conventional wisdom says you need 70 percent of pre-retirement income to keep the same lifestyle after you stop working. That makes sense if you’ve been putting away more than 20 percent of your income in your final working years. With those savings, and no more work-related expenses for commuting and dry cleaning, you’d probably get away with a lower income. But if you weren’t saving heavily to the end, it’s hard to see how you’ll reduce expenses 30 percent instantly at retirement unless you’ve paid off the mortgage. In 2010, the most recent data available from the federal reserve Survey of consumer finances, 40.5 percent of households nationwide where the head was between 65 and 74 years old were paying a mortgage. But while that’s down slightly from 2007 (42.9 percent), it’s up from 2004 (32.1 percent) and substantially higher than a generation ago. “It really started to uptick around ’95, and it’s gone pretty much consistently upward since then,” said craig copeland, an economist at employee Benefit research Institute in Washington, d.c. Why, then, don’t more people make paying off the mortgage before retirement a priority? copeland said a lot of things changed. Housing values went up and credit loosened at a time when many baby boomers were in their 50s. many families did cash-out refinancings to help pay for kids’ college tuitions, or renovations. “You see a lot of people in their 50s buying bigger houses, new houses, as their incomes went up,” he said. guy cecala, publisher of Inside mortgage financing, said in his parents’ generation, a lot of people planned to pay off their houses before they retired, then sell it, move to a smaller house in a warmer climate, which they would buy with cash and use the rest of the proceeds to live on. “my parents, they had a house in connecticut,” he said. “They viewed that as their retirement, their nest egg. You don’t hear people doing that anymore.” But, as the mortgage numbers show, a majority of people own their houses free and clear by 65 — people like Jim and Sallie cappadora. Jim, 63, and Sallie, 60, paid off their ellington, conn., house eight years ago. If they had let their 30-year mortgage run its standard course on the house they bought in 1986, they’d have three years left to pay. “from the very first mortgage payment, we paid an extra $50 a month toward our mortgage, and after five years, we had paid off 10 years of principal,” she said. In 1986, they sold the first house for $104,000, and bought a $158,000 house, with a $90,000 mortgage. Sallie stayed home with their kids for eight years, but later, after she started working full time as a real estate agent, she and her husband started putting $100 a month toward the principal. Then, in 2003, her husband lost his manufacturing job, when they had two kids in college. He had covered the family with benefits, so they had to pay $1,360 a month for insurance. “Believe me, it wasn’t easy when he was laid off,” she said. Before he lost his job, their annual earnings were roughly equal. He was out of work for several years. The kids borrowed some of the money it cost to go to university of connecticut, but cappadora said she only missed five months of putting extra toward the principal in the 29 years they had a mortgage. The last years of the mortgage, when it was $800 a month, cappadora put far more than $100 extra in a month. Some months she would pay $2,200 toward the mortgage. over the years, they have done a kitchen remodeling and other interior

upgrades, but when asked if they paid for the projects with a home equity loan, she replied, “oh, no, no, no. It’s always been: If you don’t have the money, then don’t spend it. It’s the same thing with credit cards.” copeland said it’s possible someone in his 50s could build assets faster in his 401(k) if he made the right investments than he would putting money toward mortgage principal. But, he said, “even if you think you’re investing properly, it’s impossible to predict (the outcome).” He said anyone who has a 401(k) employer match should be putting enough in to get that match. But once that’s done, he says the wisest thing for a person who’s 55, who has just $30,000 in a 401(k) but also has 17 years left on a mortgage, would be to try to reduce the remaining years. If someone had a $130,000 balance at 55, at 4 percent interest, and paid an extra $175 a month, the mortgage would be paid off in 13 years and three months. “It’s easier to work two years longer than five years longer,” copeland said. Whether the value of the house drops or not, owning a house free and clear has the same value. “If you can get rid of something that’s 20 percent of your budget, that is enormously beneficial,” he said. “To be able to get rid of that expense is … a key choice they can make that will allow them to have an easier retirement.” Because her family paid off the mortgage well before retirement, Sallie cappadora said they’ve been able to make up financial ground lost during the layoff. The money she used to put toward the mortgage now goes into retirement savings. copeland said not just because of the recession, but generally in the last decade, one in three people who retire do so before they planned to, either because they were laid off and couldn’t find another job again, or because their health prevents them from contuing to work. “If you can get your debt paid off before you retire, that certainly makes life easier if things don’t quite work out like you thought,” he said. curt clemens Sr., who owns a greater Hartford, conn., real estate brokerage, is still working full-time at 67, and has no plans to retire any time soon. He has not paid off his mortgage yet — there are five years left on the loan, and a vacation property also still has a note. But if he needed to, he has enough investments he could pay the loan off. for the moment, clemens is putting more money into stocks. But he says he plans to have the house free and clear when he and his wife, an attorney, stop working. “It’s basic financial planning. When you retire, typically your income drops,” he said. “Typically your single largest payment is your mortgage.” He says he’s astonished by the number of people in his generation who have not saved much for retirement. “There’s a lot of people that are going to be in for a rude awakening,” he said. “You can’t survive on Social Security. Wal-mart can only hire so many greeters, you know.” ■

U.S. needs better mortgages, not your grandmother’s kind BLOOMBERG NEWS.

After a devastating cycle of bubble and bust, the U.S. housing sector is on the road to recovery. New homes are being built at the fastest rate in years and prices are increasing across the country. Foreclosures are down and the number of “underwater” mortgages has declined by almost 12 percent since the peak at the end of 2011. Even Fannie Mae and Freddie Mac, the mortgage-finance companies in conservatorship since 2008, are reporting record profits. What’s wrong with this picture? None of this would be possible without massive government support. Today, the government owns or guarantees about 90 percent of new mortgages, up from about 50 percent in the mid-1990s. It isn’t sustainable, let alone fiscally acceptable, for the U.S. government to have such a domineering presence in what should be a private-sector function. The housing recovery now under way creates a perfect opportunity to plan for the future of U.S. mortgage markets. Several recent innovations in mortgage finance by economists and academics are worth considering. First, it helps to understand the origins of today’s situation. Before the New Deal, people bought houses by borrowing for a few years at a time. They only paid interest until the loans matured, at which point they would make a large payment or refinance. That worked well enough until house prices collapsed during the Great Depression. Lenders refused to refinance, hoping to get paid in full. Many borrowers defaulted; about 10 percent of homes ended up in foreclosure. To prevent another downward spiral, the U.S. came up with the self-amortizing, long-term, fixed-rate mortgage. It enticed lenders into offering these products by promising to buy mortgages that conformed to certain underwriting standards. That’s where Fannie Mae and Freddie Mac come in: They bundle loans into securities, then sell them to private investors. For a fee, the government absorbs the risk of borrower

default. As long as house prices were relatively stable, the new system worked. But once prices soared, only to collapse a few years later, scores of homeowners defaulted. A cascade of foreclosures further depressed prices as more houses were dumped onto the market. Economists say this was responsible for 20 percent to 30 percent of the decline in home prices from 2007 through 2009. It was the Great Depression all over again. The biggest challenge going forward is separating the choice to buy a house from the decision to make a leveraged bet on housing prices. Right now, when a borrower puts down $50,000 to buy a $500,000 house, she doubles her equity if the value of the house goes up to $550,000. The lender, however, has no claim to any of that appreciation. Alternatively, if the price declines to $400,000, the borrower is suddenly in the hole. She has a strong incentive to default, leaving the lender in the lurch. Outside the U.S., floating-rate mortgages, where monthly payments rise and fall with the short-term interest rate, help borrowers deal with some of this volatility. Interest rates generally move in line with the health of the economy, so these mortgages are more flexible for both borrowers and investors. This approach effectively allows borrowers to refinance even if they are underwater, yet it does nothing to reduce the risk of default and foreclosure associated with negative equity. The U.S. must figure out a way to better manage these risks if it is to turn housing back over to the private sector. Fortunately, economists have lots of ideas. The common theme is that mortgage principal should be keyed to economic conditions, and monthly payments should rise and fall proportionately. These features ensure that borrowers have a stake in repaying their loans, while also making it easier for them to do so when times get tough. These new mortgages would also damp the swings in spending that come from

the wealth effect. Robert Shiller, the Yale University economics professor and cofounder of the widely used Case-Shiller index of home prices, and colleagues have modeled a few versions of a product called a “continuous workout mortgage.” In essence, the Shiller loans would allow borrowers to pay higher interest rates upfront in exchange for the right to lower principal and monthly payments when house prices go down. These loans might be right for some people, but we prefer another idea: Mortgages with principal and monthly payments that move with an index of neighborhood home prices. As prices rose, so would monthly payments. Conversely, if prices fell, monthly payments would, too. These might be more attractive to borrowers since they wouldn’t have to pay higher rates upfront. Instead, they would compensate lenders by passing on the gains from house-price appreciation. Borrowers would still have an incentive to maintain their property because they would keep (or lose) any change in the value of their house relative to the prices of their neighbors’ homes. Investors’ demand for these products would probably be strong, given their demonstrated eagerness to gain exposure to single-family house prices by buying them outright. The government and the private sector have an interest in this sort of financial innovation. Right now, investors have little appetite for mortgages that lack government guarantees, partly because they were badly burned by misrepresentations the last time around. But if the U.S. ever hopes to reduce Fannie’s and Freddie’s dominance in the marketplace, as its regulator, the Federal Housing Finance Agency, recommends, the country needs to accept that the 30-year fixed loan — a financial product from our grandparents’ generation — has outlived its usefulness. We can create a better housing market by encouraging the development of more resilient mortgages that don’t depend on federal default insurance. ■

The arrival of spring weather brings with it an influx of insects and rodents. Though they vary in type, depending on the region, they’re still a problem most homeowners face. Some are more than just a nuisance; left to their own devices, they can do serious damage to homes. “Because we have such a high rodent population in the northwest, we always have a large amount of rodent pressure,” said Dan Huie of United Pest Solutions Inc. in Seattle. “There are some mice, but it’s mostly rats. With the dense vegetation we have and the moist climate, there’s always enough food and enough protection for them out in the wild. They’ve kind of acclimated and have kind of taken over the city. Also, now we’re having a lot of small nuisance ants. Those are the ones that tend to trail into peoples’ homes. People call them either sweetfeeding ants, or moisture ants, things like that. They’re the small little black ants that just cause headaches for people all over their homes.” Termites are also making their presence felt this spring; everywhere from the northeast part of the U.S. down to the southwest. Termites, also known as swarmers, tend to emerge from their nest on the first warm spring day of the year and can number in the thousands in one area, making them easily visible to homeowners. Winged termites can easily be confused by homeowners with flying ants but can cause significantly more damage. Homeowners who see a swarm of flying insects around their property would be well-served to contact a professional. Woodfeeding termites cost homeowners $5 billion a year in damages, according to the National Pest Management Association. Like bedbugs, treating for termites can be costly, so homeowners should always seek a second and third opinion before agreeing to any highpriced treatment. Stinging insects also thrive in the spring, said Phil Coulson of Custom Care Pest Services in Boise, Idaho. “Things go seasonal,” Coulson said. “In the last 30 days or so, things are starting to warm up and we’re seeing emerging wasps, hornets and yellow jackets. We’re getting calls for spiders and ants that are popping up.” There are a few common denominators that homeowners can address on their own to minimize pests being attracted to their homes. To start, trim branches and shrubs that could reach the home. “That is basically a highway for insects coming from trees and tree limbs,” Coulson said. “Bagging and removing leaf litter from the ground also helps. Insects survive the winter by clustering underneath leaf litter that’s been there all winter long.” Soil and mulch that is piled high enough to reach siding is also a gateway for insects to make their way inside the home, Huie said. Keeping garbage cans and pet food containers covered with lids can also reduce the temptation for pests to linger. Homeowners dealing with insect and rodent issues can have more effective treatment outcomes by establishing regular service. Most pest control companies offer quarterly treatments that range in price from about $80 to $120. Often, these companies offer a guarantee to come back in between treatments and treat for free if homeowners continue to experience issues. Before hiring a pest control company, check that it holds the proper licenses for your area and has liability and worker’s compensation insurance. Look for a company that follows Integrated Pest Management principals, in which pests are controlled in the most efficient way possible with minimal exposure of chemicals being introduced into the environment. ■

Black Friday might seem like a distant memory, but it’s in full bloom at Home Depot. The home improvement store is having Spring Black Friday through Wednesday to kick off its busiest time of the year, when homeowners get the itch to freshen up their homes and yards. The store has sales on everything from garden soil and barbecue grills to bath faucets and power drills. Home Depot is expecting strong sales this spring and began hiring 80,000 new employees in February, an additional 10,000 people over last year. Overall, the Atlanta-based company employs 300,000 for its more than 2,250 stores nationwide. Fueling the retailer’s sunny outlook are forecasts from the remodeling industry citing increased demand from homeowners for kitchen and bath renovations and repairs. The National Association of Home Builders estimates remodeling spending for owner-occupied, singlefamily homes will increase 2.4 percent in 2013 over last year and another 1.7 percent in 2014. Officials say homeowners are finally moving forward with home improvement projects they had put on hold during the economic crisis. They aren’t necessarily rebuilding or putting on additions, but they are making smaller changes to upgrade their living arrangements. A fresh coat of paint and new ceiling fan go a long way. The Home Depot is

entering spring on a high note. The publicly traded company ended fiscal 2012 with sales of $74.8 billion, an increase of 6.2 percent over 2011. The company credited the boost largely to the continued recovery of the housing market but also because of sales related to repairs in areas hit by Hurricane Sandy. Also this month, Home Depot is teaming up with Martha Stewart on a new do-it-yourself video series starting April 25. The videos will highlight Martha Stewart Living products sold at Home Depot through product profiles, designer interviews and “Ask Martha” segments, according to Retailing Today, an online news source for retail leaders. The videos will be released every Thursday via e-newsletter and on HomeDepot.com. Best Buy is embracing spring cleaning season with a trade-in program for consumer electronics April 21-27. In many cases, the average trade-in value is much higher — $145 for a tablet, $75 for a laptop and $30 for an e-reader — which could be a good deal if you’re looking to upgrade something. For items that

aren’t working, Best Buy will collect them for free and send them to contracted recyclers, a program that’s available year-round. Best Buy offered the $5 minimum trade-in program in January and got such a strong response it decided to bring it back. It helps reduce the growing problem of technology-traded trash

worldwide, plus gets people in the store. (You can also trade-in products online.) Best Buy says it recycles more than 400 pounds of electronics every minute its 1,400 stores and locations are open. That’s a lot of old phones. It also has recycling kiosks to drop off used ink and toner cartridges, cords and other items.

Tips for making a dishwasher or sink drain work better BY AMY LORENTZEN ■ THE ASSOCIATED PRESS

Your dishwasher, sink drain and garbage disposal do the major dirty work in your kitchen, and you can keep them smelling fresh and running efficiently with a few easy steps. If there are spots or stuck-on grime on the dishes when they come out of the washer, or if the sink has an unpleasant odor even after you clean it and run the disposal, it means these hard-working appliances may need extra attention. “Dishwashers and drains battle kitchen waste and activity daily, which can take a toll on the appearance and performance if not cleaned correctly,” said Chris Salatino with Kenmore Major Appliances. DiSHWASHErS Electric dishwashers have a filtration system that requires regular cleaning, especially if you don’t scrape or pre-rinse dishes. “The maintenance on a dishwasher depends on how you treat it,” says John DeSilvia, host of DIY Network’s “Rescue My Renovation.” If you’re not a pre-rinser, he recommends cleaning the filter once a month. Just look at the bottom of your dishwasher, find and remove your filter, then scrub away debris with a soft brush. Rinse and reinstall. “Don’t be scared, it’s really easy,” says DeSilvia. If in doubt, check your owner’s manual on how to find and remove the filter. Can’t find the instructions? Log on to your manufacturer’s website. Or online tutorials at sites such as DIYNetwork.com and YouTube.com can help you through the process. The interior of your dishwasher may also appear filmy at times. To get rid of that buildup, Salatino advises waiting until the washer has finished a cycle and cooled. Then make a paste with powdered detergent or use liquid detergent on a damp sponge to wipe away mineral deposits. Follow up by running a normal cycle. If you’re in a hard water area and wiping with detergent doesn’t remove all the film, run a normal cycle with 2 cups of white vinegar in an upright glass on the lower rack. Salatino advises turning off the “heated dry” option during the cycle. There also are commercial cleaners marketed especially for mineral buildup in dishwashers. Consumer Reports recommends replacing worn or rusted dish racks, and using care when loading dishes and silverware so you don’t damage spray arms. Inspect the arms to make sure they aren’t clogged with debris, which could affect water pressure. Use pipe cleaners to dislodge blockages. For cleaning the outside of your dishwasher, Salatino says all you need is a soft, damp cloth or sponge and mild detergent. If you’ve got a stainless steel cover, you’ll need a special cleanser. SuPEr SuDS Phosphates, which help control water hardness, were eliminated from dishwater detergents a few years ago over pollution concerns. Since then, some consumers have complained that dishes don’t seem as clean. Lucinda Ottusch, with Whirlpool’s Institute of Kitchen Science, says one mistake people make is buying cheap detergent. help your dishwasher perform best. She also recommends a rinse aid, which promotes drying by allowing the water to sheet off dishes. Loading your dishwasher properly also can aid cleaning. Ottusch says many newer models sense the size of a load and how dirty the dishes are, and work accordingly. “Running the dishwasher takes very little water and energy, and waiting until it is packed full of dishes can compromise cleaning performance,” she says. DirTy DrAininG If you’ve got a smelly drain, there’s probably bacteria growing in it. To eliminate the problem, start by mixing a cup of baking soda and a cup of vinegar. Pour the mixture down the drain, let it sit for 15 minutes or more, then run the disposal and rinse with hot water. To clean disposal blades, freeze white vinegar in ice cube trays and let the disposal grind away at them. The ice will help dislodge stuck-on debris, and the vinegar freshens the unit. If there’s still an odor, try pouring in half a cup of bleach, but not if you have a septic system. You may need to go buy a live enzyme product that eats away bacteria, or a corrosive cleaner meant to unclog drains. If your sink’s drain plug has moldy buildup, soak it in a vinegar or bleach solution, then wipe away any remaining grime. If mold builds up again quickly, replace the plug. Home improvement stores should offer styles that fit your sink, and some even stock scented versions. If unpleasant odors continue, consider whether you might have a backed-up disposal or clogged plumbing. THE GrinD The crunching and gnashing of your disposal may make you leery of touching it, but there are ways you can keep it running well without calling a professional. DeSilvia says to always run cold water before, during and after using the disposal. “Never use hot water with your garbage disposal,” he says. “It breaks down food, causing it to liquify and accumulate around your pipes.” It’s best to scrape large pieces of food into the trash can, then let the disposal take care of smaller scraps. Don’t put potato peels, shellfish, coffee grounds or other fibrous foods into the disposal. They’re clog-makers. DeSilvia reminds homeowners never to put their hand in the disposal. If it won’t grind, use the reset button, usually a black or red button on the bottom of the unit. Make sure the outlet the disposal is plugged into is working. If the disposal seems jammed, use the Allan wrench or similar hand-crank tool that comes with the unit to give it a push start. If you can’t find yours, many hardware stores carry them. “Most service calls can be avoided by simply resetting your disposal,” DeSilvia says. “Press the button and you are good to go. Just saved yourself $300 bucks for a service call.” ■
