This is an area rich in history, brimming with amenities and full of potential. Benton County was founded as one of the original nine counties in Minnesota in 1849. Much has changed in Benton County from those early years of frontier life dominated by trappers seeking furs, lumberjacks making timber and family farmers working to expand local agriculture. Benton County has developed its unique culture by blending both urban and rural lifestyles. While agriculture still dominates the significant rural landscape found here, the modern Benton County also boasts large cities and small towns all of which offer a variety of places to live, work and grow. Productive industries, thriving schools, busy marketplaces and safe neighborhoods support the needs of residents and visitors alike. Connecting all of these areas are well-maintained roadways that allow people to move freely about in their daily lives. Easy access to the many businesses, attractions and amenities the area has to offer are the norm in Benton County. AT A GLANCE

Duelm is an unincorporated community in St. George Township, near Foley. The community is located along Duelm Road near 110th Ave. N.E. Highways 25 and 95 are also in the immediate area. Gilman is a city with a population of 218 as of the 2010 census. It is located along the Highway 25 corridor. Oak Park is an unincorporated community in Maywood Township. The community is located along Highway 23 near County Road 7. Nearby places include Foley, Ronneby, and Foreston. Ronneby is an unincorporated community in Maywood Township. As of the 2010 census, its population was 67. The community is located along Highway 23 near County Road 6. Nearby places include Foley and Oak Park. Sartell is a city in Benton and Stearns counties that straddles both sides of the Mississippi River. The population was estimated at 17,752 people as of 2017.

The largest city is Sauk Rapids, which has over 12,000 residents. The part of St. Cloud that is located in Benton County includes about 6,400 residents. Sartell’s Benton County section includes over 2,000 people. Rice, with a population of over 1,200, is located on the northwestern edge of the county.

Sauk Rapids

Recreational Trails R Sauk Rapids has five main off-road recreational trails used for biking, hiking, rollerblading and cross-country skiing. Ox Cart Trail is the most popular city trail. It is a paved trail that travels along the banks of the Mississippi River and through four city parks and is 2.18 miles long. The trail begins at Southside Park and goes through Sauk Rapids Lions Sunset Park heading north along River Avenue and into Municipal Park. The trail continues north and goes through Island View Park ending at Fischer’s Garden Mobile Park where the road connects back up with North Benton Drive and leads to Sartell. This trail roughly follows a portion of the historic Red River Oxcart Trail that was used in pioneer days to move supplies and trade goods between St. Paul to Pembina, N.D. and into Canada. The convoys of wooden two-wheeled carts pulled by oxen could be heard coming five miles away, long before they were seen. The large wheels on the carts held in place with leather hide material, let out a very loud screeching noise that traveled far, some of these convoys were 200 carts long. This means of transportation and historic lively tradition slowly died away as the railroads expanded their lines. Mayhew Creek Park Trail is the most recently completed trail in the city. It is located in Mayhew Creek Park north of the high school and is 1.1 miles long. There are two loops, one going around the sledding hill and one around the perimeter of the park. These are crushed aggregate at this time but may be paved in the future. Prairie Lane Trail and Eastern Star Trail are paved trails that can be used jointly by crossing 18th Street North. Prairie Lane trail winds among four storm water-holding ponds and is beautifully landscaped and has benches and appropriate lighting. Across 18th Street North. the Eastern Star Trail is also paved and winds through a complex wetland that is very unique. The trail ends at Eastern Star Park that provides playground equipment and a small picnic shelter. Rotary Trail is a crushed aggregate nature trail originally constructed by the Great River Rotary of Sauk Rapids and Sartell. The trail meanders through a wooded wetland complex northwest of Bob Cross Park to Bob Cross Nature Preserve. This trail has boardwalks and observation outlooks and is quite secluded.

The county seat is at Foley. Originally, the seat was at Sauk Rapids, then moved to Watab in 1856, and back to Sauk Rapids in 1859. A move was started to transfer the county seat to Foley, causing much rivalry between the towns of Foley and Sauk Rapids. An election was held in 1901. The results favored moving the seat to Foley by a vote of 1,284 to 788. The present courthouse was built in 1902 and 1903. Additions were built in 1974 and 1981 and the interior has been remodeled. Rice POST OFFICE Rice is a community of approximately 1,361 residents located in northwest Benton County, Minnesota. The Mississippi River runs directly west of the city and U.S. Highway 10 runs through the eastern edge of town. The community covers approximately 6.1 square miles. The BNSF railroad runs through the west side of downtown parallel to Highway 10. Rice is part the Sauk Rapids-Rice Public School District. The only district school located within the city of Rice is Rice Elementary School located in the northern portion of downtown.

RICE AREA COMPOST SITE The city compost site is open from April 25 - November 2. It is free for residents in city limits. If you live in a surrounding township you are welcome to also use the site for a fee of $40 a year or $10 a day. The site is a great place to dispose of grass clippings, branches, leaves and garden vegetation. During certain times of the year there will be compost and/or wood chips available. You can get your compost site sticker at the site during open hours.

Rice

In early history of Benton County, the area of Langola Township encompassed the land around the present-day city of Rice to Royalton. The land was referred to as the “Sand Prairie” by the early explorers. During this early history timeline, the area from Sauk Rapids to Fort Ripley was being built up as it was part of the Woods Trail, later to be called the Minnesota military road. Fort Ripley needed supplies, and the supplier was a man by the name of George T. Rice. George Rice saw opportunities arising and moved to Little Falls from St. Paul. Here he traded in produce and cattle, supplying Fort Ripley for three years until in 1862 when he moved to Sherburne County. In 1864, he moved to Langola Township and built a large home on the land that was originally owned by H.G.O Morrison. His home sat on a hill overlooking Little Rock River. He acquired other acreage and eventually owned 325 acres of land in the Langola area. In 1865, he bought the Luther Hotel, which had been built on the Red River Trail in 1857. It was south of the cemetery and west of Rice. It then became known as Rice’s Tavern and the area commonly was referred to as “Rice’s.” Mr. Rice used his connections for supplies and the station-hotel became a stop for the Fort Ripley stagecoach horses along with a departure and returning point for the passengers. During this time, Mr. Rice also established a grist mill, a flour mill near his home and Little Rock Creek was dammed up to run the water wheel. The extra flour was shipped out and taken to the fort. The next established business for Mr. Rice was starting a sawmill. He sawed the local logs brought in by the neighbors, and soon his sons were receiving logs from northern companies floating them down the Mississippi. Rice’s Station area grew with people attracted to the area for homes, businesses and jobs. Names of early settlers were McNeils, Wolhart, Lampert, Popp, Doble, Demerritt, Russell, Rajkowski and Guck. With settlers came the need for schools and they were built. In 1877, the Northern Pacific Railroad passed through the town in a northerly direction near Rice’s Station. More businesses moved in with the addition of the railway, ferries continued to operate for crossing the river until bridges were sturdily built. Rice’s Station grew as more businesses and more people moved into the area. On July 18, 1890, the Village of Rice was officially incorporated and the town was named after its early settler. The village charter election notice was posted for all citizens who were qualified to vote at the general elections.Thirty-seven votes were cast at the election which took place on July 31, 1890. J.C. Wiley was elected president of the council, J.W. Wolter, William Dunsmore and Robert l. Russell were elected Trustees. John Lampert was elected as recorder and John Fox became the constable, J.B. Gazette and H.S. Broughton were declared justices of the peace and Henry Fox was elected treasurer. Sauk Rapids Services CITY GOVERNMENT A five member council, consisting of four council members and one mayor, governs the city. Council members include Jason Ellering, Nick Sauer, Ellen Thronson and Dottie Seamans. The mayor is Kurt Hunstiger. City administrator is Ross Olson. The Sauk Rapids City Council meets at 6 p.m. on the second and fourth Mondays of every month in the council chambers at the Sauk Rapids Government Center located at 250 Summit Ave N. The city council also meets in special session as needed with notice of these meetings posted at city hall. Meeting dates conflicting with national or state holidays are changed to the Tuesday following a Monday holiday date. The city council meetings are broadcast live on the city’s cable access channel: Charter channel 181. The agendas for the city council meetings are posted on the city website at www.ci.sauk-rapids.mn.us and at the Sauk Rapids Government Center the Friday prior to the meeting by noon. CITY SERVICES Police Chief Perry Beise manages a force of 17 sworn officers and one administrative assistant. Jason Fleming is the fire chief and manages a 30-member department.

UTILITIES Pete supervises nine full time employees and anywhere from three to five seasonal & three compost. Craig Nelson, director of utilities, currently supervises a five-member crew. In 1850, Sauk Rapids consisted of oak, maple and basswood trees. In 1851, the first home was built by W.H. Wood, it was a large mansion named Lynden Terrace. Other settlers followed and the town was named Sauk Rapids after the rapids just below the mouth of the Sauk River. Soon a general store was built, then a hotel and a large jail. In 1856, the county seat moved to Watab, then returned to Sauk Rapids in 1859. A new courthouse was built, but then finally in 1897, the seat moved to Foley where it currently resides. In 1917, the courthouse burned. The first settlers organized a Congregational church that was soon followed by Methodist, Episcopalian and Lutheran churches. The first paper outside of St. Paul was the Sauk Rapids Frontiersman. It started in 1854. In 1876 the first bridge was built, but then destroyed later in 1876. It was rebuilt in 1879. A flour mill was erected in 1875, then destroyed in 1886. In 1874, Sauk Rapids was the end of the line for the railroad. All the settlers from as far away as the upper Red River Valley brought their produce here to ship it. A six-horse stage coach made bi-weekly trips between St. Cloud and Crow Wing. The first school was built in 1886. Until 1886, Sauk Rapids was one of the most important cities in Minnesota. It stood a good chance of becoming even more so, but on April 14 at approximately 4 p.m. a cyclone struck the town. Everything in the path of the tornado was demolished. It swept through the heart of the city, wiping out all the stores. In Sauk Rapids alone, 44 were killed and several hundred wounded. This event was a great set-back for the city, but today it is evident Sauk Rapids has recovered from this event. Today Sauk Rapids is full of life and growing more each year.
