Capital Improvement Report Good to Know Winter Reminders


Capital Improvement Report Summer Drive West Reconstruction - This project was awarded to Horsfield Construction Inc. in March

of 2021 for nearly $1.5 million. Construction has been ongoing since April and will conclude in October. Work included new water main, storm sewer, street lighting, and concrete pavement for Summer Drive west of Autumn Drive. Apart from the replacement of deteriorating underground utilities, the new 7” thick concrete roadway is a significant upgrade from the original asphalt pavement which had reached the end of its lifespan.

Cloie Creek Trail - The City is currently in the bidding phase through the Iowa DOT for a partially state-funded

trail to be constructed along Cloie Creek in two separate segments. One segment will connect the east side of the Forest Hills Subdivision to the Hales Mill Lift Station site, while another segment will connect Maple Hills Park to the Hales Mill Lift Station site. Project bidding will be later this fall, with construction beginning in early spring of 2022.

Clover Lane Overlay - River City Paving started construction of this $225,000 project late this summer and

is nearly completed. The project included an asphalt overlay of the entire length of Clover Lane, along with a bid alternate to pave the existing gravel lane that accesses the Meadows Golf Course maintenance building. The City of Asbury and Dubuque County will split a large portion of the project cost, as Clover Lane happens to fall directly on the corporate limits shared with Dubuque County.

Sunset Drive Reconstruction - The City is currently in the preliminary design phase for Sunset Drive

reconstruction. The new street will match the current street width of 31 feet. Other planned upgrades for this project include the replacement of the aged existing water main, upgrades and additions to the storm sewer network, and new street lighting. Currently, construction is slated to begin in spring of 2022.

Springreen Drive Reconstruction - Another project currently in preliminary design is the Springreen Drive

Reconstruction project. This is yet another total street reconstruction from Asbury Road to a point between Parkside Drive and Green Crest Court. The new roadway will match the existing 37 foot wide street. Other upgrades will include the replacement of deteriorating water main, replacement and upsizing of existing storm sewer pipe and structures, and new street lighting. Construction is anticipated to begin during the 2022 construction season.

Forest Hills Watershed Drainage Phase 2 - The project at the Forest Hills Pond in Forest Hills Estates

is completed. Mainline Excavating was awarded the bid. The project consisted of trail resurfacing, grading, storm sewer extension, manhole adjustments, subdrain installation and some erosion control measures including seeding.


Good to Know Free Yard Waste PickUp The last day of yard waste pickup will be Thursday, November 18, 2021. The last two Thursdays, November 11 and 18 are designated free yard waste days. Normal yard waste bundling and weight guidelines still apply. Limit of 10 containers and/or bundles per week.

The City accepts payment for utility bills via: 1. Automatic Bill Payment. Your payment is automatically deducted through your bank; 2. City website at cityofasbury.com/how_do_i. Then under the heading “Pay” select “Bills.” You may pay ahead for the months that you are gone. The City offers e-billing where your utility bill may be emailed to you. You can sign up for e-bill online at cityofasbury.com/how_do_I. Then under the heading “Sign Up For” select “E-billing.”

2021 City Elections The Asbury City election will be held on Tuesday, November 2, 2021. The polls will be open from 7:00 a.m. to 8:00 p.m. Voting locations are Asbury City Hall and the Meadows Golf Club. Check your voter registration card for your voting place. The City of Asbury will have three City Council seats open. Elected City officials serve four- year terms. Residents John Richey, Russ Domeyer, Craig Miller, Karen Klinkhammer and Matt Davisdon are seeking to fill open council seats.

Dubuque County Library Fun The Dubuque County Library branch is holding events throughout the winter. Sign up on their website at dubcolib.org for many different activities that you may attend via zoom from the comfort of your own home. Most programs do require registrations, so register early!


Time for the Halloween Parade October 22, 2021 7:00 PM

Winter Re Snowbirds. Before You Leave...

Citizens who are headed out of town for the winter are reminded that the City Council amended the ordinance regarding utility vacancy rates. Please fill out the Sewer Vacancy Form located on the City’s website at cityofasbury.com/departments/sewer_vacancy_credit. The credit may be granted for single family homes/multi-family dwellings and commercial businesses based on the following terms: • • • •

A Sewer Vacancy Form is received from the customer. Payment is current of most recent utility bill. Property is vacant for the entirety of two months and vacancy is only given for a maximum of six months. The Vacancy Service Credit per month is $25.

The vacancy credit will be applied upon submission of the Sewer Vacancy Form and applied to the next billing cycle. In addition, when setting up your vacancy rate, you may sign up for a Home Watch from our Police Department. The Police will monitor your home and watch for any suspicious activity. Tree Lighting and Ornament Decorating

The City will place lights on Eleanor’s tree in Asbury Park on Friday, December 3rd at 6:00 p.m. We invite citizens to help decorate the tree by placing an ornament on the tree after the tree lighting.

eminders Sidewalks, Furnaces and Water Meters, Oh My! Sidewalks need to be cleared within 48 hours of the end of a snowfall. Check with your snow removal contractor to arrange for removal of snow during the winter months. Don’t forget to get ahead and prepare for the heating season. Have your furnace inspected and serviced annually. Check on fireplaces and do not run space heaters. Test smoke and carbon monoxide alarms. If you are going away for the winter, leave the heat on in your home, set to a temperature of no lower than 55 degrees F. It is also good to have someone check on your property while you are away. Water meters should be checked to make sure water lines are not frozen. All outdoor hoses should be drained and disconnected. Any pipes or faucets in unheated areas should be insulated.

When it Snows, A Lot

During snow emergencies, residents are allowed to park on the odd side of the street on odd number calendar days and park on the even side of the street on even numbered calendar days from 7:00 a.m. to 7:00 p.m. To help crews with snow removal, residents are encouraged to remove all vehicles from the street. If your vehicle is found parked on the wrong side of the street during a snow emergency, it will be towed away at the owner’s expense.

Holiday Garbage PickUp - There are no changes to your garbage pick ups due to the holidays this year. H}o]˙TC}oo}v - Holiday tree collection will be Thursday, January 6, 2022, and Thursday, January 13, 2022. Set your holiday trees, wreaths, and garland curbside by 6 a.m. each Thursday. Please make sure lights, wire, and any other ornaments are removed from the greenery. Trees are required to be tagged with a yard waste tag for pick up. Yard waste tags are $2.50 and may be purchased at Casey’s or Asbury City Hall.
