At 28, Rob Lananna wants to make real estate investing a full-time gig. Lananna is part of a group of professionals in their 20s and 30s trying to capitalize on the recovering housing market through buying and reselling homes. “I really like what I do,” he said. “I like taking something that’s ugly and dirty and turning it into something that’s beautiful.” Lananna recently completed his first deal, buying a bank-owned home in Boynton Beach, Fla., for $68,000, renovating it for $30,000 and reselling it within six months for $135,000. He bought another house in West Palm Beach, Fla., for $60,000, put in $15,000 of work and listed it for $125,000. David Dweck, founder of the Boca Real Estate Investment Club, said he’s seeing more young people join the group because of concerns about pursuing traditional careers in a stilllackluster economy. “The same-old, same-old working 40 hours a week for 40 years is no longer the American way,” Dweck said. “People are starting to realize that real estate investment is viable.” While rampant investor-led speculation fueled the housing bust of 2006 to 2011, today’s investors take a more cautious approach and add value to the properties before turning around and selling them, Dweck said. He encourages club members to “buy low, sell low” and not pay more than 65 percent of the value of the home after repairs. But this buy-fix-sell model does require cash in hand, which disqualifies many young investors, Dweck said. An investor should have enough money to buy the home, renovate it and carry it until it sells. Lananna, an entrepreneur with a background in sales and recycling, recommends having at least $40,000 to $50,000. Banks typically won’t lend money to investors looking to flip homes, so club members often turn to one of Dweck’s companies to provide financing. It offers short-term loans to investors, who make monthly payments and pay off the balances when the homes sell. Mike Benton, 34, recently bought a house in Pompano Beach, Fla., for $165,000. After $35,000 in renovations, he sold it for $249,000. He said he and his business partner split about $22,000 profit.
Benton said they also bought and resold a Margate, Fla., house, netting about $12,000. “I’m putting in surround sound, tiki huts — something that will stand out to clients,” Benton said. one of the biggest challenges in today’s market is finding homes to buy, amid a lack of inventory and strong competition from large investment companies. Individual investors bid at online foreclosure auctions and also use relationships with real estate agents and other industry professionals to find properties for sale. “In a seller’s market, there’s only so many ways to acquire homes,” Benton said. “If we bid on 10 houses, we may get one.” Lananna said he spends about 15 hours a week looking at properties to buy. “I just try to be the first one out there and beat everyone to the punch,” he said. “I’d like to think (the investment firms) don’t have the same hunger and desire as I do because it’s not their own money.” ■

The u.S. housing rebound is making local debt backed by homemortgage payments the safest place for municipal investors facing the prospects of tax changes and higher interest rates. Since the 18-month recession ended in 2009, bonds sold by state housing agencies from California to Florida to finance single-family mortgages have delivered the best returns in the $3.7 trillion municipal market after adjusting for volatility. Home prices rose the most in six years in December. For investors betting that a strengthening economy will push yields higher this year or that Congress will reduce munis’ taxexemption to shrink the federal deficit, housing-related local debt is proving a haven, according to data compiled by Bank of America Merrill Lynch and Bloomberg. “The recovery story in the housing market in general is doing a lot to drive” risk-adjusted returns for the debt, said John Hallacy, head of
muni research at Bank of America in new York. “There’s a sense that we’ve recovered a lot of ground, and if anything, people working in the housing industry would like to see more supply.” Led by issuers such as the California Housing Finance Agency and Florida’s Housing Finance Corp., localities have about $66 billion of single-family munis outstanding, Bloomberg data show. Such bonds have earned about 21 percent when adjusted for price volatility since July 1, 2009, beating the 13 percent gain for the broader muni market, the data show. Treasuries have earned 4.3 percent by that measure. Housing-finance agencies sell bonds to fund low-interest mortgages for first-time buyers earning less than the local median income. They have helped more than 2.6 million families buy homes, according to the Washingtonbased national Council of State Housing Agencies. The home market is gaining momentum more than three years after
the longest recession since the 1930s. Purchases of new homes jumped in January by the most in two decades. Home prices in 20 u.S. cities rose 6.8 percent in the 12 months through December, the biggest annual gain since 2006, according to the S&P/ Case-Shiller index. The housing securities will probably extend their performance as their higher relative yields will help shield investors from any increase in interest rates, said Michael Brilley, president of fixed income at Sit Investment Associates in Minneapolis. Many investors anticipate interest rates will climb later this year or in early 2014. Yields on 30-year Treasuries will rise by about 0.4 percentage point to 3.53 percent in the second quarter of 2014, according to the median response of 48 analysts in a Bloomberg survey. “If interest rates go up, they will not be as hard hit by price depreciation as other bonds,” Brilley, who helps manage $3 billion of munis, said in an
interview. “As interest rates have come down and may now start going sideways to up, we’d rather own bonds like this that are more stable in price,” Brilley said. His firm directs 17 percent of its muni portfolio to single-family housing bonds. Single-family munis tend to yield more than other local debt because investors want compensation for the risk that issuers may prepay the bonds as homeowners refinance or sell, said Blake Miller, portfolio manager at new York-based neuberger Berman Group LLC. The company oversees about $11 billion in local debt, including singlefamily munis. The Georgia Housing & Finance Authority sold $149.4 million of taxexempt single-family housing bonds last month rated AAA, Standard & Poor’s top grade, Bloomberg data show. Debt due in 2043, the longest maturity, priced to yield about 3.9 percent, or about 0.9 percentage point above benchmark munis.
While investors favor the securities, agencies are issuing less because borrowers are turning to banks or other financing sources as mortgage rates are close to the lowest in at least 40 years. The average rate for a 30-year fixed mortgage was 3.51 percent in the week ending Feb. 28, near a record low of 3.31 percent set in november, according to Freddie Mac data. Local housing authorities sold $4.9 billion of munis to finance single-family mortgages in 2012, the least since 1995, Bloomberg data show. Moody’s Investors Service has a negative outlook on the agencies in part because of the risk of loan delinquencies and foreclosures given the nation’s level of joblessness. Housing agencies have sold $763.4 million of single-family revenue bonds this year as of March 5, data compiled by Bloomberg show. The Massachusetts Housing Finance Agency plans to offer $320 million of such debt this month, Bloomberg data show. ■

Part of the fun of new home technology is using it to make daily living more comfortable and cool. The marketplace is growing with smart-house innovations, such as getting hot water from a refrigerator or instantly turning on a group of lights in your house. Older Americans, and the people who care about them, want user-friendly homes full of convenience and safety. With wireless technology, more and more functions in the house can be controlled by remotes, keypads, smartphones or tablets. Home systems are being redesigned in ways that often can help people with arthritis or disabilities perform daily tasks more easily. Eight out of 10 baby boomers say they want to stay in their homes and communities as long as possible, according to a 2012 AARP poll. “Our research shows people are not going to move,” says Nancy Thompson, an AARP spokeswoman. Businesses such asiHome Integration in Virginia provide technology solutions to seniors and people with special needs. Co-owner Justin Tsuchida says he installs motion, door and pressure sensors as well as cameras that can help families keep track of loved ones through a smartphone or computer. Builders and remodelers are increasingly getting technology requests from consumers who are spending time at home shows or reading up on innovations for kitchens and bathrooms. According to Bill Owens, president of Owens Construction near Columbus, Ohio, and past chairman of the National Association of Home Builders Remodelers, buyers are looking for convenience and comfort but are turned off by labels such as “senior-specific” or “universal design.” “Baby boomers are looking for mainstream convenience and comfort,” Owens says. “They want to be jazzed by buying something new that is easy to use and has a wow factor. The safety aspect is an added bonus for a lot of people.” Here are a few products that harness some of the latest technology: GE CafE frEnCh Door rEfriGErator A new GE refrigerator has several seniorfriendly features, including a hot water dispenser for making tea. “This could be a
lifesaver for someone who does not use the stove as well,” says Amy Levner, manager of home and community for AARP, who spotted the model at the International Builders Show in January. Other senior-friendly features: It has extra LED lights to illuminate drawers and shelves better and has a water-filtration system that removes 98 percent of five trace pharmaceuticals. Price: $2,999, available in April. MoEn’s ioDiGital showEr The ioDigital shower system by Moen can enhance showering safety for seniors. The consumer can set a precise temperature and flow for the shower, lock it in and press a button to activate it daily. The system is sold with four programmable presets. The technology prevents that morning scramble to adjust handles to avoid being scalded or frozen. “This product makes life easier, and it has a safety implication,” says Brad Crozier, a Moen senior product manager. “That is true whether you are a senior or a parent with children.” Price: $800-$1,300 for digital valve, controller and showering components. Versions for bathtubs ($1,200-$1,800) and more elaborate spa showers ($2,000$3,500) also available. lutron MaEstro wirElEss liGhtinG Control An unlit garden path can be dangerous for anyone getting home at night, senior or
not. With Maestro, you can pull into your driveway and push a button to have lights inside and outside your house turn on. The system is installed by replacing light switches or dimmers with those embedded with the Lutron radio frequency technology. According to Melissa Andresko, Lutron’s spokeswoman, you can link up to nine dimmers (on/off switches are also available) to one remote control. “It’s good for both coming and going from your house,” says Andresko. “It is also good for people with limited mobility who use wheelchairs. The remote can be handy for turning lights on and off.” Price: Maestro Wireless dimmer and Pico remote control package $130; additional dimmers or switches $88; additional remotes $56. KohlEr sEnsatE touChlEss fauCEt The convenience of turning your kitchen faucet on or off without having to touch a lever or handle would be appreciated by anyone who loves to cook. If you are cutting chicken, you don’t need to touch the faucet with messy hands to turn on the water. Sensate plugs into an outlet, so no crawling underneath the sink to replace batteries. And there’s an added benefit for seniors who might have arthritis as waving your hand or a pot under a faucet to turn it on or off can be less painful than turning a handle. Mildew starts with few little spots, then spreads BY CAROlE FElDMAN ■ ASSOCIATED PRESS
WASHINGTON — It may start with a couple of small dark spots on the grout where the shower stall meets the tiled wall. A few days later, they multiply. Mildew. “For most people it’s just kind of an ugly pain. Their bathroom gets these black stains,” said Ken Collier, editor-in-chief of The Family Handyman. For others, though, “it’s an allergen, like cat hair, dog hair,” he said. If it’s not removed, it can result in respiratory problems or other allergy symptoms, according to the Centers for Disease Control and Prevention. Mold and mildew, which the Federal Emergency Management Agency calls “mold in early stage,” can grow on a wide range of surfaces as long as moisture is present, and they can give
your house a musty smell. “It’s an indication of dampness, like in bathrooms that are not ventilated very well,” said Kathie Birenbaum, who works in households at Strosniders Hardware Store in Bethesda, Md. “Molds can gradually destroy the things they grow on,” the Environmental Protection Agency says in a pamphlet for consumers on its website. “You can prevent damage to your home and furnishings, save money and avoid potential health problems by controlling moisture and eliminating mold growth.” It’s important to do both — control the moisture and clean up the mold — to keep it from growing back, the EPA says. Cleaning large areas — more than 10 square feet, the EPA says — might require a contractor trained in mold
removal. For smaller areas, it can be a do-it-yourself job. Frequently, the bathroom is the first place that a homeowner or apartment dweller might notice mildew. “A lot of people take a shower, get out of the shower” and go on their way, Collier said. “Basically, they’ve left all this water on the walls and floor of the shower and surprise, surprise, the bathroom is damp and you find mildew growing on the grout.” Often, condensation — not a leak — is the source of the moisture, Collier said. “The bathroom fan is a big part of keeping the moisture level down in the bathroom,” he said. “If there isn’t one, put one in. If there’s a small one, put in a bigger one or use it more.” Opening the bathroom window also helps, as does more frequent cleaning,
according to the EPA. Collier also suggests using a squeegee to wipe down the shower walls. There are many products available for cleaning mildew and mold, but homeowners also can mix their own. A bleach solution that CDC says should be “no more than 1 cup of bleach in 1 gallon of water” can be used to clean and kill mildew. “For the typical homeowner, they would scrub it down really well with bleach water and then they should seal the grout, seal it once a year or so to keep it water tight,” Collier said. Wear protective gloves while cleaning. The CDC also recommends protective eyewear. If you can’t get rid of the mildew with bleach, you might have to dig out the grout and replace it, Collier said.
For those looking for an environmentally friendlier alternative to bleach, Collier said one of the products that mold experts recommend is Concrobium, which also can be used as a fog if a whole room is affected. It’s not just bathrooms where you’ll find mold or mildew. “Sometimes people find it in closets where there’s limited air circulation, and where maybe there’s a cool wall and it’s humid,” Collier said. Or there could be condensation around heating ducts, and you’ll find a moldy patch on the ceiling. Moisture from roof leaks also can lead to growth of mold and mildew. If you paint over mildew, the paint likely will peel. Birenbaum says there special primers that inhibit mold growth. Mona Weingarten of
Washington, D.C., wasn’t aware that there was mold in her house. She didn’t see anything or smell anything. But when one of the tiles on the bathroom floor became loose, she called a contractor to fix it and he discovered mold. Mold later was discovered elsewhere in her house. Weingarten, who has severe allergies, developed a fungal infection in her sphenoid sinus and had to have surgery. After spending tens of thousands of dollars on remediation and related costs, she now has an environmental engineer test her house every six months and remove any mold spores. She has the air filters in her heating and air conditioning system changed every three months, and a dehumidifier runs in her basement. “It’s not something you want to repeat,” she said. ■

Here’s how strange things have gotten in the world of housing finance. Fannie Mae and Freddie Mac, along with their regulator, are doing more to dismantle themselves than Congress can be bothered to do. Monday, the regulator, Ed DeMarco of the Federal Housing Finance Agency, said that a new company will be formed that will do much of the backoffice work of both firms, setting the stage for whatever Congress decides to do next to overhaul the mortgage sector. The two government-sponsored mortgage finance companies are nearing the five-year anniversary of when the feds took them over, a bailout that has cost taxpayers $131 billion so far. They have been vilified, particularly by conservatives, as representing the worst of crony capitalism (fairly) and as being major drivers of the financial crisis (unfairly). For many Republicans, their stated objection to the DoddFrank financial reform act (emphasis on “stated”) was that it didn’t do anything to reform Fannie and Freddie. And yet nothing. No legislation to overhaul the nation’s mortgage finance system has passed either the Republican-led House or the Democratic-led Senate. The White House unveiled a plan for what to do — more than two years ago — that was less a plan than a menu of options from which Congress might choose
in sculpting its own approach to reforming the government-sponsored enterprises, or GSEs. So what is going on here? How is this an area where seemingly everybody agrees there needs to be an overhaul, yet there has been no actual legislative action? The answer boils down to this: Too many people benefit from the current system, and too many people have something to lose in any overhaul. Here’s a refresher on the situation and the problem: In the pre-crisis days, Fannie and Freddie occupied a strange place in the American corporate landscape. They were private companies with shares traded on the New York Stock Exchange, dedicated to maximizing profits for shareholders. Their executives were paid well, and they employed scores of lobbyists. But they also had the implicit backing of the U.S. government, ensuring that the millions of home mortgages they packaged were nearly as risk-free as lending to the government itself. Heads, we (Fannie and Freddie shareholders) win. Tails, you (the taxpayer) lose. That created some bizarre incentives. For ordinary homeowners, it meant lower mortgage rates than they would have had otherwise. For politicians, it meant a steady stream of campaign donations and other support so long as they remained supportive.
It meant that it seemed to the government like a free lunch, because there was no annual appropriation to the companies. Of course it wasn’t free at all, and when the housing market collapsed in 2008, the bill came due for the U.S. government — the aforementioned $131 billion bill, to be precise. Since then, Fannie Mae and Freddie Mac have existed in a state known as “conservatorship,” which is something like the corporate equivalent of purgatory. They remain for-profit entities. But the U.S. government controls them and is footing the bills for their losses, and their regulator directs almost everything about how they run. Here’s the thing, though. They also have played a crucial role in the recovery. In 2009, when banks were in horrendous shape and had little ability or desire to make home loans, Fannie and Freddie filled the vacuum, acting as the key providers of funding for the housing sector. It is hard to even imagine how much worse the housing collapse would have been if, when the banking sector was in dire shape, there had been no federal backstop to keep dollars flowing to home buyers. They now account for 90 percent of the mortgages issued in the United States. That’s why any serious proposal to reform the GSEs retains some government role in supporting mortgage lending. If legislation to
overhaul housing finance stripped out the government role entirely, it would surely lead to a sharp spike in mortgage rates and shortages in the availability of loans, and even after things stabilized it would leave the nation more vulnerable to collapses in home prices. More practically, it is hard to see how it could ever pass over vehement objections from all the industries tied to housing — home builders, real estate brokers, banks. In effect, the GSEs have been one of the major ways the U.S. government has subsidized homeownership for generations. (The other biggest one is the mortgage interest tax deduction.) If lawmakers try to yank away that subsidy, they will face vigorous opposition. There are any number of ways to do that. Any of them will face opposition from industries that benefit from the status quo. But something will have to change to give the United States a system of housing finance that doesn’t leave taxpayers on the hook for everyone who wants a place to live. If Congress — both the Republicans who lead the House Financial Services Committee and the Democrats who lead the Senate banking committee — would devote as much effort to legislating as they did bemoaning the bailouts that put Fannie and Freddie under government control in the first place, we might even get one. ■

How would you feel if Mom and Dad became your roommates? For some families, it’s a reality as they give shelter to financially struggling parents or ill parents who can no longer care for themselves. But as much as you may want to repay your parents for their care of you, you have to look at the financial and emotional ramifications of taking them in. “Parents are in the habit of taking care of their children,” said Rick Salmeron, certified financial planner at the Salmeron Financial Network. “The flow of wealth from older to younger generation feels natural to many.” But changing demographics is making the reverse more common. “We are living so much longer now,” Salmeron said. “The older generation may be running out of savings, or may be mentally or physically unable to tend for themselves. The younger generation had better do more thinking about possible new roommates — their parents — and how they might prepare themselves.” Here are the areas you need to look at: THE COSTS “When considering having a parent come live with you, there are direct costs and indirect costs,” said Tom Murphy, certified financial planner at Murphy & Sylvestin Dallas. Direct costs include groceries, household supplies and dining out.
Indirect costs can include increased utility bills, higher auto insurance rates if the parent is still driving, and more laundry, hobby or activity costs of the parent, he said. “Adding one person to a home with two will increase these variable expenses by an average of 23 percent, according to U.S. census figures,” Murphy said. For example, if you and your spouse spend $2,000 a month for food, utilities and other non-fixed expenses and one parent comes to live with you, you can expect your costs to increase to about $2,460, Murphy said. Having both parents live with you increases costs by about 42 percent, he said. Neither situation includes increased health care costs unique to an elderly parent, nor do they include assisted living costs in the home.

SHARING THE BURDEN “Parents, if financially feasible, may want to contribute to the household,” said Jean Keener, certified financial planner at Keener Financial Planning in Keller, Texas. “Discussing arrangements to help with utilities or other costs helps facilitate this.” After Deb Sears bought a home in 1995, it was more than what she wanted to care for by herself, so she moved her elderly parents in with her. “It was a good opportunity for me to get them in a better place because

However, other benefits, such as Supplemental Security Income, could be affected, Salmeron said. support and maintenance, which reduces the SSI benefit.” In Texas, SSI recipients are automatically enrolled in Medicaid, the federal-state program that helps pay for health care for the poor. Texans whose SSI benefits are reduced would still have Medicaid, but if they lose their SSI benefits completely, they would also lose Medicaid, said Linda Edwards Gockel, spokeswoman for the Texas Health and Human Services Commission. Food stamps also could be affected because eligibility and benefit levels are based on household, not individual, circumstances, according to the U.S. Department of Agriculture. TAX IMPLICATIONS Under certain limited circumstances, you may be able to claim your parents as dependents on your tax return, said James Smith, CPA at Smith, Jackson, Boyer & Bovard in Dallas. You may be able to deduct medical expenses that you paid for your parents. If you charge your parents rent, you would have to recognize the rent as income in your tax return, but then you could claim a depreciation deduction for a portion of the cost of your home, as well as a portion of the utilities and any general repairs to the property, Smith said. If you don’t charge your parents rent, the free room and board would be treated as a gift, but because the total rent value probably would not
exceed the annual gift exclusion — $14,000 for 2013 — you wouldn’t have to report the gift to the Internal Revenue Service, he said. DOCUMENT CHECK Are your parents’ estate planning documents in order? This includes more than just a will. “As parents age, adult children may need to take on the role of making medical or financial decisions,” Keener said. “Having an up-to-date general durable power of attorney will facilitate managing a parent’s affairs with their financial institutions. For medical issues, having a current medical directive, medical power of attorney, and HIPAA release (to allow sharing of your health information) is important.” Having access to your parents’ main bank account also might be a good idea, Keener said. “Depending on the parent’s ability to manage their financial affairs and the relationship between parent and adult child, it can sometimes be really helpful to make the child a joint signer on the primary billpaying checking account,” she said. EMOTIONAL RESPONSE Are you prepared to deal with the emotional aspects? “Be prepared to adjust your expectations of what they remember and what they don’t remember,” Sears said. “Don’t get mad because they forget things; just be patient.” ■
