Financial Action Task Force Recommendation 30: Responsibilities of Law Enforcement and Investigative Authorities

By The Attorney General’s Chambers and the National Anti-Money Laundering Oversight Committee (NAMLOC)

R

ecommendation 30 of the Financial Action Task Force (FATF) Forty Recommendations mandates countries to have designated law enforcement authorities which have the specific responsibility of properly investigating money laundering, terrorist financing and predicate offences through financial investigations. These enquiries occur with a view to: identifying the scale of the criminal network, tracking and tracing the proceeds of crime or terrorist funds, and finding evidence which will aid a criminal proceeding.

Countries are also mandated to designate at least one competent authority to identify, trace and initiate freezing and seizing of property that is or may be subject to confiscation. It is therefore important that law enforcement authorities have the power to

conduct parallel investigations.

Parallel investigations occur when a financial investigation occurs at the same time as a criminal investigation, and should include cases where the predicate offence happens outside of the jurisdiction.

This means that co-operative investigations with competent authorities in other countries must take place.

Under this recommendation, countries are urged to consider taking measures, even legislative in nature, to allow for competent authorities to postpone or waive the arrest of suspected persons. This is done for the purposes of identifying other persons involved in the criminal activity or for gathering greater evidence.

It should be noted that this recommendation also applies to competent authorities which are not law enforcement in nature but which have the responsibility of pursuing financial investigations of predicate offences.

In order for law

enforcement and investigative authorities to function effectively and efficiently, countries should ensure that proper financial, human and technical resources are provided to them. Additionally, staff of law enforcement and investigative authorities must be highly skilled, professional and possess integrity at the highest level.

Saint Lucia is now undergoing its 4th Round Mutual Evaluation, assessing the country’s regime in combatting money laundering, terrorist financing and the financing of the proliferation of weapons of mass destruction. A part of this assessment will seek to determine how well law enforcement and investigative authorities are executing their functions under this recommendation.

Ex-officer Amber Guyger testifies that she wishes Botham Jean 'was the one with the gun who had killed me'

mber Guyger, the exDallas police officer charged with killing a 26-year-old man in his own apartment while she was off-duty, broke down on the witness stand on Friday, saying she believed she'd entered her own home and thought the man she encountered was going to kill her.

"I hate that I have to live with this every single day of my life," Guyger cried as she testified in her own defence.

"I ask God for forgiveness, and I hate myself every single day . . . I wish he was the one with the gun who had killed me. I never wanted to take an innocent person's life."

Guyger, who is charged with murder in the death of

Botham Jean, struggled to maintain her composure most of the day. She testified that she was "scared to death" at discovering the apartment door "cracked open" and a silhouetted figure in the darkness inside.

Guyger testified she was still in uniform when she drew her service weapon and shouted: "Let me see your hands! Let me see your hands!"

The silhouetted figure moved toward her in a "fastpaced walk," she said. She couldn't see the person's hands."Hey, hey, hey," she said the person shouted, and she pulled the trigger.

Amber Guyger began testifying in the trial on Friday morning. She had earlier been

asked by one of her lawyers to describe the way she approached the door to what she thought last September was her apartment. "I want to go through a few things that happened at that door with you now," said one of her lawyers, Toby Shook.

"Yes, sir," replied Guyger.

Then, Guyger's lips began to quiver as she broke down in tears while stepping down from the witness stand to demonstrate how she carried her police equipment in one hand and tried to open the door with the other.

The judge immediately called a recess, and the jury left the courtroom.

If convicted, Guyger faces up to life in prison.

o officially launch Creole Heritage Month 2019, an oversized panel of women and George “Fish” Alphonse readied to tell the press what’s in store for what has been the country’s biggest cultural celebration for decades. But what was meant to be a press conference seemed like the Msgr. Patrick Anthony Folk Research Centre’s cry for help under the pressure of all the other Creole Heritage Month stakeholders. The big players in what we now know as Jounen Kwéyòl include Cultural Development Foundation (CDF), Events Company of Saint Lucia (ECSL) and the Government of Saint Lucia, all with their own mandate.

According to ECSL CEO Lorraine Sidonie, it was “such a pleasure to collaborate with so many organisations. And though we are each pulling off our individual objectives, they are all intertwined. We are positioning Saint Lucia as a world event destination, as a culturally rich and exciting place to discover, and Creole Heritage Month is doing that for us.”

For Culture Minister Fortuna Belrose, the current administration aims to prove to Saint Lucians that their culture matters to the government by providing more funding for Creole Heritage Month activities. However, there are some terms and conditions that the FRC has to keep. “I laud the efforts of the FRC in mobilizing and creating the awareness at the base,” said Belrose. “They continue to do that very well but I think it’s also important for them to realize their stakeholder base has expanded.

It’s important that we use all means necessary to ensure the key parties are engaged and then the final decision is relayed to the people. We cannot just take it on our own and run, which we used to do in the past because we were alone doing it.

What weighed on the minister’s conscience is the community of Choiseul, which was told just two weeks before the start of Creole Heritage Month that it would no longer be a host for Jounen Kwéyòl events. Belrose implied that FRC’s confirmation of Choiseul

According to court documents dated January 26, 2018, Fevrier was ordered to “repay the sum of $28,042.58 to the Bank of St. Lucia by way of monthly

The Prime Minister demanded that the UN move with some sense of urgency: “To date, despite the overwhelming evidence, the tragic loss of lives and the destruction of people’s dignity, we have failed. Prime Minister Chastanet in his speech also expressed Saint Lucia’s support to the substantive participation of Taiwan as an active member of the international aviation community in ICAO forums.

“The G7 has now added its voice to those who have long advocated for the inclusion of Taiwan in the work of the global community. As we continue our strides to implement the 2030 agenda for sustainable

development, the participation of small states and all states in the various UN agencies and processes is critical to achieving our collective goals.

We have to remain true to the agenda’s clarion call to leave no one behind,” Chastanet said.

On the issue of Venezuela, the Prime Minister stated that Saint Lucia continues to believe this crisis should be resolved peacefully and through dialogue: “Military action is not the answer. But let me be clear; the continued instability in that country is a threat to us all in the hemisphere. This cannot be overlooked or swept under the table.”

As he ended his speech, the Prime Minister challenged the UN to be more proactive: “I would like to be able to boast of a United Nations where small nations like mine receive a fair hearing and genuine empathy, when appropriate; a United Nations where once the case is made, there is an examination of conscience followed by a commitment towards change.”

He added: “To some this may seem like a high ideal but I submit that it is the minimum owed to states like Saint Lucia’ it is indeed the object and purpose of the United Nations.”

The Prime Minister also spoke at the Climate Action Summit, held meetings with the UN Secretary General and was a panelist at the World Economic Forum Impact Summit and several high-level meetings on development financing.

INSPIRING HOPE . . . BEYOND POLITICS Peter Josie

T

his week I return to a theme that has occupied my mind for a very long time, one that a small circle of friends and acquaintances will recognize. I refer to the need for a free-thinking, politically independent group of patriotic Saint Lucians who are prepared to discuss the social, political and economic situation of the island, publicly and truthfully.

This thinking is not uniquely mine. It has been broached by a number of people that I respect, including the publisher of this newspaper.

The need for a more informed discussion on climate change, including changing weather patterns, is generally accepted. Curiously, however, I have not paid sufficient attention to the science behind global warming even though the results seem evident. I am informed that we ought not to confuse the local weather with climate change. Those aged sixty years and older will be acquainted with the

local weather riddle: ‘June too soon, July stand by, August you must and September all over’, and can today appreciate the unpredictable rain and wind patterns. Recent storm and hurricane reports have made a mockery of that riddle.

The Caribbean prophet Bob Marley (deceased) reminded us in song that when the rain falls, it does not fall on one man’s house; does not discriminate between people whatever their rank, religion or business. We know that the wicked are not deliberately chosen for destruction by floods or hurricanes. For this reason the formation of an independent group of patriots is needed to educate and guide the nation on climate change and other global issues which may negatively impact our island.

In this regard, leaders of political parties, private sector leaders, and leaders of religious organisations need to offer more regular and factual information on the climate to their congregation. Leaders owe it to their followers to be properly educated and to act collectively in the national interest. They can also

collectively put more pressure on government and opposition politicians to awaken them to the urgent need for building resilience against adverse natural disasters. The childish attacks that divide, not unite, the nation must be beaten back and stopped.

Politicians must learn to speak to their supporters in ways that encourage them to differentiate between narrow partisan issues on the one hand, and the cheap promises dished out at elections. It is crucial that the patriots among us take a stand and encourage people across the board to place the social, political and economic development of Saint Lucia ahead of personal rewards.

To respond to the type of destructive weather (and climate change), it is best for the citizenry to work together in their communities to resist, and later to rebuild wherever the need arises.

The need for community action to build resilience is therefore paramount. To emerge stronger and more ready to withstand adverse changes in the environment and to rebuild must form an essential

Fedee optimistic despite Thomas Cook collapse!

he September 23 collapse of legendary British travel company Thomas Cook forced the United Kingdom government to launch repatriation efforts for the reported 155,000 tourists affected. In August the company had secured a £900 million deal led by Chinese firm Fosun, but faced closure unless it could secure additional funding.

A request of a £150 million bailout from the UK government fell flat. Prime Minister Boris Johnson said to have delivered what the airline wanted would have created “a moral hazard” by setting a precedent for other companies to ask for the same.

In a press statement, Peter Framkhauser, Thomas Cook’s CEO, said: “This marks a deeply sad day for the company which pioneered package holidays and made travel possible for millions of people around the world.”

Almost echoing Boris Johnson, both Prime Minister Allen Chastanet and Tourism Minister Fedee have argued that granting Virgin Atlantic the demanded subsidy would open the door for others to make similar demands on the government.

Fedee has also said: “To be quite frank, I do not sense any anxiety on the part of the private sector and I believe that is because the impact of Thomas Cook and the number of passengers they bring to our shores is relatively small.”

Meanwhile the minister is awaiting the final outcome of discussions with British Airways and Thomson, hopefully “before the end of this year”.

Island Fever: CNN Top Ten List, Not So Fast

had already read the CNN ranking by the time my friend sent me the link via WhatsApp. For most politicians, it must be a sign that they are doing a fantastic job, but let’s not be fooled by this ranking. It does not tell us anything about the real living conditions in Fair Helen.

To begin, Soufriere is one of the poorest districts in Saint Lucia, with more than 20% of the residents living in poverty. That is over 1,000 people who are not able to find work. Imagine what the town would be like if those people had gainful employment. There are spaces in Soufriere that are impossible to visit. Take, for example, that “special” hotel with the gate to keep out residents of Soufriere and Saint Lucians in general.

Years ago, Pep said it best, ‘You need a passport to visit your own island’. This is the real Soufriere, and the national outlook is not better.

We are living on an island where every day and a half someone is wounded, every seven days someone is killed, and every eight days someone is assaulted with a firearm.

Yet we believe that Saint Lucia is paradise. It is indeed a wonderful place to stay in a government-subsidized all-inclusive and be whisked to special sites and never patronize local restaurants.

All is certainly not great in Saint Lucia when, in 2018 alone, we had six births by girls under 15, 14 births by 15-yearolds, and 44 births by 17-yearolds. So, children are certainly being sexually exploited and we have a generalized youth unemployment rate of 38 per cent—there is definitely something amiss about CNN’s top ten list.

We have an external debt of EC$1.6 billion and this debt has been growing since 2009, with no sign of decreasing. It means that every child, every young person, every adult owes more than $9,000.

How do we compare with our neighbours? The 2018 Human Development Index, a UN report, ranks Saint Lucia 90. Antigua and Barbuda ranks 70, St. Kitts and Nevis 72, Grenada 75, St. Vincent and the Grenadines 99 and Dominica, because of the hurricane, ranks 103. However, in 2016 Saint Lucia was only slightly ahead of Dominica by four spaces, 92 and 96 respectively.

While our neghibours are not on the CNN’s top ten island list, the quality of life in most of them appears to be superior to Saint Lucia’s. So, let’s think of our living conditions, not about the constructed fairy tale of a top ten list. CNN’s list for next year is sure to include a new set of islands.

he St Lucia Zouks, on Friday evening, wrapped up their final home game in this year’s Caribbean Premier League (CPL) tournament. The team now travels to Barbados to take on the Tridents on Sunday. Since the tournament’s inaugural season in 2013, the performance of Saint Lucia’s representative team has been dismal, with their finest outing coming in 2016 when they placed fourth. (For the tournaments held in 2017 and 2018 the team was re-branded as the St Lucia Stars.)

Recently opposition MP Ernest Hilaire has questioned whether the government’s financial support to the team may not be a waste of taxpayers’ money. Last week

he referenced the 2017-2018 allocation of $950,000 for CPL: “Don’t we have better use for such money, especially when that team was playing in Saint Lucia and a previous government had refused to pay it. Why are we paying it? The scarce resources of this country should not be used willy-nilly.”

Hilaire reminded reporters that he had once served as the CEO of the West Indies Cricket Board, and was a member of the “leading group” that designed the model used for the CPL. He noted that per the 2019-2020 Estimates of Expenditure the amount allocated to CPL had increased.

Can you imagine in Saint Lucia that every Saturday you drive by every playing field and you have hundreds of young people playing football, cricket and track and field? Just visualize it.

he United States of America is suffering a growing public health crisis that shows no signs of slowing down. The only thing all victims have in common is that they vape. At press time, thirteen people have died in the US and there are 805 known cases of a mysterious, severe lung illness occurring in e-cigarette users, according to US health officials. Hundreds more cases than the first cited 530 were reported in the past week alone. All patients with the unknown lung disease are being monitored as part of an investigation to determine the cause of the illness. There is one reported case in Canada and the teenager is now on life support.

The first demographic provided by the US Centers of Disease Control, according to The New York Times, shows that nearly three-quarters are male, with two-thirds between 18 and 34 years of age. Sixteen per cent are 18 or younger. More than half of cases involve those under 25 years of age. The sudden spate of illnesses still spans a wide age range.

he locally manufactured brand of intellectual dishonesty and hypocrisy which abounds in our political space is truly astounding, and is exemplified in the case of former Prime Minister Anthony’s recent laundry list of questions for the Allen Chastanet government relating to St Jude Hospital, at the same time that he flat out refuses to answer even one minute question relating to Grynberg; also the Opposition’s pretend innocence with regard to the history of the Daher Building, in light of its potential resurrection; Alva Baptiste’s maladroit defence of Kenny Anthony’s longstanding

attitude towards the Press, something which was known to be overtly antagonistic; criticism of the CARICOM Chair (simply because he happens to be Allen Chastanet) for his prompt visit to the Bahamas in that capacity after that nation’s catastrophic experience (of course, we all know exactly what they would have been trumpeting far and wide had he not visited so promptly). Then there’s Philip Pierre’s pathetic, perennial calling card. And the list goes on.

So, let’s take one of those abovementioned instances— that hypocritical laundry list of questions concerning hospital figures. Here is what might at first seem like a simplistic reaction to it from an experienced engineer:

Is he?)”

But, back to forensics. And I will use UK rates as it seems a lot of the professionals were UK-based. £50 per hour is a very conservative charge-out rate to adopt. 200,000 x £50 = £10,000,000 = EC$34,000,000.

Total project costs including

fitting-out were, I believe, $167,000,000. That means professional costs had therefore reached 20 per cent of total project costs before the sod was turned.

That level of pre-contract costs (if it is anywhere near accurate) is not sustainable and might even be termed exploitative. Perhaps Mr Bantam wants to get (keep?) his feet under the table that holds the honey pot. Maybe that’s why PM Chastanet was so upset about Mr Bantam’s report on St. Jude?

And who am I to disagree?

In fact, I want to add that that is why PM Chastanet should be rather disdainful of the former PM’s latest intellectually dishonest list.

The USNS Comfort's Director of Nursing Services, Captain Charles Cather, said the ship's 'Enduring Promise' mission is aimed at strengthening partnerships and regional collaboration by providing humanitarian assistance. Saint Lucia is destination number eight for the Comfort.

"Normally, the first question we're asked is: 'What can you do to help?' The second is: 'When are you coming back?' So the response is absolutely overwhelming."

The captain said a price tag could not be placed on the care they provide. What's rewarding, he added, is patients' faces lighting up with smiles. Providing services, such as cataract surgery which gives sight to the blind, or helping a patient regain their smile and be able to eat again with cleft palate surgery, does just that.

Cather explained that while there is currently no plan to return to the island, it is not altogether out of the picture because "periodically, we send out calls and ask who would like us to come back. We then work out timing, mapping out a route and everything like that.”

Services offered at the two walk-in clinics include eye care, physical therapy, dental, child health, women's health, internal medicine and pharmacy. The clinics continue today, September 28, and will end on Monday, September 30. The hospital ship is scheduled to leave the island on October 2.

Creole Heritage Month Calendar of Activities 2019

he Msgr. Patrick Anthony Folk Research Centre (FRC), on Wednesday, September 25, revealed the official calendar of activities for Creole Heritage Month celebrations 2019, under the theme 'Dékouvè Sent Lisi, Dékouvè Kò’w' (Discover Saint Lucia, Discover Yourself). This call to action encourages Saint Lucians to embark on a journey of self-discovery through cultural immersion, while also discovering lesser known traditional and folk practices, communities and sites around the island.

Since its inception in 1984, Jounen Kwéyòl (Creole Day) has morphed into the biggest national and cultural activity in Saint Lucia. In addition, the survival and growth of the event has contributed to a tremendous development in national awareness and pride in Saint Lucians' cultural heritage.

The month-long celebration will commence tomorrow, Sunday, September 29, with the official launch of Creole Heritage Month in Soufriere from 4:00 a.m., with a day-long schedule of activities. It will culminate on International Creole Day, October 28, with the first ever FRC Kwéyòl Conference at the Financial Administrative Centre. Activities throughout the month are intentionally decentralized, in keeping with the theme to encourage patrons and citizens to truly discover the island.

FRC has partnered with the Cultural Development Foundation and Events Company of Saint Lucia in making Creole Heritage Month 2019 a success. Other partners include the National Youth Council, Flow and Bank of Saint Lucia.

orld Class! That was all I could think as I walked for the first time through the wide corridors of the OKEU, a mammoth medical facility, as impressive at first sight as some of the best overseas.

Last Saturday I was among a group of press personnel afforded the opportunity to tour the hospital with visiting EU representatives led by Stefano Manservisi, the Director General of the European Commission's Directorate General for International Cooperation and Development. Also present was Prime Minister Allen Chastanet, Health Minister Mary Isaac and other health ministry officials.

I was not alone in my assessment of the OKEU. By the obviously impressed health minister’s measure: “This beautiful facility is really among the best I’ve seen and, I feel certain, will surpass popular expectations.”

On the other hand most Saint Lucians can hardly wait for the hospital to be fully operational after it was named after Dr. Owen King some four years ago following a lavish ceremony with several overseas guests in attendance.

At a short press conference after the walkthrough Manservisi was asked by a local reporter to grade the OKEU. “On a scale of one to ten,” he replied, “if a fully functional hospital is ten, I'll put two because there are only two sections which are working."

As if to leave no room for misunderstanding, Manservisi explained that it was not a question of satisfaction. His assessment was based on the simple fact that at the OKEU, only dialysis and physiotherapy were operational.

Another question put to Manservisi concerned the financing of the facility. At the naming ceremony, then EU ambassador Mikael Barford had touched on the subject.

He noted at the time that it was extremely difficult for governments in countries such as Saint Lucia to finance hospital operations. He said other regions had found the PPP

Director General Manservisi did not disagree.

He also hinted his office had been keeping tabs on the OKEU-related back and forths.

“We know that there’s been quite a lively debate in the country about what to do with the hospital,” he said.

“I mean, we are watching this debate. These are choices which are for the national authorities. Simply put, we've delivered a product worth $45 million in the interest of the healthcare of the citizens of Saint Lucia. What we’d like to see is that it's realized. Then, based on our experiences, we can give our suggestions on the way in which this is done, through fully public management, PPP, privatization and so on."

Additionally: "This is a decision which must be taken by the national authorities. We are totally neutral on this. But the important thing is that the hospital must fulfill the reason why European taxpayers have spent $45 million.

Obviously, our interest is to be assured, whatever model

is chosen, that the service is delivered in an affordable way.”

For Prime Minister Chastanet, too, the affordability of our healthcare was of primary concern. “Getting people access to healthcare is absolutely essential,” he declared. “Certainly the biggest problem that we have in this country is the access to healthcare by people. That’s my biggest concern. So even if I were to have this hospital operational and I were to have St Jude operational, and I have the most beautiful polyclinics; if in fact something doesn’t fundamentally change to allow people to access that, then we’ve not achieved anything.”

Chastanet said that moving all the Victoria staff to the OKEU “under the current operating structure would be a disaster".

He went on: "The fact that an air conditioning system that has been here for three years can break down, to the point that it did, is a case in point. If we’re struggling to maintain an air-conditioning system here . . . you saw the sophistication of all the other equipment that we’re talking about . . . well, proper maintenance is another serious matter.”

The prime minister addressed the possibility of operating the OKEU hospital with partners. Referencing the Cayman discussions, he said:

The Abortion Debate (The M I

t’s been some time since I ceased taking my own advice—that citizens ought to make a special effort to experience the nation’s parliament in session. If there had been a time when I could be counted on never to miss a House sitting, I tend now to depend on the expertise of other journalists, especially on the STAR’s Christine Larbey, whose ear for a memorable sound-bite is sans pareil. Oh, but some habits die hard.

From time to time I have managed somehow to take in a House performance live; live as in live television. This time around HTS and DBS must’ve had better things to do. (Another police shooting?

I was finally grateful to the government’s TV crew, never mind that on this particular occasion the camera work fell well short of NTN’s normally high standard. The honorable hecklers were audible enough but viewers were denied the uncommon spectacle of an aroused Menissa Rambally hysterically pounding her well-manicured little fists on the table in front of her while her only sister MP tried to fend off the bloodthirsty House wolves.

Perhaps NTN had its instructions. Conceivably our parliamentarians have by now learned to be wary of the camera’s loveless eye: it is no secret that the camera tends to add pounds to even the skinniest frames, so imagine the disaster when it locks on a Jello belly or a set of jiggly double chins.

As I say, on Tuesday I settled down in my after lunch, not so much to discover where the scheduled one-sided debating

of the Revised Criminal Code was headed (even Father Clovis must’ve anticipated the outcome) but rather to hear the predictable rebuttals of the Castries Central MP, Sarah Flood-Beaubrun. Earlier I had observed the Gros Islet representative Mario Michel oozing his characteristic ooze, haughtily holding forth on legal matters. As I marveled at his over-rehearsed delivery, I could not help recalling the Helen Air debacle that had established forever the truth behind his regular façade, to say nothing of his pre-1997 reputation as a man whose word was close to bankable!

On Tuesday afternoon Mario Michel spoke with the practiced ease of a snake oil salesman, safe in the knowledge that nothing he said on the occasion would be effectively challenged: the look in the bespectacled eyes of the opposition leader spoke volumes about his own self confidence. As for Marius Wilson, judging by his boywonder facial expression, he could barely wait for his shot at the day’s soft target. As for the other opposition member, long before the prandial hour he had been, well, let us be kind and say out to lunch!

Mario Michel took swipe after privileged swipe at individuals in and outside the House, including a certain journalist who had expressed in the strongest terms his concerns about the reworked Section 673 of the Criminal Code, so it became Section 361 under which individuals found guilty of publishing “false news” likely to cause mischief to a “public interest” could face imprisonment for up to two years. As if he were talking to a

kindergarten class of fawning sickofans (chill, Urban Dolor, the word has not yet made it to your favorite dictionary), Michel explained: “A public interest is not a person,” contrary to what some had suggested.

Fair doos, but then a government minister is also a person and it is not altogether inconceivable that this person could decide to bring charges on the basis that writing untruths about his ministry contravened the “false news” law. And while it was highly unlikely that the complaining minister-person would prevail in court, still the offending newsperson would have been put through the always huge expense of defending himself, to say nothing of the concomitant stress.

Of course, the minister faces no such ominous possibilities. As has become the norm in such matters, Dominica’s most renowned senior counsel Tony Astaphan will be imported to represent the complaining party, his unrevealed fees paid without question out of the Consolidated Fund. Consequence: newsmen and other concerned citizens will now more than ever be disinclined to publish or to speak out on matters of obvious public interest. In any event, should a government as notoriously litigious, as demonstrably burdened with a persecution complex, as resentful of public criticism, be trusted with a Weapon of Media Destruction like Section 361?

(Since taking office in 1997, the prime minister has filed libel and slander lawsuits against the following: newspaper publisher Dennis DaBreo, former prime minister Vaughan Lewis, Peter Josie and Sir John Compton. The prime minster

had also publicly instructed Walter Francois to sue George Odlum after he published in his newspaper, The Crusader, an article pertaining to statements regarding the MP’s advertised credentials. (There is Francois’ still unresolved libel suit against used car dealer Thomas Roserie!)

It is worth pointing out that AG Petrus Compton cut his lawyer's teeth in the legal departments of prime ministers John Compton and Vaughan Lewis, during which time parliament had created the infamous Section 651, especially for use against Pat Joseph’s St Lucia Banana Corporation. Michel had campaigned against the “egregiously sectoral” statute (which was blessed by parliament but never officially proclaimed, thanks to the welcome arrival of the Kenny Anthony government) but may have forgotten the exact price paid by the United Workers

Party administration. The uncontrollable nature of our AG could well spell similar disaster for his new friends—in much the same way that a fabled Good Samaritan turtle had paid for trusting a sweet-talking scorpion!

But back to Tuesday’s debate. It was interesting to note that throughout her argument against the abortion section of the Revised Criminal Code the member for Central Castries did not rely on Catholic guidelines. Instead, she offered logical conclusions, here and there referencing various Pro-Life authorities. Sadly, she was heckled incessantly by her colleagues: by Mario Michel,

by Philip J. Pierre the once “minister for bacchanal”— even by the prime minister. No wonder she dismissed them as “baby killers” and “murderers!”

No point revisiting the devilish details, suffice it to say that when it was their turn to attack Flood-Beaubrun’s

position, her above-mentioned colleagues fired their cluster bombs with scant regard for possible collateral damage.

One MP actually queried whether his female counterpart had ever had an abortion. Presumably, he was implying that if she had not herself suffered an abortion, she was consequently in no position legitimately to discuss the related stomach-turning details. He did not say what qualified him to speak so confidently on the same subject!

Another honorable member proudly announced that if his 11-year-old daughter were to be raped and made pregnant by “a bastard dog” of an uncle he would himself hand her over to an abortionist. He had not a word about his daughter’s trusted uncle turned rapist.

The prime minister evidently felt the pain of the gender minister’s arrow to the heart of the matter. Having assured himself that he too had been tagged a murderer and a killer of babies, Dr. Anthony pulled out his own figures in support of his allegation that on Sarah Flood-Beaubrun’s watch as health minister, Victoria Hospital personnel had been required to pick up the leftovers of

minister in the Kenny Anthony government. sial amendment to Section 166.

illegal abortions gone awry. Alas, it seemed that line supported the call for free-choice abortions for all and not only for women made pregnant by rape and incest. Dr. Anthony offered no statistics whatsoever to justify the government’s determination to legalize some abortions.

In any event, if the prime minister meant to suggest

that Sarah Flood-Beaubrun had overseen hundreds of illegal abortions and related causalities at VH, then why was she not rotting in jail? Why not also the unconscionable mothers, not to say the illegal abortionists, whether or not on the government’s payroll?

(Curiously, several 11-yearolds have delivered babies at

VH without comment by the prime minister, let alone police action!)

On Tuesday the matter of the government’s record in relation to rape and incest was never approached—despite Flood-Beaubrun’s repeated citing of the Verlinda Joseph and Gizelle Georges rapemurders, evidently destined to remain unresolved, like the murder of Mary Rackliffe.

Predictably, the Revised Criminal Code would be carried by the guaranteed yeas.

Kenny-loyalty demanded no less. If at all Tuesday offered a surprise, it came with the prime minister’s open confirmation that from 1997 his government had considered Father Clovis the enemy. There were also several naked references to highly publicized but so far unproven remarks by another priest concerning the prime minister’s origins.

Some final thoughts: Did every single butcher of the Queen’s English have to take home his pound of Flood-Beaubrun flesh? What a sight to see the member for Castries East holding hands— on three occasions!—with Mario. Yes, Mario Michel.

On TV! Wouldn’t the prime minister’s contribution to the event (albeit modified and without references to his personal problems with Clovis and Lambert) have been sufficient to seal the deal?

All those pointless, desperate arguments. Were they merely more overdone demonstrations of Kenny-loyalty?

Never before had so much bad blood flowed during a parliamentary sitting this side of Japan.

It was difficult deciding whether Tuesday’s House performance reminded more of Kurt Vonnegut’s Slaughterhouse-Five than Jack Nicholson’s One Flew Over The Cuckoo’s Nest.

The Week at SLHTA Tourism Matters

Month-End Activities

he Saint Lucia Hospitality & Tourism Association closed off the month of September with a week of meetings and activities.

The week began with the SLHTA’s participation in Saint Lucia Air and Sea Ports Authority’s (SLASPA) inaugural Port Showcase. The Association participated in a panel discussion on 'Airports, the Engine for Economic Growth - Master Planning for the Hewanorra International Airport Redevelopment Project'. The panel discussion focused on the importance and relevance of airports as an engine for economic growth.

It examined the contributions of airports to both macro and micro economy and, on the Hewanorra International Airport Redevelopment Project, its significance to Saint Lucia going forward. The panel comprised representatives from SLASPA, IATA, SLHTA, CBRE/Heery and

BOSL, with the SLHTA being represented by President Karolin Troubetzkoy.

In addition, on Tuesday, September 24 the SLHTA hosted a Corporate Mixer as part of the 2019 Showcase. The event was an ideal opportunity not only for the Association to show support to its corporate partner SLASPA, but to provide its membership a befitting atmosphere in which to foster business and networking opportunities with related industry partners.

The event was topped off by the announcement of a historic partnership between the SLHTA’s Tourism Enhancement Fund and SLASPA. The Ports Authority has entered into a memorandum of understanding with the TEF for an annual donation which will be matched by the TEF to undertake specific projects earmarked by the two partners.

Titled 'Friends of TEF', this new level of membership will allow

the Fund to accept donations, pledges and commitments for non-accommodation corporate partners.

In his remarks to the gathering, John Mathurin, TEF Trustee and SLHTA First Vice President, noted that the agreement with SLASPA marks the first seed capital of such a nature. He went on to express his hope that such a partnership will inspire other corporate partners to step forward and be counted as Friends of the TEF.

The week continued with a certificate ceremony for the recently concluded 'Heartfelt Guest Care to Welcome the World' facilitated by Virgin Holidays. The Saint Lucia series of workshops was sponsored

managers and owners with guest care and diversity training at sessions held in both the north and south of the island. The training was created by Virgin Holidays to demonstrate and enhance the benefits of diversity and inclusion within the tourism industry by generating in all 180 participants, from 14 hotels, an appreciation of the broad diversity of today’s travellers and how to warmly welcome them all.

The Tourism Enhancement Fund provided an additional US$8,000 to deliver four

more days of the workshops, ensuring that many more SLHTA members could receive the training.

The sold-out workshops were held from September 16 to 20, 2019 and concluded with a certificate ceremony for participants on Wednesday, September 25 at Bel Jou Hotel attended by Minister of Tourism Dominic Fedee, representatives from the Saint Lucia Tourism Authority, the TEF, SLHTA, Virgin Holidays and CHTAEF.

The week at the SLHTA concluded with the first board meeting of the Association’s

newly elected Board of Directors. Elected during the Association’s 55th Annual General Meeting in August 2019, the first Board of Directors meeting was held on Thursday at Bay Gardens Beach Resort. The meeting provided an excellent opportunity for Directors to immediately begin charting the course of the work of the Association over the coming year. The Board meeting was followed by a welcome dinner at the Resort, hosted by SLHTA Immediate Past President, Sanovnik Destang.

The Growing Threat to Journalism Around the World

L

et me start by stating the obvious: The media aren’t perfect. We make mistakes.

We have blind spots. We sometimes drive people crazy.

But the free press is foundational to a healthy democracy and arguably the most important tool we have as citizens. It empowers the public by providing the information we need to elect leaders and the continuing oversight to keep them honest. It bears witness to our moments of tragedy and triumph and provides the shared baseline of common facts and information that bind communities together. It gives voice to the disadvantaged and doggedly pursues the truth to expose wrongdoing and drive change.

It is also under great and growing pressure. In the two decades since I began working the press has faced a cascading series of existential challenges.

The advertising-based business model that supported journalism collapsed, causing the loss of more than half of the country’s journalism jobs. Google and Facebook became the most powerful distributors of news and information in human history, accidentally unleashing a historic flood of misinformation in the process. And a rising drumbeat of legal efforts — from whistleblower prosecutions to libel suits — aims to weaken longstanding safeguards for journalists and their sources.

Around the world, the threat journalists face is far more visceral. Last year was the most dangerous year on record to be a journalist, with dozens killed, hundreds imprisoned and untold thousands harassed and threatened.

The hard work of journalism has long carried risks, especially in countries without democratic safeguards. But what’s different today is that these brutal crackdowns are being passively accepted and perhaps even tacitly encouraged by the president of the United States.

This country’s leaders have long understood that the free press is one of America’s greatest exports. Sure, they’d complain about our coverage and bristle at the secrets we brought to light. But even as domestic politics and foreign policy would change, a baseline commitment to protecting journalists and their rights would remain.

When four of our journalists were beaten and held hostage by the Libyan military, the State Department played a critical role in securing their release.

Interventions like this were often accompanied by a stern reminder to the offending government that the United States defends its journalists.

The current administration, however, has retreated from our country’s historical role as a defender of the free press. Seeing that, other countries are targeting journalists with a growing sense of impunity.

This isn’t just a problem for reporters; it’s a problem for everyone, because this is how authoritarian leaders bury critical information, hide corruption, even justify genocide. As Senator John McCain once warned, “When you look at history, the first thing that dictators do is shut down the press.”

To give you a sense of what this retreat looks like on the ground, let me tell you a story I’ve never shared publicly before. Two years ago, we got a call from a United States government official warning us of the imminent arrest of a New York Times reporter based in Egypt named Declan Walsh. Though the news was alarming, the call was actually fairly standard. Over the years, we’ve received countless such warnings from American diplomats, military leaders and national security officials.

But this particular call took a surprising and distressing turn. We learned the official was passing along this warning without the knowledge or permission of the Trump administration. Rather than trying to stop the Egyptian government or assist the reporter, the official believed, the Trump administration intended to sit on the information and let the arrest be carried out. The official feared being punished for even alerting us to the danger.

Unable to count on our own government to prevent the arrest or help free Declan if he were imprisoned, we turned to his native country, Ireland, for help.

Within an hour, Irish diplomats traveled to his house and safely escorted him to the airport before Egyptian forces could detain him.

We hate to imagine what would have happened had that brave official not risked their career to alert us to the threat.

Since assuming office, President Trump has tweeted about “fake news” nearly 600 times. His most frequent targets are independent news organizations with a deep commitment to reporting fairly and accurately. To be absolutely clear, The Times and other news

organizations are fair game for criticism. Journalism is a human enterprise, and we sometimes make mistakes. But we also try to own our mistakes, to correct them and to rededicate ourselves every day to the highest standards of journalism.

But when the president decries “fake news,” he’s not interested in actual mistakes.

He’s trying to delegitimize real news, dismissing factual and fair reporting as politically motivated fabrications.

There is evidence that his attacks are achieving their intended effect: One recent poll found that 82 percent of Republicans now trust President Trump more than they trust the media. One of the president’s supporters was recently convicted of sending explosives to CNN, one of the most frequent targets of the “fake news” charge.

But in attacking American media, President Trump has done more than undermine his own citizens’ faith in the news organizations attempting to hold him accountable. He has effectively given foreign leaders permission to do the same with their countries’ journalists, and even given them the vocabulary with which to do it.

They’ve eagerly embraced the approach. My colleagues and I recently researched the spread of the phrase “fake news,” and what we found is deeply alarming: In the past few years, more than 50 prime ministers, presidents and other government leaders across five continents have used the term “fake news” to justify varying levels of antipress activity.

The phrase has been used

by Prime Minister Viktor Orban in Hungary and President Recep Tayyip Erdogan in Turkey, who have levied massive fines to force independent news organizations to sell to government loyalists.

It’s been used by President Nicolás Maduro in Venezuela and President Rodrigo Duterte in the Philippines, who have attacked the press as they’ve led bloody crackdowns.

In Myanmar, the phrase is used to deny the existence of an entire people who are systematically targeted with violence to force them out of their country. “There is no such thing as Rohingya,” a leader in Myanmar told The Times. “It is fake news.”

The phrase has been used to jail journalists in Cameroon, to suppress stories about corruption in Malawi, to justify a social media blackout in Chad, to prevent overseas news organizations from operating in Burundi. It has been used by the

leaders of our longtime allies, like Mexico and Israel. It has been used by longtime rivals, like Iran, Russia and China.

It has been used by liberal leaders, like Ireland’s prime minister, Leo Varadkar. It’s been used by right-wing leaders, like Brazil’s president, Jair Bolsonaro.

Standing next to President Bolsonaro in the Rose Garden, President Trump said, “I’m very proud to hear the president use the term ‘fake news.’”

I have raised these concerns with President Trump. I’ve told him that these efforts to attack and suppress independent journalism is what the United States is now inspiring abroad.

Though he listened politely and expressed concern, he has continued to escalate his antipress rhetoric, which has reached new heights as he campaigns for re-election.

President Trump is no longer content to delegitimize accurate reporting as “fake news.” Now, he has taken to demonizing reporters themselves, calling them “the true enemy of the people” and even accusing them of treason.

With these phrases, he has not just inspired autocratic rulers around the world, he has also borrowed from them.

The phrase “enemy of the people” has a particularly brutal history. It was used to justify mass executions during the French Revolution and the Third Reich. And it was used by Lenin and Stalin to justify the systematic murder of Soviet dissidents.

The treason charge is perhaps the most serious a commander in chief can make.

By threatening to prosecute journalists for invented crimes against their country, President Trump gives repressive leaders implicit license to do the same.

In the United States, the Constitution, the rule of law and a still-robust news media act as a constraint. But abroad, foreign leaders can silence journalists with alarming effectiveness.

Even as we worry about the dangers our own reporters face, those dangers usually pale in comparison to what courageous local journalists confront around the world. They search for truth and report what they find, knowing that they and their loved ones are vulnerable to fines, arrests, beatings, torture, rape and murder. These reporters are the front-line soldiers in the battle for press freedom, and they’re the ones who pay the greatest price for President Trump’s anti-press rhetoric.

The cases of intimidation and violence I’ve discussed today are just a few of the ones we know about. On any given

day, similar stories are unfolding around the world, many of which will never surface or be recorded.

In many places, fear of reprisal is great enough that it has a chilling effect — stories go unpublished, secrets remain buried, wrongdoing remains covered up.

This is a perilous moment for journalism, for free expression and for an informed public. But the moments and places where it is most difficult and dangerous to be a journalist are the moments and places where journalism is needed most.

A tour of our nation’s history reminds that the role of the free press has been one of the few areas of enduring consensus, transcending party and ideology for generations. Thomas Jefferson wrote that “the only security of all is in a free press.” John F. Kennedy called the free press “invaluable” because “without debate, without criticism, no administration and no country can succeed — and no republic can survive.” Ronald Reagan went even further, saying, “There is no more essential ingredient than a free, strong and independent press to our continued success in what the founding fathers called our ‘noble experiment’ in selfgovernment.”

Despite this tradition of American presidents defending the free press, I do not believe President Trump has any intention of changing course or muting his attacks on journalists. If recent history is any guide, he may point to my comments today and claim that The Times has a political vendetta against him. To be clear, I’m not challenging the president’s recklessness because of his party, his ideology or his criticism of The Times.

I’m sounding the alarm because his words are dangerous and having real-world consequences around the globe.

But even if the president ignores this alarm and continues on this path, there are important steps the rest of us can take to protect the free press and support those who dedicate their lives to seeking truth around the world.

It starts with understanding the stakes. The First Amendment has served as the world’s gold standard for free speech and the free press for two centuries. It has been one of the keys to an unprecedented flourishing of freedom and prosperity in this country and, through its example, around the world. We cannot allow a new global framework, like the repressive model embraced by China, Russia and others, to take hold.

This means, in the face of mounting pressure, news organizations must hold fast to the values of great journalism —

fairness, accuracy, independence — while opening ourselves so the public can better understand our work and its role in society. We need to keep chasing the stories that matter, regardless of whether they’re trending on Twitter.

We cannot allow ourselves to be baited or applauded into becoming anyone’s opposition or cheerleader. Our loyalty must be to facts, not to any party or any leader, and we must continue to follow the truth wherever it leads, without fear or favor.

But the responsibility to stand up for the free press extends beyond news organizations. Business, nonprofit and academic communities, all of which rely on the free and reliable flow of news and information, have a responsibility to push back on this campaign, too. That is particularly true of tech giants like Facebook, Twitter, Google and Apple. Their track record of standing up to governments abroad is spotty at best.

Our political leaders need to step up, too. Those elected to uphold our Constitution betray its ideals when they undermine the free press for short-term political gain. Leaders from both parties should support independent journalism and fight anti-press efforts at home and abroad.

Here in the United States, that means rejecting efforts like frivolous lawsuits and investigations targeting government leaks that aim to chill aggressive reporting. And around the world, it means opposing the countless efforts underway to attack, intimidate and delegitimize journalists.

Finally, none of these efforts will make a difference unless you raise your voice. Care about where your news comes from and how it’s made. Find news organizations you trust and enable the expensive, arduous work of original reporting by buying a subscription. Support organizations like the Committee to Protect Journalists and Reporters Without Borders that defend journalists at risk around the world. Most of all, carve out a place for journalism in your everyday life and use what you learn to make a difference.

The true power of a free press is an informed, engaged citizenry. I believe in independent journalism and want it to thrive.

I believe in this country and its values, and I want us to live up to them and offer them as a model for a freer and more just world.

The United States has done more than any other country to popularize the idea of free expression and to champion the rights of the free press. The time has come for us to fight for those ideals again.

One in Five People in Latin America and the Caribbean experiences Sexual Extortion, or knows someone who has, Survey says

A

new report from Transparency International reveals that more than half of all citizens in 18 Latin American and Caribbean countries think corruption is getting worse in their country and governments aren’t doing enough to tackle it. Corruption is a major concern for ordinary people; 85 per cent of those surveyed believe government corruption is “a big problem”.

The report, entitled, Global Corruption Barometer (GCB) -- Latin America and the Caribbean, for the first time shows one in five people experiences sexual extortion when accessing a government service, like healthcare or education, or knows someone who has.

Data also shows that 71 per cent of people think that “sextortion” happens at least occasionally.

Equally troubling, one in four people was offered a bribe in exchange for votes at national, regional or local

elections in the past five years.

In a damning indictment of low trust in government, 65 per cent think their government is run by and for a few private interests.

These alarming statistics underscore the disproportionate effect that corruption has on women, and suggests a significant lack of political integrity among government leaders. The office of the president and prime minister, as well as members of parliament, are seen as the most corrupt group or institution by 53 and 52 per cent of people respectively.

“Too often, presidents, parliamentarians and other political leaders act in their own self-interest, at the expense of the citizens they serve,” said Delia Ferreira Rubio, Chair of Transparency International. “In a region where anti-corruption efforts are building momentum despite recent setbacks, citizens continue to demand more and better from their

governments.”

People’s actual experience with bribery is similarly concerning. More than one in five people who access public services, have to pay a bribe. This is equivalent to approximately 56 million citizens.

Across the region, police earn the highest bribery rate (24 per cent), while other services like utilities, including electricity and water, are close behind (19 per cent).

Despite these challenges, an overwhelming majority of people remain hopeful. 77 per cent believe ordinary citizens can make a difference in the fight against corruption.

“Citizens have the right to report corruption and expect that politicians act with integrity,” said Patricia Moreira, Managing Director of Transparency International.

“Corruption eats away at society and undermines institutions. Political leaders need to listen to the clear

demands of citizens to tackle corruption and strengthen democracy.”

Transparency International recommends political leaders take the following actions: • Recognise and address specific gendered forms of corruption, including with gender-sensitive reporting mechanisms.

• Strengthen integrity of elections and enforce sanctions against vote-buying, with transparent campaign finance and support for fact-based journalism.

• Empower individuals, civil society and media to report corruption, including with comprehensive legislation to protect whistleblowers.

• Implement the Lima Commitment, including publicly reporting on progress since the VIII Summit of the Americas.

andals Grande Saint Lucian Spa and Beach Resort recently welcomed a group of golf professionals from the United States, the United Kingdom and Trinidad on an extended golf familiarization tour, the first of its kind in Saint Lucia.

This follows extensive work that has been going on to upgrade the course at the Sandals St Lucia Golf and Country Club at Cap Estate, and a promise by Sandals Chairman Gordon “Butch” Stewart to make Saint Lucia a premium golfing destination.

With 75% of the work completed—work which is being spearheaded by the Greg Norman Design Company—this trip was organised to entice these golf professionals to invest in organised group (golf vacation) travel to Saint Lucia. Once complete, the Sandals golf course will accommodate up to 120 players.

Having been executed successfully in Jamaica, this is the first such event for Sandals in Saint Lucia, and is expected to become an annual activity. The immediate reaction from the group was extremely positive, and agents were particularly passionate about the tournament, for which there was a Challenge Trophy for the first place winner and certificates for all participants.

Taiwan Technical Mission Promotes Health, Safety and Acclimation to Climate Change in Banana Production

D

uring the past two weeks Taiwan Technical Mission, in conjunction with the Ministries of Agriculture and Health, conducted a series of special training programmes designed to promote health and safety in the production of bananas, and to strengthen farmers’ abilities when facing climate change.

BPIP extension officers Lucien Labanard and Edwin Wilson attended workshops hosted by The Climakers Caribbean Regional Consultation held by World Farmers’ Organisation (WFO).

Subsequently they led the climate change session to share the management practices at the farm level to deal with climate change. In the session, subjects discussed were proper plant density, staggering planting, planting season, varieties, drainage, fertilizer application, and building resilience.

Other sessions were led by Taiwanese banana expert Johnson Wu, nurse practitioners and public health officers. Subjects covered included general farm management, first aid, hygiene, and the safe use of agrochemicals.

Some two hundred and forty farmers and their workers benefitted from the programmes. The participants came from the communities of Grace, Ti Rocher, Belle Vue, La Caye and Desruisseaux.

Taiwan Technical Mission supported farmers who participated in the sessions, with first aid kits and personal protective gear which would assist them to meet the requirements of Global GAP.

What Can We Do For A Breathless Patient?

P

hysiotherapy is generally considered a profession that deals with achy muscles and sore joints. But physiotherapy is more than just that. Physiotherapists don’t only deal with aches and pains, in fact we focus on anything that affects your function. This makes us the perfect choice when you experience breathing problems while performing your daily activities. So how can a physiotherapist help?

The answer will depend on exactly what is causing your breathing problems.

Sometimes the problem can be a one-off occurrence and can be due to conditions such as: • Pneumonia—Inflammation of the air sacs of one or both lungs. It can be caused by bacteria, virus or fungus. The air sacs can fill with fluid, which can lead to problems with breathing and a cough that may be dry or wet, producing thick sputum; • Sinus infection— Inflammation of the cavities around the nasal passages.

But sometimes it is an everyday obstacle. Long-term conditions that can affect breathing include: • Asthma, also known as a reactive airway disease, is a common respiratory condition caused by inflammation and

constriction of bronchial walls which leads to spasmodic attacks of wheezing and shortness of breath. There are various factors that cause asthma, such as exposure to cigarette smoke, climate change, physical exertion or emotional stress; • Chronic Bronchitis— Inflammation and over production of mucus which builds-up in the bronchi, resulting in a chronic cough and sputum production that are present for at least three months a year for a period of two years; • Cystic Fibrosis—A hereditary disease where the body produces thick, sticky mucus that affects the lungs and digestive system; • COPD—A non-reversible progressive disease recognised by symptoms such as shortness of breath, wheezing and a cough that produces a high volume of secretions; • Allergies—An immune reaction in response to an external trigger to a foreign substance such as food, dust, pet hair, pollen or smoke; • Emphysema—Caused by the breakdown of the alveolar membrane of the lungs. This results in the enlargement of the air spaces affecting the exchange of oxygen and carbon

dioxide during breathing and also a reduction in the elasticity of the lung itself making it more susceptible to collapse, further limiting the flow of air. The extra effort needed to breath out, causes a pink colour in the face, which is why sufferers are often referred to as “pink puffers”; • Heart Disease and Abnormal Heart Rhythms— These conditions can disrupt the flow of oxygen around the body, leading to breathlessness.

Choosing the right treatment will depend on whether breathing is affected by increased secretions sitting on the lungs, limiting the exchange of oxygen and carbon dioxide; lung damage or factors which affect the exchange of oxygen and carbon dioxide.

Autogenic Drainage (AD) is a technique used to help airway clearance. It involves adjusting the depth of breathing to target different areas of the lungs. The aim is to increase air flow and prevent the airways from closing. This helps to clear secretion and improve the flow of oxygen.

It is not unusual to see a physiotherapist “beating” and “shaking” a patient who is having trouble clearing secretions from their lungs. This

is not because the therapist is upset or frustrated. Vibrations, shaking and clapping (the correct technical terms) are techniques that can loosen secretions so that they can be cleared more easily, with less effort.

Postural Drainage involves adopting different positions to allow gravity to assist the movement of secretions to the central airways and up to the throat where they are easier to expel. The lungs are made up of bronchi (resembling a tree trunk) and bronchioles (which are like branches). Because of this configuration, secretions often get stuck at the end of bronchioles and are not easy to cough up. This can be made easier by changing position from sitting to side-lying and, in some cases, even lying in a downward incline position.

Breathing exercises can help to improve the airflow through the lungs. If you have ever been breathless or you have watched somebody

struggling for breath, you will notice that the breathing pattern changes—it becomes shallow and rapid. In people with healthy lungs, this helps to expel excess carbon dioxide and breathe in more oxygen.

However, in those with a respiratory condition, this regular occurrence can lead to permanent changes in the breathing pattern, making the exchange of oxygen inefficient for the body to function as well as causing secretions to build up in the lungs. There are several breathing techniques that can be taught to improve

the pattern of breathing as well as help to efficiently clear secretions with less effort.

General exercise is good, not only for the lungs but also the heart. The heart is a muscle and exercise can make it stronger; the stronger the heart, the more efficient it is at pumping oxygen around the body. Exercise can also help to lower blood pressure, regulate blood sugars, maintain a healthy weight and lower cholesterol levels.

It may not be possible to cure all respiratory conditions but steps can be taken to prevent exacerbations and slow down damage to the lungs and airways. Adopting a healthy lifestyle, following a good diet and avoiding habits and triggers that have a negative impact on the lungs, such as smoking and irritants in the air, can help.

Exercise is also a good way to improve lung function and make everyday tasks easier. It may seem scary to think about exercise when shortness of breath makes simple tasks difficult, but gradually adding exercises slowly into your daily routine will strengthen the heart and lungs and make the muscles more efficient at utilising oxygen that we need for energy.

AUTHOR AND YOUTH ADVOCATE LOVERLY SHERIDAN WINS THE COVETED PALM BEACH ILLUSTRATED EDUCATOR OF THE YEAR AWARD

n September 20, 2019, author and educator Loverly Sheridan became the recipient of the prestigious Palm Beach Illustrated Educator of The Year Award at the Norton Museum of Arts in Palm Beach Florida. Through public voting, Ms. Sheridan emerged as the winner from five finalists of top-notch educators who forge meaningful relationships with their students through innovative techniques and genuine care for the next generation.

With globetrotting credentials that include living in and visiting six of the seven continents and more than 60 countries, Loverly Sheridan has been able to cross numerous items off her bucket list. But for

Sheridan, who is also an adult education instructor at Delray Full Service School, there are still plenty of passions to pursue and causes to tackle, including her most recent focus: antibullying in schools.

“Bullying is a global issue and an ongoing problem in our world,” says Sheridan, who is also the president of LS Creative Services, which develops awareness campaigns for issues affecting children and adults. “It’s truly an epidemic and the root of a lot of problems we continue to face today.”

Sheridan shares this message, her experiences, and her hopes for future generations in her writing. She has penned five children’s books, including Be a Buddy, Not a Bully,

which promotes friendliness and inclusivity. “I believe it’s important to begin addressing the issues of bullying at a very early age and create a nobullying culture from the onset,” she explains. “If we focus on prevention, we won’t have to worry about the cure.”

This belief inspired the creation of the Buddy Ambassadors programme, which Sheridan runs in partnership with Mental Health America of Palm Beach County.

The initiative includes the use of ‘Buddy Benches’—tangible tools that are placed in elementary school playgrounds to help put Sheridan’s prompt to be a buddy into practice.

It has also been introduced in four countries in the Caribbean, including the author’s homeland, Saint Lucia.

“There’s this enormous pressure placed on children and adults to succeed, but what’s the purpose of passing tests yet failing at life?” asks Sheridan. “Our children’s mental health, and the mental health of each other, should be our first priority.”

The Warriors are assured a top-two finish and, with it, a place in the first qualifier for a place in the final, with the safety net of a second chance should they lose that one.

The Zouks remain fourth but may need to win both their remaining games in order to have a decent chance of staying there, given the Tridents are just a point behind with two games in hand.

he Saint Lucia Athletics Association (SLAA) would like to extend its best wishes and support to Levern Spencer and Albert Reynolds as they compete at the IAAF World Athletics Championships in Doha, Qatar.

Spencer is the reigning Pan Am Champion, CAC Champion, NACAC Champion and Commonwealth Champion.

She is the reigning Pan American Games gold medalist in the high jump. The qualification round for this event took place on Friday September 27, with the finals on Monday September 30.

ollowing an impressive opening ceremony on Saturday, September 21, the Castries Football Council Youth Football competition, sponsored by Bank of Saint Lucia and Lucelec, got underway at the SAB playing facility.

It was now time for football action as the competition opened with matches in the Under-11s, and the youngsters did not disappoint.

Valley Soccer Academy, despite a goal-less first half, produced a stunning win.

They completely dominated the second half to defeat their opponents FC Pioneers 2–0.

They earned their victory with goals from Levi Steide and Elia Southern. The decisive win heralded the onset to competition for a number of players who had graduated from the Orange Kindergarten set up at the Valley Soccer Academy.

In another game played in the same age group, Lancers completely outplayed VSADC in the second half to emerge victorious 3–0. Goals came all in the second half from Torres Harris with a brace and from Krishon Amedee.

In an Under-15 encounter, Valley Soccer bounced back from a one-goal deficit in the first half to defeat FC Pioneers 2–1. Their goal scorers were Rawson Harris and Jameel Leonce.

In an Under-18 match played on Sunday, September 22 in overcast conditions, Valley Soccer came from two goals down to draw with the much fancied Pioneers team 2–2.

Their goals came from Jacob Devaux and Daniel Kennedy. Earlier, Lyle Seville and Keenan St Ormer had given Pioneers a 2–0 advantage.

Kimani, Ashmead and Nyeem talk about their Experiences in the U-19 Training Camp T he West Indies Under-19 training camp came to an end on Sunday, September 22 with a final practice match at the Coolidge Cricket Ground.

The young men had 10 days of gruelling training, which introduced some of them to the professionalism and level of cricket expected at the international level.

For three of those young men, Nyeem Young of Barbados, Kimani Melius of Saint Lucia and Ashmead Nedd of Guyana, this is their second stint with the Under-19 team. Both Young and Melius made the last West Indies Under-19 World Cup team when the tournament was hosted in New Zealand. Nedd missed out but is back again for selection.

Since their first taste of international cricket, the trio have grown leaps and bounds in their personal games and development. Young has had stints with the Barbados senior teams and been around the CPL, while Melius has done the same with the Windward Island Volcanoes, as well as act as a reserve for the West Indies Senior Men’s team in 2018.

The young men were asked some questions by CWI Media:

CWI: What is different for you this time around in your second Under-19 World Cup preparation camp?

Young: The first time it was just a relief to make the team, and now it is an honour to be involved for a second time. Some people don’t get that second chance.

I’m more mature now, so I’m understanding everything better and enjoying my teammates more.

Melius: It’s a great feeling, coming back from the last World Cup, and what I learnt is what’s going to help me this time around.

Nedd: It’s different this time around because this group of players are more mature than our previous team and I’ve known most of these guys for the last eight years or so from the CWI age-group cricket.

CWI: What have you done to develop your game?

Young: I’ve been practising back home in Barbados. I’m taking a year off from school to focus on improving my cricket in preparation for this world cup.

Melius: Being around the Senior West Indies Men’s team has been a great experience for me in helping to develop my game. I ask them for any feedback to help me, as they have played at the highest level.

I’ve been really focused on strengthening the mental aspect of my game so that it can complement my technical skills; that will allow me to convert my

scores into centuries.

Nedd: I’ve been really focused on improving my bowling specifically, but I have also been working on the other areas to make me a better all-round player.

My coaches tell me I have improved in my errors from a year ago so I am going to continue to make sure I get to the World Cup in South Africa.

CWI: If selected into the team, what are you looking forward to?

Nedd: If I’m selected, I want to win and make West Indies cricket proud.

Melius: Keeping things simple, keeping my game simple, and I know the rewards will come. No pressure.

Young: Looking forward to using my experience to have a better and more impactful world cup this time around.

Spencer’s Manager, Gregory Dixon, said: “Levern has already arrived in Doha, Qatar for her seventh IAAF World Championships. She is on the ground working and is focused on trying to qualify for the finals. Twenty-nine athletes will participate in the women’s high jump competition and only 12 of them are expected to make it to the finals.”

Reynolds, Saint Lucia’s reigning Sportsman of the Year, recently made his international competition breakthrough, winning the bronze medal in the javelin event at the Pan Am Games 2019 in Lima, Peru.

The national record holder in the javelin, Reynolds is one of 130 eligible athletes issued invitations to participate by the IAAF despite missing the initial qualification mark after it became clear that some qualified athletes were not able

to attend.

An ecstatic Reynolds told Winners TV: “It came as a surprise but I never lost faith in what would have come out of my hard work. Finding out that I got the invitation, I quickly accepted and immediately got on my knees to thank God for the blessings of my season. My time to shine is now and I have time to prove myself that I am a world class athlete.”
