Neary appointed bishop of Diocese of St. Cloud

ST. CLOUD – The Holy See announced that Pope Francis has appointed the Rev. Father Patrick Neary, C.S.C., a member of Congregation of Holy Cross, as the 10th bishop of the Diocese of St. Cloud. Neary’s episcopal ordination and installation as bishop of St. Cloud is set for Feb. 14, 2023. Vespers will take place Feb. 13, 2023.

The appointment was announced Dec. 15 in Washington by Archbishop Christophe Pierre, apostolic nuncio to the United States.

Bishop-elect Neary succeeds Bishop Donald J. Kettler, who will serve as apostolic administrator until Neary’s installation.

Mayor’s Communications

•Jingle & Mingle—Mayor Hunstiger read through the schedule planned for the December 10th Jingle & Mingle event in downtown Sauk Rapids. He encouraged residents to attend the holiday festivities and parade. Mayor Hunstiger noted that more information regarding the Jingle & Mingle schedule of events could be found on the City’s website. He thanked the Jingle & Mingle sponsors and noted the participating businesses.

Purpose

To Consider Approval of Assessment Rolls No. 432, 433, 434, 435, 436, and 437

1. Open Public Hearing

Kevin VanNevel, 351 5th Street South, questioned how the assessment was determined for his narrow lot as it appears he is being charged the same price as his neighbors with larger lots. He asked about whether or not this is still a State-Aid Road that his property is on.

Scott Hedlund said that assessments for the overlay project were based on a per parcel basis adjacent to the roads being worked on. Hedlund explained that had this project been a full reconstruct, then the assessment would be based on a per front foot basis and much more expensive. He said that State-Aid designations can change over the years.

Hedlund noted that west of Summit is not a State-Aid Road. Hedlund reiterated that whether or not this is a StateAid Road does not change the assessment at hand. He said that the City tries to remain as fair and equitable as possible with the assessment policies.

Phyllis Tschida, 104 6th Ave South, stated that she received her assessment amount owed on the 16th of November. She questioned how the City expects people to come up with over $1,600 in such a short amount of time. Tschida said that she is retired and on a xed income.

Jack Kahlhamer discussed senior referral options. Kahlhamer explained that if any payment is received prior to the rst of the year, then the balance will be the only thing in which interest is applied to.

Tschida stated that she disagreed with how the assessments are charged. She said that having an entire year to pay or to make half payments would have been much better for residents. Tschida said it felt like highway robbery with the interest rate being charged. She also discussed the horrible dirt that was put in at the end of the project and how no grass would grow on that kind of dirt.

Motion: Moved by Councilperson Sauer and seconded by Councilperson Thronson to close the public hearing. Motion carried unanimously.

3. Consider Action

Motion: Moved by Councilperson Sauer and seconded by Councilperson Ellering to approve to approve the Resolution Adopting Assessment Rolls No. 432, 433, 434, 435, 436 and 437 with the noted changes. Motion carried unanimously.

A. December 12th Mayhew Lake Road Study Meeting

Todd Schultz stated that there has been a subcommittee that has been meeting to formulate a plan as to how to best facilitate rebuilding CSAH 1 (Mayhew Lake Road).

Schultz explained that the Committee that has been working on possible plans for Mayhew Lake Road consists of Benton County, the City of Sauk Rapids, and the Area Planning Organization (APO). Schultz said that the Committee would like to present its ndings/ideas as part of a joint meeting between the City of Sauk Rapids and Sauk Rapids-Rice School District at 5:15 p.m. on Monday, December 12th. He said that the presentation would be conducted by WSB & Associates, which is the engineering rm that has been hired for this project.

B. Compost Site Closed for the Season

Pete Eckhoff informed the Council that the compost site is now closed for the season. Eckhoff discussed the Christmas tree disposal dates and food drive that will take place at the compost site following the Christmas holiday.

14. Approve List of Bills and Claims Motion: Moved by Councilperson Sauer and seconded by Councilperson Thronson to approve the List of Bills and Claims. Motion carried unanimously.

Storm wrestlers earn victory in final match

Waxweiler’s pin seals win over Zimmerman

Jaxxon Waxweiler realizes he may not get too many chances to seal a dual meet victory for the Sauk Rapids-Rice wrestling team. That is the reality of competing on a team with vacancies throughout the lineup.

Waxweiler did not let the opportunity slip as the Storm made their home debut Dec. 8 at Sauk Rapids-Rice High School in Sauk Rapids.

The junior did not let the opportunity slip.

With his team leading by six points heading into the 285-pound match against Zimmerman, Waxweiler only needed to avoid getting pinned to clinch the team victory. Instead, Waxweiler did the pinning and sealed SRR’s 42-30 victory in the Storm’s second match of their home triangular.

SRR lost a 42-30 decision to New London-Spicer in the rst match.

“It was exciting for the team to get a win,” head coach Derik Gilbertson said. “Having Jaxxon stop on the mat against Zimmerman when we were up by six team points was great. Our bench had a ton of energy during the match, knowing a win from Jaxxon would seal the win. The bench exploded when Jaxxon pinned his opponent. This was a great moment.”

Waxweiler also pinned his NLS opponent to nish the night 2-0, joining teammates Vance Barz, Jack Barz and Kieran Hixson in

going undefeated. The victories were the rst of Waxweiler’s varsity career. Carter Koltes also earned a win against NLS.

“Versus New London-Spicer in our dual of the night, I felt we wrestled a bit at,” Gilbertson said. “We didn’t look as good as we did the past Saturday. Even so, we won most of the matches we should have

won. Carter Pesta lost in a tough match that went to overtime. If those two wrestle again, I think Carter will come out on top.”

At the Ethan Herman Memorial Invitational Dec. 10 in Chanhassen, Vance Barz earned a team-best second-place nish. Pesta and Hixson both placed fourth.

“We have had only

three weeks of practice before this tournament,” Gilbertson said. “I was pleased to see the adjustments that each wrestler made this weekend and from match to match. The wrestlers decreased the number of mistakes they made this week compared to last week. We are moving in the right direction.”

NOVEMBER 15, 2022

The Benton County Board of Commissioners met in regular session on November 15, 2022, in the Benton County Board Room in Foley, MN. Call to order by Chair Steve Heinen was at 9:00 AM followed by the Pledge of Allegiance to the ag. A roll call showed Commissioners Beth Schlangen, Scott Johnson, Steve Heinen, and Ed Popp present. Commissioner Jared Gapinski was absent. Chair Heinen noted the absence excused.

County Administrator Montgomery Headley requested to amend the agenda to add Consent Agenda item #7 to consider a Property Assessed Clean Energy (PACE) Special Assessment for parcel R17.00412.00 owned by Eastgate 1, LLC and to add a discussion of the location of the Foley Odor Control Station as the second item at 9:05 AM under Land Services Director Roxanne Achman. Motion by Johnson and seconded by Popp to approve the amended agenda. Motion carried unanimously.

There was no one present from the public to speak under Open Forum.

Motion by Johnson and seconded by Popp to approve Consent Agenda items 1 - 7: 1) approve the Regular Meeting Minutes of November 1, 2022 and authorize the Chair to sign; 2) approve the Committee of the Whole Meeting Minutes of October 31, 2022 and authorize the Chair to sign; 3) approve the Statement of Work and Master Service Agreement with CliftonLarsonAllen for the compilation and audit of the 2022 nancial statements and authorize the Chair to sign; 4) accept and le the Administrator’s Monthly Financial Report; 5) approve the Property Assessed Clean Energy (PACE) Special Assessment for parcel R07.00483.00; 6) approve the maintenance agreement with Motorola and authorize the Chair to sign; 7) approve the Property Assessed Clean Energy (PACE) Special Assessment for parcel R17.00412.00 owned by Eastgate 1, LLC. Motion carried unanimously.

Next, Land Services Director Roxanne Achman requested to conduct a public hearing on the Minor nal plat entitled “Svihel Estates” submitted by Patricia and Mark Svihel. Achman stated that the applicants are requesting to nal plat 2 lots within Gilmanton Township off Glen St NE/County Road 91 in an area immediately adjacent to the Foley/Gilmanton Township Orderly Annexation Area. The plat was reviewed and approved by Gilmanton Township on October 11, 2022. The Planning Commission held a public hearing on the preliminary plat on November 10, 2022, where it was approved. The public hearing opened at 9:05 AM. No one was present in-person or virtually. The public hearing closed at 9:06 AM. There were no emails, letters or other communications to be read into the record. There were no comments or concerns from State agencies, cities or townships. Achman reiterated that Gilmanton Township and the Planning Commission both approved this request. Motion by Johnson and seconded by Schlangen to approve the Minor nal plat entitled “Svihel Estates” submitted by Patricia and Mark Svihel. Motion carried unanimously.

Next, Achman and Assistant County Attorney Michelle Meyer (virtual) provided an update on the location of the Foley Odor Control Station. Meyer stated that they will need a legal description of the easement in order to proceed. They will continue to keep moving forward with this project. This item was for informational purposes only.

Next on the agenda was the request of the rati cation of a 3-year agreement with MnCCC and Stategic Technologies Inc. for maintenance and support for County Attorneys electronic case management system by County Attorney Phil Miller. This item was tabled until later in the meeting when Miller could be present.

Next, Interim County Engineer Mark Loidolt requested the County Board consider an appeal to the County’s Highway Access Policy. On September 27, 2022, the Highway Department received a permit application to place an additional driveway entrance and access to County State Aid Highway (CSAH) 12 submitted by property owners Dan and Amanda P ipsen for commercial/agricultural

purposes. The permit and requested entrance location was reviewed by the Benton County Highway Department. The condition violated by the requested location is “on minor or local collectors, accesses on the same side of the road shall be located a minimum of 330 feet apart” found in II.B.3 on page 2 of the policy. The requested location is approximately 250 feet east of an adjacent entrance and violates our policy by 80 feet. The rst driveway entrance would be for the property owner’s private entrance and the second entrance would be for commercial/agricultural purposes. Three other driveway options were presented to the applicants by Loidolt. The options for different locations for the driveway approaches were not ideal due to drain tile placed in the area, underground ber installation and an overhead powerline with communication box. Mr. P ipsen stated that both entrances are on at ground with no trees around them and are perpendicular to the road, where a new entrance would enter the road at an angle. Mr. P ipsen added that he does not want farm machinery entering his private driveway because of the machinery’s weight and size which would be damaging to his driveway and had concerns about the safety of his children present. Popp stated he agrees with the P ipsen’s request because both approaches are in a at area with no trees and nothing hindering the visibility of both driveway approaches. Popp added that the traf c on the commercial/agricultural entrance would be seasonal and addressed the safety issue with his children. Motion by Popp and seconded by Johnson to approve the appeal to the County’s Highway Access Policy to allow the spacing of 250 feet between the two driveway approaches. Motion carried on a three to one vote with Commissioners Schlangen, Johnson and Popp voting “aye” and Commissioner Heinen voting “nay”.

Next, Loidolt provided an Engineer’s update to the County Board. This was for informational purposes only.

Next, County Attorney Phil Miller (virtual) requested the County Board approve the rati cation of a 3- year agreement with MnCCC and Strategic Technologies Inc. for the maintenance and support for County Attorneys electronic case management system. MCAPS, which is part of the MnCCC system is what the Attorney’s Of ce has used for electronic case management since prior to 2013. An updated version has been developed and is in the process of being implemented with participating County Attorney Of ces. Miller stated this is a 3-year commitment with MnCCC and MCAPS which he has discussed with his successor Karl Schmidt. They both believe this should be suf cient time for MCAPS to prove its updates are compatible with the mission of the Benton County Attorney’s Of ce. Motion by Johnson and seconded by Popp to approve the rati cation of 3-year agreement with MnCCC and Strategic Technologies Inc. for maintenance and support for County Attorneys electronic case management system. Motion carried unanimously.

The Regular County Board meeting was recessed at 10:06 AM to conduct a Human Services Board Meeting.

The Regular Board meeting reconvened at 10:09 AM.

Next, Board members reported on recent meetings they attended on behalf of Benton County.

There were no comments made under Comments by Commissioners.

Music ministry strives for percussion perfection

Sacred Heart handbell choir brings glorious sound to holidays

Sacred Heart Parish’s 14-member handbell choir can trace its genesis to one bell and one memory.

In November 2009, a choir member at the Sauk Rapids Catholic church died, and the single bell was offered as a gift.

A generous parish couple then donated two octaves of bells and related music supplies to further honor the deceased member’s memory.

“That particular couple also donated three octaves of tone chimes,” said Sarah Woeste, Sacred Heart’s director of music and liturgy.

Last year, the parish did not have enough bells for its childrens handbell choir.

“The same family donated a duplicate set of the middle two octaves,” she said. “Now, we have double ringers, and each child has a bell to ring.”

The Sacred Heart Ringers was the second bell choir started within the Sauk Rapids parish, Woeste said.

The smaller group included teens and played for about four years before taking a break.

After re-starting during the coronavirus pandemic,

the Sacred Heart Ringers merged into Bells of the Heart to make one choir.

“We are definitely back,” Woeste said. “We’ve rang three times this year. Normally, we would have rung once. We’re gearing up for Christmas Eve and New Year’s Day.”

The additional bells have benefited Bells of the Heart by allowing the group to double ring. Each ringer has two pitches including the sharps or flats for those pitches, Woeste said.

Ringer are responsible for four bronze bells each. Bells are laid out in keyboard order with the deepest-toned G3 bell farthest to the left and the highest C7 on the right.

Ringers wear special gloves to protect the bronze bells from the oils on their hands.

Gloves for the bass bell ringers have extra padding to help provide cushion from the repetitive weight of the bells, which are percussion instruments, Woeste said.

“Each fall we advertise for new members,” she said. “Music reading skills and a good sense of rhythm are very helpful. New members meet with me one on one to try the bells. The bell choir is a wonderful way to bring people together to make music.”

During a late November practice session, the group’s love of festival bell music and compassion for each other came through as clearly as a beautifully sounded note.

Every once in a while, there was a little ribbing about page turning skills or other technical aspects, but all comments were good natured and in the spirit of fun.

“Sarah is amazing,” said Marcia Riedel, a Bells of the Heart choir member. “She challenges us, and everybody helps each other.”

“When COVID-19 hit, I had been a Eucharistic minister and lector, and my husband was involved in the choir and ushering,” she said. “When we were allowed to physically return to church, the choir wasn’t singing yet, but bell choir was playing.”

The Riedels joined the choir as a team.

“We just wanted to return to Mass and be a part of it and have fun,” she said.

Jeff and JoAnn Mo, Alvin and Ruth Beniek, Woeste and her son, Jacob, and Dave Backes and Autumn Hedstrom, a grandfather and granddaughter duo, represent other family combinations within the Bells of the

handbell choir family.

“Sarah directs us, but the person next to you is important because you listen to them,” Backes said. “That helps if you get lost. We highlight the parts we play.”

Backes said one of his biggest challenges was learning how handle the bells.

A bell ringer holds two bells, but rings one at a time. It took him a long time to get the feel and the position that is needed to perform correctly, he said.

“You can always see the group’s improvement,” Backes said. “Once we do a piece three or four times, you can tell when someone has perfected their timing.”

During Mass, Bells of the Heart helps the assembly to worship through the beauty of sound, Woeste said, adding it is fun to play at Christmas Eve Mass.

“We have a lot of fun,” Riedel said. “Sarah makes it relaxing and doable.”

Frosted Sugar Cookies

1 cup shortening (1/2 butter and 1/2 margarine)

1 cup sugar

3 eggs

3 1/2 cups sifted flour

2 tsp. baking powder

1 1/2 tsp. vanilla

Frosting: 3 Tbsp. butter

2 1/2-3 cups powdered sugar

2 1/2-3 Tbsp. milk 1 tsp. vanilla

Cream butter and shortening. Gradually add sugar. Add eggs and beat well after each. Blend in dry ingredients and vanilla. Chill 3-4 hours. Roll rather thickly and cut with cookie cutters. Bake at 350 to 375 degrees for 8 minutes.

Frosting: Mix well and spread onto cooled cookies (can add food coloring)

Chocolate Chip Cookies

1 1/2 cup Crisco

1/2 cup margarine or butter

1 cup white sugar

2 cup brown sugar

4 eggs

2 tsp. vanilla

2 tsp. baking soda

1/4 tsp. salt

5 cup flour (add more if needed) 12 oz. pkg. chocolate chips

Cream Crisco and sugars together. Add eggs and vanilla. Mix flour, baking soda and salt in a separate bowl. Slowly add flour mixture to sugar and Crisco mixture. Bake at 350 until lightly golden.

Peanut Blossoms

1/2 cup shortening

1/2 cup peanut butter

1/ cup brown sugar

1/2 cup sugar

1 egg

1 tsp. vanilla

1 3/4 cup all purpose flour

1 tsp. baking soda

1/2 tsp. salt

chocolate candy kisses or chocolate stars

Cream shortening and peanut butter. Add white sugar and brown sugar. Beat in egg and vanilla. Add dry ingredients and beat well. Shape teaspoonfuls of dough into a ball and roll in sugar. Bake on a greased cookie sheet in a preheated 375 degree oven for 10 minutes. Then removed from oven and place a chocolate candy piece on each cookie. Press down firmly so cookie cracks around the edge. Return to oven and bake 2-5 minutes more until golden brown. Yields about 4 dozen cookies.

Grandma’s Molasses Cookies

1 cup lard

1/2 cup molasses

1/2 cup corn syrup

1/2 cup sugar

3-4 cup flour

1 large tsp. soda dissolved into 1/2 cup hot water

1 tsp. cinnamon

1 tsp. ginger

Mix all together in bowl. Stir in as much flour as needed. Roll out. Cut to desired shape. Bake 375-400 degrees in oven. Frost as desired.
