ST. PAUL – The Minnesota Department of Natural Resources is restricting open burning due to increased wild re risk from dry conditions across much of Minnesota. The burning restrictions applies to 84 of 87 Minnesota counties, including Benton and those in the surrounding area such as Isanti, Mille Lacs, Morrison, Sherburne and Stearns. The DNR will not issue permits for open burning of brush or yard waste in these counties until the burning restrictions are lifted. Residents should also take care with backyard camp res. Vikings trade for tight end hockenson Prior to the Nov. 1 NFL trade deadline, the Minnesota Vikings made a signi cant deal, acquiring 25-year-old tight end T.J. Hockenson, a 2023 fourth-round draft pick, and a 2024 conditional fourth-round pick from the Detroit Lions in exchange for a 2023 secondround pick and a 2024 thirdround pick. This is a prototypical SPORTS COLUMNIST BY ANDY THAYER example of a win-now trade that a team makes when it thinks it is on the cusp of contention, and with a 6-1 record and a 3.5 game lead in the NFC North division through eight weeks of the 2022-23 season, the Vikings certainly t the bill. The Lions selected Hockenson, out of Iowa, with the eighth overall pick in the 2019 draft because of his versatility and the common belief he could be a game-changing weapon at the tight end position in the NFL. While Hockenson hasn’t lived up to those expectations, he has been rock-solid, making the Pro Bowl in 2021 and ranking fth in receiving yards among tight ends this season. Hockenson will be under contract through the 2023-24 season, in which he will make $9,392,000. Hockenson immediately becomes one of the top three receiving targets in a Vikings offense that ranks 15th in the NFL in estimated points added per dropback. Despite their shiny 6-1 record, the Vikings sorely needed to add another weapon in the passing game. Starting with the game against Philadelphia in week two, Justin Jefferson has been consistently facing double teams, and there are consistently opportunities available for other receivers to do damage if they can get open. If not, then the Eagles gave teams a solid blueprint for how to slow down the Vikings offense. Adam Thielen has struggled to create separation this year, K.J. Osborn has had his moments but isn’t a No. 3 option in a good NFL offense, and Irv Smith has alternated between disappointing performances and missed time due to injuries. If the Vikings wanted to compete offensively against playoffcaliber defenses, this Hockenson trade was a move they needed to make. Hockenson is also a strong run blocker, which should pay additional dividends for the Vikings The Lions averaged 5.37 yards per rush this season with Hockenson on the eld and 4.66 yards per rush when he wasn’t. Hockenson is a true every-down player, who will help the Vikings keep defenses guessing. Through the rst eight weeks of the season, Smith (primarily used as a receiver) played 253 snaps, and Johnny Mundt (primarily used as a blocker) played 223. Smith played primarily in passing downs and Mundt played primarily in early down and short-yardage situations. Opposing defenses were able to key in on the Vikings’ tight end personnel and get a good feel for what sort of play the Vikings were likely going to run. Hockenson can do it all; he’s a far better receiver and route runner than Smith, and he’s a far better blocker than Mundt. Having an offensive Swiss army knife like Hockenson not only upgrades the team’s talent, but it’s going to help the Vikings disguise their play calls and keep opponents guessing. The Vikings didn’t get Hockenson for free – second and third round draft picks have substantial value – but the Vikings added a bona de stud and still recouped some draft value in this deal. If you look at the Vikings’ recent draft history, it’s pretty unlikely they were going to draft a player of Hockenson’s caliber with the two picks they traded to Detroit. The Vikings are a signi cantly better team today than they were last weekend, and general manager Kwesi AdofoMensah made that upgrade to the roster without signi cantly compromising his team’s future. The 6-1 Vikings and their offense just got quite a bit scarier, and with the scuf ing Green Bay Packers choosing to sit out the trade deadline, it’s fair to say the Vikings are now the clear-cut favorites to represent the NFC North Division in the playoffs this year.

Unfortunately for the Storm, Detroit Lakes was in no mood to entertain the thought. The top-seeded Lakers took down fourth-seeded SRR in three sets – 2512, 25-17 and 25-17 – in the Section 8AAA semi nals Nov. 1 at Detroit Lakes High School in Detroit Lakes. The Storm ended an up-down-season 13-13. “The season de nitely didn’t end like we had hoped,” said Gail Bialke, SRR head coach. “But these girls played well all season. They came to practice and worked hard. We learned a lot each match, which helped as the season went on. The girls never gave up no matter what the score was or the situation.” The Lakers faced thirdseeded Alexandria for the section championship Nov. 3 at Perham High School in Perham. The Cardinals advanced with a 3-1 win over Rocori in Cold Spring. “A season ending is always bittersweet, but I look forward to next year since we have a lot of players returning,” said Ava Athman, a junior who had six kills, four blocks and 10 digs. “With our young team, our young players have varsity experience, and I’m excited to see the growth for next season.” The Lakers started strong in front of a large and vocal home crowd, taking advantage of a Storm team that appeared nervous on their way to a

Senior Lexi Helmin, who last week surpassed the 500-kill mark for her career, got things going a bit for SRR in the second set, but a relentless Detroit Lakes back row made things dif cult on Storm attackers. “DL impressed us by playing great defense and being a very strong team in all aspects,” Athman said. The Lakers jumped out to leads in both the second and third sets, and SRR was unable to overcome both de cits. “They were a very scrappy team,” Bialke said. “I knew it was going to be a battle when the rst point won was a long rally that they won. We had a great game plan going in, but they played defense better than the three matches I watched them play.” Helmin nished with 10 kills, seven blocks and four digs in her nal high school match. Junior Katelyn Anderson had a team-best 16 assists with ve digs. Also nishing their varsity careers were Morgan Eggert, Katie Kimman and Annika Broman.

Dairy producers can enroll for 2023 coverage through the Dairy Margin Coverage program, an important safety net program from the United States Department of Agriculture that helps producers manage changes in milk and feed prices. Last year, USDA’s Farm Service Agency took steps to improve coverage, especially for small- and mid-sized dairies, including ŏering a Supplemental DMC program and updating its feed cost formula to better address retroactive, current and future feed costs. These changes continue to support producers through this year’s signup, which began Oct. 17 and ends Dec. 9.

Transitioning a farm to the next generation involves many conversations and detailed planning. It is important for families to approach a transition with open minds.

Editor’s note: This is part one of a two-part feature regarding farm transitions. When considering a farm transition, how does the older generation value the next generation’s investment? Should sweat earn equity? Do children who put time and ĕort into the success of the farm deserve a larger share of farm inheritance than non-farming siblings? These, and many other, questions can be tricky when passing on a family farm. It is also a private matter to most families and can be di̇cult to discuss with others or even within the family itself. Jim Molenaar is aware of how

di̇cult it can be to navigate a farm transition. For the past 41 years, he has worked as an instructor in farm business management, the past eight years at St. Cloud Technical and Community College. A specialist in farm succession planning, he rst gained experience while working as a mediator in a farmer lender program during the 1980s farm crisis. “For so many farmers, transitioning is something they need help with,” Molenaar said. “Some do this very well, but

I’ve also seen some failures.” Molenaar grew up on a farm and went through a farm transition himself. “There is a big dĭerence between an estate plan and a farm succession plan,” he said. “An estate plan is what happens with my assets when I pass away. A farm succession plan is what I can do during my lifetime to make sure the farm continues with the next generation.” Many farmers are uncomfortable talking with others about their farm transition struggles. If they do wish to say something, they may rather remain anonymous. Even those who have had successful transitions are uncomfortable talking about the experience because they do not want to seem like they are bragging; they want to avoid sharing private nancial information about family members.

Motion by Gapinski and seconded by Johnson to approve Consent Agenda items 1 - 5: 1) approve the Regular Meeting Minutes of October 4, 2022 and authorize the Chair to sign; 2) approve the Committee of the Whole Meeting Minutes of September 27, 2022 and authorize the Chair to sign; 3) approve a request for an unpaid medical leave of absence; 4) adopt a resolution to accept donations to install a playground set at the County’s Benton Beach Park and authorize the Chair to sign; 5) approve the 2023 MPCA SSTS Program Grant Agreement and Payment and authorize the Chair to sign. Motion carried unanimously. Next, Johnson had requested discussion on the use of County Road Right-of-Way (ROW) for City of Foley Sewer Project. The City of Foley’s sewer project included the planned usage of a parcel at the intersection of County Road 50 and 65th Ave NE for an above-ground facility (structure). Foley Public Works Director Mark Pappenfus provided an update to the construction issues with the ROW. Johnson requested Assistant County Attorney Michelle Meyer to provide solutions to the issue. Meyer stated the County may not be able to provide a solution. Gapinski asked that we keep working and moving forward on this and “we need to get this done.” This item was for informational purposes only. Next on the agenda was the public hearing for minor Final Plat entitled “Mayhew Lake Southeast Shores” submitted by Bernard and Lisa Janson. Land Services Director Roxanne Achman stated the applicant is requesting to nal plat 2 lots within Mayhew Lake Township on the southeast corner of Mayhew Lake. Achman added that all code requirements have been met. The public hearing opened at 9:23 AM. Present to speak was Property Management Director Jeff Dingmann who had questions regarding the dock. Achman stated it does not affect the dock, and if the water goes away, then it becomes the landowner’s land. The public hearing closed at 9:24 AM. Achman reported that Mayhew Lake Township had reviewed the request and opted to table it until their November meeting. The DNR reviewed this and were part of the lakebed ownership discussion. The DNR did not have any concerns and agreed that the lakebed ownership is accurate. Motion by Johnson and seconded by Heinen to approve the minor nal plat entitled “Mayhew Lake Southeast Shores” submitted by

Bernard and Lisa Janson. Motion carried unanimously. Next, Achman requested to conduct a public hearing for minor nal plat entitled “Poepping Addition” submitted by Peter and Jennifer Poepping. Achman stated the applicant is requesting to nal plat 2 lots within Watab Township along West Lake Road. Due to the plat being more than one lot, Watab Township required the plat to go through their subdivision process. The plat was approved by Watab Township on August 15, 2022. The Planning Commission held a public hearing on the preliminary plat on October 6, 2022 at which it was approved. Achman stated that a gentleman did appear at a meeting and had concerns about drainage and Achman stated that we do not have the authority to direct drainage off of properties, and this property will be required to oodproof their home. Achman added that all code requirements have been met. The owners Peter and Jennifer Poepping were present virtually to answer any questions. The public hearing opened at 9:29 AM. No one was present virtually or in-person for the public hearing. The public hearing closed at 9:30 AM. There were no emails, letters or other communications to be read into the record. Achman stated Watab Township reviewed and approved the request and the DNR also reviewed the request and had no comments except to oodproof the septic. Motion by Johnson and seconded by Gapinski to approve minor nal plat entitled “Poepping Addition” submitted by Peter and Jennifer Poepping. Motion carried unanimously. Next, County Administrator Montgomery Headley requested the County Board to consider the resignation and retirement of Benton County Attorney Philip Miller effective January 3, 2023. Motion by Gapinski and seconded by Johnson to approve the resignation and retirement of County Attorney Philip Miller effective January 3, 2023. Motion carried unanimously. Next, Finance Director Jackie Traut requested the County Board consider adopting the Bene ts Advisory Committee’s (BAC’s) recommendations for non-union employee health insurance rates. As a result of the recommendation from Benton County’s broker Marsh and McLennan Agency (MMA), the funding levels for Benton County’s self-insured health plan need to be increased by 12%. In the past, the BAC has split the costs 50/50 of the stated increase between employer and employees. The BAC recommends evenly distributing the funding increase among the two plans. Motion by Gapinski and seconded by Heinen to adopt the BAC’s recommendations for non-union employee health insurance rates. Motion carried unanimously. Next, Headley requested the County Board consider installing a WiFi network to serve the Benton Beach Campground. Headley stated that we had received a couple of quotes for WiFi installation and recommends using ARPA funds to cover the cost of installation. The internet service would be provided by Benton Communications and would cost approximately $90 per month. The service can be started and stopped to coincide with the camping season. Should the Board agree to add WiFi service at the campground, the Park Commission will consider this new amenity in its discussions about 2023 camping fees on October 24, 2022. This proposal was considered by the Park Commission, which recommended its approval. Motion by Gapinski and seconded by Johnson to approve the request to install a WiFi network to serve the Benton Beach campground. Motion carried unanimously. Next, Headley requested the County Board consider a Forestry Management Agreement with Bob Perleberg for

Mr. Perleberg has proposed to assist Benton County with selected timber removal with a commercial logger and would determine and mark which trees to remove. During removal he would monitor the amount of timber removed and calculate the amount owed to the County by the logger. Mr. Perleberg’s fee would be 13% of this amount paid. This proposal was considered by the Park Commission, which recommended its approval. Also, the County Board and the Parks Commission met with Mr. Pereleberg onsite at Bend in the River Park to hear his proposal. As noted by Mr. Perleberg, in most cases approximately 20%-30% of the trees in each windbreak will be removed. The long-term goal is to improve the health of the remaining trees. Motion by Johnson and seconded by Gapinski to approve the Forestry Management Agreement with Forester Bob Perleberg, doing business as “Forestry First LLC” and to accept Mr. Perleberg’s version of the contract. Motion carried unanimously. Next, Headley requested the County Board appoint an Interim County Engineer/Public Works Director. With the absence of Commissioner Popp, the remaining Board Members wished to table this topic until the next Regular Board Meeting. Motion by Johnson and seconded by Gapinski to table this topic until the Tuesday, November 1, 2022 Regular Board Meeting. Motion carried unanimously. The Regular County Board meeting was recessed at 9:44 AM to conduct a Human Services Board Meeting. The Regular Board meeting reconvened at 9:50 AM. Next, Board members reported on recent meetings they attended on behalf of Benton County. Under Comments by Commissioners, Schlangen requested County Board approval to attend the Transportation Alliance Conference on October 24-26th for $300 and to also attend the annual meeting in November in St. Paul. Motion by Gapinski and seconded by Johnson to approve the attendance of the conferences, and to pay the attendance fee of $300. Motion carried unanimously. Then Schlangen reported on an issue with Minden Township wanting to count paper ballots instead of using the new devices that were purchased for elections. Headley stated that the folks of Minden Township should contact the Auditor-Treasurer with any concerns or clari cations. Heinen stated he would not override a decision by another elected of cial. Mark Ebnet of Minden Township stated that their Clerk did some checking on this and found that the Auditor-Treasurer has full authority to make decisions on how to conduct elections and now they are all on the same page. Honor Flight Twin Cities offers free autumn commemorative flights to World War II, Korean and Vietnam-era veterans to Washington, D.C. Longtime Foley resident Dick Wojciechowski was accompanied by his son, Jamey, on the nonprofit organization’s most recent trip in mid-October. Wojciechowski was one of 66 Korean War veterans to make a one-day trek to the U.S. Capitol, visiting major war and veteran memorials. World War II and Vietnam veter-

ans also participated. The Korean War Veterans Memorial resides on the National Mall. All of its components, including its walls, stainless steel statues and Pool of Remembrance, are dedicated to members of the U.S. Armed Forces who served and sacrificed during the Korean War. “I’ve seen pictures of the memorials, but I’ve never been to Washington, D.C.,” Wojciechowski said. “The Korean Memorial was the best one of the whole bunch.” Two of Wojciechowski’s classmates were killed early in that war as mem-

bers of the U.S. Army. Wojciechowski found their names on the Wall of Remembrance. Wojciechowski, 91, had plenty of praise for the Honor Flight Twin Cities organizers. He wants to return to Washington and spend even more time visiting the memorials. One day just was not enough, he said. “The event was really well organized,” he said. “We sang songs on the flight home and had a mail call featuring letters from our families. When we got off the plane, there was a large crowd, and everybody was cheering.” Honor Flight participants had a good view of Washington before the plane landed Oct. 10, Wojciechowski said. “I was amazed at how wooded it is,” he said. “It looked like Minnesota down there. Our visit to Arlington Nationall Cemg. We etery was interesting. ur had a really good tour guide on the bus.” Wojciechowski was drafted in 1950. He served with the U.S. Fifthh hird Air Force’s Third m SepBomber Group from tember 1950 to August 1952. You had to have something in your mouth when those guns went off.” Wojciechowski graduated from high school in 1949. When the war started, he was 18 years old. “Our first big mission was the Inchon landing,” he said, referring to the amphibious invasion and battle that resulted in a decisive victory and strategic reversal in favor of the

United Nations Command. Wo j c i e c h o w s k i ’s bombardment group attacked more convoys, trains and anything else the Communist forces had moving on the ground. “We used to carry the rockets under the wings,” he said. “We’d use those on truck convoys and knock them right out.” Inchon is surrounded by islands that were infiltrated by enemy forces around the time of the landing. “We strafed the hell of out them during a night mission,” he said. “The

next day we saw bodies floating all over. That was the worst thing I’ve ever seen.” The majority of the pilots who flew the B-26 missions were World War II veterans, Wojciechowski said. “Those pilots were something else,” he said. “We landed on a single engine one time; that’s how strong the B-26 was. When it was time to come home, everybody was so … happy to get out of there because we were living in tents. We didn’t have much snow but had that raw cold coming off of the Yellow Sea.” Wojciechowski considers himself fortunate. When the course of the Korean War changed and a stalemate ensued, he did

not know if he was going to get home. “I wondered if I was going to see my folks again,” he said. “I was the baby in a family of 10.” Wojciechowski has been a member of Foley American Legion Post 298 for 74 years. He is a life member of the Veterans of Foreign Wars and is currently a member of Sauk Rapids VFW Post 6992. “If you have a chance to go to Washington, D.C., please go,” he said. “People need to see these memorials and what our country has been through. I had brothers who were in the service. We lived during the good times, but they were tough. I want to go back and spend more time in Washington.”
