Honouring Our Total Defence Partners As a small country vulnerable to various security threats, Singapore cannot take its peace for granted. The Singapore Armed Forces (SAF) continues to safeguard Singapore’s peace and stability, but to enhance our resilience against increasingly complex and transnational security challenges in this globalised world, all Singaporeans have a part to play in Total Defence. Total Defence aims to strengthen Singapore’s defence capability in all aspects – military, civil, economic, social and psychological – by involving all Singaporeans. The support of employers and civil resource owners is especially crucial, as their release of manpower and resources enables successful In-Camp Training, mobilisation and requisition exercises, all of which help build a highly effective and operationally ready SAF and Home Team. In turn, MINDEF/SAF recognises the need to reciprocate their support. The Total Defence Awards (TDA) was introduced in 1986 to honour organisations that play a strong partnership role in supporting their employees’ National Service obligations, as well as civil resource owners that have gone the extra mile to provide valuable services or assets to the SAF or the Home Team. This year, a total of 324 organisations have been conferred the Meritorious Defence Partner Award, Distinguished Defence Partner Award, and the highest accolade, the Minister for Defence Award (MDA), in TDA. Their sacrifices are praiseworthy in today’s competitive business climate, and indeed admirable in these times of economic downturn. The unfaltering efforts of all TDA winners are deeply appreciated. Their invaluable support has contributed significantly to a safe and secure Singapore, ensuring the long-term viability of our economy while safeguarding the freedom needed to pursue our way of life. At the forefront of defence technologies Employer: DSO National Laboratories As Singapore’s national defence research and development organisation, DSO National Laboratories (DSO) is charged with the critical mission of providing technological surprises to sharpen the cutting edge of Singapore’s national security. Over 1,000 research scientists and engineers at DSO work across multiple disciplines to innovate strategic capabilities in the domains of air, land, sea and cyberspace defence. According to Mr Quek Gim Pew, its Chief Executive Officer, DSO’s scientists and engineers need to be keenly aware of the country’s defence requirements and be able to innovate solutions quickly and effectively. For this, the values and skills acquired by its 786 NS employees from their NS training are greatly beneficial. “NSmen are trained to be operationally ready for unanticipated emergency situations and to adopt a proactive approach to problemsolving,” says Mr Quek. “These traits are important for our scientists and engineers.”
Mr Quek notes, “Total Defence is a powerful concept that leverages the entire nation’s resources. This will ensure that we remain strong and united as a nation even in times of crisis.” Supporting its staff’s NS obligations is also a natural extension of DSO’s corporate social responsibility (CSR) efforts. “Our CSR efforts do not impact only customers and investors but cater to the interests of our employees and society at large as well,” Mr Quek remarks. “We will continue to align our business operations to the changing needs of National Service, while motivating our staff to do their best during their In-Camp Training (ICT).” DSO has in place a set of NS-friendly initiatives to cheer its NSmen on. These include taking into account their ICT obligations in their work plans so as to minimise disruption to DSO’s operations and the NSmen’s schedules; recognising commendable NS performance in internal publications and the intranet so other staff can better appreciate their colleagues’ NS contributions; and rewarding good IPPT results with cash or in-kind incentives. Civil resource owner: Honeywell (Singapore) Pte Ltd Honeywell (Singapore) Pte Ltd designs and manufactures aerospace engines, aircraft systems and avionics components. The Singapore operation of the renowned global aerospace solutions provider maintains, repairs and overhauls engines, auxiliary power units, avionics products and systems. Over the years, the company has worked very closely with the Republic of Singapore Air Force (RSAF), and demonstrated initiative in ensuring that it has sustained manpower and technical expertise to support RSAF’s operational needs during both peacetime and emergencies. Honeywell has been providing expeditious and cost-effective maintenance and repair services to RSAF for C-130 and E2C components since 1992. To maintain a high level of readiness for emergencies, the company holds biennial exercises with RSAF which allow their staff to be well acquainted with RSAF’s procedures and at the same time, validate their service support plans. During the exercises, RSAF notes, Honeywell has consistently exhibited great responsiveness and preparedness.
Honeywell has also shown much independence in its submission of readiness reports to RSAF, demonstrating its proficiency with the service support plans which is a highly valued advantage during emergencies. Employer: Inland Revenue Authority of Singapore As the Government’s agent in administering, assessing, collecting and enforcing payment of taxes, the Inland Revenue Authority of Singapore (IRAS) ensures there are sufficient resources to develop Singapore’s security, economic and social sectors. But in its role as the people’s partner in nation-building, IRAS’ efforts go beyond the day-to-day administration of tax-related matters. “Our vision is to partner taxpayers in nationbuilding and economic development,” says Mr Moses Lee, IRAS Commissioner. “Hence supporting Total Defence and encouraging our staff to do so are very much in line with our vision. Mr Lee adds, “We recognise that NSmen contribute significantly to Singapore’s defence, as they make up 80 percent of our military defence force. We thus support their training and exercises, which keep them operationally ready to defend Singapore.” IRAS’ wide-ranging NS-friendly measures include sending congratulatory letters to acknowledge its NSmen’s good In-Camp training (ICT) performance, and granting timeoff for IPPT and remedial training.
Most notable is IRAS’ promotion of a healthy lifestyle among staff by making fitness activities and facilities within easy reach. From a half-hour time-out per week for fitness activities during office hours to special circuit training at the in-house gym for NSmen, to onsite sports facilities such as tennis and squash courts, IRAS’ staff are spoilt for 10 11

The staff welfare committee and the recreation club also roll out constantly refreshed calendars with activities such as nature runs, rock climbing and inter-department games. Mr Lee explains, “Employees who have been leaders or have been involved in organising activities during their NS tend to display leadership and organisational abilities in their day-to-day work in IRAS. He says, “My company encourages us to fulfil our ICT and other NS obligations. We also have a culture of helping one another at work; my colleagues will cover my duties and update me on work when my training is over, so I will not have any problems catching up. This gives me peace of mind during my ICT.”

Civil resource owner: Singapore Technologies Marine Ltd Singapore Technologies Marine Ltd (ST Marine), established in 1968, is the marine arm of integrated engineering group Singapore Technologies Engineering Ltd. With two shipyards in Singapore located in Benoi and Tuas, and three in the United States, ST Marine offers turnkey solutions for a wide range of vessels, from frigate-sized naval warships to 70,000 dwt panamax-sized commercial vessels.
As the Navy’s civil resource partner, ST Marine is required to give priority to the repair, refurbishment, upgrading and maintenance of RSN vessels during emergencies. To keep itself at the highest level of preparedness, ST Marine has, despite the shipyard’s heavy schedule, set aside time to complete, validate and update its service plan for the compressed refit of RSN vessels.
In terms of shipbuilding capabilities, the company is able to provide comprehensive through-life services, from concept definition and detailed design, to construction and onboard system installation and integration, to testing and commissioning. The longstanding partnership between ST Marine and the Republic of Singapore Navy (RSN) dates back to 1969, when ST Marine constructed four 45-metre Missile Gun Boats for RSN.
