PERSON OF THE YEAR By CASEY NEILL “I CALL Sri Samy the angel of Friends of Refugees, not without justification.� Trevor Grant, the Springvale-based group’s spokesman, said he’d met very few people in his lifetime so committed and determined to help others in need. Sri Samy’s dedication and efforts throughout Greater Dandenong in 2013 have earned her the Dandenong Journal Person of the Year title. “So often she has put aside her own needs to answer a call from a refugee,� Mr Grant said. “Whether it be a family sleeping on bare boards and shivering through a Melbourne winter, a pregnant mother with worries about her health, a refugee house in need of a lawn mower. “You name it, she’ll find a solution.� Friends of Refugees, launched in June, offers new arrivals assistance and advocates on their behalf. Ms Samy drives the group’s van around the suburbs to pick up and deliver aid, and cooks for up to 30 people each Monday at a weekly get-together she runs. “She is there, doing something positive to help some of the most vulnerable people in our society,� Mr Grant said. Ms Samy can offer empathy as well as an ear. She arrived in

Australia from India after an arranged marriage. “I felt excitement at my new life but it was also tinged with loss, having left behind all my friends and family,� she said. “Feelings of isolation and loneliness form a common theme in the stories of most new migrants.� The trained architect found work in the field within a few weeks, but five years later, within a matter of months she and her husband lost their firstborn son at birth and their fathers.

“The next year the world became a better place for us when our only – and beautiful – daughter, Krisha Samy, was born,� Ms Samy said. “Health issues forced me to take another turn in life. “Unable to focus on work because of the time taken caring for my daughter, I made a decision to focus on the family.� She became involved in community work while starting her home-based business. “I came to the realisation

that we have to live our life to the fullest and do our best to add value to other people’s lives,� she said. Ms Samy volunteers at Dandenong Community Aid Bureau and at the Victorian Immigrant and Refugee Women’s Coalition. “I teach computer skills, English to refugees and facilitate leadership courses for women,� she said. “I work with the Tamil Refugee Council and Friends of Refugees, providing material aid and raising awareness about the plight of refugees and the reason they are here – persecution in their homeland.� In 2013, she’s appeared in the Journal pages for her part in Tamil Refugee Council rallies and instigating English lessons at Dandenong Neighbourhood House for those on waiting lists for official classes. In September the Journal covered Ms Samy’s devastation when thieves stole bikes destined for refugees from her front yard, then her elation in October at a generous donation – 12 children’s bikes, two adult bikes and toys. “It sounds a lot to take on, and at times it can be hard work,� Ms Samy said of her volunteer work. “But it is also fulfilling to be able to give people a helping hand and help them get over those familiar feelings of isolation and helplessness. “My experience in life and work in community has made me understand the common phrase ‘a community is only as strong as its weakest link’.�

New life for old hub REVITALISATION was the 2013 word of the year in Greater Dandenong. The Journal itself finished the year bigger and better than it started. Star News Group purchased the 148-year-old title in August and published its first edition incorporating the Greater Dandenong Star on 9 September. The oldest masthead in Victoria returned to a true tabloid size, and Star brought back weekend sport coverage and expanded the Journal’s commitment to community news. The Revitalising Central Dandenong project continued in earnest, with the new municipal building rising from the corner of Lonsdale and Walker streets. The building is due to open in March 2014 and will incorporate a community space dubbed the “Federation Square of the south-east�. The striking red and green panels are already a focal point in central Dandenong and the project has a lot to live up to – Lonsdale Street’s makeover as a pedestrian friendly promenade picked up several awards during 2013. The Springvale Civic Masterplan was unveiled, detailing plans to revitalise the precinct after the council

moves to its new headquarters. In August, a new seven-storey building for central Dandenong’s Walker Street and Halpin Way was announced and it’s set to house the Australian Taxation Office (ATO) complete in late 2015. But the revitalisation process wasn’t all smooth sailing in 2013. Little India’s most enduring trader called it quits, pronouncing the iconic Dandenong precinct “dead�. Kathryne Turton-Lane closed her 26-year-old Heidi Rose clothing store in the once-vibrant Foster Street shopping strip, convinced there was “no future� for her or for other retailers. She said change in central Dandenong had been “too dramatic�, including the closure and reconfiguration of surrounding streets. The revamp also attracted criticism from disability groups in 2013, with concerns raised about cobblestone pavers along Lonsdale Street, and inadequate pedestrian crossing areas and disabled parking spaces. A shortage of customer and employee parking in central Dandenong was another point of contention in 2013, with the council completing a review of the situation. Dandenong Plaza was under the microscope, with fears early in the

year that Myer would leave the centre confirmed in September. Traders were concerned losing the drawcard would damage sales. But the Plaza said new stores JB Hi Fi, Trade Secret, Daiso and Aldi would bring in more shoppers when they arrived in late 2014. Also looking forward to a prosperous 2014 was flooring supplier QEP, whose Dandenong South headquarters burnt to the ground in a spectacular plume of black smoke in September. By November, the company found a temporary home in Keysborough, and the company’s US president paid a visit to thank dedicated and “inspiring� staff who helped with the relocation. Level crossings across the municipality were also a common fixture in the Journal pages. The Springvale grade separation got underway and made steady progress throughout 2013. In October, a Narre Warren North man was charged over a fatal train crash in Dandenong South in November 2012. Early in 2013 that incident sparked a proposal from Committee for Dandenong for a toll road to bypass the Abbotts Road level crossing to ease railway crossing congestion. tion revealed the deadly crossing would be among five in Greater Dandenong to go if the Labor Party won the 2014 State Election. Long-serving Dandenong MP John Pandazopoulos in November announced he wouldn’t recontest the seat at the election, and Lyndhurst MP Tim Holding retired, forcing a by-election in April won by Martin Pakula. The federal election in September saw Isaacs MP Mark Dreyfus and Bruce MP Alan Griffin keep their seats, and the ALP holding onto Hotham through Clare O’Neil after the long-serving Simon Crean stepped down. A highlight of the year was sharing incredibly moving stories from Vietnam, World War II and Korean War veterans in a special Anzac Day feature. A major frustration was Keysborough residents’ calls for schools and bus services remaining unanswered. YEAR IN REVIEW 2013 PROSTITUTION PROSTITUTION is not a new issue for Dandenong, but it took a new twist in 2013. In February, Star News Group reported that a 70-year-old woman was propositioned outside her Scott Street home and that working girls and gutter crawlers were instilling “fear and discomfort”. A story about a 19-year-old girl propositioned repeatedly at a Scott Street bus stop followed in July. Then the police blitz began. Sergeant Pat Green has been leading covert and overt operations to combat the issue. Officers made one arrest and interviewed three suspects in July, and charged 14 people with solicitation following stings in September and November. The issue looks set to remain in the Journal pages in 2014, with court appearances and more operations to come. “If you’re caught soliciting prostitutes you’ll be charged and thrown before a court,” Sgt Green said. “It’s not acceptable and the police aren’t tolerating it. “The police are working with other government agencies to look at the problem from a different angle, not only from enforcement.”

In October, Todd unveiled a 340-panel solar masterpiece atop family business Hilton Manufacturing in Dandenong South - the largest of its kind in the southern hemisphere. “We want to encourage other local businesses and educational facilities to visit our site and learn more about environmental sustainability,” Todd said. “We hope the work we have done with our factory will inspire the community around us to grasp a greener future.” Todd was also involved in Beacon Foundation’s push to encourage young people in Greater Dandenong to find a career in manufacturing, welcoming students onto the Hilton factory floor. In November, Margo’s 10-year vision for charity Brand New Day came to life. She opened the care and empowerment centre in Foster Street, East, Dandenong, to vulnerable, isolated and lonely families and individuals as a safe haven to enjoy activities, learn new skills and meet new friends. It will house classes in life skills, referral assistance, counselling and support.

YEAR IN REVIEW 2013 MANUFACTURING FEARS for manufacturing’s future have been in the national spotlight over the past 12 months, but it was a year of change and success for the sector in Greater Dandenong. Adrian Boden took over as South East Melbourne Manufacturers Alliance (SEMMA) executive officer in May and set his sights on boosting membership and finding new ways to support the industry. Beacon Foundation and manufacturers took the factory floor into classrooms to open students’ eyes to the career path, combatting the area’s shortage of young workers and high youth unemployment. Engineering manager Stephen Murtagh took home the 2013 Young Manufacturer of the Year award at the Victorian Manufacturing Hall of Fame event in June. AW Bell also picked up the medium company Manufacturer of the Year title and Dandenong South’s AL-KO International was inducted into Victoria’s Manufacturing Hall of Fame. In April, Paul Kearsley started work as the council’s Greater Dandenong Business group manager. Increasing ties with China’s manufacturers was high on his agenda, and he visited the council’s sister city Xuzhou in July and September. In December the council agreed to send another delegation there in September 2014 for an investment fair. “THE MOUND” A MYSTERIOUS mound under a footpath grew into a mountain of controversy for City of Greater Dandenong. In April, councillor Maria Sampey called for a “stuffed up” footpath built over a mound in Noble Park to be fixed. A disability access audit found the footpath was steeper than Australian Standards. The footpath was rebuilt. But the matter was not done there. In May, CEO John Bennie and then-Mayor Angela Long launched a “confidential and legally privileged” investigation into Crs Sampey and Brown, alleging they’d caused council officers distress. In September, the accused councillors called for the probe’s findings to be released publicly. The council refused, and councillors were provided a censored version of the probe’s report to read in a lawyer’s office in Dandenong. No sanctions have been announced against Crs Sampey and Brown, but the saga put Cr Sampey on stress leave until 31 January. She has lodged a WorkCover claim and a complaint to the Victorian Equal Opportunity and Human Rights Commission. 3

VU HO AND BAA FOR unemployed mechanic Vu Ho there was a principle - albeit a very expensive principle - at stake. He has fought a council order to evict his pet sheep Baa, 16, from his house and a $250 fine all the way to Victoria’s highest court, the Court of Appeal. Having lost that appeal, he faces $200,000plus in legal bills including the council’s costs. But he told the Journal he feared nothing, not least losing a stack of money. Untrained in law and uncertain in English, he produced a thorough 116-page legal submission and represented himself in the Court of Appeal. The submission won praise from the court’s president, Justice Chris Maxwell, who said: “I haven’t seen such well-directed research by an unrepresented litigant... for some time.” Mr Ho’s devotion to his pet attracted attention from documentary makers and writers around the world. The iconic Dandy Bacon pig neon sign was revived as frontage to Dandenong Market. It was one of several efforts to boost the 147-year-old market’s trading fortunes. The market started 2013 with a new board in place, which took over management from Savills in July. It introduced Sunday trading, a winter marketing blitz, extended parking hours and live cooking sessions to freshen its appeal. Also on the menu are plans for alfresco dining in the auction area, a trolley system and night markets. Traders had been struggling with high rents and slow trade since the market’s $26 million revamp in 2011 - with nearly $400,000 in rent owed in March. The board scrapped plans for a rent rise this year, but long-time traders such as Scott Watson shut up shop. Fruiterers - some already working 80-hour weeks - also railed against Sunday trading, saying the extra day would hinder their family life. Time will tell if the market’s board will bring home the bacon. SMART METERS NO ISSUE prompted more phone calls and emails to the Journal team in 2013 than smart meters. In February, support flooded in for City of Greater Dandenong plans to conduct electromagnetic and radiation testing and write a letter about health and safety concerns to the Energy Minister. This followed legal advice to the council that customers must allow the digital devices to be installed or risk having their electricity disconnected. Councillor Peter Brown called on the State Government to make smart meters optional, and hoped meter testing would find an occupational health and safety case to argue. But in June, independent smart meter testing at six Greater Dandenong sites found safe electromagnetic levels. Some residents, like Fred Menzies from Dandenong North, objected to their rates being “misused in this futile exercise”.

Taxi cost trap By NICOLE WILLIAMS THE closure of a Springvale taxi company has been blamed on cheap fares and rising petrol prices. But Minister for Roads and Public Transport Terry Mulder says customers won’t be affected. Royal Taxis was placed in administration last week and the Victorian Taxi Association (VTA) CEO David Samuel said it was frustrating for the industry. “While we are disappointed that Royal Taxis is entering administration, the sad reality is, this news can hardly be described as surprising,” Mr Samuel said. “Unsustainably low taxi fares, which have remained unchanged since 2008 and are now 10 per cent lower than CPI and 30 per cent behind comparable Australian states, have had a significant impact on the continuing viability of taxi businesses. Similarly LPG prices continue to rise.” Mr Mulder said Royal Taxis held 79 taxi li-

cences, which he believed were to be taken over by other operators. “We wouldn’t expect it to impact on services,” he said. “Drivers will have no problem getting other jobs - there is a shortage at this point in time.” However, Mr Samuel also predicted that more operators would close if something didn’t change. “The industry has continually warned the Victorian Government about the serious effect challenges such as low fares and high input costs are having on small taxi businesses. Unfortunately commentators, who know little about the practicalities of taxi businesses, repeatedly have their views put ahead of sensible outcomes. “If these issues continue to be left unchecked then we can expect more operators to close their doors with damaging consequences for taxi businesses, taxi drivers and the travelling public,” Mr Samuel said. Royal Taxis management was unavailable for comment.

Funeral family punch-up By NICOLE WILLIAMS A FUNERAL in Springvale turned into chaos last week when extended family started brawling. Springvale police were called to Springvale Cemetery about 5.30pm on Wednesday as more than 40 people fought shortly after a burial. Detective Senior Constable Ash Pendry from Dandenong Crime Investigation Unit said the two groups, one of 10 people and the other of around 30 people, got into a fight about one hour after a family member was buried. Police believe those involved were extended family

who didn’t get along. “Six people were interviewed on the night and released without charge,” he said. “There are some 30 other people that we need to speak to.” Det Sen Const Pendry said five people were injured in the melee. “The worst being a broken nose to a 40-year-old female,” he said. “She was taken to The Alfred.” Investigations are ongoing. Hunt for bandit A 62-YEAR-OLD man was assaulted and robbed in Dandenong last month. The man had finished withdrawing money from an ATM outside Dandenong Lotto on Thomas Street when he was head-butted by a man around 1.50pm on Saturday 28 December. Police believe the victim’s wallet was stolen before the man ran from the scene. Skilled on a world stage NATIONAL champion panel beater and Chisholm graduate Dayne Ciborowski has returned to the TAFE’s Dandenong campus to judge the next generation of apprentices. The Cranbourne resident was on hand late last year to cast his eye over competitors in the regional round of the WorldSkills Australia program. The competition showcases the skills of apprentices and the newlyqualified in trades like hairdressing, plumbing and mechanics in battles of speed and workmanship. Chisholm held contests in the automotive (mechanical light, mechanical

heavy, auto body repair and paint) and engineering (turning) categories. Gold medallists will go on to compete in the national championship next year in Perth. The national winners will then have a chance to compete at the international competition in Sao Paulo, Brazil, in 2015 as part of the Team Australia Skillsaroos. “It’s definitely something to put on your resume, employers really value the title,” Mr Ciborowski said. He said competing in the auto body repair category at the 2013 WorldSkills International Championship in Leipzig, Germany,

was a great opportunity. “Going to Germany for WorldSkills was pretty full-on and intimidating … exciting though,” he said. “It improved my timemanagement due to the time restrictions and really sharpened and honed my skills.” Mr Ciborowski said it made him more confident, particularly with intensive training leading up to the event. “We trained twice per week in the months prior to the event, then every night the week before,” he said. “It’s great being on the other side of things, and seeing the next generation through.”

Racquet over for ball kid By JARROD POTTER WHILE most sit back and relax throughout January, 15-year-old Chris Miranda is set for a hectic fortnight, retrieving balls and hopefully... not too many thrown racquets at the Australian Open. Rosswood Tennis Club’s, Chris Miranda, of North Dandenong, has been a regular part of the Australian Open for the last three tournaments as one of the Open’s unobtrusive yet highly-visible ‘ball kids’. However Miranda is determined to make the next two weeks count as he farewells the ball kid ranks. “It’s my fourth year coming up as a ball boy and it’s my last year as well because when you hit 15 you have to stop,” Miranda said. “It’s been great as not many kids get to do it - 2500 try out and only 380 get selected and they cut a lot of kids out that never get the chance.” Forced retirement at 15 means this will be Chris’ last campaign and he wants to go out on top, hopefully as part of the ground crew for a final - getting him back onto Rod Laver Court. “I think I’ve become more of a leader as you’ve got to show the younger ones (ball kids), or the first

years, around a lot as they’re still new to Melbourne Park,” Miranda said. “I wouldn’t mind getting a final… that would be good. I’ve never had one before, so you just have to be consistent with everything on court.” Looking back on his highlights from the Opens, Miranda had the great luck to be part of a match featuring current men’s world number one Rafael Nadal and also enjoyed watching rising stars like Li Na and David Ferrer ascend the ATP/WTP rankings. “In my second year 2011, I got Nadal, not sure who he versed but got into that,” Miranda said. “It was a good experience… it was my first time on Rod Laver (Court) so it was great fun. “In my first year I got Li Na and David Ferrer when they weren’t ranked as highly so it was good to see them play as well.” The Australian Open runs from 13-26 January in Melbourne with ground pass tickets starting at $34. Dandenong opened its account on Friday night with a thumping 95-62 win over Logan. Foot on the throttle basketball for the first half gave Dandenong a 50-30 lead before Mark Wright went to the bench and gave his extended roster a long run ahead of the Saturday night clash against Townsville. Dandenong was on fire against Logan - shooting 57 per cent from the field and a whopping 46 per cent from beyond the perimeter. Logan missed the experience of Opals’ star Hanna Zavecz and subsequently couldn’t stop Rangers’ guard pair Jenna O’Hea (25 points, 6 rebounds) - who shot amazingly well for 90 per cent from the field - and Leilani Mitchell (18 points) - 87 per cent field shooting - from lighting up Logan Metro early in the match. Kayla Pedersen (8 points, 6 rebounds), O’Hea and Mitchell all received lighter workloads on Friday night, granting the likes of Brigitte Ardossi (11 points, 7 rebounds) and Lauren Scherf (12 points) an extended run on court, which was seized with aplomb. Also going down in the New Year are the club’s playing fees - with president Barrie Wilkinson announcing a cut in the yearly fee to $100, down from $164, to provide more players with a chance to get onto the greens. “It’s now $100 - we’re just trying to offer a better service to our members and to help recruit new members as it’s a very reasonable price,” Wilkinson said. “The Dandenong Club has also contributed significantly to help support the bowling club.” The club currently hosts 75 members and

new members are encouraged to join up. Ladies are being encouraged to join as well with the club hosting Saturday, Tuesday and Wednesday social teams. Also on offer at the club are $5 green fees and free coaching for members. The club has its top tier sides in the Saturday Division 2, Bowls Victoria competition while its mid-week open team is in Division 1, Section 6. Resurfacing works are also currently going down at the club’s B-Green - the laying of Santa Anna grass on the secondary green. The Dandenong Club Bowls Club is holding its 49th annual Ice Day competition on Australia Day, Sunday 26 January, starting at the club from 10am. FIRST innings points summed up a complete domination of Dandenong’s (2/179) day against Hawthorn-Monash University (128) in Premier Cricket, with Dan Doran, Andrew Gale and Cameron Forsyth leading the charge. Dandenong sunk its teeth in early as Justin Butterfield (3/33), Nathan Lambden (1/36) and Matt Willcocks (2/16) made their impact felt quickly. Spoljaric was run out 12 shy of his third century this season but takes his tally to 462 runs at 77 thus far in 2013/14. Buckley Ridges v Berwick The best efforts of former Test batsman Thilan Samaraweera (59) wasn’t enough to drag Berwick (170) to victory over Buckley Ridges (7/173). Dandenong West v Nth Dandenong The Northerners carried their pre-Christmas form into the new year with an impressive win led by all-rounder Clay McCartney (50 and 3/16). The former Stingray was the barb in the Bulls’ side as Dandenong West (161) failed to fire with the bat. Starts from new recruit Azeem Rafiq (35) Justin Stanton (33) and Matt Fielding (32) were capitalised on as Jurgen Andersen (3/26) helped himself to early scalps. McCartney came on to run through the tail from only four overs. With the bat North Dandenong had its customary wobble at the top around Craig Gunawardana (22) after Andrew Harry (3/15) and Fielding (2/23) sliced through the top order. The chase was in strife at 6/82 before McCartney picked up the slack again, carrying on from an unbeaten century against Narre Warren in the last match of 2013. McCartney and Shane Clark (32no) posted a 75-run partnership to push the Northerners towards the victory, finishing 7/163 off 38.4 overs.

Home field advantage didn’t amount to much for the Bulls as the Tigers started to slash through the top order. Johan Vorster, promoted to number four in the order, made the top-score of 27 with help also coming from Marasinghe Perera (20) Dirk Vandergert (17) and a bit of tail-wagging from Andrew Berman (14no) and Anthony Salomon (6no) for the last wicket. Noble Park limped to 9/121 from its 45 overs and that total didn’t prove much of a challenge for Werribee. Anthony Salomon found the edge of Adam Duxson (6) cheaply, but from there Werribee took total control from a 117-run partnership between Matt Dean (55no) and Shaun Dean (42no) to smash apart the Bulls with nine wickets in the sheds and 10 overs to spare. Noble Park maintains its spot in the top six and travels to face 10th place Sunshine on Saturday for the last one-dayer of the season.
