Ross Olson requested to add Approve Purchase of 30 SCBA Sets as agenda item 9-H. Olson also requested to add Approve Personnel Policy Updates as agenda item 9-I. Todd Schultz requested to move agenda item 11-A to a future meeting.

Motion: Moved by Councilperson Sauer and seconded by Councilperson Ellering to Approve the Resolution Accepting the Addendum to the Feasibility Study for the 2023 Overlay Improvements and Calling for Hearing. Motion carried unanimously.
B. Plans and Speci cations for Bid Alternate for 2023 Overlay Improvements
Motion: Moved by Councilperson Ellering and seconded by Councilperson Seamans to approve the Resolution Approving the Plans and Speci cations and Authorizing to Include Bid Alternate (Section D) with existing Advertisement for the 2023 Overlay Improvements. Motion carried unanimously.
C. 2023 Well No. & Projects
Motion: Moved by Councilperson Thronson and seconded by Councilperson Ellering to Approve Plans and Speci cations and Authorize Advertisement for Bids for the Contract A: Well No. 7 Construction and Well No. 6 Modi cations project and Approve Plans and Speci cations and Authorize Advertisement for Bids for the Well No. 7-Contract B: Water Utilities and Site Improvements project. Motion carried unanimously.

B. Minnesota Tornado Drill Day— Police Chief, Perry Beise, noted that severe weather awareness week is quickly approaching. He stated that Minnesota Tornado Drill Day is scheduled for April 20, 2023. There will be a tornado drill at 1:45 PM and 6:45 PM on Thursday, April 20th.
C. April 19th Swearing In Of New Police Of cers
Perry Beise stated that the newest members of the Sauk Rapids Police Department who have successfully completed their trainings will now be sworn in on April 19th at 5:00 PM at the Sauk Rapids Government Center. This meeting has been posted as a public meeting of the Sauk Rapids City Council.

ROLL CALL
Members present included Butkowski, Hauck, Holthaus, Johnson, Loidolt, Morse, and Solarz. Others present were Superintendent Bergstrom, Director of Teaching and Learning Bushman, Director of Buildings and Grounds Berghuis, and SRRMS Principal Arndt.

Chair Butkowski asked Clerk Loidolt to af rm there was a quorum in attendance. Clerk Loidolt af rmed there was a quorum.

A motion was made by Holthaus, seconded by Morse and was unanimously carried, to approve the Work Session Agenda as written.
WORK STUDY TOPICS
RADON TESTING REVIEW
Director of Buildings and Grounds Berghuis provided Radon testing information to Board members and was available to answer Board questions.
SAUK RAPIDS-RICE MIDDLE SCHOOL (SRRMS)
SCHEDULE 2023 – 2024
Superintendent Bergstrom and SRRMS Principal Arndt provided information regarding the middle school schedule beginning for the 2023 – 2023 school year. Superintendent Bergstrom and SRRMS Principal Arndt were available to answer Board member questions.
STREAMING BOARD MEETINGS UPDATE
Superintendent Bergstrom provided an update regarding live streaming Board meetings and feedback from the beta testing. Superintendent Bergstrom was available to answer Board member questions.
ADJOURNMENT
With no further Work Session topics appearing before the Board, a motion was made by Hauck, seconded by Johnson and was unanimously carried to adjourn the Work Session at 7:45 p.m.

ADOPTTION OF THE RESOLUTION NON-RENEWING TEACHING CONTRACTS
Board member Holthaus introduced the following resolution and moved its adoption:
RESOLUTION NONRENEWING TEACHERS WHO HOLD A TIER 1 OR TIER 2 LICENSE, OR WHO ARE IN A PROBATIONARY PERIOD OF EMPLOYMENT
WHEREAS, the purpose of this resolution is to non-renew all teachers who are employed by the District and hold a Tier 1 license, certain teachers who are employed by the District and hold a Tier 2 license, and certain teachers who are employed
the costs and disbursements, including attorneys’ fees allowed by law subject to redemption within six (6) months from the date of said sale by the mortgagor(s), their personal representatives or assigns unless reduced to Five (5) weeks under MN Stat. §580.07.

WHEREAS, Minnesota Statutes section 122A.40, subdivision 5, states that the rst three consecutive years of a teacher’s rst teaching experience in Minnesota in a single district is deemed to be a probationary period of employment and that the probationary period in each district in which the teacher is thereafter employed is one year; and
WHEREAS, Minnesota Statutes section 122A.40, subdivision 5, applies to teachers who hold a Tier 3 or Tier 4 license and states that any annual contract with a probationary teacher may or may not be renewed as the school board shall see t, provided that the board gives the teacher written notice of the nonrenewal before July 1;
The motion for the adoption of this Resolution was duly seconded by Board member Morse and upon vote being taken, the following Board members voted in favor of this Resolution:

APPROVAL OF THE FACILITY COORDINATOR CONSULTANT CONTRACT
A motion was made by Solarz, seconded by Johnson and unanimously carried to approve the Facility Coordinator Consultant Agreement for Melanie Probasco, which will be effective March 2, 2023 through approximately May 31, 2023. This consultant position will perform the duties of the Facility Coordinator.
ADOPTION OF THE DONATION RESOLUTIONS
A motion was made by Morse, seconded by Johnson and unanimously carried to adopt the Donation Resolution. It is recommended by the Minnesota School Boards Association that a Donation Resolution be adopted in the Action area of the agenda rather than in Consent.

NOTICE OF PUBLIC HEARINGS TO CONSIDER AMENDING THE BENTON COUNTY ZONING MAP
NOTICE IS HEREBY GIVEN that Pursuant to Section 11.9 of the Benton County Development Code, the Benton County Board of Commissioners and the Benton County Planning Commission will conduct public hearings to consider the request by Friedrichs Properties LLC to rezone .85 acres from Agricultural District to B-2 Business Enterprise District.

A motion was made by Hauck, seconded by Loidolt and unanimously carried, by a margin of six, to adopt the following policy.
• #206 (Public Participation in School Board Meetings/Complaints About Persons at School Board Meetings and Data Privacy Considerations) is a “mandatory policy” and will replace current policy #206 (Public Participation in School Board Meetings/Complaints About Persons at School Board Meetings and Data Privacy Considerations).
This policy required two readings before adoption due to substantive recommended changes
ADOPTION OF PROPOSED POLICY #535 – SERVICE ANIMALS IN SCHOOL
A motion was made by Solarz, seconded by Morse and unanimously carried to adopt the following policy.
• #535 (Service Animals in School) is a “recommended policy” and will replace current policy #535 (Service Animals in School).
This policy required two readings before adoption due to substantive recommended changes
ADOPTION OF PROPOSED POLICY #708 – TRANSPORTATION OF NONPUBLIC SCHOOL STUDENTS
A motion was made by Johnson, seconded by Holthaus and unanimously carried to adopt the following policy.
• #708 (Transportation of Nonpublic School Students) is a “recommended policy” and will replace current policy #708 (Transportation of Nonpublic School Students).
This policy requires two readings before adoption due to substantive recommended changes
ADDENDUM
AUTHORIZATION FOR ELEMENTARY IPAD REFRESH
A motion was made by Holthaus, seconded by Hauck and unanimously carried to authorize administration to approve the revised lease agreement for the district’s iPad refresh not to exceed $139,998.05 annually for a four-year term. This is a programmed refresh, which is provided in the original 2015 lease agreement with Apple Financial Services.
