Wroclaw to stage 2017 World Games

T

he Polish city of Wroclaw was ratified as the host of The World Games 2017 yesterday during the annual general meeting of the International World Games Association at SportAccord

Convention. Wroclaw officially introduced itself to the 33 IWGA Member Federations yesterday morning after the Mayor of Wroclaw, Rafal Dutkiewicz, signed a host agreement with IWGA President Ron Froehlich in Québec City on Sunday evening. “We had to look at it from the point of view of whether they could run the show,” said Froehlich on the decision to select Wroclaw ahead of Budapest,

Hungary, in the final vote, which took place in January. “They have the 2012 UEFA European Championships (which will be co-hosted by Poland and Ukraine), they have the 2016 European Capital of Culture and then they have The World Games 2017. They wanted to have a big, multi-sport event, which had never been done in Poland.” Wroclaw will stage three games during Euro 2012, which will start on June 8, but Dutkiewicz believes The World Games 2017 has the potential to have an even greater impact on the city. “In terms of the European Championships, that will act as an important engine for us to prepare

the infrastructure for the future,” he said. “The World Games is a bigger event and it’s a world event. Therefore I do believe that the recognition of Wroclaw would be even higher.” The World Games is a multi-sport event that showcases more than 30 sports and features some 4,400 athletes representing over 90 countries. As the host, Wroclaw will also have the opportunity to select five invitational sports. “The decision about those invitational sports disciplines is still not taken, but most probably we will be talking about kickboxing, maybe lacrosse, and in the case of Poland, speedway is pretty important,” said Dutkiewicz.

The Fédération Internationale de l’Automobile (FIA), the International Automobile Federation, is poised to join the Association of Recognised International Sport Federations (ARISF). At yesterday’s general assembly, ARISF President Dr. Jan Fransoo confirmed that the FIA will soon become part of the association’s roster. “Some paperwork still needs to be completed, but within the next few weeks they will be added to the association,” he said. Meanwhile, Patrick van Campenhout, former Treasurer of the International Wushu Federation, resigned from his post as a Director on the ARISF Council. Van Campenhout was an Executive Director of the Wushu Federation until

October 2011. However, in order to serve on the ARISF Council, you must also be a member of an association. At yesterday’s council meeting, members voted to resolve the issue at the general assembly. However, after a motion to have the council rethink its decision and a brief adjournment of the assembly, Van Campenhout stepped down. World Anti-Doping Association (WADA) Director General David

Howman also addressed the ARISF General Assembly regarding the review of the World Anti-Doping Code. He stressed how WADA intends to make the review a collaborative process and invited the member associations to voice any concerns they have of the collaborative nature of the review. He also responded to the member associations’ concerns about the costs associated with drug-testing.

he Clipper Round the World Yacht Race has carved out a unique niche within the business of sailing since its launch nearly 16 years ago, according to Victoria Calder, who is representing Clipper Ventures at SportAccord Convention. Founded in 1995 by sailing legend Sir Robin Knox-Johnston, the first man to sail solo around the world, Clipper Ventures has enjoyed rapid growth in recent years, and a brand new fleet of 12 identical 70foot yachts have been lined up for the next edition of the event in 2013. “The race offers a powerful focus for business initiatives,” said Calder, who is in Québec City to meet up with the sports industry’s most influential figures. “The race not only helps to boost trade and international brand recognition for the commercial sponsors, but it also raises the profiles of cities, regions or countries as international destinations.” More than 500 crew members, officials, sponsors and their guests stay for up to two weeks in local hotels at host ports, and the economic impact is considerable. “The race stretches your business far and offers sponsors an 18-month platform to market themselves globally,” Calder added. “Independent evaluations have acknowledged the power of the race to drive significant spend which can create a multi-million dollar impact.” Qingdao in

Based on a mandate taken from its members – including 90 International Federations and 15 sports organisations – and with the support from the IOC, ASOIF, AIOWF and ARISF, SportAccord has identified the best possible partner to provide the technical platform for the registry operation with the ultimate objective to protect the sport values and the interests of the sports movement and stakeholders. Thanks to the partnership with CORE, serving as the primary provider, the .sport top-level domain will be operated in a manner consistent with the business of sport, with a strong focus on protecting trademarks and the interests of sports stakeholders. Consistent with its role of umbrella organisation, SportAccord will be the Registry Operator of the .sport top-level domain. To ensure consistent usage policy, SportAccord has created a Policy Advisory Board (PAB), composed of representatives of sport governing authorities. The mission of the PAB is to develop consensus best practices for .sport domains and to safeguard the interests of the sport community in connection with the expanse of the domain namespace. enis Oswald, the outgoing President of the Association of Summer Olympic International Federations (ASOIF), feels much has been achieved in his 12 years in charge. Oswald, who has served three terms, is especially proud of the improved recognition IFs now receive from National Olympic Committees (NOC) and the International Olympic Committee (IOC) at major events. “Before, we could not use our name or our logo at our venues during the Olympics,” said the former Swiss Olympic rower, who was speaking in the Aggreko Media Suite at SportAccord Convention in Québec City. “Then they agreed we could use something small. It was a beginning. Then we got an increase in the size and this time, in London, officials will wear the logo and the acronym of the IFs for the first time.” Oswald believes that the IOC and the NOCs now realise the important role IFs play in helping to organise major Games by providing the technical knowledge necessary to run events efficiently. He feels the new President of ASOIF, who will be named today, needs to continue to promote the role of IFs with event organisers and to develop the working relationships

A

t the turn of the millennium, the Canadian sporting community, supported by the Federal Government, developed a system to resolve disputes out of court. The ADRsportRED programme was set up in 2002 as an interim solution to provide independent arbitration services for matters such as Canadian team selections for international events. Meanwhile, a new legislation was passed to create a permanent ADR institution, the Sport Dispute Resolution Centre of Canada (SDRCC). It was established in 2004 as a not-for-profit statutory corporation completely funded by the Government of Canada. Its mission is to provide the sporting community with a national alternative dispute resolution service and to provide expertise and assistance regarding alternative dispute resolution. Although the SDRCC was modelled on the Court of Arbitration for Sport (CAS), its decisions are final and binding and not subject to review by CAS, except in specific doping matters. In their combined 10 years of operations, ADRsportRED

and the SDRCC have assisted in the resolution of more than 381 sports-related disputes. The Ordinary Tribunal resolved 204 sports-related disputes, including a notable 54 consent settlements. Designated as Canada’s Doping Tribunal, the SDRCC managed 177 doping violation assertions. The impressive sports law jurisprudence developed from those cases covers team selection, funding, discipline and governance issues. All of the SDRCC arbitral awards are available in both French and English through a searchable online database. The benefits of avoiding costly and lengthy civil court proceedings to resolve

those disputes are immeasurable to Canadian sport organisations. To remain cost-effective, the SDRCC relies heavily on technology for case management and the conduct of proceedings. Parties with limited financial means may also benefit from pro bono legal representation. When necessary, the SDRCC may issue a decision within hours of receiving the notice of appeal, a feat which no civil court in Canada can accomplish. Beyond its tribunal operations, the SDRCC is very active in dispute prevention by educating sport leaders about good governance, riskreduction strategies in policy-writing and sound decision-making, as well as by informing athletes, coaches and officials about their rights and responsibilities. The SDRCC’s presence as a marketing partner for the 2012 LawAccord Convention fits perfectly with its goals of increasing international collaboration, to share expertise and best practices with existing sports tribunals or with those wishing to build sport dispute resolution systems in other countries.

Denmark looking to the future A

greater number of mass participation events could soon be on the calendar in Denmark, according to the head of the country’s national sports events

organisation. Sport Event Denmark Chief Executive Lars Lundov is keen to build on the country’s burgeoning sports event-hosting reputation by further exploring mass participation showpieces, which have attracted increasing interest from sponsors and participants alike in recent years. “We are planning to have a sharper focus than the last two or three years in terms of the number of events we try to bring to Denmark,” Lundov said. “We need to focus on fewer events, but make sure they are big events. “We are also trying to focus on developing and attracting major international mass participation

events, such as marathons, triathlons and cycling events. “Denmark is a rather small country so we are not in a position to make a bid for the Olympics or World Cup, but we are interested in the sporting events that are at the level below, and we have staged world championships in various Olympic sports.” Sport Event Denmark – which is 80 per cent subsidised by the Danish government and 20 per cent funded by the National Olympic Committee, and is also a Gold Sponsor of SportAccord Convention 2012 – has attracted a string of events to the country. Last year Copenhagen staged the Cycling World Championships and in December the country’s capital city also secured the hosting rights for the 2014 World Badminton Championships. The Italian city, which hosted the 2006 Winter Olympic Games, was gripped by the financial downturn, and a change in the local administration led to preparations for the

We did consider a plan ‘b’ and we were in talks with several other cities, but we decided to stay with Torino. “We have had to make changes to some of the plans, but we are moving forward now. We refer to the Games as a sports festival, and we are very aware of that when we select host cities as we like to go to places that are great tourist destinations – and Torino is exactly that.”

ommunicating anti-doping messages is a key element in the fight against doping in sport, and two awareness programs are on show at the World Anti-Doping Agency stand for the duration of this year’s SportAccord Convention. WADA has fully embraced the challenge of raising awareness of the dangers of doping, and Convention delegates are encouraged to visit the WADA stand (74) to learn about the Outreach Model and the ‘Say NO! To Doping’ campaign. Both are comprehensive programs designed for easy and cost-effective implementation by WADA and its signatories, and both have proved successful in bringing the anti-doping message to athletes and the wider sporting public across the world. “Raising awareness to the fact that doping is cheating and also poses a significant health risk is an important part of what we do at WADA,” said WADA Athlete Relations and Communications Senior Manager Stacy Spletzer-Jegen, who will be on hand all week in Québec City. “It is crucial that athletes know the inherent dangers involved in doping as that will allow them to make informed decisions. These programs are designed to influence them in a positive way.

Fédération Internationale de Ski (the International Skiing Federation), the International Triathlon Union, the International Weightlifting Federation, the World Triathlon Corporation and the Polish Commission against Doping in Sport are some of the recent additions to a growing number of WADA signatories to adopt the campaign. In North America, ‘Say NO! To Doping’ received a significant boost when a newlyproduced anti-doping video clip received a highprofile launch during the NHL All-Star Game in Ottawa. This clip is available in English, French and Spanish, while signatories can also have it translated into their own language, as the Polish Commission did for its recent launch.

While ‘Say NO! To Doping’ aims to reach as wide an audience as possible, Outreach targets athletes on an event-by-event basis. WADA will have a significant Outreach presence in the athletes’ village at the Olympic and Paralympic Games this summer, where the teams will look to engage as many athletes as possible. Over the course of the last year WADA ran Outreach programs at the All Africa Games in Mozambique, the Pan American and Para Pan American Games in Mexico, as well as the Play True Generation Program at the Winter Youth Olympic Games in Innsbruck, and the Commonwealth Youth Games on the Isle of Man. “We are working closely with all our stakeholders to try and raise awareness through Outreach and ‘Say NO! To Doping’,” added Spletzer-Jegen, a veteran of five Olympic Outreach programs. “The response has been pleasing. We are especially keen for ‘Say NO! To Doping’ to become the recognised anti-doping campaign worldwide, while it is WADA’s aim to help signatories run Outreach programs at as many sports events as possible.”  For further information on Outreach and ‘Say NO! An events heritage Edmonton’s “generational” experience of welcoming the sporting world’s top competitions offers event rights-holders a safe pair of hands, according to Candice Stasynec, the city’s Executive Director of Intergovernmental and External Affairs. The Canadian city’s heritage as a major event host dates back to the 1978 Commonwealth Games and, with Edmonton being named just days before the start of SportAccord Convention as one of six host cities for the 2015 FIFA Women’s World Cup, the passion to attract elite sporting spectacles remains alive and well. “We have a number of things to offer that we think are compelling and we have

a remarkable track record in hosting events,” Stasynec said. “We understand events and the community supports events. We pride ourselves on being superb hosts and partners, and we have the knowhow to make it work. “It’s generational. We have experienced volunteers and we bring in some younger volunteers with every event, so we don’t have to start from scratch every time.” Stasynec is also keen to highlight the relative economic stability of Edmonton, which has moved up a tier in the SportAccord Convention partnership portfolio this year by becoming a silver partner. Edmonton’s province, Alberta, is second only to

Saudi Arabia in terms of global, proven energy reserves. “We are an economic powerhouse and our economy has weathered the ups and downs better than most. The strong financial base provides security for rights-holders, and we’re exceptional at keeping our promises.” With such a powerful sales pitch, could the Commonwealth Games return to the city? “If Commonwealth Games Canada decides to bid for 2022, we’ll look at the guidelines,” Stasynec said. “The domestic process will start this summer and take about a year. We’re sure people will be interested, but a couple of things need to fall into place before a bid is certain.”

event host costs – who’s responsible? The Daily asked International Masters Games Association Chief Executive Jens Holm, EventScotland Chief Executive Paul Bush, Sport Event Denmark Chief Executive Lars Lundov and Ian Troop, Chief Executive of the Toronto 2015 Pan American Games organising committee, for their thoughts on this hot topic in the sports industry... The Daily: Should rights-holders such as governing bodies and IFs do more to ensure sports event host cities do not go over-budget? Jens Holm: “I believe rights-holders are directly responsible. It’s a matter of social responsibility, and rights-holders have to take a very active role in this.� Paul Bush: “There really should be a joint responsibility from all parties to make that happen [and ensure host cities do not run over budget]. There has to be a degree of realism at times. People will want to push the envelope, but if it is pushed too far in terms of cost, then there can be problems.� Ian Troop: “Fiscal responsibility is of utmost importance. We are committed to working within the budget set for the 2015 Games. It is equally important to work with the organising committee, funding partners, rights-holders and corporate partners to ensure Games can be delivered within the established budget envelope.� Lars Lundov: “The most important thing rights-holders can do in this regard is not change the requirements and conditions during the bidding process. Host cities need to know right from the beginning exactly what is expected from them and then it is up to them to deliver

on this and make sure they are on time and on budget. “But it is very difficult for the host cities to do that if the rights-holders develop the detailed event specification on ‘the fly’. So it is all about good planning, including solid budgeting, from both cities and rights-holders.� The Daily: So should rights-holders take responsibility from the bidding stage? Paul Bush: “I guess sometimes there are still issues that some rights-holders move the goalposts at the last minute. Rights-holders need to be transparent about their aims throughout the bid process. Lots of bids can give a city value on the international stage, but whether you win or lose a bid you always need learn from it.� The Daily: But if a city can’t afford to spend a lot of money on a bid, how is it going to finance a major event? Paul Bush: “I don’t think you necessarily need to spend a lot of money on most bids. It is mostly about good, hard and honest graft to provide your bid with the right platform.� Jens Holm: “A rights-holder should not simply assign an event to the city with the most money. It should be about what benefits the event can bring in the long run. In some places in the world, bidding for certain events is still a matter

Le dĂŠbat The Daily: As you’ve mentioned, there has been an increasing trend of host cities using major events as tool for accelerating infrastructural growth. Is this a sound approach? Ian Troop: “Absolutely. Toronto and the surrounding region is getting new and renovated infrastructure, helping fill a void in sport infrastructure for our athletes and local communities. This region has not hosted a multisport Games in more than 80 years, and it is due.â€? Lars Lundov: “My basic principle is that facilities should lead to events, but events should not necessarily lead to facilities. By this I mean that while I recognise that the hosting of a major event can clearly speed up the decision-making process in terms of infrastructural development, I am not sure it is a sound approach. Planning of major infrastructure projects like a stadium or an arena takes time and the result is in general not improved because of an accelerated decisionmaking process – actually the opposite can often be the case. Infrastructural growth must be based on the host city’s overall planning, not just linked to a specific event.â€? The Daily: So it sounds like rights-holders should undertake thorough due diligence on potential host cities and should make such financial issues a priority from the very early stages... Jens Holm: “Yes, I couldn’t agree more. It has to start with the sports themselves. I feel that in Lausanne the attitudes of IFs are changing. They are becoming more aware of the costs that are involved for the cities. It is in their own interests as they want to be able to ‘sell’ the event again,

You say: Yes – 86%, No – 14% and if budgets of previous host cities run too high, then other cities will take note of that and the bidding field in the future may be limited.� Lars Lundov: “I think it is has become clear to both rights-holders and host cities that the costs related to the event have become a major issue over the past few years. Costs were always an important part of the equation, but during ‘the happy years’ the focus was more on the benefit side and rights-holders were eager to point out the potential benefits – and less on keeping the related costs at a decent level. Rights-holders are now perfectly aware that the field of cities interested in hosting their events will be very narrow if events’ costs continue to increase.� The Daily: With that in mind, to counter the cost in difficult economic times, how important is it for a host destination to generate an immediate and easily

identifiable return on investment through a sporting event... or is the long-term picture as important now as it always has been? Lars Lundov: “The long-term effects for a host city in terms of creating a positive image locally, nationally and internationally will, in my opinion, always be one of the key benefits of hosting major events. “Having said that, it is clear that at times when resources are scarce, it is always a convincing argument when talking to local politicians that the event will also have an immediate and easily identifiable return in terms of increased spending etc. But I think it is important that we don’t panic and lose sight of the very strong long-term benefits most events can create for a host city or country.� Ian Troop: “The Toronto 2015 Games will be the largest economic driver in the region over the next three years. In fact, the Games will help

generate more than 15,000 jobs, attract more than 250,000 visitors and inject $700million in capital infrastructure. Further, the visual legacy of seeing new sport infrastructure built, as well as renovations to existing venues, will create excitement and underline the community legacy these Games will leave behind.� The Daily: Jens, your organisation operates on the basis that a host city of the World Masters Games is under no obligation to build any new venues for the event. Do you believe other federations should follow your example? Jens Holm: “Each IF has a different business model, but I think we can all benefit from looking at what we do. “We have a certain type of product that brings money into cities, We are very specific about limiting the size of budgets with all of our events. You often see cities with the bigger budgets go the furthest, but I’m not sure that approach really fits in the modern world.The rights-holders should provide very clear directives about how much should be spent by the host city, and it should start with the bid.�

Innovation is the key for Charlie Denson as NIKE, Inc looks to the future, writes Aman Dhanoa…

F

rom buying a pair of running shoes from the back of a car as a high school track athlete, Charlie Denson has witnessed NIKE evolve to become one of the sporting world’s most recognisable brands. Denson, President, Nike Brand, NIKE Inc, went from being one of its earliest customers to working with the company for more than three decades, starting as an assistant manager at the firm’s first retail store in Portland, Oregon, in 1979. He climbed the corporate ladder to top executive roles in the company’s US and European operations, and also played a leading role in NIKE breaking new ground in the key markets of China, India and Brazil. Learning the business from the ground up has equipped Denson with the necessary tools to become one of the sports industry’s most influential figures. “I got lucky in a couple of different ways. My two passions coming out of college were sports and business, and I was fortunate enough to fall into a situation where I knew some of the people that had run track at the University of Oregon and they introduced me to NIKE professionally,” Denson said. “Living here in Oregon I actually got to participate in the early days as they were literally selling shoes out of the backs of cars at high schools, and I

was actually there to purchase them as a high school track athlete in Oregon.” NIKE’s co-founder, Bill Bowerman, was a nationally respected track and field coach at the University of Oregon, and the company still gains the input of athletes when developing products.

To see the performances they can generate using some of the products that we create for them is not only satisfying, but it’s been fairly profitable over the years.” Much has been talked about NIKE’s increasingly fierce battle for supremacy with rival brands in the sportswear industry. “We look at it a bit differently,” said Denson. “We have some very fierce competition around the world and a lot of it is from local brands that may be a little bit

leader of the brand stronger in particular countries, as opposed to one or two big competitors worldwide. “I think the other thing that is really important to the way we think about our position within the industry is truly how we measure ourselves, and we always measure ourselves against what we feel our potential is versus what we feel our competition is.” In terms of sports marketing partnerships, this summer will be critical for NIKE if it is to reach ambitious growth projections. With the London Olympic Games and UEFA Euro 2012 taking place just weeks apart, the company is looking to reap the benefits of positioning itself strategically in relation to two of the world’s biggest sporting events. “This is a big summer. Every four years we run into this summer, which is a combination of the Summer Olympics and the European Championships,” Denson said. “We are becoming more and more surgical with regards to the way we communicate to our consumers through their communities, through their sports of choice or products of choice or activities of choice because of the changes that are going on regarding the digital world. These big events still give us the opportunity to hit a very, very broad audience and we usually take advantage of that by introducing some of our biggest and most influential innovations of the year or of a twoyear period. So it is an incredibly important summer of sport for us.” NIKE’s recently-introduced innovations include Nike+ and FuelBand – two easy-towear digital training products that track data produced during exercise and transfer the results to a mobile phone application. “I think that when you start diving into this area of

espn x games set for global expansion T he ESPN X Games action sports series is ready to expand its footprint. After a competitive bidding process, Foz Do Iguacu in Brazil, Munich in Germany, and Barcelona in Spain were named as the Games’ expansion cities from 2013, joining Tignes in France and, in the United States, Aspen in Colorado and Los Angeles. The new calendar will offer four summer events and two winter events, and is a clear illustration that the demand for action sports is on the increase. However, according to Scott Guglielmino, Senior Vice-President of Programming and the Global X division at sports media giant ESPN, which operates the series, this is just the beginning. “There’s a really good market out there for action sports,” said Guglielmino. “The demographic is large and there’s a huge representation of athletes. “What we have done is not only expand the X Games, but we have transformed them altogether.” The new calendar will allow ESPN to expand the X Games’ horizons by creating a worldwide lifestyle brand. For Guglielmino, this is a seminal moment in the history of the series. “The X Games has style points that people don’t get to feel when watching it at home,” added

Guglielmino, who will speak on the roundtable session, ‘Survival of the fittest – adapting your sport to a changing world’, at SportAccord Convention on Thursday. “Music, film and style are the three elements we’re looking to transform that part of the X Games to create a lifestyle out of it.” Each event will bring its own cultural surroundings, and Guglielmino is hoping that such a variety in the offering can complement the sporting action, which will always represent the heart and soul of the Games. “Taking the competition offshore will allow us to create an international dimension that will be larger than it has ever been before,” said Guglielmino. “We will be able to go into other markets through this brand. “We are creating X Games events in expansion countries, but they [the countries and cities] will play an enormous role in running them. “By expanding and transforming the brand, we’ll be able to attract fans from other countries and capture their cultural elements within the X Games.”  Roundtable: Survival of the fittest – adapting your sport to a changing world – Thursday, 14:30-15:30
