n a normal year, Carol Ann Owens of Riverview would be participating in all sorts of seasonal events as her namesake Carey Ann the Clown. Of course, 2020 is anything but normal thanks to the coronavirus pandemic, which has brought life in most parts of the world to a standstill, forced people to stay indoors and kept those who venture outdoors to stay at least six feet apart and possibly wear masks and gloves. To add some normalcy to life and help keep spirits high in Riverview, Owens planned a series of events. The most recent, held Saturday, April 11, was the Easter “Drive By, Say Hi!” Parade at Patriot’s Park. For 90 minutes, Carey Ann, members of her “clown caravan”

Continued from page 1 and a host of other popular characters were in place at 10 separate stations as residents drove their vehicles turned from Sibley Road onto Veterans Memorial Parkway, drove past the Riverview Public Library and Community Center and were photographed with the Easter Bunny – all while remaining in the comfort of their cars, vans and trucks. The bunny was serenaded by popular Easter songs such as “Here Comes Peter Cottontail” and “Bunny Hop” and gave “air hugs” to children instead of actual hugs, all while the kids waved and “air hugged” back. And then it was on to the next station and the next. Besides the Easter Bunny, the cast of characters included clowns Carey Ann, Trixie, Blossom and Sunshine; Elsa, Anna and Olaf of “Frozen” fame; Pikachu and Troll Poppy – plus firefighters in a Riverview fire truck. Mayor Andrew Swift and wife Darlene were among those in the “Drive By” procession.

“About 150 families drove through and made our day – as we hope we made theirs,” said Owens, who is in her 35th year in entertainment and her 25th year as adventurous clown Carey Ann. Earlier in the week, Owens made arrangements for “Community Capers with Carey Ann the Clown” – a further sign of how “COVID-19 has changed our entertainment.” The “capers” included a “bear hunt,” “wacky window home visits” and “forced perspective photo fun.” All three events, as well as the Easter parade, were advertised on the social media platform Facebook. Owens said she (as Carey Ann) and the Easter Bunny and Carey Ann visited nearly 200 family homes and senior care centers in the community. They high-fived children and seniors, often through front windows and glass doors. “This is something I wanted to do,” Owens said. “I wanted to see these kids. Pandemic brings out the best in fellow residents My fellow Riverview residents, this is by far the hardest article for me to write. We all are aware of the precautions and safety procedures we need to take to prevent the spread of the coronavirus COVID-19. We’ve closed city hall to the public but we are andrew still providing essential swift services. Our police and fire departments are working to keep our community safe and are in contact with emergency response / healthcare agencies across the county. We’ve extended the deadline of your water bill to April 30. Water bill payments can be dropped off in the lobby of the police department or made online (fee waived) at www. cityofriverview.com. Stevens Disposal will continue to pick up trash on your normally scheduled day. Yard waste will continue to be picked up. Special pickups have been postponed till further notice. Our land preserve continues to operate as an essential service to the downriver area. The recycling center at the land preserve also continues to operate. Just remember to practice social distancing if there are others present. Our DPW will still respond to water-main breaks or other infrastructure issues as they arise. With the help of Gleaners Food Bank, the Riverview PD passed out food to 100-plus families that came by the Riverview Community Center. Each family received an assortment of food and drinks and they didn’t even have to leave their vehicle. Officers, including Chief Rosebohm, and dispatchers from the department loaded the vehicles as they drove up to the community center. Some items of interest have occurred because of this pandemic. Our parks remained closed. The remainder of the school year has been cancelled. Although the Memorial Day Ceremony has been cancelled, there may be a small remembrance observance. The Reflection Pond will still be decorated with the 300 American Flags. A huge disappointment is that The Wall That Heals visit has been postponed till next year. All these actions are in an abundance of caution not knowing what the world will be like tomorrow. One last comment: When I ran for mayor there was no way I could know what the Lord had in my mind for us and the world. But I am thankful everyday that you trusted me and I do my best every day to do the best for you. We will get through this because our residents care for one another and we will remain Riverview-strong.

Special assessment for improved fire operations On May 4, 2020 at 7p.m., the Riverview City Council will hold a public hearing to hear comments on the proposed Public Safety Special Assessment Levy Roll. Estimates of the additional costs have been prepared, been filed with the city clerk, and are available for public examination. A copy of the proposed special assessment roll will be filed with the city clerk and on the city website for public inspection. The Riverview Fire Department is in the process of transitioning to a combination of full-time and parttime employees following City Council’s approval to hire eight full-time firefighter- paramedics. Once implemented, the department will be staffed with both

full-time and part-time employees. The City Council is considering a special assessment under Public Act 33 of 1951, as amended, to fund the additional costs for the full-time employees. The special assessment would be dedicated to fire department operations, maintenance, and equipment. The initial step was to create a special assessment district, which would encompass all the real property, land, and parcels located within the City of Riverview. This was approved by the Riverview City Council at their April 20, 2020 meeting. The amount of the proposed special assessment offsets the sewer debt millage of 1.47 mills, which will be coming off the summer 2020 property tax bills. This

results in no overall increase in millage rates. The special assessment will be assessed against the taxable value of the property, similar to a normal millage. This special assessment is for one year only, as the city looks for long-term funding for the increased staffing. It is expected that the City Council meeting will be a virtual Zoom meeting; information about how to access the meeting online and via teleconference will be posted on the city website http://www. cityofriverview.com/ if that happens. Otherwise, the meeting will occur at City Hall.

Land Preserve adopts new alternative daily covers deployed from a self-propelled single-operator vehicle. Approved by the state of Michigan ADC foam is biodegradable and is no threat to groundwater or workers, officials said. “The tarps and foam create a safer work environment, reduce waste, maximize the life of the landfill and improve profitability,” Sisk said. “Our workers have found great success with the new ADC. We’re able to deliver a better result and be more proficient with our time at RLP.”

To help eliminate blowing dust and debris, odors and nuisance birds, the Riverview Land Preserve (RLP) has adopted two new alternative daily cover (ADC) systems as part of the daily maintenance of the 211-acre solid waste disposal area. ADC is material that is placed on the active face of a solid waste landfill at the end of each operating day. The two cover systems are durable tarps and biodegradable foam. “At RLP, we’re always looking for ways to improve and operate the finest modern-day landfill possible,” said Jeff Dobek, city of Riverview’s assistant city manager and land preserve director. “We are committed to local residents, customers and our community partners to provide high-quality service while protecting environmental resources,” he said. “These new daily cover methods will minimize negative impacts on local residents by getting rid of most dust and scavenger birds.” Since winter, Dobek has been spearheading capital improvements related to landfill processes, including the cover methods and vital equipment such as the Liebherr Bulldozer to support operations in 2020 and beyond. For years, city officials said, RLP has

effectively and resourcefully used dirt, shredded recycled tires and wood chips as daily cover. However, cutting-edge ADCs have many benefits, such as: ● Minimizing truck emissions, blowing dust and debris, smells and nuisance birds. ● Eliminating traditional daily cover costs. ● Lowering daily cover cost expenses for the city. ● Utilizing less valuable space in the landfill. Kevin Sisk, the lead operator at the land preserve, supervises a team of 14 operators who are responsible for daily cover.

“The traditional daily cover process used to involve multiple trucks of cover material like wood chips and required an all-day operation,” Sisk said, “but with the new tarp and foam methods, I’ve been able to cut down to one truck for 30 minutes. That’s an incredible efficiency and use of taxpayer dollars if you ask me.” ADC tarp coverings are 30 feet by 107 feet, providing up to 12,000 square feet of covered space. The durable tarps can be deployed and retrieved on traversable slopes in less than 20 minutes by one operator. ADC foam is a non-hardening, protein-based daily cover product

Riverview GSRP to be highlighted at RESA

Riverview Community School District’s GSRP is going to have student photos blown up and hung in the hallways at Wayne RESA! RESA was looking for photos to post after some updates are complete and we sent these as examples for Literacy Essentials. Lena Montgomery, from RESA, responded with a note saying that the group photos are being used. The pictures depict a transition Tiffanie Plackowski’s class, to what she calls, “B Reading.” Students pick books from the bucket to read and - to prevent wandering - they pick their “Back, Belly or Bottom” to read on. They can choose to read solo or with friends. RESA’s Montgomery has hasked Plackowski to present on “B Reading” at the next advisory meeting. Lead4Change honors student teams leading change in local communities Congratulations are in order to the students in Mrs. Norwood’s Essential Health class from trimester one! Two groups submitted their group projects to the national organization, Lead4Change and they were awarded

second place and have earned $500 for the charity of their choice. The projects focused on litter clean up and school safety. The Lead4Change Student Leadership Program teaches students leadership lessons which include skills such as critical thinking, problem-solving, communication and collaboration. Students work to develop a service project that addresses a need in their community using these skills. The COVID-19 global pandemic has altered the way of life for people across the globe this spring. As part of Governor Whitmer’s executive orders, the Riverview Veterans Memorial Library was ordered closed until further notice. Because of the uncertainty of when public libraries will be allowed to safely reopen, we have made the decision to cancel all events in April. This decision was made with an abundance of caution for our patrons, staff and our beloved community at large. We are hoping that in May our doors will be reopened and our dynamic services, resources and fun, educational events will be available to our community once again. The book sale that was scheduled at the end of April will now take place during the City of Riverview’s Summerfest June 18, 19 & 20. Sale times will be provided in May. As we remain close, here are a few helpful reminders: Our dropbox will remain closed until the Executive Order has been lifted. All items checked out before our closure were updated with a June 1, 2020 due date to ensure no one would accrue fines or lost book fees. We will take care of any fines and fees when we reopen. We are not accepting donations at this time. Please do not leave donations outside the Library or in the mailbox. The measure protects the health of our patrons and staff. All donated items will be thrown away. WiFi is available on the outside of our building. If you sit on your bike or in your car near the Library you will have access to our WiFi signal. A password is not required. All library cards that were expiring this spring were updated for use until June 2020. This measure should guarantee access to the Overdrive database for eResources. Downriver residents lend a hand in a time of crisis Shannon Rossi

One thing can be said, without a doubt, about the Downriver community, they step up to help when there is a need. Cheryl Zemke of Riverview and Todd and Patti Duffett of Grosse Ile have been following the news about the problems hospitals and first responders have been having in getting adequate amounts of protective gear for treating patients that have been hospitalized due to complications from COVID-19. Zemke is a fashion designer and owner of C. Creations Sewing and Design. Todd Duffett, a sales engineer and a self-described 3D printing and electronics tinkerer. Both Zemke and Duffett first learned about the desperate need for protective gear via sources in New York. “I first heard about what was happening in New York,” Zwmke said. “People were talking about hospitals not having enough masks for staff.” Duffett saw an article in a Syracuse, New York newspaper about a company in New York State, Budmen Industries, that was trying to unite those in the general public who enjoyed working with 3D printers. The number of COVID-19 cases has steadily grown since the first two cases were announced by Governor Gretchen Whitmer on March 10. Wayne County has so far been hit the hardest with the largest number of cases in the state. Lack of adequate protective gear for medical personnel on the front lines of this crisis also has been in the news. “I immediately thought that making masks was something I could easily convert my business to,” Zemke said. Zemke has completely converted her fashion design

business over to creating masks for healthcare workers. The Duffetts had a similar idea. “I have a 3D printer and I thought I could help in a similar way to what Budmen Industries in New York is doing, but with a focus on our local community needs,” Duffett said. Duffett’s sister and niece created a Facebook page for their group, Operation Face Shield – Downriver. Although people began talking about creating homemade masks and donating them to healthcare facilities, Zemke heard from several sources that doctors and nurses would not use these homemade masks. But Zemke later saw a post on Facebook about nurses being able to accept masks. She also made her own video tutorial, available to view by searching “Sewing a Deaconess Style Mask” on YouTube. “The style I am doing is meant to go over the top of the N95 masks that health care workers use,” said Zemke. “They are meant to lengthen and protect the life of the N95 masks, not replace them. They’re also not intended for people to use when they go out.” The masks use simple sewing supplies that are usually readily available at fabric and craft stores, including fabric, twist wire, and elastic. “One of my clients has a

niece who is a nurse at U of M hospital. She said her niece would love to have a mask.” Zemke committed to giving her a few masks for a 14 hour shift. She also inquired about making a few extra for the other nurses on this person’s floor. “I didn’t know anything about the numbers of nurses on a single floor. And I found out that there are 250 nurses just on

this one person’s floor,” Zemke said. At that point, she knew the need was dire. “It hit me in the gut,” she said. Zemke has gotten requests for masks from many healthcare facilities in the area. Requests for Operation Face Shield – Downriver have come from individuals through word of mouth referrals. “Many are for nurses or EMTs that are at smaller facilities that don’t have the resources,” Duffett said. Zemke said: “It would be helpful if I had someone else

home to work with me. I can’t make as many on my own.” She put out a call on Facebook March 27 for assistance with any step in the process of creating these face masks. “I reached out to my sewing groups and others on Facebook,” she said. “Everyone has been so supportive in the community.” Even if people don’t sew there are many ways that they’ve stepped up to help with this mission. People have donated money for supplies, have offered to cut fabric or run out to get supplies and deliver them to sewers. The masks are made with simple supplies and inexpensive supplies, like fabric, wire twist ties, and elastic, that can usually be purchased at fabric or craft stores. A single 3D printed mask costs only $5. The visor is printed on a 3D printer using a filament called PLA. According to Duffett, it is an easy to use material and one of the lower cost options available. The shield screen is made from clear plastic, and elastic and foam rubber strips for the headband. “We have used mylar, vinyl and acetate sheets, whatever we can get our hands on that can be safely cleaned with bleach,” Duffett said. “The clear plastic for the face covering is in short supply, as is elastic,” he said. “We have resorted to cutting girls’

headbands in half or using really long rubber bands as an alternative. Anything in a pinch.” Downriver has come together to help provide for those working hard to save lives in this time of need. As of March 31, Zemke had made 348 masks. The Duffetts delivered or shipped 25 masks before running out of the clear plastic needed for the face covering. “We keep printing and have materials on order thanks to several generous donations,” Duffett said. “For years, I’ve known that sewers are the most compassionate and responsive people you will ever meet. The sewers I know don’t hesitate to help out sewing gowns and caps for premature babies, pillowcases for Motts Children’s Hospital, blankets for the homeless,” Zemke said. “The list goes on and on, but how they have responded during the COVID-19 crisis warms my heart. It really shows how much our community can and does come together.” The Duffetts, too, want to emphasize the generosity of the community. “I am amazed at the support we are getting,” Duffett said. “The encouraging feedback helps at 4 a.m. when I can’t sleep and am running the 3D printer, listening to the news.” To get involved in any part of the mask making process, visit the COVID Mask Crafters group on Facebook, Cheryl Zemke’s website CherylZemke. com, or via her email at czcreations@hotmail.com. As we navigate through the current health and economic crisis, it is critical that we confront this challenge as a united region. The Downriver Community Conference and Southern Wayne County Regional Chamber have adopted a joint resolution uniting our region as one voice, and addressing various needs of our community as we look toward economic recovery. The resolution states our desire to address our region’s needs in the areas of 1) support for Downriver municipalities, 2) workforce development, and 3) support of local small businesses including providing more available access to Paycheck Protection Program funding for small businesses who hold their accounts with non-SBA approved lenders. The SWCRC and the DCC have drafted and adopted the joint resolution, which has been sent to our partners including US Senators Gary Peters and Debbie Stabenow, and Congresswoman Debbie Dingell. The DCC, SWCRC, regional business community, and all DCC member municipalities are united as we tackle this crisis in partnership with our federal and state elected leaders. We thank our leaders for their efforts and are committed to our continued partnership as we work together to serve our region’s job providers, entrepreneurs and workforce. Local businesses have been forced to close during

this time and they need our help. In addition to the resolution’s addressing the need for proper emergency funding for our region’s municipalities, there is a critical need for our community to support our Downriver businesses as we look toward revitalizing our economy while protecting the health and well-being of our citizens. Now more than ever, it is vital that we support our Downriver and southern Wayne County job providers, entrepreneurs and workforce. Even during the Stay Home order, there are ways to support our businesses online and by also providing encouragement and promotion on social media. Imaging and messaging is very important for the uplifting of our region, and for this our communities are looking to its leaders. As a part of this joint resolution, the Southern Wayne County Regional Chamber and the Downriver Community Conference will be asking our communities to participate in a campaign to support our local businesses during the current stay home order, and at the right time reopen and boost our local economy in a responsible, safe and effective way. The U.S. Small Business Administration (SBA) has provided new guidance in regards to the Economic Injury Disaster Loan (EIDL) due to very high demand on this program. The federal loan programs, many of which include forgivable portions, and loans and grants being administered by all levels of government are critical for our Downriver job providers and entrepreneurs during these uncertain times. The SBA has issued updated guidance that it will provide initial EIDL loan disbursements at a reduced amount of up to $15,000 per borrower. The reduction in disbursements is resulting from the high demand and limited funding available. There are also new guidelines and limitations on the cash advance portion of this program of up to $10,000. It is critical for our business community that this program receives additional funding. The SWCRC has reached out to our partners in Congress to ask for their support. Our region’s small businesses need immediate access to capital to ensure their businesses remain operational.
