ORGANIZATIONAL AND PROMOTIONAL WORK
OUR RATES, ETC. Our present rates or scale of premium paythents which has been in force since January 1, 1946 are based on 3 1/2 percent interest return on our mortuary fund according to the American Experience Table. These rates are very reasonable and despite the fact that the rates under this table are lower than the rates cf any other fraternal insurance association, anywhere, under our conditions and circumstances, these rates are adequate. The best evidence of that is the fact that the solvency of our Order has been increasing slightly, from year to year, for many years, as shown in Report A, under Item 13. Please, refer to it. The gradual increase of our solvency ratio, which is now 116,82 percent is due, in no small measure, to our very satisfactory mortuary fund investment interest return which in the year 1951, was 4.62 percent as shown in Report A, Under Item 12. No other fraternal organization or insurance company, doing business in Texas, has made such a high interest return on its mortuary fund as our Order. That evidences that our Order is well managed. VARIOUS OPTIONS, FEATURES, ETC. The Double Indemnity Insurance feature; the Payor Insurance feature and the Premium Waiver feature which we adopted several years ago have proved very satisfactory. To the end of 1951, we have not paid a single Double Indemnity claim. We have allowed two Premium Waiver claims in only two instances, and that for a period of a few months. only, and we have not had a single claim for payment under our Payor Insurance feature. STATE EXAMINATION The laws of the State of Texas prescribe that the Insurance Department of the State of Texas shall conduct an examination of the affairs of every fraternal Order operating in Texas. every two years. The Insurance Department may, if it so desires, make such examinations oftener. Our Supreme Lodge has not had a State Examination from May, 1948, until at the close of 1951. The fact that the State Insurance Department does not deem it necessary to examine our Supreme Lodge more often, has saved us a considerable sum of money. The last state examination cost us $3751.36. It was concluded several months ago, but so far we have not received. any report on it from the State Insurance Department.
The organizational department or przanotional work or endeavor of our Order is in the hands of the president of the Supreme Lodge, Brother Edw. L. Marek. Realizing, however, that this department needs and requires the assistance of all, that are interested in the progress and welfare of our Order,,I have at all times assisted him in this work in every way that I could and whenever necessity demanded it and/or whenever I was so requested to do so. I prepared, compiled and edited our rate books, prepared all supplements to our certificates incidental to the various new features that we have adopted, and have assisted him otherwise, not only personally but by correspondence with inquiries seeking various information relative to our rates, our various features, transfers from one class of insurance to another, etc., whenever I had an opportunity to do so, and/or when circumstances demanded it. THE SUPREME LODGE OFFICE All the bookkeeping work at the Supreme office and everything connected with it, is, in the able hands of financialsecretary, Brother R. A. Urbanovsky. the early part of 1943, we inauguarated and/or installed in the Supreme Lodge office a new system of bookkeeping and keeping of all records of all the transactions of the Supreme Lodge, which system we were convinced, from experience, was needed here. This required the transcription or almost all of our books, and records, and all the various controls, in the Supreme Lodge office. Struggling under a shortage of office personnel and experienced help, at that time, to assist in this work, it was an enormous undertaking. It required almost two years to complete it. However, experience has demonstrated that it was well worth the effort: You will be convinced of that easily if you visit our office. If you want to know whether or not the present system of collecting premium payments from the local lodges is dependable, accurate, correst and satisfactory, ask your local lodge officers. It saves a lot of work for the local lodge officers, and 99 percent of our local lodge officer, heartily endorse and/or approve it because it is accurate, correct, definite and dependable. Under this system thousands of dollars are saved annually, for the Order, which were formerly lost on account of lack of control, loose methods, indifference, and carelessness. It requires more detailed work, on the part of the Supreme Lodge, and cv,,ts
Strana 21 more but it is worth its cost, many times, in actual dollars and cents saved, and besides it prevents a lot of misunderstanding, useless correspondence, and ill will. All the work at the Supreme Lodge office Is well organized. Every record is complete in every detail. A copy is retained at the Supreme Lodge office of every instrument, statement or :letter or anything that goes out of the office, for future reference. All work is carried out without delay, every letter answered the day it is received, except, in such cases that there is a substantial reason for some delay. As the secretary of the Suprenae Lodge, I have endeavored at all times to carry out all my duties and responsibilr: ties, to the best of my ability. I have endeavored at all times to deal with the members of the Order, as well as nonmembers, that had business with the Order, in an open, impartial, and straightforward manner, and have endeavored, to guard at all times, against any act of indiscretion, on my part, either by word, deed, or action, that might shed an unfavorable light on our Order. Whenever I represented the Order, as the secretary of its Supreme Lodge at any meeting, program, or any other function, within the Order or outside of it, I have always endeavored to do se in a dignified, respectable, capable and appropriate manner so as to not cause embarrassment to anyone and with only one aim and purpose in mind, mid that was, to elevate the Order in the opinion of its members and the public, in general, in every way I could, and in every instance that I had an opportunity to do so. LETTERS DELEGATES AND VISITORS OF THE 16thCONVETIFHSPJ In my last letter two paragraphs were missing and my letter started with the third paragraph, i guess the two just got lost somewhere.. Our editor always cautions us to mail our contributions in time so he may read the proofs, but there arje always a few late corners, and I was one of them. This time will try again to give you a few tips on our approaching convention, mainly of our program of entertainment. Our program is scheduled for 5 days, beginning Sunday, June 22 through Thursday June 26. This program will be printed in booklet form. It will make a nice souvenir and. a reminder of our 16th convention. The complete program will be printed in our Vestnik for the inforbaton of .visitors. The delegates will receive one by mail two weeks before our convention. As fat as know, to print a program of entertainment will be something new, and we hope it will meet with your approval. Don't you think it would be wonderful if we would have our convention procedure planned and printed also? I am sure it would save us lots of time. Delegates will be arriving Sunday. For ;that purpose, committees will be on hand c at the Rice hotel in the lobby and mezzanine floor. (Our convention will be held on the mezzanine floor.) The committee will be glad to help you in any way you wish. Monday, before the convention opens, there will be few formalities that will take place. This time we included something new: MEMORIAL services for our departed members. This will take about 20 minutes: It will be very impressive. We wish to impress each one of you, the iMportance of the few minutes given in memory to our deceased Brothers and Sisters. Any one not in favor of this, should leave the room, before the services begin. If you stay, please do not leave before it is over, out of due respect to the members that passed on to the unknown. The same day, Monday night, Pokrok Houston Lodge No. 88 will be the host to all delegates, their wives, visitors, and members of Pokrok Houston Lodge No. 88 with a delicious supper. And to finish the evening, the Dramatic Club will present a Czech operetta "DETI SLOVACE". The admission will be 80c; the play will start at 7:30. ( itp Waco, Texas Dear Fellow Members: I fully agree with our editor that our Supreme Officers should contribute' regularly to our Vestnik. In fact, I believe that we should have a regular feature with a heading such as "FROM OUR PRESIDENT'S CHAIR" and "FROM OUR SECRETARY'S CHAIR", and others as needed. I believe that our editor should be independent and carry on his work with a free and unbiased mind for the good of our Order. I don't believe that our editor should be hindered in his thinking by anyone; but if he proves by his work that his thinking is unsound for the good of our Order, a provision I should be in our Bylaws to replace him with one that would give us sound material. I want to congratulate our present editor on his able performance of his work in Vestnik. I sincerely think he is able and has done splendid work up to now. . . Keep this up, Brother Valcik. Much has been said about the cost of Vestnik, but very few of the critics have carefully compared the cost with the results that Vestnik has produced for us. It is the only medium we have that Constantly keeps us together. It is the only medium that constantly tells us and the public what we are doing and how. I would suggest an improvement to Vestnik and that is, that it should have a better cover, preferably on white book paper, the front page to carry some historic or timely picture, with a paragraph or two telling us something of this historic event. For the first such cover I would suggest a picture of our first Supreme Secretary, the late Brother J. R. Kubena, who has done so much for our SPJST. Much has been said and written about moving our Supreme Offices to a larger city. In this respect, I feel that Our Supreme officers should give us their
views on where we shoud move and why. Our supreme officers who live with the Problems should be the best qualified to make such suggestions. Personally, I believe that if we are going to confine our business only to the state of Texas, that we should be centrally located. But if we are some day going to solicit bus iness in other states, .we should move closer to the center of such activity, such as Dallas, Texas. I sincerely believe that we should settle this question for the good of all of us, since it is brought up in almost every convention and has already cost us several thousand dollars in discussion in the last four or five conventions. Prices are hardly going to be much lower, so let's get the job done. Much time can be saved at the convention by useless talking about this and that, let's leave our petty grievances at home and only use time for things that will benefit us all. In this way we will save much valuable time and accomplish a lot more for SPJST. You, younger members, come in and write. Give us your ideas and what and how to do this and that . . . its you, young people, that will have to carry on• this work before you know it, and who knows but what your idea may make a big contribution to our SPJST. Sit down right now and tell us in your own way what you think would be good for SPJST. No one is going to criticize you and we will all be happy to hear from you, the LEADERS OF TOMORROW. Our Birthday Club met the second Wednesday in May to celebrate the birthdays of Helen Valcik and Josephine Burl. Each of the celebrants received many beautiful gifts and we had flowers galore. It certainly must be true as the old saying goes "April showers bring May flowers". Later the flowers were sent to the following: Rosie Zimerman, Rudy Sefcik, Karel Matejka and Joe Kotrla. The ladies in the kitchen prepared a delicious meal of baked chicken, rice and giblet gravy. We had our pictures taken and Mrs. Hilsher, our president, spoke about what the Birthday Club would do during the convention and what our duties would be. In the course of the business meeting, Mr. J. V. Ha y -lik,mebrshipolctr,ep dtha our membership has grown to ill members. All numbers on the program presented, dealt with the all-important subject. "Mother", and the little tots as well as larger children, are to be commended for doing their parts so ably. The program committee also prepared nice awards for the oldest, the fattest and the leanest member mothers, respectively. A lovely homebaked, snowy lamb, the first award, went to my mother, Mrs. Vera Svoboda, as the oldest mother; a nice tablecloth, the next prize, went to Mrs. Frances Surman, as the fattest mother, and the third, a pretty plastic butter dish, went to Emma Rosenaur, as the leanest mother present. Mrs. Svoboda returned the lamb to be sold to the highest bidder. It brought $6.00 to be added to the lodge treasury. Bingo was played by many for useful prizes, most ardently, however, by two little boy members for real live little shepherd puppies. (They each succeeded in winning one, I'm happy to say.) LINDBERGH AT FIFTY Twenty-five years ago this preceding May 20 an unknown aviator, a young chap of 25 named Charles A. Lindbergh, I made the first nonstop flight from New York to Paris. What followed afterwards in the life of this man somehow has paralleled the course of events in the current history of the. United States. From the height of limelight to the depth of despair and suspicion, from one extreme.. to another has been a chain of events both in Lidbergh's life and in the history of his country. The frenzy of enthusiasm which greeted his feat was undoubtedly completely forgotten on that day as were the later events in his career. Some of that history has an interesting bearing on the present day situation of the United States, internationally and politically. Colonel Lindbergh, shuning public scrutiny and the criticism which has left its scars on his life, lives quietly at Darien, Conn., in a handsome home on a point jutting into Long Island Sound, with his talented wife, Anne Morrow Lindbergh, and their five children, three sons and two daughters. The eldest; Jon Morrow Lindbergh, is now attending Stanford University. Like some of their other topflight heroes, the United States first heaped honors on Lindy such as had never before been given to a man of his youth —he was 25 in 1927—then preceded to accord him treatment usually reserved for a man who has disgraced himself. The kidnaping and death of his son aroused the country as had no crime in half a century, and led to federal legislation which has practically put an end to kidnaping for ransom, which had become common before Bruno Richard Hauptmann was convicted and executed. Lindbergh's flying genius—most aviation people still regard him as the greatest flier in world history—and his scientific achievements, including the artificial heart experiments with Dr. Alexis Carrel, were largely forgotten when he jumped into the fight against American entry into the second World War. To refresh clouded memories, here is his statement in 1940, after the European phase of the war had begun: "Unless we stay out of this war, and use cur best efforts to bring about peace between England and Germany, the United States will be bankrupt, Europe will be prostrate and the Asiatic hordes (meaning Russia) will be in a position to move westward when they please." That prophecy, from a young man 'ho' had no particular training in world
affairs or so-called "geopolitics" can now be recognized as proof of a gift for foresight. But at the time Charles Lindbergh was assailed as an appeaser and an isolationist. The same was true when he used his chance to inspect German air power and the attempt of Nazis to convert him into a propagandist on their side, to find out what their plane production was and compare it to our own. His reports to congress and the armed services gave impetus to our own aircraft prOduction. Now our leading air experts are telling a congressional committee the same thing about Soviet Russia—that we have quite some distance to go to match the Communist production of planes and that their reserve of atomic weapons may be equal to ours. At least another quarter century must elapse before history determines whether Colonel Lindbergh's stand was correct but the treatment accorded him as a result has come to be regarded as nothing less than shameful. In World War II, after the air corps had refused to order Lindbergh to active duty, he was sent to the Southwest Pacific theatre as a civilian under an arrangement with an aircraft company, flew 50 missions each with the army, and navy air forces, and was the flying idol of all the groups with which he served. With all his prestige as a flier, he was up against a group of younger men to whom he was a graybeard, but it is of record that they soon recognized his genius and his unpresumptuous way of suggesting improvements in flying technique. But he received no recognition for that service from the United States government. He made many flights over Jap lines. Had he been forced down on any one of them, he could have been shot as a civilian participating in military operations, whereas army and navy fliers were treated as prisoners of war. •( ♦ Flattery Fails! MENTAL HEALTH Seven years ago, in 1945, I believed that a bit more cf systematic learning might take me out of a rigid, fossilized pattern of thinking. Adult education would be the answer, I thought. Sheepishly and self-consciously, I went to register at the University of Houston. I was lucky to find a sympathetic adviser. "Some course to use your leisure time constructively, you say?" he repeated my words. "How about a course in mental health?" I accepted his suggestion. It really. didn't matter. When one is fifty-three and thirty years out of college, anything is good to make mind more flexible. I signed for a course in mental health and two more courses in psychology. One of the required books to read in the mental health course was with a title "A Mind That Found Itself," writ"ten by Clifford Beers. There were other] books'assigned for reading, but I tackled , that one first, because it was at the top of the list handed to the students taking the course in mental health. Nearly half a century has passed since Clifford Been§ wrote A Mind That Fotind Itself, hi-; autobiographical account of conditions in the mental hospitals of his day. In the years since then much has been done to improve the state of affairs about which Beers wrote. Yet, for all the very real progress, the problem of mental illness remains one of the 'outstanding problems of ours age. This is so whether one regards it from the standpoint of the suffering of the individuals concerned, of the effect of mental illness upon our whole society, or of

the dollar cost of caring for the institutionalized mentally ill. The facts are appaling. Unless something is done to prevent it, one out of every 12 children bOrn in the United States this year will at some time in the course of life suffer a severe mental illness—an illness severe enough to justify hospitalization. Nearly half of the persons in hospitals in the United State; today are mental patients. Even among those in hospitals who are not .desig7nated as mental patients there is a .startlingly high percentage—the estimates range from 25 to 50 percent—whole illnesses have important psychiatric complications. Dtring World War II more than a million registrants were rejected by Selective Service because of mental and emotional disorders, and nearly half a million more were discharged for the same reasons after having been accepted. But the institutionalized mentally ill and those who were rejected by Selective Service are only a fraction of those with some sort of mental or emotional disturbance. Reasonable estimates of the total run as high as 9,000,000. This number includes the problem drinkers, of whom there are estimated to be nearly 4,000,000, 750.000 of these being chronic alcoholics. It includes a good share of the 50,000 persons who are addicted to narcotics, and of the 275,000 children under 17 who are brought into juvenile courts each year. It includes the 17,000 Americans who, in an average year, commit suicide. And finally it accounts for a substantial part of the divorces
—1 for every 4 marriages—of absenteeism and accident proneness in industry, and of crime. Plainly, this is a problem of fearful dimensions. To the question of what is being done about it, the answer must be: Much—but not anywhere enough. Lack of public understanding is the most serious of all our deficiencies in the treatment of mental illness, For while much progresS has been made in educating the American people to the nature and scope of the mental disease problem, by and large we still tend' to regard psychiatric illnesses as something to be ashamed of; and largely because of this fact most of us still have onoinkling of how grave the menace is. The problem here, clearly, is to bring the whole subject out from the cbbwebs and from under the beds where it has reposed for so many centuries into the light 'of day where it can be looked at and discussed openly and fearlessly. This is precisely what has been done with respect to tuberculosis and cancer. That these diseases can now be freely discussed,' without any of the foolish feeling of shame or dishonor which formerly were associated with them, is due in very large part to the campaigns which have been conducted by informed and aroused individuals over the last 50 years; while the advances made in controlling these diseases are in turn due, in very large part, to this achievement in public education. Until the same can be achieved in the mental health field, no significant progress will be made.
