FWC’s Atlantic Red Snapper Exempted Fishing Permit (EFP) Project

Summary of the Program

FWC has developed three separate Exempted Fishing Permit (EFP) projects that may give you opportunities to fish for (and keep!)

Atlantic red snapper outside of the one-day (July 12, 2024) federal recreational season to get better data and test new, innovative ideas aimed at reducing dead discards (fish caught alive but die after release). EFPs are permits that allow harvest for certain purposes otherwise prohibited under current federal regulations.

Program Objectives

• Directly collaborate with recreational anglers to collect catch and discard information within the snapper grouper fishery;

• Recruit recreational anglers to test a snapper grouper aggregate bag limit;

• Allow a select number of recreational anglers to harvest red snapper outside of the federal season, accompanied by a mandatory reporting requirement and provisions for validation;

• Develop a unique app to collect better recreational data and evaluate the effectiveness of the alternative management strategy tested as part of this study

• Develop an education course required for all participants that highlights fish identification, best fishing practices, and methods to safely descend fish experiencing barotrauma

•Evaluate angler satisfaction through pre- and post-participation surveys and semi-structured interviews.

Why is FWC doing this?

Better data and management are clearly needed for Atlantic red snapper. Like many fishermen, the FWC is also frustrated and concerned with the current management and state of the snapper grouper fisheries in the South Atlantic. For years, anglers have asked for ways to provide information about their fishing trips directly to FWC.

As a result, FWC has developed three separate EFP projects to test new, innovative ideas outside of the confines of normal federal fisheries management.

With your help, we hope to collaborate with you to collect better catch and discard data to improve the management of our snapper grouper fisheries!

Project Period

The three EFP projects will occur simultaneously over 12 months from August 2024 through July 2025. Specifically, the project duration will be broken up into 4, 3-month quarters in order to allow the most harvest opportunities for anglers along the east coast of Florida.

Quarter 1:

August 2024 to October 2024

Quarter 2:

November 2024 to January 2025

Quarter 3:

February 2025 to April 2025

Quarter 4:

May 2025 to July 2025

Surf Fishing 101

One of the easiest, most affordable, fun, and relaxing ways to fish would be from the beach or more commonly known as surf fishing. I have fond childhood memories of being on family vacations and fishing with my dad and brothers just off the beach. Whether we were catching Striper (Rockfish) off the beach in Ocean City, MD, Fluke by the rock jetties in New Jersey, or sharks from the surf in Cape Hatteras, this was always a simple way to engage in family fun. Now that I reflect and have a child of my own, it’s become clear to me that this was an easy way keep my brothers and I occupied while having fun and learning along the way.

Some of the major advantages of fishing from the beach are its simplicity, easy setup, cost effectiveness, minimum equipment required, and plenty of action taking place.

Things to Consider

Surf fishing for beginners is easy to get started with just a few surf fishing rigs, some natural saltwater baits or fresh bait, and a surf rod and reel combo. The gear you decide to use should be based on the target species you want to catch, and luckily, we have plenty of options here in Florida. You can use lighter gear and shorter rods for smaller species, while larger species will require heavier gear and a longer rod.

For example, you may want to use a 7 to 9-foot medium heavy fishing rod for smaller species like spotted seatrout, bluefish, flounder, whiting or pompano. Striped bass, red drum and sharks will require a longer, heavy rod that can cast up to 8 ounces of weight and are equipped with reels that have a high line capacity. For these larger species you should use a surf rod that is 10 to 15 feet in length with a heavy-duty saltwater spinning reel that has been set up with 20 to 50-pound line.

Saltwater tides and weather play a major role in determining the best times to surf fish. While its possible for fish to bite anytime throughout the day, the optimal time to surf fish is when the tide is either rising or falling, as this impacts fish feeding behavior, and are typically the cooler times of day for you.

If you plan to surf fish during the winter, keep in mind that the days prior to a cold front will be your best opportunity to catch numbers of fish. It’s also a great activity for an overcast day, as the lack of sun reduces the shadow of your line and can make your bait more attractive to passing fish.

Bait

You’ll need to decide if you’re going to use live or artificial bait, which will depend on your target species and location – just remember, the bigger the fish, the bigger the bait. If you go with live bait, larger fish such as sharks and redfish prefer chunky bait such as mullet, while smaller fish will go for smaller baits like sand fleas or frozen squid and shrimp. There are a variety of artificial baits available, including topwater plugs and spoons, as well as scented baits that match the scent of fish in your region. If you aren’t sure what to use, ask your bait shop team for a recommendation for your area.

Basic Surf Fishing Gear

• Use sand spikes made of PVC that can be driven into the sand to hold your fishing rod in place.

• A fish-finder rig works best in the surf, two-hook bottom rig, pompano rig, or the popping cork rig. These rigs will help you get your baits in the portion of the water column where the fish are feeding.

• Bring extra pyramid sinkers, egg sinkers, and a few teardrop sinkers that weigh up to 8 ounces stored inside of your tackle box. These sinkers will help hold your baits in place when you are fishing in areas where the current is strong and fast.

• Bring along extra leader material in 20, 30, 40, and 50-pound test weights. Use heavier leader line when fishing for large species in areas where there is structure, such as rocky shorelines or pier pilings.

• Use circle hooks in sizes 7/0 or 8/0 with larger baits that are used for species such as striped bass. For smaller species, like speckled trout, whiting, and pompano you can downgrade the size of your circle hook to between a 2/0 and a 4/0, depending on the size of the bait you are using (with larger baits use larger hooks).

• If using live bait, a bait bucket and air pump – with extra batteries!

• Cast net (if you plan to catch your own bait)

• Knife & pliers

• Polarized sunglasses to cut through the glare and see the fish.

• Sunscreen

Learning the perfect surf casting technique is an acquired skill. You’ll want to step out into the surf and throw a quick overhand cast out where the fish are feeding, just beyond the wave breaks.

If you aren't sure about the best places to fish, don't worry. You can surf fish almost anywhere along the beach or shoreline. However, when you take some extra time to choose your fishing spot where there are less crowds, it often pays off. Be sure to give yourself plenty of space from swimmers and any children in the area to ensure they aren’t snagged with a line.

Surf fishing for beginners is easier than you think. Along with a few surf fishing basics, there are plenty of helpful surf fishing tips you can use when you are just starting out. With just a bit of research and the right gear, you will be ready to catch fish from the beach. Be sure and share this amazing experience with your best of friends and family! Hunting Season is here!

Hello again avid Outdoorsmen, women, and children of all ages! It's great to be back here in your latest edition of Southern States Fishn' & Huntn' Magazine. Your Locally owned and operated source of the need to know, how to do, and where to get it done savy you'll need for all your Outdoor Adventures that lie ahead.

Well we've seemingly melted our way right through our beloved summer time. Yes this one like few before was so hot even Saharas Dust thought it a suitable vacation venue. Yet with a sweltering brow we can now begin to look forward to some cooler air temps ahead, and trading out those baggies and flops for some camo pants and boots. Yet again folks it has arrived... It's Hunting Season!!

Now although there are different hunting zones (and I advise you to research the zone and bag limits) Most of us here in Central Florida reside in Zone C. So for us locals Deer Archery Season starts Sept-14th and runs through Oct-18th, with the last week allowing crossbows to be used. Following is Muzzle Loader from Oct19th through Nov-1st. A quick youth Deer Hunt Weekend is Oct 26th-27th, then General Gun Season opens Nov2nd and runs through Jan-19th.

PUTNAM COUNTY

New name, same fish: Largemouth bass are now Florida bass

Genetics studies confirmed what many anglers and biologists have believed for a long time – Florida bass are special! Florida’s most popular freshwater game fish has a new name. The American Fisheries Society established the Florida bass as a separate species from the largemouth bass. This means that in most of Florida (except the western Panhandle) what was known as a largemouth bass is now called a Florida bass.

This name change will affect how the fish is referred to in regulations and other communications. However, it will not affect anglers fishing for this iconic freshwater sport fish.

According to the recent research publication by Yale University, the study used advanced genetic analysis and determined Florida bass to be its own species. The research also identified the range of Florida bass to be larger than once believed, including not only Florida, but also parts of Georgia, South Carolina and North Carolina.

The scientific names of these two bass also changed. Largemouth bass, previously Micropterus salmoides, is now the scientific name for Florida bass. Largemouth bass are now Micropterus nigricans.

Understanding and conserving fish species is crucial for sustainable recreational fishing and biodiversity preservation. The classification of species plays a key role in these efforts. Black basses (Micropterus spp.) are well-known freshwater fish and highly popular for recreational fishing.

Tropical Resort and Marina is situated in DeLand, Florida. With a history dating back to 1967, the property has undergone various renovations under the ownership of Lori and Rick Hackbarth, the current owners, including refurbished rooms and the addition of a saltwater pool. The resort offers a variety of accommodations, including one, two, and three-bedroom suites equipped with full kitchens and private ensuite bathrooms. In addition, there are five RV sites available for guests looking for a more mobile lodging option. One notable aspect of the property is its pet-friendly policy, allowing guests to bring their “friendly” dogs, according to Lori. The resort also strives to maintain a quiet atmosphere, implementing designated quiet hours starting at 10 PM.

Tropical Resort and Marina offers a variety of accommodation options, including suites and RV sites, with a total of 17 suites and 5 RV sites. The RV sites provide amenities such as electric hookups up to 40 amps, water hookups, Wi-Fi, and a dump station. Each site is located near the lake and offers views of the water. They also have picnic tables where guests can have outdoor meals. The suites at the resort come in different sizes, including one-bedroom, two-bedroom, and three-bedroom units. Regardless of how many bedrooms are included in the suite, each has a kitchen stocked with pans and utensils.

SEMINOLE-ORANGE COUNTY

Each suite also has a private ensuite bathroom and a living room area with a TV. Additionally, the suites all have a patio seating area right outside the suite. The most popular accommodation option among guests is the one-bedroom suite, according to Lori, one of the owners, as it accommodates up to four people. The resort also offers common areas guests can enjoy, including a saltwater pool, a recreational court for activities including basketball and cornhole, a courtyard area with a fire pit, and a marina with a fish cleaning station.

The surrounding area of the resort features oak trees and a variety of tropical plants. Guests can see a view of the nearby lake, Lake Beresford, as the property faces the water. Lake Beresford connects to the St. John River, which is popular for boating, according to Lori, and can be reached within a relatively short boat ride. The resort's marina provides boat launching facilities, and boat rentals are available to both resort guests and the public. They also offer boat slips for rent. While the resort does not provide other water equipment rentals, such as kayaks or paddleboards, guests can explore the lake and engage in fishing activities. Fishing is often done on the lake, with common catches including crappie, bream, and bass. Apart from the accommodation and recreational facilities, the resort has an event room called the Lake House. It can be rented for occasions such as baby showers, weddings, and family reunions, accommodating up to 65 people.

When guests stay at the Tropical Resort and Marina, the owners, Lori and Rick Hackbarth, want them to feel welcomed, relaxed, and able to appreciate the natural surroundings. They strive to provide a friendly and comfortable atmosphere where guests can enjoy the

lake and engage in recreational activities. The Hackbarths aim to cultivate a sense of warmth and hospitality that aligns with the “old Florida country feel” they wish to maintain. Lori said she and her husband want the guests to feel “completely at ease during their stay. The views, the area—everything about it just contributes to a sense of relaxation and tranquility." Those who have stayed previously at the resort often comment on the style of the rooms, as well as the views from the property and the pontoon boat rentals. One former patron said of their stay, “The rooms have been slightly refreshed while keeping the old Florida style with tropical vibes. The animals every day are entertaining to watch from your patio. Great service at the store and setting up boat rentals and slips as well.”

The resort's peak season of operation is during the winter months, from November to the end of March, according to Lori. This period aligns with events in nearby Daytona, such as the Koch 400 NASCAR race and Bike Week. Additionally, Lori says that snowbirds often come to the area during these months, drawn by the relatively milder temperatures. The resort may appeal to a relatively diverse demographic, including families, couples, and older individuals.

Tropical Resort and Marina is nearby various attractions and dining options. One notable attraction is downtown DeLand, which Lori remarks is a historic area known for being home to multiple diverse restaurants. Visitors can explore the Athens Theater or enjoy the downtown market featuring local vendors offering art and food. Brian's Barbecue is near the property, offering BBQ dishes, while Stockyards presents a selection of steaks. City Limits is another recommended eatery, offering a diverse menu. For those seeking outdoor adventures, the resort's proximity to the lake allows guests to engage in fishing and boating activities. Nearby attractions also include the Amtrak train station, providing an opportunity for guests to explore the region.

MARION-CITRUS COUNTY

Tropical Resort and Marina has implemented several policies while striving to provide a comfortable and enjoyable experience for all guests. One notable policy is their pet-friendly approach, allowing guests to bring their dogs and other animals with them for their stay. However, dogs must be “friendly,” kept on leashes, and owners are expected to clean up after them. Another policy is in place with the hopes of creating a quiet environment. The resort has designated quiet hours from 10 PM onwards into the morning. Additionally, smoking is strictly prohibited within the rooms, creating a smoke-free environment for the comfort and well-being of all guests.

Tropical Resort and Marina has a history dating back to its establishment in 1967. The current owners, Lori and Rick Hackbarth, purchased the property in 2022. They were drawn to the resort and marina because of its beauty and the opportunity it offered to provide lodging and rental experiences to guests, according to Lori. Since taking ownership, the Hackbarths have made multiple changes to the property. They have upgraded the docks, refreshed and refurbished the rooms with new furniture and bedding, and repainted the interiors.

As part of their future plans, they aim to host events at the resort, utilizing the lake house as a venue. They hope to add activities such as sip and paint sessions and boat poker runs. We have the longest deer season in the US August 15th-January 1st, with weapon of choice for the entire season. The velvet hunts last through Labor Day weekend and the rut is throughout the months of October and November. We hunt seven days a week and allow two bucks per day, only with one small (under 12" wide) per hunter, per season.

We have open areas where first timers can take a buck, Long Managed Trophy Areas where bucks must be a minimum of 15" outside spread. Then we have our special Big Trophy Area, where the bucks have been on strict management for only mature bucks for the past 13 seasons, the bucks there have to be 16" outside spread of 110 Boone and Crockett Score. That area will be for very serious Trophy Hunters only.

Spring Turkey Season March 20th-May 5th

Turkey Season opens on March 20th each year and runs through May 5th. We have 5,500 of prime turkey woods with a mixture of river bottoms, pine ridges and lots of food plots planted with chuffas, the turkey’s favorite. Our seasoned guides are very familiar with our properties and are very personable and experienced. While on your turkey hunt , if you would like to sit for a wild hog in the afternoon, you are allowed to take one hog during the three day hunt for no extra charge. We have lots of them and some really big ones.

Wild Hog Hunts Year Round

We can hunt hogs year round and some of our most productive hunts this past year took place in May, June and July. We have plenty of land now with hogs to be able to hunt large groups, up to 10. We can even accommodate bow groups that large. Hogs are very smart animals, don’t come thinking they are just dumb farm animals. This is a fun hunt for all who just do not want to quit hunting after their deer season closes.
