After years of inactivity, the owners of Grandin Park Plaza are ready to move ahead with revamped plans to give the site a much-needed facelift. Representatives of Vancouverbased property development company Amacon hosted an open house on Tuesday evening to share their new plans for the 4.2-hectare site, which retain the current office tower along with three new highrise residential towers, each over 20 storeys tall, and thousands of square feet of retail space. “We need to position this as a catalyst for broader downtown reinvestment, downtown prosperity, and downtown growth,” said Mark Reid, a partner with Urban Strategies Inc. of Toronto, an urban planning firm that is working with Amacon on the Grandin mall project. Planning permissions for the development passed by city council in 2008 allow for towers up to 19 storeys high; plans at that time called for five such towers on the site. The three towers under the new plan will be 27, 24 and 23 storeys high respectively, but Reid said the new layout has many advantages. “There is much better light penetration into the site,” he said. “And there’s a greater level of privacy between the towers. You’re not actually looking out of your balcony onto a person sitting on a balcony

In total, Amacon’s new plans propose to build 1,200 residential units on the site, and will feature more than 156,000 square feet of retail and office space, about 17,000 more than the current mall. While most of the retail space facing Sir Winston Churchill Avenue is envisioned as larger format stores, but Reid said there will still be room for “mom-and-pop” stores within the development. The current office tower will remain intact, but will be renovated and redesigned to integrate into the new development. “It is a focus for lots of local businesses. It’s an economic generator; it employs people,” Reid said. Most of the residential parking will be in two-level underground parkades. One above-ground

parking area, though, will be developed as a flexible use area, which could host markets, festivals and other special events on weekends. And even with all the buildings, about 18 per cent of the site will be green spaces like entry plazas and courtyards. Reactions to the plans at Tuesday’s open house were mixed, with the height of the towers being the primary bone of contention for opponents. “It was expressed in 2008 that we did not want it to look like Edmonton; 19 stories was even a push back then,” said local resident George Siemens. “Amacon said they were going to work within what St. Albert wanted, but obviously they’re coming back to try to push the envelope again.” But others were willing to accept the increased height to reap other benefits of the project. “We do need the retail, the tax base to rebalance our property taxes

Amacon plans to develop the site in phases; the first phase, expected to start this May, will see the vast majority of the old mall torn down, and the construction of two fivestorey residential buildings on the south end of the site. This phase fits within the guidelines passed in 2008, with no further redistricting or amendments to the Downtown Area Redevelopment Plan. “It’s about moving forward and creating a critical mass, something that everyone will talk about,” Reid said. “... We want to set the stage for people to be excited about what is coming later.” A sales centre will also be built along Sir Winston Churchill Avenue. The first phase should be complete by 2016. Full buildout of the site is expected to take eight to 12 years and will progress based on market demand.

The City of St. Albert is taking a new angle on downtown parking this summer. Starting in May, the City will be reducing Perron Street from four lanes to two from St. Anne Street to Sir Winston Churchill Avenue, using the outside lanes to implement angle parking as part of a yearlong pilot project. “Rather than going ahead and making full-scale changes to (parking), we thought we should test it out and see how they work — how they work from our perspective, and how they work from your perspective,� City director of planning and development Carol Bergum told a meeting of the St. Albert and District Chamber of Commerce’s Perron District Committee on Thursday, March 20. The angle parking will only result in about 10 more parking spaces along Perron Street, as cars would not be allowed to park as close to intersections as they are now to allow for pedestrian visibility. The speed limit along that stretch of Perron Street will also be reduced to 40 km/h. Aside from the parking, though, the City hopes that the angle parking contributes to a more pedestrian-friendly atmosphere downtown.

“It’s going to change the face of that space,� Bergum said. Some business owners at the committee meeting were worried about the loss of lanes on Perron Street pushing more traffic onto St. Anne Street. Others were worried about the potential for collisions with cars backing out of angle parking spots into traffic, particularly from between large SUVs. City officials said, though, that they will be keeping close tabs on the situation throughout the year-long project, and encouraged business owners to come forward over that time with any concerns. Temporary partitions will be installed along Perron Street for the pilot project. Those will be replaced with more permanent structures if the project is successful, with the possibility of those playing into the City’s beautification and branding strategies. Spots along Perron Street will still be subject to a two-hour time limit. The City will begin advertising the parking changes next month, and they should be in effect by the end of May. Officials will monitor the situation and gather feedback from downtown business owners until May 2015 before deciding whether the change should become permanent.

hat a couple of weeks it has been for St. Albert. First came the news that the Alberta Gaming and Liquor Commission would build its new 500,000-square-foot distribution warehouse in Campbell Business Park, which was a huge win because Yp >c\ee :ffb it means new construction and new property tax revenue coming from a massive building. Then came MoneySense magazine bestowing upon us the title of the Best Place to Live in Canada, which is a huge feather in our caps and will help attract even more development to the city. But what’s got everyone talking now are the plans for the redevelopment of Grandin Park Plaza, which were finally unveiled to the public this week at an open house. It has been a long wait for something to happen with the mall site since Amacon bought it in 2006 and first came to city council to have planning permissions approved in 2008. Because of the global economic downturn, they held off on whatever plans they initially had, and the site became more deserted on the inside and more of an eyesore on the outside. It was certainly worth the wait, though. The plans Amacon and their partners are putting forward look pretty amazing; in fact, once built out, the development could become a jewel of the downtown core. There might be some reservations out there about the possibility of building residential towers more than 20 storeys high, but building up is the way to go. To this point in its history, St. Albert is a city of urban sprawl. More variety has been added to the housing inventory over the past few years, and the Amacon development will only add to that. The only thing left to resolve is the price point. Affordable housing has long been a bugbear of local officials, but if the condominiums that are part of the Grandin Mall redevelopment are reasonably priced, it could go a very long way to keeping young people in St. Albert. If everything goes well, the Amacon development could turn a couple of weeks for St. Albert into many prosperous years.

When you have money, you can choose how you can spend it to improve the quality of life for you, your family, and your community. This month, St. Albert city council decided to change the way they look at the new tax dollars from new businesses and homes in the city. Until now, St. Albert, like all

A lot of people have heard how great a place St. Albert is to live in; now the City of St. Albert wants to show them via a new web tool. The City launched the StATracker online dashboard on its website about a month ago, which gives current and potential residents alike a wide range of statistics on life in St. Albert, ranging from the value of building permits issued to the number of potholes filled. “I think we’ve created a really great tool that is unique to St. Albert,� said Paul Edginton, manager of corporate planning for the City. “We see this tool as a starting point that we’ll expand to provide greater accountability and transparency from the organization back to administration and council,� he added. The StATracker displays corporate indicators in four major categories: community; programs and services; finance; and employees. When clicked on, the indicators are graphed out as far back as information is available to provide context for the data. Most of the indicators are updated quarterly when stats become available

The Orchid Society of Alberta is hoping its annual show and sale will blossom in a new location in St. Albert. For the first time in its 37-year history, the society’s annual Orchid Fair will be held this year at the Enjoy Centre in St. Albert, taking over the facility from April 4 to 6. Show chair and society past president Darrell Albert said he and the club are very excited to be in the new venue. “It’s going to be such an aesthetic quantum leap from the old gymnasium we had before,” said Albert, who lives about five miles southwest of Leduc. “When you’ve got a 15,000-square-foot room with a full glass ceiling, the colours of the flowers are going to be true, unlike when you’ve got those mercury vapour lights and nothing is quite right colourwise. And it’s just a way more open, pleasant, airy environment.” This will also be the first time the society has experimented with a new date for the show, and Albert expects the turnout to be just as strong as it has been

in the past, if not more so. “It does vary, primarily because of the weather conditions,” he said. “For a number of years, we had the show at the end of February, and a couple of times in recent history, the attendance was quite reduced because, one time, we had –35 C and then –27 C and three feet of snow the next time.” Despite the fact that spring is just starting to pop up, there should be plenty of orchids in bloom at the show. “Most of the orchids we cultivate here are tropical, so people either grow them in their house, in their window, or they have a setup with lights in their basement. Some of us have spent the money and have greenhouses,” Albert said. “The orchids don’t know it’s winter, other than the short days.” Aside from plants, there will also be art and photography displays, supplies vendors, and a wide range of workshops and lectures for gardeners of all levels. Year after year, orchids remain a very popular flower, and Albert thinks that can be chalked up to their “exotic beauty.” “There’s over

20,000 orchid species out here; there’s just endless variety,” he said. “And some of the flowers are simply amazing.” Some of the most popular varieties in Alberta are the phalaenopsis, which are available in big box stores. “The flowers last three or four months ... and they’re relatively easy to care for. You can plunk it into an east- or west(facing) window and, as long as you don’t overwater it, it’ll come back next year,” Albert said. Some varieties can be notoriously tough to grow, Albert added, but there are others that don’t require as much attention. “Some grow up in the mountains, in a cloud forest, so unless you can reproduce that environment, it’s not going to be a happy camper,” he said. “But there are lots of different species that will grow quite happily in your house and flourish.” For more information on the Orchid Fair or the Orchid Society of Alberta, visit www. orchidsalberta. com.

Animated Mr. Peabody & Sherman, produced by Dreamworks Animation Inc, took the No. 3 slot with $11.7 million. Divergent is adapted from a popular series of young adult

novels by newcomer author Veronica Roth. Ahead of the weekend, forecasters had predicted the film would debut with between $50 million and $68 million in North American (U.S. and Canadian) ticket sales. Shailene Woodley stars in Divergent as Tris Prior, a teenager who doesn’t fit in to a faction because she has multiple dominant

personality traits, making her a threat to the government. She chooses to join the Dauntless faction of warriors who defend the society’s inhabitants. British actor Theo James plays Four, Tris’ mentor and love interest. The debut of Divergent fell short of the box office heights of two other young adult franchises. Hunger Games started with a

massive $152.5 million in March 2012 while Twilight opened with $69.6 million in November 2008. Rounding out the domestic charts, Greek warrior sequel 300: Rise of an Empire landed in fourth place with $8.7 million, while the independent faith-based new release God’s Not Dead pulled in $8.6 million to claim the No. 5 spot.

A stellar lineup of children’s entertainers from around the world will once again descend upon St. Albert this summer and help young imaginations take flight. The 2014 edition of the Northern Alberta International Children’s Festival announced its lineup at the Arden Theatre on Thursday morning, with main stage performers from Canada, the United States, Great Britain, France and Israel joining perennial favourites throughout downtown St. Albert from May 27 to 31. “It’s so many months of hard work and sweat and tears, and it’s so nice to see it come together,” said Caitlin North, the professional programming presenter at the Arden and one of the key figures in booking acts for the Children’s Festival every year. “We have such a great staff, so many dedicated people that make this festival happen every year. It’s nice when we finally get to unveil it to the public.” Meanwhile, festival co-ordinator Stephen Bourdeau said he was proud of the fact that he had attended the festival in his youth, and now he’s bringing his kids to experience the fun. “The Northern Alberta International

and a sound effects artist performing live as comic book images are projected behind them. Meanwhile, The Queen of Colors comes from France using painting projections to bring life to a dreary world, while the play The Snail and the Whale comes from Great Britain to tell the story of a small snail who goes on a big adventure. Israel’s contribution is a puppet play entitled A Touch of Light, which tells the story of Louis Braille.

Returning to St. Albert are the popular musical duo Splash ’N Boots, with shows spanning all five days of the festival. Also back for another year is the St. Albert Children’s Theatre, with their production of A Year with Frog and Toad. Of course, there will be plenty of other activities throughout St. Albert Place, Lions Park, Millennium Park and the trails in between, ranging from First Nations activities to visual arts. And roving performers will keep kids of all ages entertained in between. “I truly believe I have the best job in this whole operation, because I get to choose all the artists who come to the festival,” North said. “It’s really outstanding how much incredible work there is out there for young audiences.” But none of the fun could happen without the dedication of the festival’s volunteers, more than 800 of whom are needed to pull it off successfully. “Our volunteers are amazing people who are the heart and soul of the Children’s Festival,” said Bourdeau, who noted that almost 200 volunteers have already signed up in just a few weeks. Tickets went on sale to the general public on Friday, March 21. Tickets are available through the festival’s website at www. childfest.com.

one’s societal “faction� (warrior, thinker, selfless community worker, farmer) by age 16. To be tested and diagnosed as non-categorizable or “divergent� is tantamount to a death sentence. No multi-taskers there. Divergent was inspired by the “push� to conform that Roth says she felt in high school. But in reality, she says she was never plagued by doubt. She always wanted to tell stories, and if there were a storytelling “faction� in Divergent, she’d have been born to it. “I had a lot of very encouraging

teachers in elementary school,� she said at a press event for Divergent. “But I really just wanted to be in my own imagination, and there’s a point where you can’t do that anymore. But you have an excuse if you it on a page. I wrote my first story at 11. It was sort of a Lord of the Rings rip-off. I think young writers naturally start off by imitating.� But the series of books that would define her still-young career occurred to her when she was attending Northwestern University and thinking back to her Illinois

high school years. “I think the you-have-to-chooseat-16 thing is more of an emotional reality for young people than a physical one, because obviously as you grow older you can change your mind. You can change your career, your whole life. “But when I was 16 I felt like I had to decide right now — what classes you’re going to take, get good grades, pick your major, your whole life. That felt very real to me, so I decided to put it on the page. That’s why the age I picked was 16 and not 18 or 19.�

A new agreement with a privately owned financial company is taking some of the pressure of running the Enjoy Centre off the Hole family and allowing them to refocus on their core business of greenhouses and gardens. The arrangement came into effect last week and was announced Monday morning, and Hole’s co-owner Jim Hole said he was “really excited� to have it in place. “I’m just happy to be able to refocus on what we do best, which is the greenhouse and garden centre,� Hole said. “We’ve got a lot of exciting things coming as far as spring stuff. It just relieves the burden of having to deal with all the stuff that — let’s face it — we didn’t have the skill set for.� Under the agreement, the financial company will deal with more of the property management issues facing the facility, including leasing and improvements. “From the customer’s perspective, they’re not going to see any changes. We’re 100 per cent

committed to the greenhouse and garden centre; that’s what we grew up with,â€? Hole said. “It’s been too difficult to do all the things in this enormous facility, and the outside help will be very welcome,â€? he added. There will be some new additions, though, including some new shops coming in the near future. One of those will be Evoolution, a popular vendor of high quality flavourinfused olive oils and vinegars that is expanding from its current location on 104 Street in Edmonton. “They’ve got some great plans, and they’re just trying to ensure that, when they open their doors, they’ve got a very stunninglooking retail space,â€? Hole said. There are a couple more new shops in the works, but Hole couldn’t divulge any details just yet. St. Albert is ready to have another hotel check in to the city, according to a new study. The City of St. Albert’s economic development department recently received the completed hotel demand study, which was commissioned from Vancouver consulting firm HVS and shows that St. Albert could immediately sustain a new branded hotel, preferably in Campbell Business Park or the south Riel lands. “There’s a general tone in this city that we could use another hotel, or maybe more, so we were certainly expecting it to come back and say that there was demand for another hotel,� said Sean McRitchie, business attraction manager with the economic development department. The study bases its projections on a 100-room hotel with 1,000 to 1,500 square feet of meeting space, an indoor pool and whirlpool, an exercise room, a business centre and a guest laundry room that would open by Jan. 1, 2016. The report identifies Campbell Park

as the “most desirable location� for development at the moment, but with developers ready to build and the Enjoy Centre nearby, Riel Park could be “a more viable site in the medium term.� The study also looked at sites in Erin Ridge North and in the downtown core. HVS felt that it was too early to build a hotel in Erin Ridge North. “The main driver for overnight stays in this region is business. And it’s not so much that the north isn’t ready for development; it’s that the south is more prominent because the demand drivers are really heavily weighted toward the industrial parks that are on our south and west borders,� McRitichie said. Meanwhile, the study found there aren’t any parcels of land large enough downtown at present, but McRitchie felt that could change as the Downtown Area Redevelopment Plan is implemented. “Downtown is a focus for us as a city, so to be included as one of the potential sites, we were thrilled about that,� he said. “As the downtown goes and the St. Anne Street AD{CS5171380}

realignment goes, maybe there will be more land available or different sites that become available for redevelopment and infill.� While the hotel demand study has a short shelf life of only six to 12 months, McRitchie said his department is hot on the heels of several developers who are interested in building a hotel in St. Albert. “We’ve been pounding the pavement, getting it out there to different hotel groups, ownership companies, different investors that already have properties in St. Albert,� he said. In addition to the hotel study, the City has also commissioned a retail

market analysis, which was presented to city council last December. Next up is an entertainment study, which will look at gaps in the current market and the feasibility and possible location of an entertainment district in St. Albert. “We’re trying to arm ourselves with as much information as possible, so that, when we go out there as an economic development office, we’re not just going out and shaking hands and exchanging business cards,� McRitchie said. “We’re bringing to these investors very real and very tangible tools they can use to make a smart, educated decision on whether or not they should invest in St. Albert.�
