This is the twelfth year that Suffolk Plant Heritage (formerly NCCPG) has held its sale at Helmingham Hall in partnership with Helmingham Hall Gardens. Specialist nurseries including Fernatix, Harvey’s Garden Plants and Woottens of Wenhaston will be selling a wide range of unusual and popular plants. Several nurseries will be coming direct from exhibiting at the Chelsea Flower Show. The Plant Doctors will be holding a clinic during the day. Ivan Dickings of the
RHS, Sarah Cook, former head gardener at Sissinghurst, Jim Marshall, retired gardens advisor to the National Trust and Matthew Tanton-Brown of The Place for Plants will be on duty to offer advice regarding plant problems and gardening queries. National Plant Collections based in Suffolk including Dianthus (Malmaisons), Campanula, Hosta and Astrantia will be on display, as well as stands selling garden furniture and accessories, including Campaign and Wood Alfresco. Visitors to the plant sale can also enjoy Helmingham`s Grade 1 listed gardens including the dramatic spring borders, knot and herb garden, nineteenth century parterre, ancient deer park and Victorian kitchen garden. In a fast moving world, where the media seem to be ever more distant from people’s real concerns, it is vital that community magazines like Dispatch, find and print the information and news that is important to local people, and which often gets overlooked in the rush for sensationalist and celebrity overload. That’s where we come in. Ten years ago Dispatch Magazine was launched in Attleborough and Diss and not only was it an instant success, it became a “must-read” across a wide area of central Norfolk. Over those ten years, Dispatch has become one of the most well respected community magazines in the county, and recently celebrated its 100th issue. Three years ago Dispatch was launched in Wymondham, Dereham and Watton and last year Dispatch arrived in Thetford. With this issue we are launching into Bury St Edmunds, which now means we are distributing to 61,000 homes and businesses FREE every month, which gives us a readership of 152,500! Jonathan Horswell (a.k.a. Spider), is the owner of Spider Solutions, a dynamic, local web design and communications company who are responsible for the towns website, burystedmundsonline.com, and is the driving force behind Dispatch. Jonathan is a local businessman who has built a dynamic digital communications company, Spider Solutions. Bury St Edmunds Festival is one of the best-loved cultural events in East Anglia renowned for bringing the brightest and the boldest mix of performers to the heart of Suffolk each spring. The 2011 Bury St Edmunds Festival runs from Thursday 19th May to Sunday 29th May and begins an exciting new era with the opening of ‘The Apex’ music venue in the historic market town centre. The Apex adds a new dimension to the Festival programme alongside other atmospheric venues such as the majestic St Edmundsbury Cathedral, the Georgian Theatre Royal, 300-year-old Unitarian Meeting House, jazz at the new Hunter Club and the glorious Abbey Gardens. Festival Manager, Nick Wells has condensed this year’s programme to 11 days; packing in the usual buzzing mix of contemporary and classical music, outdoor concerts, jazz, folk, film, comedy, walks, street theatre and much more. The opening weekend of the Festival
will have a party atmosphere with ‘Blues Brothers’ and ‘Take That’ themed tribute nights in the Abbey Gardens, and the festivities will again be brought to a close with the traditional Beat Retreat ceremony performed on Angel Hill by the Band of the RAF Regiment. St Edmunds Food & Drink Festival hosted by brewers Greene King is back after its successful launch last year, as are surprising Sonnet Walks bringing Shakespeare’s romantic poetry to life around the hidden corners of the town and Bury Busk featuring local musicians busking around the town. Families are not forgotten with free street theatre in the Abbey Gardens and a Family Concert from Prime Brass, while local artist in residence Cate Hadley will capture what she hears in shapes and colours. Hospice Thinks Big For Madcap Sumo Run A call has been issued for madcap fundraisers to take part in St Nicholas Hospice Care’s next fundraising event. “This is the Hospice’s first ever sumo run, so we are hoping for people with a sense of adventure and fun to take part and make it an event to remember.”

Sumo Run – Give it Large! will see Haverhill Recreation Ground transformed into a sea of sumo wrestlers, as fundraisers prepare to walk, jog, run, waddle, shuffle and wobble their way around a one-mile course, while wearing eye-catching inflatable sumo suits. Jenny Baskett, the Hospice’s Events and Challenges Fundraiser, hopes individuals & teams will sign up for the event, which takes place on May 2nd, a Bank Holiday Monday.
Entry costs £20 and each participant must raise a minimum of £80 sponsorship. Each runner will get to keep their own sumo suit, which they are also welcome to accessorise – perhaps with a tutu or a cape or two! The Rotary Club The Rotary Club of Bury St Edmunds welcomes the Dispatch Magazine to this area. We have for a long time been raising funds both for the local community and overseas. This is in line with Rotary International and the Rotary principle of ‘Service above Self’. Rotary International is a worldwide organisation founded over 100 years ago. It now has branches in towns and cities all over the world. Membership is available to members of the professions and business community, also retired persons wishing to become involved in Rotary activities in the area. The Club is organising a public speaking competition for schools. The first was at the end of February for senior schools and the second for middle schools was in the first week of March. A dinner was held on 1st March for the Annual School Prizes awards. Six schools are taking part this year. Students are selected by the school as being outstanding in their support for the community or their fellow students, showing themselves to be worthy of
an award as ‘Service above Self’. Their Parents and School Heads are invited to the annual dinner as guests of the Rotary Club. The club is also involved with a local charity A2HW (aid to hospitals worldwide) which is a charity set up to recycle hospital equipment and computer equipment from businesses, schools, and individuals. Plugging More Leaks Are you a plumber or in the building trade? Have you disclosed all your income? HMRC may believe that you have not and are offering you a chance to come clean! So says Mark Wallace of Stacey & Partners. The initiative is aimed at those within the plumbing industry. Given the catchy title of the Plumbers’ Tax Safe Plan (or ‘PTSP’ for short) the aim is to encourage those in the plumbing industry who have not declared their income to HMRC to come forward by 31 May 2011. Those who do come forward will be rewarded with a lower penalty rate than that levied on those found out by HMRC. The scheme is billed as a fresh start. It provides an opportunity for those who may have fallen by the wayside to get their tax affairs up to date. HMRC must be notified of the intention to make a disclosure by 31 May 2011 any tax due must be paid by 31 August 2011. There are effectively two stages to the plan – a notification stage and a disclosure stage. The notification stage, this requires the taxpayer to tell HMRC that he or she wishes to be involved in the plan. At the notification stage it is not necessary to provide details of undeclared income. This is disclosed later HMRC will confirm that they have received the notification to disclose and provide a disclosure
reference number (DRN), which must be quoted on the disclosure. The second stage is the disclosure stage. This must be done by 31 August 2011. As part of the disclosure it is necessary to work out the tax and Class 4 National Insurance due for each year and the associated interest and penalties. Although normally penalty rates can be as much as 100 per cent of tax undeclared, under the PTSP the penalty rates are 0 per cent, 10 per cent or 20 per cent depending on the reasons why the tax was not paid. In the event that the plumber is unable to pay the full amount by that date, it may be possible to agree an instalment payment option with HMRC. As is often the case, for every ‘carrot’ there is also a stick. In this case, HMRC will find those who do not come forward. In preparation for the plan, they have been using their investigation powers to collate information on plumbers’ tax affairs and this may be used to open an
investigation into the affairs of those who do not come forward. You have been warned!!

The West Suffolk Athletics Arena at Abbeycroft Leisure’s Bury St Edmunds Leisure Centre has been chosen to host the Rwandan Olympic and Paralympic teams as they prepare for London 2012. Friends Peter White, 31, from Bury St Edmunds, and Peter Goodwin, 28, from Colchester, will start the ‘Cycle to Rwanda’ trek in May 2012, starting from Bury St Edmunds Leisure Centre and aiming to arrive in Kigali, Rwanda, in time to see the Rwandan Olympic team off for their journey to Bury. The trek will take them through Holland, Belgium, France, Tunisia, Libya, Egypt, Sudan, Ethiopia, Kenya, Uganda and Rwanda. They will face their toughest days in the deserts of the Sudan and the mountains of Ethiopia. The trek is part of ‘Sport For Rwanda’, a fundraising appeal which aims to raise £80,000 by 2012 to leave a lasting legacy in 140 schools in the country by giving them sports equipment, a place to store it and educational
The St Edmundsbury Olympic Steering Group has set up ‘Sport For Rwanda’ as part of the ‘Go Rwanda’ project to support Rwanda’s athletes and ensure that the legacy of the Pre-Games Training Camp stretches across the borough beyond 2012. Peter White, who works at St Edmundsbury Borough Council, said: “I want to try and make a difference, albeit in a small way to the people of Rwanda who have experienced such terrible hardship in the very recent past.”

News And Views From Bury St Edmunds Town Council
Introduction We are very pleased that this edition of the newsletter is appearing in Dispatch, the new free magazine delivered to each house in Bury St Edmunds. This will enable us to communicate better with more people in the town. The past few months have seen a focus on the new allotment site at Cotton Lane and it has been exciting to see this gradually taking shape, after such a long wait. We seem to have been bombarded by consultations from Suffolk County Council as they seek to gain ‘information to stimulate a ‘creative conversation’ ‘ regarding the services they are planning to ‘divest’. It has made for quite an unsettling period as key services in our community are faced with being cut.
Staff Changes We are very sad that Paula Gladwell, our administrative assistant, will be leaving at the end of March. Paula has made a huge contribution to the smooth running of the office, and has undertaken the bulk of the work connected with the allotments. Her hard work, practical talents and cheerful manner will be sorely missed, and we wish her well in the future.
New Cotton Lane Allotments Site Work is progressing well on the new Cotton Lane allotments site. The site has been cleared and deer fencing has now been erected to keep the muntjac deer out. Work has now been completed on marking out the new plots and those on the top of the waiting list have been contacted and offered plots. The rent for these will be significantly higher than for existing plots, as the Town Council is having to pay rent on the land to the Borough Council. However, this rent will be fixed for 5 years, by which time it is hoped it will be equal with other sites.
Budgeting And The Precept

Each year Council has to agree its budget for the following financial year, in much the same way as any other business does. It decides what it intends to spend money on and what it expects to receive as income and the difference between the two, called the precept, is the amount of money that it needs to raise through Council Tax from the residents of Bury St Edmunds. For the financial year 2011/12 this figure is £188,585, which represents £13.50 per Band D equivalent property.
Elections Elections will be held on 5 May and all 17 Town Council seats will be up for re-election for the fours years 2011-15. We would encourage you to consider standing and making a difference to your community. Councillors are representatives of the people living in the Wards they represent – they help shape their community and improve life for local residents. They seek to ensure that the Council is aware of and takes into consideration the needs and views of all sections of the community within their ward. They contribute actively to the formation, development and review of the Council’s policies, plans and budgets. They also meet local stakeholders on a regular basis, and are accessible to residents of the ward to listen to, and help deal with, issues affecting local people. They are often involved with local schools, groups, charities and committees. A Councillor can also assist in ensuring that local residents are well informed about the Council and the services it offers.
The 2011 Census takes place across England and Wales on 27 March 2011. A census is a count of a population and one has been held in England and Wales every ten years since 1801 (except during the Second World War in 1941). The information that the census provides helps to identify the characteristics of the population and helps central and local government, to understand the needs of local communities, and plan and prioritise resources and public spending on housing, education, health and transport services for years to come. The Office for National Statistics (ONS) is responsible for running the census in England and Wales, and for producing the statistics which are vital to shaping our communities for the future. Completing the census is a legal requirement and non-compliance could lead to prosecution and a fine. It can be completed online, and is available in different languages, though has to be completed in English (or Welsh).

Nomination packs are available from the Town Council offices, and the deadline for returning these is noon on 4 April. If you are interested in standing for the Town Council, please contact us, or the Borough Council to find out what is involved.
Town Council staff have attended several meetings regarding Suffolk County Council’s plans to transfer services to other organisations.

A local health club owner has beaten off stiff competition to win the National Squash Championships for the fourth time running and credits a new health supplement for aiding his success.
