Sauk Rapids teen charged with murder

Faces up to life in prison if convicted

A Sauk Rapids teen is facing murder charges after he allegedly ran over and killed a 70-year-old man April 21.

Authorities have charged 16-year-old Israel Muyaya Madimba with rst- and second-degree murder after the man, who was found unresponsive at the scene, died at the St. Cloud Hospital.

The man was identi ed by the St. Cloud Police Department as Norbert John Olmscheid, of St. Cloud.

Madimba appeared in district court April 24. If found competent to stand trial and convicted, Madimba could face up to life in prison for the crime.

Minnesota court rules authorize the state to charge 16- or 17-year-old persons alleged to have committed murder in district court. The rst-degree murder charge alleges Madimba acted with premeditation, planning the criminal act, while the second-degree murder charge claims Madimba acted with intent but without premeditation.

Criminal proceedings have been suspended in the case until competency hearings can take place. A hearing has been scheduled for July 24.

Bail for Madimba is set at $1 million with conditions and $2 million without conditions.

Longtime DECA director looks back on 4 decades of providing direction

When John Rasmussen roams the halls of Sauk Rapids-Rice High School or keeps an eye on the concession stand run by his DECA students, the salutations from students are almost always the same.

“Hey, Razz.”

Rarely did anyone say, “Hello, Mr. Rasmussen.” This was not a measure of disrespect for their teacher and marketing mentor. Quite the opposite, actually.

“I always told them I’d respond to ‘Razz,’” said Rasmussen, who has been with the district since fall 1984. “I hope it’s a term of endearment. It’s worked well for me. It’s helped me connect with kids in a less formal way.”

Rasmussen taught marketing at SRRHS for 36 years and is in his 40th year with the school’s DECA program. He was recognized for his four decades of leadership at the Minnesota State DECA Career Development Conference in March in Minneapolis – a distinction he humbly chalked up to longevity.

When David Wahl was announced Citizen of the Year April 19 in a surprise visit from committee members and supporters, he was rendered speechless.

Wahl was convinced something was wrong; he could not possibly win the award because, after all, he lives just outside city limits.

His unassuming personality is just one reason why Wahl was selected as the 2023 Sauk Rapids Citizen of the Year. He will be recognized at 6 p.m. Monday, May 8, during the Sauk Rapids City Council meeting, which takes place at the Sauk Rapids Government Center, 250 Summit Ave. N., Sauk Rapids.

Perry Beise stated that the newest members of the Sauk Rapids Police Department who have successfully completed their trainings will now be sworn in on April 19th at 5:00 PM at the Sauk Rapids Government Center. This meeting has been posted as a public meeting of the Sauk Rapids City Council.

APPROVAL OF THE FACILITY COORDINATOR CONSULTANT CONTRACT

A motion was made by Solarz, seconded by Johnson and unanimously carried to approve the Facility Coordinator Consultant Agreement for Melanie Probasco, which will be effective March 2, 2023 through approximately May 31, 2023. This consultant position will perform the duties of the Facility Coordinator.

AUTHORIZATION FOR ELEMENTARY IPAD REFRESH

A motion was made by Holthaus, seconded by Hauck and unanimously carried to authorize administration to approve the revised lease agreement for the district’s iPad refresh not to exceed $139,998.05 annually for a four-year term. This is a programmed refresh, which is provided in the original 2015 lease agreement with Apple Financial Services.

Roesch, Weber, Anderson resign positions

The 2023-24 winter sports season will see three new varsity head coaches for Sauk Rapids-Rice athletic teams.

Storm dance team head coach Jennie Weber, Sauk Rapids-Rice/ Sartell girls hockey coach Marty Anderson and SRR girls basketball coach Jon Roesch each resigned after their respective seasons. Weber will be replaced by Shantelle Des Marais and Anderson by Bre Hess, each of whom have been assistant coaches in their programs the past two seasons.

The girls basketball position remains unlled.

Roesch spent the last four seasons leading the girls basketball program. He previously coached the boys program for 10 years, helping the Storm reach the Minnesota State High School League Class AAA championship game before losing to Minneapolis Patrick Henry in 2003.

The 2022-23 season was one of the most successful in several years for the Storm girls. SRR nished 1811 overall, reaching the Section 8AAA championship game where it lost to Alexandria at St. John’s University in Collegeville.

Roesch’s teams over the last four seasons have all been awarded the Minnesota Girls Basketball Coaches Association Team Academic All-State award.

Roesch cited family reasons as a main factor in his decision. He coached his daughter, Grace, all four years

and wants to be able to attend her games as she continues her basketball career at St. Cloud State University.

“Having the opportunity to pursue some other interests and having the opportunity to follow my daughter, Grace, and her college basketball career are big reasons why,” Roesch said. “I am proud we built a program that could compete with our opponents within our conference and section.”

Anderson coached the Storm’n Sabres for 14 seasons, highlighted by an appearance in the MSHSL Class A state tournament in 2016. Hess played for Anderson for three years, including the state tournament team.

“Being a head coach during the winter sports season takes you away from home for long stretches of time,” Anderson said. “My kids’ ages and wanting to better support my wife’s career means there isn’t enough time to fully commit to being a head coach. I will continue to follow the team, and I plan to support Bre any way I can as she transitions to the head coach-

ing position.”

Weber has been involved with the dance program since 2016. She was head coach from 2016-18, stepped down and was an assistant until taking over again before the start of the 2021-22 season. Weber said she hopes to remain with the Storm as an assistant under Des Marais.

The Storm quali ed for the MSHSL Class AA state tournament the past two seasons, nishing fth in jazz and sixth in kick in 2022. The team missed out on qualifying for nals by one place in both divisions at state in February.

“I stepped back into the head coaching position to ll an opening there,” Weber said. “I wanted to give enough time for them to nd the next head coach as our season tends to roll into the next season very quickly. I love the team, parents and competitive aspect of our sport. Being an assistant allows me to have more time for my own three kids and husband. I’m looking forward to seeing what the team brings (next season).”

What do you enjoy most about being on the golf team? I enjoy playing golf the most. Just being out there is why I do it, and nothing is better to me than hitting that first tee shot.

What has been the highlight of your golf career? The highlight of my golf career has probably been holing out from 135 yards in a tournament.

What other activities are you involved in at school or in the community? I am also involved in DECA.

What life lesson has being involved in activities taught you? Hard work.

What SRR teacher has made an impact on your life? Mr. (Josh) Bauer has made a big impact on my life. He has given me opportunities to prepare myself for the real world and that has helped me greatly.

What do you do to show your Storm pride? I show my Storm pride in many ways – by wearing gear, going to events, participating in events and lastly trying to make our school a better place.

What board or yard game is your favorite to play with friends and family? Cornhole is definitely my favorite yard game. It is easily what I am best at, and my dad is very good, so we really compete with each other.

What is your dream job? My ultimate dream job would be to become a professional golfer.

If you could travel anywhere for free, where would you book tickets to? I would travel to Hawaii. I have always loved the ocean, and that is one place I have not been.
