Keeping it in the family

ome twenty-five years ago, or thereabouts, my wife and I commenced our efforts to try to improve things on the educational landscape of Saint Lucia.

Inger had taken the decision not to continue practising medicine in our adopted new homeland but decided instead to spend her time visiting schools in the north and helping in any way she could with general health education, including sex education. She had asked a principal about sex education, about where children got their knowledge, and had been told, “They get in on the streets.”

Inger also asked kids what was the most important thing they had learned in school about sex. The children were unanimous in their answer: "No sex before marriage." Only five of the children in the class of twentynine lived with parents who were married (to each other). Of the rest, several knew who their fathers were, but that was all. Most had very little contact with their fathers. Even so, the irony of the message, ‘no sex before marriage’, was lost on them.

When we first met, before she became a doctor, Inger was a science and gymnastics teacher. I was a writer of textbooks, at the time perhaps the most successful in the world in my chosen field with over 100 million copies in circulation globally. Much of my time had been spent promoting and, hopefully improving, education in developed and less developed countries on every continent. We believed we had the time, experience and financial wherewithal to make a substantial difference. At the age of fifty we gave up our careers and settled down in Saint Lucia.

We couldn’t have been more wrong.

We are now both in our late seventies. After having devoted a quarter of a century, a third of our lives, in the service of education in Saint Lucia, we are left with the conclusion that it has all been in vain. Dear Reader, I am sure you have heard the expression ‘You can lead a horse to water but you cannot make it drink.’ Well, the situation in the Caribbean, and in Saint Lucia in particular, is not quite the same: You can bring the horse water and it will drink and drink and drink until your arms are aching from carrying bucket after bucket of the precious life-sustaining liquid, but once you stop providing it, the horse will have no water, lie down and die. But back to sex. On one occasion, Inger invited children in Common Entrance classes to submit anonymously three questions each that they would like to ask a doctor. I had the job of

typing out all the hand-written questions and sorting them according to topics. All but a small handful of the almost 2,000 questions dealt with sex, which is not as surprising as you might think, so there was little surprise there. What was astounding was the nature of the questions: The children had a pretty good idea about the mechanics and consequences of ‘having sex’, but, amazingly, horrifyingly, perhaps 80% of them dealt with incest and statutory rape. One child asked, “What happens when a man has sex with a two-year old girl?” She was asking from personal experience of her own family life.

On another occasion, Inger noticed that one particular child was either absent from school on Mondays on a regular basis, or came to school but was completely withdrawn from the world and simply unable to sit down. We investigated and, to cut a long story short, we discovered that this eight-year-old was being sexually abused regularly by her brother, one of his friends, and her mother’s boyfriend when he moved in on Saturdays and Sundays. After much effort on our part, and despite a lack of interest by the Ministry of Education, we managed to get through to the Family Court to try and resolve the matter only to be told that the case was known to the court and had already been resolved. It seemed that the girl’s mother had a boyfriend who had a history of having sex with the eight-year-old daughter in between having sex with the mother. The court had issued an order banning the man from the house when the girl was there so the mother had arranged for the girl to be lodged with someone else on weekends (this might be where the brother and his friend entered the story but my recollection is not totally clear). Be that as it may, the girl, for whatever reason, had continued to spend most weekends at the mother’s house where she was regularly screwed by the boyfriend, so much so that she was either too sick to go to school on Monday, or too sore to sit when she did attend her lessons. When the boyfriend was otherwise engaged, the brother and his buddy took over.

The Family Court, despite the clear evidence presented, refused to revisit a case it had already decided. There was no follow-up. All the above happened years and years ago. Unfortunately, I doubt things have changed one bit. Saint Lucia remains a basket case when it comes to sex education, childcare, and decent family life for many at all levels of society, rich or poor, religious or pagan, educated or otherwise. It’s a mess.

Officer in Charge/Medical Director of Victoria Hospital, Dr. Alisha Eugene, says her organisation is very pleased with the donation and believes it will play a significant part in the public health system.

“These wheelchairs, the donation is needed, it is timely and is appropriate.

And, as you know. and if you look at the topography of this present structure, we need the wheelchairs to move patients from departments to another and up and down the hill. So, the wear and tear on the wheelchairs is something that happens regularly and we always need more wheelchairs to allow us to move patients as the patient load increases," said Dr. Eugene.

Minister for Health and Wellness, Sen. Hon. Mary Isaac expressed gratitude to M&C Drugstore and said the donation will provide great assistance in the health sector. “We really

appreciate this effort that you have made to keep us in your thoughts when you were looking at allocating these request and gifts to the different sectors of our society,” she said.

“As you know, this is very farreaching in that we sometimes have people leaving here who need a wheelchair to go with.

So, I am hoping we will also be able to do this with at least a few of the wheelchairs.”

Did Janeka Simon’s ‘all reporters are political actors’ confirm Guy Joseph’s assertions?

he 'Reporters Without Borders’ 2019 World Press Freedom Index found journalism in OECS islands to be too heavily influenced by politics. It reads in part: “Journalism is not a prestige profession in the countries that are members of the Organisation of Eastern Caribbean States. They receive little training and often abandon media work because it is so badly paid, an issue that particularly affects female journalists in the region.”

The index goes on to explain that “many media outlets are under the direct influence of politicians, especially during elections, because officials can withdraw state advertising at any time and deprive them of income they depend on. In some of the Islands, political parties even own or have major shares in media companies, compromising journalistic independence.”

Which leads to Castries Southeast MP Guy Joseph’s refusal to field any questions posed by Choice News reporter Janeka Simon on Tuesday. The crux of the matter, despite all of the hullabaloo that has ensued, is whether or not individuals, including public figures such as politicians, have the right to refuse to answer questions posed by the media. The long and short of it is that they do.

They are under no obligation to answer our questions. Of course, we remain free not to put questions to certain government officials, also accountable to the public— even to defend their silence!

During the exchange, MBC’s Miguel Fevrier told Joseph: “Sir, we’re speaking on behalf of the people. Sir, you owe us an explanation!”

Nothing in the above, however, has any basis in truth. As W.H. Auden penned in The Poet and the City: “What the mass media offers is not popular art, but entertainment which is intended to be consumed like food, forgotten, and replaced by a new dish.” In other words, believe it or not, media work is a business.

Also of note was Joseph’s response to the notion that the media speaks on behalf of the people: “I’ve been elected by the people of my constituency”—a not so subtle declaration that it is in fact the elected politician who represents the people, not the media.

The veteran politician’s given rationale for his stance toward Simon reads as follows: “I have no intention of answering any questions you ask. If you want to be a politician, be a politician; then we will deal with it from a political perspective . . . I don’t consider the person [Simon] a reporter . . . when they disguise themselves with their political agendas and try to present themselves as reporters who are being objective; that is where I have the problem.”

In a brief presser after the combative exchange with Joseph, Ms Simon said she was baffled by the MP’s decision not to answer her questions. Her following description of journalists in her press conference afterwards, admittedly threw me for a loop. “As I have said before, journalists are political actors and I make no apologies for that.”

INFOCORE (an international collaborative research project funded under the 7th European Framework Program of the European Commission), defines political actors as: “Individuals who have obtained at least some measure of political power and/or authority in

a particular society, who engage in activities that can have a significant influence on decisions, policies, media coverage, and outcomes associated with a given conflict.”

The key point there is that political actors have “significant influence” on media coverage, a problem in the OECS region, highlighted in the above quoted World Press Freedom Index.

INFOCORE goes on to say: “In democratic countries this would include all elected leaders, candidates who are running for election, and relatively high-level policy makers who have a significant impact on the formation and execution of policies that have an impact on society and/or foreign affairs. This includes all those in power who have been elected to those positions, government ministers, and those members of the legislative branch who are in the opposition.” In other words, political actors, for the most part, are politicians.

Additionally, journalists are nowhere mentioned in the above references to “political actors”. It is understandable, given the traditional definition, why Joseph would refer to a self-proclaimed “political actor” as a politician. Ultimately, politicians have the right to be selective about to whom they grant interviews. Journalists have the right to report what they know, to slant their reports according to how they perceived their subject—or to pretend an incident never occurred.

ccording to onlookers on the scene, early Monday morning, 24-year-old Ted Leriche of Hospital Road was attempting to jump over the median that separates traffic going north and south when a southbound black Subaru collided with him. Within minutes several nauseating videos and stills of the accident were in circulation, including the victim’s severed lower leg on the ground. Some in the gawking crowd at the scene of the accident were still in their swimsuits, having rushed from a nearby beach event.

Vice Exclusive, a reincarnation of Verve St Lucia’s Vice, which ran annually for four years, was held on Malabar Beach on Sunday June 9, starting around 4pm.

On Monday morning, around the same time as the accident, patrons were making their way from the party. However, the police are unable to say, even now, whether the victim or the driver had attended the event or had been drinking heavily.

Onlookers say friends of Leriche attempted to attack the driver of the Subaru and threatened him repeatedly while he took refuge in his vehicle.

One witness told this reporter the driver finally had to flee for his life. On the other hand, the police confirmed the driver was protected at the scene then taken away. They say there was no one in the car when it came under attack.

The police say that promoters were fully authorized to hold their event at Malabar Beach, having met all requirements. George Nicols, an acting assistant police commissioner, said in a news interview there was a police presence throughout the beach event. Nicols urged pedestrians and motorists to adhere to the safety measures in place on the roads.

ary Williams, mother of Kimberly De Leon, who was fatally shot at her residence last October, has more than once publicly accused the authorities of being negligent in their duties regarding the investigation of her daughter’s homicide.

Williams has suggested a clear conflict of interest and that what could have been solved a long time ago is being deliberately delayed.

“I’m sick and I’m tired of their attitude,” Williams said of the police on Wednesday.

“Their approach is not good.

It’s not that the police cannot work; favouritism is to blame.

There’s a lot of ‘you scratch my back now and I’ll scratch yours down the line.’ So it’s a lot of crookedness going on in there, and in order for them to solve crime they have to be honest and straight. They have to do things the right way.”

Last Friday, the police commissioner Severin Monchery told this reporter: “We have received all samples that went out. Everything has been tested. We have done the assessment of those results and it’s just a matter of putting the finishing touches to the file to have it submitted to the office of the Director of Public Prosecutions. As we speak, it may very well be completed.

It is just for it to go to the DPP, who would go through the matter and direct us as to whatever action he thinks is necessary.”

Williams has pointed out that the commissioner’s latest update is hardly new. In January Monchery had said, with reference to samples from the scene of the crime: “Up to this morning I spoke to the Commissioner in St. Kitts.

Those samples have been analysed and the results are waiting to be picked up. We are supposed to be collecting those results on Thursday. An officer is supposed to be going up there to return by the weekend.

So by next week I should be in a position to give you an update as to the analyses done.”

Five months later, the update remains the same.

Two weeks ago, Williams blasted the police over the airwaves for “turning me around like a top”. She claimed she was being passed around from one senior officer to another and getting no useful answers. This is what Monchery said last week in reply: “Since Kimberly’s mother came to Saint Lucia we’ve had a very good rapport. We’ve had a very good relationship. As a matter of fact I met with her on a number of occasions and I briefed her fortnightly.

I proceeded on leave and while I was away I took a few calls from her. However, in the circumstances there were certain things I could not have briefed her on, so I referred her to then Acting Commissioner of Police Milton Desir. As to what transpired from there, I do not know.”

Williams confirmed to the STAR that she did speak to the

vacationing commissioner while he was overseas. As for his “good relationship” assertion, Williams said: “Tell that man to shut up, just shut up.” She also claimed that in recent times her calls to the commissioner, the designated investigator, and other senior officers had all gone unanswered. “The question,” she said, “is: To whom do I turn next? Who will tell me what’s going on with my daughter’s homicide?”

That man ought to be DPP Daarsrean Greene who, according to the commissioner, is by now in possession of the Kimberly De Leon case file.

Alas, Williams’ attempts to speak with him have so far been futile. “All they keep telling me is he’s not in office. When I ask to make an appointment to speak with him, they promise but never call back. Up to a day like today, nothing. But I will find a way to handle that.”

This reporter has, over the last several months, received from the DPP’s office the same runaround that Williams and several others in her position constantly complain about!

Williams had been resident in the US until her daughter’s death. She vows to stay in Saint Lucia until Kimberly’s killer has been found and justice is served.

French Embassy Bids Au Revoir to Some of its Best

t was a bittersweet night for members of the French Embassy as three of them anticipated new opportunities but not without feelings of regret associated with leaving Saint Lucia, their home for about the past four years.

Philippe Seigneurin, Stephane Dovert and Erella Bogaerts Pasquini bid an emotional farewell to the scores of Saint Lucians who came to celebrate with them on Wednesday, June 5.

The warm evening began with cheery laughter and beverages, with friends of the French Embassy recounting

pleasant memories. As is customary at the Embassy’s events, everyone stood up as a mark of respect for speeches delivered.

French Ambassador Philippe Ardanaz titled the occasion, “The celebration of the three pillars of the Embassy leaving toward new horizons”.

Ardanaz expressed profound appreciation for the support of Seigneurin, Dovert and Pasquini, referring to them as three of the Embassy’s best.

He said: “Let me thank them heartily for the magnificent job done during the four years they worked in the Caribbean.

Let me thank them also for their support and for what they taught me when I arrived, two and a half years ago. Their experience of the region was indeed extremely valuable to me.”

Ardanaz noted that the three were all leaving some big shoes to fill. The Ambassador also thanked the spouses of his three co-workers for their help, contribution and kindness.

Seigneurin was emotional, while Dovert expressed his regret that he was unable to stay for a fifth year: “I asked for permission to stay one more year in Castries. Thank you very

much for all you did for me. I did not pass for a fifth year because of French regulations. But, thank you so much for these four years.”

Pasquini was particularly appreciative of her Saint Lucian colleagues who taught her and her family about the island’s culture and its popular phrases.

The night continued with the serving of French cuisine and final farewells. “In a nutshell,” said the Ambassador, “we appreciated them and we will miss them, but we also welcome their successors.”

The Embassy’s new staff will begin working in September and receive a special welcome in October later this year.

Guy Joseph to MBC reporter Miguel Fevrier:

P Guy Joseph’s decision to ignore questions by Choice News editor Janeka Simon has generated reaction on both sides of the political divide. But the full dialogue as it unfolded outside the House on Tuesday has not been reproduced until now.

When asked by MBC’s Miguel Fevrier about his comments regarding Dr. Kenny Anthony’s wife during a rally in Soufriere last Sunday, the Castries Southeast MP replied that he was merely highlighting the hypocrisy of the SLP’s antigovernment slogan: ‘Family, Friends and Foreigners’. Joseph had referred to former PM Kenny Anthony’s marriage to a non-national as hypocritical or, at the very least, a contradiction of the oppostion party’s latest tagline. On Tuesday the Choice News reporter suggested the Southeast MP had disrespected the wife of the Vieux Fort South MP.

Opposition leader protests “disrespect for Speaker!”

uesday’s sitting of the House of Assembly took a dramatic turn with opposition parliamentarians once again storming out of the House, this time in protest against Prime Minister Allen Chastanet’s refusal to follow a directive by House Speaker Andy Daniel. During Chastanet’s rebuttal on the Saint Lucia National Economic Fund Bill he referenced certain contributions by opposing MPs: “You know, Mr. Speaker, I sat quietly listening to what the members on the other side had to say, continuously misleading the House, continually lying, continuing to exaggerate

the truth.” Daniel objected to Chastanet’s use of the word “lying” and requested he withdraw it. A short time earlier Chastanet had used the same word and withdrawn it on the Speaker’s intervention. Not so the second time around.

While speaking on money derived from the Citizenship by Investment Programme, and the opposition’s claim that the government has not accounted for it, Chastanet read from the Estimates of Revenue and Expenditure 2019/20, which he claimed showed how the money will be used. At this point, the Castries South MP, Ernest Hilaire, rose to inform

the Speaker that the prime minister was misleading the House. Chastanet responded: “This is the problem, you know. It’s when members on the other side cannot even substantiate their own lies and misleading.”

Speaker Andy Daniel: “It is unparliamentary to refer to any member as a liar. And to say a member has spoken lies is to call him a liar.” He called on the Micoud South MP to withdraw his words, to no avail.

Instead, the MP said: “Mr. Speaker, I refuse to withdraw that statement.” His refusal inspired loud groans indicative of shock from opposition MPs. A back and forth ensued between the Speaker and Chastanet, which concluded with the Speaker ending the Prime Minister’s presentation by putting the question to the House. As usual, the government side’s ayes had it. At which point, predictably, the opposition picked up their papers and filed out of the House.

uring a United Workers Party public rally last Sunday, Commerce Minister Bradley Felix, the government’s point man on cannabis, addressed the burning issue of marijuana.

The minister told the Soufriere crowd that in 2019 “we can no longer arrest a man for a joint” and bemoaned, “You’re arresting a man for a flower; a bud; for grass.”

Felix appealed to the gathering to be patient, and assured them that these matters will be addressed.

He also reminded them that government could not rush this brush; it demanded proper handling. He promised that in the coming months there will be national consultation that will bring together the police, ministry of health personnel and the education system. He said people had, for many years, been pulled in different directions on the issue and useful change seldom happened overnight. Some had great difficulty getting in step

with the changes being made elsewhere.

Bradley’s comments came on the heels of his attendance at the Canadian Cannabis Summit, from May 30 to June 1. Also present in Canada were officials in the cannabis industry who provided insight into the growing market. On Tuesday, he told the STAR: “From Invest Saint Lucia’s standpoint, we’ve had several potential investors, from Canada in particular. They are interested in setting up some sort of plant in Saint Lucia to promote the pharmaceutical part of cannabis.”

At the summit, speakers addressed the legislative changes in Canada, the pharmaceutical standpoint and growing of the plant itself.

“It was three days of learning quite a bit about the industry.

Also some potential investors approached us,” said Felix.

“Right now, in my constituency in particular, a lot of the young men want to go and work on the Canadian farms but cannot because they have police records. You’re spoiling the whole future of young persons,” stated Felix.

The Movement recommended the following steps be taken as soon as possible: the announcement of a moratorium on incarceration; an amnesty for individual inmates incarcerated for cannabis offences; removal of hemp from the Misuse of Drugs Act; the expunging of cannabis crimes from criminal records; the rolling out of the national educational programme and providing a national address on cannabis developments; an apology to the Rastafarian community.

Sweet E captures Secondary Schools Calypso Crown

During an intermission, students were entertained by local acts Ezra d'fun Machine, Shemmy J. and Arthur Allain.

When it was all over, in fourth place with 332 points was Prince ‘Mighty Prince’ Belizaire of Sir Ira Simmons who sang My Appreciation, dedicated to teachers and their impact on society.

lthough they may be much younger than seasoned calypso veterans, secondary school students competing in the 2019 Junior Calypso Monarch held their own on stage, dishing out songs that addressed matters of social importance. The tournament took place on Friday June 7 before a packed National Cultural Centre and saw nine secondary schools competing for the crown: Bocage, Babonneau, Castries Comprehensive, Corinth, Entrepot, Grand Riviere, Sir Ira Simmons, Soufriere and Vide Bouteille.

Defending champion Kishana 'Baby K' Smith of Castries Comprehensive was the day's first performer.

Her song, Corporal Punishment, touched on the government's recent decision to abolish the practice in all schools. While she supports the move, Smith sang that there are many other things that also need addressing, among them: "Obscene lyrics on the radio, violence on TV; these are the things I wish for. Youngsters in the ghetto, shooting guns and killing people. I want such things abolished!" The 2018 champion showed her experience during the performance and had a large turnout by her schoolmates, screaming in support.

Lady Sparkle of Vide Bouteille performed Barrel Baby Syndrome. The song told the tale of parents leaving their children in Saint Lucia in order to seek a better life overseas, with the promise of barrels of nice things.

Esther ‘Sweet E’ Richard of Corinth Secondary performed Don't Judge Me By What You See. Despite it being her first performance at this level, her vocal talent was most evident. Her song focused on judgmental people and liars and the consequences of what they say about others.

With much passion she sang: "I have goals to accomplish, a bright future in sight, so with all your propaganda, not my future you can blight. So no matter what you do, don't matter how much you lie; I'm not your playground, you're not going to bring me down!"

Jackson, from Bocage, with 343 points. She sang Manners, which spoke of children learning from their elders.

Unable to retain her crown, Kishana Smith tallied 381 points and placed second.

Capturing the title by a margin of two points was Esther

'Sweet E' Richard. Moved to tears when handed her trophy, she performed her song one more time.

Afterward, she spoke to reporters about her inspiration, Minel. She confessed to being nervous during her performance but was “really happy that I

placed first. I wrote this song so I could encourage young creators like myself to speak up about what they go through." Richard plans to continue singing calypso in the years ahead and eventually make it to a national tournament.

he Financial Action Task Force (FATF) Recommendations, titled 'International Standards on Combatting Money Laundering and the Financing of Terrorism and Proliferation', seek to provide very clear guidelines to countries. This is aided by a glossary within the document which captures the important terms. This article will highlight five of the main terms within this glossary.

Many of the Recommendations speak to countries having a competent authority. This is defined as “All public authorities with designated responsibilities for combatting money laundering and/or terrorist financing. In particular, this includes the FIU; the authorities that have the function of investigating and/or prosecuting money laundering, associated predicate offences and terrorist financing, and seizing/freezing and confiscating criminal assets; authorities receiving reports on cross-border transportation of currency and bearer negotiable instruments, and authorities that have AML/ CFT supervisory or monitoring responsibilities aimed at ensuring compliance by financial institutions and designated non-financial businesses and professions.

Self-regulatory bodies are not regarded as competent

authorities."

Within Saint Lucia there are several competent authorities including, the Attorney General’s Chambers and the Financial Intelligence Authority (FIA) which is a Financial Intelligence Unit (FIU).

There are several key terms within the definition of competent authority:

A financial institution as defined by the FATF is “Any natural or legal person who conducts as a business with one or more of the following activities or operations for or on behalf of a customer: (i) acceptance of deposits and other repayable funds from the public, (ii) lending, (iii) financial leasing, (iv) money or value transfer services, (v) issuing and managing means of payment (e.g. credit and debit cards, cheques, traveller's cheques, money orders and bankers' drafts, electronic money), (vi) financial guarantees and commitments, (vii) trading in: (a) money market instruments (cheques, bills, certificates of deposit, derivatives etc.); (b) foreign exchange; (c) exchange, interest rate and index instruments; commodity futures trading, (viii) participation in securities issues and the provision of financial services related to such issues, (ix) individual and collective portfolio management, (x) safekeeping and administration of cash or liquid securities on behalf of other persons, (xi) otherwise investing, administering or managing funds or money on behalf of other persons, (xii) underwriting and placement of life insurance

and other investment related insurance, money and currency trading”.

To this end within Saint Lucia, commercial banks, credit unions and insurance companies are examples of financial institutions.

Designated non-financial businesses and professions (DNFBPs) under the purview of Saint Lucia’s Money Laundering (Prevention) Act, Cap 12.20 are referred to as "other business activities". FATF classifies as DNFBPs “casinos, real estate agents, dealers in precious metals, dealers in precious stones, lawyers, notaries, other independent legal professionals and accountants – this refers to sole practitioners, partners or employed professionals within professional firms.

"It is not meant to refer to ‘internal’ professionals that are employees of other types of businesses, nor to professionals working for government agencies, who may already be subject to AML/CFT measures. Trust and Company Service Providers… that provide any of the following services to third parties: acting as a formation agent of legal persons; acting as (or arranging for another person to act as) a director or secretary of a company, a partner of a partnership, or a similar position in relation to other legal persons; providing a registered office; business address or accommodation, correspondence or administrative address for a company, a partnership or any other legal person or arrangement; acting as (or

arranging for another person to act as) a trustee of an express trust or performing the equivalent function for another form of legal arrangement; acting as (or arranging for another person to act as) a nominee shareholder for another person”.

The FATF considers a selfregulatory body to be “A body that represents a profession (e.g. lawyers, notaries, other independent legal professionals or accountants), and which is made up of members from the profession, has a role in regulating the persons that are qualified to enter and who practise in the profession, and also performs certain supervisory or monitoring type functions. Such bodies should enforce rules to ensure that high ethical and moral standards are maintained by those practising the profession."

Finally, reference is often made to terrorist financing, which is defined as “the financing of terrorist acts, and of terrorists and terrorist organizations”. It should be noted that any amount, even a single dollar, can constitute terrorist financing.

It is recommended that public and private sector entities familiarize themselves with these and other terms for the onsite visit by the Caribbean Financial Action Task Force (CFATF) assessors September 16-27, 2019.

Saint Lucian Sophie Klein wins TEECA Caribbean Entrepreneurship Challenge

T

he final of the TEECA Caribbean Entrepreneurship Challenge was held on June 6 at the Domaine de la Pagerie in Martinique. President Alfred Marie-Jeanne awarded 19-year-old Saint Lucian Sophie Klein with the winning prize, a EUR 10,000 grant to develop her project 'JOIE' which aims to transform the world of education by integrating virtual reality.

The TEECA Caribbean Entrepreneurship Challenge is organised by the Chamber of Commerce and Industry of Martinique, in partnership with the Territorial Collectivity of Martinique, the Organisation of Eastern Caribbean States

(OECS) and the Caribbean Export Development Agency, as part of the TEECA project.

The Caribbean Entrepreneurship Challenge aims to sensitise youth on co-operation in the Caribbean; encourage young entrepreneurs to mobilise their skills to serve their country; and promote entrepreneurial innovation. As a result, companies involved in the TEECA programme play a major role in mentoring all young participants.

Philippe Jock, President of the Chamber of Commerce of Martinique, opened the closing ceremony of the challenge by congratulating the five finalists: "[You have] presented innovative

projects which respond to the needs and concerns of people in the Caribbean," Jock said.

Gayle Gallop, representative of the Caribbean Export Development Agency, highlighted the extraordinary opportunity that has been offered to these five Caribbean women.

For Ricardo James, OECS Technical Specialist for Export Development, some key lessons were learned during the months of competition. "We have a lot of talent and passion among our young people and we must encourage those who take risks and reward those who have dared and succeeded," James noted.

In his speech, President

of the Collectivity of Martinique Alfred Marie-Jeanne confirmed the commitment of the Territorial Collectivity of Martinique to youth, education and the development of entrepreneurship and excellence. He praised the work accomplished by the finalists: "In a climate of crisis and doubt, these young entrepreneurs, by their determination, show the way forward."

The President addressed the finalists: "These prizes are not a simple reward. This is to encourage you all to pursue your efforts, to make your ideas fruitful according to your abilities and talents. You are promoters and drivers of our Caribbean continent."

Nothing’s More Dangerous Than Unchallenged Nonsense!

I

kick off with thanks to Speaker Andy Daniel: ever since January’s precedential House sitting when he ruled opposition leader Philip J. Pierre’s motion of no confidence in Prime Minister Allen Chastanet (not in the government) constitutional, I have taken particular interest in the Standing Orders of the House, in our Constitution itself and in the Interpretation Act.

Daniel had also advised that Section 53 of the Constitution and Section 21 of the House Standing Orders together armed him with the irrefragable “authority to make our own rules on any matter that we so deem.”

I took Speaker Daniel to be informing House members about his authority under the supreme law to toss both mentioned documents and conduct parliament according to whatever whims and fancies he considered appropriate on any given day. Let readers look up the cited sections of the Constitution and the House Rules and determine for themselves the validity of the Speaker’s conclusions. Readers might also wish to look up “deem” and decide if the word as employed above by the Speaker makes sense!

Since the earlier mentioned Pierre motion I have become more than ever appreciative of the consequences of using words in the fashion of Humpty Dumpty. Who could’ve imagined sixty years ago the ongoing war over the meaning of “as soon as convenient”—as if MPs had never heard of the Interpretation Act? Still we continue to fight one another over the above four quoted words from Section 36 of our Constitution. Meanwhile we seem to have no difficulty with “as soon as practicable” when it comes to filling a vacancy in the office of the Speaker.

Under the rubric “Language,” the Standing Orders couldn’t be more precise: “The proceedings and debates of the House, inclusive of the records of such proceedings, shall be in the English language—provided that a member may offer occasional (defined as ‘infrequent or irregular intervals . . . now and then’) explanation in Kweyol.”

Upon reading the immediately above I wondered: What member of parliament

therefore is not restricted by its rules. I took that to mean the governor general is free to address parliament in whatever language she chooses. Still it would’ve kept at bay nitpickers such as I, had someone thought to note the exception to Sections 6.1 and 32.11 of the House rules. In any event it’s been some time since a member, other than the MP for Southeast Castries, stood on his feet to speak from his heart. Rather than upbraiding members who read hour-long speeches, the House Speaker continues to provide them with a varnished lectern, thereby ensuring their comfort while flouting the regulations. There’s a word for that but suddenly I find myself in the grip of a severe attack of lethologica. By the way, the Speaker is empowered to order a member to take his seat “who persists in irrelevance, or tedious repetition, either

of his own arguments or of the arguments used by other members in debate.” Imagine that!

Section 35 (4-6): “It shall be out of order to use offensive and insulting language about members of either chamber of parliament.

No member shall impute improper motives to any member of either chamber of parliament.

No member shall refer to any other member by name.”

Evidently, Section 35.4 might’ve been improved with the following caveat: “Save for motions of no confidence in Allen M. Chastanet, Prime Minister of Saint Lucia.”

It occurs to me that the House Standing Rules and Orders says nothing about live and unedited TV coverage of parliamentary sessions. Where that’s concerned it seems anything goes. Not so with the House of Commons and the

House of Lords. Perhaps the current situation will be given some thought only when some touchy “stranger” decides to test before the courts how far MPs are permitted to take their “privileged” speeches.

But enough. It remains to be seen whether the current House Speaker will continue to conduct the people’s business in the usual fashion, or by the book. Occasionally a local parliamentarian is reminded that Section 88 effectively empowers Speakers to make words mean whatever they choose . . . nothing more, nothing less. And therein lies the problem!

I came up with more than one possibility. But then I could not imagine them openly acknowledging their ignorance.

To do so would be completely out of synch with Looshan kolcha.

My guess is no local MP would willingly confirm the public suspicion that much of what’s said in parliament might just as well have been delivered in Greek.

Then there are those who, even after a quarter of a century in parliament, still cannot properly pronounce devastate, irrevocable and unequivocal. For them it’s always de-vah-state, e-re-voke-arble, on-ec-quivoke-al. (I’m almost certain I read somewhere that chances are that a man who habitually mispronounces words knows not their meaning. Of course, I may

have imagined this!)

Our dear recently retired governor general comes to mind. You’d think her feathered chapeaus are what her fans miss most. It turns out (surprise! surprise!) her Kwéyòl read-outs of the Throne Speech were what rocked their boats.

But then, what about Section 6.1 of the Standing Rules and Orders? What about Section 32.11 that clearly states “a member shall not read his speech, but he may read extracts from written or printed papers or books in support of his argument, and may refresh his mind by reference to notes?” What about that is so difficult to understand, whether or not for a former magistrate?

Someone most familiar with such matters assured me the governor general is not a member of the House,

At this week’s House session, was Speaker Daniel more interested in teaching attendant students the virtues of patience and tolerance or was he mindful of the history of other Speakers forced to flee the chamber when it overheated?

he following comes in multiple varieties: “For want of a nail the shoe was lost. For want of a shoe the horse was lost. For want of a horse the knight was lost.

For want of a knight the battle was lost. For want of a battle the kingdom was lost. So the kingdom was lost—all for want of a nail.”

All for want of a nail! A far shorter version: “A stitch in time saves nine.” Nine what? Nine stitches, smartass! As already I’ve stated, there are countless versions of the aphorism. But regardless of which catches your fancy, they all warn against the dire consequences of procrastination for whatever reason. Including cowardice!

Consider the latest episode of the endless tragi-comedy performed at the nation’s only theater by graduates of the legendary La Rose Actors’ Studio, barely able to read their scripts, with no clear understanding of their respective roles. The reviews were all over the Internet, the majority saying, as usual, far more about the reviewers than the actual performances. Not

that there was much meat for carving. The word that came to mind as I took in the spectacle from my armchair was déjà vu. But it never appeared in the anonymous Fakebook critiques, neither was it spoken

by Newsspin’s notorious lovers of street theater wherever they encounter it. Perhaps the French word has not yet earned inclusion in our prized kwéyòl dictionary.

To be especially fair, there was nothing déjà vu about our most recent House Speaker. Perhaps he’s still finding his feet, learning how to coexist with the wildlife in their particular neck of the woods (I almost said zoo). He’s been at it just over two years.

Unlike the legendary Wilfred St. Clair Daniel, who was Speaker for most of his working life.

Besides, it would not serve the newcomer well to be perceived as emulating the Speaker at the time of the previous administration. That would be tantamount to treachery deserving of banishment to some particularly frigid zone.

Keeping in mind the history of his immediate predecessor, chances are the current

occupier of the main chair in the House sought inspiration elsewhere. As for the Speaker at the time of Sir John’s passing and Stephenson King’s arrival as prime minister, perhaps the best that might be said of the particular appointment is that it proved beyond doubt that what keeps the male Saint Lucian heart pumping is not so much hemoglobin as misogyny.

Mention of the 200611 Speaker reminds of her laudatory if lofty ambitions at the start of her stint. By reliable account she had always taken a keen interest in public affairs, hardly missing a session of parliament. For most of her life she’d also been a school teacher. Ergo, when she was given the opportunity to serve as Speaker she had at the top of her list a more, shall we say, civilized communication among MPs, and the eschewing of words more suited to bar-room bacchanal. Doubtless she knew well the horrors that from 1979 through ’82 had invaded the honorable House.

The good lady dreamt in vain, as it turned out. Almost from the moment she took

g Before peaker Role?! her oath of office she found herself under attack, subtle and otherwise, until the final explosion shortly before the 2011 general elections. And all because the opposition leader and former constitutional law lecturer Kenny Anthony had decided only his self-serving interpretation of “as soon as convenient” mattered and not that of the other side, which coincided with the Speaker’s.

The recorded consequent upheaval was surpassed only by another unforgettable House incident in the early 80s, when at least one MP threatened to discharge his firearm in the mouth of a parliamentary colleague; when the Mace was tossed around the chamber as if it were a ball at a basketball game; when the Speaker was forced to take refuge in his office.

It has long become de rigueur for defenders of the hinted-at chaotic incidents to cite out of control parliaments in other countries with cultures altogether different from ours, and little the majority here would wish to emulate. Some even mention House of Lords debates, which can at times be quite boisterous but never to the extent that an MP would even consider laying a hand on the Mace or declaring other honorable members “renegades, criminals and money launderers.”

The British parliament permits members, as does our own, certain privileges. Unlike in our House, however, British MPs are not permitted to label their colleagues liars and thieves. The noise from the chamber is usually

supportive of a statement or jeers, which usually end the moment the Speaker has demanded “order!” So far as I can tell, no British MP has ever had reason to run for his life during a House debate.

And speaking of House privileges, there are stated limits to what MPs can say, especially referencing regular citizens by name. I cannot imagine the leader of Her Majesty’s opposition in Britain threatening a prime minister who has announced an investigation into matters of public interest. To threaten to shoot a fellow MP in the mouth would probably result in instant resignation for the would-be assassin.

But to return to where we started: had the rules been adhered to when George Odlum had good cause to rename the House of Parliament “the House of Dissemble”; had the day’s Speaker called on the sergeant at arms and his men to do their duty instead of ensconcing himself in a safe haven when the chamber overheated and that earlier cited MP spoke of shooting lips from the hip; had the 2011 Speaker taught the then opposition leader an unforgettable lesson in professional etiquette; we might not now be burdened with our present House of ill repute operated by delicate madams and wimpy males with suspiciously long nails!

MASONIC CHARITY ABERCROMBIE LODGE Peter Josie

S

ince the installation of their new district grand master for Barbados and the Eastern Caribbean, Freemason lodges in the jurisdiction are being encouraged to reveal more of themselves and the work they do. One of their better-guarded secrets is their charity. For decades they have contributed quietly to needy causes.

Abercrombie Lodge in Saint Lucia is no exception. It bears remembering that Freemasonry was founded on the three grand principles of brotherly love, relief (charity) and truth. Giving quietly and without fanfare has now changed somewhat.

The master and brethren of Abercrombie Lodge are proud to accede to a request from the National Community Foundation on behalf of two promising young people to complete their education in electrical and electronic engineering and computer systems engineering, respectively.

The inspiration for this positive assistance had its genesis in the bequest of a past brother, Arthur Edward Adey.

Brother Adey, an Englishman, came to Saint Lucia in 1933 on a three-year contract with the Government of London to install and commission the first generating plant in Saint Lucia. It was at the newly built Castries power station some one hundred metres east of Castries market and Jeremie Street. His duties included teaching as well as administering the work at the new electrical power plant.

After his contract expired, Arthur Adey decided to stay in Saint Lucia, continuing his employment with the Castries Town Board until his retirement in 1956.

He was admitted into Abercrombie Lodge on September 11, 1936 and became the master of the Lodge in March 1942. He was a keen member of the Lodge and,

except for illness, never missed meetings. At his passing, Arthur Adey left a bequest in his will of $1,000 for the Lodge, which the membership belatedly agreed to use to assist students attending courses at the technical wing of the Sir Arthur Lewis Community College. An Arthur Adey Trust was therefore formed with funds deposited in a local bank. These funds have been supplemented by the Abercrombie Charity Trust Fund, derived from periodic collection of charity from the membership of the various lodges under the Abercrombie banner. It’s not unlike a monthly collection by each class (or form) in a secondary school to a school charity fund to be used as the school authority decides.

The first recipients of the Arthur Adey Trust Fund are Sherlene George from Coolie Town in Roseau, who is studying computer systems engineering. Her mom gave a short and emotional thank you on behalf of her daughter. The other recipient is Ned Mitchell who received a bursary to help him complete his electrical/ electronic engineering course.

Ned is from Belle Vue in Vieux Fort North. Both cheques were presented to the National Community Foundation which

was represented by Natasha Chicot and Michelle Phillips, who promised to monitor the progress of these two students and keep the Lodge informed.

The cheques were presented on behalf of Abercrombie Lodge on June 6 by Brother Ignatius Jean, our treasurer. Brief remarks were delivered by Brother Timothy Chaderton, chairman of the Abercrombie Charity Trust Fund, and Brother Kenneth Monplaisir, a solicitor and senior member of the Lodge.

Another donation was made to the St. Lucia Arthritis and Lupus Association which was gratefully received by Emma Bernard, a lupus patient and active helper at the Association, and Eyonthe Husbands. They both offered brief remarks thanking the Lodge for its assistance and promising to use the funds to educate the public on lupus and arthritis.

The recipients and the assembled guest were afterwards treated to a repast of finger foods and drinks, compliments Abercrombie Lodge.

The Lodge would like to point out that these gifts were a drop in comparison to the other charities and worthy causes it has helped, including Victoria

Hospital. A word of caution to the brotherhood: Do not expose your other ancient and deeply held secrets too willingly to the uncaring.

It bears repeating that Arthur Adey was the only brother in the long history of the Lodge who, on a small pension, saw it fitting to make this bequest. The brethren of Abercrombie are therefore happy to honour his intentions and maintain his memory through the Arthur Adey Trust Fund, for his contribution not only to the Lodge but to his adopted country, Saint Lucia.

Three days later, on Sunday June 9, members of Abercrombie Lodge gathered at Comfort Bay Senior Citizens' Home in Vieux Fort West to donate a refrigerator and other needed items to the home.

Worshipful master Brother Jodi Boodhoo did the honours.

The gifts were thankfully received and the Lodge was assured that they would be put to good use. Afterwards, members and their wives, plus significant others and their children, gathered at the home of Eldridge and Rhon Stephens for fraternal socialization. A fun time, including the playing of dominoes, was had by all.

Cathy Advises from Taiwan on St Lucia’s Food Security

T

he National Pingtung University in Kaohsiung is Taiwan’s largest, with a special focus on agriculture, green energy and the blue economy. Currently, it accommodates 306 international students in various departments and faculties, and the institution takes special pride in training students to consider innovative solutions for social change. One conspicuous student is Cathy Eugene, the only Saint Lucian at the school. Cathy is an employee of the Ministry of Commerce.

She is currently on study leave to attain her Masters in food security. She is the daughter of two farmers from Bocage who inspired her to pursue a career in the field of agriculture.

After graduating from Castries Comprehensive Secondary School, Cathy attended the Guyana School of Agriculture and later gained her Bachelor’s in agri-business management from the University of the West Indies.

Cathy aims to fully serve Saint Lucia’s agriculture industry with her knowledge, and by that she doesn't refer only to producing bananas.

During an impromptu interview halfway across the world, Cathy had a lot to say about her country’s development.

“I focus on food security because it’s efficient. It’s understanding where we are, how secure we are; but my research is directly focused on food loss and wastage and looking for strategies,” she said.

She had considered investigating the scope that mangoes have to offer because of their seasonal abundance in Saint Lucia. But, with the help of her academic advisor, she decided to broaden this idea to overall food loss, to see how much food we lose to natural disasters, poor storage, lack of infrastructure and wastage by the consumer. “I’m supposed to look at that level and see what strategies we can put in place to reduce the losses.”

One of Cathy’s suggestions to improve our current standing in agriculture is to study the benefits of a theme of innovative products that Saint Lucia can produce.

She used chicken as an example: “A lot of the foods we import, we’re not sure of the chemicals in them. What we have to look at is producing a healthy product.

We must find out what our niche is, what our advantage is. And I think in Saint Lucia what we can benefit from is producing healthy foods, because people will pay money for healthy food.”

Her argument is that

although bananas were once our biggest export product, we can no longer rely on them exclusively.

“In agriculture, one of the things we understand is that raw produce is the least paid industry, so we need to move away. And even if we do bananas, why are we still looking to export this fruit? Can we not do something else with the banana? Even with the leaves or some other part?

Value added is the most critical thing,” Cathy insisted.

“We’ve been self-sufficient with eggs for so many years.

We’re still cracking eggs while other people are producing liquid eggs. We are so small we cannot compete on just product. We have to find what is the value we’re competing with. We have to come up with some intrinsic value to put on that same chocolate that you can just pick up for two dollars and get an experience and you’ll still spend five, but you got something more.”

Cathy also proposed that Saint Lucian farmers focus on efficient and nutritious food distribution and zoning: “Although we’re small, the country has different soil types so we know what is best for where. If you want good dasheen, you would go to Soufriere; if you want sweet potato, you’d get it in Choiseul."

Cathy revealed, “One of the things about diversification, which was alarming for me, was I used to wonder why developing countries had so many obese people. It’s because the world doesn’t have a problem with the amount of food; it's the type of food being delivered. Persons would eat a big plate of food and that’s just staples.”

Cathy insists that if certain foods are not grown, people will eat only what is there, and its something that needs to be changed for food and nutrition security. If the country is zoned,

there will food variety. “When I came to Taiwan I was like, ‘Oh boy, that little bit of food!’ But my body has gotten used to it.

It’s just us changing; it’s a whole re-education of what food we should consume, and how, and the market would demand what the farmers would produce.”

Finally, Cathy suggested re-education for farmers and government too. “Taiwan’s agricultural structure and Saint Lucia’s are so different,” she observed. “Agriculture is driven by the farmers in Taiwan. You have things like extension

marketing under the farmers’ association. In Saint Lucia it’s done under the government. I’ve been saying this for a long time: I think the extension service needs to be privatized.”

Referring to her personal experience, Cathy emphasizes that young people are interested in agriculture—and have always been. But like the mandate adopted by Taiwan’s Department of Agriculture, it’s only with government assistance and strategized approaches that the younger work force and its new ideas can be accommodated.

“You have to know what to market; see which ones we can get the most value out of and produce for the market,” she advised. “I always say, before you put one seed into the ground you must know where you’ll sell what you produce, the volume you’ll be selling, and what you expect. If government puts subsidies only on bananas, as a farmer you’ll only want to produce bananas and then you would also be eating only bananas. The policies that the government has will drive people to diversify.”

This reporter visited Taiwan’s Department of Agriculture, which displayed rice products as innovations that promote healthier alternatives to worldwide favourites such as pasta, flour and even cookies. As an island, although larger than any in the Caribbean, Taiwan has faced similar challenges in its agricultural industry.

Flow launches progressive new Parental Leave Policy

The progressive new policy includes up to 16 weeks of paid maternity leave for mothers and 8 weeks for fathers. It is applicable whether employees become parents biologically, via surrogacy or through adoption.

THE UMPIRE STRIKES BACK

I

f we judge William Shakespeare by the first act and scene of his play, Macbeth, he would have been a terrible baseball and cricket umpire, and an even worse football referee. After all, he wrote, “Fair is foul and foul is fair.” However, when I said this to one of my friends, a rabid West Indies cricket fanatic, he insisted, “Shakespeare can’t be as bad as the two umpires in the West Indies match against Australia.”

Even the India Times, parochial as it tends to be, headlined a story on the game which took place just over a week ago on June 6: “ICC World Cup: Dodgy umpiring leaves West Indies fuming”. It is the sort of experience which caused former Indian Cricketer and one-liner genius, Navjot Singh Siddhu, to comment on a West Indian umpire, “Eddie Nichols is a man who cannot find his own buttocks with his two hands.”

What is apparent is that not just the West Indies but the game of cricket, which started in England and is on display on its home turf in the biggest cricket event in years, now has a record that is much worse than Sri Lankan cricketer’s, E.A.R. de Silva who, in 10 matches and 2,328 balls only got 10 wickets at the astronomical average of 129 per wicket. West Indians, including the players, were not amused.

After all, we are people who threw beer bottles at our own umpires in Barbados, Guyana and Trinidad and, while we are not into bitter as much as we were in the old days, and may no longer have what the English call the “bottle” to protest in the same way, our anger is still a heady

brew, as angry posts on social media demonstrate. According to The Times: “On Thursday, the umpires, Chris Gaffaney and Ruchira Palliyaguruge, were forced to change as many as four of their decisions by third umpire Marais Erasmus. Gaffaney, a former first-class player (83 matches) from New Zealand, also missed a glaring front-foot no-ball from Mitchell Starc. If that had been called, Gayle would have enjoyed a free hit, but instead, he lost his wicket off the next ball.”

I checked out Ruchira Palliyaguruge and found that he is a Sri Lankan “lower level” umpire whose umpiring career has been marked by controversy.

According to an article in The Sri Lankan Sunday Times, senior cricket umpires complained to the Sri Lanka Cricket Board that the selection to the ICC Panel was not done on merit. They insisted that Palliyaguruge’s umpiring is way below standard. However, the Sri Lankan cricket bosses claimed that the selection was not based on field performance alone but on the potential and merit of those chosen.

If the debacle in Nottingham has taught me anything, it is that horses are not the only creatures to sleep standing up. As the famous baseball manager and coach, Leo Durocher, quipped, “I never questioned the integrity of an umpire. Their eyesight, yes!”

I grew up experiencing and suffering from some really bad umpiring decisions which were (and are still) prevalent in Trinidad and other Caribbean countries, especially in the “bush” leagues in which I cut my cricketing teeth, and almost extracted some from a

few of the umpires I encountered in those days. Getting hit on your batting pads, regardless of how far outside the leg or off stump, was out leg-beforewicket (lbw). It was the sheer “bold-facedness” of the umpires on their home grounds. I have never forgotten my experience in a match we played in a relatively distant village. I was a fastbowler in my teenage years and I had the batsman out in three consecutive balls except that the umpire called, “Not out!”, “No Ball!” and “No Ball!” again, even to a ball I bowled from behind the crease and it was caught at cover. What caused harsh words, threats, a man running home to fetch a gun and our fleeing the scene, was when, at the end of the over, the lucky batsman strolled down the pitch and asked the umpire, “How I batting Mamoo [Hindi for 'uncle']?”

History is full of other umpires of the same dishonest ilk, apparently blind in one eye, cannot see with the other and totally stone deaf to any appeals.

There is a story about Fred Trueman, the great English fastbowler and stand-up comedian.

The sequence is, “Trueman bowls. Batsman is trapped plumb LBW. Trueman appeals. Not out.

Next ball. Trueman ever-soslightly irritated. Trueman bowls.

Audible snick, ball deflects and sails upward, caught behind.

Trueman appeals. Not out.

Third ball. Trueman a little more irritated now. Trueman bowls.

Through the gate, stumps spread-eagled, middle stump uprooted and cartwheeling.

Trueman turns to the umpire and says with a wry smile, 'We nearly

had him that time, didn't we?'”

Fortunately, there is a third umpire in all major games now who use technology to review the decisions of the on-field umpires.

But, in a few of the world-cup games so far, there is a catch which neither the technology nor the umpires can do anything about unless the rules of the game change. In the India vs Australia match last Sunday, June 9, David Warner played a ball from Jasprit Bumrah straight onto his stumps and the bails didn’t budge or even quiver. In cricket, at least one bail must be dislodged for a player to be given out bowled, stumped, run out or hit wicket.

That bail-out for Warner could have cost India the game. Maybe India could take the case to the Old Bailey and ask that the same modern technology used to determine whether someone is out or not out, should be used to give the batsman out if the ball hits the stumps and the bails fail to fall.

Tony Deyal was last seen reminding Windies fans about the batsman who denied he was out and told the umpire to look in the next day’s newspaper and he would see. The umpire replied, “No. You look. I’m the Editor.”

St Lucian receives High Academic Award from UWI

r Kurt Denzil Prospere has received the award for Most Outstanding Thesis from the University of the West Indies, Mona Campus (2017/2018).

The thesis was entitled “Quantification of Ecosystems Services in the Black River Lower Morass: Technology Choices and Management Options”. Examiners were quoted as saying that the thesis “represented an incredible effort and represents multiple sub disciplines with ecology”.

Examiners went on to say, “It is impressive the he has been able to master several highly technical aspects of the discipline in producing the dissertation.”

During the presentation, the pro-vice chancellor and principal of Mona Campus, Dr Dale Webber, expressed honour to have worked with Dr Prospere. Dr Webber referred to him as the statistical guru as he, Dr Prospere, had been able to master the R-Statistical programme and also to teach the programme to professors and students alike.

The research areas in his Ph.D study were extensively interdisciplinary. Part of this research involved modelling drivers of ecosystem novelty in remnant swamp forest patches.

He analyzed the tree diversity in ten peat swamp forest fragments in the Black River lower morass and their relationship with past disturbance-, biotic- and structural-based indicators to develop a framework to assess the novelty status of the swamp forests. He established and sampled 44 permanent sample plots (total area 3.92 ha), and sampled all non-woody plants and trees ≥ 2 cm DBH. Multi-level models were used to identify and compare the vegetation types found within patches. Generalized linear mixed models (GLMMs) with and without an explicit spatial component were used to

explore the relationships between various forms of anthropogenic degradation (e.g., burning, cutting, harvesting of shrimp) and other determinants of plant diversity (e.g., non-woody plant species richness, presence of native and non-native grasses). The forest patches were ranked along a continuum representing deviations from a historical proxy (least disturbed) swamp forest to those with dramatically altered structural and floristic attributes (novel swamp forests).

Dr Prospere hails from the community of Canaries and is the son of Anna-Maria ProspereLucien. He began his early education at the RC Boys School, St Mary’s College and Sir Arthur Lewis Community College.

Having come from humble beginnings, Dr. Prospere always believed that education would be the opportunity to better himself and family. With discipline and dedication, he earned a scholarship and went on to receive a Bachelor’s Degree In Agricultural Engineering (First Class Honours) from the University of Pinar del Rio in Cuba.

Following the completion of his first degree, Dr Prospere returned to Saint Lucia and taught at his alma mater, St Mary’s College, for a year. He then went on to earn an MSc. in Agricultural Development from the University of Copenhagen, Denmark, one in Agroforestry from the University of Wales, Bangor; United Kingdom and a PhD in Environmental Biology from the UWI (Mona), Jamaica.

Dr Prospere thanked his family, especially his wife Amoy Theobalds-Prospere, for their unwavering support and the many teachers who moulded him along the way, particularly Mrs Shirley Ann Lubin, former teacher at St Mary’s College and now principal of the Marchand Combined School.

Dr Prospere currently works in Saint Lucia where he hopes to make his greatest contribution while inspiring disadvantaged youths to break boundaries.

While an ambitious, goal-driven person is great, that doesn't mean that person is right for you. If you like or are dating a man who is unavailable or otherwise, you are putting yourself at risk of being used or hurt because a relationship might not be what he wants. Unless you are just as busy and there is a mutual understanding between you two as to meeting dates, talk times etc., that relationship most likely will not work out. Respect that this person is self-developing and move on.

Then we have a situation where he tells you he isn't ready for a serious relationship. This is a common excuse used by both men and women who are just not into you or maybe afraid to commit because they are afraid

of being hurt. There is nothing wrong with being guarded and careful about entering a new commitment. However, if someone finds a partner that they have truly felt connected to and value, these insecurities will mean nothing. They pretty much disappear. In other words, if that person really likes you, then they would be willing to work on their insecurities just to be with you. Whatever fear they have of commitment won't come close to the fear of losing someone they love. Avoid making excuses and fooling yourself into believing that you can wait it out and that he will eventually change his mind. That is too much energy wasted and that will most likely end with you getting hurt. Move on and find someone on the same page as you.

When you do that you give away all your power and rely on someone else’s validation to decide if you are good enough.

Grab that power and trust that the relationship isn't meant to be and it is for your own good. Basing your worth on someone else’s opinion of you will always create emotional suffering.

To conclude, my advice is to focus on you, develop yourself in any way possible. That way, when you do find that special person, you will be able to say, "Hey, I’m bringing this to the table.

What about you?" No one who loves you will disrespect you or intentionally hurt you. Keep that in mind.

20 Meets 20 Mentorship Programme Underway

wenty young entrepreneurs are currently being mentored in Saint Lucia by twenty experienced business persons from the local community. The 20 Meets 20 Mentorship Programme was announced in January this year, as part of activities to mark Saint Lucia’s 40th anniversary of Independence. On Tuesday, June 4, 2019, a training exercise was held between the 20 young entrepreneurs selected and their mentors, at the Golden Palm Events Centre in Rodney Bay. This was followed by an exhibition of the work of the participants and a business mixer.

Speaking at the mixer, Ms. Lenita Joseph, Deputy Permanent Secretary, Ministry of Equity, Social Justice, Empowerment and Local Government, explained the process for the mentorship programme.

“Government embarked on a very participatory and inclusive calendar of activities to mark the observance of Saint Lucia’s 40th anniversary of Independence,” Ms. Joseph started. “A number of events

were planned, including a 20 Meets 20 mixer, for 20 veteran business owners and 20 young entrepreneurs. In January, the Independence 40 committee engaged in dialogue with the Small Enterprise Development Unit, SEDU, of the Department of Commerce, and the Saint Lucia Chamber of Commerce, to plan and implement this initiative,” she went on to say.

In explaining the criteria, PS Joseph said that start-up applicants had to be between the ages of 18 and 35, in operation for not more than five years and registered with the registry of companies or SEDU.

Between June and December 2019, when the programme culminates, the mentoring, monitoring and training of the mentees continues.

An award ceremony will then be held in December 2019.

“And here we are today, cementing the foundation for inclusive economic growth and community development. Today we have witnessed some of the amazing innovative ideas on display,” Joseph said.

entrepreneurs included 3D printing, food catering, jewellery and accessories, clothing and textiles recycling, eco-tours and organic chocolate tea, breading mix and hair and body care.

The idea of the 20 Meets 20 mentorship programme was proffered by committee member Ms. Sonia Sifflet and it was heartily embraced by the Independence committee.

Senator Fortuna Belrose thanked the Independence 40 Committee for its passion and dedication which she descibed as what was needed to inspire young persons.

“People who are passionate and believe that we should be doing more, that’s what we had with the committee of the 40th Independence Anniversary, and that’s what our young people want; they want people who are eager and excited,” the senator said.

Belrose went on to thank all the participants and called on Saint Lucians to continue to rally behind the Independence theme: “All in—Our Journey, Our Future”.

n a 2018 article titled ‘The Caribbean Has a Crazy Country Music Scene, and It’s in Saint Lucia’, Jason Fitzroy Jeffers wrote the following in American Airlines’ inflight magazine, American Way; “It can be hard to reconcile St. Lucia’s tropical splendor and Creole culture with lonesome cowboys and pickup trucks—indeed, the source of the island’s fascination with country is the subject of debate even among its islanders. The one thing nearly everyone recalls—whether you talk to elder shopkeepers or hipster DJs at downtown bars—is the childhood ritual of standing on their mothers’ feet and being taught to square-dance, as country music poured from the family radio.”

Today, this obsession with country music calls for fascination, especially from American visitors.

As the island celebrates Independence 40 with the

theme “All in—Our Journey, Our Future”, organisers of the year-long celebration feel that it is imperative to recognize all facets of cultural influences, including country and western.

Down Syndrome G

enetics is an amazing thing; it makes us who we are. Inherited genes from each of our parents determine whether we are male or female, the colour of our hair and eyes, and even our personality traits.

Sounds simple but it is quite complex.

Genes are made up of DNA, which is made up of chromosomes. Normally we inherit 23 sets of chromosomes from our mother and 23 sets from our father. However, sometimes things go awry.

An example of this is Down syndrome, a condition caused by the presence of an extra chromosome: chromosome 21.

Down syndrome, also known as trisomy 21, is the most common of chromosomal abnormalities and affects around one in 1,000 babies each year. It was first described in 1866 by a British doctor, John Langdon Down, after whom it is named. It was not until 1959, however, that the genetic link was discovered. There are three known types of Down syndrome: • Trisomy 21 – where every cell in the body has an extra copy of chromosome 21; • Translocation Down syndrome – where cells have an extra part of chromosome 21 or where a whole copy of chromosome is attached to another chromosome rather than on its own; • Mosaic Down syndrome where only some cells have an extra chromosome 21.

In many cases, Down syndrome affects physical growth and intellect but more often it is distinguished by its recognisable physical characteristics. Although babies with Down syndrome are usually born at average weight and size, their growth rate is slower. This is also noticeable in adults who tend to have a shorter stature.

Other common signs can vary among individuals but include having a small chin, almond-shaped eyes, a flat nasal bridge, a protruding large tongue in a small mouth

Developmental milestones are markers used as a guide to monitor specific stages that babies are expected to reach by a certain age. For example, crawling typically occurs between 6-12 months but may not happen until 8-22 months in a child with Down syndrome.

Low muscle tone can also affect suckling and feeding that could also account for low weight after birth.

Intellectual ability, reasoning, thinking, understanding and social skills may be affected as well as speech problems. However, if speech is affected, it may not be because of intellect; it may be due to the size of the tongue.

As well as problems associated directly with Down syndrome, children and adults are also susceptible to a range of health problems which can affect: • Hearing and Vision; • Heart; • Endocrine – for example, thyroid problems and diabetes; • Immune System; • Gastrointestinal – Constipation; • Teeth; • Fertility.

Doctors do not know what actually triggers the chromosome abnormality that causes Down syndrome, but it is more common in women over 35 having babies or in women who already have a child with the condition. This is why some doctors recommend that every woman should be tested, especially if she is in the higher risk category.

There are two types of test: screening and diagnostic.

Screening tests do not confirm whether the child has Down syndrome, only the likelihood.

Although there is no cure for Down syndrome, it is important to seek medical guidance for common associated health problems. It is also likely that throughout the child’s life, he or she may need help from other health

professionals such as speech and language therapists, occupational therapists and physiotherapists.

Physiotherapy can help improve motor skills and should be started as early as possible if there are indications of developmental delays and low muscle tone.

As mentioned earlier, signs and symptoms can vary greatly between individuals.

In recent years, the average life expectancy has risen from 25 years of age in 1983 to currently 60 years of age.

Individuals who are only mildly affected may choose to live independently, work, contribute to the community and form intimate relationships.

The Myths of Yoga

I

nternational Day of Yoga is June 23. Here in Saint Lucia, celebrations will commence the week before, from Sunday June 16 through to Sunday June 23. This is a worldwide event whereby people who practice Yoga come together to do the same poses on the same day. It was created to bring an awareness of what Yoga really is, to those who have no knowledge of the goodness that Yoga can bring.

There are many myths behind Yoga and its history, such as: Yoga is only for flexible people; I’m too stiff.

Yoga isn’t just for flexible people. If you’re not flexible then you are the person who should do Yoga as it creates flexibility. For example, if you have tight hamstrings you may have lower back pain. Creating flexibility in the hamstrings may help the back pain. Many find that after just a few Yoga classes they are able to move better and with more ease, and they are not only more flexible but also stronger.

I’m too old to do yoga.

Elderly people who do Yoga generally feel better than others of the same age. It helps them to walk straighter instead of being hunched over due to ageing and the shrinking body.

They learn that after practising Yoga for a few months they are able to sit on the floor and get up from it with no assistance.

Their balance is better because the body becomes stronger.

They become more flexible and able to move about with more ease. I’ve been told by some of my students who are of advanced years that they have stopped taking their pain pills as they no longer need them.

I’m much too overweight to do yoga.

Being overweight does not prevent you from practising Yoga. Yoga can change the body. For serious practitioners, it has a way of guiding us in the way that we eat. We lose our taste for the foods which aren’t good for our bodies.

We learn to become aware of foods that make us feel better, give us more energy and help us to look better and more alive.

I have too much joint pain to do yoga.

Yoga can help to alleviate joint pain if practiced properly with balance and alignment.

Each Yoga posture has a way of balancing how we stand and move. The first pose that we learn in Yoga should be Tadasana—Mountain pose— which is the basic standing pose in Yoga. Medical science is now finding that the way we stand on our feet can actually affect our health. Improper balance on our feet, such as standing on the outside of the feet, taking the weight to the front of the foot only, or too much weight on the heels, can all create knee, back, hip and even shoulder pain.

In some cases it can lead to heart attacks and strokes, migraine headaches and many other issues. Those with fallen arches usually also have weak ankles which can create a misalignment of the legs and, in turn, the entire body.

A dedicated Yoga practice will create and strengthen alignment which helps in alleviating that pain.

Swim Carnival’s Open Water Events

pen water swimming is relatively new to this island. The St Lucia Aquatics Federation (SLAF), hoping to change that, last Sunday hosted the first ever Open Water Swim Carnival, at Pigeon Island.

President of the SLAF, Eddie Hazell, said, “What went on today is the start of one of

our major programmes, where there is a big thrust to push open water swimming in Saint Lucia. After all the theoretical work, we have put together an Open Water Swim Carnival which is a pilot project, a test run, because very soon from now we will be starting a fully fledged open water competition.”

Today [Sunday] we have a lot of the eight and under swimmers taking part in the 1km and then we are moving way up to the seniors in the 5km, which is a gruelling event.”

Thirty-seven swimmers registered, swimming the 400m, 800m 1km, 3km and 5km events. Competitors came from the following clubs: Lightning Aquatics, Southern Flying Fish, Sharks and Seajays, and were joined by a few independent swimmers.

There was a diverse range of participants. Ages stretched from eight to 63 years, and included mothers and sons, plus an outstanding father, daughter and son entry. It was truly encouraging and says a lot for the continued growth of the event.

Medals were awarded to the top three male and female finishers in each event.

Emerging as top swimmers in the 400m swim were Karetta Charles (third), Arami George (second) and Aaron Charles (first).

David Jn Pierre was the only swimmer who swam the 800m.

The top three placements in the 1km male were Ethan Hazell (third), Karic Charles (second) and D’Andre Blanchard (first). Results in the 1km female category were Naima Hazell (third), Mikaili Charlemagne (second) and Naekeisha Louis (first).

Walking away with medals for the 3km male were Lorenzo Festini Cromer (third), Felix Frederick (second) and Jayhan Odlum Smith (first). In the female category, Mildred Voon came second and Kristin

Deason first.

The 5km event was a true test of endurance and not for the faint of heart. Snatching second place in the male category was Naushad Khan with Joshua Adjodha in first place. In the female category, Vanessa Eugene took second place and Marisa Louisy clinched first place.

Meet Director Yasmin Tyson was pleased with the turnout and expects the Carnival to be annual.

She aims for it to strengthen the bonds of families in sport.

The SLAF thanks all parents, family and friends who assisted in making the event, with its fundraising efforts, a success.

The Federation intends to meet in the upcoming days to review and work on the enhancement of Open Water Swimming in Saint Lucia.

Seajays Swim Club to host annual Karen Beaubrun Swim Meet

he Seajays Swim Club is preparing to host the fifth annual Karen Beaubrun Swim Meet scheduled for June 22-23, 2019 at Rodney Heights Aquatic Centre (RHAC).

Saint Lucian swimmers from the Sharks Swim Club, Southern Flying Fish, Romain Roosevelt Swim Club, Sailfin Swim Club, Lightning Aquatics Swim Club and RHAC Swim Club, plus unattached swimmers and hosts Seajays Swim Club, will compete in friendly rivalry in the 8-lane 25-metre pool.

Sanctioned by the St Lucia Aquatics Federation, the Karen Beaubrun Swim Meet continues to provide an opportunity for swimmers to make their best time for selection on the national team. This team will represent Saint Lucia at the upcoming Goodwill Swim

Championship in Suriname in August and the OECS Games in St Vincent in November.

This year Seajays Swim Club promises to continue the legacy of its beloved former coach, Karen Beaubrun, who passed away in 2011. The club will continue to emphasize Coach Aunty Karen’s philosophy of hard work, dedication and character development throughout the sport of swimming.

ollowing a total of 76 matches played at three separate venues involving 28 teams, the Veterans in Sports Inc St Lucia International Masters Tournament ended with a grand finale on Monday June 10 at the Daren Sammy Cricket Ground.

This tournament was the biggest of its kind in Saint Lucia, with international, regional and local teams participating.

The tournament wasn’t only about football; visiting teams were treated to signature Saint Lucian hospitality and were taken out to enjoy a bit of our nightlife at Rhumba at Gros Islet Friday Night Street Party, and in Rodney Bay.

Pele Masters from the United Sates remained true masters of the game, having won the Over 40s and Over 50s divisions. Saint Lucian teams performed well and gave a good account of themselves, especially Gros Islet. They made it through to the Over 40s final match where they were eventually defeated by Pele Masters. Three local teams, Marchand Veterans, Anse La Raye Veterans and Soufriere Veterans, placed second, third and fourth respectively in the highly competitive Over 40s Plate Division.

Local teams also fared well in the Over 50s Plate Division, with Gros Islet Veterans placing first, followed by Caricom Masters, Marchand Veterans and All Blacks Dennery.

CEO of Veterans in Sports Inc, Alvin Malaykhan said, “It was a really exciting, hardworking and tiring launch.

From all the feedback I got from the players, this was going to be an exciting tournament, and it was. We started Friday with the welcome, followed by matches Saturday, Sunday and Monday.

I think players loved—but it was very taxing on the body.

All in all, I think the teams that came in, all the teams that participated, really enjoyed this tournament. Being the organiser, I was pleased with what I saw and what we executed.”

But not everything went exactly as planned and Malaykhan (also a player for Caricom Masters) admitted there were some hiccups. “In all tournaments there are always little hitches,” he said.

“This is our first tournament of this magnitude but I think we can only build on it.”

Malaykhan thanked everyone, including the many sponsors and, in particular, Caribbean Alliance St Lucia Insurances, which was a major sponsor.

When asked to put a figure on the total expenditure for the tournament, Malaykhan said $300,000. From all indications, it was money well spent.

Dates announced for India Tour of West Indies

T

he West Indies will begin their bid to become World Test champions during the India Tour of the West Indies which starts in August. The Tour will be sponsored by MyTeam11 and co-powered by Skoda and Kamla Pasand.

During the five-week Tour, the West Indies and India will play two Tests: from August 22 to 26 at the Vivian Richards Cricket Ground in Antigua and from August 30 to September 3 at Sabina Park in Jamaica.

n Friday June 14, leading up to the observance of Olympic Week 2019, the Executive Board and Member federations of the Saint Lucia Olympic Committee Incorporated (SLOC Inc), reverenced the memory of deceased honorary member Jonathan Hugo Everett by naming its board room after him.

Jonathan became an honorary member of the SLOC Inc in April 2013 and served with distinction and commitment until his passing on November 17, 2018. He worked tirelessly and was instrumental in the organisation as he was the one who obtained its headquarters situated at the La Clery and Vide Bouteille junction. His wise, objective and incisive contributions at meetings of the Executive Board were highly regarded.

Jonathan had a passion for sailing and was integrally involved with the St. Lucia Yacht Club. Through his involvement with the Rotary Club, he was a driving force with the staff and youth of Grow Well, an organisation founded 24 years ago by the Rotary Club of Gros Islet, which, during Jonathan’s long-term trusteeship, grew and provided invaluable service to the youth of Gros Islet.

In the last 25 years of his life, Jonathan participated in Rotary and was a true Rotarian.

He lived the Rotary motto of service above self. He was involved in almost every project that the club carried out. From his support for Grow Well to his advocacy for the Centre for Adolescent Rehabilitation and Education (CARE), he impacted the lives of many young people who were at risk. He could be found painting schools, supporting junior golfers, driving all over the island to deliver wheelchairs, in the heights of Fond St Jacques pitching Shelter Box tents, and delivering hampers and toys every

Christmas. He was always there when wise counsel was required, and served the club as vice president on many occasions.

In recognition of his invaluable contribution to Rotary, he was honoured on multiple occasions with Paul Harris Fellowships.

Jonathan was a prominent member of the valuation and real estate communities. He arrived in Saint Lucia in the early 70s, as the sales manager for the Rodney Bay Development Company, recruited to head sales of the vast new virgin site that became the Rodney Bay Marina.

He became one of Saint Lucia’s most experienced realtors and was respected widely for his knowledge in that field, as were his valuations. He subsequently became involved with Cap Estate, Marigot Bay, Mustique Island and even developments in Barbados and the Bahamas. It is for all these attributes that the Saint Lucia Olympic Committee Incorporated is assured that Jonathan Everett will always be remembered by the Saint Lucian Olympic family and the wider Saint Lucian society.

s Saint Lucia continues its preparation to participate in regional and international football tournaments, the St Lucia Football Association (SLFA) Inc is staging two friendlies at the Daren Sammy Cricket Ground this weekend.

The SLFA Inc is host to La Horquetta Rangers Football Club of Trinidad and Tobago.

The 22-man team arrived on Thursday, June 13 and will depart on Wednesday, June 19.

The team is coached by Gadeem Corbon, with Keyon Edwards as his assistant, and is captained

by Jamal Creighton.

The first game, yesterday, featured the visitors playing the Senior National Men’s team. On Sunday June 16, the National Under 23 team will engage the visitors from 4:00 pm.

According to a spokesperson for the St Lucia Technical Coaching Team, the two friendlies are being used as a yardstick to see where the players are currently, and to further analyze them, since resumption of training under new coach Jamaal Shabbaz.

Both the Under 23 and Senior National teams currently train

at the Daren Sammy Cricket Ground, and on Wednesday the Under 23 team went through their paces. Both training squads consist of players who have returned from overseas during their school break.

In other news, the Central Planning Committee recently held a very successful meeting as it continues its preparation for the staging of the Windward Islands Senior Female Football Tournament at the Daren Sammy Cricket Ground. The date of the next planning meeting is Monday, June 17 at the office of the SLFA Inc.
