NEJSME SLAM, ANI MALI glatif SME CLENEM jedne velke rodiny. Tolik jsem si uvedomil, kdy2 jsme s bratrem Markem byli na Narodnim bratrskYm kongresu v Bostonu. Bylo tarn zastoupeno takkka sto bratrskYch a sesterskYch organisaci. Na ge SP JST nebyla mezi nimi tou nejmengi. Naopak, zdalo se, 2e nam byla venovana dosti znaena pozornost. Snad to bylo proto, lie jsme byli z Texasu, snad take proto, lie jsme pri gli, abychom pracovali s druhymi, abychom prilohli ruce ku spoleenemu dilu. Frank Havrlandovi ze Sugarland a s nimi pkijeli jejich rodiee Roman Pollakovi z Rosenberg, tak jsme se dobte bavili yypravoyanim, neb manZele Havrlandovi byli na besede ye Washingtonu, D. C. u plukovnika Franka Kanaka a jeho rodiny, a pak spoleene jeli rodinu Karla Sureho a jeho rodinu v Ontario, Kanada. Cestu meli pkijemnou a libilo se jim v Kanade. Pan Sury je take z tech uteeencti z Ho gt'alkoy e z Moravy. UZ ma vse pekne zatizene, koupil si pet akru, zeme na zahradu i s domkem; v zahrade v geeka zelenina velice roste. Pani Sura obdelava, zahradu a mu2 jezdi do prace v tovanae, a kdyZ ptijde dolma ponniZe zene v praci a pak vYrobu dobte prodaji. P. Sury je u‘Z obcanem Kanady. V nedeli 28 .zati dopoledne mne a Mikesky navgtivila, jak slibovala ve Vestniku, ze pkijede, ses. Anna Vrlova, a br. Josef Kotrla s manZelkou Rozi, a ses. Lojzieka Sat'akova, v gichni z Houstonu. Ses. Vrlova jim delala gofera na jeji pekne kale. NeZ dojeli k nam zastavili se na Guyskem hititove, ses. Vrlova navstivit hrob sveho mileho manzela a polokla mu tam hezkou kytici ruZi. Br. Kotrla teZ chtel nav gtivit hrob jeho dobreha pkitele a Sokola Fr. Vrlu, i jeho manZelka a ses. So gt'akova si ptaly podivat se na htbitove, net dojedou k nam. Radi jsme je vgeeky uvideli a s nimi si promluvili, zvlagte ja jsem se s manZely KotrlovYmi uz dlouho nevidela. Poznali jsme se v Hailstone, jak jsme jezdivali tam na divadla s mojim manZelem Truksou. Br. Kotrla je rodak. z Jasenky u Vsetina a jeho manZelka je ze Vsetina na Morave. Tak jsme si s touto milou besedou na tak kratko promluvili, neb oni vgeei od nas jeli do okrskove schtze SPJST do Needville. Srdeene dekuji yam vgem za milou navgtevu, tot za ty hezke darky k mojim riarozeninam, ktere byly 18. zari 83 let.

Kovatem (to je nal:1j druhY bratranek). Vypravoval, co zkusil s tou zlamanou nohou. Uz ma nohu umelou, ponia.lu chodi s eaganem a neco pracuje, doma popravuje, ale s karou nenniZe jezdit, nepasuje k tomu to umela noha. Od Mikeskil jeli Kovatovi nav gtivit manZele Jan a Filomena Waleikovi zde v Guy. Jsou to take sestkieky a gvakti. Poeasi je velice krasne, pikovani bavlny je misty u konce, i na gi Mikeskovi jsou hotovi se sbiranim baviny, firoda byla dobra. V nedeli 28. zati k veeeru nav gtivili Mikesky a take mne mili na gi ptatele manZele Svestkovi z Houstonu. Take byli ye sehuzi v Needville, a tak pkijeli se podivat jak se mame. MUSINGS OF THE EDITOR SINCERE THANKS deserves Brother George Kostohryz, editor of the West News, for his kindness of proofreading all the English material of the last two issues of the Vestnik while I wa g away. To tell the truth, George often does my work of reading the proofs when the English material is set in type en Saturday or on Monday. It has to be done because there is no typesetter so perfeet who would not make some typographical errors. Since your editor is living two hundred Miles from the printing office, and since some of our contributors do not understand the mechanical procedure in a printing office and send their contributions just in time to ,squeeze in before the "deadline", that is, before the hour at which the printing forms of the Vestnik are locked, Brother George Kostehryz always proofreads the latest contributions. In order to avoid this shifting of my responsibilities and unloading them on George, there is a constant reminder in every issue, page 19, that all contributions intended for publication, must be in the hands of editor a week before the date of issue. IT HAD TAKEN US, meaning president Marek and your editor, four days of hard driving, three days of attending the sessions of the National Fraternal Congress, and three and one-half days of some more hard driving to complete the trip to Boston and back. We drove every day not less than sixteen hours. and twice we stayed on the road eighteen hours. It was not a pleasure trip; we did not stop for a single glass of beer, and often we had been satisfied with only two meals a day. We had been rushing to Boston, and we had been rushing back home to attend to our respective duties. - I STILL FEEL -disappointment that we missed one of the most important part of the session, the Fraternal Field Managers Association meeting. I did not have the official program in tine, and the entire trio had been arranged by the office in Fayetteville. It appears to me that the cfficerrs assumed the Congress would start on the

day when all the delegates would register, en Tuesday. They wrote me to be ready Friday morning, so that we oould not have to travel at a ne(-1(.-breaking speed, and be in Bost m on time for the registration of the de egates. Tuesday morning. Two days before our departure, I received the Fraternal Monitor, a monthly publication, in which the entire program was announced. When Brother Marek stopped in HOLISton Friday morning to pick me up, I told him that we would have to drive quite a bit every day if we wished to be in Boston Monday morning. He asked me why Monday? The registra nlon would not he until Tuesday. He did not see the official program before, and he did not know that the meeting of the fraternal field managers and organizers was scheduled for a full-day session on Monday. So we drove and drove, seventeen hours on the first day, twenty hours an the second day, eighteen hours on the third day, and we still had to go 450 miles on Monday. We knew the distance from Houston to Boston, but we wer badly fooled by the poor roads through Tennessee, Kentucky, and southern part of Ohio. And when we reaches the Eastern part of the United States, it was a continuous siring of towns where the speed was limited' to fifty on highways and 25-30 in cities, strictly enforced. We really missed the wide roads and the open spaces of Texas. THE MEETINGS OF THE DELEGATES at the National Fraternal Congress are somewhat different from the accustomed conventions. There are, several meetings going on at the same time. Each delegate has to find his own section or group. There is presidents section, secretaries' section, .law section, medical section, press section, youth section, and there are dozen or more committees. While Brother Marek was attending a meeting of his group in the presidents' section, I listened to the discussion of the group composed entirely of editors. When our respective meetings were over, we went together or separately to listen to the debates and discussions in some other section. One delegate cannot cover everything. For that reason, we regretted

very much that the other two membeN, who originally planned to make the tho, secretary Chupick and director Skral:anek, could not be with us. It takes a team of for or more delegates to cover the entire session' of Congress and the full benefit of the various diSeussion.s. o THE NEXT ANNUAL SESSiON of the National Fraternal Congress will be lacld in Dallas, Texas, during the fourth, week in September. OUR NEIGHBOR MEXICO f,The following article, dealing with the ,struggle of the Mexican people for polltical and economic reforms, was written by . the editor as a result of his observations following his two-weeks tour through the United States of Mexico. — Editor.) Introduction Any fair-minded person who visits Mexico for a short period of time will admit that it takes more than a brief visit, more than a mere collection of supefidial impressions, to form a clear pattern of thought about the Mexican land, the Mexican people, and the Mexican problems. Mexico is a land of contrast and paradox. Modernity pushes its way through the remnants of antiquity. Beauty and ugliness are found in the same setting. Riches and luxury accentuate the background of poverty and de. stitution. The population consist of se. veral layers; the one on top being a thin layer of educated persons, constituting the governing class, the Mexican aristocracy, while the lower strata remain poli•ically indifferent, cut off from genuine participation in national life by illiteracy, provincialism, and political inex, perience. • In addition, the visitor from the United States is apt to discover, for the first time, a new meaning of the term "American." He may overhear a casual remark about El Coloso del Norte, or find himself referred to as el norte-americano. The visitor may gradually come to tree realization that in Mexico there is no Mexican race in any strict meaning of •the. : term, and that the inhabitant of Mexico is American in the more original and deep-seated sense because his very Mode of life is still in a large degree based on the foundations of the remote Indian cultures. It impossible to get acquainted but very casually with problems of Mexico during a short visit. Better understand ing . . implies the necessity of intensive • •, study; it requires the desire of learning .more• of Mexico's brave fight against the ills of her colonial heritage; it demands rr to know more of the patriots who took up',arrns against alien and domestic di g -.turbesOnlyhcatrdseforms be understood. Mexican Revolutions No, one knows when the land called Mexico was first settled. The more widely ,accepted speculation is that the ancestors of the American Indians ' migrated from Asia across Bering Strait to Alaska and down the length of the continent some ten or fifteen thousand years

ago. The details are not settled. Scholars are just beginning to find good reasons for the guesses they make. All we know is that before the Spaniards arrived, Mexico had been inhabited by two branches of Indians, the Toltecs and the Aztects. "Presumably the Toltecs and the Aztecs spoke the same language, Nahuatl, which made the fusion between them so close that Toltecs and Aztecs are really two layers of the same civilization, and the symbol of the fusion is the Aztec emblem, the eagle, swallowing the Toltec serpent." The eight century is the traditional date when the Toltecs are related to have come to Mexico from the North. Near the end of the twelfth century, a fresh migration brought the Aztecs into the Mexican valley. When the Spaniards came to Mexico in 1519, the country was divided between various warring tribes. There were Mayas in the peninsula of Yucatan; Zapotees and Miztecs in the Oaxaca highlands; Tarascans in the west; Aztecs, a small, fierce tribe, occupying the whole highland plateau. The Aztecs under Emperor Moctezuma held in absolute obedience many vassal tribes in Mexico. The story of the conquest by Hernan Cortes belongs to the great epics of all time. Cortes heard so many tall tales about the glittering capital of Moctezuma when he touched the coast of Yucatan and Tabasco that nothing could stop his curiosity and appetite. Internal dissention among the vassal tribes, and Aztec superstition which identified Cortes with the legendary king Quetzalcoatl, aided Cortes to reach the holy city of Tenochtitlan without opposition, on the contrary, with welcome as the legendary redeemer. Cortes redemption was swift. He seized the royal person of Moctezuma, held him as hostage, and imposed a tribute of gold and precious stones upon his subjects. The rest is history. In 1540 Mexico was united with other American territories — at one time all the country from Panama to Vancouver Island — under the name of New Spain, and governed by viceroys (57 in all) appointed by the King of Spain. This land remain a Spanish colony from 1521 to 1821. For three hundred years Spain made laws, collected taxes, distributed lands with all the Indians settled on it to the favored servants of the Crown. Theoretically the Indians were protected by the rules of the King. But Spain was far away, the encomiendas (royal grants of land with free labor) flourished, and Cortes was a chief beneficiary. The economy of the colony was subordinated to that of Spain. The colonists

could not trade with any one except with the mother coutry. If Spain cultivated or produced some article, New Spain was forbidden to cultivate the same item. Since Spain raised olives and grapes, the cultivation of these was prohibited in the colony. Even today, the Mexican output of grapes and olives is still insignificant as a result of this old-time restriction. The economic pattern of the colonists was determined by the racial distribution. The colonial policy restricted migration to New Spain only to a limited number of Spaniards. The Spaniard really was not a colonist, but a conqueror and a gold seeker. Consequently, the white population was always a small group. Since conquerors came without their women, interbreeding began, and the colonial population developed into four distinct social classes. At the bottom of the scale was the Indian, the slave taken in conquest and rebellion, the worker in the mines, the panta.tion peon, whose economic status was little more than a chattel. Just a little above the Indian was the mestizo, a true child of his Indian mother and his mother's race, nurtured and cradled by her song and her language, and only remotely resembling the outsider, the white man, incidentally his father. Above the mestizo stood the creole, an individual of Spanish parents but born in Mexico. At the top of the scale was the Spaniard born in Spain, the only one who ruled Mexico in the name of the King, and also for his own benefit since he suffered little interference. Toward the end of the co:onial regime it was estimated that the population of Mexico was distributed as Follows: whites (both Spaniards and creoles), one tenth; mestizos, six-tenths; and Indians, threetenths. After three centuries of intermingling, the distinction was no longer racial. It was economical and social — the landless and the downtrodden, ninetenths of the population, against the one-tenth, the master class, the landlords, the aristocracy. The movement for Independence was inaugurated by the white -haired Father Hidalgo, a village priest, a creole, who lived among the poverty-driven Indians in a village then known as Dolores and now called Dolores Hidalgo, in the state of Guanajuato. At that time Mexico was in area the fourth largest country in the world, surpassed only by Brazil, Russia, and China. The downtrodden population for whom Father Hidalgo spoke on the fateful night of September 16, 1810, numbered perhaps five million, a greater population than that fouuii in the re-


Wednesday, October 8, 1952. volting thirteen colonies in 1776. Under Hidalgo the Indians rose to recapture the land from the Spaniard. The land of peace became a land of blood. But Hidalgo was not a soldier. His Indians fought with machetes, while the Spaniards were equipped with cannons. Hidalgo fell, and his leadership was picked up by another priest, Jose Maria Morelos. For five years Morelos led his small army in a series of engagements, the brilliance of which has never been surpassed in Mexico, but he was never strong enough to win a decisive victory. Finally, he was captured and shot on December 22, 1815. The war for independence seemed to have ended, but the revolt continued. Two priests, who had spoken for millions, were dead, but their words re-echoed throughout the Indian villages. Then came an unexpected turn of events. A disgraced army colonel, Augustin Iturbide, got the idea to appropriate the movement for independence for his own profit. Iturbide, who heretofore had killed and burned in the name of the King, changed his position and became the torchbearer of the indenpendence. With him came the army that had fought under him. It established a precedent in Mexico of following the strong man, turning around, and joining hands with the enemy in the hope of profit. Iturbide played upon the vanity, ambitions, and greediness of the wealthy creoles and diverse groups. Thus, after more than ten years of civil strife, the bitter struggle for freedom from economic bondage was turned into a profitable enterprise for the landlords. Independence was won in 1821 by betrayal. Not the landless hordes who had answered El Grito de Dolores, but the rich creoles were the sole beneficiaries. The ninetenths of the landless masses received no freedom, no land, no voice in determining their lots. As Stuart Chase aptly stated, " . . . the creoles captured the movement, the revolution took a turn to the right, and the inspired dream of Fa-1 ther Hidalgo was defeated for 100 years".i Independence found Mexico ill-pre- 1, pared for self-government. The war destroyed the former govering class, it removed experienced administrators, and it gave a free hand to blundering. Inde- I pendence was manifested by "lack of ad-1 ministrative experience, the absence of a strong government, the ignorance and recklessness of some of the governors, the ruthless disregard of life and property, the pillage and destruction of most of the large cities, the confused party alignments." published his pronunciamento and refused to obey the new government's orders. In 1823, two years after the independence, Guatemala proclaimed its secession. In Texas, a priest named Tres Palacios was stirring the frontier Indians against the government. Queretaro issued a revolutionary plan. Guadalajara proclaimed itself independet. Oaxaca seceded from Mexico, and Colima separated itself from Jalisco. Yucatan asked the United States to intervene, and offered itself in annexation as a reward. Texas secured independence, which Mexico was compelled to recognize nine years later. In the years following indepence — from 1821 to the Reform of 1857 — the army was the one profession which was the chief gainer from the general dissolution and chaos. It was a profession in which honor, glory, riches, and power were to be had for the asking, provided the asking was done with a loaded gun. A rebellion was a serious matter for the government, but it was another profitable opportunity for the army. Rebellion always increased the income of the army, promoted some of its members and secured funds not available otherwise. The army was always supporting itself at the expense of the public. Between 1821 and 1845 the army destroyed the federal government of Mexico ten times. Each time the purpose was either the placing of a new president in office or ousting the one in power to make room for another general. The military objective was always the same: remuneration and sharing of the spoils with the victor. Political and economic issues were further complicated by the position of Church. The clergy was an economically privileged class from the beginning. It is stated by one authority that ninety per cent of the urban property in Mexico, prior to 1857, was owned by the clergy and most of the rural real estate either belong to them outright or was heavily mortgaged in their favor. Thu, properly speaking, Mexico was not a nation at the time of its declaration of independence or even many years afterwards. It was rather a colony with sharp internal, economic, cultural, and class division. The army, the Church, and the large landowners were the Stumbling blocks in the creation of a new nation. Yet Mexico, sweating and bleeding, had also the capacity of healing. A new generation was growing up. This generation learned of the deeds of Hidalgo and Morelos. They had learned something of the struggle for liberty in America' and in France. They began to notice corruption around. They saw power concentrated in the hands of the

aroma 91 few, the generals, the clergy, the landlords. They turned upon the powerful. They first attacked the army as a special and separate state within the nation, as an institution that was immune from all civil control. The second was an attack upon the Church, another independent institution within the State. The third was the attak upon the plantation, which also was a state within a riation, and almost independent from governmental control. These attackers called themseves "liberals". They found a leader, the unsmiling figure of a pure-blooded Zapotec Indian lawyer from , the state of Oaxaca, Benito Juarez. He had rekindled revolution. He is credited as being the chief author of the Constitution of 1857, and its far reaching reforms. Juarez cut the ground from under his enemies' feet quite simply. He declared all Church property, altars, cathedrals, buildings, to be the property of the state, and he closed all convents and monasteries. There was a howl which was carried to Europe. France evolved a quixotic plan to put Maximilian of Austria:, Emperor Francis Joseph's brother on the nonexisting throne in Mexico. Maximilian accepted because he needed money. He and his wife Carlotta entered Mexico City in June, 1864. Juarez withdrew to El Paso. Maximilian had all the Stipport of the Chuch on his side. Yet that venture failed. And while Carlotta • wept at the feet of Napoleon III, and refused to be turned down by the Pope, thus obtaining the unique distinction of being the only woman who had spent a night in Vatican, Maximilian was shot by inflexible order of Benito Juarez, despite the diplomatic clamor from Europe. With Maximilian vanished the last hope of the Church to retain its privileges. Serene, indefatigable, Juarez fought foreign foes and domestic spoilsmen. aim was to establish a realm of order and justice. Industry was encouraged. The building of the Vera Cruz railroad was almost completed. Secular schools were opened. Juarez intended to unify the country, to restore lands to the 'Indians, and to curb the accumulated wealth of the great hacendados and the Church. Notwithstanding the fact that the number of the small landholders was increased by many thousands, the land distribution failed on a large scale. Most, of the Church estates passed in unbroken tracts into the hands of the followers of Juarez, and the land distribution stil remained a problem to be solved b''future generations. AM I A NAGGER? by Linda Lane I have been married to one man for many years, and through all those years I've tried to be a good wife. But I've had a secret. I've had a guilty feeling that I-might be branded as a nagger because I tried to improve my husband. I loved him and I wanted to help him. As a bride I was proud of my home, my furniture, and the man I married. I decided I would take good care of them all. But I found that my ideas of housekeeping and caretaking weren't always the same as those of my husband. I showed him a certain hook where he was to hang his night-shirt. They were in vogue at that time. And I lovingly explained that he would exert no more energy in taking a few steps to the clOset door than in turning and throwing the garment across the bed. I thought I had disposed of that job very tactfully. He saw the hook, nodded, and smiled at me. But the next morning there was that shirt sprawled across the bed. It didn't seem to bother him at all — the look I gave him. He learned to' play bridge when he was young. I learned later. However, I took a few lessons and learned some new rules. But did he want to learn my rules? He did not. His own rules were better. "I don't care, my dear," he would say. "I don't care anything about your rules; this is the way I have always played." And I'll have to admit that he won more often than I did', He's ail excellent player. He still has his rules. As a dummy he's careless. His partner has to arrange his cards • in order to see their value. I tell him over and over, when we are alone, how to lay down cards. I joke about it at the bridge table. Am I a nagger? Or can't he change? • We used to dance often and I loved it. My husband was a good dancer, too. He knew all the latest steps. But now, instead of the two-step, he prefers the short step. "Hopping," our daughter calls it. I whisper, "Stretch out a bit; dear, and loosen up," as I am held close in his arms. "Mother," he says, in his kindly but firm way, "I've danced this way for years, don't try to change me now." And he goes, on hippity hop, hippity hop. whirling me round and round. "A brown tie ' might look better with your suit," I pleasantly say to him at breakfast, thinking of his variety of ties. "A brown tie with a brown suit?" he asks. like this tie. I like contrast.' I've told him when his socks were too short, when they showed too much leg, or when they were the wrong color. I've pulled his vest down when it didn' meet his pants. But today I pulled it down for the last time! With one yank, I said to myself, "Linda, there's no use. You've preached and preached, yet he's the same old chaji you married. You might just as well pretend that you are pleased with everything." Then and there I made a resolution. I made up my mind that for the next thirty or forty years I would endorse everything he did. And I would tell him so, too. That he danced superbly; that I loved to hippity hop'; that it was fun to hang up his clothes — and good exercise for me. I would change my idea of color combinations. A flashy green tie did look pretty with a blue suit. And he could flop his cards any old way he wanted to. I would turn over a new leaf. I would not continue to be a nagger! "How happy he'll be," I thought. "How free!" No one looking after him. I planned to start that new role the very next morning. Well, anyway right after I told him to put on his rubber's. But what did he do! He spoiled it all. Spoiled all my good intentions. Grinning at me as he pulled on that big rubber, he said, "What in the world would I do, my dear, if I didn't have you to look after me? Why Mother, that's what I married you for. I've loved it all these years. We had a rain just like that in July when the cotton was beginning to open. These large rains are no good at a time like this. Now all the farmers are in a hurry to cut the cotton stalks, as the plowup deadline was Septa 25th. The Commissioner of Agriculture John C. White of Austin announced that no extension would be granted on Cotton stalk plowups in 14 South Texas Counties after the deadline expires at Midnight, Sept. 25. I wonder what a man like this knows about farming. Here the fields were wet for two weeks and no deadline extended.
