BRIMBANK City Council’s administrators have passed a special rates scheme to help promote the St Albans town centre after receiving 126 submissions on the proposal. Earlier this year, the council received a request from the St Albans Business Group Association to introduce the scheme to help with marketing the area. Last week the council’s three administrators voted to adopt the St Albans Town Centre Area Marketing and Business Development Scheme. During a community consultation period, the council received 10 submissions supporting the scheme and 115 objections against it. It has been estimated the plan will raise more than $112,000 during its first year. The special rates will be based on the capital improved value of each property multiplied by 0.00060, combined with minimum of $100 charge, increasing two per cent annually across five years. Some of the objectors to the scheme have said more parking would be needed in the St Albans town centre before the scheme was introduced. Some business owners said they
would like to see all day spaces, parking zones with longer time limits and more employee parking. “There is no point in attracting more people to St Albans as there is not even enough parking for local resident(s),” one submission said. However St Albans Business Group president Sebastian Agricola said the association was “very happy” the council passed their proposal. “Assuming it goes through without any issue we will ramp it up next year and improve conditions for traders in St Albans by bringing more people into the area,” he said. “It’s to help promote the interests of the business in the area and generate more business in the area.” Mr Agricola said this would be done through a variety of ways including special events, like the annual Lunar Festival. Mr Agricola said the St Albans shopping strip had traditionally found it difficult to compete against nearby bigger complexes, and the special rates scheme would assist with the situation. The council has commenced a project to examine the development of parking at council land in Collins St.
