Capital Improvement Report New Employees Summer Reminders


Capital Improvement Report Summer Drive West Reconstruction

This project was awarded to Horsfield Construction Inc. in March of 2021 for nearly $1.5 Million. Construction has been ongoing since April of 2020, and will continue through the Summer months and into the Fall. The project work includes new water main, storm sewer, street lighting, and concrete pavement for Summer Drive west of Autumn Drive. Apart from the replacement of deteriorating utilities, the new 7” thick concrete roadway will replace the existing asphalt pavement which has reached the final years of its lifespan.

Cloie Creek Trail

The City is currently in the final design phase for a partially state funded trail to be constructed along Cloie Creek in two separate segments. One segment will connect the east side of the Forest Hills Subdivision to the Hales Mill Lift Station, while another segment will connect Maple Hills Park to the Forest Hills Lift Station. Bidding on the project will likely occur in late 2021 or early 2022, with construction planned to commence in the spring of 2022.

Clover Lane Overlay

The City awarded this $225,000 project to River City Paving. The project work will include an asphalt overlay of the entire length of Clover Lane. The City Council also approved a bid alternate to pave the existing gravel lane that services the Meadow’s Golf Course maintenance building. The City of Asbury and Dubuque County will split a large portion of the project cost, as Clover Lane happens to fall directly on the City Limit line with Dubuque County.

Hales Mill Road Reconstruction

The City is currently in the preliminary design phase for the reconstruction of Hales Mill Road between Brick Mason Lane and Asbury Road. The project will be partially state funded, and will consist of improvements to the sanitary sewer system, storm sewer system, street lighting, and include new roadway pavement. Construction is still nearly two years away, as it is currently slated to begin during the Spring of 2023.


New Employees Police Department

Josh Lamey started working for the City of Asbury on April 26, 2021 as a police officer. Josh grew up in the Bernard area and is a 2018 graduate of the Iowa Law Enforcement Academy. He previously worked for the City of Cascade and City of Anamosa Police Departments. His family lives in the Dubuque County area and he’s excited to be a part of the Asbury community and what it has to offer.

Brandon Blakemore started working for the City in May, 2021. He grew up in Dubuque and also enlisted in the USMC. He was on active duty as a Combat Engineer. Brandon attended Loras College and Iowa Central College. Prior to Asbury Police Department, he worked for the City of Maquoketa Police Department and Dubuque County Sheriff’s Office.

James Montieth is working for the city this summer as an intern. James has lived in Dubuque for almost 12 years and attends Hawkeye Community College where he is pursuing a degree in police science. His internship at the Asbury Police Department goes toward earning credit for one of his classes to get a view of work a police officer performs.

The Meadows

Bo Burgmeier is joining The Meadows Golf Club as the Assistant General Manager and Assistant Golf Professional. He is a 2016 Wahlert Catholic graduate. He graduated from Loras College this past spring with a major in sports management. He was a member of the Loras Men’s golf team and served as team captain his senior year. “I’m excited to launch my golf career at The Meadows and learn under Jeremy Hawkins.”

Public Works

Derik Dickey started working in the Public Works Department for the City of Asbury in June. Derik has worked in masonry for the last nine years. He and his family have lived in Asbury for the past five years. He enjoys going out on the river and any outdoor activities.

Bring your dog to the City trails. Dogs are allowed on all City trails Bring your dog to the City parks. Dogs are not allowed in any of the City parks. Keep your dog(s) fenced in a yard or on a leash at all times when outdoors. Be a courteous neighbor and clean up after your pet. Allow your pet to defecate on any property not owned by you or a caretaker without immediately cleaning up after the pet and disposing of the waste in a proper manner.

Locator Flags

With construction season in full swing, you may see flags marking utilities in or around your property. Typically, flags are located either within the City right-of-way or in designated utility easements. Please do not remove these flags. The flags help the City and various utility companies locate underground wires, pipes and potential hazards to minimize utility disruption when digging occurs.

City Services

City Hall Closings - City Hall will be closed on Monday, July 5th (July 4th) and Monday, September 6th (Labor Day). Holiday Garbage Pick Up - Garbage pickup will follow the regular schedule for July 4th and Labor Day weeks. Cloie Creek Splash Pad - Hours of Operation: 10 AM – 9 PM Daily thru Labor Day. Address: 3031 Sanibel Lane, (Located off of Park Place Dr.) How to Operate: The splash pad runs for 5-minute cycles. After 5 minutes of runtime the water will automatically shut off. To restart the flow of water, push the “activate” button located on either side of the pad. The pad will not run when it is raining. *Please help us take care of this amenity by not washing anything down the drains. Things like mud, snack wrappers, or balloons can harm the pad’s filtration system and cause the pad to shut down for maintenance. Rinsing off bikes is strictly prohibited. Keep the fun going by helping us keep things out of the drains!

Reminders Grass Clippings Don’t Belong in the Street

Phosphorous and nitrogen in grass clippings can contaminate stormwater runoff, causing water quality issues in lakes, ponds, and streams. Help keep our ponds and creeks clean by bagging grass clippings or leaving them in your yard.

Swimming Pool & Spa Regulations

Are you thinking about adding a pool or hot tub? The City requires the following permits: 1) Zoning – meet minimum set back requirements; 2) Building – for decks and/or other structures; 3) Electrical – for controls, heaters and pumps; 4) Fences - to meet minimum fence requirements. Making water safety a priority is the best way to assure a safe and fun experience in a residential swimming pool or spa. It only takes inches of water for a small child to drown. Contact City Hall at 563.556.7106 or visit www.cityofasbury.com/departments/ building_and_zoning for more information if you plan to install a pool or hot tub.

Fence Permit Requirement

A Fence Permit is required for the construction of all new or replacement fences in the City. There is no fee for a Fence Permit. For fences located within five feet of the property line, a Fence Agreement signed by all affected property owners is required to be submitted along with the Fence Permit Application. When do I need a building permit?

Many home renovation projects and additions require a permit before construction may begin. A few common projects requiring a permit are: Decks, patio covers, porches (repair and replacement); Roof work; Siding, soffit, fascia, casings; Additions; Garages and carports; Structural repairs i.e. foundations, walls, headers, beams, joists and rafters; Retaining walls over 4 feet high; Swimming pools; Interior remodeling involving drywall, moving/building of walls, altering windows and/or doors etc.; Demolition of all or part of a structure. If your project is not listed above and you have any questions determining if your project requires a building permit, please call City Hall at 563.556.7106. REQUIREMENTS FOR NEW CONSTRUCTION: The City requires a zoning, building, erosion control and post construction stormwater permits before work begins. In addition, permits are required for electrical, plumbing, mechanical and excavation work. All work is required to be inspected. For inspections call ECIA 24 hours prior to inspection at 563.556.4166. All new construction homes are required to have dual-sensor smoke detectors as required by the State Fire Marshal. Spring Clean Up Day The City of Asbury and Keep Iowa Beautiful sponsored a clean up week from May 2 to May 8. Neighborhoods or small groups organized and cleaned up several areas of Asbury. This group cleaned up Asbury Park. Thank you for volunteering to help keep Asbury Beautiful!

City Election

The Asbury City Election will be held November 2, 2021. The City has three City Council seats with terms that expire December 31, 2021 for the November 2021 election. Elected City officials serve four-year terms. All candidates must complete and submit an Affidavit of Candidacy with their nomination papers. If you would like to pick up nomination papers, you may do so at Asbury City Hall, 5290 Grand Meadow Drive, Suite 1, Monday through Friday, 7:30 a.m. – 4 p.m. The first day to file nomination papers with the City Clerk is Monday, August 23, 2021. The last day to file nomination papers is Thursday, September 16, 2021 by 5 p.m.
