MUSINGS OF THE EDITOR IT IS AN EASY JOB to prepare the editor's page this week. One of our younger organizers requested that an explanation be given of the similarity and the, difference between the fraternal life insurance and 'the legal reserve insurance, This 'organizer stated that it happened quite often that some prospect objected to the fraternal insurance on the grounds and the SPJST and all other fraternals have what is called "open" contracts. • • FOR A LONG TIME there was a belief, which still has not been cleared up in the minds of many, including our own members, that life insurance protection, as provided by the SPJST and other fraternal insurance societies, is of an entire different type from that which is offered by the "old line" companies. This belief is the result of a misunderstanding .of the principles of fraternal life insurance and the methods by which the fraternal societies operate. •

WE FIND THIS ERROR of thinking --or of mittnformiatiein—even among those who are supposed to know better. For instance, your editor reached for three textbooks which he used to study while attending the University of Houston. He wished to read again what different authors say about the "open" and "closed" contracts. One professor, Ph. D., teaching insurance courses at the Texas University, tells us nothing. The significance of the work of the Fraternal. Benefit Societies is mentioned in his. book very slightly, in two short sentences. The seven billion dollars of fraternal insurance in force, and the assets exceeding two billion dollars belonging to nine million members, is not mentioned at all. THE OTHER TEXTBOOKS examined are likewise parsimonious in praise and stingy in explaining .the work of the fraternal insurance societies. So here we go in our own words. In order that the readers of the Vestnik may get a clear understanding, let us review the similarities and differences. • • THE OFFICIALS of the Insurance Departments of the states often make the

statement that the fraternal benefit societies are under the same supervision as the commercial companies. That is true. There are points of similarity. Practically all life insurance companies, both fraternal and commercial, have reserve funds which earn a certain definite rate Of interest. The other points of similari• ty are mortality tables, non-speculative investments (thank the Lord that our twenty-five-year period of speculation is over), forms of contract, clauses in contracts, underwriting practices, regulation of agents or organizers, and state supervision, as already mentioned. In every way the member or the policYholder are equally protected, and all fraternal societies and all commercial companies that violate the established laws are subject to the same penalties. ♦ • THE MAIN DISTINGUISHED feature of the fraternal life insurance societies is what is known as an "open" contract. The commercial companies have a "closed" contract. The "open" contract means that the constitution and by-laws of the society with future amendmends, together with the application for membership, and the certificate, all shall constitute the agreement between the society and the member. The society, which means all the members, reserve the right to increase the rate . of contribution' whenever it shall be' apparent that, such a step becomes necessary to preserve the solvent condition of- the benefit fund.

The court usually grants the request, appoints a receiver, and the ''compariy 'has to straighten out its financial ,vffairs one way or another. The policies have a sufficient lien--a mortgage--placed on every one of them, and the management of the company is changed either by merger (Which is usually done quickly), by reinsurance (forced), by receivership (expensive), or by liquidation., The "closed" contract which once looke& so rosy and attractive has been "opened" by court ,orders.

NOT TO CUT ITSELF OFF from relief within itself, should the necessity for correction arise, the SPJST and every fraternal benefit society have the' "open" contract. We should look upod this feature not as a bugaboo or scarecrow but as our greatest singly blessing. It is the safety clause which absolutely prevents the failure 'of the society. There were 237 commercial companies that passed out of existence between 1920 and 1930, and among them were ten "big ones", giants in compa rison to our puny SPJST. We had our troubles, our speculative mismanage ment, but we did not go under. 'OM' members had a voice in making , eor rective measures. BOOTLEGGERS ARE BACK Bootlegging is a multimillion-dollar business. According to the Licensed Beverage Industries, Federal government losses are $650,000,000 a year in taxes! Wilkes County, North Carolina, known to many as "The moonshine capital of America," is said to have made 500,000 gallons of whiskey in 1949, which brought some $2 million into the county and cheated the government out of several million dollars in revenue. Some counties in Kentucky are operating as many as 100 stills. Georgia leads the . 48 states in illicit whiskey-making. She and her three sister states, Florida, South Carolina, and Alabama, produce more than half the illegal whiskey in America. Nobody knows` definitely how much illegitimate whiskey is made each day, nor the number of illegal stills in operation. The State Liquor Authority pointed out "that still seized in United States in 1949 could produce 12,000 gallons more a day than licensed distillers were producing in the same period." Business Week, October 21, 1950, states: "Best estimates are that home-cooked output of hooch has jumped 300 per cent in the past few years. The distillers say their illegal and taxfree competitors are cooking up the stuff at a 4million-dollarsa-day clip." The article further asserts that stills "exist in every state of the union, and in every town and city of any considerable size." What is it that has put the boom in bootlegging? Both the retailer and the consumer agree--Taxes. High Federal and state taxes make bootlegging a profitable business. To begin with, the bootlegger escapes a $10.50 Federal tax and a state and local tax exceeding in most cases $2 on every gallOn of legal whiskey. In addition, he is not concerned with corporate taxes, :social security taxes„ stamps, high rents, etc. Erwin B. Hock, alcoholic beverage control director in New Jersey, said it was "generally accepted that illegal distilled spirits can be produced and distributed to the consumer under current conditions for $1 a gallon or even less", which is less than the Federal tax alone on a pint of legal whiskey! His overhead expenses amount to almost nothing. To set up a medium-size basement or backwoods still costs as little as $1000, which can be paid for with the first run. Years ago moonshiners took pride in their ability to make good "cawn likker", but today commercialism and expediency have corrupted their pride and the art of hoochmaking. Usually "Kentucky squirrel", "white light-

fling," or "panther sweat" were concocted from corn meal, malt and sugar. This mixture takes close to nine days to ferment. With the Treasury Department's ATU men combing the mountains and cellars, the distiller cannot afford to wait; so he leans heavily to a sugarand-water mash which takes less than three days to ferment. During the war, when sugar was scarce, candy was used. To rush fermentation when business is buzzin', Kentucky mooshiners are said to use "silo drippings or prepared cattle feed." In some cases, to give the whiskey a touch of daintiness, "sprouted corn is buried in barnyard manure, then turned through a food chopper and mixed with the malt'. Not exactly appetizing, but it does the trick. Also, to add flavor and the famous "kick", "a little glycerin or fusel oil was added. Some cutters, however, used a sulphuricacid compound. . .To customers who demanded that their. whiskey have more fire and bite than the usual stuff. . . .1 iodine was added . . . In some of the larger cities manufacturers of hooch sometimes used embalming fluid to give their whiskey an even greater kick." Ordinarily 1,000 gallons of live mash will produce about 100 gallons of moonshine. A wholesaler will buy this mountain or basement "dynamite" for less than $3 a gallon at the still site. The driver who delivers the goods to the market averages close to $1,500 a week: The wholesaler in the city will average about as much and the retailer will clear about $300 for his troubles. The job of catching bootleggers is mainly assigned to the Alcohol Tax Unit (ATU), Federal men attached to the Treasury Department. They are known to be the best bird dogs in the business. He speaks the mountain language, goes to their prayer `meetin's', and sometimes gives the mountain folks a plain talkin' to. In this game of matching wits with the mountain folks every trick, old and new, is used, plus mystery, bluff, woodcraft and intuition. Spotter planes and coast guard planes are used to locate stills. Walkie-talkies are used in raids. Even wives eager to get their husbands or sons home are a source of a surprising number of tips. Bootlegging is a highly competitive business. When one is captured and his still destroyed, in many cases he will give information regarding the whereabouts of other stills, to keep his fellow moonshiners from profiting from his temporary inability to supply his customers. To make an arrest the operator must

actually be caught "with his hands in the mash." This is about as simple as trapping an Alaskan bear in South America. It just isn't done. Owners seldom if ever come near the plant. Young long-legged mountain boys are hired to operate the stills on a 50-50 basis. Treasury Department regulations forbid ATU men to use their guns unless their lives are endangered, which is very seldom. The scene is laid at the foot of the beautiful snow-capped Carpathian Mountains, where live the peasants and the gypsies in a gay and colorful atmosphere. In this play you will see the breath-taking beauty of the gypsy fire-camp scene and the fiery dances of the gypsies. You will see the peasants in their bright costumes celebrating a harvest festival and dancing the familiar folk dances of their country. The second act takes you into the beautiful city of Prague with its hundreds of church steeples and centuries old castles. As the curtain goes up you will see a garden party in full swing with the guests being wined and dined and entertained. You will also witness two beautiful balet numbers in this act. The third act is divided into two parts; the first part is a hotel scene in Prague and the last part goes back to the village scene at the foot of the Carpathians. But 9 percent of the boilermakers were found to be at least as smart as the attorneys. And 25 percent of the men who were truck drivers in civilian life were of higher intelligence than 25 percent of the business executives. Similar findings were made regarding hundreds of other professions and occupations. This indicates, as top army psychologists have pointed out, that millions of Americans do not have the good jobs that their intelligence warrants. They fail because they have set their sights too low, and have not fitted themselves by education for professions cn a par with their abilities. Can you increase your intelligence? Most authorities agree that there is little we can do to. increase our basic mental capacities. But there is a terrifically important corollary: we can increase our ability to use those capacities effectively. Studies show that most people have more mental horsepower than they are capable of using efficiently. A person of average intelligence who knows how to use his brains will accomplish far more than a man 'in the higher IQ brackets who doesn't. How can you use yoq, brains to the fu/lest extent? First, You must give your intelligence as much as possible to work,with: education. A good education is valuable, not because it will put any more brains in your head, but because it will enable you better to use the gray matter you have. When police cars could match them for speed, the bootleggers switched to Offenhauser engines made for racing cars. These young daredevil drivers streak down the highway at night with or without lights on at 110 to 125 miles an hour, with a pilot car in front and a block car behind. They stop at nothing. It is admitted by bootleggers and NFU men alike that bootlegging is a battle of wits or an adult game of hide-and-seek of cops and robbers. Many stills, are destroyed. Some operators are caught and prosecuted. Others are killed, but the business flourishes. Will it spill over with mobs, crime and cold-blooded murder as in years gone by? Few Remarks on the Origin and Back ground, of the Festival It is in order, to give to , our friends a bit of information just why we have engaged in putting on this Festival at U. T.-Because there are several favorable factors that promise to make the Festival a success-. UT has large number of students in the Slavonic Department including the 5 courses in Czech. UT has facilities for staging it and is in the center of many Czech Communities to make the trip here easy. The staging of the Festival gives to the students many opportunities for expression of language abilities and historical and literary knowledge and this is utilized in staging a very elaborate literary exhibits. The presentation of Teableaux of historieal backgrounds, European, American and Texan, and singing of Czech folk songs is also a splendid oportunity thus being altogether sort of work shop demonstration, for the Czech Courses. The Festival offers opportunity to bring out the cultural heritage-the many distinct Czech Contributions that ought to be made a part of the All American and Global pattern--. The CZech people for many centuries were in subjection to foreign political power even as they are again today.
