Dale ten mladik, kterY se mne pfedstavil jako Karel eernos14 scieluje: Jsem student chudobnYch rodiet, kti:i mne v myth studiich pcdpotit nemohou, neb jsou jen v najmu. Tedy ja v prazdninach chci si neco ,ptivydelat a nabizim lidem, by ode mne odkoupili tuhle kameru a tyhle obrazky. MUSINGS OF THE EDITOR OUR SINCERE COMPLIMENTS to Be-' drich Smetana Lodge No. 39, at Bryan, for the very friendly atmosphere and brotherly welcome of all the "outside"; guests to the "private" golden jubilee celebration. We understood that it would be a party for the local members only,' but the members, especially the Sisters, made ample provisions to take care of all the visitors. • • BROTHER CHUPICK, our supreme secretary was there, also Dr. John M. Skrivanek, profesor of Slavonic languages, of Houston, and Dr. Robert L. Skrabanek, professor of sociology, of College Station. All of them made short addresses, but Brother Chupick was the main speaker for the occasion. He went back to the day fifty years ago when seventeen men had met in a small tenant house near the settlement called Smetana and decided to organize a new SPJST lodge. Those seventeen men were joined by five ladies, and the newly-organized lodge was admitted into the Order on the 4th of May, 1902. • • SECRETARY CHUPICK then went over the list of names of the charter members and announced that only one of them is still living and present. He then turned around and congratulated Brother Jacob Sramek who was sitting somewhat to the side of the speaker. Brother Sramek, 88 years old but giving an appearance of a man much younger, heartily and humorously i esponded to Brother Chupick's congratulation. ♦ • ALL IN ALL, it was not an elaborate flowery celebration with long and speeches but rather a congenial, neighborly gathering.. There were visitors from as far as Corpus Christi, Brother Severa; from Temple, Brother Matush; from Houston, Brother and Sister Joe Elzner, and the editor of Vestnik and his wife. There were many /others from different places. All of us really enjoyed the hospitality provided for us by the members of Smetana Lodge. IT IS ONLY ONE MONTH to the convention in Houston, but we should call your attention to another important event which will take place during the
week of June 8-14, 1952. That week is to be observed as Fraternal' Week, and we should like to urge every lodge located in larger communities and cities to give recognition to this week by using every means to emphasize the power, importance, and accomplishments of the Fraternal Benefit Societies. THERE IS MORE to Fraternal Week than having parties, eating dinners, and listening to speeches. In the first place, it should put every member of every fraternal organization on notice that he .or she is one of the nine million members which compose the Fraternal Benefit Societies in North America. It also should put every member on notice that lodges of Fraternal Benefit Societies constitute centers of civic betterment and contribute to the social and economic well-being in every place, village, and city where lodges are located. And the lodges are not only social centers, but they are the stations of mutual aid in all of the problems of life. • • AT THE LAST YEAR's session of the Texas Fraternal Congress in Corpus Christi, several of the local SPJST lodges had been mentioned for their participation in the observance of the Fraternal Week in 1951. We hope that many more of Our local lodges will take part this year • Members of different societies in cities like Dallas, Fort Worth, San Antonio, Houston, Temple, Corpus Christi, and Waco will work together on varicus programs. Our more active members, especially the younger set, should try to contact the other fraternal societies in the respective cities and work out some program. WE WERE SURPRISED a while back, when it was suggested that the meeting should open with "Star Spangled Banner" that only a handful of members admitted that they could carry on the song. So, as a substitute, it was suggested to sing "My Country." Strange as it may seem, it did not go any too easily, either. How about buying a record and playing it on a phonograph until it soaks in? We are supposed to be a nation of singers. Are we?
BROTHER OTTO STEHLIK, of Wichita Falls, who is a member of IndeperidenCe Lodge No. 76, a frequent contributor to the English Section, a man holding very high pOsition and enjoying esteemed recognition in another fraternal 'WOrld:: wide Order, has some timely parliamentary suggestions in this issue. Your' editor agrees with Brother Stehlik 100' percent—almost. The slight difference of opinion—and the difference is only as to the mode of operation—gives us the stamp of individuality, and lifts, Its from the mediocrity of intellectual' no bots ONE OF HIS SUGGESTIONS is that, the editor of the Vestnik should not be elected by the convention. Brother Stehlik is right—as far a's' he goes. The only bone of contention: is the precedent, or the habit, used in 131bm,1 ing an editor and other men into the official family. We as yet do not havean ideal setup. We may never attain it. But we are not any worse than thousands of other organizations, be they fraternal or business. The human Mind will always strive to remove imperfections from its own plans. The editor should be in a subordinate capacity: should not do too much of independent' thinking, because that is the job 'of the" supreme officers. The analogy of a bank': president and a bookkeeper is well taken. But we have a head bookkeeper, the financial secretary, who is likewise elected by the convention, and not selected by the Supreme Lodge. LET US CONSIDER this matter net: on the basis whether or not we are. an,, exception among the fraternal lerga,nizations, a freak, so to speak, but on the basis of common sense. Our convention .r is a policy making body. Now, it boils down to the point as to who helps. that policy making? Let us say that we wculd delegate it to the president, the secretary and the treasurer? LAST MONDAY A HOLIDAY You may now know it, but last Monday, May 19, 1952, you should have observed as a holiday, and you should have called it "Nineteen hundred and fiftytwo national tax freedom' holiday." If that sounds puzzling to you, you may get the meaning more fully if you get to know that last Monday was the first day this year on which a man calls a dollar his own. All that average American has earned from January 1 to May 19 he must pay out in taxes: local, state, and federal. This is merely another way of saying that our over-all ta- load has increased to the point where it now takes 38 cents out of every dollar we earn. Out of each hour we work, the pay for 23 minutes is taken by government, in direct and hidden imposts. The situation calls to mind the concession to freedom granted Prussian serfs centuries ago. Their masters allowed them to work for themselves 2 days, out of each week. Never before have Americans had to Work for more than 4 1/2 months to pay their taxes. In 1920 they began working for themselves on February 26. By 1940 the date advanced to M_arch 27. In 1951 National Tax Freedom Holiday was observed on April 28, with formal recognition by. Congress, in, a concurrent resolution of Senate and House. In 1951, when local, State, and Federal taxes were taking 32 cents out of each dollar the average American earned, the concurrent resolution of the Congress provided that Tax Freedom Holiday be symbolized as a day of relief throughout the land with such demonstrations as may seem appropriate, including a prayer for deliverance. This year more effective and vigorous congressional action is anticipated. This article has been prepared ahead of the day of relief, so we don't know. Citizens of the United States now pay more money for taxes than for all the food they eat. Mussolini took 40 percent 01 his people's income. Hitler took 50 per cent. Stalin is taking 70 percent. All of the income of all of the people in all States west of the Missippi River will not be enough to pay the bills of the Federal Government alone as budgeted for the year ahead. Direct and hidden taxes on a 1952 auto, mobile make up nearly one-third of its pin chase price. The breakdown on a 52,000 car is: Manufacturers' taxes, $155; suppliers' taxes, $154; dealers" taxes; $102; sales tax (average), $57; Federal excise tax, $146. Total taxes, $614. Direct and hidden taxes on typical
everyday items add up like this: Bread value 9 cents, taxes 5 cents, total 15 cents; milk, value 14 cents, tax 9 cents, total 23 cents; gasoline, value 13 cents, taxes 14 cents, total 27 cents; telephone service $6.60, taxes $2.95, total $9.55. On a $3,500 income an American family pays out $798 in hidden taxes alone, while Federal income taxes amount to around $300.. The Federal Government today has 2,400,000 civilians on its payroll and is adding an average of 1,500 new employees every day. Federal bureaucracy has grown seven tifnes faster than the Nation's population in the last 34 years. In July 1917 civilian employees in Government numbered 552,862. The Federal civilian payroll today represents a 436 percent increase over the 1917 figure. "Dollars to doughnuts soon will be an even bet," the tax liberation holiday advocates declare. There are today, 189 taxes on a suit of clothes, 154 taxes on a bar of soap, 201 taxes on a gallon of gasoline, and 53 taxes on a loaf of bread. On top of all the taxes currently being paid, today's Federal debt is a mortgage of $1,733 on the shoulders of every man, woman, and child in the United States. For a family of four, it becomes a crushing tax debt of $6,932. The per capita debt has increased eightfold since 1934. It has more than tripled in the past 10 years. It takes the Federal Government exactly 1 second to spend all the Federal taxes paid by a man, with a wife and two children, earning $12,000 a year. Federal taxes averaged $3.88 per person in 1900. They were up to $50 by World War I and hit $313 in World War II. Now they average $472 a year per person-120 times the figure for 1900. In his Essay on Representative Government, John Stuart Mill had this to say: "A people may prefer a free government, but if, from indolence or carelessness, or cowardice, or want of public spirit, they are unequal to the exertions necessary for preserving it; if they will not fight for it when it is directly attacked; if they can be deluded by the artifices used to cheat them out of it; if by momentary discouragement, or temporary panic, or a fit of enthusiasm for an individual, they can be induced to lay their liberties at the feet of a great man or trust him with powers which enable him to subvert their institutions; in all these cases they are more or less unfit for liberty; and though it may be for their good to have had it even for a short time, they are unlikely long to enjoy it."
On the subject of debt, Thomas Jefferson said: "I place economy among the, first and most important virtues, and public debt as the greatest of dangers. To preserve our independence, we must not let our rulers load us with perpetual debt. We must make cur choice between economy and liberty, or profusion and servitude. If we can prevent the Government from wasting the labors of the people under the pretense of caring for them, they will be happy." So, last Monday was one of those movable holidays, moving toward the sign of danger. One observer made this timely warning: "If businessmen don't get more and, more into politics, politicians will get more and more into their business. It is time to vigorously demand good government at less cost—and end to waste and extravagance and constantly increasing tax burdens." ) • • MAGIC PINPOINT
On a bleak night in London, more than 100 years ago, a newspaper correspondent sat at his table in a cozy inn. A mug of ale at his elbow, he was chronicling the day's events for out-oftown editors. Once the dispatches were sealed in envelopes, the journalist drew from his pocket a sheet of postage stamps. Then he proceeded to grope for the penknife he usually carried to cut stamps apart. Failing to find it, he pulled a pin from his lapel and began to work over the stamps. As he labored, another patron of the inn, Henry Archer, watched intently. An idea grew in Archer's mind: how wonderful if he could invent a machine which would fix stamps for easy separation! He built one, then a second, but British postal autorities rejected both. However, his third machine was patented by Archer in 1848. Further alterations were made, and in 1854 a new type of stamp was placed on sale in England. One by one, stamp-issuing nations followed Britain's lead, the U. . S. joining in 1857. Archer's chance 'observation of a journalist who had mislaid his penknife introduced the perforated postage stamp to the world. ( __— ) • Judge: "Is your wife dependent on you?" The other day, Brother Severa, of Corpus Christi, told me that we, older members, have one common fault: we don't make any effort to understand the younger members. An analysis of reports coming out of Czechoslovakia. indicates the Red-rejiggered Czech economy is now twisted so badly, and the CzeChs are so unhappy, things are going. to get no better for the Reds in the foreseeable future. In fact, it looks as though things are likely to get worse. The Slovak radio mourns that over 20 percent or the tractors in Slovakia— the eastern, primarily agricultural half of the country—are out of service "because of negligent handling by drivers." Other reports indicage a lot of this negligence is deliberate—and that it's on the upswing. Moscow's Pravda complains about the big number of power breakdowns which. are interfering with industrial production in Slovakia. The radio worries the number of breakdowns is not decreasing, but rising. The Prague radio complains absenteeism is sometimes as high as 30 percent in .the heavy industries. The Reds have used many of the same methods they used in Russia. These ruthless methods worked there because people were used to a low standard of living and used to force. TO THE DELEGATES AND VISITORS OF THE 16th CONVENTION OF THE SPJST If you will stay at the Rice hotel your I car will be taken care of. If you will stay with relatives or friends you will have to park your own car in one of the nearby parking lots or come in on the bus which is not too bad. Your meals will be no problem at all. You may have your breakfast or lunch at one of the four places at the hotel or you may eat at various places close to the hotel for whatever price you wish to pay. For a reasonable price you may have good food mostly anywhere close to the hotel. We also will try to give you names of places close to the hotel, so you may find them as easily as possible. Here and there we hear rumors about our planned banquet which will take place at the Rice hotel, there will be a cocktail party preceding the banquet and a dance after with music by BACAS This banquet was planned with a special menu to be suitable for every one. All you have to buy is your banquet ticket and the cocktail and the dance will be free for you to enjoy. Some one mentioned that these banquet tickets will cost $15.00. For your information and peace of mind, they will cost you $5.00. Our hopes are that every delegate at thin convention will attend this banquet. They've been used to having enough clothes—and enough food and meat. The. Reds have cut back the clothing and shoe industries in order to build up the heavy war industries. They've let food production drop to get men for the factories. This makes the Czechs unhappy. While lowering real wages the Reds have tried to speed up work in the factories on a sort of piece-work basis. The Czech workers resent these lower wages and these speed-up methods. Unlike the Russian worker, they'd been used to better things). So the Czech workers and the Czech farmers have silently carried on a sort of intermittent slowdown strike. They skip work; they drift to new jobs, they hide crops if they're farmers; they don't work fast! they put sand in the bearings of machines of workers who do work too fast.

Do not worry about your dresses, just look your best, even a cotton dress, they are very popular this season. I also want to mention, that the committee will try to be very helpful. Wouldn't there. be a cry that we do not want to have any medieval triumvirate in this "land ofd the free and the home of the brave?", So the members want to have more than three officers to .run the affairs of our Order. But how many more? Would, you include Mr. Mims, our actuary? , Our members say "No". Our members do not consider that a technical man, like an actuary, be a policy making officer. When we ask the actuary to figure out rates, he figures them out the way arithmetic tells him to figure it out. He is a technical man. • • SIMILARLY, THE MEDICAL DIRECTOR is a technical man. If he -turns down an applicant because he is overweight, shows certain unfavorable symptoms, or any of the things which appear in the medical reports as undesirable, he does it because the rules of his profession tell him to do it. In the same way, our financial secretary is a technical man who more than any other of- • ficer at the headquarters is being guided by rigid rules of bookkeeping and accounting. He cannot be 75 percent correct, like the other officers in the subjective thinking, he cannot be 95 percent correct and let 5 percent of errors go with "Let good enough alone;" he must be 100 percent correct. He is a technical man.
THE SUGGESTION IS that we should have the editor appointed and not elected. Personally, I would not favor the idea, for two reasons. The editor of the Vestnik is a policy making officer. If he is not, get rid of him, and get a man who can think independently for the good of the SPJST. The editor should make something out of the Vestnik, something or another, according to his ideas and abilities, following the trend of thinking of the majority; and following the policy making for ' the SPJST. And, secondly, if the Supreme Lodge appoints an editor, it may control him. The control may be very subtle, not in words or action, but by subconscious restraint of the editor who would be a little afraid to say openly and frankly about things, if they were not NAME good at the headquarters. I may be mistaken, but as I know our members I OLD ADDRESS don't think they want that restraint They want a free editor. They want a LODGE free speech. LETTERS SOKOL HOUSTON Nazdar: Somehow or other we got an early start or are putting in double time to put this over, but Sokol Houston will hold its Barbecue on May 25th on its grounds, 4515 Edsee St. Youan bet it will be tops. There will be barbecued beef, sausages, and all the trimmings, drinks of all kinds, coffee, kolacky, and other bakery. Games will be played and there will be music and dancing. By now the most of you are familiar with the Sokol Building and grounds and know that it is an ideal place for an.auting. Let's all turn out and give the Sokols a big attendance for this affair. The costumes are beautiful, the dances gay, the songs melodious and the story of the play has both humor and drama. You will laugh to your heart's content at some scenes and then again in another scene, a tear or two will trickle down your cheek. The play will start promptly at 3 p. m. as we have to change scenery in each act and the play is longer than we usually present. So, according to custom, the first name called is automatically chairman of the committee. When reporting as chairman and at the conclusion of the report, he, adcording to custom, addresses the Chair and says; "Brother Chairman, I move the adoption of the resolution." This does not mean that he or she is trying to railroad the resolution,

but only to expedite it, a time saver, as something must be done with the resolution. 2. Nowhere in the annals of Fraternal organizations is the Grand Convention presided by the Temporary Chairman. The Grand President presides until his successor is elected. Our mode follows the political party system. 3.. Nowhere among fraternal or business organizations is the Editor elected; by electing the editor make him independent of the Grand Lodge officers. This can cause considerable friction. By the election of the Editor we might as well say, that the directors of ai bank tell the president of the bank who his bookkeepers silould be. 4. It is the custom of the fraternal or business organizations for the presiding officer to appoint all committees. It is the purpose of a Committee to report on the subject which they have been appointed for. It is customary to adopt their recommendation. This is an annual affair and is free to the public. Greatly missed will be the teacher, Alexander Kotchetovsky, who passed away on March 2nd of this year. How ever, his work is being carried " ,on successfully by his assistants, Barbara Lee Rankin and Florrie Olenbush. Participating in this recital will be two Czech girls, Marilyn Earl and Andrea Vodehnal, both of whom have studied at this school for years. They are in the professional class and with it will present two numbers; School deBallet, which gives one an idea of the various steps they go through during a dance lesson. In this they will wear short costumes of white satin and nylon net. They will then be featured in a toe Solo, Marilyn's costume of orchid and white and Andrea's of pink and white. As a class they will also do a Russian Character number, costumes of light blue organdy and royal blue satin. Marilyn will also be one of the Graces in "Spring." The choreography of the ballet "Spring" is Alexander Kotche, tovsky's last piece of work, he having completed it just before his death. Kucera took over and called the meeting closed, and invited everyone to a luscious dinner, which was ready for everyone to help themselves to all their heart desired. I must say that Sisters and friends of our Lodge really responded to our request of bringing cakes and potato salads, which was very nice of them. After dinner President Kucera called the house to order, and proceeded with the program concerning Fiftieth Anniversary of our Lodge Bedrich Smetana and Mother's Day Ritual. First, President Kucera introduced our celebrant of the day._ Bro. Jacob Sramek, the only Charter Member to be able to be present, wishing him many more years of health and happiness. Bro. Sramek asked for another 50 years. As healthy and spry as he is, it would be no wonder; at 88 years 'of age he can be easily qompared with anyone of 60; enjoys a good joke, and has a brilliant memory. In the near future you will read history of our Lodge; it will be all his work. Than our distinguished guests and speakers were introduced in person; as Sec'y Chupick of Supreme Lodge, Dr. Skrivanek professor of Houston university. Dr Skra,banek, professor of A and M. College and Editor Valcik of Houston. Those of you, who have heard these eloquent speakers, know what I mean, when I say, we were very happy to have them as our speakers for this particular day. Than Editor Valcik presented his films to a well-filled house and well pleased audience in three parts. First part was showing of scenery and way of life in the Republic of Guatemala. The scenery resembles that of California in many ways, but the way of life must not equal that of old Mexico, at least in Mexico they have donkeys to carry their loads, while Guatemalans carry things in baskets on their heads. , Second pjaIrt was of Texas Czechs Get-together and celebrations; very interesting, enjoyed seeing that, as we were just in midst of one as you dear folks were having. AMERICA IS EVERYBODY'S BUSINESS Many decades ago a group of prominent and respected men set out to establish a business. Although they had different ideas as to how it was to function, they possessed a set of common principle and ideals. Already having the site of this business, their first job was to decide the type of organization they desired, the service it would render to society, and how it would , affect ooming generations. Thousands of individuals were made stockholders and the dividends were immeasurable. It has proven to be one of the most beneficial institutions in the history of mankind. This business, in which about 150,000.00 of us have an interest today, is called the United States of America. The ideals and beliefs of the founders of our country were summed up in such ' documents as the Mayflower Compact, the Declaration of Independence, and our Constitution. The Bill of Rights, standing for the conception that the individual is important, has guaranteed us economic as well as political freedom. This in turn has encouraged the principle of free enterprise which is responsible for the development of our natural resources, scientific advancements, and our high standard of living. Other ideals enumerated in the Bill of Rights have encouraged our wonderful system of public education and many other institutions working for the betterment of the citizens. When we think of citizenship and our duties as such, voting, serving on juries, acting as public officers, and paying taxes usually come to mind first. These specific tasks of the citizen rate of the utmost importance, but behind them stands life itself. This is the art of living' a good and clean life, worthy of the human race. If the ideals, morals, and character of a people are not above reproach, neither will be the policies of the Government or country. Too many American may be found going about their daily activities week after week with little or no thought nor care as to, the issues of government and politics and to world affairs. Such a pemon casually comments to an equally disinterested friend on some social problem or a scandal among government officials; but if asked what he intends doing about it, he would answer with the familiar curt reply: "What could I do? I am only one person, and besides, I know nothing about such matters." Such attitudes are most dangerous to a society such as ours. Remembering that America was founded upon the principle
that society is made up of individuals, each American should make it his responsibility to know as much as possible about his government and assume the duties and responsibilities that his citizenship entials. He must be an active citizen interesting himself in local, State, and national government, voting wisely, thinking, speaking, and acting to preserve and strengthen freedom, equality, and opportunity for each individual. Freedom for individuals carries with it an equal responsibility to use that freedom wisely. Therefore, if we wish to remain free, we must faithfully fulfill our responsibilities as free men. The average citizen cannot be expected to solve all the problems of the intricate art of government, but he should study and determine the general principles of government. The right to vote is the individual's most potent weapon in the protection of his rights and freedoms. To be effective such a weapon must be constantly and wisely used with party affiliations disregarded in some instances. The United States must consist of an• alert, active, and intelligent mass of citizens. The American public, always quick to criticize its political leaders, often pictures politicians as either entirely good., or bad. The shifty and weak will often receive praise simply because of their conforming to the whims of the people, while the one heroically trying for the right will receive only abuse. While criticism is important, it is one of the first duties of the citizen to be just to the officers of his Government. The good opinion of citizens is one of the highest prizes for which a public officer may hope. The citizen should be discriminate in bestowing praise or censure, not only because it is his duty to judge all men fairly, but because it will be an incentive toward right conduct and good government. Also he must learn to weigh facts and use his judginent as to what is right. Most of us have confidence in ourselves and our country. We do not claim perfection, but we have faith in our ability to move forward, to improve and to grow. However, self-satisfaction can do much to endanger a democracy as proven by the fall of Athens and others of the great civilizations that existed years ago. A certain feeling of optimism or faith as to the condition of the country must be maintained, but not without facing reality. Whenever people reach this state they are unwilling to accept changes and their culture is apt to become stagnant or even decay. We must
see that' nothing obstructs the progress of the American ideals. If we understand and guide our lives by the principles' upon which America was founded, we will be helping to Make not 'only our country, but the world as well a better place in which to live. Because man's horizons have expanded, what happens in the world affects him, and his actions affect the world. Each man has a responsibility to act, and to encourage his country to act, so that freedom and cooperation will be encouraged among the people and nations of the world. The following excerpt from a poem by Margaret Fromrne well illustrates the goal which should be in the heart of every American: "Our task is not to build the highest building; The longest bridge; the finest road; The most modern house; but to build a world Where everyone has the highest ideals, The fullest life, the education to fit them for the best way of living; And where every house is a home." Our standard of living and the ideals upon which our form of government is based are similar to those for which the peoples of the world have strived since the beginning of history. The American people possess the material and cultural advantages men have dreamed of for thousands of years. It is our duty, the business of every American to appreciate, protect, and enrich the heritage that is ours. ) • 4) • "Mother, I wish I didn't look so flatchested," said my 15-year old daughter as she stood before the mirror in her first formal dress.
