BENTON COUNTY BOARD OF COMMISSIONERS REGULAR MEETING MINUTES MAY 16, 2023

The Benton County Board of Commissioners met in regular session on May 16, 2023, in the Benton County Board Room in Foley, MN. Call to order by Chair Scott Johnson was at 9:00 AM followed by the Pledge of Allegiance to the ag. A roll call showed Commissioners Beth Schlangen, Steve Heinen, Scott Johnson, Jared Gapinski and Ed Popp present.

Motion by Popp and seconded by Heinen to approve the Agenda as written. Motion carried unanimously.

Under Open Forum, Duane J. Walter of 7665 Ronneby Rd NE Foley, MN 56329, on behalf of the American Legion, provided an update on the Veteran’s Memorial site. Mr. Walter asked the County Board to consider a request to put in 6 trees around the Veteran’s Memorial, and to place shrubs along the sidewalk going to the Veteran’s Memorial. The trees and shrubs would be paid for by private donors, as well as the American Legion. Mr. Walter stated that the Legion would arrange for an organization to take care of the trees and shrubs and is looking for direction from the County Board on whether or not to proceed. There was a consensus of the County Board to move forward with drafting a plan to install trees and shrubs at the Veteran’s Memorial and to bring formal design plans to the County Board to be considered.

Motion by Gapinski and seconded by Heinen to approve Consent Agenda items 1 – 6; 1) approve the Regular Meeting Minutes of May 2, 2023 and authorize the Chair to sign; 2) approve the application for a 1-4 day temporary On-Sale Liquor License to St. Elizabeth’s Catholic Church for special events held on June 25, 2023 at 16454 125th Ave NE Foley, MN; 3) approve an application for Exempt Permit with Resolution for the Clear Lake Lions to hold a raf e at Jack & Jim’s Convention Center at 11025 Duelm Rd NE Foley, MN 56329 on June 9, 2023 and authorize the Chair to sign; 4) approve an application for 11 Special Event Permit request by Deanna Rosa, d/b/a Rollies, LLC; 5) approve a Joint Powers Agreement for Benton County’s participation in the Central Minnesota Violent Offender Task Force and authorize the Chair to sign; 6) accept and le the Veteran Service Of cer Quarterly Report. Motion carried unanimously.

Next, a retirement award was presented to Cloanne Wegman, a Registered Nurse in Human Services in appreciation for 21 years of loyal and distinguished service to Benton County. Community Health Administrator Jaclyn Lit n spoke on behalf of Wegman. Wegman’s retirement is effective June 2, 2023.

Next, Brian Hunker of Great River Energy provided a presentation on the Northland Reliability Project. This was for informational purposes only.

Next, County Administrator Montgomery Headley requested the County Board consider proposed donation of land near Gordon Bridge. This item was discussed at the May 2nd Board Meeting. The Board gave direction to determine the

recommended method and cost of conveying this parcel to the County. The recommended method would be through a county road right-of-way plat, a Resolution accepting the donation and recording of a deed. Estimated cost is approximately $2,500 for survey work, creating the plat and a title commitment. Property owner Dale Lindseth has requested that the County bear the costs of conveyance. Mr. Lindseth also suggests the County make improvements to the parcel to make it more accessible for shing. There was a consensus among the County Board to keep moving forward with the conveyance of land at Gordon Bridge to Benton County. This will be brought to a future Board Meeting for formal adoption.

Next, Commissioner Heinen requested the County Board consider the Letter of Support for an East St. Cloud COP House. The Greater St. Cloud Public Safety Foundation requests a letter of support for a proposed “COP House” that would be located in East St. Cloud. There is no nancial backing required at this point, only a letter of support is requested at this time. Motion by Heinen and seconded by Gapinski to have the Board Chair sign the Letter of Support for an East St. Cloud COP House. Motion carried unanimously.

Next, Headley had drafted an Agenda for the City, Township and County Meeting on Monday, May 22, 2023 at 6:30 PM located at St. George Town Hall 1310 105th Ave NE, Foley, MN 56329. Headley stated that if the County Board approves the Agenda today, he will send it out to all the Townships and Cities. There was a consensus of the County Board to approve the Agenda and to have Headley send the Agenda out to the Cities and Townships.

Next, Headley reviewed the draft budget guidelines and budget development calendar for 2024. Headley stated that nal versions will be brought to the June 6th County Board Meeting for adoption. Some key dates that were noted were the budget “kick-off” meeting with all Departments to review the budget development guidelines and budget forms on May 30th; Budget Presentations will occur Monday, August 21st through Wednesday, August 23rd from 8:00 AM to 12:00 PM; the County Board will adopt the proposed 2024 budget and property tax levy on September 19th; the annual Truth in Taxation (TNT) meeting will be held on December 7, 2023 at 6:00 PM in the County Boardroom; and the County Board will adopt the nal budget and tax levy for 2024, as well as the elected of cials salaries and the 2024 per diem schedule on December 19, 2023 at the Regular Board Meeting. Headley stated he will let the Department Heads know that the County Board wishes to see 5% tax levy increase or less for 2024. General wage increases, Step increases and health insurance premium increases will likely consume 5% of the tax levy increase. Headley also stated he will advise Departments to ask for what each department needs while exercising restraint when asking for additional funding/positions.

The Regular County Board meeting was recessed at 9:56 AM to conduct a Human Services Board Meeting.

Next, Wetland and Solid Waste Program Lead Sierra Cotter requested the County Board consider the 2023 SCORE Grant Application. Due to this project’s deadline, the applicant has asked for an early approval or denial. The Solid Waste Advisory Committee (SWAC) reviewed and approved the application on May 15, 2023. The applicant is requesting funds for the purchase of four benches made of recycled material for an Eagle Scout Project. All SCORE grant applications must be approved by the Board before project materials can be ordered. The Board has previously approved funding for SCORE program/activities that have been designed to bene t management of the Benton County solid waste stream. Grant funding comes from pass-through monies from the State (called SCORE) and required a 25% match of County dollars from the Solid Waste Service fee. The expenditure of funds to the applicants requires submission of receipts documenting expenditures as well as documentation, as necessary, to record proper disposal, recycling, inspection, etc. The total project cost is $1,330.25. The applicant’s nancial contribution is $332.56 and the SCORE Grant requested amount is $997.69. Motion by Heinen and seconded by Gapinski to approve the 2023 SCORE Grant Application. Motion carried unanimously.
