Rice council proceeds with pedestrian railroad crossing grant application

The city of Rice is proceeding with a pedestrian crossing at its railroad tracks despite hammering down details of what that crossing may be.

Rice City Council members were asked to con rm the city’s Transportation Alternatives grant proposal with Benton County community health specialist Jennifer Lezer at the Jan. 9 meeting.

The Jan. 3 meeting had been rescheduled due to weather.

In December, the council moved to seek grant funding for an up-down arm similar to those used for vehicles rather than maze fencing after they learned BNSF Railway would work with the city to include the optimal crossing choice when BNSF reconstructs the vehicle crossing in the next two years.

Blake Halter, the son of Jon and Melanie Halter of St. Cloud, helped a wheelchair bound stranger through the snow after spotting the man as he commuted through Sauk Rapids.

Halter was recognized for his act of kindness by the Sauk Rapids Police Department Jan. 10.

“I was driving from the high school to the middle school, listening to Rihanna, when I saw him,” Halter said of the man who was attempting to cross the intersection at Second Street North and Summit Avenue North.

and a senior transportation planner at WSB, presented study recommendations for the Mayhew Lake Road Northeast corridor Dec. 12, 2022, at a special meeting of the Sauk Rapids City Council. Representatives of the Sauk Rapids-Rice School Board, Benton County Board of Commissioners and St. Cloud Area Planning Organization joined the council members at the Sauk Rapids Government Center as they learned the potential options for a roadway with dangerous intersections.

The 3-mile stretch of Mayhew Lake Road Northeast from County Road 29 (35th Street Northeast) to Highway 23 has ve intersections with collisions above the critical crash rate, according to Gute. The Minnesota Department of Transportation reported intersections at 35th Street Northeast, Osauka Road Northeast, 15th Street Northeast, 10th Street Northeast and 14th Avenue Northeast had a combined crash total of 44 incidents during 2017-21.

Richard and Jeannene (Jansen) Krantz

With respect and admiration, we congratulate Richard and Jeannene (Jansen) Krantz who celebrated their 60th wedding anniversary. They were married at the St Joseph’s church in Pierz, Minnesota, on Jan. 12, 1963.

They are blessed by a family of 4 children along with their spouses, 13 grandchildren and 18 great grandchildren.

They attend Harvest fellowship church and make their home in Sauk Rapids.

However, since that time, the council learned the city could be on the hook for up to $6,000 annually for BNSF maintenance fees should the arm be installed.

Lezer needed to know whether to proceed with the grant application as is – including the additional $80,000 for an arm while listing it generically as a safety device – or to reduce the amount and revise the application to clearly state the city would be constructing maze fencing.

Clif Allen and Chris Sonmor, engineers with the city’s contracted rm Moore Engineering, discussed the development with the council.

“It’s risky to go down that road of the crossing arm not knowing what the costs will be,” Allen said. … “I’d be hesitant to get too far down that road without having real numbers in hand.”

However, Lezer said using the generic language and leaving the grant as it is will allow the council to decide and place either crossing device versus being limited to a choice made two years before construction. Submitting the grant application with maze fencing listed would not allow the council to change its mind later.

“Having something solid in there probably looks better to grant reviewers because it looks like we know exactly where we are headed and what our plan is, but again, no scope changes after the plan is submitted,” Lezer said.

Council members decided to submit the more generic application, leaving their options open. They approved resolutions in support of maintaining whatever device is installed and in support of Transportation Alternatives project. They have secured $48,530.16 in matching funds for the crossing project.

Council members also approved engineers proceed with working with BNSF Railway to secure the proper permits for

the project. Engineers will begin preliminary design of a 175-f00t multi-use trail that crosses the railroad tracks to present to BNSF with the intent to nalize the design over the winter of 2023-24.

In addition to the railroad crossing discussion, the city heard from the engineers in regard to a chip sealing project and the development of a special assessment policy for the city. Engineers said the city should establish the special assessment policy prior to another development proposal – like that of the failed Fourth Avenue Northeast extension in 2022 – coming across their chamber table. The council agreed that to begin the engineers should provide the members with the League of Minnesota Cities template and examples of policies from likesize cities.

The city also supported a memorandum to the legislature regarding a Highway 10 and North Gateway Drive project with hopes to secure a portion of the state bonding bill.

“You don’t get opportunities like this that often,” Sonmor said of the state’s surplus. “We’re trying to nd and identify those good projects. I feel this is a very strong candidate. … With this job component and growth, I think that’s easier for those legislators to sell down there than just another street project that everyone is doing. I think there are some things going here for you that maybe will move you up higher on that list.”

The council’s second meeting of the month will take place at 6 p.m. Monday, Jan. 23. Because the rst meeting was rescheduled due to weather and because of the Martin Luther King Jr. holiday falling on the third Monday of the month, the council agreed to postpone the second meeting.

Traditionally, the Rice City Council meets on the rst and third Mondays of the month at 6 p.m. at Rice City Hall, 205 E.

In other council news:

– The council gave themselves a pay raise, adding $150 and $300 to their base salary rate for council members and mayoral positions, respectively. Their per meeting pay of $50 and $60 did not change.

The council also approved a raise in wages for the city’s volunteer re ghters. According to clerk Julie Johnson, re chief Scott Janski waived a raise to his salary in order to increase the pay of his sta

Janski is paid $2,000 per year as a base and is compensated an hourly wage each call.

The Rice Fire Department responded to 201 calls in 2022.

The city’s assistant re chief and captains received a $500 increase to their base salary, placing them at $1,500 and $1,000, respectively. Lieutenants received an increase of $70 to their base salary. These positions all receive hourly call pay.

Fire ghters on the department saw a $3 bump in pay and will now receive $16 per hour for their service to the community.

– Approved the 2023 fee schedule with minimal changes.

Dog owners with loose pets will get a break on their rst offense, with that being reduced to $25 from the previous $50. However, subsequent nes will remain at the higher fee.

Property owners with unlicensed and “junk” vehicles will have a steeper ne to pay. They will be charged $100 versus the 2022 rate of $50.

Junk, according to city ordinance 75.1, is de ned as a vehicle that is extensively damaged, rendering it inoperable. This could be damage to tires or the engine, transmission or drive train. A junk vehicle has not had a valid and current registration plate or has not been properly licensed in the state for 30 or more days.

Newest school board member takes office

Dan Johnson had to wait 24 more hours than expected to be sworn in as the newest member of the Sauk Rapids-Rice Board of Education. For the newest elected director, the delay due to last week’s snowstorm was well worth it.

Johnson, who won one of three open seats in November election but is the only newcomer, was sworn in at the board meeting Jan. 4 at Sauk Rapids-Rice High School in Sauk Rapids.

Johnson said he is looking forward to serving the district.

“Many families are depending on me to make informed votes which will have a signi cant impact on their children’s future,” Johnson said. “I look forward to being part of this team but also staying true to the principles which led the community to cast their vote in my support. I feel humbled to have been given this responsibility and it’s a feeling which will never go away.”

Ryan Butkowski will again serve as board chairperson for 2023 with Tracy Morse the vice chairperson. Lisa Loidolt is the clerk, and Robyn Holthaus is the treasurer. Directors are Mark Hauck, Jan Solarz and Johnson.

The next board meeting is scheduled for 6 p.m. Monday, Jan. 23.

Truck catches fire at Performance Food Group

Shortly after 6 p.m., the Rice Fire Department was summoned to Performance Food Group at 625 N. Division St., Rice, Jan. 6 after a semi-truck in

the company’s repair shop caught re.

Although the re halted operations for the 24/7 business and caused a scene along Highway 10, Rice Fire Department Chief Scott Janski was relieved to report nobody was in-

jured.

As a driver was fueling up his vehicle outside of the building where the re occurred, Janski said the driver heard a loud pop from the building. The driver carefully approached the building and noticed the truck on re. The witness called 911.

When the re department arrived, they quickly doused the ames.

“When we got there, re was coming out of the garage door,” Janski said. “We basically hit it with some water and knocked it down.”

Although the scene was mostly calm, Janski said re ghters were

working quickly so the business could continue operating. It took just over an hour and a half for re ghters to arrive, knock down the re and determine it was safe to resume operation.

The majority of damage was to the semi-truck that caught re, but there was heat damage to surrounding equipment. Because the repair shop is made from concrete, the structure of the building remained undamaged.

Sauk Rapids Fire Department and Royalton Fire and Rescue provided mutual aid at the scene.

Mayor Kurt Hunstiger called the meeting to order at 6:00 p.m. All members present.

• Extra Mile Award-Andy & Crystal Behrendt

Mayor Hunstiger presented Andy and Crystal Behrendt and their children with the City’s Extra Mile Award. The Behrendt home provides a lighted display that comes alive every evening during the holiday season. In addition, to providing a very animated lighted display, the Behrendts also have a mailbox for letters to the North Pole. The sign on the mailbox promises a reply for every letter.

Mayor Hunstiger noted that the Behrendts also collect food, toys, and cash donations for local charities from people stopping by to enjoy their holiday light show.

Mayor Hunstiger thanked the Behrendt family for continuing to spread Christmas cheer and for going the “extra mile” for the residents of Sauk Rapids.

• Jingle & Mingle—Mayor Hunstiger noted that last weekend was the Jingle & Mingle event in downtown Sauk Rapids. He thanked the Public Works, Police Department, and Fire Department for all of their help with the winter celebration.

• Thank You to City Staff, City Council, and Residents—Mayor Hunstiger stated that as is his tradition at the last meeting of every year, he wanted to thank all of the city staff for all that they do all year long. He also thanked his fellow city council members for all that they do and for being so easy to work with. Mayor Hunstiger said that it takes ve council members to run the city and he is so appreciative to be working with some of the best. Lastly, he thanked the residents of Sauk Rapids for allowing him to continue to serve as their mayor. Mayor Hunstiger said that serving as Mayor is an honor and his favorite job to date.

Mayor Hunstiger wished everyone a merry Christmas.

Hedlund said that the current plan is to raise the road slightly, but they will look into it as they work on the plans and speci cations for the project.

Kaeter questioned how residents will know if the event center is going into the red or if it is doing well. Kahlhamer said that he can get a breakdown by each park building to Kaeter. Kahlhamer stated that he also plans to include this information in the yearly audit reports.

He discussed how staff and consultants have been looking for future well sites, which he believes that they may have located three potential well sites near the Highway 15 bridge. Nelson noted that the new lift station has been a huge time saver from a staf ng perspective as it needs much less attention and maintenance.

New coach, system becoming familiar for Storm boys

Part of the fun this season for rst-year Sauk Rapids-Rice basketball coach Jason Allen has been getting to know his players away from the court.

For instance, thanks to Max Loesch, Allen is learning the ner details of ice shing. The same is true when it comes to Mason Rudolph and hunting.

On the court, the coach-player relationships are also starting to gel. After dropping its rst ve games of the season, SRR has won three of its last ve – the latter a 74-61 nonconference victory over Hutchinson Jan. 10 at Sauk Rapids-Rice High School in Sauk Rapids.

“A player-coached team is better than a coach-coached team,” said Allen, who spent the previous ve seasons as the Apollo High School boys basketball head coach. “I told the guys that I can drive this ship, but it’s going to be a lot better if the captains can drive it. That’s a big part of our recent success. We’ve gotten great leadership from our three seniors.”

The Storm have been starting most games slowly this season, but that only lasted a couple minutes against the Tigers as an early 7-2 de cit was quickly erased. SRR amped up its defensive pressure and had its best shooting performance thus far.

Rudolph was one of four players in double gures, leading the team with 17 points, including 5 of 6 on free throws. Hudson Omoke hit three 3-pointers to nish with 13 points in addition to 13 rebounds.

Keller Hanson added a second-best 11 points, and Ismael Traore hit a trio of 3-pointers to nish with 11 points. Andrew Harren had 17 rebounds, including 12 on the defensive end, and contributed eight assists.

“They are starting to understand the way I want them to play on both ends, and that has a lot to do with our recent success,” Allen said. “I’m understanding the way they are able to play too. They’re starting to gure out the things we want them to do. We’ve tended to start games slow, but our starters set the intensity. We also controlled the tempo on both ends.”

That did not happen in an 83-57 loss to Hermantown in the Lake Superior Classic Jan. 7 at Duluth East High School in Duluth. The Hawks are 7-1 overall and ranked No. 10 in Class AAA.

“It’s not losing that gets me; it’s how we lose,” Allen said. “There have been games where we just didn’t show up, and Hermantown was one of them. I knew it in the layup line in warmups. I just ask them to leave it all on the court. We may not the win the game, but if you can’t work hard, you’re going to struggle to get playing time.”

The Storm earned a 58-43 Central Lakes Conference win over Fergus Falls Jan. 6 at SRRHS, getting 14 points each from Omoke and Traore along with 13 from Rudolph.
