Today, life without bread is like politics without corruption or Jofra Archer without a ball.

It is the staple that holds my life in the Caribbean together.

In Barbados, where I lived for several years and begat two children, I found two additional reasons to love the country.

The first is that while Trini pride might be in its fading oil wealth, Bajan Pride is a flour. Secondly, Barbados is the only country with a local bread called a “Health Cob”. The word “cob” is from late Middle English and means “rounded” or “head” so it is a round-head like Oliver Cromwell but not as hard to swallow. The “health” cob has raisins, my favourite additive in all baked goods. In my old days of travelling through the English-speaking Caribbean by LIAT, and knowing that I would be spending long hours in airports after the cafeterias had closed for the night, I always took one with me. Even though Guyanese tennis rolls with their lemony, vanilla flavour are my favourite Caribbean bread, I go with whatever is available on any day of the week from Jamaican Hard Dough (probably named after the cost of living) or Coco Bread, Dominica Mastiff with its size and bite, or Antigua Sunday bread. Although I’ve had the occasional Jamaican bulla because of the sweet ginger flavour, it is something I do not dare mention to my Trini friends who prefer to eat saltfish and roll straight off their beds.

In addition, I love bagels.

The bagel, a roll with a hole, something it has in common with Mark Anthony and other great lovers and playboys in history, is golden brown and crusty on the outside, and soft and tender on the inside.

Without the cream cheese and salt salmon (lox), they have only 270 calories per three-ounce bagel. The first bagel rolled into the world in 1683 when a local baker wanted to pay tribute to Jan Sobieski, the King of Poland. King Jan had just saved the people of Austria from an onslaught of Turkish invaders and a lifetime of nougat. The King was a great horseman, and the baker decided to shape the yeast dough into an uneven

circle resembling a stirrup. The Austrian word for "stirrup" is "beugel". My word for Bagel is “Adam’s”, the first and only bagel factory in the Caribbean.

Before Adam’s opened in Trinidad over twenty-seven years ago, I had lived and worked in Washington D.C. and my way to work at the World Bank and, subsequently, the Pan American Health Organisation, was interrupted by a bagel factory. The low cost, wide choices and great taste made me a bagel junkie and so, upon my return briefly to Trinidad, I was overjoyed to know that a bagel factory would be, apart from steel pan music and “doubles”, our first major contribution to civilisation as I define it. Not that our other breads are not worth their salt but there is something about bagels that give them pole position in the race. They are the Lewis Hamilton and veritable McLaren of flour power.

A Union in Trinidad has as its rallying cry the motto “Peace, Bread and Justice”. Given the battles they fought in the early days under the leadership of labour stalwarts Tubal Uriah Butler and George Weeks, I marvel at their insight in putting bread in its rightful place at the centre of man's search for salvation and salivation.

However, we are not the only creatures that do so and this story is worth a rye smile or two. Two insects left the flour bin to go out into the world to seek fame, fortune and dough.

One became a roll-model and the other, whose life was filled with many turnovers because of his half-baked schemes, died before knowing how much he was kneaded. He was always known as the lesser of the two weevils.

Taking a close look at the @ opmsaintlucia handles, it’s easy to tell that it is all strategic. The pages are eons ahead of a couple of birthday shout outs and reposting of house debates on Facebook, like Pierre's social media.

That’s not what we look for anymore, we want short, sweet and colourful content with incredibly sharp images.

We want to see our friends smiling, happy kids, scholarship alerts, everything that’s newly opened and anything that would benefit us. We want the tough-to-chew loan agreements broken down for us in a few short paragraphs. And yes, we actually want to see the Prime Minister rolling on the ground with some of the biggest names

in football; it makes us laugh.

It’s not about the money spent on someone following him with cameras, but the person graphically designing the posters, announcements and videos and thinking of captions that a 20-year-old is willing to read. It’s also about the person who was able to gain 1,224 followers (as of press time) on

their Instagram page. These are the keys to success! These are the survival skills for social media.

Do you think Donald Trump would have been popular without Twitter? Who knows? It doesn’t matter anyway because social media is inescapable.

The Leader of the Opposition doesn’t like that money might be spent on the prime minister’s social media, but isn’t it worth it?

I

read online some questions from the Opposition Leader about the Prime Minister’s social media presence. Mr. Philip Pierre seemed awfully perturbed about the cost of such publicity and the source of the funds. The more I read, the funnier the opposition MP’s questions seemed to me. I wondered: Why hasn’t Mr. Pierre questioned government’s spending in relation to radio and newspaper promotions? His own party, more often than not, carries live on the Internet its demonstrations, platform meetings and town hall gatherings.

So, as far as I know, there have been no public announcements regarding cost or where the money came from to pay for such exposure.

Then why pinpoint the PM’s social media funds?

Social media is no longer a shunned, bad habit that people fear becoming addicted to; it’s become the only media that matters.

The days of complaining about the amount of time your kids spend on Facebook and Instagram ore over. Sorry to break it to you, but we live here now and we’ve dragged all of you in with us. Job application forms now have slots to enter your personal website and LinkedIn information. Even the requirements for a visa to the United States now ask for social media details. It’s where many youths make money and, if it’s not direct income, it’s used to market our best selves. It’s how we communicate with our friends and put on airs to make our enemies jealous. That is where we “throw shade” and criticize politicians (we’re truly not happy with any). Prayers are shared and philosophy is offered in the same place where half-naked ladies can be screenshotted as a forever-memory in an instant.

It’s the easiest way to get to us, our eyes are glued 24/7. If there is something you want the youth to see, upload it and there would be an average of 9 hours a day that you have to your advantage to throw it into our faces. We will see it on one of the at least five apps. That is what Allen Chastanet is doing, not just because he’s a politician and his posts are merely tokenism but also because, like I said, his communications department—which is a standard unit for any government—understands that a large

Chastanet Torpedoes Opposition’s Negotiated Plan for Hewanorra International Airport!

or some time now the opposition party led

by Philip J. Pierre has admonished Prime Minister Allen Chastanet for choosing to place the cost of the HIA redevelopment project “on the shoulders of generations to come” when he could easily have adopted the SLP’s PPP approach instead. Had he done so, Pierre and his party have repeatedly suggested, Saint Lucia would have had a state of the art Hewanorra without any financial burdens on taxpayers. The issue came up again at the most recent House session on Tuesday, when Statutory Instrument No. 94 of 2019, which authorised the Finance Minister to borrow US$202,500,000 to finance the HIA project, was revoked.

Said the prime minister: “Let me state clearly that this amount is not an additional borrowing for the HIA

Redevelopment Project, but is simply a correction to Statutory Instrument No. 94 of 2019. The only difference between the resolution passed previously is that we have now included the names of the banks mentioned as being part of the syndicate.”

Although the Opposition Leader Philip J. Pierre didn’t dwell on this matter, he recalled: “During the debate I mentioned that if there was a syndicate of banks, why weren’t they being mentioned? And, as usual, I was ridiculed and laughed at, as if I didn’t know what I was saying.

But today . . . and this will happen many times in the term of this government, they will have to come back and change and undo what they’ve done.

This morning they are here and very sheepishly they say: ‘It’s not more money that is being borrowed!’ ”

He added: “We never said it’s more money being borrowed. When we discussed this resolution, members of the opposition made their position clear: we were not in support of borrowing to redevelop HIA

and we still hold that position.

We are very strong in our position that this borrowing will cloud the fiscal space and is borrowing that could be avoided.

It is our deep conviction that this government should go the PPP route.”

He reminded the House, with reference to airport revenues, that the airport tax is not a sure thing as “revenue streams are not static. They change. If something happens to our industry, where is that revenue stream?”

In his turn, the prime minister thanked the opposition leader “for his comments” noted his “consistency,” then proceeded to torpedo all he had said: “I would really like to take on one of his more consistent arguments. The Leader of the Opposition, to his credit, brings up the same point both in the House and publicly, and I can well imagine the public’s confusion over this issue.”

questions to gain clarity on this issue. Let me explain again for the public’s benefit, and hopefully for the benefit of members on the opposite side, what we inherited, what decisions we made and why we made them.”

He argued that according to the PPP arrangement

negotiated by the SLP when it formed the government, Saint Lucia “would have to forego $60 of our airport tax for thirty years. That in turn could cost the country nearly EC$2 billion, if our average total arrivals is multiplied by the $60 airport tax over the next thirty years. That’s how much we were going to

have to forego.”

He also explained that the $202.5 million loan amount isn’t just for the airport terminal: “The terminal was US$120 million. We’ve said that, but the terminal does not include the need for a new air traffic control tower. It also does not include a new taxi way. Nor does it include the resurfacing of the runway. And it also does not include the proper flood mitigation investment.

Today, when we do these major infrastructural projects, the requirement by all the agencies is that we anticipate the continuation of global warming, and therefore we have to build our infrastructure to be able to deal with such things.”

His eyes locked on the opposition leader, the prime minister fired his final shot: “So the point is, where is this money going to miraculously spring from?”

For once it seemed the opposition had run out of steam.

The resolution was adopted without further argument.

ollowing a commendable financial performance for the year ended December 31, 2018, the East Caribbean Financial Holding Company (ECFH) and banking subsidiary Bank of Sant Lucia have reported strong results for the half year ended June 30, 2019.

ECFH reported a half year profit after tax of EC$17.6million representing an increase of EC$4.1million (30.7%), compared to the same period in 2018 which recorded an EC$13.5million profit. This is attributable to the continued growth and performance of its sole subsidiary, Bank of Saint Lucia. Total assets grew by 3.6% from EC$2.160billion as at December 2018 to EC$2.3billion as at June 30, 2019.

Balance sheet growth was the result of strong performance in the investment portfolio and increased customer deposits during the six-month period.

Managing Director Dr. Bernard La Corbinière attributes much of the Bank’s success to the unwavering support of its customers and shareholders, the hard work and dedication of directors, managers and staff and the focus engendered by the implementation of its strategic plan.

He added: “Undoubtedly, there are a lot more promoters like myself in Saint Lucia that have never had serious incidents at their events.

I’m very concerned that one promoter, because of negligence, will make it more difficult and more expensive for all other promoters.”

“We have a responsibility,” said the former Marina manager. “If it’s only about making money, then you won’t care. But these people are our customers and it affects our product if they are not safe. In the States, if anything happens at your event, or there is a drunken accident afterwards, your organisation gets sued. I guess that’s why people can get away with it here. Going to court is such a long-winded process and no legislation forces event promoters to be responsible.”

SAINT LUCIA SECURES TWO ADDITIONAL DIRECT BRITISH AIRWAYS FLIGHTS

ase of access to the now trending and fun-filled Caribbean destination of Saint Lucia from the pivotal United Kingdom (UK) market has been significantly enhanced.

Following high-level discussions with government and tourism officials, premium carrier British Airways (BA) on Thursday, August 22, 2019 broke news of the introduction of two additional direct flights per week to Saint Lucia.

Taking effect next summer, the no-tag flights will commence July 4, 2020 and will run through August 29, 2020.

The flights offer three classes of service and will add an average of 600 additional seats weekly to facilitate travel to the island.

In responding to the news of the additional flights, Prime Minister Allen Chastanet said, “We are elated with this

latest development and the good fortune it spells for our continued efforts at growing visitor arrivals from the UK market.” He added, “Based on the 2019 Virgin Atlantic schedule with three weekly flights, we had a total of 798 seats. When taking the ‘tag factor’ into consideration, we actually had approximately 399 seats per week.”

Tourism Minister Dominic Fedee said, “This bold decision

by British Airways, with whom Saint Lucia has a long-standing mutually beneficial relationship, certainly helps in filling the void left by Virgin Atlantic and their proposed pullout come next year. This new arrangement means that with more than 600 additional seats weekly, we now benefit from a net gain during July and August of more than 200 seats.”

Fedee says together with the additional flights, several other marketing initiatives are being explored as a means of imbuing added life into the British market.

The additional flights will bring British Airways’ scheduled direct service from London to Saint Lucia up from seven to nine flights weekly.

Currently Saint Lucia is serviced by 14 direct BA flights that interconnect between London, Trinidad and Grenada.

Accommodations in Saint Lucia include world-class five-star resorts, all-inclusive resorts, intimate inns and valueoriented properties. Saint Lucia is also home to world-class cruise and yachting facilities.

The island is continually recognized as one of the leading wedding and honeymoon destinations of the world.

PAWI: Saint Lucia must keep buggery law in place!

he Pentecostal Assemblies of the West Indies (PAWI) on August 18 hosted their second rally in three days to discuss “the agenda of the LGBTQ+ community for Saint Lucia and the wider Caribbean”. The rallies came ahead of the scheduled Pride Celebration from August 23 to 26. Per the organisers, the numerous activities are aimed at educating and sensitizing the public, as well as “nurturing the dignity of non-heterosexual and gender-conforming people on-island”.

The first rally was held at the Victory Pentecostal Church in Vieux Fort on August 16.

Following a rousing rendition of ‘Stand up for Jesus’ the rally got under way with Professor West at the podium. He prefaced his presentation by stating their lack of interest in “what happens in people’s bedrooms”.

What was of concern was what West described as the LGBTQ campaign to change the society to one where the LGBTQ group is dominant.

The church and others, he says, will be subject to this.

West reminded his audience that Christ came to save all sinners, including homosexuals.

He referenced two cases in the United Kingdom: Former magistrate Richard Page, who was fired after he expressed his belief that it was in a child’s best interests to be raised by a mother and a father. Then there was Dr. David Mackereth who resigned his job after he refused to refer to transgender people by their preferred pronoun.

“There are lots of stories like that and it’s going to happen in Saint Lucia, unless you do something about it,” West warned. “If you don’t see this punch coming, it’s going to knock you out.”

Identifying the Christian worldview and the atheist/ secular worldview, West argued that a country cannot have two worldviews for law and

public policy because it is not workable.

“So you in Saint Lucia have to decide which worldview you want,” he said, “whether you want the atheist, secular worldview which will cause you to be fired if you say a man is a man, or do you want the Christian worldview?” He stated that the Judeo-Christian worldview is under threat and blamed this on Christians who allow others to dominate the places of power, such as the judiciary and universities. He highlighted Caribbean nations as where the Judeo-Christian worldview is dominant, but is challenged by others who would make the secular view dominant.

Dr. West also called into question the legitimacy of university studies and encouraged the audience not to believe them. He claimed the universities are doing poor research and, as long as there is a public policy a university wants introduced, it will publish a study that supports its view.

Attorney Philippa Davies spoke on the possible changes in the education system that would expose children to concepts and words associated with the LGBTQ agenda “in order to groom the children to accept lies about homosexuality”.

She pointed to Macmillan’s Primary Level Health and Family Life Education series that defines gender identity as “your own sense of being a girl

or a boy”. This, she says, will open the way to normalizing transgenderism. “They’re teaching the children that you can separate what your body says, to who you would like to be.”

As for the buggery law, Davies likened it to a stopgap in the dam. “The buggery law draws the line in the sand between abnormal and normal sexual behavior; between natural and an unnatural sexual behavior. LGBT activists know they have to get rid of the buggery law first in order to break open the dam and flood society with their lies . . . Repealing the buggery law opens the way for same-sex marriage. Saint Lucia, you have to keep your buggery law in place. Keep it in place!”

Following the event, PAWI’s Presiding Bishop Dr. Thomas Eristhee expressed satisfaction with the turnout at the two rallies. He announced plans to host more rallies and marches, and to submit a petition to the government to keep the buggery law on the books.

Saint Lucia’s Criminal Code defines buggery as “sexual intercourse per anus by a male person with another male person.” Any person who commits buggery commits an offence and is liable on conviction to imprisonment for life, if committed with force and without the consent of the other person, or ten years in any other case.

Who Knew Stephenson King Was Into Kitchen Gardening?

owever revealing, MBC’s recent “harrowing” news story about the kidnapping of an individual the presenter referred to as “John Doe” was not without its confusing aspects, maybe because the item left important questions unanswered.

For one, it seemed MBC went out of its way to protect the identity of the victim, a grown man who by his own account had spoken to the police prior to his televised interview. Certainly his identity was no secret to his alleged kidnappers. John or Jane Doe usually refers to persons unknown or anonymous.

Then there was the revelation that an unidentified “minister” was involved in the alleged abduction. It was unclear whether he was a minister of government or of a church. Moreover, the police had instructed the alleged kidnap victim not to tell anyone he had made a report.

Evidently the MBC report also gave the police cause for pause, maybe because of the stories it had spawned all over

the internet, to say nothing of the conclusions by the ubiquitous Facebook sleuths. At least one government minister was indentified in the mostly anonymous Facebook exchanges.

On Monday the police that had earlier been silent on the matter convened a press conference, ostensibly to clear the air, especially since several callers to the talk-radio programmes had commented on the police press officer’s nervousness as she read out details of the alleged kidnapping. There was also her statement that contradicted some of what the victim had claimed during his MBC interview.

According to the police, the victim had made a report at the Gros Islet police station the day following the July 14, 2019 kidnapping. In his interview with MBC the man complained that his report had been given scant police attention, an assertion that the police countered with their own version: “On Thursday August 15th 2019, one individual was arrested and charged

and a second was arrested and charged on Friday, August 16th 2019.” The police identified the individuals as Jonas James and Franklin Rambally. Both were charged with kidnapping and, following court appearances, were released on bail in the sums of $15,000 and $10,000 respectively.

As for John Doe’s claim

on TV that his girlfriend had identified a minister associated with the location where his captors had taken him, the police said on Monday that MBC’s source had never once mentioned a minister to them. “We can say that when the individual made the report, there was no mention of any untoward behaviour on the part of any minister of

government or any parliamentary representative. What we can say now from his statement provided to the police, is that he never made mention of any member of parliament being involved in any way.”

Moreover: “There’s nothing suspect about the behaviour of the police officer” who had instructed him to keep to himself that he had reported his ordeal.

Such disclosures, say the police, can be dangerous. “In any case, any responsible police officer would have advised that person to refrain from telling other persons that they’ve made a report. You don’t want to be in a situation where you further jeopardize your security, your safety, by telling too many persons that you’ve made a report to the police after having been allegedly kidnapped. Any responsible police officer would advise you to refrain from telling anybody of it. You don’t want a situation where you’ve made a report and because you’ve told too many persons your life is at further risk.”

They did not comment on the fact that the men charged with kidnapping had been released on bail, neither the possible repercussions.

On Wednesday ACP Wayne Charlery congratulated his corporal's handling of the press conference: “I found that she did a very good job.

Fantastic! Because the matter was under investigation.

Persons were charged and subsequently bailed for that offence.”

Questioned by reporters on Monday, MPs Lenard Montoute and Ezekiel Joseph readily admitted they operated farms, as is well known.

Minister Stephenson King was also quick to say that he had “a kitchen garden”. He did not say whether it was large enough to produce his daily meals, let alone domestic animals.

By reliable account no minister of government has yet been interviewed by the police!

hen someone approached me berating a young Saint Lucian lawyer who is alleged to have run afoul of the law, I promptly shut him up with the words: “We ought not to be quick to judge, because it demeans us all. Besides, gloating over the weaknesses of others is uncharitable.” I might have kept the particular recollection to myself but for the way we judge our West Indian cricketers, especially in relation the change of name from St. Lucia Stars to St. Lucia Zouks. The timing of the disclosure of the return to the St. Lucia Zouks after a mild flirtation with the other name is neither here nor there. In naming things of national import, such as sports teams, we ought to bear in mind the island’s history, its

icons, its heroes. I believe our national sports teams ought to be named after the fighting Brigands

Those who criticized the poor performances of the West Indies cricket teams over the last few years must come to terms with at least one crucial issue: international cricket teams were motivated to defeat one team and one team only: the West Indies team. This determination did not stem from hatred, or racism as a younger generation may be tempted to surmise. No! The reason the West Indies team was targeted was because its cricketers at the time were the best in every department of the game. In the era of Holding, Roberts, Croft, Garner, Marshall, accompanied

by Haynes, Greenidge, Richards, Lloyd, Murray and company, the game was taken to a level of fun and professionalism that few spectators had ever experienced.

And that came after the three W’s plus Sobers and Kanhai had set a new standard of batsmanship.

Aspiring young cricketers, whether in England, Australia, India or Pakistan, wanted to play like the above-named West Indians. Following Hall and Griffith, the West Indies pace foursome were so intimidating that the ICC changed the rules of the game to make more than two bouncers per over illegal. Today, the past success of West Indies cricket may be measured by the continued determination of the teams that emulate them.

In this tough competitive world of international sports, the best West Indies cricketers

never earned as much as runof-the-mill players earn today. I still consider Sir Garfield Sobers the greatest cricketer who ever walked the face of the earth. In all his playing days he probably was paid a mere fraction of what certain cricketers, who would not stand in Sir Garfield’s shoes, earn in one year. I count as one of my many blessings that I saw Sir Garfield play in both inter-colonial cricket matches representing his native Barbados against Trinidad, Jamaica and Guyana, and in test matches in Barbados and Trinidad against England, Pakistan and Australia.

There can be little doubt that a certain amount of insularity has inserted itself into West Indies cricket since the departure from the game of greats such as Sir Frank Worrell, Sir Garfield Sobers, Clive Lloyd and Sir Vivian Richards. That may be one reason for the decline of West Indies cricket. The fact remains that the West Indies comprises a smaller population than other cricketing nations. Besides, young West Indies sportsmen are increasingly drawn into other international sports such as basketball, tennis and athletics, thereby decreasing the pool of talent available to West Indies cricket selectors.

Time marches on, and change is the only constant in life. The one thing that never changes is the fact that success is still measured by the practice hours put in by those who wish to excel. There is no substitute for training and hard work. Indeed, it

has been observed that it takes at least ten thousand hours of practice before a person can achieve competence in the playing of a musical instrument.

I would not be surprised if it takes the same time, or more, to play the type of cricket shots associated with Sobers and Richards in their time, now being emulated by Virat Kohli of India.

A caring and compassionate people (I have deliberately not said Christian), aware of the great thinkers in history, would hesitate before criticizing anyone, including lawyers and others whom we expect to set an example for the next generation.

The manner in which we observe and criticize is also important.

If we cannot offer alternative behaviours, are we any better than the hypocrites who so often threaten to cast the first stone at fellow sinners? To say that each is equally wrong is a cop-out. The person doing the criticism has a moral duty to improve the status quo. We ought, therefore, to be certain that we handle criticisms (and disclosures) with care and appropriate deference.

I wish I could say this in stronger language, but my own sinful ways would not allow me to cast that first stone at the West Indies cricket team or against the name change from St. Lucia Stars to St. Lucia Zouks, especially as I’ve made my preferred name—The Saint Lucia Brigands—clear to one and all.

And that name should apply to more than just cricket.

King Leaves Burglary to Police

ormer Prime Minister and now Minister for Infrastructure, Ports, Energy and Labour, Stephenson King confirmed his home was burgled on Friday August 16, and that the police are currently investigating the matter. He would not disclose what was stolen or anything else regarding the incident.

Speaking to reporters before the House of Parliament on Tuesday, he said, “The matter is in the hands of the police

and I leave it to the police. It was burgled and therefore I place it in the hands of the police. I have every confidence that they will resolve it.

It happened Friday afternoon.”

The police press office said that there was no available information about the burglary or the investigation.

After confirming his home was burgled, Stephenson King expressed confidence in the police being able to resolve the incident.

GOVERNMENT OF SAINT LUCIA SETTLEMENT UPGRADING PROJECT CONSTRUCTION OF RESIDENTIAL ACCESSES, DRAINS AND FOOTPATHS INVITATION FOR BIDS The Government of Saint Lucia (GOSL) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to USD6,233,000 towards the cost of the Settlement Upgrading Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments

by CDB will be made only at the request of GOSL and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOSL shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

The Project is being implemented by the Ministry of Economic Development, Housing, Urban Renewal, Transport and Civil Aviation through the Programme for the Regularisation of Unplanned Developments (PROUD) within the Department of Housing, Urban Renewal and Telecommunications. The PROUD has contracted Consultants who will assist PROUD with delivering the Project. The Consultants have prepared designs and contract documentation and will assist in tender administration and evaluation and supervise Project Activities.

The PROUD now invites sealed bids from eligible bidders for Construction of Residential Accesses, Drains And Footpaths, Lot 1 & Lot 2. The works include, but are not limited to the following: 1. Construction of Residential Accesses and Drains at Bexon, Contract No. /SUP 53/SFR – OR – STL (P1), Lot 1 2. Construction of Residential Accesses and Drains at Bexon Heights Development, Contract No. /SUP 53/SFR – OR – STL (P2), Lot 2 Consideration will be limited to firms or joint ventures of firms, which are legally incorporated or otherwise, organized in, and have their principal place of business in an eligible country and are either; (a) more than 50% beneficially owned by a citizen or citizens and/ or a bona fide resident or residents of an eligible country, or by a body corporate or bodies corporate meeting these requirements; or (b) owned or controlled by the Government of an eligible country provided that it is legally and financially autonomous and operated under the commercial law of an eligible country and otherwise meets the eligibility requirements of the CDB Guidelines for Procurement (2006).

Eligible countries are member countries of CDB. Eligible bidders will be required to submit full qualification information with their bids establishing their eligibility to bid and qualification to perform the contract if the bid is accepted. Tender and qualification information are to be submitted in the English Language on the prescribed forms inserted in the Bid Documents. Submissions that do not provide the information required, or do not demonstrate the prospective contractor’s ability to perform satisfactorily, will not qualify and will not be considered for further evaluation.

While we bask in our convenient delusions that yesterday’s kids—that is to say, today’s parents— were far better behaved, dressed modestly, did not imbibe, remained virgins throughout their teens, there is this inescapable sobering statistic: A recent World Health Organization survey ranks Saint Lucia ninth for its highest per capita consumption of alcohol.

Booze has for a long time been the hi-octane of almost every local social activity, consequences be damned, including cirrhosis of the liver and diabetes.

Try to imagine, if you dare, carnival—our main cultural showcase—sans booze.

But then, “people must learn

London court opens way to start $9bn cl

est African nation loses legal case over aborted gas processing plant contract The court decision represents perhaps the largest financial liability in Nigeria’s history. A UK judge has ruled that a small gas firm founded by two Irish businessmen can seize roughly $9bn in assets from the Nigerian government, the equivalent of about a fifth of the west African country’s foreign reserves.

The decision came in enforcement proceedings pursued in the London High Court by Process and Industrial Developments

over an aborted 2010 gas processing plant project, for which it had been awarded $6.6bn in an arbitration case in January 2017.

With interest of over $1m a day this has ballooned to over $9bn, or roughly 2.5 per cent of Nigeria’s GDP.

In his court ruling, Justice Christopher Butcher said the company can enforce the arbitration award as if it were a UK court order, which would allow it to begin seizing Nigerian assets in the UK. The lawyer for P&ID said the company was “committed to vigorously enforcing its rights, and we intend to begin the process of seizing Nigerian assets in order to satisfy this award as soon as

possible”.

The decision represents perhaps the largest financial liability in Nigeria’s history. Lawyers representing Nigeria, Africa’s largest economy, had argued that the arbitration award should not be enforced because it was “manifestly excessive and penal”, and that the UK was not the right jurisdiction for the case.

Mr Butcher rejected the government’s arguments. The Nigerian government has yet to make any payment, and “has not applied to set it aside in any jurisdiction”, according to the ruling.

Grynberg’s lawsuit stems from an agreement between his Texas-based Company RSM Production Corporation and the government, signed by then prime minister Kenny Anthony.

n July 25, 2019 a visibly irate Martinus Francois left the high court building on Jeremie Street en route to the nearby House of Parliament, where he hoped to find Speaker Andy Daniel. He hoped in vain. The attorney has filed a constitutional motion against the Speaker over the failure of the House to elect a deputy Speaker.

At a hearing last month Justice Agnes Actie ruled that Francois had incorrectly served court documents on a secretary at the parliament office, not the Speaker himself.

The case was adjourned to 31 October. Outside the court a furious Francois complained about the judge’s decision and questioned whether he was expected to barge into Daniel’s office. If need be, he said, he would interrupt a House sitting to serve the Speaker personally.

He was not true to his word. Not during Tuesday’s sitting anyway. But Speaker Andy Daniel has confirmed to reporters that he still has not been served. “Let’s get this straight,” said the Speaker, “Martinus Francois is a colleague, in the sense that we are both members of the bar. The impression was given that there was some hankypanky going on, that maybe the Speaker was dodging him.

He went on: “In terms of the particular matter, in law, certain offices require to be served in a particular manner.

I would believe, for example, if you were serving on a company you serve at the headquarters of the company.

So you cannot just walk into parliament and serve the first person you encounter, it’s wrong.”

Daniel says that his position on the vacancy is clear: the deputy Speaker must be determined by all the members of Parliament. When Parliament decides to elect a deputy Speaker is their prerogative. Their decision will be most welcome. “I have no issue with court,” said the Speaker. “At the end of the day, if that’s where the question has to be answered, that’s where it will be answered. My role is Speaker of the House.”

Francois is seeking a declaration as to the meaning, interpretation and construction of Section 36 (1) of the Constitution, which says in part that when the office of deputy Speaker falls vacant, a replacement shall be elected “as soon as convenient”. He is also seeking a mandatory order from the court to adjourn all future sittings of the House until a deputy Speaker has been elected, and until the final determination of his case.

Me Before You

F

or many women, we spend a lot of time trying to please those we love, sometimes believing it's synonymous with sacrificing our happiness. We work hard to be the perfect daughters, sisters, friends, girlfriends, even mothers. But recently I’ve come to realize the truth in the cliché “no one's perfect”. You may say “DUHHHHH!!!” as you read this because its such a common thing to say. However, you might not realize that even if we use the phrase often, our daily actions are extremely contradictory. I can explain this and give many different examples but today I will focus on this in the context of a romantic relationship, since I’ve found myself to be guilty of trying to become the perfect girlfriend.

It is in my nature to put my all into a relationship; to go all the way with romantic gestures, words of affirmation, support, loyalty, sex . . . you name it. But

over the years I had become so obsessed with committing to my relationship that I lost sight of what I needed in a relationship.

I wondered if I was truly happy because I adopted the thinking that if he was happy, then so was I. I was dead set on fulfilling every wish he had, sometimes not first discerning whether he was undeserving or practising unappreciation towards me.

When you do that, you unhealthily submit to your partner and think that any unjust action from them is okay. However, submission is simply about serving your husband or partner in a way that benefits both you and the relationship, meaning your needs are also being fulfilled. There is a saying, “To truly love someone, you have to learn to love yourself first,” and despite the conflicting views about this, I believe that there is truth in the statement.

I have studied behavioural patterns in people and analysed myself and I have found that people lacking self-love tend to enter very destructive

relationships and convince themselves that this is the person that they need. Or they find themselves in a good relationship but create ways to destroy it. In other words, they are self-destructive. According to research on self-verification, people with negative self-views are sometimes drawn to those who see them as they see themselves—that is, negatively.

Low self-esteem is also linked with feeling less deserving of happiness, which could lead people to tolerate poor treatment.

he Saint Lucia Hotel and Tourism Association has this week formally passed a resolution at its Board of Directors level, for a name change.

Over the past few years, the Association has seen a marked increase in membership from non-accommodation businesses.

As the challenges and concerns from these allied members become prolific, the Directors have discerned that the time has come for the evolution of the SLHTA to encompass and address the needs of allied members. At their Annual General Meeting of members next week Friday, members will be asked to vote on the resolution for the SLHTA to be renamed the Saint Lucia Hospitality and Tourism Association. This, they believe, will promote the paradigm that tourism is really about our destination experiences and ensuring that its benefits redound to all Saint Lucians.

It is this conviction of its Board of Directors which constantly challenges the SLHTA Secretariat to pursue programmes and actions which benefit the widest cross-section of members.

The introduction of a group medical insurance scheme which benefits over 2,000 employees, the expansion of its membership to include employees, the creation of a game-changing philanthropic endeavour dubbed the Tourism Enhancement Fund (TEF) and support for over 250 projects with grants totalling $6 million over the past five years all speak to this commitment.

This week the SLHTA redoubled its efforts to strengthen economic linkages by expanding the purview of its Linkages Committee to encourage permeation of locally manufactured goods and services into the accommodation sector.

Also receiving great attention this week were discussions on the introduction of Tourism Satellite Accounting.

TSA is not a new concept. The Organization for Economic Co-operation and Development defines it as “a standard statistical framework and the main tool for the economic measurement of tourism. It has been developed by the World Tourism Organization (UNWTO),

the Organisation for Economic Cooperation and Development (OECD), the Statistical Office of the European Communities (Eurostat) and the United Nations Statistics Division.”

The Ministry of Tourism hosted a meeting with SLHTA members at the Saint Lucia Tourism Authority's office to discuss the introduction of a Tourism Satellite Accounts system in Saint Lucia and its expected aims and objectives. Represented at the meeting were participants from SLHTA, Project Management Development Unit of the Office of the Prime Minister and staff of the Saint Lucia Tourism Authority.

The TSA is expecting a soft launch in September this year with the intention of a full-scale reporting system operational next year. While the TSA requires another layer of administrative attention, its importance and critical role in ensuring data-based decision making for the development of tourism, was appreciated by all in attendance.

The Saint Lucia Hotel and Tourism Association (SLHTA) is the principal tourism private sector agency in Saint Lucia with a membership of over 200 companies.

As a private non-profit membership organisation, the SLHTA‘s main role is to facilitate tourism sector development and management in Saint Lucia.

Among them was the Honourable Kenny Anthony, then Prime Minister, who holds the Jose Marti National Order, the highest Cuban state award to a foreign leader.

Nor do we forget so many friends from Saint Lucia who studied or worked in Cuba and made Cuba their homeland and became brothers and sisters. There are no doubt millions of shared stories and common anecdotes that unite us. We especially recognize the Humanistic Solidarity Association (Saint Lucia – Cuba) and its members, who have become the best exponent of the brotherhood between our peoples and perennially work in a selfless and exemplary manner.

Our President, Miguel Diaz Canel, has confirmed that our relationship with the Caribbean and with Saint Lucia is based on the cherished principles of solidarity, friendship and cooperation. Those are the principles with which we will continue to work towards the future and from which we can reaffirm that Saint Lucia can always count on the eternal gratitude and support of Cuba.

Our great Caribbean and world poet Derek Walcott said that an island was a poem. We are two islands, but the Cubans and Saint Lucians together have shown that when we unite as brothers and sisters in the common effort, we are one poem bonded together.

The pros and cons of hypermobility W

e all know someone who is super-flexible, who can almost effortlessly perform the splits while most of us can only look on in awe. There have been many terms to describe this ability: double-jointed, joint laxity, and the more recent “hypermobility syndrome”. The legendary escape artist Harry Houdini was thought to be hypermobile.

Hypermobility can run in families, and the most common factors are: difference in the shape of the ends of bones and joints; over-flexible ligaments and joint capsules both of which are made up of collagen.

Ligaments join bone to bone and the joint capsule surrounds joints; together they have the job of keeping joints stable and preventing unnecessary and excessive movements. It is thought that abnormality of collagen fibres plays a part in

joint laxity, but it is important to note that collagen is present not only in ligaments and joint capsules but also in our organs, blood vessels and our skin.

Because of this, people with hypermobility are more likely to have acid reflux, irritable bowel or bruise more easily. On the upside, it can mean fewer wrinkles.

It is not only collagen that is affected in people with hypermobility. Stretch receptors, found in muscles and organs, are also affected. Stretch receptors are present to protect the body from over-extending, and a delayed response means that our joints are able to move beyond what is normal range, or even allows us to eat far more than we should, even when we are full.

One of the earliest signs is a delay in reaching developmental milestones.

For example, speech may be

delayed as well as walking later due to less control and stability in the arms and legs.

For some parents this may be worrying. They fear these signs could mean there is something wrong with their child, but children are resilient and, in most cases, they soon catch up with their peers. There are, of course, other more telling signs: the ability to bend the thumb backwards till it touches the wrist; being able to bend the knee backwards, and to pop the shoulder out of place.

It may sound like it’s a great attribute to have, and most people with hypermobility have no symptoms, but for some, having flexible joints is not a blessing but a curse that can lead to instability of the joints, increasing the risk of sprains and strains, dislocation of joints, especially the shoulder and kneecap, and, in some cases, even cause

So, as you can see, being hypermobile can be both good and bad but let’s end on a positive note. There are many world-class gymnasts and ballet dancers who are hypermobile. But guys, don’t despair. Pakistani cricketer Shoaib Akhtar, the fastest

WHAT IS IT ABOUT YOGA THAT MAKES US HEALTHIER?

here are so many things about yoga that make us healthy. Thousands of years of the art, science and philosophy of Yoga has brought our world to an understanding that we need to find that balance as human beings to live with one another in a healthy, happy environment. Pose and repose has taught us to become more aware of who we are, how we move, and what we can do to feel better and be better through the asanas, pranayama, and meditation.

The asanas are the physical postures of Hatha yoga. Each asana, whether it be a standing pose, seated pose, twist, backbend, restorative or inversion, has a therapeutic, mental and emotional effect on the body and mind.

Standing poses build strength, flexibility and balance.

Tadasana—mountain pose—is the basic standing pose in Yoga.

It tells us a great deal about our posture and the alignment of our bodies.

In Tadasana we begin with the feet and the way that we stand on our feet; they are our base and the roots of the pose. From my experience as a yoga instructor, many people stand on the outside of the feet, taking most of the weight into the outer foot. This throws off the alignment of the legs, back, hips, knees and entire body.

It may be difficult to understand why long-term yogis are more agile and fit than others their age, but holistic personal care is what’s key.

In Tadasana we press into the feet and lift the knees and thighs to stretch the legs. This brings the muscles and flesh in to hug the bone. It brings nourishment to the bones which can help to prevent osteoporosis and, at the same time, assist with circulation and build strength in the legs.

Group tests on people with osteoporosis and osteopenia have shown that those with osteoporosis who practised yoga at least three times per week were able to reverse the osteoporosis to osteopenia, and those with osteopenia found almost no traces of the disease at the end of the tests.*

The common observation that Yoga practitioners seem to live long and fracture-free lives suggests that the unusually prolonged poses, which are held for a minute and a half to two minutes, may be a stimulus to

bone health.

In mountain pose, many people tend to throw the buttocks behind and the chest forward, creating lower back pain. In Yoga we teach that the buttocks must move down and forward, away from the waist, to lengthen the back. As the inner shoulder blades move into the chest to lift and open the chest, we create more space around the heart and the lungs.

In lifting the chest, we also open the side ribs, creating strength

and flexibility in the intercostal muscles, which are the muscles located between each rib.

The diaphragm is located at the top of the abdomen, and divides the chest and abdomen.

The intercostal muscles and diaphragm are the muscles that assist in our breathing.

So, what we think is a simple standing pose, can do so much for our health. But, as you can also see, it is not so simple!

From this basic standing pose we learn to focus; this focus brings the mind into a more peaceful state which brings us to meditation in movement. We build strength which helps create better balance and flexibility which, in turn, helps us to move about in a less painful, easier way.

he 2019 Saint Lucia Basketball Federation National League, brought to you by Blue Waters, FLOW and KFC, continued on Friday August 16 and Saturday August 17 with a double header on both nights at the Beausejour Indoor Facility.

Friday’s games saw the youthful Windwards team playing the experienced Basketball for the Future (BFTF). A lights-out shooting performance by Windward’s top scorer, Chiec Alphonse (22 pts, four rebounds, four steals) and Keon Allen (20 pts, four rebs, four assts), was enough to stave off any attempt by Jervais Norbal (20 pts, 14 rebs, four stls) and BFTF to claim a win on the night. The final score read Windwards 74, BFTF 68.

The battle of the two undefeated teams Morne Fortune Gladiators and Bonneterre Blazzers gave a

near sold-out indoor facility a feisty offering. From the onset Morne’s Sharmoir Jn Baptiste (21 pts, three rebs, three stls) and Lance Prospere (16 pts, four rebs, three stls) were in predator mode, making the most of lax defending on the arc, where they drained consecutive three pointers to command a double-digit lead for their team throughout the majority of the game.

A charge led by Andre Louison (27 pts six rebs, four stls) wasn’t enough to threaten the Gladiators, as they remain undefeated in the league with a 3-0 record. The final score: Blazzers 79, Gladiators 87.

On Saturday Dennery Dolphins took on VBCC Warlords in game one. A nailbiter from tip off, VBCC benefitted from some sloppy defending and poor offensive possessions by the Dolphins to pull away 54-50.

The victory gave VBCC its first of

the tournament.

Game two saw Courts Jets battle the Royal Saint Lucia Police Force. That game gave fans a glimpse of the Jets’ championship nature, blowing out Police in the first quarter 20-9.

More of the same continued throughout the game and the one-sided affair ended with Courts Jets registering their first victory in the tournament.

Final score: Courts Jets 64, Police 43.

In games played on Wednesday evening, Basketball for the Future defeated Dennery Dolphins 84-43. Craig Duplesis led the winning side with 14 points. Ron Dumerville chipped in with 14 pts, four rebs, four steals and three assists.

Gold and Silver for Boxers at Schoolboys Championships

aint Lucia emerged with gold and silver, for two relatively unknown boxers, at the recent Fourth Caribbean Schoolboys and Juniors Boxing Championships in Guyana. That could change in a hurry, judging by their recent performance in the boxing ring.

It was no surprise that Guyana placed first overall with 11 gold and two silver medals for a total of 30 points.

Trinidad and Tobago, which brought the largest contingent, placed second with 12 points, having won two gold medals.

Saint Lucia placed third with five points, which is quite an accomplishment given the fact their team consisted of only two boxers: Gilchris Medard and Krishone Pierre who both fought in the 52kg weight class.

Medard, in his first ever bout, won a close decision over his Guyanese opponent Dwayne Castello who has 17 bouts under his belt. Medard used his jab effectively to keep his opponent at bay.

Reporting on the bout, Kaieteur News online publication in Guyana stated:

“In the opening round Castello was kept at long range by Medard’s long pawing left jabs, but he soon got on the inside and peppered the St Lucian with digs to the body as he backed him up against the ropes. In the second round Medard danced away from Castello’s punches and scored a few long range shots to Castello’s head, but the Guyanese counterpunched

with body shots which pushed Medard back. The final round saw Medard using his reach to good effect as Castello charged him and landed some nice combinations, but most of them were taken on the gloves or shoulder of Medard.”

To get an idea of Medard’s state of mind when he took on Castello, I asked him following his arrival at George FL Charles

Airport on Tuesday: “How were you feeling when the opening bell rang? He replied: “I was never nervous. I was very confident coming into the ring. I watched the fight that Krishone lost and it gave me more confidence to go through as the underdog. After the referee rang the bell, I jabbed and moved.

The Guyanese, most of them are brawlers, so I stayed outside and used my jabs, my long reach.”

Pierre was also the underdog against highly rated Guyanese Richard Howard.

Pierre received three standing eight counts and, as a result,

went all out in the third round, realizing he needed a knockout to upset his opponent.

Referring to late in the third round of that bout, a quote from the Kaieteur News online stated: “Pierre, engaging in gamesmanship, dropping his guard and inviting Howard to come into his range and hit him, but the Guyanese tried to use his jabs and survived a late rally as the St Lucian threw some big heave-hoes in the dying stages of the contest.”

Despite the loss, Pierre remained upbeat and vowed that next time his silver will turn into gold. For him, boxing is a

redeemer after being suspended following an incident at the Vide Bouteille Secondary School. He told me: “From the time I joined boxing, I got off the street. I tell everybody: ‘Boxing is a hard sport. When you join, you are going to take a lot of pressure. If you love the sport you will stay with the sport. If you like hard work you will stay in the sport and, if you don’t like hard work, you will be out of the sport. So if you come into boxing come with an open heart and open mind for you to win competitions to make your family proud, make your country proud.’”

For President of the St Lucia Amateur Boxing Association, David “Shakes” Christopher, it was more icing on the cake. Christopher was the Chef de Mission at the recently concluded Pan American Games in Lima, Peru where Saint Lucia came away with a gold and bronze medal. Undoubtedly, that has him in a good frame of mind for his upcoming Blackheart/ SLFA Knockout Football Tournament.

After concluding their interviews, both boxers thanked the Ministry of Youth Development and Sports, and especially Minister Edmund Estephane, for assisting with Saint Lucia’s participation at the competition.

ricket West Indies, under the current leadership of President Ricky Skerritt and Vice-President Dr Kishore Shallow, reiterates its campaign commitment to strengthen ties with CARICOM, following a recent courtesy call with Saint Vincent and the Grenadines Prime Minister Dr Ralph Gonsalves.

Accompanying CWI President Skerritt and Vice President Shallow at the meeting was former West Indies wicket keeper and recently appointed CWI Independent Director, Ambassador Michael Findlay.

The more than three-hour meeting, conducted in a serious but very cordial atmosphere, addressed not just the urgent need to strengthen schools cricket, but also concerns and plans for governance reform, a financial review, modernization of the Team Selection System, and the need to introduce a fitness culture at the youth level.

“West Indies Cricket success and growth are crucial to our regional psychological wellbeing. A regional good cannot be operated like a private club,” said Prime Minister Gonsalves who is also CARICOM’s cricket subcommittee chairman.

the new administration, hard work was well under way on all fronts to strengthen stakeholder relations and to bring improvement and success both off and on the field.

Skerritt also thanked and commended Prime Minister Gonsalves for Saint Vincent having done such a good job of hosting the just concluded Rising Stars Under-19 tournament and trial matches.

Dr Gonsalves, one of the better known cricket-loving prime ministers of the region,

reflected on his own pleasant memories of the glory days of West Indies cricket, and said he is hopeful for some of the talent he is seeing now. He urged the visiting CWI trio to do whatever is necessary to mould that talent and improve the onfield results, as the “Caribbean people are hungry for a return to the victory days”.

The prime minister pledged the full support of his government and committed to help rebuild the CARICOM and CWI relations, going forward.

n June 27, 2019 the Pan American Sambo Union was officially formed under the auspices of the sambo governing body’s Vice President Sergey Eilsev and CEO Michal Bushal.

Cristiano Ronaldo admits paying $375,000 to settle sexual assault claim in 2010

occer superstar Cristiano Ronaldo's lawyers revealed for the first time in court documents, the amount he paid to settle allegations that he raped a woman in a Las Vegas hotel in 2009.

Kathryn Mayorga has maintained that Ronaldo paid $375,000 in a settlement and confidentiality agreement after she accused him of sexual assault. The agreement is at the heart of a lawsuit Mayorga filed in state court in 2018 seeking to invalidate the agreement.

The Portuguese footballer, who currently plays for Juventus, insists the encounter was consensual.

In a motion filed last Friday asking to dismiss Mayorga's lawsuit, Ronaldo's legal team acknowledged he paid $375,000 "to maintain the confidentiality of their dispute".

Mayorga's lawsuit, which was refiled in federal court, asks the court to invalidate

the 2010 agreement, on the grounds that Ronaldo and his legal team took advantage of her fragile emotional state to coerce her into signing it.

Ronaldo's motion argues that Nevada's statute of limitations and the confidentiality agreement bar Mayorga's latest claims. He also argues Mayorga failed to present sufficient evidence that she lacked the mental capacity to agree to the terms.

No criminal charges have been filed in the alleged incident.

Some details of the agreement had already come out in the lawsuit Mayorga filed last October, which accuses Ronaldo of battery for allegedly sodomizing her.

Additional claims against him and his representatives include intentional infliction of emotional distress, coercion and fraud and abuse of a vulnerable person.

Initially, she refused to identify Ronaldo to police, fearing public humiliation,

according to her complaint.

Weeks later, when she named him in a police interview, a detective told her that she would face retaliation and her actions would be portrayed as extortion attempts, according to the lawsuit. A nurse who examined her shared the same sentiment, Mayorga said in the lawsuit.

"The psychological trauma of the sexual assault, the fear of public humiliation and retaliation and the reiteration of those fears by law enforcement and medical providers left plaintiff terrified and unable to act or advocate for herself," the lawsuit claims.

Meanwhile, Ronaldo had retained a team of "fixers" who monitored Mayorga, her family, her friends and law enforcement to develop a strategy to prevent the public disclosure of the allegations and criminal prosecution, the lawsuit alleged.

The team communicated

with Mayorga's lawyer at the time, who agreed to private mediation with them. Mayorga's lawyer did not follow up with Las Vegas police, according to the lawsuit.

According to her complaint, in mediation discussions Ronaldo's representatives led her to believe they were attempting to compensate her for her injuries, and that agreeing to the settlement precluded her from cooperating with police. In reality, the lawsuit claims, his team was attempting to obstruct a criminal investigation and erode Mayorga's credibility,

thus diminishing her chances of pursuing a claim for civil damages. The allegations form the basis of Mayorga's claims of coercion and fraud, racketeering and civil conspiracy, and abuse of process.

Knowing she was a "vulnerable person", Ronaldo's team threatened to portray her as having consented to sex and then making a false claim so she could extort Ronaldo for money, the lawsuit claims.

But Ronaldo's motion says that what Mayorga calls a "threat" was actually "a truthful assertion that he intended to defend himself".

The teams which took part in this inaugural event were Combined Colleges and Campuses (CCC) the 2019 CWI Super50 champions, Tertiary Sports Association of Trinidad & Tobago (TSATT), The University of the West Indies (UWI), USA Combined Universities (USA) and Oxford MCCU (UK).

The criteria for selecting the players was as follows: batsman (player scoring most runs in the tournament), fast bowler (fast bowler taking the most wickets in the tournament), spin bowler (spin bowler taking the most wickets in the tournament), wicket keeper (keeper not necessarily having the most dismissals, but consideration should be given to positioning, technique, involvement in the game, etc), fielder (fieldsman not necessarily claiming the most catches but also consideration should be given to run outs

effected, athleticism, throwing accuracy, etc).

The players were selected on the basis of the following performances: best fast bowler, Jalarnie Searles (CCC) – 9 wkts @ 14.44 / SR 13.33 / Econ 6.50 / BB 3 for 13 (assigned to Trinbago Knight Riders); best batsman, Christopher McBride (Oxford) – Matches 6 / Innings 6 / Runs 245 / 3 x 50s / HS 74 / Ave 40.83 / SR 136.87 (assigned to Jamaica Tallawahs); best spinner, Dominic Clutterbuck (Oxford) – 11 wkts @ 15.45 / SR 14.73 / Econ 6.30 / BB 3 for 24 (assigned to Barbados Tridents); best wicket keeper, James Seward (Oxford) – 5 catches, 5 stumpings and 1 run out (assigned to Guyana Amazon Warriors); best fielder, Keron Cottoy (CCC) won the award for best fielder and was selected in the player draft by the St Kitts & Nevis Patriots, guaranteeing for himself even greater involvement in this year’s tournament.

More significantly, with this inaugural tournament we created a real conduit for student athletes to effectively transition from amateurs into professional cricket. Student cricketers had the opportunity to compete in a professional university cricket tournament earlier this year; unknown talents were unearthed and, as you can see, the very best performers were rewarded with opportunities to advance their cricket careers alongside CPL franchises. Effectively, CPL, CWI and The UWI have improved the player development pathway in the region and strengthened the tertiary tier of cricket considerably with this initiative."

SUMMARY: The Underwriter responsibility for general underwriting administration and customer service procedures, ensuring that all submissions to NAGICO are processed in a professional, courteous and timely manner. Supporting intermediaries in servicing and executing business, in accordance with the guidelines set by the Company’s management and industry best practices within the given limits of authority.

KEY DUTIES AND RESPONSIBILITIES 1. Render friendly and efficient service to all walk-in customers, brokers and agents.

2. Assist with the resolution of queries liaising with the respective department or management as deemed necessary 3. Promote NAGICO’s products and services to prospects,intermediaries and existing customers through up-selling, cross-selling and prospecting.

4. Offer informed coverage advice to all customers, existing and/or prospective.

5. Execute the underwriting process, including but limited to risk assessment and selection, applying adequate pricing and follow up services across all authorized classes of business.

6. Provide general insurance quotations, issue policy cover notes, certificates, contracts and endorsements in accordance with underwriting guidelines.

7. Process insurance applications, renewals, cancellations and related submissions ensuring thorough review, system entry and collection of all supporting documentation in accordance with underwriting guidelines.

8. Conduct site visits in collaboration with intermediaries and/ or independently acquiring business, assessing loss exposures and recommending risk techniques as required.

9. Liaise with Jr. Underwriting Manager as necessary to verify additional policy requirements, special terms or conditions.

10. Assist with timely preparation and distribution of renewal notices and retention efforts by contacting, monitoring and reporting on lapsed and upcoming renewals as required.

11. Maintain and foster fruitful relationships with intermediaries which includes conducting courtesy visits.

12.Monitor agency’s compliance with company’s underwriting procedures through document review and audits, providing recommendations and taking corrective action as authorized.

13. Effectively manage workflow, keep abreast with competitors and industry developments to offer feedback / recommendations to management.

14.

Keep professional/technical skills current through on-going education, training and attending workshops and seminars presented for self-development and exposure.

15. Assists in collection of accounts receivables guided by accounts department as deemed necessary from time to time.

QUALIFICATIONS, SKILLS & EXPERIENCE 1. Minimum of an Associate Degree in Business Administration and Minimum 2 years’ working experience in a similar position and/or customer service relations in the insurance industry or minimum of 5 CXC passes including English and Mathematics plus 4 years’ working experience in a similar position and/or customer service relations in the insurance industry.

2. Knowledge of underwriting principles with minimum certification in CIFC, CIPC, CIMC, AINS, Certificate CII or a related discipline.

3. Maintains and develops professional and technical knowledge through continuous educational development with a concentration in General Insurance.

4. Knowledge of General Claims would be an asset.

5. Must have intermediate knowledge/skills in Microsoft Office Suite.

6. Must show good planning and organizing skills; good communication skills; good interpersonal skills; good customer service orientation; good analytical and decision-making skills; results focused orientation; keen attention to detail; excellent time management skills; and willingness to be an excellent team player with a positive work attitude.

7. Must exhibit trustworthiness and discretion when handling confidential information.

8. Ability to work consistently to achieve targets, without constant supervision.
