Rate changes set city up for success Water, sewer funds flow in right direction BY NATASHA BARBER STAFF WRITER

RICE – Although Rice property owners may have not wanted a utility rate increase the last two years, the annual audit is proof the rate change will affect the city in a positive way. Jon Archer and Ashley Meagher, of Schlenner Wenner and Company, presented the 2018 financial statement audit at the March 17 Rice City Council meeting. The firm gave the city a clean, unmodified opinion – the best possible judgement – and made no change recommendations to the council or staff. According to the audit, both the water and sewer funds increased in 2018. Operating revenues exceeded expenses in the sewer fund for the first time since 2015. Meagher said the upsurge is due to the utility rate increase the council made in 2018, and the funds will continue to benefit from the additional rate increase applied in 2019. “These balances will continue to grow from that rate change,” Meagher said. “You’ll see even more of a bump, too, in 2019 once we get that (revenue) as well.” Archer was pleased

Promoting firearm safety Daniels recognized for 60 years of service BY ANNA HINKEMEYER | STAFF WRITER

SAUK RAPIDS – Art Daniels enjoys helping his community, whether it was in his previous position as a law enforcement officer or in his current position as a firearms safety instructor. Daniels was recognized by the Department of Natural Resources for 60 years as a firearms safety instructor with the Sauk Rapids Firearm Safety group March 19 at the Sauk Rapids Government Center. “It’s overwhelming to have someone like Art in our program,” Steve Heinen said. “Art is our go-to guy, and he’s the one that got me started on everything – as a firearms safety instructor, in my involvement in the Sauk Rapids City Council and now on the Benton County Board of Commissioners.” Daniels began teaching firearms safety in April 1959 and joined the Sauk Rapids group when he BY ANNA HINKEMEYER moved into the community. RICE – The streets of Rice ran green March 16 as community members gathered for the annual Heritage Parade. The parade, which is scheduled in accordance with the St. Patrick’s Day holiday celebrations, is organized by O’Brien’s Pub and invites parade participants to embrace all ancestral lineages. The sun shined as roughly 10 parade units made their way down Division Street North from Ferche Millwork, Inc., to O’Brien’s Pub. The parade lasted about 15 minutes. It was the fourth year the event has taken place.

It is an honor to recognize him with 60 years of service.” Each year as deer season opens, Daniels prays for the safety of all hunters and hopes everyone makes it home safe. “It is wonderful to know that (death) numbers are down, but I still pray for everyone’s safety,” Daniels said. “If God is willing, I will keep teaching. It is worth it to see everyone safe at the end of hunting season.”

some fourth-generation families. “So many people come to registration and know Art,” Heinen said. “Or, Art will recognize the parents of a child registering and will say he taught them or their parents or grandparents even. It’s incredible to see his longevity. It’s not a common thing anymore.” Daniels’ passion for gun safety has trickled into his family. All three of his children and five of his seven grandchildren have taken the course. “They know I am a strong advocate of gun safety, and they recognized that when they took the course,” Daniels said. “As a family, we are looking to promote gun safety whenever we can. Having so many of us trained in the course really helps that.” With 60 years invested as an instructor, Daniels and his fellow

instructors are like family. “All of us instructors have been together since day one when this group was formed 48 or 49 years ago,” Heinen said. “Everyone specializes in something different, so it gives the students a well-

vated by the number of deaths during deer hunting season,” Daniels said. “Back then, there were as many as 20 to 25 deaths during one season in the woods, and I would have to respond to some of those as an officer. I wanted to change that tide. Now, we feel bad if there are one or two deaths.” Over his 60 years of teaching, Daniels has had to adapt to changes in the program. When he started, there were as many as 40 kids in each class with longer instructional time. Today’s program requires 14 hours of training for the students, which takes place every Tuesday and Thursday from 7-9 p.m. for 3.5 weeks. “The changes have required some adaption from the instructors, but it has all been welcome,” Daniels said. “A lot of the children taking the course wouldn’t otherwise know how to handle a gun.” Throughout the course, students listen to speakers, view guns, learn how to properly handle, load and unload firearms, and learn how to shoot on the range. “Gun safety is work,” Daniels said. “But, it is so important. It helps improve the safety of so many people.” Daniels has lost track of how many students he has had in class, but he is now teaching

with the changes. “It’s good to see this, too, because I know we’ve talked about this in the past,” Archer said. “So, we’re seeing the benefit of it now.” Archer did not give a target goal for the city but cautioned the council to consider the amount of money needed when making repairs or replacements to water and sewer infrastructure. The water and sewer funds have a net position of $1.5 million and $1.9 million, respectively. Both revenues and expenditures exceeded the city’s general fund budget. The city received increased funds from building permits, donations and intergovernmental receipts. The general fund’s excess disbursements were primarily due to a transfer to the improvement fund that had not been done in the past. The city had allocated monies to this fund, but not completed the paper transfer. This transfer was reflected negatively in the general fund but positively in the nonmajor special revenue fund, which includes the improvement fund. As of Dec. 31, 2018, the city’s long-term outstanding debt was $659,265, which includes $252,265 of a Minnesota Investment Fund award in which the city is acting as fiscal agent for between Hydrostat and the Minnesota Department of Employment and Economic Development. “Historically, you have been aggressive about pay-

ing debt down and you can see that on this page,” Archer said. “Because the debt you are carrying compared to similar city’s is relatively low.” In other council news: - Approved Nancy Scott, of AllSpec Services, LLC, as the city’s building inspector. Scott was the only person to return a proposal following the city’s request. - Jonathon Fleck, city engineer with Bollig, Inc., presented his findings of a feasibility study paid for by Rockwood Estates in regards to its interest in hooking up to the city’s sanitary sewer infrastructure. Bollig found it is technically feasible for the city to accept the additional waste without exceeding the city’s capacity. Fleck said if the council moves forward, they should verify the accuracy of the numbers provided to the firm by the state, as well as think about what details they would like to see in the agreement. The council took no action. - Approved applying for a grant through the Department of Natural Resources. The city would contribute a 25 percent match of the total $36,250 should they receive the grant which would benefit the Fox Meadows Recreational Trail. - Accepted a donation from the Rice Firefighters Association in the amount of $1,209.65 for the purchase of shirts for the Rice Fire Department. - Approved the resignation of Zachary Schmitz from the Rice Fire Department. Schmitz was on the department for two years. The fire department is accepting applications for volunteer firefighters until May 1.

One kernel at a time Sportsmen’s Club distributes corn for pheasants BY ANNA HINKEMEYER STAFF WRITER

RICE – As the temperatures increase and the snow continues to melt, one winter project is coming to an end. The Rice Area Sportsmen’s Club has been distributing corn to keep the area pheasant population alive through the cold and snowy winter. “When the ground is completely covered with snow, the pheasants have to dig down quite far to get food, which is extremely difficult for them,” said Jim Petron, club member. “This year was even more difficult for them because of the high amounts of snow we had. We distribute

corn to help keep them well-fed and thriving. As things have begun to melt, it is more common to see pheasants by roadways because it is an easy way for them to get food. Now that more ground is uncovered, the pheasants are able to find food on their own again, so we won’t need to distribute anymore corn as long as it does not snow again.” For the past 25 years, the club has set aside funds for the project. “Rick and Marlene Schlichting and Diane Wojtanowicz graciously donated a half of a box of corn this year,” Petron said. “The club bought the rest of the corn for distribution.” Petron said many community members

have participated at least once and roughly 25 people have continuously helped throughout the winter. “A lot of the people who help feed the corn are very enthusiastic,” Petron said. “They enjoy putting corn out and then going out a day or two later to see some of it gone.” The club provides both cob and shelled corn. As of March 19, the group had distributed nearly three gravity boxes of feed. “We’ll order another gravity box if we need it, but I don’t think we will as long as the weather continues this way,” Petron said. “I don’t remember the last time we had to have a fourth box ready.” Petron said fall harvesting changes have impacted the need for distributed corn. In year’s past a greater amount of corn was left in the field. The club aims to feed the pheasants, but the corn often attracts other animals such as squirrels, turkeys and deer as well. “We are typically OK with the squirrels and turkeys, but we try to discourage the deer from coming to eat,” Petron said. “They eat so much of it, so we try to move the corn if they approach.” Club members feel feeding the wildlife, espe-

cially pheasants, is important to the ecosystem. “It is important to us to feed the wildlife, especially in the extremes of winter,” said Jim Gans, club member. “The pheasants are susceptible to predators when they have their head down in the snow. Having our corn available helps them preserve body fat and contributes to their overall health. It helps the hens have a healthier nesting season, too.”

Petron and other members of the Rice Area Sportsmen’s Club have noticed an increase in the area pheasant population, which is another reason

for the increased amount of corn distributed. “In the area from Rice to Milaca and Sauk Rapids to Buckman, there really are more pheasants than other years,” Petron said. “It is nice to see the population increasing, and it is rewarding to know our club and the corn distribution project is helping that.” The distribution happens on word of mouth, but the club is always looking for more places to have corn. “The more people involved, the better off the pheasant population is,” Petron said. “Anyone in the community can come and get corn on any given year to put out for the pheasants. If we feel the need to feed the pheasants due to heavy snowfall, then we will make sure there is corn available to distribute.”

We can have issues within 10 hours. Major issues.” In other board news: - The county will be soliciting public feedback regarding enacting a onehalf percent local option sales tax to fund transportation improvements. Public works director Chris Byrd presented to the board a list of improvements which could potentially benefit from the proceeds. The projects are roadways not included in the county’s current five-year improvement plan. An open house will take place at 6:30 p.m. April 9 at the Sauk Rapids Government Center, 250 Summit Ave. N, Sauk Rapids and at 6:30 p.m. April 22 at the Benton County Administration Building, 531 Dewey Street, Foley. The public is invited to attend. The commissioners will need to host an additional formal public hearing before authorizing a tax. - Byrd also presented the draft plan for the Benton County Public Works American Disabilities Act Transition Plan. This plan will regulate how the county will bring into compliance public road rights-ofway. These improvements are planned as county roads are reconstructed. The county will need to implement a plan or federal funding for these road projects may be withheld. FOLEY – With the spring thaw, waters continues to rise in Benton County, and the issue of flooding was discussed at the March 19 Benton County Board of Commissioners meeting. James McDermott, Benton County Emergency Management Director, was added to the agenda to inform the commissioners of the county’s actions. Concerns from county residents brought one question in particular from the board: Has Benton County provided sand bags to residents in the past? “Yes and no,” McDermott said. t According to McDermott, in year’s past, the county had excess sand bags which had been issued to the county at no cost. The county dispersed those supplies when needed. That will likely not be the case this season. Public works staff is tasked with protecting public infratstructure and the amount of sand and sand bags on hand are only enough to meet the county’s needs. “A county is only responsible for protecting public infrastructure,” McDermott said. “That is where the money and the damage for presidential declarations comes from – damage to public infrastructure, not private. It’s always been that if you have a private business or a private home, those are your responsibility.” Cost of providing supplies for residents is a big concern. McDermott said there are 300 structures with values of $10,000 or more in the county’s 100year flood plain. “To sand bag a 20-by-

It adds up.” Emergency management dollars can only be spent on public infrastructure and no funds are issued prior to damage, according to McDermott. “Anything we do ahead of a flood is on our dime,” McDermott said. “If something happens and there is a presidential declaration, then you may get some of your money back but not until.” Presidential disaster declarations are determined from damages to public property. McDermott said the county would need to see about $1.80 per citizen of damage to public infrastructure before the county could ask the state for help. At that point, if multiple surrounding county’s reported similar damage and a disaster was declared, the Federal Emergency Management Agency could step in. Homeowners can learn how to prepare and the site lists businesses where sand and sand bags can be purchased. McDermott said a meeting will take place March 27 to coordinate efforts between various organizations. “If we get a normal melt, we’re still going to have issues,” McDermott said. “The National Weather Service had an update yesterday and basically we’re looking at a 50 percent chance of moderatemajor flooding throughout the state.” McDermott is concerned if the ice jams at the Mississippi River bend near Gordon Bridge. “If that ice jams which

Raymond C Lovitz, age 86, of Pequot Lakes passed away peacefully March 17, 2019, at Bethany Good Samaritan Home. He was born May 1, 1932, in Sauk Rapids on the family farm to Carl and Lena Lovitz. Ray worked at the Sauk Rapids Dairy for 30 some years and served on the fire department. He retired from Target in 1998. Ray served in the military and was a member of the VFW and American Legion. Ray was an avid bird watcher who enjoyed sharing his passion and knowledge, letting all know each spring when he spotted the first hummingbird. A walk down a gravel road was not simply for exercise, there were agates to be found. His favorite sport was fishing, lots of fishing. Deer hunting with his sons and grandsons created memories and a lifelong tradition. If Ray was not fishing or hunting, you would find him in his woodworking shop. Ray is survived by his wife, Diane of 32 years, son Curt (Cindy) Lovitz of Breezy Point, son Ken (Deann) Lovitz of Clearwater, daughter Jane

Pat Spence, former clerk of Watab Township I am writing to correct information written in the March 9 letter to the editor by Watab supervisor Julie Johnson. She said at the 2019 budget meeting she discovered I was being paid to train the current clerk. She approved the time sheets I submitted for the clerk’s and treasurer’s training months earlier in 2018, and she voted to authorize payment. Before statements are made by elected officials, I hope the right questions are asked before publishing something that demeans others. Asking the treasurer of Watab Township for my gross payroll amount and presenting that as the township’s cost for me training the clerk is a violation of the public trust. Julie presented my gross wages of approximately $11,000 for 2018 without explaining the amount was for four months as clerk (December through March) in addition to the training hours for the clerk and treasurer. Of that total amount, $1,848.75 was for training. Julie also stated that MATIT does free training for clerks and treasurers. MATIT is an insurance trust and does no training. The Minnesota Association of Townships conducts training at workshops for which there is a nominal fee, and they have consultants you can call with general questions. The accounting workshops do not occur immediately on your election to office. The newly-elected clerk will need to make out payment for bills and payroll within days of taking the oath of office. Most likely, she will not have experience with the accounting system used by our township. Julie implied that I do not know the difference between a township and a city. An urban township has issues for which they are responsible besides roads, and some urban townships in Minnesota have full-time employees to carry out work that cannot be done by the supervisors just as city council members hire staff. The Minnesota Association of Townships article titled, “Township Day is March 12,” states, “Some townships, with populations of more than 1,000, function in much the same way as a small city.” Only time will tell if Watab Township must hire or consult to fulfill its responsibilities when supervisors do not choose to carry out those tasks. I wish our new township officials the best in their service to the township and hope they will seek the training necessary to fulfill their duties. They will need to ask the right questions and be honest to hold the public trust.

Snow, rain, spring? The first couple weeks of March were interesting for all Minnesotans. First came the snow storm March 9-10. The snow made a mess of everything on my husband’s dairy farm. It made the barn roofs heavy under the stress, it made it hard for equipment to run smoothly, and it made both my husband and his great uncle complete- BY ANNA HINKEMEYER ly miserable. It was hard for them to move around and get things done. It also resulted in them having to spend two days on snow removal rather than on other important farm chores. Thankfully, they were able to move some of the snow off the roofs to avoid collapsed barns which many other farms are dealing with. The snow storm was closely followed by a rain storm, which dropped at least 1.5 inches on the farmyard and created another basket of problems. The farm was one giant water puddle. The driveways were a sheer skating rink with ice underneath and water on top. Water flooded into the feed room, where feed was impacted and had to be thrown out. Water nearly flooded the milk house as well, which would have been an interesting experience with the electrical equipment needed for the milking system. While it was raining, my husband and his great uncle were outside, digging trenches in the yard and around some of their other buildings to drain the water toward the pasture to avoid flooding. We recognize how lucky we are to not have been impacted greater than we were by the snow and rain. My husband is grateful there were not major breakdowns or repairs, and he was able to get everything done that was needed with extra time and effort. Now that the rain and snow have cleared and the forecast is showing temperatures creeping into the mid- and upper-40s, we are more than ready for spring. Manure needs to be hauled to the fields, everything needs a quick spring cleaning and planting season is approaching. My husband and I are ready for warmer weather, not only to pick up on farm work, but also to lessen the possibility of problems occurring and to enjoy warmer weather. We are thankful another long winter is coming to a close soon. I am anxious to watch planting season on the sidelines or in a tractor with my husband.

SAUK RAPIDS – Members of the Sauk Rapids-Rice School District gathered at the high school March 15 for the Sixth annual Stars of the Storm event. The fine arts showcase is presented each spring by the Sauk Rapids-Rice Education Foundation and

Dickerson inducted BATON ROUGE, La. – Laurel Dickerson, of Sauk Rapids, has been inducted into The Honor Society of Phi Kappa Phi, the nation’s oldest and most selective all-discipline collegiate honor society. Groethe received the honor at the 2019 American Advertising Awards Show Feb. 23 in St. Joseph. The annual awards competition was hosted by the American Advertising Federation of Central Minnesota and celebrates excellence in advertising. Emerging Leaders are those who, though young in their careers, have proven themselves to be impacting their company and clients. They have begun to further industry standards, creative excellence and responsibility in areas of social concern. Groethe was selected for this award by a panel of judges including community leaders and industry professionals for her exemplary work ethic and continuous innovation. Groethe has spent the last eight years building a dynamic communication program for Stearns Electric. She is passionate about the power of communication and storytelling. She excels in designing creative visuals and transforming complex information into simple, easy to understand communication. She is known for her attention to detail, project management skills and motivation to create an excellent consumer experience. BENTON COUNTY BOARD OF COMMISSIONERS REGULAR MEETING MINUTES MARCH 5, 2019 The Benton County Board of Commissioners met in regular session on March 5, 2019 in the Benton County Board Room in Foley, MN with Commissioners Steve Heinen, Warren Peschl, Ed Popp and Spencer Buerkle present and Commissioner Jake Bauerly absent (excused). Call to order by Vice-Chair Buerkle was at 9:00 AM followed by the Pledge of Allegiance to the flag. Peschl/Heinen unanimous to approve the agenda as amended—add item: Application for Exempt Permit for Foley Area Ducks Unlimited. No one was present to speak under Open Forum. Consent Agenda item #6 was “pulled” for further discussion. Popp/Peschl unanimous to approved the remaining Consent Agenda: 1) approve the Regular Meeting Minutes of February 19, 2019 as written; 2) approve grant with State of Minnesota for Congratulate and Educate tobacco compliance checks, and authorize the Chair to sign; 3) approve Application for Exempt Permit for Duelm Area Lions to conduct a raffle, paddlewheels and tipboards at Jack & Jim’s Convention Center, 11025 Duelm Road NE, Foley, on June 12, 2019 and November 16, 2019; 4) approve 2019 Solid Waste Hauler Licenses Round III— Vanderpoel Disposal, Rapid Container Service Inc.—and authorize the Chair to sign; 5) approve 2019 Solid Waste Newspaper Contract/Post Card Advertisement, and authorize the Chair to sign; and 7) approve Application for Exempt Permit for Foley Area Ducks Unlimited to conduct a raffle/bingo on April 14, 2019 at Jack & Jim’s Event Center, 11025 Duelm Road NE, Foley. Regarding Consent Agenda item #6 (Special Road Use Permit for Heritage Day Parade in Rice), Heinen asked if the applicant was aware of the 60-day notice prior to the event. Chris Byrd, County Engineer, stated that the applicant was aware of missing the deadline; however, the Board may waive this requirement if so desired. Byrd noted that the event has occurred for the last four years with no issues. Heinen/Popp unanimous to approve the Special Road Use Permit for Heritage Day Parade in Rice on March 16, 2019, and authorize the Chair to sign (Consent Agenda item #6). A public hearing for the purpose of taking public testimony regarding the Sheriff’s Office body-worn camera policy was opened at 9:08 AM. Troy Heck, County Sheriff, explained that the cameras have been purchased; implementation is pending today’s hearing and training. He noted that he did receive one email from a member of the public stating their support for body cameras. With no one else wishing to be heard, the public hearing was closed at 9:12 AM. In response to Peschl’s inquiry, Heck stated that the officers will have discretion with regard to activation of the cameras; however, they will be provided with general direction as to what they should

be capturing on these cameras. In response to Popp’s inquiry, Heck stated that anytime the cameras are activated, it becomes public data; how the officer categorizes the data dictates its retention period. Heinen inquired of the training that will be provided. Heck pointed out that training encompasses the same software/procedures that the officers are already using for their in-squad cameras. He stated his vision that the deputies will be utilizing the body cameras by April 1st. No action required by the Board at this time. A public hearing for the purpose of taking public comment on Ordinance No. 471, repealing and replacing Benton County Solid Waste Ordinance No. 162 and Solid Waste Service Fee Ordinance No. 252, was opened at 9:18 AM. Roxanne Achman, Department of Development Director, introduced Tom Berry from Wenck Associates, the consultant who assisted with the ordinance update. Berry noted that the intent of Ordinance No. 471 is to bring the Solid Waste Ordinance into conformance with MN State Statutes, make it more cohesive with the Development Code and to make it easier to interpret. He reported on the history and purpose of the Solid Waste Ordinance, the ordinance change process, and general/ specific changes from the current ordinance to the proposed new ordinance. With no one else wishing to be heard, the public hearing was closed at 9:32 AM. Brief discussion occurred regarding the responsibility for collecting tires thrown in the ditch or stored on private property, as well as use of tires for agricultural purposes and road projects. Popp/Peschl unanimous to adopt Ordinance No. 471, repealing and replacing Solid Waste Ordinance No. 162 and Solid Waste Service Fee Ordinance No. 252, and authorize the Chair to sign. Johanna Mattson, Human Resources Director, requested Board consideration of a professional services contract with SafeAssure; this contract would replace current service agreements with CLMI Resources Now and MDSD and result in a cost reduction of $1,146. She pointed out that SafeAssure consultation and training services include OSHA compliance, onsite and online training, safety program policies and practices, simulated OSHA onsite audits and inspections, and safety committee advisory. Peschl/Heinen unanimous to approve a Professional Services Agreement with SafeAssure and authorize the Chair to sign. The Regular County Board meeting was recessed at 9:41 AM to conduct a Human Services Board meeting. The Regular County Board meeting was reconvened at 9:45 AM. Chris Byrd, County Engineer, requested Board consideration of a contract with civil engineering consultant KLJ to provide AutoCADD training to the engineering technicians; this contract provides for an experienced, professional CADD technician working for KLJ to come to Benton County and provide real-world AutoCADD training. He added that the contract further provides for 40 hours of “classroom” training

Byrd referenced the Governor’s recent budget proposal which included a $0.20 gas tax increase with indexing, increasing the vehicle registration tax, and increasing the motor vehicle sales tax from 6.5% to 6.875%. He presented detailed background information on the 2018 gas tax distribution, including history of the CSAH formula (in 2018, $2.274 billion was collected in the Highway User Tax Distribution Fund—of that amount, the 87 counties receive $612 million or 29% in County State Aid). Byrd explained that the current formula contemplates all money being split, 68% to the apportionment sum and 32% to the excess sum; if revenues increase, every county will see an increase in CSAH funding. He pointed out that the CSAH funding received does not keep up with local needs, nor does the funding for county roads; however, the legislature has provided additional options in the wheelage tax and local option sales tax. Byrd referenced the local needs report as prepared by the Transportation Finance Advisory Committee on 20-year funding needs to achieve desired outcome; he stated that the overall Highway User Tax Distribution Fund shows a 20-year funding gap of $21.5 billion-$29 billion or an annual funding gap of $1.1 billion-$1.47 billion. Should the Governor’s proposal be approved, Byrd commented on what this would mean for Benton County in new CSAH revenue: FY 2020, $361,521; FY 2021, $1,399,628; FY 2022, $1,653,050; FY 2023, $1,708,549. He stated his belief that groups such as Association of MN Counties, Transportation Alliance, will be asking counties for resolutions of support for new transportation funding. Byrd informed Board members that agreements have now been reached with all landowners with regard to the CR 78 right-of-way acquisition, therefore there will be no need to move forward with condemnation proceedings. Board members reported on recent meetings they attended on behalf of the county. No Commissioner Concerns were noted. Dancing to new opportunities Roberts able to try out for SRRHS team BY ANNA HINKEMEYER STAFF WRITER

SAUK RAPIDS – Brady Roberts loves everything about music – songs themselves, the way a tune makes him feel and most of all the beat. Roberts has been dancing since he was 3 years old. “The dance floor is my comfort zone,” Roberts said. “I love getting into the dance and letting my body feel the beat.” Roberts has danced with the St. Cloud Just for Kix, specializing in hip-hop and kick. He has also been in jazz routines, but hip-

hop and kick are his favorite dance styles. “Hip-hop and kick are so much more upbeat,” Roberts said. “I feel I can do so much more.” Roberts, 14, is an eighth-grade student at Sauk Rapids-Rice Middle School with aspirations of joining the high school dance team. Until now, the Minnesota State High School League bylaws have prevented that. However, two Minnesota high school boys filed an injunction against MSHSL in July 2018 and were recently ordered a preliminary injunction for discrimination in the girls-only competitive dance rule. “I was frustrated and upset when I found out I could not join the high school team,” Roberts said. “Girls can wrestle, but boys haven’t been able to be on

being a choreographer in the future, with the ultimate goal of teaching and coaching dance. “Dance has gotten me to the point where I want to keep going with it,” Roberts said. “I have learned that it is OK to do what you love and not care what others think of it. I love dance, and I want to continue pursuing it. Sometimes I will be dancing downstairs and talking to myself like I am teaching a class.” For Roberts, being involved in dance is much more than the music. “I put everything I have on the dance floor,” Roberts said. “It allows me be who I am. I can put all sorts of attitude into the dance. I showcase a lot of facial expressions and let myself get into it. I get comments a lot on how good I am at what I do and how much fun I am having. Dance is my passion, and I am excited for what I can do next and for the opportunity to try out for the high school team.”

I really feel like I stand out, which only makes the experience more fun.” Roberts has been hard on himself at times. “Just for Kix has placement teams, which are hard to get on,” Roberts said. “I have never been able to make those teams because my splits aren’t flat. This year, I am determined to make it on the team. I am going to spend a lot of time working on my strength and conditioning so I am able to improve on my dance skills.” Roberts has a goal of
