Too good to be true (but it is)
A freshman at Eagle Rock Junior High won first prize at the Greater
Idaho Falls Science Fair. In his project, he urged people to sign a petition demanding strict control or total elimination of the chemical “dihydrogen monoxide.” And, for plenty of good reasons, since it can:
1. Cause excessive sweating and vomiting. 2. It’s a major component in acid rain. 3. It can cause severe burns in its gaseous state. 4. Accidental inhalation can kill you. 5. It contributes to erosion. 6. It decreases effectiveness of automobile brakes. 7. It has been found in tumors of terminal cancer patients. He asked 50 people if they supported a ban of the chemical. Fortythree said yes, six were undecided, and only one knew the chemical was water. The title of his prize-winning project was, “How Gullible Are We?” He was attempting to show how conditioned we have become to alarmists practicing junk science.
Bloominʼ Temple SPJST will once again sponsor the car show at the Fourth Annual Bloomin’ Temple festival on Saturday, April 18 in downtown Temple. The festival will include three days (Friday through Sunday) of entertainment, food, arts/crafts, contests, and other activities. Attend your District Meeting! District spring meetings kicked off on Sunday, March 15 with District Two’s held at Lodge 48, Beyersville. Hats off to the members of Lodge 48 for their friendliness and warm reception. The hall was decorated beautifully in St. Patrick’s Day motif complete with gold coins and chocolate candies on the tables. And, the meal was delicious and served by smiling members of Lodge 48. The event included activities for all ages. The Little Misses and Misters of SPJST were featured in a parade around the hall. These future youth club members were dressed in their Sunday best. The kraslice contest was a hit with all ages. And, there were door prizes galore. It was a great day. I encourage all members to attend the district meetings. It’s a day to learn more about SPJST, socialize with fraternal brothers and sisters, and meet new friends. —SPJST—

To Officers, Directors, Editor, and Employees: We would like to thank all of you for all of the support before, during, and after our retirement dance that was held at the Mayborn Center in Temple, Texas. Thank all of you so very much for sponsoring our special day; for the kolaches, door prizes, all of the write-ups in the Vestnik, the programs for the event - they were so fitting and beautiful and for the plaque. This meant a lot to the entire band. We were all overwhelmed at the crowd. We have played almost every SPJST hall in the state, and everyone always treated us with respect. We, in turn, returned the respect. But mostly, thank you for your friendship. We are all thankful to God for all the friends
we have made over the years. We have been truly blessed. SPJST is a very fine fraternal organization, and we hope that it will always keep the Czech heritage alive. Minutes of the January 20, 21 and 22, 2009 Regular Meeting of the Supreme Lodge SPJST held at the Home Office, Temple, Texas
The regular meeting of the Supreme Lodge SPJST was called to order by Supreme Lodge Chairman Donnie Victorick at 8 a.m. with the following Supreme Lodge members present:

Financial Secretary Jerry Mikulas was also present during the meeting.
The meeting was opened by reciting the Pledge of Allegiance. A moment of silence was observed in respect to our departed members and in honor of our armed forces. Secretary-Treasurer Mikeska led the Supreme Lodge in prayer.
The minutes of Supreme Lodge SPJST Meeting of October 14, 15, 16, and 17, 2008, were considered page by page. After the listing of Supreme Lodge members the following was added: “Financial Secretary Jerry Mikulas was also present to participate in the meeting.” On page 34, “past District Two Director Willie Kohutek” was changed to “Honorary District Two Director Willie Kohutek.” On page 31, delete the visit to Lodge 255, Katy which was listed twice in the minutes. The minutes were approved as corrected on motion by Director Bayer, seconded by Director Rollwitz. Motion carried unanimously.
The minutes of the special called meeting of November 21, 2008, were considered page by page and approved as presented on motion by Director Rollwitz, seconded by Director Bayer. The motion carried unanimously.
Director Bayer reviewed various items recorded in the Management Team Meeting weekly reports.
The minutes of the nine Supreme Lodge officers’ meetings concerning investments were considered: October 10, 14, 27 and 31, 2008; December 11, 15, 19, 22 and 23, 2008. The minutes were approved as presented on motion by Director Ahlstrom, seconded by Director Bayer and carried unanimously.
The Supreme Lodge went into executive session at 9:15 a.m. to consider the executive session minutes. The executive session was concluded at 9:30 a.m., and a recess was taken until 9:45 a.m.
OLD BUSINESS
FINANCE COMMITTEE RECOMMENDATIONS FOR RETIRED EMPLOYEES, OFFICERS AND SPOUSES – President Vanicek referred to recommendations of the Finance Committee for employees and officers, spouses, and supplemental insurance. There was extensive discussion about the number covered in each category.
SOFTWARE – President Vanicek reviewed a letter from Keith Fischer of USSI in response to his request for a user’s manual to explain the functionality of the client-based software and other USSI software components. USSI would prepare a user’s manual at a cost of $140 per hour. No action was taken. STATE LEGISLATIVE ROUNDUP – President Vanicek referred to a report from the National Fraternal Congress concerning matters related to legislation and proposed regulations on a nationwide basis.

had shared at the recent Texans of Czech Ancestry (TOCA) meeting. The report covered SPJST involvement in promoting Czech Heritage. DIRECTORS’ DISCRETIONARY FUND ACCOUNT – President Vanicek distributed recommendations for the district directors’ discretionary fund account and its purposes. Action postponed until later. Recess was taken from 10:50 a.m. until 11 a.m.
REPORT ON SALES – Vice President McBride referred to his report on sales. He stated we finalized 2008 with 3,562 applications which was down 2,089 from 2007. He discussed the reasons for the decrease which included termination of agents. He stated all districts had met their sales quotas. There was a discussion about reconciling the Vice President’s earned premium report with the premium report generated by Financial Secretary Mikulas.
Financial Secretary Mikulas suggested that he be allowed time during the audit to reconcile the computer generated premium report from Vice President McBride with the other report. AGENTS PENDING REPORT – Vice President McBride reviewed a report of trained and pending sales agents as of December 31, 2008. There was a review of the status of sales agents.
NEW LODGES IN PROCESS – Vice President McBride reviewed the report and recommended that some of the lodges in process be consolidated. Vice President McBride proceeded through the report and heard each director’s suggestions to consolidate and discontinue certain lodges. Vice President McBride will confer with Director Krizan, Director Rollwitz, and Director Pflughaupt on some of the lodges. Recess for lunch was taken from 11:55 a.m. until 12:30 p.m.
REPORT ON LODGES – Director Bayer presented a report on status of lodges recently organized. Opinions were expressed that we would focus more on existing agents and existing, older lodges. Limitations will be put on recruiting in each district. Control will be exercised on recruiting and expansion. Director Krizan discussed going back to recruiting among our older lodges. He discussed retraining our existing sales force on how to get our members policies serviced and upgraded. Referrals for new sales agents will be qualified by the State Field Representatives. Lodges will have the opportunity to accept or decline sales agents or to recruit their own sales agents. ADVERTISING PROMOTIONAL – A report was presented on utilization of the allocated amounts for advertising and promotional items.
PERSISTENCY REPORT BY AGENT – Vice President McBride provided a handout to each director listing persistency for 2008 in each district. There was an extensive discussion on the method of calculating persistency including the 13month method. FIVE-YEAR SERVICE AWARD – Vice President McBride introduced Donica Zabcik who has completed five years of service in the SPJST Home Office. She was recognized for the outstanding job she does for the SPJST.
HUMAN RESOURCES COORDINATOR – President Vanicek introduced Debbie Klinkovsky recently selected as the Human Resources Coordinator. She thanked the Supreme Lodge for the opportunity to serve in the position and briefly discussed her activities since taking on the position. She discussed setting up performance reviews and changes in accounting for comp time and implementing a new time sheet. She is looking into analysis of our group health care plan. The employee handbook will be reviewed and updated. LODGE COMPLIANCE – Secretary-Treasurer Mikeska presented a listing of lodges that had not furnished a lodge officers’ listing for 2008 and 2009. He reported that three lodges had not furnished a copy of their IRS 990/990T forms for year 2008.

VESTNIK – Financial Secretary Mikulas reported that as of December 31, 2008, the Vestnik subscription count is 10,911.
VESTNIK SURVEY – Financial Secretary Mikulas reported the survey will be done during the first half of 2009. Subscribers will be required to respond to remain on the mailing list.
NEW ACCOUNTS PAYABLE SYSTEM – A new accounts payable system implementation has been delayed due to many other projects with higher priority. PRIVACY NOTICE – Financial Secretary Mikulas reported he had complied with mailing of the required privacy notice to our certificate holders. BUDGET 2008 – Financial Secretary Mikulas reviewed the budget results for 2008. He reported budget would have been on target if extraordinary items had not come up involving writing off unrealized losses on common stocks and write down of bonds.
REFUND TO LODGES FOR 2008 TO BE PAID IN 2009 – Financial Secretary Mikulas discussed his report for the proposed refund amount for 2008. He stated the actuary had recommended continuation of paying $8.50 per premium paying certificate and $1 per paid up certificate. He estimated the refund amount to be $198,981.50. On motion by Director Ahlstrom, seconded by President Vanicek, payment of the refund amount as recommended was unanimously approved, subject to each lodge meeting the compliance requirements.
EXPENSE STUDY OF SPJST AUTOMOBILES – Financial Secretary Mikulas reviewed an expense study of SPJST automobiles. The operating cost was $0.44 per mile. RELEASE OF CLAIMS – Financial Secretary Mikulas reported that both Lanita Anglin and Drew Popelka had signed a standard release of claims form and received payment for sick leave and vacation time. Director Bayer was honored with a celebration of his 20th anniversary of service with the SPJST the previous evening. Director Bayer graciously thanked the Supreme Lodge for honoring him in this way.
DISTRICT THREE – Director Krizan stated his main concern was to take steps and make cuts in view of the indications that the recession would be extended. He suggested limiting insurance coverage on SPJST autos to liability and medical coverage. He emphasized the need to save wherever possible to add to our surplus. He expressed his concerns that we consider further cuts in all areas. He emphasized combining mailings to save on postage.
POSTPONED ITEMS – The matter of using non-owned autos was previously discussed and opportunity was given to express any concerns. It was suggested that the SPJST should verify that the owner has insurance coverage. The matter was resolved.
STATE FRATERNAL ACTIVITIES COORDINATOR REPORT – SFAC Chester Jenke was present and distributed two detailed reports. One report indicated the lodges eligible for awards, but not submitting year-end and fraternal services reports. Lodges not meeting all requirements would not receive their awards or the premium refund to lodges. The State Horseshoe Tournament would be held at Cooper Farm on May 16. There will also be a statewide Join Hands Day initiative taking place at Cooper Farm. Lodges wanting to get involved should contact either the State FAC or State Youth Director.
STATE YOUTH DIRECTOR’S REPORT – SYD John Hoelscher distributed reports. One report listed all youth clubs and individuals eligible to receive incentive award checks. The reports were very detailed in tracking of activities, performance and year-end results.
SYD Hoelscher asked that his involvement in Czech Feszt be defined. He reported on attending the Texas Fraternal Congress board meeting in Seguin. He reported on the November 2 meeting of District Youth Counselors. He reported on summer camp locations selected for each district. On motion by Director Bayer, seconded by Director Rollwitz, SYD Hoelscher was authorized to attend the American Camping Association Conference. SYD Hoelscher shared detailed information about the progress in planning programs for the ENC at Cooper Farm. Recess was taken from 9:30 until 9:40 a.m. NEW BUSINESS
SIX-MONTH PERFORMANCE REVIEW OF SECRETARY-TREASURER – The performance review of Secretary-Treasurer Mikeska was taken up. Based on convention action, the Secretary-Treasurer’s salary was 75 percent of the convention approved amount for six months. After discussion, President Vanicek made a motion that the Secretary-Treasurer’s salary be adjusted to 100 percent of the convention/approved amount effective six months from the starting date of assuming the position responsibility. Director Ahlstrom seconded and the motion carried unanimously.
EMPLOYEE SALARIES – Employee salaries were considered and discussed in executive session and adjustments were agreed upon during the executive session as proposed by the officers. The Supreme Lodge returned to regular session to act on a motion to approve the salary adjustments. Motion made by President Vanicek and seconded by Director Pflughaupt. Vote was taken on the officer’s recommendation. Voting in favor of approving the salary adjustments were: President Vanicek, Vice President McBride, Secretary-Treasurer Mikeska, Director Victorick, Director Wuensche, Director Rollwitz, Director Pflughaupt, Director Ahlstrom and Director Bayer. GUIDELINES FOR DESIGNATING “MARGINAL LODGES” AND THE REASSIGNMENT OF MEMBERS – President Vanicek proposed five guidelines that would provide direction in helping management to identify and facilitate the orderly reassignment of lodge members from inactive and/or marginal lodges into active lodges. The goal was stated to be to ensure that all SPJST members belong to an active lodge that has demonstrated a real and sustained commitment to fraternal ideals.
President Vanicek moved that the five proposed guidelines be adopted. Director Pflughaupt seconded and discussion followed.
The guidelines were as follows:
a. Guideline One: In the event that (a.) a lodge posts an annual lapse rate of 20 percent or greater on the number of new life insurance certificates issued and/or (b.) demonstrates a sustained inability to meet essential fraternal directives, the lodge will be considered by the Supreme Lodge to be operating at “marginal” status. Members belonging to marginal lodges will be subject to reassignment to an active lodge, pending necessary protocol and notification.
b. Guideline Two: Lodges that agree to accept reassigned members from “marginal” lodges will not be held accountable for any lapses in membership that may be attributed to the reassigned members for a period of 36 months, calculated from the date of reassignment. As such, any lapses credited to the reassigned members will not be held against the lodge that votes to accept reassigned members. Guideline retroactive to include reassignments made in 2008.
c. Guideline Three: Assets residing in the Lodge Management Account and previously assigned to a lodge where members have been reassigned will be redirected to the receiving lodges in an amount proportionate to the number of members who are being reassigned.
d. Guideline Four: Lodges that have experienced a reassignment of membership will remain in “inactive status for a period of five years from the time of reassignment. At some point during this 60-month period, the Supreme Lodge and/or local lodge membership may find it practical to “reorganize” the lodge. As such, it will not be necessary to recharter the lodge but merely to “reorganize.” Should a period of greater than five years lapse from the time of reassignment, the lodge will be officially “disbanded” and require the reassignment of a new number for the purpose of organizing and chartering. This measure will be retroactive to include any lodges which over the last 24 months have had members reassigned to active lodges.
e. Guideline Five: There exists a real and constant need to establish a clear standard for “active” membership in the SPJST. For the purpose of being elected to hold lodge and/or youth club office, a member – at the time of election – must be categorized by the Accounting Department as Status One, Status Two or Status Three. Status Four members are hereby ineligible to vote and/or hold office in the local lodge and/or youth club. Status Three members holding office and/or elected to office will become ineligible to serve at such point their certificate is designated as Status Four. As this pertains to the adult and youth incentive programs, Status Three members as of December 31 must be paid up in full by January 31 in order for the lodge and/or youth club to receive credit towards the incentive program. Director Ahlstrom moved that Guideline Four be amended by adding the sentence: “Members that were reassigned will be given the option of transferring back for the reorganization and be able to hold an office.” Director Wuensche seconded the motion to amend. Vote was taken and the amendment passed unanimously. Vote was taken on the amended motion and passed unanimously.

President Vanicek presented a new guideline for lodges in process as follows: Members who have been written into lodges being organized may be reassigned at the discretion of the Supreme Lodge Vice President and respective director’s approval. Director Krizan seconded and the motion carried unanimously. CLEARLY IDENTIFYING COST CENTERS – President Vanicek reviewed an extensive list of accounting cost centers which will provide a more detailed assignment of organizational expenses identified by department. SPJST MEMBER BENEFITS/TRAINING DVDS – President Vanicek discussed development of a new SPJST Leaders’ Guide DVD and a lodge officers’ training Power Point presentation. LEGISLATIVE AWARENESS DAY AT THE TEXAS STATE CAPITOL – President Vanicek discussed plans for the Legislative Awareness Day in Austin on April 15, 2009. The function is part of TFC Legislative Awareness Week.
SOKOL SLET – President Vanicek discussed our response to an invitation to participate in the 2009 Sokol Slet, June 23 to 28 in Fort Worth, Texas. It was decided to participate in the Sokol Slet with a participation fee of $5,000. The motion was by Vice President McBride, seconded by Director Pflughaupt, and it carried unanimously. FINANCIAL SECRETARY’S POSITION – Financial Secretary Mikulas had previously indicated a commitment fill the office of Financial Secretary for two years. Supreme Lodge members discussed the possible approach for his replacement.
CEMETERY MARKERS/COMING EVENTS - President Vanicek reminded Supreme Lodge members that SPJST cemetery markers were available for purchase from the Home Office for $10 each. President Vanicek reviewed upcoming events through the end of the first quarter.
ENC PROPOSED LOAN – Attorney Marsha Schiller-Lunde was present to report her findings after a legal review of the LCRA lease. She discussed the implications of provisions in the lease and the Supreme Lodge members had the opportunity to ask questions about various provisions of the LCRA lease. The ENC proposes the property and improvements leased for 50 years as security for a $1.5 million loan by the SPJST. Recess was taken from 2:45 until 3 p.m.
HERITAGE 2009 PROGRAM – Vice President McBride reviewed a copy of the Heritage ’09 membership and sales award program. There was a discussion if all awards were contingent on achieving the state goal of 3,150 issued applications. Listings were distributed showing the method to be followed in calculating lodge charge backs for 24 months. Issued applications will be decreased by any certificates lapsed for 24 months back.
On motion by Vice President McBride, seconded by President Vanicek, the membership goal for 2009 was set at 2,009 issued applications. Carried unanimously. LODGE PLAQUES – Director Bayer brought up a suggestion to use framed certificates instead of plaques for lodge and sales awards.
80 PERCENT LODGE PERSISTENCY – On motion by Director Ahlstrom, seconded by Director Wuensche, it was decided to eliminate the 80 percent persistency required for the Heritage ’09 program as it applies to lodges. The motion carried with eight in favor and two opposed. Voting in favor: President Vanicek, Vice President McBride, Secretary-Treasurer Mikeska, Director Victorick, Director Wuensche, Director Rollwitz, Director Ahlstrom, and Director Bayer. ADVANCE COMMISSION REPORT – Frank Horak and Cynthia Hutka were present to make a presentation on an extensive report on terminated agents and how some written off advance commissions were being recovered. Vice President McBride reported that he had reduced payment of advanced commissions from nine months to six months.
ASSIGNMENT OF SPJST AUTOS – Vice President McBride reported on reassignment of autos among field representatives. The two high mileage autos will be utilized at the Home Office, as needed.
QUARTERLY BONUS – Vice President McBride reviewed a report to demonstrate a detailed history of handling of the quarterly bonus of $20 per application.
CONTINUING EDUCATION – Vice President McBride reported that the Texas Department of Insurance has contracted with Sircon Corporation, a service company, to process continuing education certificates. The SPJST will be billed $3 per agent per continuing education class.
On motion by Director Rollwitz, seconded by President Vanicek, it was decided that SPJST will pay the $3 continuing education fee and discontinue the food previously served at four-hour continuing education classes to offset the cost. Motion carried unanimously. RECRUITING OF NEW AGENTS – Vice President McBride informed the Supreme Lodge he would limit the number of agents field representatives would be allowed to recruit.

HEALTHCARE COVERAGE – The report of the Finance Committee was brought up for consideration. On motion by Director Bayer, seconded by President Vanicek, the recommendation of the Finance Committee was accepted. Motion passed unanimously.
GUARANTEED RATE ON NEWLY ISSUED ANNUITIES – Vice President McBride brought up for consideration a letter from Actuary Allen Bailey stating the guaranteed annuity rate could be lowered to 1.50 percent. Annuity IV currently has a guaranteed rate of 2.55 percent.
A motion was made by President Vanicek, and seconded by Director Pflughaupt, that the guaranteed rate on Annuity IV be changed to 2 percent effective March 1, 2009. After discussion, vote was taken and the motion carried with seven in favor and three opposed. Voting in favor: President Vanicek, Secretary-Treasurer Mikeska, Director Victorick, Director Wuensche, Director Krizan, Director Pflughaupt, and Director Bayer. SPECIAL RESERVE ON AVR – Financial Secretary Mikulas brought up recommendation from Actuary Allen Bailey to set up an additional AVR reserve liability. On motion by Secretary-Treasurer Mikeska, seconded by Director Ahlstrom, it was agreed to set up a special liability reserve on the AVR if deemed appropriate by our actuary. Motion carried unanimously.
DELINQUENCIES – Secretary-Treasurer Mikeska presented a listing of twelve delinquent loans with recommendation for action on each loan. Secretary-Treasurer Mikeska moved approval of the actions recommended on each loan. Director Ahlstrom seconded and the motion carried unanimously.
MORTGAGE LOANS – Secretary-Treasurer Mikeska reported on the status of a proposed $1.5 loan to the SPJST Education and Nature Center (ENC). He reported on our attorney’s evaluation of the LCRA lease to the ENC and our efforts to deal with problematic restrictions in the lease. Secretary-Treasurer Mikeska moved that we retain the services of Lloyd Thomas to conduct the appraisal of the proposed security for the ENC loan. Director Bayer seconded and the motion carried unanimously.

QUARTERLY INVESTMENTS – Secretary-Treasurer Mikeska requested ratification of investments for the period beginning October 1, 2008, through December 31, 2008, and moved their ratification. Director Ahlstrom seconded and the motion carried unanimously.
INVESTMENT POLICY STATEMENT (IPS) –Secretary-Treasurer Mikeska stated that our Investment Policy Statement is a living document subject to review and amendment as deemed necessary. He provided the Supreme Lodge with an extensive review of the IPS and proposed a number of changes. It was agreed to discuss the changes item by item approving each by common consent and then submit a motion to vote on the entire package. After concluding the review, and disclosing each change, Secretary-Treasurer Mikeska moved, and Director Ahlstrom seconded that the changes agreed upon be adopted. The motion carried unanimously. INVESTMENT STRATEGY – Secretary-Treasurer Mikeska did a brief recap of some of what has taken place since August 1, 2008:
1. Selection of an investment consultant who gives us access to a wealth of investment tools. 2. Selection of another securities custodian and the transfer/reconciliation of the portfolio of securities. 3. Writing and implementing new Investment Policy Statement (IPS) 4. Dealt with much of the lingering unrealized loss on stocks by selling them, writing off the loss and repositioning in a diversified basket of quality stocks. Stops were implemented on our common stocks to limit any future losses. 5. Dealt with impaired bonds by writing off the loss. 6. Made progress in diversifying equities and bonds by sector and laddering bond maturities to provide liquidity. Secretary-Treasurer Mikeska discussed some items on our investment management agenda for 2009:
1. Continue to closely follow and refine our IPS. 2. Continue the process of repositioning stocks. 3. Continue the process of diversifying our bonds among twelve sectors. 4. Continue laddering of bond maturities by purchasing those that will fill in gaps to assure cash flow every year. 5. Use opportunities to improve the quality of our bond portfolio. 6. The officers need to generate a written investment strategy plan for our benefit and for the benefit of our regulators and rating agency. SCHEDULE D INVESTMENT SOFTWARE – Secretary-Treasurer Mikeska reported on steps taken to implement a new investment record system for our portfolio. The transfer of data and transition will take several months to complete.
AUTHORIZATION TO TRANSFER FUNDS – Secretary-Treasurer Mikeska pointed out the need to authorize the transfer of funds as provided by By-Law Article 33(b). A motion granting authority to transfer funds and pay all general expenses of the Society was made by Director Ahlstrom, seconded by Director Rollwitz and it carried unanimously. INTEREST SENSITIVE PRODUCTS – The yields on assets allocated to various interest sensitive products were reviewed. The following rates were considered and set:
Universal Life – On motion by Secretary-Treasurer Mikeska, seconded by Vice President McBride the rate on Universal Life was left at 5 percent effective through April 30, 2009.
Annuities – On unanimously adopted motion by Secretary-Treasurer Mikeska, seconded by Director Pflughaupt, the rate on Annuity I was left at 5 percent effective through April 30, 2009, and the rate on Annuity II, III and IV was left at 4.15 percent effective through April 30, 2009. The rate for payout-period calculations of a single premium immediate annuity is 4.15 percent.

CONFLICT OF INTEREST – Secretary-Treasurer Mikeska distributed a copy of our Conflict of Interest Resolution. Each Supreme Lodge member was given an opportunity to report any conflict of interest and each will be required to sign a statement certifying they have no conflict of interest.
IRS 990N – Secretary-Treasurer Mikeska reported he was sending out notification to lodges that we will file the 990N for those qualifying provided they authorize us to do so. He explained that a lodge qualifies for filing 990N if its gross receipts are less than $25,000. He also reported that there is good reason to hold that funds received from the Society such as the refund to lodges and incentive awards can be excluded from gross income for purposes of making a determination.
NFCA INVESTMENT SECTION – Secretary-Treasurer Mikeska reported he intended to attend the NFCA Investment Section meeting in Chicago in May. Director and Supreme Lodge Chairman Victorick also indicated a desire to attend. A motion of authorization was made by Secretary-Treasurer Mikeska, seconded by Director Wuensche, and it carried unanimously.
GAIN AND LOSS IN ASSETS – Financial Secretary Mikulas reported a loss in assets due to a write down of bonds due to the credit crisis.
COMPARISON OF INCOME AND EXPENSE – Financial Secretary Mikulas discussed a comparison of 12 months income and expense versus budget amount for 2008. INDEPENDENT AUDIT – 2008 – Financial Secretary Mikulas reported that the independent audit was in process by Henry L.S. Jezek, C.P.A.
REFUND TO LODGES – Financial Secretary Mikulas reported that the incentive program payment to lodges would be near $102,000.
SPJST LODGE MANAGEMENT ACCOUNT – Financial Secretary Mikulas reported on activity in the lodge management account. Total in the account is near $2.2 million. Lodges use this account to invest funds that are not currently needed.
REPORT OF PREMIUM PAYING CERTIFICATES – Financial Secretary Mikulas gave a recap of premium paying and paid up certificates.
ENC LOAN INFORMATION – Secretary-Treasurer Mikeska reported on new information in connection with the proposed ENC loan. The information included recommendations for changes in the LCRA Lease for the benefit of the ENC and the SPJST.
Recess for lunch was taken from 12:05 until 12:45 p.m. Director Krizan left the meeting at 1 p.m.
ENC PROPOSED LOAN – Director Bayer moved that the Supreme Lodge officers be authorized to consider and approve the proposed loan to the ENC subject to the appraisal and refined business plan. Motion seconded by Director Ahlstrom and carried unanimously.
Supreme Lodge Chairman Victorick read a card of appreciation from Katherine Morris conveying thanks for being honored for 10 years of service in the SPJST Home Office.
AUDIT REPORT – Director Bayer, Chairman of the Audit Committee, presented the audit report in behalf of the audit committee. Questions, clarification on suggestions covered 27 items or categories.

1. Do not fold the support documents with the vouchers. 2. Need a summary of the SPJST advertising items store operations as far as amount bought, taken out for promotional, and what is sold. 3. Need guidelines for the directors for spending their allocated discretionary funds. 4. Need to closely examine the DYC charges and number of days charged for per diem. 5. Need a separate account for expenses related to insurance agent training classes. 6. Organizational expenses need to be broken down into more subclasses. 7. A better job of organizing the field people’s expenses needs to be done. Individual folders need to be made for each one with their receipts and credit card charges. 8. The drivers of a float need to be encouraged to stay at the La Quinta if at all possible and ask for the SPJST rate. 9. Meal receipts need to have a breakdown of what is ordered and not just the credit card total only. 10. Overall, we are pleased with the way the files have been put together and also appreciate the effort to reimburse some of the unexplainable charges previously reported and questioned. Continue to improve information with the implementation of the new accounting system in 2009. You are expected to maintain organized and detailed information. Director Ahlstrom reported on audit of the mileage logs for SPJST autos. He also reported on the high mileage autos. Records were in order.
Director Wuensche reported on audit of the general ledger and stated that he found the records to be in order.
Director Ahlstrom reviewed a list of risk based capital suggestions from the NFCA. Financial Secretary Mikulas responded that RBC entries are generated by our actuary. Director Ahlstrom discussed whether a separate committee should be designated to review various matters such as product profitability. Action on an Oversight Committee was postponed to the April Supreme Lodge meeting. DISTRICT TWO – Director Wuensche discussed the use of director’s discretionary funds and other various matters.
DISTRICT THREE – Director Krizan congratulated Director Bayer on his achieving 20 years of service on the Supreme Lodge.
Director Krizan suggested that consideration be given to increasing the current loan amount of $25,000 to lodges under the 3 percent interest program. He brought up the idea of reallocating the subsidy between the 3 percent special program rate and the current rate by accounting for the subsidy on the zero interest lodge loans by allocating them to fraternal benefits. Director Krizan thanked everyone for their cooperation in contributing to a successful meeting.

DISTRICT FOUR – Director Rollwitz congratulated Director Bayer on his 20th Anniversary of service to SPJST.
DISTRICT FIVE – Director Pflughaupt congratulated Director Bayer on 20 years of service. He stated our members should be proud of the accomplishments of the SPJST. He discussed the positive benefits of working as a team in all we do. He commented that the Supreme Lodge had taken some good steps in protecting our members and the Society.
DISTRICT SIX – Director Ahlstrom stated he enjoyed working with Director Bayer and congratulated him on 20 years of service. He commented that this had been a good meeting. The best results are seen when everyone is working together.
DISTRICT SEVEN – Director Bayer suggested that other office arrangements should be considered for the coordinator of Human Resources. The Supreme Lodge made suggestions and asked the Management Team to address the matter. Director Bayer expressed his appreciation for the celebrative event honoring him on 20 years of service.
DISTRICT ONE – Director Victorick expressed his thanks to everyone for making this a very good and successful meeting. He expressed opinion that we were moving in a positive direction. He thanked Vice President McBride for working hard to make changes in marketing. He thanked Secretary-Treasurer Mikeska for the progress in the area of investments.
He concluded by wishing everyone a safe trip home.

SPJST Lodge 15, Buckholts President Douglas Williams called the March meeting to order at 5 p.m. The Pledge of Allegiance was led by Joe Kopriva followed by a moment of silence in memory of our departed members. We had 13 members and two guests present. All officers were present except Vice President Derrick Ruzicka. President Williams greeted everyone and thanked all for attending. We were happy to have as guests, Honorary District Two Director Willie Kohutek and wife Adeline. The secretary and treasurer stated that we received the First Step Award at the SPJST Awards Banquet in the amount of $540. This amount was added to the savings account. We discussed paying off the loan to the SPJST Home Office. Virginia Williams made the motion to go ahead

Brother Williams received a phone call from his daughter-in-law Bea Williams, that her brother Raymond Tomek had called her from Czech Republic saying that he had been contacted by an SPJST member living there who had received the Vestnik which contained Raymond and Bea’s picture and write- up. While at the banquet, Virginia Williams told Vestnik Editor Melanie about it. Melanie said that she sends the Vestnik to a member in the Czech Republic who is also a teacher there. It is a small world! In old business, the tool sale took placed as planned on March 2. We ended up taking our rent out in items which we will use as door prizes when we have our historical marker dedication celebration.

In new business, Supreme Lodge President Brian Vanicek called Brother Williams and stated that Lodge 180, Burleson has some tables and chairs that we might be interested in. So Brother Williams contacted Lodge 180 President Bill Slavik, and several of our members plan to go and check on this in the near future. President Williams shared with us a problem that has come up recently. The Milam County Community Service Supervisor has ruled that our lodge is a profit organization or business and is not eligible for community service hours. Supreme Lodge President Vanicek was contacted and informed of this misunderstanding. Brother Vanicek prepared a letter of determination and sent it to the Milam County Community Service Supervisor and provided us a copy as well. The letter read as follows:
Dear Milam County CSCD Officials, It is my understanding that on occasion, Milam County defendants are sometimes placed on a probationary status, as an alternative to incarceration, and are directed by the Court to accomplish a certain amount of community service. It is also my understanding that the community service must be performed for either a taxsupported or tax-exempt entity. To that end, please know that SPJST Lodge 15, Buckholts, located just off Highway 36 in Buckholts, is categorized as a tax-exempt and primarily chartable non-profit organization. For your review and consideration, I am attaching a copy of the “Letter of Determination” issued by the Texas State Comptroller’s officer, attesting to the lodge’s primarily chartable status. Please know the important role that SPJST Lodge 15, Buckholts plays in the life of its members and the community. SPJST was founded by pioneers of Czech descent and received its Texas charter on August 12, 1897. SPJST is a non-profit mutual aid organization and is tax-exempt under Internal Revenue Code. Sec. 501(c)(8). In addition to insuring its members against death, SPJST serves its members and the state at large through various leadership, social, educational, scholarship, patriotic, and volunteer service opportunities. Simply stated, SPJST and its lodges are all about “doing good.” Doing good for each other and doing good for the communities that we seek to serve. In 2008, SPJST members recorded more than 9,800 acts of fra-
ternalism and community service. Collectively, they contributed more than $260,000 to support a variety of charitable and worthy causes. There are more than 50,000 SPJST members in 116 lodges throughout the state of Texas. SPJST Lodge 15, Buckholts is one of SPJST’s charter lodges, founded when our fraternal order received its state charter on July 10, 1897. Their historic home is used by the community for community fund raisers, dances, weddings, reunions, and other family-oriented activities. Generally stated, the income that is generated from private rentals is used to maintain the building and to generate monetary support for charitable endeavors. Simple stated, it’s a community center and helps to enhance the quality of life in and around Buckholts and Milam County. Lodge 15, Buckholt’s 112-year record of accomplishment and service to the community is highly regarded by SPJST Supreme Lodge. The lodge is taking the best that SPJST has to offer — a tradition of helping people to care for their families — and is extending these values to the people of Buckholts and Milam County. Lodge 24, Cyclone invites members to meetings
Dear Readers, Lodge 24, Cyclone held its March meeting on Monday, evening, March 9, 2009. President Daniel Wilde called the meeting to order, and we stood to recite the Pledge of Allegiance and remained standing for a moment of silence for deceased and sick members. Reported on the sick list is Bobby Hoelscher. He is scheduled to have surgery on March 20; Harold Vanicek is in KDH; Shirley’s father Clyde Wallace, Renee Green, and Margaret Maresh are all very ill. We ask everyone to keep them as well as their families in their prayers. Secretary Margaret Mikeska read the minutes from the last meeting, and with a few minor corrections, they were approved as read. Treasurer Linda Wilde and Bar Chairman Wilbert Mikeska gave their reports. Vice President/FAC Shirley Hoelscher reported on upcoming events, some of which will be over by the time my letter appears in the Vestnik. I do have a computer, but I don’t have internet access so I hand-write my letters and mail them in. Sort of old fashioned in today’s world, huh? But, after my car accident in October 2005, I couldn’t work so I gave up some things that I didn’t consider a necessity, and one was internet service. Someday, I will decide to get it back. nations in. April 25 is the date for the Three-Gun Shooting Tournament in Snook. May 2 is Join Hands Day and is a big event. I hope everyone is making their plans for this. I think we’ve got ours all worked out. The Corpus Christi End-of-Summer Getaway is August 7 to 9. Youth Leader Joan Vanicek reported on the February and March meetings. For February, the youth made valentines and went to the nursing homes then attended the District Two skating social. Their March meeting was held at the lodge, and they had a fun day and discussed plans for Join Hands Day. Also, since March is National Nutrition Month, we are happy to say we have a registered dietician in our lodge—Joan Vanicek. Please remember our Mother’s Day Barbecue in May. We appreciate everyone’s support at this event. Birthdays for March are Robert Macik - 3rd; Evelyn Lewis - 7th; Rosie Craft - 12th; Wilma Jones 29th; Virginia Vanicek - 30th; and David Vanicek - 31st. No anniversaries for March were reported. A big thank you to Brian and Joan Vanicek for our March social meal. We had hot dogs, chili and cheese, sauerkraut, chips, a big green salad, and it was all very good. Oh, we also had a big bowl of slaw to try out. Margaret and Barbara were trying a new seasoning recipe out on us. It was also pretty good. I can’t think of anything that has been brought to our meeting that anyone has not liked. So come on out and join us for our meetings. They are your meetings. We need more members to help keep things going.

Then the officers’ reports were read. Guests were Bessie Petr and Lynda Novak. Bessie presented the Deer Antler Contest winner award to Lodge 25, Ennis member Joshua Kyle Zapletal. Good job, Josh, for representing the lodge in this contest. We enjoyed visiting with Josh’s parents and also with Bessie and Lynda. Lodge 29, Taylor reports on activities
On Wednesday, March 11, 2009, President Ronnie Rieger called the meeting to order by leading the Pledge of Allegiance. Roll call showed Youth Leader Cristy Girod absent. The February minutes were read and approved. Tammy Whatley gave the treasurer’s report. Vice President Sharon Kaderka reported on several activities coming up in the near future. Beyersville will host the District Two Spring Meeting on March 15. On Tuesday, March 17, the Taylor Resource Center for Senior Citizens will have a ribbon cutting. Lodge 29 donated 40 chairs to the center. The State 42 Domino Tournament will be held on April 4 in Cottonwood. The ENC will have tours at Cooper Farm in Ledbetter, Texas, on April 25, along with a barbecue fund-raiser and live auction. The ENC is accepting
donations that will be placed in the general building fund and the donor’s name will be on plaques that will be displayed in the dining hall at Cooper Farm. Jesse Pospisil made a motion that Lodge 29 donate $300, and Lyn Rieger seconded the motion. Lodge 29 will have its name on the Silver Plaque. The youth club will donate $100 toward the Pioneer Plaque. May 2 is Join Hands Day. Lodge 29 will work on beautifying the grounds in front of the building by planting shrubs, cleaning the grounds, power washing the front entrance to the hall, and putting up a new flag pole. The End-of-Summer Getaway will be on August 7 to 9 in Corpus Christi. A second SPJST getaway will be in the fall in Fredericksburg. Lodge 29 also donated $25 towards the Friends of the Moody Museum. Assistant Youth Leader Tammy Whatley reported the youth club decorated eggs for the Easter egg contest at the District Two Spring Meeting. Jesse Pospisil thanked everyone who participated in the successful fund-raising auction on March 7. He reported on giving 40 chairs to the Senior Citizens Center. We are having work done on the front door of the hall. We also had the hole dug by James Jirasek for the flag pole. Ronnie reported that Lodge 29 received the gold award at the SPJST Awards Banquet in Killeen. Lodge 29 was awarded $1,800, and the youth club received $160. Albin Machu was
one of the Top 10 associate agents in the 2008 SPJST Idols contest. Ronnie talked about the fund-raiser auction. He also announced the Lifetime Achiever award winners that will be recognized at the District Two Spring Meeting. They are Ila Mae Jansky, Linda Pospisil, Tammy Whatley, and Frankie and Mary Jane Pustejovsky. Lyn Rieger talked about Lena Rieger who turned 100 years of age in February. Ruth Hanusch at the SPJST Home Office will order a throw or blanket for Lena, and Lodge 29 will pay for it and present it to her. Connie Voigt made a motion that when any Lodge 29 member turns 96 years of age or over, he/she will be presented a blanket or throw at the expense of the lodge. Jesse seconded the motion, which prevailed. Dorothy Markert reported there were five tables of domino players at the Beyersville tournament on March 7. Lodge 29 Senior Citizens dominoes had five tables of players this month. Connie Voigt reported there were 21 players at Bunco in February. The next Bunco games will be on March 19 at 6:30 p.m. Members celebrating birthdays in March are Frankie Pustejovsky, Sharon Kaderka, Frances Tallas, Mike Girod, Ruby Schroeder, Kristen Rieger, Eva Lyn Langley, and Sheryl Wilkins. Lodge 40 El Campo-Hillje presents March meeting minutes
President Jerry Gensler called the meeting to order at 1 p.m. Present were 37 members and five guests. The Pledge of Allegiance was led by Coby Cerny. A moment of silence was observed for deceased members and ill in the community. Roll call indicated that all officers were present. Trustees were also present. Motion made by Edmund Kana to accept the minutes as printed in the Vestnik was seconded by Ben Svoboda. Motion carried. Treasurer Lorraine Kana gave her report. FAC Josephine Bacak thanked Karen Holub and Sheldon Holub for helping in the kitchen. She also thanked Edmond Kana for being the greeter. She announced the next meeting would be on Sunday, April 19. A catered meal will be furnished by the lodge. Members are asked to bring desserts. The meeting is scheduled for 2 p.m. Kitchen helpers for April should be Tria Svatek and Evelyn Linhart. Greeter should be Daniel Linhart. Youth Leader Norma O’Canas had no report. Hall rental – Lillian Bartek resigned because of her husband’s health. Tria Svatek is taking Lillian Bartek’s position. Tria Svatek was not present. Snack Bar – Josephine Bacak gave her report. Cemetery – Vlasta Bartosh gave her report. Mowing – J. C. and Carmen mowed the yard. Lodge 47, Seaton to honor longtime members April 5
Dear Vestnik Readers, SPJST Lodge 47, Seaton will have its regular monthly meeting on Sunday, April 5, 2009, at 2 p.m. at Star Hall. The youth club will meet at 1 p.m. We invite all members to come and join us. This will be a very special meeting as we will honor nine members who will receive their 50-year pins showing their membership in SPJST. Also, we will honor our 96 years young member, Agnes Sefcik. Our lodge is also honored to have completed payment of a bank note. We will have a “note burning” at this meeting. We are so proud of this accomplishment. Following the meeting, there will be an Easter egg hunt for the children. Each family is asked to bring one dozen filled eggs. Who knows, there could even be a special guest hopping around! Lodge 76, Wichita Falls first quarter meeting was called to order by President Mary Jane Michna on March 1, 2009, at the First Baptist Church of Lakeside City at 1 p.m. First Vice President Aileen Pokorny was absent due to illness. Secretary/Treasurer Mary Ann Cook read the minutes of the December 14, 2008, meeting. They were approved as read. Correspondence received included thank you notes from Hospice of Wichita Falls; Rathgeber House; and Muscular Dystrophy Association for donations from Lodge 76. Forms for the 100 Pennies Scholarship Fund Drive were provided to members to complete. These will be mailed to the SPJST Home Office in Temple. An announcement was made regarding the District Four Spring Meeting in Lubbock at St. Elizabeth’s Parish on April 25. Lodge 76 members are planning to attend. Door prizes were won by Bedford Cook, Betty Trott, and Lois Waddle.

Lodge 88, Houston plans spring activities
Things are beginning to pop at Lodge 88, Houston. With spring in the air, everyone is ready to get our activities moving. Naturally, our Saturday night dances are always fun and run throughout the year. The youth club is getting ready for the annual Easter party being held on Saturday, April 4 at 2 p.m., and everyone is invited to join the fun. On Friday evening at 6:30 p.m., the youth will dye eggs and decorate the hall for Saturday’s Easter egg hunt. All members are encouraged to bring your children, grandchildren, neighbor’s children . . . and come for a fun day. The lodge hall is located at 1435 Beall Street in Houston, Texas 77008. The phone number is (713) 869-5767. Lodge 88 is hosting the District Five Spring Meeting on Saturday, April 18, and plans are being formulated to make this an exciting event. Tours of the facility are planned, and a barbecue dinner will be served at 5 p.m. All proceeds for this event will benefit the ENC. Anyone wishing to see the future of SPJST, here’s your chance. Youth Club Leader Holly Hubenak reported on a very successful lock-in for the youth the night before. The adults at the lock-in reported they must have had a good time since they were very tired. Our new sales agent Timothy Hutchinson and his children were also at the lock-in. Repair of a faulty air conditioner is in progress. Further, we have signed a
Lodge 139, Danbury member Ace Filipp named outstanding education student
University of Houston-Clear Lake graduate student Ace J. Filipp was named the recipient of the prestigious Dr. Patricia Potter Wilson School of Education Outstanding Graduate Scholarship. He was chosen based on his high academic achievement and demonstrated leadership. Filipp was presented a plaque by UH-Clear Lake School of Education Dean Dennis W. Spuck, with his father, the Wilsons, and UH-Clear Lake President William A. Staples also in attendance. Filipp’s name has been added to a permanent wall plaque on display in the dean’s office suite. The endowment creating the award was established over 10 years ago by UHClear Lake School of Education Associate Professor Emerita Patricia Potter Wilson and her husband, Wendell Wilson, a retired captain for Delta Airlines. Wilson, a retired educator, is also a community leader, business owner and author. She frequently serves as a member of various organizations and boards in Houston and the Clear Lake area. Wendell Wilson is also an avid community supporter, who enjoys working as a volunteer for nonprofit organizations in the Clear Lake and Galveston areas. Filipp, who is District Librarian for the Danbury Independent School District in his hometown of Danbury, Texas, will complete his Master of Science in School Library and Information Science in spring 2009. His current work includes oversight of two Danbury ISD school libraries, as well as district librarian responsibilities. Filipp completed an undergraduate degree in Museum Studies and History at Baylor College and worked at the Brazoria County Historical Museum before deciding to obtain certification to teach. He
taught Texas History in the Alvin Independent School District for two years, and was named the Danbury District Librarian three years ago. “I enjoy giving back to the community and school where I grew up,” he says. The librarian position is particularly rewarding as it combines his museum studies and collection management with teaching. “With my background in museum studies, I’ve learned to adapt the educational programs I did with handson activities. I make the library an interactive place to teach kids about books and reading, and to tie in the books that we’re reading in the library with real life situations,” Filipp explains. Demonstrating leadership abilities at both work and leisure, Filipp has served on five district leadership and
planning committees, as well as serving on the Board of Directors of the local Brazoria County Red Cross. He helped operate a relief shelter for displaced victims of Hurricane Katrina in 2005. Collaborating with the teachers in the school district, Filipp is leading a campaign among the Danbury fourth-graders to name the Texas State Amphibian. He solicited the help of State Representative Dennis Bonnen and State Senator Mike Jackson in drafting a House Resolution naming the Texas Toad, as voted upon by the kids, as the state amphibian. Through this effort students have learned not only about Texas history and government but also how to exercise a leadership role in society. —SPJST—

President Leo Dziadek called the Lodge 141, Sealy meeting on March 10, 2009, to order and asked his wife Loretta to lead the Pledge of Allegiance. The minutes were read and approved, and Edith Karas gave the treasurer’s report. Highlights of the FAC newsletter were covered by Secretary Bernice Stolarski. Bennie Stolarski has ordered and received the 500 small United States flags for our Join Hands Day project. Treasurer Edith Karas was asked to write a check to cover one-half the cost of the flags. The Woodmen will pay for the other half. The Girl Scouts will assist with putting out flags on the veterans’ graves at the Sealy cemeter-
ies, and the Frydek 4-H will assist at the Frydek and San Felipe cemeteries. We have cleaned the flowerbed at the Gordon Memorial Library and will add some additional flowers. Lodge 187 Round Rock members learn about Ireland
Lodge 187, Round Rock, met March 8, 2008, for its regular meeting. There were 18 members and one guest present. Linda Johnson gave a report on the SPJST Awards Banquet. In honor of St. Patrick’s Day on March 17, Jennifer and Greg McCarthy gave a report on their trip to Ireland. They also showed pictures of castles and the bed and breakfast places they had stayed. Jennifer also handed out Irish pins for us to wear on St. Patrick’s Day. Since Easter falls on the second Sunday, there will be no meeting in April. Even though exhibits will not be finished, she is preparing for an estimated 500 visitors from the Czech Republic who will be touring Texas in June as part of a cultural exchange. When the new SPJST building, 520 North Main, was dedicated in January 1971, the library and artifacts had grown considerably. Historical displays were set up. Finally in 1979, the historical exhibits were moved to the building’s basement, which offered more display space. By 1996, the Supreme Lodge agreed that the library, museum and archives should be improved and expanded. Fort Worth Friendship Club
The Fort Worth Friendship Club met on Wednesday, March 4, 2009, at St. Thomas Parish Hall for their meeting with 45 members and two guests present. Wilma Perry was guest of Mary Schneider and Mary Agnes Ward came and joined the Club. So glad to have you. The meeting was called to order by President Mary Ann Krivanek who welcomed everyone and thanked Joe Kozel for the delightful music before the meeting. Joe did play a few Irish tunes, and almost everyone came dressed in something green. The Pledge of Allegiance was recited by all then Vice President Betty Krenek read a poem, “Slow Down.” A moment of silence was observed for Irene Green and Roy Alholm who died since our last meeting. Secretary Faith Lindeau read the minutes from the last meeting, and Treasurer Mary Ann Kozel gave the financial report. Both were accepted as presented. It was reported that Nettie Naugle sent word that she is taking care of her son-in-law Tom Konen, and both of them miss coming to the meeting. Tom will be having surgery again. Get well soon, Tom; we miss you both. Sunshine person Willie Mae Becan reported that she sent a get well card to Paula Arsenault who had cataract surgery and sympathy cards to the families of Irene Green and Roy Alholm and to Mary Schneider on the death of her son-in-law. Thank you notes were received from Paula thanking the Club for the get well card, and
from Lydia Alholm for the masses in memory of Roy which were sent to Father Kelly at St. George’s Church. The singing of “Happy Birthday” went out to March celebrants Harold Balvin, Willie Mae Becan, Vera McKenzie, Carrie Milan, Anna Marie Moncrief, Wilma Stell, and Joan Wilcox. May you all have many more. Libbie reported on speaking over the phone with Katherine in the Vestnik office before the meeting, and learned of the death of Melanie’s uncle. Our sympathy goes out to you, Melanie, and your family. Lydia Alholm read a beautiful thank you poem for all the lovely acts of kindness shown to her by everyone during her time of grief. Door prize brought by Wilma Perry was won by Lil Kosarek, and Mary Ann Krivanek and Geraldine Kortokrax were winners in the 50/50 dollar games. President Mary Ann stated that in April, we bring food for the St. Thomas Food Pantry, and there is a need for canned vegetables. Hostesses for April will be Alice Barnes, Pat McWilliams, Shirley Martin, and Lois Smith. Our March hostesses Harold Balvin and Annie Whitsell, along with lots of helpers and Rose Ann Spann did a splendid job. The theme was green in honor of St. Patrick’s Day. Following the meeting, Betty Krenek led the blessing, and a great luncheon was enjoyed by everyone. Then games were played and a good time was had by all.
News Sharron Connelly and I enjoyed attending Henrietta Milan’s show recently at Milan Gallery where she actually got to watch Henrietta paint. She does all those beautiful paintings with a palette knife. She had a lovely show. Sympathy goes out to Lydia Alholm and Frances Matthews on the sudden death of their brother Joe Tirk who lived in Paradise, Texas. May his soul rest in peace. Faith Lindeau is looking forward to her trip to WindStar with SPJST Lodge 92, Fort Worth ladies. Faith, hope you come back with a pocketful of cash. The next meeting will be on April 1. Twenty members from across the state came to Beyersville on March 7, 2009, to participate in the SPJST State Straight Domino Tournament hosted by Lodge 48, Beyersville. The fellowship and fraternalism among the players were great. The first place winners won with six games and two games lost. Second, third, and fourth place winners each won five games and lost three games. The places were determined by total points scored. District Two youth participate in spring meeting
Dear Vestnik Readers, The District Two Spring Meeting held on Sunday, March 15, 2009, was a fun- filled day with lots of activities. We thank Lodge 48, Beyersville for hosting the meeting and especially for the delicious meal. It was great to see so many youth. Thank you all for coming and participating in the activities. The highlight at the beginning of our meeting was the parade of our Little Mister/Miss SPJST contestants which was led by our District Two King Matthew Hoelscher and Queen Amber Penn, along with District Two Duke Kyle Hoelscher. Contestants were Jayden Flores, Kimberly West, and Kody Lee Laws, all of Lodge 18, Elgin; Emma Hoelscher and Abby Hoelscher, both of Lodge 24, Cyclone; Collin Whatley and Hailey Girod, both of Lodge 29, Taylor; Emma Regan of Lodge 47, Seaton; Trevor Wuensche, Trent Wuensche, Devin Muston, and Ethan Muston, all of Lodge 48, Beyersville; and Seth Martinez of Lodge 89, Rosebud. We were so honored to have these young ones—our future youth club members, being a part of our program. They all looked so cute dressed in their Sunday best. What proud mom, dads, grandparents, aunts, and uncles! The Little Miss queen participants were given a tiara to wear like Queen Amber. Then, each participant was given a Mr./Miss SPJST banner to wear. They also received a bag of goodies and a balloon. Miss Amy Wuensche of Lodge 48, Beyersville won first place in the ages 6 to 8 division and Miss Stephanie Vanicek of Cyclone won overall for her design. How exciting it will be to wear our camp tee-shirts with the design from our own Stephanie. Congratulations to both of you and also to all who participated in the contest. Congratulations to each of you and all who participated. We had two guessing games—a jar of jelly eggs and a jar of chocolate Easter candy. You two are good guessers! A big thank you to Irene Vrabel of Elgin for her support of the youth. She baked two delicious-looking strudels and gave them to the youth. We decided to have a silent auction on these and have the funds to go towards the ENC camp at Cooper Farm. Thanks to all who bid and to our top bidders, Frank Klinkovsky and Dorothy Mikeska. The meeting was very good and informative. I would like to thank everyone for all the support you give to me. I am very excited once again to be the District Youth Counselor for District Two. I look forward to working with the youth and all the fun we have throughout the year. If you ever have any suggestions, ideas, or concerns, please feel free to call me. There is always room for improvement. The youth were ready . . . set . . . and went once they saw the Easter Bunny. We thank the Lord above for the beautiful weather he gave us on Sunday for the Easter egg hunt. It was so much fun watching the excitement in their eyes. Each one enjoyed visiting with the Easter Bunny. Thank you, Mr. Bunny. You were a hit. I hope the weather will be just as nice for you on Easter. You know, we talk about fraternalism within SPJST. I must say, we have it within our youth program— even at a very young age. As the little ones had finished hunting the eggs and were opening each one to see the prize inside, a young little girl walked out. She had been inside and had to wait until her grandmother was able to come out with her. All the eggs had

already been picked up. I did my favorite “Hey, Hey” to get everyone’s attention and told them the little girl was late and did not get any eggs. Before the words came out about sharing, her little basket was overflowing. I know my heart skipped a beat, as did many other adults, to know that these SPJST kids knew how to share before being asked. Thank you, youth. I am so proud of you. You are the best! Dear Vestnik, Hi! My name is Reagan Langer, and I’m 14 years old. I go to school at Ennis Junior High School. I’m currently in the 8th grade. I joined the SPJST youth club last year when I turned 14 years old. This year has been really fun because I’m the mascot—Lenny the Lion. Plus, I play tennis, and I’m a member of the Junior Historians. We are going on a trip to Washington, D.C. later this spring. I’m sad that this year is coming to a close, but I can’t wait to start high school! I have really enjoyed the SPJST youth club, and I am looking forward to camp this summer. Dear Readers, I hear that Lodge 84, Dallas’ 99th Anniversary was a great deal of fun. Many members showed up to share a fun hour of fellowship before dining on fried chicken, mixed vegetables, mashed potatoes, and dessert. The monthly meeting was brought to order by President Justine Yeager and the Pledge of Allegiance led by Sister Lynda Novak before a moment of silence was held for our departed members and the soldiers overseas. The minutes were then read by Secretary Cherri Petr before discussion of other important matters took place. The highlight of the day was the handing out of the 50- and 75-year membership pins. The youth of Lodge 84, Dallas will have met by the time this letter is published, so I plan to have much news to report on next month. In the meantime, I want to say that the 99th Anniversary Celebration of Lodge 84 was a great success, and there are many things to report on. SPJST Lodge 240, Bay City invites everyone to enjoy the Easter Eggstravaganza on Sunday, April 5, 2009, from 1 to 4 p.m. at Eagles Hall, located off of North Highway 60 in Bay City. For the 18th consecutive year, the Labrador Retriever is the most popular breed of dog in America, according to new statistics released by the American Kennel Club (AKC). But while more than twice as many Labs were registered last year than any other purebred pooch, the Bulldog continues to amble its way up the list. The breed made news last year by returning to the AKC’s Top 10 for the first time in more than 70 years and now has advanced two spots to land in eighth place. “The playful Lab may still reign supreme, but the docile and adaptive nature of the Bulldog is gaining ground as a family favorite,” said AKC Spokesperson Lisa Peterson. “It’s no surprise to learn that this devoted family companion is still growing in popularity.”
Here are the current top 10 most popular dogs in the country:

Both big and small dogs shared the list this year, with the four larger breeds all renowned for their popularity as loving family companions. The AKC has noted some interesting trends over the past decade. The Bulldog is among the breeds that have increased in popularity most significantly, along with four of its relatives: Miniature Bull Terrier, Bull Terrier, Staffordshire Bull Terrier, and the Bullmastiff. Among breeds significantly on the decline are the Lhasa Apso, Rottweiler, Schipperke, the Basset Hound, and the Miniature Pinscher. “Today dogs serve man in very diverse roles — from guide dog to bomb detection K-9 — but most of all, dogs are companions that ground us to nature in a busy and increasingly technological world,” said Peterson. In Memoriam
Joe L. Sefčik went home to be with his Lord and Saviour on Tuesday, February 24, 2009. He resided at Weston Inn Health Center in Temple, Texas, for three and onehalf years. He was born on July 25, 1912, to Josef F. Sefčik and Frances Dukatnik Sefčik in Seaton, Texas. Joe L. Sefcik He was the youngest of five children. He married Matilda Sefčik on October 12, 1937. They were married for 71 years. He lived in Seaton all of his life and was a farmer and did carpenter work with his brother-in-law Lewis Sirney, Sr. He was a charter member of the Evangelical Brethren Church in Temple, past member of Seaton Brethren Church in Seaton, Texas, member of SPJST Lodge 47, Seaton, and served as president of Seaton Cemetery for 38 years. He was preceded in death by son James Donald Sefčik on July 27, 1957; his parents; sisters Binnie Orsag, Tonie Orsag, Olivia Sirney, and Julia Vitek. Survivors include his wife Matilda Sefčik of Seaton; daughter Nancy Sefčik Chlapek and husband Ace of Temple; grandsons Tim Chlapek of Fort Worth and Paul Chlapek and wife Jennifer of Tyler; great-grandchildren Taylor Manziel and Josef Chlapek, both of Tyler; and several nephews and nieces. Joe lived on and farmed the land once owned by his grandparents Josef and Rozina Mucha Sefčik who immigrated from Leskovec in Czechoslovakia in the mid 1800s. The room in which Joe was born is now a part of the big red barn on the farm. Joe never let weeds grow on his farm. If he spotted a weed, it was gone. Matilda and Joe worked side by side on their farm for more than 60 years. For pleasure in his younger day, he liked to go bird and rabbit hunting. He was especially proud when his father bought him his own rifle, and he still had the rifle given to him by his father. Being meticulous in dress, Joe always wore a white starched longsleeved shirt with dark slacks, coat,

and felt hat in the winter and a dress straw hat in the summer when he went to town on business or grocery shopping. On Sunday, he attended Sunday school and church wearing a suit and sitting in that special spot in church. He loved to hear the choir sing, and he enjoyed listening to the Czech Melody Hour on the radio on Sunday afternoons. Funeral services were held Friday, February 27 at 10 a.m. at ScanioHarper Funeral Home in Temple, Texas, with the Reverend Frank A. Simcik and Reverend Joe Emerson presiding. He started playing the accordion at the age of eight and went on to be the bandleader for Rudy and His Czechmates. He was a Catholic and worked for the county as a bulldozer operator. He is survived by his wife Alice Laitkep of El Campo; sons Edward Laitkep, Aaron Laitkep and wife Pam, Allen Laitkep and wife Pam, all of El Campo, and Rudy Laitkep of Stafford; grandchildren Aileen Avendano and husband Jesse of El Campo, David Laitkep of Victoria, Dustan Bubela and wife Megan, Casey Weid and husband Matt, Cristy Bubela of El Campo, Matthew Bubela, Amber Laitkep, Nicole Laitkep, and Zakary,

Diana Berger, age 58, of West, passed away early Thursday evening, March 5, 2009, in West. Rosary was recited at 6 p.m., Sunday, March 8 at Aderhold Funeral Home in West led by Janice Kaluza; visitation followed until 8 p.m. Mass of Christian burial was celebrated at 10 a.m., Monday, March 9 at St. Martin’s Catholic Church in Tours with Monsignor Diana Berger Isidore Rozycki as celebrant. Burial followed at St. Martin’s Cemetery. Diana was born on September 27, 1950, in Hillsboro, the daughter of Frank Rudolph and Danelle (Urbish) Mynar. She was a graduate of St. Mary’s School and West High School. On September 1, 1969, she was united in marriage to Gary Wayne Berger in West. In her earlier years, Diana worked as a secretary for the Chilton Credit Bureau, Command Aire, and the Rohan Company in Waco for several years. She loved children and opened Tours Daycare and ran it for over 15
years then ran Little Shepherd Daycare in West for a short time. Diana worked diligently as a volunteer for the Mary Queen of Peace Center and helped to open the former Divine Mercy Bookstore. She was a homemaker and dearly loved spending time with family especially her grandson Truston and all her nieces and nephews. She enjoyed taking care of her five dogs, Aerial, Gabriel, Sparky, Lady, and Abby; going to Pizza House; gambling in Louisiana; working in her flower garden; and, in her earlier years, riding her Honda motorcycle. Diana was a very faithful member of St. Martin’s Catholic Church in Tours where she taught C.C.E. for several years and was a member of St. Elizabeth’s Altar Society. She also was a member of SPJST Lodge 6, Cottonwood and KJZT Society No. 11 in West. Diana is preceded in death by her parents; daughter Shelly Diane Berger; brother Frank Joe Mynar; and father-in-law Wilfred A. Berger. Survivors include beloved husband of 39 years Gary Berger; son Michael Wayne Berger; grandson Truston Berger; and mother-in-law Dorothy Berger, all of Tours; brothers David Mynar and wife Janet of Hewitt and Michael Mynar and wife Natalie of Weatherford; sisters Carolyn Sumner and husband Ron of Houston, Patty Dragoo and husband Cody, Susan Miller and husband James, and Cindy Kubacak and husband Tony, all of West; and several nieces, nephews, other relatives and friends. He was born August 12, 1939, in Snook, Burleson County, to Henry and Liddie (Macik) Sebesta. He was a 1957 graduate of Snook High School. He worked for Weingarten’s in Bryan for over 23 years and was a meat cutter for nearly 40 years. His hobbies included dancing and watching old western movies. He also loved to go fishing. Survivors include his loving family Helen Bishop of Caldwell, Kathy and Jimmy Court of Bryan, Sandy Sebesta of Bryan, Pam and Johnny Jarrott of Austin, Sherry and Billy Pittman of College Station; grandchildren Amanda and Tony Court, Morgan and Eden Pittman, Brittany Ward, Joshua and Maggie Sebesta; sister Juanita Shelfer of Snook; and numerous nieces and nephews. Naše koordinátorka bratrské činnosti Jean Maléř oznámila, že náš 3. okrsek bude mít schůzi v dubnu v Cottonwood síni, kde se bude organisovat celostátní soutěž ve hře domina 25. dubna 2009. Rovněž ve Vzdělavatelském a přírodním středisku v Ledbetteru,Tx ve Snooku, Tx. Mnozí členové a členky mohou plánovat letní krátký pobyt v Corpus Christi.Tx. na začátku srpna 2009 na pláži u moře. Vicepresident Freddie Kaluža, že nověustavená komise pracuje na nových stanovách a podal návrh na přijetí několika nových členů k našemu řádu, všichni pojištěnci byli přijati jako noví členové jednohlasně. Připomenul také oslavy padesáti anebo více let členství u naší jednoty, slavnostní schůzi připravujeme na červen roku 2009. Na banketu v Killeen,Tx. jsme obdrželi bronzovou plaketu z různých důvodů, hlavně někteří noví členové neplatili v patřičnou dobu jejich příspěvky a tím nemohli být počítáni mezi novězískané členy. Dobrý počet nových členů nám přinese větší příspěvek na vánoční besídku a pak můžeme peníze vrátit členstvu. U našeho řádu máme hodně zaplacených členů a členek a proto by bylo dobré jim připomenout, že by si mohli přidat na pojištění a tím získat postavení nového člena. Bylo rozhodnuto, že maturantům pošleme 25 dolarů a mladým tanečníkům na jejich cestu do Evropy 100 dolarů. Tanečníci a tanečnice vždy ochotně přišly zatancovat na naši vánoční besídku a peníze si zaslouží. Pak promluvil president 3. okrsku Johnny Křižan a ujistil členstvo, že pracuje ve prospěch 3. okrsku, každého jednotlivého řádu a každého jednotlivého člena. Upozornil, že Sbor ředitelů naší jednoty jsou zase prověřovatelé činnosti Hlavní úřadovny, aby naše jednota mohla vzkvétat. Uctil památku Ann Emery a jeho manžela Johna za jejich práci pro náš řád a naši jednotu. Pak vysvětlil různé okolnosti práce Hlavní úřadovny a že je nutno zamezit zneužívání dobrých myšlenek na obohacování pojišťovacích agentů a početných řádů a bude nutné odměnovat jen zapsané pojistky. Je důležitá kvalita pojištěnců a tím se zamezí zneužití dobře myšleného systému jednoty. On sám se snaží být spíše finančně konservativní a veškerá opatření by měla prospívat jednotě. Naši pojišťovací agenti potřebují
také zlepšit pojištění pro staré členy, kteří mají pojistku zaplacenu, a někdy se stane, že děti a vnuci našich členů by se mohli stát po jemném přesvědčování novými členy. Nový kalendář může být jako reklama pro naši jednotu a začátek vztahu s případným členem a jeho rodinou.. Rok 2008 byl velmi rušivý, hodně lidí je nezaměstnaných, banky bankrotují, ale jednota nemá finanční ztráty, protože úředníci a ředitelé opatrně postupovali a kupovali prověřené finanční dokumenty. Takže na dnešním trhu hodnota některých cenných papírů hodně klesla, ale finanční stav jednoty je v dobrém stavu. Uvažuje se o zmenšení výdajů na provoz jednoty, na příklad počet automobilů, výdaje na elektriku a plyn by se mohly snížit, výkon práce pracovníků v Hlavní úřadovně by se mohl zvýšit. Jednota by se měla všeobecně soustředit více na osoby a nedbát tolik na počet pojistek. Povzbudil také práci naší mládeže a naše jednota, řád a i on osobně jsou připraveni pomoci, když bude potřeba. Příští schůze se bude konat dne 5. června 2009 v sedm hodin večer a očekáváme naše oslavence a jejich rodiny. Možná, že budeme mít členy a členky, které jsou u jednoty po 75 let. Naše tajemnice Jana Vaculík poděkovala za čest být fraternalistkou od našeho řádu pro rok 2008. Schůze byla ukončena a mnozí členové a členky vyhrály losování v podobě čepice, několika hrnků, teploměru, vodoměru, hodinek, talíře, termosky a dalších užitečných věcí. Vicepresident Freddie Kaluža povzbudil členstvo k větší účasti na schůzích, aby naše práce byla viditelná mezi lidmi ve městečku West, Tx. a prospívala našemu řádu a naší jednotě. Texas Polka Music Museum plans April 5 fund-raiser
The Annual Polka Fest sponsored by the Texas Polka Music Museum (TPMM) will be held Sunday, April 5, 2009, at Fireman’s Hall in Industry, Texas. Music for dancing and listening pleasure will be from 1 to 7 p.m. by The Travelers and Central Texas Sounds. The silent auction is 1 to 5 p.m., and a limited live auction will occur from 3:30 to 4 p.m. Silent auction items will be accepted that day. Admission to the fund-raiser is a $10 donation per person. Hamburgers will be available, as well as drinks from the bar. Door prizes will be given every hour. The Texas Polka Music Museum (TPMM) will feature exhibits showcasing instruments, pictures, costumes, artifacts and histories of Texas polka bands and polka disc jockeys (DJs). TPMM is collecting Texas polka band memorabilia for museum displays. We are accepting items such as photos of bands with information about the bands, recorded music, arrangements for the band performances, band schedules, and more. We also need information about Texas polka DJs and Texas polka song writers. All donations will be preserved and displayed with donor credits.

Czech Republic marks 10 years in Nato

Thursday March 12, 2009, marked the 10th anniversary of the Czech Republic’s becoming one of three postcommunist countries to join the North Atlantic Treaty Organization (NATO). In 1999, the Czech Republic, Poland, and Hungary—all former members of the Warsaw Pact—joined their onetime enemies to become fully-fledged members of NATO. Ten years later, Eastern Europeans, still haunted by vivid memories of Soviet tanks rumbling through the streets of Prague and Budapest, paused to mark this important historic event. To commemorate the anniversary and to debate the future of the alliance, the Czech Senate hosted an international conference entitled “NATO Enlargement Ten Years On: Achievements, Challenges, Prospects.” Many NATO officials gathered in Prague for this meeting. On March 12, Czech Foreign Minister Karel Schwarzenberg, said in his opening address that the role of the alliance in the 1990s had been “crucial” in restoring democratic values in the region. Other Czech officials – including the head of the Senate Přemysl Sobotka and the Defence Minister Vlasta Parkanová – expressed similar views.

One of the conference speakers was former US Secretary of State Madeleine Albright, for whom the Czech Republic’s entry to NATO was a very personal experience. She said: “My father was a Czechoslovak diplomat, and he left Czechoslovakia in 1948 when the communists took over. Studying history, it was very evident to me that it took the United States a long time to figure out what the Soviets were doing at the end of the Cold War in assembling the satellite nations. And, it took the coup in Czechoslovakia in February 1948 to have them realize the threat, and that is why NATO was formed. So I think it was a great accident in timing that it was President Clinton and I who had the opportunity to bring the Czech Republic, Hungary, and Poland into NATO, and to close that circle.” For the Czech Republic and other central and eastern European countries, joining NATO 10 years ago was a milestone on their journey from Soviet-style dictatorship to freedom and democracy. Joining the alliance meant becoming part of a respected, stable, and democratic security structure.
