WASHINGTON — Americans snapped up houses in May almost as soon as properties were listed, fueling the strongest sales rate in nearly a decade. Sales of existing homes rose 1.8 percent last month to a seasonally adjusted annual rate of 5.53 million, the highest level since February 2007, the National Association of Realtors said Wednesday, June 22. People remain intent on buying homes, despite the low inventory of properties on the market that has caused prices to rise. The elevated demand likely stems from low mortgage rates and a relatively healthy jobs picture with unemployment at 4.7
percent, even with a recent slowdown in hiring. “May’s existing home sales numbers suggest that healthy demand continues to support a recovering housing market, but that inventory woes are preventing a full recovery to pre-recession levels,” said Ralph McLaughlin, chief economist at online real estate firm Trulia. Homes sold in May after just 32 days on the market, the fastest pace ever measured by the Realtors since they began tracking the figure in 2011. Homes stayed on the market on average for 40 days a year ago. Sales rose in the Northeast, South and West last month but fell in the
Midwest where real estate is generally considered more affordable. The median home sales price was $239,700 in April, a 4.7 percent increase over the past 12 months. The sales gains have failed to convince more current homeowners to list their properties. Many are still recovering equity lost during the crash. For some of them, a sale would fail to generate enough of a profit to cover the expense of buying a new home. The number of listings has fallen 5.7 percent from a year ago, meaning homebuyers have fewer and fewer options. Home ownership rates have yet to improve despite the sales growth since
the housing bust triggered a recession in late 2007. The national rate is close to a 48-year low of 63.5 percent. But Americans still want to own homes if they can afford it, according to a separate report released Wednesday by the Harvard University Joint Center for Housing Studies. The pressures of student debt, rising rents and the leftover wreckage from the housing bust have restrained people’s ability to buy, even though the dream remains alive. Sales have been strong enough so far this year that the Realtors expect total sales to rise 3 percent from 2015, revising an initial forecast of nearly flat sales in 2016.
First-time buyers accounted for 30 percent of sales last month, well below the historic average of 40 percent. Builders have increased construction, yet by focusing on higher-end properties they’ve done little to relieve the supply pressures. Single-family house starts have climbed 14.5 percent this year, according to the Commerce Department. Low mortgage rates have helped boost demand. Mortgage buyer Freddie Mac said the average 30-year fixed-rate mortgage dipped to 3.54 percent last week from 4 percent a year ago.

4 ways to purchase a house with a reverse mortgage BY JACK GUTTENTAG THE MORTGAGE PROFESSOR
Many home purchasers are seniors. Some become homeowners for the first time, but most have been and want to remain homeowners. They just don’t want to remain in their current house. They may want a house that has no stairs, or one that is closer to family or friends, or one in a warmer climate. In many cases, they want to downsize, both the physical house and the financial burdens that come with it. Prior to 2008, a senior who wanted to combine a house purchase with a reverse mortgage but could not afford to pay all cash had to use a standard, or forward, mortgage to finance the purchase, then repay it by drawing on a reverse mortgage. Because the senior had to qualify for the forward mortgage in the same way as any other home purchaser, an inability to document sufficient income or credit could bar the way. Furthermore, the senior who did qualify had to pay settlement costs on both the forward mortgage and the reverse mortgage. In 2008, Congress authorized the HECM for Purchase program, under which seniors can buy a house and take out at the same time a home equity
conversion mortgage, or HECM, the Federal Housing Administration’s reverse mortgage program. With this program, the qualification requirements associated with forward mortgages are avoided, and only one set of settlement costs is incurred. The downside is that HECM reverse mortgages are more complicated than forward mortgages and present the senior with unfamiliar options. The purpose of this article is to clarify these options so that the senior can make the best possible decision. A home purchaser who uses a HECM to fund part of the cost has four options. She can select either a fixed-rate or an adjustable-rate HECM, with the adjustable carrying a lower interest rate at the start but possibly a higher rate in the future. She can also elect to limit her cash draw to 60 percent of her maximum borrowing power, which qualifies her for a $1,500 mortgage insurance premium, or she can draw more cash and pay a $7,500 premium. Two times two equals four options, each of which I will illustrate with the case of a 66-year-old purchasing a $300,000 home. OPTION ONE: Select a fixed-rate
HECM with a $1,500 mortgage insurance premium: In this case, the purchaser could borrow $95,700 using the HECM, forcing her to find $204,300 somewhere else — presumably from liquidating assets. This is a one-time use of a HECM because the borrower retains no borrowing power. OPTION TWO: Fixed-rate with $7,500 mortgage insurance premium: In this case, the purchaser could borrow $155,589 using the HECM, reducing the amount needed from other sources to $144,420. This remains a one-time use of a HECM. It differs from option one in allowing a larger cash draw, which results in a larger future loan balance, which carries a higher probability of loss to the FHA, which is why the insurance premium is larger. The borrower who wants to minimize asset liquidation, at the cost of higher future debt, will prefer option two to option one. OPTION THREE: Adjustable rate with $1,500 mortgage insurance premium: In this case, the cash draw is exactly the same as in option one, but in addition,
the borrower receives a credit line of $65,880 that is usable after 12 months. While the future HECM debt is lower than in option one, that reflects the lower initial rate on adjustable rate HECMs relative to fixed-rate HECMs. A rise in market rates could turn that advantage into a disadvantage. The borrower who wants to retain borrowing power in the future, at the cost of larger asset liquidation now, will prefer option three over option two.

How to mention upcoming vacation plans during a job interview

You’re in a job interview, getting more and more excited about a particular opportunity, and the employer’s really into you, too. But there’s a knot in your stomach. You planned a vacation and it’s quickly approaching. How should you break the news? Is it bad form to bring up your vacation before you’re even offered the job? There are a few things to keep in mind so you don’t get distracted by the PTO conversation. Yes, the conversation absolutely needs to occur, but with tactfulness and grace, there will be no need to stress. GET THE TIMING RIGHT You do eventually need to mention your vacation — but not until you
reach the second interview round. That when potential start dates may ease their way into the conversation, and the recruiter or hiring manager may ask when you’re available. First, that is an excellent sign that they want to move forward! Second, that’s a perfect window for you to tell them about your vacation plans. But even if they don’t bring up start dates by the second round, you still need to reveal your intentions. You’re not asking for their permission—you’re simply telling them as an FYI. The specific reason behind your time off doesn’t need to be mentioned, though I’ve seen that done more often than not, especially when the time off is longer than a week (say, for a wedding
or international travel). GET THE PHRASING RIGHT Here are two perfectly reasonable examples of how to tell the hiring manager that you’ve got vacation plans: • “While we’re discussing start dates, I should note that my friend is getting married in Australia, and I already booked my flights to be there for two weeks in August. I just wanted you to know.” • “While we’re talking about start dates, I just wanted you to know that I have a trip booked between August 1 and the 12, and I should be back to work that Monday, August 14.” Keep it one to two sentences, and
even jot down what you’re going to say ahead of time if the conversation occurs on the phone. Don’t put yourself in the awkward position of starting a new job and then immediately telling your new boss your plans. They’ll wonder why you simply didn’t mention it earlier and whether you’re prone to keeping important information like this to yourself until the 11th hour. GET ON WITH IT During my several years as a recruiter, I never saw a hiring manager balk at a candidate mentioning they had time off scheduled soon after a start date. Neither did I see them reconsider extending a job offer because a
candidate had a vacation planned. In companies wherein vacation days are accrued over the course of the year, hiring managers will often allow candidates to borrow from the future; you should make sure to ask if this will be an option (else you’ll have to take the time unpaid). Alternately, I’ve seen hiring managers suggest pushing a candidate’s start date back until after the trip or time off was concluded so that there’s no interruption in pay. Above all, don’t feel awkward about having this conversation. This happens a lot, and you’re entitled to a personal life. You’ll achieve peace of mind by telling them your plans and knowing it’s not a big deal that you’ll be away so soon after starting.

Many college grads with four-year degrees face underemployment after graduation as they find that a bachelor’s degree doesn’t necessarily guarantee a job in their chosen field. If they don’t have plans to go on to graduate school, they may have to settle for jobs that don’t match their education. Payscale recently looked into which college majors struggle most with underemployment. NO. 7: PSYCHOLOGY Psychology majors often end up in human resources positions, teaching or at coffee shops. While a background in psychology can certainly be helpful in those positions, it may not be exactly what the graduates were looking for.
NO. 6: HISTORY A bachelor-level degree in history isn’t likely to get a college grad into a dream job of lecturing on the subject or spending time researching it. Instead, history grads may end up in operations management or as paralegals. However, hiring managers might see a liberal arts grad as someone who can’t make a decision. NO. 4: ANTHROPOLOGY College students who major in anthropology
may have dreams about traveling the globe to study cultural practices or research lost civilizations. However, Payscale found these grads are more likely to be working as office managers or in customer service than traveling overseas. NO. 3 (TIE): DRAMA AND THEATER ARTS Turns out that would-be actors don’t necessarily wait tables as they work for their big break — they end up as executive assistants, administrative assistants and customer service representatives. The skills they learned as drama majors — thinking on their feet, for example — can come in handy in these positions, however.
NO. 3 (TIE): CRIMINAL JUSTICE Criminal justice majors buck the trend on this list in that they are more likely to get jobs in their field. However, these positions are still considered underemployment, because in many cases, you don’t need a four-year degree to get the job. NO. 1: BUSINESS ADMINISTRATION AND MANAGEMENT A BBA — bachelor’s degree in business administration — isn’t going to get you nearly as far as an MBA will. People with a four-year degree in business administration are most likely to be underemployed in Payscale’s list.
