PROPOSED LEAN AMENDMENTS Chapter 4, Tackling climate change and environmental challenges LEAN will be seeking to amend paragraph 16 of Chapter 4 of the Platform to include: • A commitment to deliver 50% of our electricity from renewable sources by 2030. • Adoption of the Climate Change Authority’s recommended carbon pollution reduction targets. • The creation of a single ministry of Climate Change and Energy.

ore than 350 Local Branches and FEC/FEAs have passed motions in support of the LEAN campaign calling on the 2015 National Conference to ensure Labor continues to lead the nation on action for more renewables, more jobs and less pollution. The Draft Platform is a document Labor should be proud of. It expressly recognises the advice of the IPCC that the 2°Celsius target requires advanced economies to approach zero net emissions by mid century [4.15]. In addition, the draft platform includes a commitment to an emissions trading scheme, and clean energy. However, the rank and file has spoken. We are calling for credible targets for renewable energy and pollution reduction. Labor must get climate change and energy policy right if we’re to win at the next federal election. Listening to the experts, legislating credible targets, and explaining them to the electorate is essential.

As we debate party reform aiming to empower the party membership, the Conference should take very seriously the fact that Labor Members from Townsville to Balranald, Geraldton to Burnie, and Mt Druitt to St Kilda have all endorsed the campaign and joined our call. What’s more, the state conferences in NSW, Queensland, Tasmania and WA have endorsed adoption of the Climate Change Authority’s pollution targets.
WHERE DO OUR NUMBERS COME FROM? 50% renewable energy by 2030 Two-thirds of Australia’s carbon pollution comes from our energy sector. Cleaning up the energy sector is the key reform that breaks the back of the challenge to reduce our pollution. What’s more polling shows that people like and understand the benefit of renewable energy. Modeling by Monash University’s ClimateWorks, chaired by John Thwaites, shows that as part of a broader energy package we must have half our electricity sourced from renewable energy by 2030 in order to play our part in keeping global warming within 2°Celsius. Origin Energy predicts that 30% of our electricity will be renewable by 2020. Labor State Governments around Australia have already adopted ambitious targets: South Australia has a target of 50% renewables by 2025; Queensland 50% by 2030; and the ACT is aiming for a huge 90% by 2020! 50% by 2030 is achievable and will generate new industries, jobs and innovation.

One of the Climate Change Authority’s key tasks was to recommend national pollution reduction targets based on three criteria: the science, the international context and the economic impacts. Just this month the Climate Change Authority has confirmed its recommendations that we should reduce pollution by 30% by 2025 and 40-60% by
2030 (against 2000 levels) to meet its international obligations and prevent dangerous climate change. Labor’s 2011 Platform explicitly commits Labor to taking advice from the Climate Change Authority in setting pollution reduction targets. This Conference provides the opportunity to do so.
