LETTER FROM THE EXECUTIVE DIRECTOR OF
SRD
2014 was marked with great strides by SRD in all fields of its expertise confirming its position as a leading Vietnamese non-governmental organization which has been recognized as a reputable civil society organization by the Government and Vietnamese society. With a “strive-to-thrive” spirit, SRD’s total budget has reached a record high of $1.7 million funded by international donors. Moreover, we have been actively expanding our project sites and partnership through 13 major projects being implemented across the Northern, Central, and Southern regions of Vietnam. In 2014, SRD undertook a wide range of activities in an aim to strengthen its organizational management and governance. These included, but were not limited to, updating manuals for increased transparency, accountability, and professionalism, improving the management structure by establishing the Board of Trustees which includes two members of the Advisory Board, and developing and implementing a succession plan. In terms of operation and management, these strategic moves not only enabled SRD to reinforce its organizational structure but also enabled its sustainable development in the future.

With the above strategic changes, we, at SRD, head into 2015 full of enthusiasm and dynamism and look forward to a year filled with opportunities and challenges. I believe that SRD will continue to both grow in scale and improve in the quality of its activities as it heads towards its 10th anniversary in 2016. I hope to receive more of your support. LETTER FROM THE PRESIDENT OF THE VIETNAM UNION OF SCIENCE AND TECHNOLOGY ASSOCIATIONS
VUSTA In nearly 10 years of establishment and development, the Centre for Sustainable Rural Development (SRD) has proved itself one of the leading non-governmental organizations in Vietnam. SRD is one of a few organizations that we recommended for, and who successfully received The Certificate of Merit from the Prime Minister on 19 Jan 2015.
SRD has been continuously consolidating its operating system to better meet current requirements. The establishment of its Board of Trustees marked an important milestone in its development and professionalism. Moreover, SRD has been utilizing its inherent advantages to pioneer efforts in new fields such as forest governance and independent forest monitoring.
In the second year of its third 5-year Strategic Plan (2013-2017), SRD has proven to be on the right track. It has earned the trust and support not only from donors, local communities, authorities in project sites, but also from scientific organizations and government agencies. By connecting and establishing nation-wide networks of nongovernmental organizations, SRD has mobilized the participation of civil society organizations in assisting the Government in tackling pressing issues relating to climate change and forest governance. In addition to its support for the local authorities and communities in project sites, SRD has positively contributed to the development of the Vietnam Union of Science and Technology Associations (VUSTA) through capacity building for officials from science and technology associations at the provincial level and VUSTA’s member organizations and through increased cooperation between international and local partners.
On behalf of VUSTA, I would like to warmly praise SRD's numerous achievements. I hope SRD will continue to thrive and strengthen its position as one of the leading NGOs under VUSTA and contribute more towards the socio-economic development of Vietnam.

Strengthening capacity building for local livelihoods Sustainable Agriculture is an integral component of SRD's projects in poor and vulnerable communities. SRD’s projects in 2014 continued to focus on increasing the income of farmers, especially women and ethnic minorities, through developing climate change adaptation livelihood models and capacity building for community-based organizations.

Developing community-based groups is an effective way to strengthen the solidarity of a community. In these groups, locals can acquire new knowledge and skills together in addition to discussing and making personal and household decisions. Among our projects that serve as testaments to fostering groups that act as dynamic agents of change in the lives of locals and their communities are the animal husbandry groups in Phu Tho and Thai Nguyen, the business development cooperatives in Ha Tinh, the farmer's variety selection groups in Hoa Binh, Yen Bai, Son La, Lao Cai and Thanh Hoa, and the herbal plant cultivation groups in Yen Bai.

Climate Change Adaptation – Disaster Risk Reduction

Enhancing capacity and active participation of the community SRD is committed to supporting poor and vulnerable communities to reduce the impacts of climate change including the risks of natural disasters on climate change. Our initiatives, once successfully implemented in a community, will be assessed by SRD in order to advocate to the authorities to adopt the models in different communities. Most of our programs on enhancing capacity and promoting the active participation of communities in climate change adaptation and disaster risk reduction are implemented in
the Nam Dinh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri and Thua Thien Hue provinces. In 2014, SRD’s projects focused on improving the natural disaster response capacities and climate change adaptation capacities of vulnerable people. Supporting communities to prepare disaster risk reduction and management plans, improving people’s awareness and emergency response skills, implementing livelihood and climate change adaptation models, and equipping communities with the necessary flood preparedness and response tools are all examples of activities that help us achieve our goals.

Strengthening cooperation to support the community In 2014, SRD continued to lead and coordinate activities of the Vietnamese Non-Governmental Organizations and Climate Change (VNGO&CC) Network as the Chair of the Steering Committee. Activities relating to information exchanges and capacity building for members of the Network were implemented effectively. The cooperation among the VNGO&CC Network, the Department of Meteorology, Hydrology and Climate Change (DMHCC) (under the Ministry of Natural Resources and Environment) and the Climate Change Working Group (CCWG) has been maintained and fostered. A case in point is the research and assessment of climate change adaptation models being implemented in Vietnam from 2009-2014. The outcome of this study is a set of criteria to evaluate climate change adaptation models in Vietnam which is scheduled to be introduced in June 2015.

On top of the internal activities of the VNGO&CC Network and joint activities with DMHCC and CCWG, SRD has proven to be a trusted partner of Winrock in the Vietnam Forests and Deltas Program (VFD) funded by USAID. Within the framework of this program, SRD has provided five provinces in the Red River delta and Long An province with technical assistance in reviewing and updating their climate change action plans and helping local communities sustainably improve their livelihoods in the context of climate change.

Building, reinforcing and developing the VNGO-FLEGT Network
The central purpose of a Voluntary Partnership Agreement under the FLEGT Action Plan (VPA-FLEGT) between the European Union (EU) and timber-exporting countries outside the EU is to ensure the legal origin of timber and timber products imported by the EU. The agreement helps the timber-exporting countries prevent illegal exploitation by improving their forest governance. Established in January 2012, the VNGO-FLEGT Network has been making significant contributions to important elements of a Vietnamese VPA. The Network has contributed to enhancing capacity and promoting the participation of other stakeholders, especially NGOs and forest dependent communities, in the negotiation process of the VPA.
As the Chair of the Steering Committee of the VNGO-FLEGT Network, SRD has been actively coordinating the development of the role and position of
the Network. It enhances the capacity of the Network’s members in addition to providing important inputs to the negotiation and implementation process of VPA-FLEGT in Vietnam.

2014 was marked by SRD’s effort in Network-related activities at national and community levels. At the national level: SRD increased the capacity of the Network’s members through training workshops on a variety of themes. The themes of these workshops included community-based participatory research skills, community outreach, report and policy brief writing skills and independent monitoring in the VPA-FLEGT. Also, as the Chair of the VNGO-FLEGT Network, SRD connected member organizations of the Network and stakeholders through international and national workshops. At the community level: SRD teamed up with member organizations of the VNGO-FLEGT Network to conduct community survey on the capacity to meet the legal requirements of the VPA in the six provinces of Yen Bai, Thai Nguyen, Thanh Hoa, Thua Thien Hue, Binh Dinh and Ba Ria Vung Tau. It also organized communication campaigns at the district level to raise public awareness of the VPA-FLEGT and

offered local government officials opportunities to take part in training workshops on participatory LIA research and communication skills. The VNGO-FLEGT Network is expanding and strengthening the structure by developing a strategic plan for the period between 2015-2025 with support from experts. By December 2014, 46 organizations across the North, Central, and South of Vietnam have participated in the VNGO-FLEGT Network. The Steering Committee of the Network in the period between 2015-2017 consists of three organizations: The Centre for Sustainable Rural Development (SRD), the Research Institute for Sustainable Forest Management and Forest Certification (SFMI), and the Consultative and Research Centre on Natural Resource Management (CORENARM).

Fostering the progression of gender equality
SRD is striving to become a genderresponsive organization internally, in our community-level programs and in advocacy coalitions for gender equality.
In 2014, SRD continued to focus on promoting gender equality in communities that it worked with, including ethnic minority groups, people with disabilities, poor landless farmers, vulnerable groups frequently affected by natural disasters and climate change, women and girls. SRD’s gender mainstreaming aims to ensure that both women and men at the management and staff levels of SRD and in our targeted groups at project level have fair access to all resources in order to enhance their capacities and obtain equal benefits.

Supporting People with Disabilities

Paving the way to a better life In 2014, SRD provided practical support for People with Disabilities (PwD) including: Organizing vocational workshops for PwD. Assisting PwD in implementing livelihood models suitable to their health and financial conditions. Improving the physical and mental health of PwD by providing home health check-up services and emergency medical assistance.
Supporting People with Disabilities (PwD) is a cross-cutting issue integrated into all of SRD’s projects. We strive to ensure the participation of PwD in our project activities. SRD also implements some projects that specifically support those affected by disabilities in the three tenets of livelihood, physical and mental health improvement.
Organizing community events for PwD on International Children’s Day and International Day of People with Disabilities. Maintaining communal clubs of PwD, where PwD and their caregivers help each other overcome difficulties and build their confidence in daily life. In 2014, the "Supporting people with disabilities in Gio Linh district, Quang Tri province" project actively advocated for the establishment of a provincial association of PwDs. Moreover, thanks to the project’s interventions, Gio Linh was selected among 4 districts in Quang Tri to pilot an advocacy board which will lead to establishing PwD associations at commune and district levels.

Child Protection
TH
Always responsible, always listening Child protection is a recent field of SRD. We developed our child protection policy in 2013 and started to implement this policy in the framework of our project activities in 2014. This policy applies to all employees, volunteers, experts employed on a temporary basis and local partners.
In 2014, with financial support from Caritas Australia, SRD’s child protection policy was developed and integrated into its organizational manuals as well as its project activities at the community level. SRD’s child protection policy provides the codes of conduct to manage potential risks that children
or people working with children may be exposed to by sharing and updating child protection policies, raising staff’s awareness of child rights-related issues, ensuring that people who work with or work on behalf of SRD such as consultants, experts and trainers understand the policy and sign the code of conduct, as well as taking child protection aspect in the recruitment process.

Cooperating and Connecting In 2014, SRD continued to cooperate with government agencies in conducting research related to climate change, forest governance, sustainable agriculture, etc. with the aim of identifying gaps in current policies, providing input to policy development and improvement.
This study tour included sharing experiences between farmers in the Vietnam Forests and Deltas project and other SRD projects.
In addition to community-level research and policy advocacy, SRD conducted communication activities which aimed at disseminating positive impacts of our projects and changing perceptions and behaviour of local people and local authorities on issues relating to forest protection, PFES, FLEGT, REDD+ and natural disaster risk reduction.
