an agency with an annual budget of over $1.77 trillion, which accounts for almost one out of every four federal dollars and provides more grant funding than all other federal agencies combined.The Assistant Secretary ensures the Department’s most valuable assets – its people – are empowered to meet some of the most pressing challenges facing the nation and the world. She oversees the enterprise efforts of Human Resources, Occupational Health, and Diversity, Equity, Inclusion, and Accessibility, covering more than 84,000 employees in the U.S. and internationally. Her portfolio includes HHS’s $7 billion information technology and cybersecurity portfolio, ensuring it is up-to-date, secure, and able to meet the Department’s ever-evolving data needs. Administrative operations under her leadership include the management of more than two million square feet of HHS-occupied space in the District of Columbia and Maryland and providing access to a full range of operational support services in 10 Regional Offices nationwide. Her office partners with customers to develop and implement leading-edge supply chain solutions, such as mobilizing people and medical supplies to meet mission requirements anywhere in the world. Her motto: We get things done! Ms. Campbell has an extensive background as a successful chief corporate executive with over 30 years of profit-driven results. Poets & Quants named Ms. Campbell one of the world’s Top 50 Global Executive MBAs. A nationally acclaimed executive in Health I.T., ExecutiveBiz named a “Healthcare I.T. Game Changer.” FedScoop recognized her as one of D.C.’s Top 50 most influential Women in Technology. Her commitment to veterans is renowned, coming from a family of veterans. She is the founder and past CEO of the EagleForce Warrior Foundation, which supports wounded, ill, and injured military service members and their extended families as they recover in the Department of Defense’s critical care facilities. Ms. Campbell earned a Dual Global Executive MBA from Georgetown’s McDonough School of Business and ESADE Business and Law School, ranked among the world’s top business and law schools. She also holds a B.S. in Information Systems Management from the University of Maryland. She is the wife of Stanley Campbell and mother of three sons, Christopher, Alan, and Stanley III.

Eric M. Chisem

Eric M. Chisem, Sr. is a true native Floridian, born and raised in Fort Lauderdale, Florida and is the proud parent of one son, Eric Jr. Eric graduated from Dillard High School and later earned an A.S. in Accounting and a B.S. in Business Administration from Florida Metropolitan University (FMU). For 30 years, Eric continues to enjoy a purposeful career with the largest employer in Broward County, Broward County Public Schools (BCPS). Eric is the Director of Talent Acquisition & Operations (Non-Instructional) and leads the recruitment and hiring for all Non-Instructional staff. He Chairs the Superintendent’s Calendar Committee and serves on a host of other committees. Recently, Eric received the 2022 Hall Fame Award for Distinguished leaders in business, education and community who are alumni of Broward County Public Schools. Eric Trademarked #Learnedman, which includes his social media presence. Eric M. Chisem, Sr., is a proud member of Mount Bethel Baptist Church, located in Fort Lauderdale, Florida.

Travis Cutright

Mr. Cutright is currently Deputy City Manager for the City of Peoria overseeing police and fire, as well as technology. Prior to Peoria, Travis served as the Chief Innovation/Information Officer (CIO) for the City of Mesa. In his capacity as CIO, Travis was responsible for the creation and implementation of the City’s Smart City Strategic plan, which was one of the first such plans in the country at that time. Travis is a service-oriented executive, with expertise in establishing and driving strategic direction, enhancing organizational value, and steering continuous improvement. Over the past 25 years, he has served in executive roles in the capacity of Chief Information Officer, Director of Information Technology, as well as Vice President and Regional Business Manager in both the private and public sectors.

Aneisha Daniel, MSM

Aneisha Daniel is a senior executive with over 30 years of local government leadership and management experience. Ms. Daniel currently serves as the Assistant City Manager for the City of North Miami, the sixth largest municipality in Miami-Dade County, with more than 62,000 residents. Ms. Daniel has extensive management, financial, and operational experience, having led large operations and overseen budgets of up to $600 million. She previously served as the Deputy Director of the City of Fort Lauderdale Public Works Department, where she was in charge of water, wastewater, stormwater, and other public works functions; as the Assistant Director of Miami Dade County Solid Waste Management, she was in charge of waste collection operations for approximately 250,000 residents, with part of her tenure including the oversight of administrative departments. As a Budget Analyst in the Office of Management and Budget, she was responsible for various departmental budgets and projects. Ms. Daniel is a true public servant who believes in the value of public service. She believes in finding strategic solutions to problems and improving processes for more efficient and effective solutions. Ms. Daniel earned a Master of Science in Management from St. Thomas University and a Bachelor’s from Barry University with a concentration in Finance. She is currently enrolled at Florida Atlantic University, where she expects to complete her Ph.D. in Business this year.

Tennille DeCoste, M.S., CLRP

Ms. Tennille DeCoste has always had a knack for leading, teaching and assisting those in need. This was solidified upon her attaining her Bachelor’s Degree in Public Administration with a Certificate specializing in Human Resources from Barry University in 2007. She would continue to earn her Master’s Degree in Human Resources Development and Administration in 2009. Ms. DeCoste is certified in Human Resources, Mediation from the Florida Supreme Court, Employee & Labor Relations and Employment Law. Tennille has been an integral part of the Human Resources industry for over 21 years. Currently, as the Director of Human Resources and Risk Management for the City of Boynton Beach, Ms. DeCoste has flourished as a fearless leader managing a department budget totalling over $100 million, she oversees HR policies, collective bargaining agreements, civil rights, diversity equity and inclusion program, strategic planning, employee morale, and employee and labor relations, recruiting, benefits, risk management and so much more. Prior to the City of Boynton Beach, Ms. DeCoste has reached high levels of success, which is evident by the roles she has held and the cities/counties she has been trusted to oversee. The work that Tennille DeCoste has done, and continues to do, not only assists those individuals in the communities she serves, it also aides in the enhancement of the local economy. Ms. DeCoste is very active in community and social organizations and sits on numerous boards.

Errick D. Farmer, Ph.D.

Errick D. Farmer, Ph.D., is the Associate Dean/Associate Professor of the School of Allied Health Sciences. Dr. Farmer holds a Bachelor of Science in Business Communication from Florida State University and a Master’s Degree in Allied Social Science, with a concentration in Public Administration and a Doctor of Philosophy in Educational Leadership, both from Florida A&M University. Before his current position, Dr. Farmer was an Associate Professor of Professional Leadership Development at Florida A&M University, School of Business and Industry. Dr. Farmer has also held administrative positions within the Division of Administrative and Financial Services, Sponsored Programs, and Academic Affairs. Dr. Farmers has extensive experience in policy and procedures, training, contract management, project management, assessment, budget development, recruitment, retention, student success. Dr. Farmer is well-published and prides himself as a lifelong learner. Dr. Farmer is a 2023 member of the NFPBA Executive Leadership Institute (ELI).

Deric C. Feacher

Deric C. Feacher serves as the city manager for Daytona Beach, FL where he leads a team of individuals dedicated to accelerating the vision and goals of the citizens, elected officials, the business community and staff. Feacher has spent his professional career in government and consultant services. He has served as City Manager of Winter Haven and Haines City in Polk County, Florida, Director of Community Relations at Keiser University, Executive Director of Winter Haven Housing Authority, and numerous progressively responsible roles in municipal government. Deric is a proven manager where municipalities under his leadership experienced major growth and progressive development for the community’s residents during his tenure. Deric began his tenure as City Manager for the World’s Most Famous Beach, Daytona Beach on June 1, 2021. Community service has played an active role in Feacher’s life. He has been actively engaged in the community serving as past board chair for the United Way of Central Florida, Rotary and Kiwanis clubs, former member of the Haines City Chamber of Commerce and Winter Haven Chamber of Commerce, Polk State College Foundation, current member of Greater Daytona Chamber of Commerce, Team Volusia, Omega Psi Phi Fraternity, Florida City and County Management Association (FCCMA), International City/County Management Association (ICMA), and many more. He earned a bachelor’s degree in political science at Bethune-Cookman University and completed Harvard University’s John F. Kennedy School of Government Senior Executives in State and Local Government Executive Education program

Alfred Jerome Fletcher II, ICMA-CM, MPA

Alfred Jerome Fletcher II, who goes by Jerome, became North Port City Manager on Oct. 1, 2021. He has more than 20 years of experience as a public servant and leader. Mr. Fletcher received the Credentialed Manager designation from the International City/County management Association (ICMA) in April 2022. He is also a member of the Florida City/County Managers Association (FCCMA) and serves on the FCCMA Fiscal and Administrative Policy Committee. He has earned a Bachelor of Science in Accounting and a master’s degree in Public Administration. Mr. Fletcher has been married for 20 wonderful years with two amazing young children. Since coming to North Port, Mr. Fletcher has worked to establish a “Community of Unity” by engaging with citizens through “Meet and Mingle” information and Q&A sessions and other opportunities for interaction with residents. In 2022, he instituted a newly streamlined budgeting process that includes greater public feedback, incorporates the City Commission’s Strategic Plan and Strategic Pillars and improves transparency and accountability through online performance data tracking. Also in 2022, he helped guide the City’s Hurricane Ian response and long-term recovery efforts from this devastating, near-Category 5 storm. Mr. Fletcher came to North Port from the DC Metro Area, where he previously served as an Assistant Chief Administrative Officer for Montgomery County, Maryland. This local government is a suburb of our nation’s capital, has more than one million people in population and its economic development is built on being ranked as the #4 leader in life sciences in the country. In this position, he led daily operations and important decision-making processes as a member of the County Executive’s leadership team and his portfolio contained economic development, housing and community affairs, workforce development, and transportation. Mr. Fletcher has an extensive history working in economic development, which drives him to implement a strong business advancement strategy, including expanding revenue sources and fiscally prudent management. He is always looking to strike the proper balance with attracting and retaining new businesses as well as making sure the backbone of our economy, small businesses, have a seat at the table as well.

Carolyn Francis-Royer, MPA

Carolyn Francis-Royer is a public servant with more than 25 years of leadership experience. Carolyn has served in various capacities throughout her career. She served as Housing Program Coordinator and Block Grant Administrator in the Coty of North Miami. She also served as Procurement Contracting Officer in Miami Dade County. Currently, she serves as the Housing and Community Development Manager in the City of Tamarac. Her leadership strengths are strategic planning, budgeting and financial management, and community outreach. She believes her purpose is serving in the public sphere and is especially passionate about working on the social services side of public service. Having a positive impact on the lives of vulnerable communities or populations, such as communities of color, low-income families, seniors, or at-risk youth, is most rewarding. One very important goal that she works toward every day is to be a great coach and role model to the next generation of public administrators. Carolyn’s pursuit of public service excellence was recognized by the PA Times, a publication of the American Society for Public Administration. She was featured in the Summer 2019 edition in the Profiles of Excellence section. In addition to NFBPA, Carolyn’s professional memberships include the American Planning Association, the Florida Housing Coalition, and the American Society for Public Administration where she served as the Corresponding Secretary for 4 years. She holds a bachelor’s degree in human resource management and international Business from Florida International University, and a master’s degree in public administration and an Executive Certificate in Non-Profit Management from Florida Atlantic University. On the personal side, Carolyn is the wife of one, mother of two, and a fabulous grandmother of one!

Nicki Fraser Ph.D.

Dr. Fraser, a triple F.I.U. Graduate serves as the Public Policy and Administration Assistant Chair. Her involvement as Global Learning and COIL distinguished faculty, the Frost Museum at F.I.U., and the Maurice Ferré Institute for Civic Leadership advance F.I.U.’s strategic vision. Dr. Fraser is the incoming president of the American Society for Public Administration South Florida chapter.

Doug E. Fresh

Doug E. Fresh (born Douglas E. Davis, 17 September 1966, in Saint Thomas, U.S. Virgin Islands) is an American rapper, record producer, and beatboxer. One of the earliest beatboxers (and still seen as one of the best), Fresh is able to imitate drum machines and various special effects with often startling accuracy. Fresh’s early records are out of print, and have never been released on compact disc; thus original records can command high prices. He was born in St. Thomas, but came to the United States with his family when he was young. His recording debut was 1983’s single “Pass the Budda,” also featuring Spoonie Gee and DJ Spivey. However, Fresh’s breakthrough was 1984’s “Beat Street” behind the Treacherous Three. That same year saw Fresh’s debut as a solo artist with the singles “Just Having Fun” and “Original Human Beatbox”. Fresh became a major rap star in 1985. His single “The Show/La Di Da Di,” is considered an early hip hop classic. The “Get Fresh Crew” was featured: DJs Barry B., Chill Will, and MC Ricky D (who would later achieve fame as Slick Rick). In 1987, Fresh’s first full-length record was issued. Called Oh, My God!, this included a few more notable tracks such as (“Play This Only at Night” and “All the Way to Heaven”) and was critically hailed for incorporating elements of reggae and gospel music. The next year saw another long player, The World’s Greatest Entertainer, which appeared on Billboard magazine’s charts due in part to a popular single, “Keep Risin’ to the Top”. Slick Rick’s input was not appreciated by their joint record label, Fantasy Records, and he was asked to leave the group. However, subsequently Slick Rick released his own solo debut The Great Adventures of Slick Rick on Def Jam, to big success. Fresh did not record again until 1992’s Doin’ What I Gotta Do, issued by MC Hammer’s Bust It Records. Rap had changed appreciably in the interim, and Fresh seemed a little lost. The record performed poorly. In 1995, Slick Rick and Fresh reunited for a record entitled Play which found Fresh back on his feet. Play received positive reviews; Bret Love writes that the record is “a welcome flashback to the days when guns, drugs, sex and violence were not the genre’s primary lyrical focus.” In the late 1990s, Fresh collaborated with Prince on a number of recordings, notably Newpower Soul and the “1999, the New Master” EP. Recently, Fresh has appeared on VH1’s I Love the 80s. Fresh is a Scientologist and has performed for large audiences of Scientologists at the annual Scientology Celebrity Centre Gala in both 2004 and 2005. He also recorded a couple of songs on the Scientology music album “The Joy of Creating” along with Isaac Hayes, and Chick Corea.

Javar Godfrey

Dr. Javar Godfrey is a man of the people, a promoter of justice, and an advocate for social equality. Dr. Godfrey’s appreciation for the connection between youth and academia began when he was a high school student, and noticed the huge gap between his community, education, families and the youth around him. Dr. Godfrey was a student athlete himself and played quarterback for Independence High School in Columbus, Ohio. He went on to play football at Kentucky State University where he graduated Cum Laude with a Bachelor of Arts in Social Work, specializing in Domestic Violence and Drug and Alcohol Counseling. In 2005, Dr. Godfrey earned his Master of Science in Social Work from the University of Louisville, which led him to social work in the public school system. From there, he pursued his Doctorate Degree from Andersonville Theological where he graduated Summa Cum Laude. Dr. Godfrey’s life work has allowed him to collaborate with professional personalities, athletes, #FPLCares universities, corporations such as Nike, Pepsi, NCAA, NBA, NFL, United States Department of Justice and school districts across the country. His dream to bridge the gap is now a successful reality. His specialized programs have tremendous impact on youth and their families. Lastly, Dr. Godfrey’s backbone is his beautiful family, which includes his wife Kennetha and daughters Kennyce, Kniya and Knisha who live in Tampa, Florida.

Natasha Hampton, ICMA-CM, D.B.A.

Natasha Hampton is an industry recognized municipal government leader with over two decades of varied, progressive executive public administration & operations experience. Ms. Hampton has led organizations with 3,000+ full-time, part-time, seasonal, contractual, and temporary staff members collectively, as Acting City Manager, Assistant City Manager, Director of Human Resources to include Risk Management, Human Relations and Labor Relations, and Chief Marketing and Public Relations Officer to name a few, in the states of Florida and North Carolina. Hampton’s expertise in the field of Human Resources range from authoring policies and procedures and investigation protocols for internal EEOC, EEO and ADA federal regulatory compliance standards to steering IAFF/PBA/GE labor relations and union negotiations as lead negotiator and mediating union grievances. Natasha was recently conferred the Doctor of Business and Leadership (honoris causa) for her meritorious contributions to the field of public administration and she holds a Masters of Public Administration and Bachelor of Arts in Public Administration and Political Science from Florida Memorial University. She is named one of South Florida’s 50 Most Powerful and Influential Leaders, South Florida’s 25 Most Prominent and Influential Women in Business, featured in the International publication Caribbean Today for making a lasting impression on the U.S. Business landscape and is a March of Dimes Woman of Distinction. She is an International City County Management credentialed City Manager and certified Labor Relations Professional and FEMA Emergency Public Information Officer. Ms. Hampton is also an international and toastmasters award-winning public speaker, best-selling author and university professor of human resources, business, and leadership.

Philip C. Harris, D.B.A.

Philip C. Harris, D.B.A. was appointed as the City of North Miami Executive Director of Citizens Investigative Board for the Office of the City Manager. Dr. Harris holds a Doctorate in Business Administration and is a graduate of the U.S. Department of Justice Federal Bureau of Investigation Citizens Academy. He is an active member of National Association for Civilian Oversight of Law Enforcement (NACOLE). The CIB provides unbiased civilian oversight for misconduct accusations against sworn members of the North Miami Police Department. Previously, Dr. Harris was the Assistant to the City Administrator for the City of West Palm Beach. In this role, Dr. Harris oversaw the City’s Community and Business Services Operations, which includes the Departments of Housing and Community Development, Parks and Recreation, Public Works, Library, Office of Small & Minority Business Programs, and ArtLife WPB. Before joining the City of West Palm Beach, Dr. Philip C. Harris served as the District Recovery Manager & AmeriCorps Program Director for the nation’s sixth-largest school district of Broward County Public Schools (BCPS) because of the Marjory Stoneman Douglas (MSD) tragedy that affected the district and the community on February 14, 2018. Dr. Harris has extensive 19 years of diversified government and nonprofit experience and a background in emergency management, recovery, community/civic engagement, strategic planning, human services, public policy, grant management, budget management, volunteer management, community and business development, management, and investigative work in planning. Dr. Harris earned his bachelor’s degree in Communication from the University of South Florida. He also holds a Master’s in Business Administration and an emphasis in Public Administration and a Doctorate in Business Administration with a concentration in Management from Argosy University. He is a graduate of the Executive Leadership Institute (ELI) with a certification in Innovative Leadership in Public Administration from Georgetown University. Besides professional career experience in public administration, he still takes the time to give back to his community. Dr. Harris was recently awarded the National Jacqueline L. Whitman Distinguished Service Award, the inaugural South Florida Floyd T. Johnson Leadership Administrator Award, and International City/County Management Association Honorary Member of the Year. Paula Hopkins, D.B.A

Paula is an executive leader with over 30 years of experience in leadership, sales, strategy, and operations. During her time at PepsiCo, she held various positions in finance, operations, and sales in both field and headquarters. She was responsible for providing strategic direction to support the organization through new initiatives and growth, leading transformational change in PepsiCo’s Racial Equality Journey pillars for People, Business, and Community, and leading compelling thought leadership on topics such as transformation, community partnerships, and next-generation opportunities. Paula completed her doctorate at Rollins Crummer graduate school, where she defended her dissertation: Impact and Influence: The Effect of Mentorship on Job Advancement among Executive Women. Her dissertation examined the role of mentorship in job advancement among executive women, particularly Women of Color. She holds a Master’s of Business Administration from the Crummer Graduate School at Rollins College and a Bachelor of Arts Degree from Rollins College. She also earned her LSS-Green Belt from Purdue University in 2021. Paula has been instrumental in leading many diversity and inclusion efforts across PepsiCo. Her efforts have helped create a more equitable and inclusive culture, assisting a generation of professionals to excel in their careers at PepsiCo. Additionally, Paula is an active member of various non-profit organizations, including Warrick Dunn Charities, Inc., Urban League of Louisiana, GlobalMindED, Best Buddies, the 2020 Miami Super Bowl Host Committee, and the National Forum Black Public Administrators. She currently serves as the Chair of the Corporate Advisory Board Committee for the latter.

Valerie Kendrick

Valerie Kendrick has over thirty years of experience overseeing the development, implementation, and maintenance of large-scale applications. She possesses a dynamic information technology career with strong leadership, problem-solving, and project management skills. She is a security and customer-focused technology strategist with a proven record in managing the support of hardware, software, network infrastructure, and telecommunication services. Prior to her current position, Valerie served seven years as IT Director for the Marion County BOCC and seventeen years in various technical and managerial positions for the State of Florida. Valerie is a results-driven professional committed to adding value to organizations by delivering technology solutions that drive efficiency, improve productivity, and enhance business performance. Valerie holds a bachelor’s degree in Mathematics (Operations Research and Computer Science) and a master’s in Systems Analysis. She is a Certified Government Chief Information Officer and a Certified Public Manager.

Joseph C. “Dusty” McCormick

Joseph. C. “Dusty” McCormick is an Economic and Business Development Liaison with the City of Austin’s Economic Development Department. While supporting the City of Austin’s economic development mission, McCormick coordinates various cultural and business projects by providing technical assistance and represents the City as team leader, department liaison, and ombudsman on various projects and contracts. His career spans over 45 years in critical positions in Municipal, County, State, Federal government, Corporate, and Small Business experience. He has obtained a Bachelor of Science in Business Administration from Fayetteville State University (Fayetteville, NC), a Master of Arts in Management, and a sequential Master of Business Administration from Webster University (St. Louis, MO). He has also attended the University of Texas at Austin’s Professional Development Center, where he holds a Project Management certificate. He has served as a State of Texas Licensed Mortgage Loan Officer. Recently, he achieved the designation of Economic Development Master Practitioner. Mr. McCormick was a 1993 graduate of the Executive Leadership Institute in Washington, D.C. This is one of the nation’s premier professional development programs and is sponsored by the National Forum for Black Public Administrators. On April 1, 2022, McCormick was called to the New Light Ebenezer Baptist Church (Austin, Tx) to serve as their Pastor and continue to follow the great commission. Lastly, he has served as Chapter Committee Chair, Chapter Vice President, and President for the multi-year award-winning Central Texas Chapter of the NFBPA, President of the Council of Presidents, and now as a member of the NFBPA National Board of Directors.

Ron McKenzie

Having worked in the Information Technology industry for over 25 years, Mr. McKenzie is a dedicated and innovative leader with a passion for improving the lives of others through technology. He has led major multimillion-dollar technology projects at the state and local government levels. Prior to becoming a member of the City of Deerfield Beach family, where he serves as CIO: he worked as an entrepreneur, served as CIO for one of the larger cities in Miami-Dade County, lead innovative technology for a fortune 100 company, provided technological project management as a consultant and served proudly as a member of the US Armed Forces. Mr. McKenzie is a native New Yorker whose heart is now in Florida. He holds a Bachelor’s degree from the State University of New York, College at New Paltz. He is also a graduate from the prestigious Certified Government Chief Information Officer (CGCIO) program. He is a Project Management Professional (PMP). He serves on the Board of Directors for the Florida Local Government Information Systems Association as the Southeast District Director and is a proud member of Phi Beta Sigma Fraternity Inc. Having worked in both the private and public-sector industries for various organizations, at various levels, he brings a unique set of skills to each opportunity. He has dedicated his life to Improving both organizational bottom lines and the quality of life for others and continues to be very successful in those endeavors.

Krystal Patterson, MPA

Krystal Patterson holds over 15-years of accomplished and dedicated public service and management expertise through her service in various roles to include local government Director overseeing a multi division department with an operating budget in excess of $5M. Krystal represents vast leadership and cross functional collaboration through directing processes which include both development and implementation to operational functions. Krystal holds a formal education with a Bachelor of Arts from Florida Atlantic University and a Masters in Public Administration from the prestigious Florida International University. Krystal volunteers on various boards, serves on committees and is a member of a host of esteemed organizations to include the National Forum for Black Public Administrators, Florida Association of Code Enforcement, 1st Vice President of the Southern Florida Association of Code Enforcement and an appointed committee member by the Florida League of Cities serving on the municipal administration committee. Krystal has had the esteemed pleasure of being a guest speaker on various management and leadership panels and recently honored by Legacy Miami as one of 2023’s Most Influential and Prominent Black Professional’s in Miami Dade County. Today, as the Founder and President of H.E.R.S. Consulting, LLC, she channels her passion and extensive expertise into creating tailored solutions for executives. H.E.R.S. Consulting, an acronym for Helping Executives Reach Solutions, specializes in policy and business process review, strategic planning, industry training, and community engagement strategies.

Joanna Paulyn Reid Enoise, Ed.D, MPH

Joanna Paulyn Reid Enoise, Ed.D, MPH, is a Haitian-American and native Floridian, born and raised in Delray Beach. She graduated from Atlantic Community High School International Baccalaureate Program. She earned her Bachelor and Masters in Public Health from the University of South Florida. Lastly, Dr. Enoise recently completed her Doctorate in Education: Human Services Administration from Nova Southeastern University. Dr. Enoise is also a member of several organization including the National Forum for Black Public Administrators as she serves as the Professional Development Chair and EMERGE 2023 Conference Chair. Dr. Enoise currently works as a Manager, Planning & Evaluation at Palm Beach Community Services Department. She oversees the department strategic planning efforts, data, and evaluation of internal and external programing. Previous positions include, Senior Criminal Justice Analyst at Palm Beach Criminal Justice Commission, Grant Compliance Specialist at Palm Beach County Community Services Department- Office of Behavioral Health and Substance Use Disorder, and Broward County Community Partnerships Division as a Grants/Contracts Administrator. Dr. Enoise is a dedicated, dynamic, and kindhearted individual with 10 years of experience in management, grant development, research & planning, quality assurance, and data analysis within the health and human services field. Dr. Enoise is a public health and human services enthusiast that understands the importance of systems development, public-private collaboration, integration of systems of care, program service deliveries, and program quality assurance to move the needle forward in the community. Overall, Dr. Enoise is very passionate about the work surrounding improving the communities’ quality of life and systems of care.

Cristian Robiou

Cristian Robiou is the founder and CEO of Clarity Value, a gov-tech company supporting governments in their mission to modernize service delivery for their communities. A graduate of the University of Miami and Harvard Law school, Cristian founded Clarity Value out of his Miami Beach apartment six years ago and has overseen its expansion into more than a dozen states. In his spare time Cristian enjoys reading philosophy and spending time with his two dogs.

Daphnee Anne Sainvil,

J.D., LL.M

Daphnee Anne Sainvil currently serves as the Government & Economic Development Manager for the City of Fort Lauderdale. She oversees the City’s entire legislative portfolio – strengthening relationships with both federal and state legislators. Daphnee also manages, promotes, and revitalizes the Economic Development & Community Investment Division by maintaining working relationships with businesses, residents, and visitors, and other stakeholders citywide. As Manager of the Division, she is also tasked with attracting, retaining, and growing businesses and the business ecosystem in the City. Prior to joining the City, she was one of two Legislative Policy Advisors in the Intergovernmental Affairs Boards Section of Broward County, tasked with promoting and advocating Broward County’s priorities, appropriations requests, and legislative proposals as contained in the Broward County State and Federal Legislative Programs. Ms. Sainvil assisted the Section Manager in coordinating advocacy efforts with the County’s contracted lobbying firms, stakeholders, and other organizations. Ms. Sainvil formerly worked in the Section as the Boards Administrator and Special Projects Coordinator III; whose primary role was to coordinate an manage all activities of the County’s advisory board program. She also acted as the municipal liaison by working with the Broward League of Cities and participating on various steering committees. She has earned her law degree, from Western Michigan University Thomas M. Cooley Law School; Master’s degree, in business administration from Nova Southeastern University; and her bachelor’s degree in legal studies and psychology from Nova Southeastern University. In 2017, Ms. Sainvil has earned her Master of Law (LL.M) with a focus on Homeland and National Security from Western Michigan University Thomas M. Cooley Law School. In October 2018, she was honored to be recognized as Legacy Miami’s 2019 class of “40 Under 40 Leaders of Today and Tomorrow. In May 2016, Ms. Sainvil was recognized by the Boys and Girls Club of Broward County being honored in their 2016 Class of 100 Outstanding Women. She sits on the Board of Directors for Junior Achievement of South Florida, and Advisory Council for the Broward College Village Square. She also served as a member of the Stranahan House Museum, United Way of Broward County’s Young Leaders Society, and is a current member of the National Association for the Advancement of Colored People, and Phi Alpha Delta Law Fraternity, International.
