Its Going To Be A Spooky Time This Halloween At Bressingham Bressingham will be home to its usual Pumpkin headed people during the days of October Half Term 25th Oct – 2nd November, watch them carefully they shouldn’t move in the daylight! Rides on the trains will take you round the edge of the Bressingham Dell Garden and the countryside on the edge of Wortham Ling. The Victorian Gallopers will be spinning daily, offering rides to young and old as it has since 1897. The Dad’s Army Exhibition, as well as the Engine Sheds will also be open to look round, why not try dressing up as one of the Home Guard or see what it was like to sleep in an Anderson Shelter. Come the Evenings of the 31st October and the 1st November, we will be open for our popular Halloween evenings from 5.30pm.

The Nursery line will be running from 6 o’clock if it dares to traverse the old haunted crossing and the eerie peatfield swamp, these are said to be patrolled by odd beings and werewolves once buried alive in the peat – we think there may be some train drivers and guards from years gone by too! Why not come and see if fancy a ride on the ghoulish gallopers with a chance to glimpse its ghosts - perhaps of jockeys of old. All the usual exhibits are open, with games and creepy crawlies provide by ZooTastic inside the exhibition hall. Halloween evenings are very popular, so it’s best to book in advance, online or in person at Bressingham.

What The Inheritance And Trustees’ Powers Act 2014 Means For You The Inheritance and Trustees’ Powers Act 2014 has recently received royal assent and is currently due to come into force on 1 October 2014. Whilst this brings about a number of important changes for our legal teams, our clients may also be affected by the new act without even knowing it. Here’s a helpful summary of some of the main provisions and how they may impact you.

children, the partner will receive all personal belongings and a fixed statutory legacy before the remainder is split between them and the children. Compared to the position before the act comes into force the partner is better provided for and, in turn, the deceased’s children may get less.

What if you die without making a will? One aim of the new legislation is to alter how an estate is distributed where someone dies without having made a valid will (intestate). Should a person die in this manner leaving a surviving spouse or civil partner but no children, once the new act is in force, the entire estate will pass to their surviving partner; a relief for them, but not such good news for the parents, siblings or other relatives of the deceased who are no longer entitled to anything. If a person dies intestate leaving a surviving spouse or civil partner and

Under the Inheritance (Provisions for Family and Dependants) Act 1975, certain people may be able to ask the court for money from an estate if the deceased did not make reasonable provision for them in a will or under intestacy (where there is no will). The new act amends the 1975 Act and aims to better reflect the reality of many modern families. A person treated as a ‘child of the family’ has always been a potential applicant, but there will be no need for that family

to comprise a married couple or those in a civil partnership under the new Act. Anyone maintained by the deceased will also remain a possible applicant for financial provision, and a claim by such a person will not necessarily be defeated in instances where the applicant has also been making payments for the benefit of the deceased. How are trustees’ (and personal representatives’) powers affected? Two significant areas of change are the power of trustees to apply income for a child’s education, maintenance or benefit and to advance capital. It is very common to amend and/or extend these provisions when writing a will, so it may be that the changes simply reflect what is stated in your own will. If, however, it was your wish for the current statutory provisions to apply, your will may need to be reviewed. Some of the changes will take affect

no matter when the will was signed or the trust created. In short, the need for an up-to-date will remains just as important as ever to ensure that your estate passes to those who you wish to receive it, and that your personal representatives can act as anticipated. Every person and their circumstances are different; it is up to you to take matters into your own hands and ensure that provision is made for your loved ones. For most of us a third of our life is spent asleep, meaning the wear on our mattress over time is considerable, yet a staggering 25% of people wouldn’t consider changing their mattress – even after more than 10 years. Autumn Signifies The Tax Return Deadline Is Looming Don’t get caught out if you still need to file your tax return I don’t know about you but I have definitely been trying to ignore the fact that autumn is on the way. I am desperately trying to cling on to the last vestiges of summer – I’m not ready for winter boots and dark nights just yet – I still want to be able to do long walks on the beach paddling in the sea (without the added bonus of frost bite!) and eating ice creams without needing woolly gloves and a hot chocolate afterwards to defrost.

Now that is a big if – the majority of tax returns can be completed online using either HMRC’s own software or commercial software. If you are a partnership and use HMRC’s software, then sadly time is nearly up.

Just when I was trying to kid myself it is only September and we are enjoying an Indian summer, October arrived! Now sadly October is the start of autumn – its official and that means that winter boots might well be needed, it’s also time to dig out the jumpers and scarves.

Suffolk & Norfolk Youth Action Cromer Carnival Week 2014... The Cromer Carnival Week is held during August and after 45 years they certainly know how to put one on. Various events, such as a car treasure hunt, dog shows, gymkhana and wrestling, to name but a few, are held throughout the week around the sea-side town, culminating in the Carnival Day on the Wednesday. The days leading up to the carnival day put most other carnivals in the shade with a spectacular air display from East Anglia’s premier aerobatic display team, The Wild Cats, based at Old Buckenham in South Norfolk and the Joseph Pearce Fire Stunt Show.

SNYA Recording Studio SNYA recording studio has remained busy this summer. This time we were visited by Attleborough’s Got Talent Runners Up 2014, ‘Long Time Dead’. It was great fun working with these guys as we recorded and mixed their demo CD to be used with perspective clients. In September we are recording the band Vanilla Fuzz and we have also taken many enquiries from bands that we have worked with over the summer period.

The actual Carnival Day saw ‘Britain’s Got Talent’ finalists, the ‘Bolddog Lings FMX Team’, doing their motorcycle display in front of their home crowd. Three of the riders come from Cromer, Harleston and Dereham. Following that spectacular start, the ‘Red Arrows’ display team, now in their 50th display season, roared over our heads before completing an eyelevel display over the sea. After stunning the crowds with their tight display and plenty of the much loved red, white and blue vapour it was back to the main arena for a breath taking performance from The Devil’s Horsemen, a Cossack trick riding group that left the crowd gasping, cheering then clapping at their horsemanship.

Auction As financial cutbacks bite hard for Suffolk and Norfolk Youth Action, we have been utilising online auctions and selling sites to sell our desks, chairs, and filing cabinets to replace our core funding. On Saturday 23rd August we put our treasured Elephant sculptures into an auction over at Diss.

The Romford Drum and Trumpet Corps from Essex entertained the crowds with music as diverse as military marches, film themes, popular music, and brass classics. The youth military style marching band invited the young children from the audience to march with them. This was spectacular as there must have been about an additional one hundred children joining the march behind the band. On the evening, the Carnival Parade assembled and the streets became packed with Cromer resident’s and holiday makers. Music was provided by the Romford Drum and Trumpet Corps, the Smokehouse Blues Marching Band and the Norwich Samba Band. There were many local groups, charities, and businesses present, walking on foot and travelling on the back of huge lorries. After the procession, I caught up with Louis and his mom, Sandra Miller, from Long Stratton. They told me “they had been singing and dancing as part of the Cromer and Sheringham Operatic and Dramatic Society (C SODS) float”. Sandra

Summer Party at Rockland Manor Of course, summer doesn’t have to be all spend, spend, spend! SNYA Radio visited Rockland Manor just outside Attleborough on Saturday 24th August. Now, this was an event with a difference, it did not cost anything. The day was a Summer Party in Rockland Manor Meadow, courtesy of Mr and Mrs Burroughes. Entrance and parking was free and for those that did not bring their own picnic there was a BBQ, where you could purchase hotdogs or burgers. And very tasty they were too - well done chef! The event had a pirate theme with

However, if the first thing happens, then the auctioneer reduces the price to get the buyers interested.

One such place is a drop-in centre called Exchange2 over at Harleston on the Norfolk/Suffolk boarder. The nature of a drop-in centre means that you are not sure who is going to turn up or at what time but it is a great deal of fun. During the school summer holidays, when most youth provision providers stop delivering, we decided that we would increase our proposition in Harleston.

The nice thing about this, is that the majority of the young people that we were able to take would not normally have access to this type of entertainment. This included Saturday and Tuesday evening activities with free trips for these rurally isolated young people. So in receipt of a small grant from Cllr. Jeremy Savage (South Norfolk Council) and in association with Borderhoppa, the new community bus scheme, we set off for a couple of hours of fun at Quasar Elite in Norwich. Now this doesn’t mean that the item is being given away on the cheap, it just means that the people with the money are holding back so as not to show their hand. The price usually ends up in excess of the original auctioneers asking price and if it doesn’t then it is withdrawn from the auction as ‘not sold’. Our Elephants were on last so as I nervously waited our turn, I could hear a man who obviously knew his art stuff looking at our elephants and scoffing “someone has added one too many zero’s on that price.” My confidence dropped even further as more and more modern art was not being bid on (Not Sold) and more and more people were leaving the room. Those that had successfully bid on artwork earlier in the day were now making more noise than the auctioneer as they collected their new prized possessions and left. So here we were, a few of us left and up came the elephants on the TV’s. My stomach turned and I thought I should have gone to the toilet earlier. The auctioneer said “who is going to start me off at

from the outset (I thought he was just someone out for a day out) put his card up and nervously said £1,100 and then the bidding started and then stopped just as quickly, just short of the asking price. What would they do, the auctioneer shouted sold and down went the gavel. Then it was the second elephant’s turn and the auctioneer started ‘so who wants to get me stated at £1,400?’ I looked over to the computer and telephone people, they shook their heads. I glanced back at our first buyer, who looked like he was about to leave. The auctioneer asked “don’t you want both of them “he looked back at her and said no I just want that elephant” and left. It was all over; I too left with mixed feelings that we had raised a bit of money but sadness as I momentarily remembered all the children and young people that had worked on our elephant at the 2008 Go Elephant trail in Norwich. My final thought though was ‘who was that man and why did he want our elephant?’

This is a laser gun game that you play in teams. You are given a body jacket with sensor pads on the front and back and a laser gun to shoot with. You are led into a pre-brief room where you are told the rules of the game and shown a map of the layout of the gaming area. The idea of the game is gain points by shooting your opponents and even more for destroying their base. The transport dropped us off at the front door of the venue and we met our opposing team for the first time. They were a bigger group of mixed aged girls and boys. Some of their children volunteered to be on our side to balance the sides and the battle commenced. The battle raged for forty minutes with lots of attacking and defending. Lasers could be seen hitting and missing each other, some even shooting our own team (or was that just me?). The sweat dripped down our faces (or was that just me?) as swarms of the enemy soldiers entered our camp to destroy the base. The thing about this is once your camp is destroyed an alarm goes off and lasers are shot in all direction hitting

We were invited to Mustard TV in Norwich during August; where two anchor people interviewed Stephen Thomas about SNYA Cinema, now being delivered in Wymondham. This was quite an experience and very different from the radio broadcasts that we are familiar with. I was taken into the studio that contains two settees, one for presenters Darren Eadie and Beth Davison and the other for the guest. Now for those that keep up with all things SNYA, you will know that we used to be homed in EPIC TV Studios when it was owned by Norfolk County Council but I was not expecting this state-ofthe-art set up. The back of the room was a complete green screen and so was half the table. The cameras appeared to be giant webcams and operated by a controller in the mixing room; very different to the ‘Darleck esq’ cameras on stands that we are familiar with. I was mic’d up and voice and camera checks were undertaken. The presenters were very reassuring to my pitiful claims of nerves and we were soon recording. No soon as we got started, it was all over; I hope I wasn’t too boring!

The Matthew Project To Receive A Year’s Worth Of Support From Sainsbury’s Attleborough The Matthew Project support people with drug and alcohol related issues. They provide innovative education about the risks of drugs and alcohol, empowering people to make more informed choices... The retailer’s Local Charity scheme is now in its sixth year and gives customers the chance to vote for their favourite local charity to be considered to receive a year’s worth of support from their Sainsbury’s store. The scheme has raised over £6 million to support local charities since 2009.

Customers had a huge say in this year’s announcement and voted instore and online between 28th May and 8th June. The store colleagues then decided that The Matthew Project were the best charity for them to work with to make a real difference.

Sainsbury’s Attleborough Store Manager, Jason Symmonds said: “We’ve had a great response from our customers this year, both through in-store and online votes. We’re delighted to have chosen a charity which touched many of our colleagues’ hearts.

The Dressing Up Box Fairy Tales to Scary Tails The Dressing Up Box, Attleborough is celebrating its 8th year of trading on October 19th. ‘It has been an amazing 8 years, the time has just flown past’ said the Owner Sue, ‘We started out with just under 400 costumes in 2006 and at the last count earlier this year we had just over 3,500 with costume production happening all the while the number is always increasing’.

Property owners who are finally cleaning up after flooding and dealing with their insurance claims are being reminded that they will have to relive the experience when they come to sell. Anyone buying or selling needs to be careful about investigations and responses when it comes to flooding. Although the general principle is “buyer beware” where a property owner tries to conceal the fact that their property has flooded in the past, when answering questions in the pre-contract stage, there may be a case for compensation if it is found that the answers were untrue or fraudulent. Most property transactions use the Law Society’s pre-contract Property Information Form to collect information from the seller which nowadays includes

specific questions about whether any part of the property has ever flooded. Where any flooding is reported the seller has to explain what caused it such as ground water or a river breaching its banks. Sellers who have given false answers to pre-contract queries have found themselves facing the consequences. In a case that went to the High Court in 1983 Jones –v- Emerton-Court, the seller of a house in Devon said that there had never been any flooding to the property but when this was proved to be untrue, the Court awarded the buyer damages to cover a reduced value for the property as well as compensation for inconvenience. Others involved along the purchase route may also have a responsibility to a buyer. Where a surveyor has been asked to undertake a full buildings survey, they could be potentially liable if they reasonably could have identified any potential for flooding at the property. Similarly the conveyancing process should include relevant searches and additional pre-Contract questions if an

area is known to be subject to flooding and the buyer should be kept informed about the risk. With one in six properties at risk of flooding and over half of those at risk of surface water flooding, (Environment Agency, June 2009) it is important for a buyer to know when they are acquiring a property if the risk exists and similarly for a building society or bank who is lending money on the security of the property, to have this information. It has only been possible for the public, (and lenders) to access robust information on potential surface water risk since about 2011. The Environment Agency have some surface water data which they supply to local flood authorities but do not yet make available through their free online flood map. This contrasts with the information that they make available on river and coastal flood risk, and which is usually captured by the due diligence required by lenders. It is possible now for Conveyancers to access online flood risk reports which provide detailed

information about the risk of flooding and the potential source of that flooding. Conventionally home owners, businesses and lenders have turned a blind eye to all but the highest levels of flood risk and, unless there has been a recent episode of active flooding, they tend to assume that it will not happen again in their period of ownership and that if it did their home and contents insurance would put things right. These risks can no longer be ignored for a number of reasons including increased cost and availability of insurance, the availability of mortgages on properties at risk from flooding, planning policy, the increased risk of flooding due to climate change and heightened concern generally about flood risk, not to say the emotional upset the flooding of a property can cause. In summary, anyone selling must be sure that they reveal all relevant information in their possession as to the flood risks for the property they are selling, and buyers should make sure that all necessary checks are carried out during the purchasing process.

East Anglia’s Children’s Hospices (EACH) East Anglia’s Children’s Hospices (EACH) supports families and cares for children and young people with life-threatening conditions across Suffolk, Cambridgeshire, Essex and Norfolk Volunteers are crucial to the successful running of EACH and help keep our vital services going. With £6 million to raise every year, we’re always looking for local people who can help out.

A perfect example of volunteers working together to help EACH is the Diss Friends Group which formed in 1996 and has to date raised £285,754 for the cause. Chaired by Pauline Manson, and with 10 other members, they have held a variety of events over the years including fashion Shows, quiz nights, pudding parties, concerts, cookery demos and their renowned Strawberry Tea. They also cover store collections and attend events on the charity’s behalf, look after the collection boxes in the Diss and surrounding areas and operate a 100 club. They meet every six weeks or so at The Park Hotel, Diss and new members are always welcome.

Exciting Developments At Ipswich High 2014/15 will see an exciting and ambitious phase of redevelopment and construction at Ipswich High School. Over the next two years, the school will invest in transforming the existing site into a modern, inspirational and outstanding environment The first phase of this development was unveiled this September with some superb new developments in the Junior School. Taylor’s Of Attleborough Local business supports Military Revival Event this October Setting up a new restaurant or a new brewery is a daunting, once in a lifetime, prospect. Taylor’s Attleborough has managed to accomplish both feats in 2014, following their acquisition of the former Bear pub, which is now Ry’s Bar & Grill, as well as achieving sell out success with the new Taylor’s Brewery, based at the London Tavern. Ry’s menu, centred around the Grill takes in everything from succulent steaks to decadent burgers. It’s been a hit with diners and critics alike, already enjoying considerable repeat business from near and far. With a menu where there is genuinely something for everyone, Ry’s offers a free salad bar with main meals, a light bites lunchtime menu as well as a great selection for the kids.

George Freeman Sets Out New Approach On Faster Access To Cancer Drugs George Freeman responds to a back bench MP’s debate on the National Institute for Health and Care Excellence’s process for approving new drugs and treatments, especially in relation to cancer The Parliamentary Under-Secretary of State for Business, Innovation and Skills (George Freeman): May I say what a pleasure it is to start my role on the Front Bench under your careful guidance tonight, Mr Speaker? I pay tribute to my hon. Friend the Member for Lancaster and Fleetwood (Eric Ollerenshaw) for his tireless campaigning on this subject, his leadership in the House and his work on the all-party group on pancreatic cancer. He has been a tireless campaigner on behalf of patients affected by pancreatic cancer, which is a terrible disease. I know that the subject is very close to his heart, having been affected by the tragic loss of his partner from pancreatic cancer. I applaud him and pay tribute to him for the work he has done. I pay tribute to all the patients and charities who are so active in this area, and I assure him and all those affected that we want to see the best possible outcomes for all NHS patients and loved ones, including those with pancreatic cancer. As is so often the case, the impassioned advocacy of patients and their loved ones forces the system to address the priorities of the patients whom we are all here to serve. It is vital for people, especially those affected by long-term and lifethreatening conditions, to have access to new and promising treatments. That is one of my key priorities in my new role. I well understand how disappointing it is for patients and carers when NICE does not recommend a particular drug or treatment for which they have held out such hope. A central part of my mission as the UK’s first Minister for life sciences— an opportunity that reflects the Government’s commitment and the Prime Minister’s personal commitment to this agenda—is to accelerate the discovery, design and adoption of new drugs in the NHS, making the UK the best place in the world to discover and design 21st-century health care technologies.

My hon. Friend raised a number of important points that I want to address. In particular, he asked whether the appraisal process of the National Institute for Health and Care Excellence is fit for purpose and spoke about the time that is taken over the approval of new drugs and the importance of the cancer drugs fund. He made a number of specific references to treatments, not least to Abraxane. I will reflect on those references and write to him so that I have time to address his substantive points. I will start by taking a step back to reflect on the context in which NICE works, including the pressures and opportunities that the extraordinary pace of biomedical discovery is unlocking. In an age when so many new drugs and treatments are being discovered because of the extraordinary success of our scientists and our life sciences industry in bringing innovation to the market, and in a world in which more people are living longer and in which our resources are under ever more sustained pressure, it is no surprise that we hear with increasing frequency stories of new drugs and of NICE’s decisions to restrict their use to smaller groups of patients. As my hon. Friend is all too aware, we, like other Governments across the globe, face a great challenge to ensure that every pound of health service money is well spent on effective treatments. The NHS does not have an infinite budget. As we make significant advances in these areas, which in turn will bring more treatment options, the demands on those resources will increase. The discovery of new treatment options is great news, but it brings new challenges. That is particularly relevant to cancer, for which a number of new high-cost drugs have arrived in recent years. Some of those, despite their cost, offer only marginal improvements in quality and length of life. I recognise, as my hon. Friend pointed out, that for patients who are dying, a few extra months

provide precious extra time for them and their loved ones. The challenges is to find an equitable way of dealing with the difficult ethical, medical and economic judgments that we have to make. That is where NICE fits in. Over the years, this country has, through NICE, led the way in developing an evidence-based assessment system to determine how drugs and treatments are best used in the NHS. Initially set up in 1999, NICE has played an invaluable role in providing internationally respected guidance to the NHS on the clinical and cost effectiveness of drugs and treatments. Those are difficult decisions to make. NICE reaches its final decision on the use of a particular technology only after careful and thorough consideration of all the available evidence and following extensive consultation with stakeholders. The Government firmly believe that cost-effective, clinically appropriate drugs and devices should be routinely available to NHS patients. That is why NHS commissioners are legally required to fund treatments that are recommended by NICE’s appraisals, why the right of patients to NICErecommended drugs and treatments is enshrined in the new NHS constitution, and why we are acting to promote the rapid uptake of NICE-recommended drugs in the NHS. Many thousands of people in England have, as a result, benefited from the treatments that are recommended by NICE, including for cancer. I am pleased to note that so far this year, NICE has recommended five new cancer drugs on the basis that they are clinically effective and cost effective. However, the rapid development of breakthroughs in genomics, informatics and new diagnostics means that NICE’s processes will have to adapt. Since it was established in 1999, NICE’s internationally renowned technology appraisal process has evolved constantly to meet new challenges. I am confident that it will continue to do

so—it will need to if it is to keep its place at the vanguard of international health technology assessment. The UK and NICE led the world in the late 20th century in pioneering the health economics of drug discovery. However, the breakthroughs in genomics and clinical informatics are transforming the way in which drugs are discovered and are allowing us increasingly to design drugs around patients and their tissues, data and genomic and phenotypic history. That is unlocking a new era of targeted and, ultimately, personalised medicine. Drugs may be designed for patients in whom we know they will work. That will allow us to change the way in which we procure and provide reimbursement for drugs—from payment on performance to outcome-based payments. We are at the dawn of an exciting new age of more accurate, effective, specific and targeted medicines. We no longer expect to give every drug to every patient. We do not expect the industry to bring drugs to us that can be proven to work in every single patient. We will be able to unlock huge efficiencies in the NHS’s £12 billion drugs budget through a much more targeted model of medicine, and it will mean a radically different mission for NICE in the coming years. Accelerating this country’s leadership in that area is central to my appointment, and I am delighted to be able to take the opportunity to spell that out. I note my hon. Friend’s concerns about the length of time that it can take for new drugs to be made available. I very much recognise that as both a core barrier to making the UK the best place in the world to develop new medicines and a great opportunity. I should like to speak a little about a particular case that illustrates the importance of early access. I recently met, and got to know, a leukaemia and lymphoma patient who was diagnosed 10 years ago with


chronic myeloid leukaemia. He was in his early 40s and had a young family, and he was given about three years to live—10 years ago. He is alive today because he was one of just three patients placed on a clinical trial by his oncologist at the university of Birmingham hospital back in 2001. The trial, of Glivec, now one of the most commonly used CML drugs, was his lucky break. He was one of the first patients to receive a groundbreaking new treatment, giving him an extra decade with his young family and now a clean bill of health and a life that he is using as a pioneering campaigner for the revolution of targeted medicine.

most important reform that we have to make. I am absolutely committed to it. In fact, I met NICE’s chief executive and chair today to highlight that point.

Of course, it is important that any new medicine is shown to be effective and safe before it is used routinely within the NHS, but I believe that we need to do much more to help the patients in the direst need to access pioneering drugs more quickly so that luck does not come in to it.

I mentioned genomics. Genomic technologies are allowing us to make groundbreaking discoveries about how disease works, how different patients become susceptible to different diseases and how we can diagnose disease earlier, treat it and ultimately prevent it. That is why the Prime Minister and I recently announced a £300 million investment to make the UK the world leader in genomic medicine.

That is why the Prime Minister and I have committed to the early access to medicine scheme, which we launched earlier this year. That UK-only scheme addresses unmet need on an unlicensed or off-label basis for patients with life-threatening or seriously debilitating conditions who do not have adequate alternative treatments, by supporting access to very promising new treatments long before we would normally expect to receive them through the usual approval process. We have much more work to do, but I am pleased to see that the UK medicines regulator, the Medicines and Healthcare products Regulatory Agency, is now starting to receive applications for the scheme. I am also pleased to say that pioneering life science companies have pledged their support and made applications to the European Medicines Agency’s adaptive licensing pilot. NICE has also been involved in discussions on both those initiatives, along with NHS England, to ensure that licensing decisions translate into patient access. The central aim of the early access to medicines scheme is to create a new fast-track runway to get a new generation of innovative medicines to the patients for whom there is no alternative treatment, to give them a chance and some hope that their suffering might help to prevent suffering for future generations. My hon. Friend also raised the important issue of the length of the NICE appraisal process. I appreciate how important it is, when new drugs are licensed, that the NHS has good guidance on their use as quickly as possible so that clinicians can make the best possible use of them. In drug discovery, time is money, and accelerating assessment and approval is the single

For me, tonight’s debate marks the beginning of a conversation about the new model for NICE and our work with it on that model. NICE is an independent organisation, and it is not for me to second-guess what its final proposals will look like, but we have made it clear in the terms of reference that the end of life will continue to be given important consideration. There will certainly be no unlawful discrimination.

For the first time in the world, 100,000 full human genomes from volunteers will be sequenced by 2017. It is the most ambitious project in biomedicine in the world, and it is a world first. The development of genomically informed medicine will lead to faster diagnosis, with knowledge based on genomic technologies being used to better target treatments and get the right patients the right treatment faster than is possible today. I do not think it is an exaggeration to say that it has the potential to transform how we evaluate medicines, the benefits they deliver, who they deliver them to and how effectively. It will help bring to an end the averaging of outcomes, which sits at the heart of the current NICE model, allowing us to work out how to give the right drugs to the right patients much quicker than is currently possible. My hon. Friend mentioned the cancer drugs fund and the benefits that it has brought to many patients and their loved ones. More than 55,000 patients have benefited from the fund since October 2010, and I am delighted to be able to confirm that the Prime Minister, the Secretary of State for Health and I are all committed to the renewal of the fund. Indeed, we announced last week that an additional £160 million would be made available to the fund through to March 2016, which will allow patients to continue to receive the extra drugs that are right for them.

We also announced plans for NHS England, NICE, charities and industry to work together to improve the way cancer drugs are commissioned. We must make better use of the cancer drugs fund to generate better data on new drugs, so that we can address the uncertainties that so often affect early clinical trial evidence, and help NHS patients and clinicians to understand the real world value of those drugs—indeed, today I met Harpal Kumar from Cancer Research UK to discuss that point. I note my hon. Friend’s concerns about future access to cancer drugs, and will carefully consider with NHS England what arrangements should be put in place for the fund in the longer term. Central to this quiet revolution is patient empowerment, and 21st-century health care will move from being something in the 20th century that was done to patients by the Government when they deemed it appropriate, to something that 21st-century citizens will be entitled to and empowered to take more responsibility for themselves. In access to research and drugs, access to outcomes data, and people’s ability to shape their health choices, we are committed to accelerating that quiet revolution. Ensuring patients have more say in how their care is delivered and embedding choice are key themes in the Health and Social Care Act 2012, and I intend to accelerate that in the field of health care technology. This quiet revolution is what the Government’s life science strategy set out to frame and accelerate. That is why we have created a new Office for Life Sciences, bringing together officials from the Department of Health, the Treasury, and the Department for Business, Innovation and Skills.

There is a new directorate in the Department of Health to accelerate innovation, and a new ministerial post, which it is my honour to hold. A package of other measures will help to make the UK in the 21st century once again what we were in the early 20th century—the world leader in medicines discovery. Twenty-first century health care is being utterly transformed by breakthroughs in genetics, informatics, diagnostics and the new field of targeted medicine. It will transform the way we design and procure new medicines, and the way that NICE assesses their costs and benefits. I intend to ensure that this country seizes the opportunity for the benefits of our children, so that Britain is once again the best place in the world to discover new medicines and to be treated by them. I congratulate my hon. Friend again on his advocacy and the important issues he has raised tonight, and I will write to address his specific points in detail. I look forward to working with him and the many other groups in Parliament and outside who are increasingly active in that space, to ensure that his partner, and many hundreds of thousands of others like him, have not died in vain. • Continue to plant spring-flowering bulbs. • Now is also good time to plant new herbaceous perennials, as the soil is still warm, but moister than it was during the summer. • Lily bulbs can be planted up in pots this month. Cutting back, pruning and dividing • Cut back faded herbaceous perennials and add to compost heap. •Lift and divide poor flowering or overcrowded herbaceous plants. Maintenance • Wait for first frosts to hit dahlias and cannas before lifting the tubers or rhizomes. They may overwinter in the ground in warmer regions if covered with a protective layer of straw or bracken, but flowering may be late and/or poor next year. • Lift tender bulbs if you live in a cold area; Galtonia and Tigridia bulbs, for example, need lifting and storing over the winter. • Any remaining summer bedding plants struggling on in milder areas are best cleared and replaced, for a fresher

display. • Don’t neglect hanging basket maintenance - a little deadheading, watering and feeding can keep them going until mid-autumn. Once they are past their best, re-plant with springflowering bulbs, winter heathers, trailing ivies and spring bedding plants. • Raise patio containers on to bricks or purpose-made pot feet to avoid them sitting in water during the winter. • Move alpine troughs to a covered porch or lean-to to protect them from the rain. • Pick over alpines regularly, removing any autumn debris and covering diedback patches with extra grit to encourage their re-growth. • Make sure you have finished bringing all tender plants into the heated greenhouse or conservatory for the winter. • Remove stakes and other supports as herbaceous plants die down for the winter. • Check any bulbs being forced in darkness. If they show signs of top growth and have a healthy root system

when knocked out of the bowl, bring them into a cool, light room to induce flowering. • Continue collecting and storing seed from perennials still forming seedheads. • Avoid feeding plants late in the season, as this will encourage soft, sappy growth that is more vulnerable to damage by frost and by wet, and can encourage fungal diseases to develop. • Digging the soil, especially bare patches or newly cultivated land, will expose many pest larvae and eggs to birds and frosts, as well as clearing weeds and improving soil structure. Don’t leave soil uncovered for too long, however, as it runs the risk of erosion and washing away of valuable nutrients. Black polythene sheeting will protect it in the absence of planting or mulch. Of course, this list is not exclusive and much more is always to be done! An Interview With Paul Manorcourt Homecare Burcham Of Manorcourt Is One Of The Foremost Homecare Providers Of Care At Home Services Within East Anglia

Paul Burcham, speaks candidly about his career in care at local care provider, Manorcourt Homecare What made you choose a career in home care and start work at Manorcourt Homecare?

I started working for Manorcourt Homecare in 2009. I wanted a change of career and I did not know much about the care industry at the time. It was a big change for me as back then I use to work in a shop. My cousin worked as a senior care worker at the time and introduced me to Manorcourt Homecare. I went on a week’s training and I really enjoyed myself as it was all the ‘unknown’ to me. I then went shadowing with other care workers and it was a real eye opener. I was really keen to get out on my own. I got lots of guidance and training and everyone was very friendly and supportive.

What are the most challenging aspects of caring?

Communication can be challenging at times, especially if they have impaired hearing or sight. Also Service Users with Dementia and Alzheimer’s can have challenging behaviour. Some care given can also be complex- such as end of life care. Do you care for anybody else apart from older people? Yes Manorcourt Homecare provides care for Service Users of a range of different ages. I have a regular male Service User who is in his early 30’s with learning difficulties. Manorcourt Homecare do not just provide care services, they also provide hygiene visits, shopping, laundry companionship and escourting services.

What do you enjoy most about your work? I enjoy visiting my Service Users in their own home. I feel greatly rewarded working as a care worker because I know that I have made a difference to the people I visit.
