Minnesota (2017) legislation requires public school districts to annually, before December 31, pass a resolution combining polling places for potential elections not held on the day of a statewide election. This legislation requires the consolidated polling place(s) be those that are considered polling places during general and statewide elections. Polling location designations for standalone elections remain in effect until the Board acts to change them by December 31 annually. The proposed resolution designates six polling locations, which will serve the entirety of the District pending an election not held on the day of a statewide election. School District Clerk ADOPTION OF THE RESOLUTION LIMITING AND CLOSING OPEN ENROLLMENT A motion was made by Solarz, seconded by Loidolt and unanimously carried by roll call vote to adopt the Resolution Limiting and Closing Open Enrollment. Superintendent Bergstrom requested the Board of Education adopt the resolution, which applies grade level caps and limits and closes open enrollment within state statute. Member Solarz introduced the following Resolution and moved its adoption: RESOLUTION LIMITING AND CLOSING OPEN ENROLLMENT WHEREAS, Minnesota Statutes section 124D.03, subdivision 6 requires the School Board to adopt speci c standards for acceptance and rejection of open enrollment applications, which may include the capacity of a program (excluding special education services), class, or school building but which may not violate minimum open enrollment standards established in Minnesota Statutes section 124D.03, subdivision 2; WHEREAS, Minnesota Statutes section 124D.03, subdivision 2 states that a school board may, by resolution, limit the enrollment of nonresident pupils in its schools or programs to a number not less than the lesser of: (1) one percent of the total enrollment at each grade level in the district; or (2) the number of district residents at that grade level enrolled in a nonresident district according to this section; and WHEREAS, the School Board has adopted District Policy 509, which permits the School Board to limit the enrollment of nonresident students—based upon the capacity of a program (excluding special education services), class, or school building—to a number not less than the lesser of: (a) one percent of the total enrollment at each grade level in the school district; or (b) the number of school district resident students at that grade level enrolled in a nonresident school district in accordance with Minn. Stat. § 124D.03. NOW, THEREFORE, BE IT RESOLVED by the School Board of Independent School District No. 47, Sauk Rapids-Rice Public Schools, as follows: 1. As of August 20, 2018, the School Board hereby limits the enrollment capacity at each grade level as follows: a. Enrollment in the District’s kindergarten shall not exceed 300 students per grade with a maximum of 1% of open enrolled students. b. Enrollment in the District’s rst through fth grades shall not exceed 320 students per grade. c. Enrollment in the District’s sixth through twelfth grades shall not exceed 340 students per grade. 2. The District shall permit open-enrollment at each grade level until it reaches the enrollment capacity at each grade level or building as established above, or until it reaches the minimum open-enrollment numbers established in Minn. Stat. § 124D.03, subd. 2 if the capacity limit at any grade level is already lled by resident students. 3. Due to the present number of students enrolled in kindergarten through twelfth grades, which exceed the limits established in Paragraph 1 and includes the minimum number of open-enrolled students required by Minn. Stat. § 124D.03, subd. 2, the School Board hereby closes kindergarten through twelfth grades to new open enrollment applications for the 2021 –2022 school year. The District shall deny any open-enrollment applications that are received for the aforementioned grade levels seeking enrollment for the 2022 –2023 school year. 4. In accordance with Minnesota Statutes section 124D.03, subdivision 2(b), the Superintendent or his designee must report to the Minnesota Department of Education (MDE) the number of nonresident students who are denied admission as a result of the limitations established in this Resolution. The report must be submitted to the MDE by July 15 following the school year in which the student(s) were denied admission. 5. To the extent permitted by law, this Resolution does not impact the District’s right to accept or reject non-resident students who seek to enroll in the District pursuant to a non-resident tuition agreement and in compliance with Minnesota Statutes section 124D.08. The motion for the adoption of this Resolution was duly seconded by Loidolt and upon a vote being taken, the following voted in favor of this Resolution: Hauck, Loidolt, Braun, Butkowski, Holthaus, Morse, Solarz And the following voted against this Resolution: None Whereupon this Resolution was declared duly passed and adopted. Dated: December 13, 2021 BY ORDER OF THE SCHOOL BOARD /s/ School District Clerk APPROVAL OF SAUK RAPIDS-RICE MIDDLE SCHOOL ROOFING REHABILITATION BID A motion was made by Hauck, seconded by Morse and unanimously carried to approve the roo ng bid from McDowall Company and award McDowall Company the contract for the Sauk Rapids-Rice Middle School roof rehabilitation project. Bids were received and opened on November 23, 2021 at 10:00 a.m. and McDowall Company submitted the low bid. APPROVAL OF THE SAUK RAPIDS-RICE MIDDLE SCHOOL BOILER PROJECT BID A motion was made by Braun, seconded by Solarz and unanimously carried to approve the bid from Falcon Mechanical, Inc. and award Falcon Mechanical, Inc. the con-

tract for the Sauk Rapids-Rice Middle School boiler project. Bids were received and opened on December 2, 2021 at 2:00 p.m. and Falcon Mechanical, Inc. submitted the low bid. APPROVAL OF AN ADDITIONAL LEVEL VI SPECIAL EDUCATION PARAPROFESSIONAL AT RICE ELEMENTARY A motion was made by Solarz, seconded by Morse and unanimously carried to approve an additional Level VI Special Education paraprofessional at Rice Elementary for the remainder of the 2021 – 2022 school year. This request was based on increased student need. APPROVAL OF AN ADDITIONAL ENGLISH LANGUAGE (EL) TEACHER AT MISSISSIPPI HEIGHTS ELEMENTARY A motion was made by Hauck, seconded by Loidolt and unanimously carried to approve an additional EL teacher at Mississippi Heights for the remainder of the 2021 – 2022 school year. This request was based on increased student need. APPROVAL OF THE QUIT CLAIM DEED RESOLUTION TO REDEFINE PROPERTY LINES NEAR THE SAUK RAPIDS-RICE MIDDLE SCHOOL A motion was made by Holthaus, seconded by Morse and unanimously carried to adopt the Quit Claim Deed Resolution, which reestablishes property lines near the Sauk Rapids-Rice Middle School. ADOPTION OF THE DONATION RESOLUTION A motion was made by Holthaus, seconded by Braun and unanimously carried to adopt the Donation Resolution. The Minnesota School Board Association recommends the Donation Resolution be adopted in the Action area of the Agenda. ADOPTION OF POLICY #425 A motion was made by Solarz, seconded by Morse and unanimously carried to adopt the following policy. • #425 (Staff Development and Mentoring) is a “recommended policy” and will replace current policy #425 (Staff Development). This policy required two readings as substantive changes were recommended. ADOPTION OF POLICY #503 A motion was made by Morse, seconded by Braun and unanimously carried to adopt the following policy. • #503 (Student Attendance) is a “recommended policy” and will replace current policy #503 (Student Attendance). This policy required two readings as substantive changes were recommended. CONVENED A CLOSED SESSION TO DISCUSS THE SUPERINTENDENT’S MID-YEAR EVALUATION A motion was made by Morse, seconded by Solarz and unanimously carried to move to a closed session at 8:02 p.m. in accordance with Minnesota Statute and School District Policy. The Board convened to a closed session to discuss the mid-year evaluation of Superintendent Bergstrom, who is under the Board of Education’s authority, and in accordance with school district policy and Minn. Stat. § 13D.05; 13D.05, subd. 3. ADJOURNED THE CLOSED SESSION TO DISCUSS THE SUPERINTENDENT’S MID-YEAR EVALUATION A motion was made by Holthaus, seconded by Morse and unanimously carried to adjourn the closed session at 9:00 p.m. The closed session will be summarized at the next regularly scheduled Board meeting. We were all energized and excited to continue growing our identity, and still know we have another gear and level of play that we can get to.” The Storm played at Moose Lake Jan. 8 and travel to Paynesville to take on River Lakes Monday, Jan. 10.
