On July 16, community members showed up for them as people gathered at the Benton County Fairgrounds for the First Responder Appreciation Event. Young and old took the opportunity on the warm and sunny day to network and appreciate law enforcement, re ght-
ers and medical and military personnel. They also learned about equipment, jobs and responsibilities. The event, which included free admission and lunch thanks to its sponsors, collected freewill donations to bene t the Greater St. Cloud Public Safety Foundation.

If you told Jeff Friedrich he has been in business for 20 years, he might stop to correct you. “I’ve been in business all my life,” he said. … “My father started his business in 1954, and I’ve never got out of the driver’s seat. The key has always been turned to the right. I’ve never turned the ignition key off.” Even so, the founder of CarCo Truck & Equipment is reaching the 20-year milestone with the Rice-based company. It is a mark that seemingly came quickly. “It always does; life goes by fast,” Jeff said. “And the busier you stay and the more engaged you are at staying busy, the faster time goes by.” Business partner JuneMarie Friedrich agreed. “It feels like it’s been
a lifetime, but it feels like it was yesterday,” she said of the passing of 20 years. “I’m very thankful that we’ve been here that long, and I’m thankful that we continue to grow and that all my kids have been a part of this.” CarCo Truck & Equipment is located at 13289 25th Ave. NW, Rice. The company sells, services and refurbishes commercial and municipal vehicles as well as specialized vehicles for emergency response, construction, agriculture and other industries. Their repairs and custom fabrication make medium- and heavy-duty vehicles roadworthy once again. The company also operates 24-hour towing with their eet of ve trucks. Mason Nyhammer, who will be a junior at Rocori High School in the fall, was one of several high school players to take advantage of the batting cage for some practice July 19 at Cold Spring Baseball Park. The facility is home to the town’s VFW, American Legion, high school and two amateur teams. Springers is something that spills throughout the community. Inside the front gate is an impossible-to-miss granite cutout in the shape of Minnesota, displaying the years of Springers nine state amateur titles dating from 1955 to 2014. He has spent the better part of the last 30 seasons at the park playing, coaching and working. “I look at this ballpark as the crown jewel of our community, and anybody that’s a baseball person would agree,” Illies said. “It’s an attraction. It takes a village to keep this place looking like this. Anyone who plays here truly understands the importance of making the park look like it does. For me, there’s a sense of ownership with keeping the tradition alive, and I nd it very therapeutic.” Dave Jonas, who has played with the Rockies since 2008, is usually the rst one to get to the ballpark on game day and said seeing the park never gets old. Neither does taking the eld or watching the reactions of opposing teams who are playing at the park for the rst time. “Everyone who plays here knows what the park means, and it’s a symbol to Cold Spring,” Jonas said. “It’s extra exciting welcoming

The Springers have made a record 58 state amateur tournament appearances, including 23 straight from 1988 to 2010. Hinkemeyer said part of the reason for that success is the longevity of several top ight players and the urge of those who grew up playing there to return, and he does not see the tradition ending anytime soon. “Guys come back here to play,” said Hinkemeyer, the team’s manager whose playing career ended about 20 years ago. “There are just a lot of good baseball people around here. It takes knuckleheads like Tim Illies and me and Bill Huls (former player and manager) before us to keep it going. I love having a Cold Spring T-shirt on, and wherever I am, people mention the baseball program. It’s humbling, gratifying and feels good to know that Cold Spring baseball is certainly on the map.”

ROLL CALL Members present included Braun, Butkowski, Hauck, Holthaus, Loidolt, Morse, and Solarz. Others present were Superintendent Bergstrom, Director of Teaching and Learning Bushman, Director of Human Resources and Administrative Services Schoenherr, Director of Business Services Fiereck, Director of Buildings and Grounds Berghuis, and SRRHS Interim Principal Logrono. ESTABLISHMENT OF A QUORUM Chair Butkowski asked Clerk Morse to af rm there was a quorum in attendance. Clerk Morse af rmed there was a quorum. APPROVAL OF MEETING AGENDA A motion was made by Braun, seconded by Loidolt and unanimously carried to approve the meeting’s “Agenda” as amended. CONSENT AGENDA A motion was made by Solarz, seconded by Hauck and unanimously carried to approve the meeting’s “Consent Agenda” as amended. PUBLIC INPUT There was no public input at 7:11 p.m. ACTION ADDENDUM APPROVAL OF THE FOOD SERVICE EMPLOYEE AGREEMENT 2021 – 2023 SCHOOL YEARS A motion was made by Braun, seconded by Holthaus and unanimously carried to approve the Food Service Employee agreement for the 2021 – 2023 school years. The Board of Education’s Non-Certi ed Staff Negotiations Committee reached a tentative contract agreement on June 2, 2022 and the SEIU 284 –Food Service Employee group has since rati ed the agreement. APPROVAL OF PERSONNEL AUTHORIZATION A motion was made by Holthaus, seconded by Hauck and unanimously carried to approve the following authorization, as it has in the past, to meet staf ng needs and deadlines for the start of the 2022 – 2023 school year: “The Board of Education of Sauk Rapids-Rice Public Schools ISD 47 authorizes Superintendent Bergstrom and Director of Human Resources and Administrative Services Schoenherr to make personnel decisions in accordance with Board and district developed parameters to ensure that student, staff and district needs are met for the start of the 2022 – 2023 school year.” APPROVAL TO WAIVE STATUTORY PROBATIONARY PERIOD A motion was made by Solarz, seconded by Morse and unanimously carried to approve the memorandum of understanding between the school district SRRMS teacher, that would extend the statutory probationary period from three years to four years. APPROVAL OF INDIVIDUAL AGREEMENTS A motion was made by Morse, seconded by Holthaus and unanimously carried to approve the individual agreements, which were settled within parameters set by the Board of Education. APPROVAL OF LONG-TERM FACILITY MAINTENANCE PLAN A motion was made by Braun, seconded by Solarz and unanimously carried to approve the district’s Long-Term

Facilities Maintenance Plan (LTFM). The Minnesota Department of Education (MDE) requires districts to approve 10-year Long-Term Facility Maintenance plans annually, which also includes the district’s Health and Safety Plan. The district is required to submit the plan as well as a statement of assurances to MDE by July 31 each year to qualify for the revenue stream. APPROVAL OF THE DISTRICT’S OPERATIONAL PLAN A motion was made by Braun, seconded by Hauck and unanimously carried by a margin of six, with Morse stepping out, to approve of the district’s operational plan. APPROVAL OF SUMMER SCHOOL MEMORANDUM OF UNDERSTANDING A motion was made by Solarz, seconded by Holthaus and unanimously carried to approve the the summer school Memorandum of Understanding (MOU) for leadership in the district’s buildings. The MOU is re ective of the administrator’s time commitment in developing summer programming and procedures that provide consistency for students, staff, and families. The administrators will provide daily oversight of the summer school programs as well as summer school transportation. APPROVAL FOR FOOD SERVICE AGREEMENT WITH CHARTWELLS A motion was made by Holthaus, seconded by Morse and unanimously carried to approve the district food service contract with Chartwells effective 07.01.22 through 06.30.23. The contract is an increase of 7.8% in prices/ fees for the 2022 – 2023 school year and is the district’s sixth year contracting with Chartwells. ADOPTION OF THE FUND BALANCE RESOLUTION A motion was made by Braun, seconded by Hauck and unanimously carried to adopt the Fund Balance Resolution, which addresses the District’s committed fund balance used for retirement bene ts, including compensated absences, severance, and other post-employment and termination bene ts. ADOPTION OF THE DONATION RESOLUTION A motion was made by Braun, seconded by Hauck and unanimously carried to adopt the Donation Resolution. It is recommended by the Minnesota School Board Association that a Donation Resolution be adopted in the Action area of the Agenda rather than in Consent. PUBLIC NOTICES BENTON COUNTY BOARD OF COMMISSIONERS REGULAR MEETING MINUTES JULY 5, 2022 The Benton County Board of Commissioners met in regular session on July 5, 2022, in the Benton County Board Room in Foley, MN. Call to order by Chair Steve Heinen was at 9:00 AM followed by the Pledge of Allegiance to the ag. A roll call showed Commissioners Beth Schlangen, Scott Johnson, Steve Heinen, Jared Gapinski and Ed Popp present. Motion by Johnson and seconded by Gapinski to approve the agenda as written. Motion carried unanimously. No one was present to speak at the Open Forum. Motion by Popp and seconded by Johnson to approve Consent Agenda items 1 - 7: 1) approve the Regular Meeting Minutes of June 21, 2022 and authorize the Chair to sign; 2) approve the Resolution to Disband the Region 7W CEDS Joint Powers Agreement and authorize the Chair to sign; 3) approve a Resolution to amend the 2022 Property Management budget and authorize the Chair to sign; 4) approve the application for 1 Special Event Permit request by Deanna Rosa, d/b/a Rollies, LLC and authorize the Chair to sign; 5) approve two applications for MN Lawful Gambling with Resolution to conduct Off-Site Gambling for Sauk Rapids Sportsmen’s Club and authorize the Chair to sign; 6) approve a contract with RT Vision for a Campground Reservation System and authorize the Chair to sign; 7) accept and le the Administrator’s Report; Monthly Financial Report through May 31, 2022. Motion carried unanimously. Next, Human Services Director Robert Cornelius requested to hold a public hearing on the proposed changes to the Human Services Fee schedule effective July 5, 2022. Cornelius noted that the fee schedule re ects revisions as proposed by Public Health. The proposed changes include: • Removing the Child Passenger Safety Training – Group fee of $57 per person billed to insurance • Removing the car seat inspection fee of $10 per seat • Change the SKILLED NURSING Home Visit fee from $140 to $200 per visit billed to insurance • Change Postpartum Depression Screening from $35 to $120 billed to insurance • Change Child Development Assessment from $35 to $120 billed to insurance • Change Disease Prevention and Control – Case Management from $35 to $120 billed to insurance • Change Disease Prevention and Control – Direct Observed Therapy from $35 to $120 billed to insurance • Remove the Radon Test Kit fee of $5 short term/$10 Long Term The public hearing on the proposed changes to the Human Services Fee Schedule opened at 9:04 AM. No one was present in-person or virtually to speak. The public hearing closed at 9:05 AM. There were no emails, letters or other communications to be read into the record. The Department did not receive any comments or concerns from State agencies, cities or townships. Motion by Popp and seconded by Johnson to adopt the revised Benton County fee schedule with changes effective July 5, 2022. Motion carried unanimously. Next, County Administrator Montgomery Headley requested the County Board to consider Resolutions to commit American Rescue Plan Act (ARPA) funds to broadband projects as proposed by Benton Communications per the recommendation of the County’s Broadband Committee. Also, the Resolutions are requested by Benton Communications as part of its application for State of Minnesota Border to Border grant funds. Headley noted that if we entered int a JPA with Stearns County, there would not be much cost savings to the County. Headley also stated that we can cover things for the next couple of months until we either get the position lled or join a JPA with Stearns County. The County Board was in agreement that it would be better to be “over-prepared” than “underprepared” and suggested to keep this position a Full-Time position in Benton County. There was a consensus by the County Board to keep this position in Benton County and to have Cornelius and Fiscal Services Supervisor Peggy Koscielniak provide information regarding costs and job duties at the next Regular Board Meeting. Next, Deputy Auditor Heather Bondhus provided information regarding the election procedures put in place by the Auditor-Treasurer at the beginning of June due to having two internal candidates for the position: 1. The two internal candidates will not be performing election judge duties such as assisting in- person voters, sending ballots by mail, processing absentee ballot applications, serving on the absentee ballot board, processing voted ballots, or tabulating election results. This is in accordance with Minnesota Statute §204B.19, Subdivision 2(4) which prohibits candidates from serving as an election judge. 2. On June 2nd, the Auditor-Treasurer’s of ce reached out to the Benton County Attorney, Philip Miller via email to request that a staff member from the Attorney’s of ce be present during results tabulation at the Auditor-Treasurer’s of ce for both the August 9th State Primary Election and the November 8th General Election to observe the procedures. Popp also suggested having a Deputy Sheriff present when Townships and Cities are bringing in ballots. This item was for informational purposes only. No action was taken; no motion was made. The Regular County Board meeting was recessed at 9:51 AM to conduct a Human Services Board Meeting. The Regular Board meeting reconvened at 9:53 AM. Next, Kendra Sommerfeld from Benton Soil and Water Conservation District (SWCD) requested the County Board approve a Resolution adopting the Rum River Comprehensive Water Management Plan. Sommerfeld stated that the Benton SWCD adopted the Rum River Comprehensive Water Management Plan at their regularly scheduled meeting on June 22, 2022. Sommerfeld stated that the Rum River Comprehensive Watershed Management Plan’s top priorities are to restore degraded waters, protect high water quality resources, protecting groundwater quality and restoring/protecting upland and aquatic habitat. Sommerfeld added that there will be a major emphasis on outreach. Sommerfeld stated the total estimated costs for the Rum River Comprehensive Water Management Plan over the next 10 years is $34,947,325. Sommerfeld noted they will receive a grant for $1,011,327 in 2023 that needs to be used by 12/31/2025 and will also receive approximately $2 million every two years from the Board of Soil and Water Resources (State funding), and the SWCD and partners will be responsible for applying for additional funding for the remaining costs of this plan. There were three motions made regarding the Rum River Comprehensive Water Management Plan: the rst was a motion by Popp and seconded by Johnson to approve the Resolution which adopts the Rum River Comprehensive Water Management Plan. Motion carried unanimously. The second was a motion by Popp and seconded by Johnson to adopt the Joint Powers Agreement for the implementation of the Rum River Comprehensive Water Management Plan. Motion carried unanimously. The third was a motion by Gapinski and seconded by Schlangen to appoint Popp to serve as the standing representative of Benton County and Johnson as the alternate representative on the Rum River Watershed Implementation Partnership. Motion carried unanimously. Next, Achman requested approval of the MOU for the Mississippi St. Cloud Watershed water management planning process. Assistant County Attorney Michelle Meyer stated that the MOU is ready for signatures, however, on page 6 of the MOU, letter c, they are waiting for nal verbiage with the last sentence stating: “Each party will need to indicate in its resolution whether the plan will be supplemental to the party’s water plan or will replace its water plan”. Meyer stated the contract has been approved by the SWCD’s both ways, therefore the MOU could be approved by the County Board today. Johnson asked if we could table this until the next Regular Board Meeting to have a “clean” contract without any discrepancies. Meyer stated they could. Motion by Johnson and seconded by Schlangen to table the MOU for the Mississippi St. Cloud Watershed water management planning process until a future Regular Board Meeting. Motion carried unanimously. Next, Board members reported on recent meetings they attended on behalf of Benton County. Under Comments by Commissioners, Gapinski wanted to make sure we are keeping the Committee of Townships, Cities and the County for overall updates on the forefront. Johnson/Gapinski to set the Committees of the Whole: Budget Presentations on Monday, August 8th from 8:00 AM to 12:00 PM and Tuesday, August 9th from 8:00 AM to 4:00 PM in the County Boardroom in Foley. Plow World Power Equipment celebrates 1st anniversary July 6 marked one year in business for Plow World Power Equipment at 833 N. Benton Drive in Sauk Rapids. “I want to thank the community for supporting us like they have, giving us a chance and letting us continue Wayne’s (previous owner Wayne Bellmont) legacy,” said Chris Daniels, owner of Plow World Power Equipment. Daniels, who has operated a similar location in East Bethel for 19 years, opened the Sauk Rapids location after selling his former tree service business. “That gave us the freedom to start the second store in Sauk Rapids,” Daniels said. “Now both businesses are busy year-round.” Running two locations for his business, Daniels continues to live in East Bethel while driving to his Sauk Rapids location frequently. In addition to store remodeling, set up of displays and organization of show rooms, Daniels also helps with small engine repair on items such as lawn mowers, weed trimmers, four-wheelers and snowmobiles and can be found manning the sales floor. “Last year when we first opened, I did all the

work until we got someone hired,” Daniels said. “When I go up to help now, I do whatever they need me to do, whatever needs to be done.” Plow World Power Equipment is a fullservice snowplow dealership, stocking Snoway and Meyer snowplows for trucks and allterrain vehicles. The Sauk Rapids location is also a dealer for Ferris and Simplicity mowers and equipment as well as Husqvarna. Additionally, customers will find Briggs & Stratton inverter generators, the QuietPower Series, and even Big Frig coolers. The East Bethel location sells Argo and Arctic Cat equipment as well. Daniels credits their Greenworks battery-powered tools such as lawn mowers, weed whips and blowers as their biggest items on the market. “We seem to have what people want when they come in,” Daniels said. “We are pretty well stocked.” Daniels said a stream of support has helped the newly-opened location over the last year. “We have received enough support and business from the community that

we need more staff than we thought one year in,” Daniels said. “The trust is there in the community.” Up ahead for the Sauk Rapids location, Daniels hopes to add onto the building to provide more space for the snowplow aspect of the business. He hopes for the continued support as Plow World Power Equipment continues to improve its quality of service and range of inventory while he does what he loves. “Running the store is a passion for me,” he said. “It doesn’t feel like I am going to work any day of the week. I do not think there is any one thing that is my favorite part.”
