Mission. a. Range Safety Officer’s Intent and Concept of Operations i. Range Safety Officer’s Intent
1. The intent of the Range SOP is to provide range users an information document with operating procedures for the range and training facilities. ii. Concept of Operations b. Coordinating Instructions i. In the event the instructions contained in this document conflict with those issued by higher authority, the high authority shall take precedence. The Chief Instructor will be notified of the conflict or question the interpretation. ii. Punitive Effect. A violation of this manual may result in punishment including, but not limited to permanent loss of membership from 831Shooter for the specific individual or party, and/or legal ramifications. 3.
Administration and Logistics.
a. Applicability. This manual is applicable to all Instructors, Range Safety Officers, employees, personnel, organizations, and activities authorized for use of the range, and training facilities. b. Concurrence.

Execution. a. Chapter 1 i. Purpose and Scope
1. This Standard Operating Procedure (SOP) prescribes the regulations and general precautions to be taken while conducting instruction/training in the classroom or the firing of live ammunition from small arms while at the range. 2. The primary purpose of this SOP is to maximize safe and realistic defensive training opportunities. Nothing contained herein will be construed as permitting live fire that endangers lives or property and equipment. 3. The safety regulations, as prescribed here, and current NRA safety rules, and local, state, and federal laws are applicable to firing ammunition for training and target practice. ii. Safety and Risk Management 1. Safety is the responsibility of every individual; student(s), observer(s), Chief Training Instructor (CTI), Training Instructor(s) (TI), Chief Range Safety Officer(s) (CRSO), Range Safety Officer(s) (RSO), personnel, employees, and is a key factor in successful training. Safety and operations must coincide so that risk management and safety are a part of the planning and execution of all instruction, training, and courses of fire. The key factor in training safely is understanding that every individual, regardless of position, skill level is a safety manager. Any individual who observes an unsafe condition should report this immediately to the RSO or TI so that the activity may be halted until the unsafe condition has been corrected. Anyone can call a “ceasefire� if they observe an unsafe act. iii. Munitions 1. 6 classroom. 2. Tracers. Because of the risk of fire hazard, tracer ammunition is prohibited on the range. 3. Explosive/Incendiary. Due to proximity of residences, and lack of proper space needed to safely conduct explosive ordnance; explosives are prohibited for use on the range. 4. .50 BMG. Due to increased muzzle velocity and maximum range, .50 BMG ammo is prohibited while on the range. iv. Observers and Non-Students 1. Notification for observers and/or nonstudents to be present at the range during live fire training must be annotated and submitted during class sign up. The CTI and CRSO must approve all requests prior to the scheduled class. Total number of observers cannot exceed eight (8). a. The following information is required: i. No one under the age of 18. ii. Number of individuals in the party. iii. Eye and Ear Protection. 2. Observers and/or non-students must sign a waiver of liability prior to being on the range. A copy of the signed waiver of liability must be on site while training is being conducted. It is recommended 831Shooter keep waivers on file for a minimum of two (2) years. v. Food and Drugs 1. All food and beverages litter must be cleaned and placed in the garbage/burn pit. 2. Alcoholic beverages and mind-altering drugs/medications are prohibited.

b. Chapter 2 i. Responsibilities 1. Chief Training Instructor a. Qualifications i. Attend an NRA Instructors course or equivalent. ii. Must have a valid NRA Instructor license or equivalent. b. Duties i. In charge of organizing and conducting periods of instruction in the classroom and on the range. during range activities.
ii. Oversees course of fire
iii. Regularly inspect range and equipment for any discrepancies prior to, and at the end of class. iv. Help to instill confidence, and proper knowledge of firearm usage and self-defense in students. 2. Training Instructor a. Qualifications i. Attend an NRA Instructors course or equivalent. ii. 8 conducting periods of instruction in the classroom and on the range. ii. Oversee student(s)throughout class. iii. Verbally and physically demonstrate courses or fire, drills, and exercises for students. iv. Help to instill confidence, and proper knowledge of firearm usage and self-defense in students. v. Conduct police call. 3. Range Safety Officer a. Qualifications i. Attended an NRA Range Safety Officer Course or equivalent. ii. Must have a valid NRA Range Safety Officer license or equivalent. b. Duties i. RSO will be present on the range during all periods of live fire firing and exercise full control over all activities conducted on the range. ii. Report all serious incidents to local authorities. In the event of a serious range incident the RSO will stop the training even until sufficient information is gathered to determine what happened, how it happened, and what steps are needed to preclude a recurrence. iii. RSOs should be familiar with all local ordnance laws, and emergency contact information. iv. Does not allow any modification of the range without prior approval from the CTI. v. Does not allow any personnel, students or observers onto the berm after live fire has begun. 9 range limits without first notifying the RSO so a “ceasefire� may be called. vi. RSOs must be alert for serve weather conditions. vii. RSOs will conduct all safety briefs before live fire begins. viii. In the event that the RSO cannot safely, or adequately fix a stoppage/malfunction of a firearm, said firearm must be safely stowed and not used for the remainder of class. ix. Ensure that before close of business the range is cleaned of expended brass, targets, and miscellaneous debris. x. All live ammunition should be expended before leaving the range. xi. Review MEDEVAC plan/locations with personnel.

i. Medical Evacuation Procedure Medical Evac Map
1. In the event of an injury on the range, the order “cease-fire� will be given. All firearms will be unloaded, and cleared. 2. Should the injury be life threatening, the RSO/CTI will assess the injury and apply treatment to the best of their abilities. a. If a dedicated Range Medical Officer is present, they will take control of the situation. 3. The RSO/CTI will, or will designate, someone to call 911 or appropriate medical assistance. a. It is recommended that someone is designated to annotate the events that take place: who, what, where, why, when. 4. The RSO/CTI will, or will instruct the designated individual, to report the following:

a. Type of response request: Ambulance b. Number of patients c. Type of injury-patient(s) condition d. Source of injury: gunfire, shrapnel, automobile e. Location of the patient(s)address, GPS, terrain features f. Method of marking site: flares, glow sticks, guides g. Patient(s) age, gender, blood type – if applicable 5. Individual reporting emergencies will not break communication with dispatcher, and will remain with the injured party until the appropriate medical response has arrived. 6. If there is no threat of further injury to the patient the designated safety vehicle will transport the patient to the primary or secondary EVAC location. Runners/Signals will be used to guide Emergency Response to EVAC location. 7. Under no circumstances will information about the injured party be released to any individuals, groups, or organizations that aren’t directly related to the patient(s), or involved in their care. 8. Should the injury not be life threatening, but serve enough to emergency action must be taken the designated safety vehicle, or the individual’s personal vehicle may be used to deliver the patient to the nearest hospital. (Salinas Valley Memorial Hospital) ii. Signal Plan 1. Ground Emergency Response a. In the event that ground Emergency Response is sent runners/signals (flares, glow sticks) will be used to guide the vehicle to the location of the injured party. b. In the event that an air Emergency

13 Response is sent flares/glow sticks will be used to mark the direction for the aircraft to approach from, and outline the Landing Zone (LZ). The RSO will stand by outside the LZ and wait for permission to advance with the patient(s) to the CASEVAC. i. Things to Consider 1. Ask for the type/description of aircraft. 2. Ask/Tell them the direction (North, South, etc.) of approach.

d. Chapter 4 i. Environmental Procedures 1. Under no circumstances will live fire be directed at livestock, or other indigenous animals while on the range.
e. Chapter 5 i. RSO Checklist 1. General Information a. This document is meant to be a helpful reference for personnel acting in the capacity of the RSO. This document is not a replacement for the Range SOP. RSOs are responsible for understanding and abiding by everything contained in the Range SOP when executing their duties. Training must be safe and well coordinated. 2. Checklist and Brief a. This is your Range Safety Brief b. The Chief Training Instructor (CTI) is __________________________________. c. The Training Instructor (TI) is __________________________________. d. The Range Safety Officer (RSO) is __________________________________. e. Safety is paramount. Safety will always be priority NUMBER ONE. Anyone departing or entering the range will notify the RSO before doing so. f. Everyone is a Safety Officer. 15 verbally and physically by giving the hand and arm signal to cease-fire. (Palm outboard, moving your arm up and down in front of your face.) In the case of a cease-fire all firearms will “unload, show clear,� (Remove magazine, empty chamber, slide open.) Do not wait to be told to do so. RSO will check to ensure the firing line is clear. g. During firing the RSO will be located ______________________________. h. Never point your gun at anything you do not intent to shoot. 3. Keep your finger straight and off the trigger until you are ready to fire. 4. Keep your gun on safe until you intend to fire. 16 5. Know your target and what lies beyond. m. Should you encounter a stoppage apply immediate action, and if necessary remedial action and complete the drill. Continue with the drill until you hear the command “cease-fire” or “stop.” (Go over immediate action and remedial action.) n. The only types of ammunition that will be used on this range are factory loads. No hand loads, or tracers. o. Eye and ear protection will be worn during the course of live fire. p. While on the firing line dropped magazines or gear will be retrieved after cease-fire is called. q. Brief the range layout (Lateral Limits, bathrooms, medevac locations) to _________ hours.
